Army warns protesters after eight die in Armenia

 

 

 

YEREVAN (Reuters) - Armenia's military said on Sunday it would confront opposition protests with force, a day after riots killed eight people in the ex-Soviet state.

 

Outgoing President Robert Kocharyan imposed a 20-day emergency on the capital Yerevan on Saturday after protesters accusing him of rigging last month's presidential election battled police with petrol bombs and sticks.

 

"Any attempt to organise mass actions will immediately be confronted by very strong counteractions from Armenia's military forces," General Seyran Ohanyan, the chief of the Armenian military staff, said in a statement.

 

"I'm asking you in particular to restrain from attempts to gather even in small groups in the city of Yerevan."

 

Opposition leader and former President Levon Ter-Petrosyan blamed police brutality for the violence.

 

"We won't give up, we will be fighting to the very end," the charismatic 63-year-old told reporters at a briefing at his Soviet-built mansion. But he urged supporters to wait until the end of the emergency laws to protest again in Yerevan.

 

Ter-Petrosyan's supporters say Kocharyan has run a corrupt state where only those with ties to the elite have access to economic opportunities. The government denies this.

 

They accuse him of rigging the presidential election in favor of his ally Prime Minister Serzh Sarksyan.

 

Ter-Petrosyan, who officially won 21.5 percent compared to Sarksyan's 53 percent, also said he was now under house arrest.

 

In Washington, the State Department said in a statement both sides should "avoid further violence, act fully within the law, exercise maximum restraint and resume political dialogue."

 

The United States is home to a sizeable Armenian community and is also concerned about disturbances in the Caucasus, an oil transit route between the Caspian Sea and Europe where it is competing against Russia for influence.

 

CITY NIGHTMARE

 

Soldiers poured into Yereven and sealed off its main squares. Burnt out cars littered the streets and shopkeepers swept away broken glass after looting.

 

"It's a nightmare. Look at what they've done to our city," 25-year-old student Emma Karapetyan said. "I hate both opposition leaders and our authorities."

 

Armored personal carriers maneuvered into position and trucks carrying coils of barbed-wire trundled around the city.

 

The violence was the worst in the impoverished mountainous country of 3.2 million people since 1998, when a mass uprising forced Ter-Petrosyan to resign. It is not clear how many of the dead were police and how many protesters.

 

Kocharyan accused demonstrators of firing weapons and grenades and planning a coup d'etat. The opposition rejected this, saying police had attacked a peaceful protest.

 

The Organization for Security and Cooperation in Europe (OSCE), Europe's human rights and security watchdog, sent a special envoy to Armenia to try to end the unrest.

 

The envoy, 68-year old diplomat Heikki Talvitie, was scheduled to arrive in Yerevan on Sunday.

Someone from California just sent me (among tens of other addressees) a letter of her correspondence with some hysterical woman from Yerevan, with all the disinformation about «peaceful demonstrators» being attacked by police.

 

And she was asking the recipients to forward the letter to others. I am sure there will be many letters like this, circulating in Diaspora and Expat community.

 

I do not ask anyone to believe government propaganda (which is actually non-existent at this point), but I am asking to think critically about what you are reading. The propaganda cliches like «pregnant women and kids being beaten by the police» are well known and are intended to turn off critical thinking barriers by directed the deepest human instincts.

 

You may or may not agree with me, but it is not a «Opposition vs Government» conflict, because Levon Ter-Petrosyan leads a rather marginal group within the opposition. Yesterday events were not «peaceful protests» but an attempt of a riot, though many of the participants didn't even understand how they were manipulated and thrown against the police to be beaten just for the sake of attracting CNN attention.

 

I supported none of the candidates during this presidential election: because it wasn't actually an election but an imitation of it. Levon Ter-Petrosyan was much worse choice than Serge Sargisyan, and vice versa. I have always voiced criticism against the government and the ruling elite, just browse through my blog entries to see that. However today Levon Ter-Petrosian is a direct threat to the statehood of Armenia.

 

Today I am asking all the fellow Armenians to think over everything and refrain from spreading disinformation.

Avo jan, in a case like this incomplet information is the same as disinformation or misinformation.

 

That email tells only half of the truth. The riot in Yerevan was a failed attempt of a revolution. During the riot Nikol Pashinyan himself asked the police to join them. With emails like that, they simply wanna put the blaim on others. Armenia is not like U.S. where you have organized street gangs. In Armenia under no condition you could have hundreds of armed elements to creat such a mess.

 

Try to read between the lines "You may or may not agree with me, but it is not a «Opposition vs Government» conflict, because Levon Ter-Petrosyan leads a rather marginal group within the opposition."

 

I was just telling Moves that without a support, Levon would never dare to come this far. He [does] get support from a thirt party-and once again, what happened in Yerevan was failed attemtp to do a revolution.

There are propaganda emails being spread by LTP people, so use your own judgment if you get on of those.

Yep. I received one from the ASA (Armenian Student Association). In the email they urge us to contact our U.S. government officials to "urge them to help a country who REALLY need help for instilling Democracy." It's sad that supposed educated people can sell their country so quickly.

I received that email too! It's really disturbing that our youth is not familiar with the real US democracy in other countries. I think those ASA members should only stick to ASA issues around the campus, since they are clearly deluded about democracy. I certainly didn't appreciate that worthless email i got. Not because it speaks about democracy, but that we need to contact the US government to ask for democratic help in Armenia...as if the US is the expert in democracy.

This makes me not want to go to ASA meetings....not that I do, but I have few times before.

Maybe I should have worded it better, [anti-propaganda propaganda] sounds about right. I don't believe anybody at this point.

 

And that's their objective Avo jan. They want the people to be confused. They want the people to lose hope and trust- on their country and on each other. It's easier to rule people when they don't trust each other-when they look to each other as complete strangers.

Quite the contrary my friend. The Dashnaks got about 100 000 votes according to the results and its candidate gracefully conceded defeat. But he did cite that there was fraud present at the elections and resigned from his post as deputy speaker.

My point is not that I am a fan of one candidate over the other. As a resident of USA I should have almost no say in who runs the country. I want is a fair election and this was not one, but I was trying to say in the post that we just cant man up and say we lost.

Dear compatriots,

 

I apply to you as a RA presidential candidate. During the election race I have only employed political methods based on ideological and moral values.

 

I have shared no effort to carry on a struggle in the realms of political constructive debates. I simply did my best to assure our people that it is possible to gain a victory. But I failed.

 

An atmosphere of intolerance, hatred, intimidation and threats reigned throughout the whole campaign.

 

Obviously, it left its stigma on the election outcome.

 

Numerous irregularities, large-scale bribery, violations at polling stations, ballot stuffing strengthen people’s distrust and doubt towards elections.

 

Once more they confined people’s right to expression, political will-power and violated our civilians’ dignity.

 

The Supreme Board of the ARC Dashnaktsutiun studies reports submitted by the RA marzes and polling stations. We shall make an assessment and issue a relevant statement after a thorough study of all reports.

 

Nevertheless, I have made a decision. I am going to resign from the post of Deputy Speaker of the National Assembly.

 

I am grateful to all those who voted for me and believed in me. I thank all those who voted frankly and were not lured by bribes. Once more I thank my ARFD companions, my supporters and our team as their devotion, confidence and belief cheered me up.

 

I call for restraint and resolve.

 

I wish success to all my contenders and wisdom and resoluteness to Armenia’s next president. I wish him to make reforms in the country. I wish the authorities no longer employed administrative resources. I wish they gained the vote of confidence of public and political forces.

 

Dear, compatriots, I call on you not to give in or become disappointed. Ours is a lasting struggle.

Azat, this is not about Dashnaktsutioun, but about Levon Ter-Petrossian wanting to come to power using all means at his disposal, using the pretext of being cheated out of the election. Him and his ex-HHsH cronies have proven to be a destructive and divisive force in Armenian politics. Here we are witnessing yet another proof.

 

If there is any party who legitimately can claim being cheated in fact it is the Dashnak party. But as A-K reminds us they preferred to gracefully bow out to avoid harmful consequences, because whether we want it or not there is an imposed problem on us to tackle first: N. G.

 

The Dashnak party gained almost 14 % in the parliamentary elections, if they had the votes to garner 14% percent not so long ago, it defies the logic that their representative in the presidential elections would barely manage 6% today.

 

But they gracefully admitted defeat. Perhaps they should be upheld as a role model for the others from now on to copy.

Zareh jan in no way do I disagree with you on what LTP and his cronies have done. He HAS to be punished in some way for what he has caused in the republic. My comment was in regards to how/why we dont admit defiat gracefully and move on

It is so frustrating to watch the protest that took place today in Little Armenia. What do these people want to achieve? They think they are going to help the establishment of democracy in Armenia? All they are doing is pouring fuel on the fire. They yell, they shout, make irresponsible statements. And then what? They go back home and sit back comfortably, while the people in Armenia suffer the consequences. What right do they have to influence the situation in Armenia when they don't live there !!! If they are so determined and believe that Levon is their leader they should buy a one way ticket to Armenia and join Levon's movement.

 

One of the speakers even had the audacity to compare Levon to Komitas. Have they no shame?

 

Most of these people who are yelling "Levon" today became legalized in the US by seeking political assylum, having escaped from Levon's dictatorship. What is wrong with these people?

Armenian opposition vows defiance

 

 

 

 

Armenia's main opposition leader has vowed to continue protesting against the result of the presidential election, which he says was rigged.

 

Levon Ter-Petrosian made the pledge despite the deaths of eight people in clashes between his supporters and riot police on Saturday.

 

A state of emergency is in force in the capital Yerevan and the army has been patrolling the streets.

 

The election was officially won by PM Serzh Sarkisian with a big majority.

 

International observers judged the election to be generally democratic but noted some problems with the vote count.

 

Two pan-European bodies, the Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE), have voiced concern about the situation in the ex-Soviet republic.

 

The OSCE is sending an envoy to try to arrange talks between the government and the opposition.

 

The New York-based Human Rights Watch (HRW) has called on Armenia to conduct a "prompt and independent investigation into the use of lethal force by security forces".

 

'Hateful regime' Mr Ter-Petrosian told reporters there could be years of political conflict ahead.

 

"Acting within the law...we will struggle... until the removal of this hateful, criminal regime... without being afraid of prison and without being afraid of their threats," he said.

 

 

 

Mr Ter-Petrosian expressed regret about the eight people who died on Saturday after armed police fought pitched battles with protesters who had set up barricades in the city centre, but he said the government was to blame.

 

The authorities said they had to restore order after 11 days of mass demonstrations which they had repeatedly warned were illegal.

 

Outgoing President Robert Kocharian declared a state of emergency was in force until 20 March.

 

Mr Ter-Petrosian was the president of Armenia in the 1990s but recently made a dramatic comeback as an outspoken opposition leader, the BBC's Matthew Collin notes.

 

Mr Ter-Petrosian gave his news conference on Sunday at his heavily guarded mansion on a hill-top overlooking Yerevan where he says he is being kept against his will by police. But the authorities insist he is not under house arrest.

IDENTITIES OF 5 OUT OF 8 PEOPLE WHO DIED DURING DISPERSAL OF RALLY

ESTABLISHED

 

YEREVAN, MARCH 2, NOYAN TAPAN. 8 people died during a clash as a

result of not obeying the requirements of the state of emeregency,

which was declared in Yerevan under the presidential decree of March

1, 2008, and offering resistance to the police by the participants of

the rally organized, in violation of the order envisaged by law, by

the RA presidential candidate Levon Ter-Petrosian and his supporters

early in the morning of March 2.

 

As a result of measures taken by the operative investigation group

composed of investigators and employees of the RA Special Investigation

Service, the National Security Service, police and tax bodies, so

far the identities of 5 victims: Gor Kloyan, Hamlet Tadevosian, Davit

Petrosian, Zakar Saribek Hovhannisian, Ruben Vanik Torosian have been

established. The identities of the other victims are being specified,

measures are being taken to reveal the circumstances of their death

and the disorders in the city.

 

Over 20 units of real estate and movable property have been damaged

as a result of disorders.

 

The RA prosecutor general's office will provide more information about

the results of the measures taken by the operative investigation group.
