YEREVAN. – It is not a secret that Azerbaijan is engaged in terrorist actions and lots of Azerbaijani citizens support Islamic radical organizations, expert of Arab studies Sargis Sargsyan said at a press conference on Tuesday.

 

According to the expert, there is a serious ideological vacuum in the Azerbaijani society, which needs to be filled in. Spreading ideology of those Islamic radical organizations and even turning a murderer into a hero is an attempt to fill the vacuum.

 

Asked about the response of the Islamic world in connection to Safarov’s pardon, Asatryan said that only Pakistani Ambassador claimed that Safarov is a hero of the entire Islamic world, while the rest of the Islamic countries made no statements.

 

Even Turkey was very careful in its remarks. In addition, murder of a sleeping man is a low act in the Muslim world.

YEREVAN. – The international community’s approach toward the Hungarian-Azerbaijani arrangement was unanimous and united, Armenia’s FM Edward Nalbandian said Tuesday during his joint news conference with Luxembourg’s Deputy PM and FM Jean Asselborn.

 

In response to the query as to how Armenia evaluates such attitude by European organizations, Nalbandian stated:

 

“There is no international organization that did not express its negative attitude toward this deal. The European Union not only made that statement, but, also, other statements were made by the European Union-member countries.

 

I have received dozens of telephone calls in the recent days from the FMs of a variety of countries, who have expressed their unequivocal attitude toward this Azerbaijani-Hungarian deal. There is no country today that could express its support to what transpired. There is no country that expresses its support to Azerbaijan,” Armenia’s FM noted.

 

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant in the Azerbaijani military, was extradited on August 31 from Hungary, where he was serving a life sentence—and with no expression of either regret or remorse—for the premeditated axe murder of Armenian lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership for Peace program in Budapest back in 2004.

 

As expected, Ramil Safarov’s return to Baku was welcomed, as was his act of murder, by the officials of president Ilham Aliyev’s government and much of Azerbaijani society, and the Azerbaijani president immediately granted him a pardon.

 

And Armenia’s President Serzh Sargsyan announced on August 31 that Armenia is suspending its diplomatic ties with Hungary.

 

Ramil Safarov’s pardoning is condemned by virtually all international organizations.

Օրբանը նաեւ մեկնաբանել է հունգարական origo.hu կայքում հրապարակված հոդվածը, որում նշվում էր, թե Հունգարիայի վարչապետն անձամբ է հրահանգել արտահանձնել ադրբեջանցի մարդասպանին, թեեւ գիտեր, որ հայրենիքում նրան ազատ են արձակելու:

Հոդվածագիր Բարջին Յինանջը նշում է, որ տարիներ առաջ երկրի արտգործնախարար Ահմեթ Դավութօղլուն հայտնել էր, որ Թուրքիայի արտաքին քաղաքականությունը ներառելու է ամբողջ աշխարհը: Նա ասել էր, որ Թուրքիան լինելու է այն խելացի երկրներից մեկը, որոնք ձևավորում են նոր աշխարհակարգ:

Scores of Armenians gather in NY to protest Azeri axe-killer's release

The protest and candlelight vigil were held in front of the Hungarian Consulate at 223 East 52nd Street between 2nd and 3rd avenues.

 

The event, which was held from 6:30 to 8:00 p.m., was attended by Armenians of all walks of life and who hail from a variety of organizations. There were well more than 300 protesters in all.

 

“Tonight’s protest and candlelight vigil follow similar protests by Armenian and non-Armenians around the world calling for justice. Justice not only for Lieutenant Gurgen Margaryan, but also for all Armenians living in Nagorno-Karabagh. It is unfathomable to see any circumstance in which any Armenian in Nagorno-Karabagh could ever again live under Azerbaijani rule,” said ANCA Eastern Region Board Member James Sahagian.

 

Protesters echoed chants from Doug Geogerian (ANCA of New York chairman) such as “We want justice now,” “Jail Safarov” and “Turkey is a liar,” among other things. Naz Markarian, AYF of New York community leader, and Yervant Kachichian of the AYF Eastern Region Central Executive also led chants.

 

After the chanting died down, protesters were given candles while Markarian gave a fiery speech before Natalie Gabrielian (AGBU Associate Director of Education) took the microphone. Michelle Hagopian, eastern region director of the ANCA, also spoke to round out the program.

 

“As the weeks press on and as the media moves past this event, we must never forget. Safarov’s pardon is another tragedy to add to the Armenian history timeline. We have responded with passion thus far. Let us continue to do so and show that the Armenian people will not be shoved around. Let us prove that our history will not repeat itself,” Hagopian said in her speech.

 

Protesters were also given flowers to place in front of a sign commemorating Lt. Gurgen Margaryan, which was left in front of the doors of the consulate. Dozens of flowers and candles were placed on the ground for passersby to witness on the sidewalk.

 

Participants held Armenian flags and a multitude of signs, which included phrases like “Justice for Gurgen Margaryan” and “In Hungary justice is for sale.”

 

Toward the end of the rally, members of the AYF held aloft a copy of the OSCE’s “Madrid Principles,” which outline a solution to the Karabakh problem in accordance with Azerbaijan’s territorial integrity. The youth announced that Azerbaijan has demonstrated, yet again, that it is unfit to govern Karabakh and that these principles must therefore be considered null and void. In a symbolic gesture, they then proceeded to burn the document before all those assembled.

 

The event concluded with remarks from local clergymen and the singing of the Hayr Mer. Dozens of pedestrians and drivers stopped or inquired about the event, asking who Safarov and Margaryan were and what significance the event held, Armenian National Committee of America (ANCA) press service reported.

Hungarian Socialists urge “morally bankrupt” PM to quit over Safarov case

Attila Mesterhazy said it was clear from Orban’s comments at a news conference on Tuesday September 11 that he had been aware that Azerbaijan would release the life-sentenced Ramil Safarov after his repatriation.

 

Mesterhazy said Orban had been warned by Foreign Minister Janos Martonyi and Justice Minister Tibor Navracsics about the likely consequences and he took the decision nevertheless. Orban took this decision “without thinking”and is the only one to blame for the scandal, he added.

 

If Orban refuses to resign, Fidesz lawmakers should try to control him and prevent his actions from causing further damage to the country, the Socialist leader said.

 

Orban told a press conference earlier in the day that “nothing happened after our decision that we did not expect”. He was responding to an article published by the online news portal origo.hu which accused Orban of ordering the transfer of Ramil Safarov with full knowledge that he would be released on his return to his homeland sooner or later.

 

Orban said the decision was taken at a government level and all ministries affected were involved, but he, “naturally, as always,” had the final say.

 

Janos Lazar, head of the Prime Minister’s Office, rejected news website origo.hu’s information that the issue had been discussed at a recent Fidesz board session. He said that Prime Minister Viktor Orban had not given any kind of instruction to transfer Safarov, nor had he been in a position to.

 

Mesterhazy insisted that Lazar had been “lying” when he told Origo that Orban had “not given any orders” to repatriate Safarov.

 

The topic of the repatriation of the Azeri axe murderer to his native Azerbaijan was taken off the agenda of the parliamentary national security committee’s Tuesday session at the initiative of ruling Fidesz deputy Mate Kocsis.

 

Mesterhazy said he disagreed with this decision, saying a national security investigation into the transfer would be appropriate.

 

Safarov, sentenced to life imprisonment for killing an Armenian in Budapest in 2004, was transferred from Hungary to Azerbaijan on August 31. On arrival in Baku, he was pardoned by the president and released. Armenia suspended diplomatic relations with Hungary later that day.

Axes appear in front of Hungarian embassy in Yerevan

Vardanyan brought over self-made cardboard axes bearing the names of Azeri President Ilham Aliyev and Hungary’s Prosecutor General.

 

As the protester said, he plans to send the axes to Hungary.

ANCA calls on Hungary to issue open apology for murderer extradition

http://media.pn.am/media/issue/122/583/photo/122583.jpgSeptember 12, 2012 - 09:56 AMTPanARMENIAN.Net - During a meeting at the Hungarian Embassy with Ambassador Gyorgy Szapary, an Armenian National Committee of America (ANCA) delegation shared the Armenian American community's outrage over the Hungarian government's decision to transfer to Baku convicted Azerbaijani axe-murderer Ramil Safarov, despite the clear indications that he would, upon his arrival, be pardoned for his crime and praised as a national hero.

 

The ANCA delegation criticized the weak response from Budapest regarding Azerbaijan's pardon and promotion of a proud and unrepentant Safarov, who was, until his extradition, serving a life sentence in Hungary for the 2004 brutal axe-murder of Lt. Gurgen Margaryan, in his sleep, during a NATO English language training program.

 

In calling upon the Hungarian government for an open apology and a meaningful condemnation of Baku's shameful actions, the ANCA expressed, during the course of an hour-long meeting, the full range of the community's concerns, including the following three points:

 

1) It is not credible for the Hungarian government to argue that it was unaware of the obvious "pardon" loophole in its extradition treaty.

 

2) It is not credible for the Hungarian government to argue that it was unaware of the Azerbaijani government's public praise of Ramil Safarov as a national hero, or the very high likelihood that this killer would be released by Ilham Aliyev if he were transferred to Baku.

 

3) It is not credible for the Hungarian government to argue that it was unaware that its actions would contribute to emboldening Azerbaijan to escalate its threats and acts of violence, de-stabilizing the region, and setting back the cause of peace.

U.S. hints it wants to see Azeri murderer Safarov behind bars

“ Well, we, as you know, issued a statement about this after the Hungarians released him back to Azerbaijan, and we have been in touch with the Azerbaijanis and urging them to meet commitments that they reportedly made to the Hungarians in advance of the release,” she told a daily press briefing.

 

On August 31, 2012, Hungary extradited Safarov - who brutally murdered Armenian officer Gurgen Margaryan, in his sleep during a Budapest-based NATO language course in 2004 - to Baku to serve no less than 25 years of the life sentence imposed by the Hungarian justice system. However, immediately upon arrival, Safarov was pardoned by the Azerbaijani President, given an 8-year salary and promoted to major.

Hungarian PM lets his people down, Aliyev appears liar

The chorus slamming Hungary lacked the voice of Russia which claims to be Armenia’s “strategic partner”.

 

The story with Ramil Safarov’s extradition once again proved the truth: anything can be bought. Petrodollars nullify any moral or even legal considerations. However, the most interesting part began after the jet, with Safarov on board, landed in Baku.http://static.pn.am/images/l_art1_eng.gifSeptember 3, 2012PanARMENIAN.Net - Hungary faced loads of deserved charges. Even Barack Obama “voiced discontent” on the case; meanwhile, the chorus slamming Hungary lacked the voice of Russia which claims to be Armenia’s “strategic partner”... Maybe the reason is that a friend of Vladimir Putin mediated in the extradition case?Hungarian politicians and experts were unanimous in the opinion that Viktor Orbán let down not only the government but the whole Hungarian nation that feels disgraced now. The response of ordinary people is quite predictable, yet it is unclear how a person going for such a decision independently can still maintain his post. According to logic and moral duty, Orbán’s government should have resigned on August 31.

 

However, putting emotions aside, Orbán just struck a deal to save his country from default and collapse. Who knows, maybe they’d better remain poor and preserve stainless reputation. These 3 bln euros will not save Hungary’s economy, but they worked well to involve Budapest into affairs it had been far way from, in particular, the Nagorno Karabakh conflict.

 

According to András Rácz, Hungarian expert on EU Foreign and Security Policy, they will now have difficulties in communicating with both Armenians and the Europeans who are shocked by Orbán’s move.

 

Well, Safarov was not expected to end his life in the Hungarian jail. Some 10 years later he would be extradited to his home country all the same. This was a mere coincidence: Hungary needed money, and Azerbaijan wanted Safarov back. Nothing personal, just business. Business would remain business if it were not for the personality of the released one. Hungary extradited neither a mafia boss nor a tax-dodger, and not even a gun dealer. It released a murderer, whose ultimate goal is assassination of sleeping Armenian. He wouldn’t touch those awake because he wouldn’t survive then. And it was the personality of this slayer that sullied the Hungarian government and, indirectly, its people who actually are not to blame for the mean action of their prime minister.

 

The trouble of the Armenian side now is its over-emotionality. Suspension of the diplomatic relations was a correct move; the next step should be refusal from meeting Ilham Aliyev and any Azerbaijani officials irrespective of their position. Obviously, Budapest slipped twice: first, when it made the decision and second, when it believed Aliyev. No comments here, perhaps.

 

However, despite Azerbaijan's euphoria, this story does no credit to either Aliyev or Turkey that backs him. It is no secret that Ankara stands behind all this deal; it organized the talks and specified the sum Ilham Aliyev had to pay. However, reliable sources in Hungary claim the notorious 3 bln euros have so far failed to reach Budapest. Instead, all parliamentary parties demand that Viktor Orbán government should resign.

 

As to Yerevan's stance, it is time Armenia recognizes the independence of Nagorno Karabakh Republic; it is already obvious that the negotiations within the framework of OSCE Minsk Group will hardly be continued, and no further meetings between presidents of Armenia and Azerbaijan will take place.

Եվրախորհրդարանն այսօր՝ սեպտեմբերի 13-ին ընդունել է «Ադրբեջանի հարցով բանաձեւ. Ռամիլ Սաֆարովի գործը» բանաձեւը։

 

Բանաձեւը ներկայացվել է խորհրդարանի 5 խմբակցությունների կողմից։ Քննարկումների ընթացքում ելույթ ունեցող պատգամավորներից շատերն ընդգծել են, որ Ադրբեջանի իշխանության կողմից Ռամիլ Սաֆարովին ներում շնորհելը եվրոպական կոնվենցիայի ոգուն չի համապատասխանում։ Նրանք նաեւ դատապարտել են Ադրբեջանում Սաֆարովի հերոսացումը՝ անվանելով հերոսացման փաստը՝ «շոկ քաղաքակիրթ աշխարհի համար»։

European Parliament adopted on Thursday resolution titled “Azerbaijan: the case of Ramil Safarov”.

 

The motion for the resolution was submitted by five political groups. The document deplores the decision by the President of Azerbaijan to pardon Ramil Safarov.

 

During the debates majority of speakers stressed that pardoning Safarov is against the spirit of the European convention. They also deplored making a hero of murderer Ramil Safarov. For instance, MP Jaroslaw Paska called the decision “a shock for civilized world”

 

Speaking during the debate, MP Ulrike Lunacek said Hungary’s government has its share of responsibility and Premier Orban ignored the warnings of his government. She stressed Premier made an economic deal to help his country come out of the crisis.

 

Jaroslaw Paska also stressed that Safarov killed Armenian officer not in battlefield but during NATO-sponsored seminar.

 

However, several MPs said they would vote against as the resolution might escalate situation in the region and will damage the Karabakh peace process.

 

Parliament deplored the pardon granted by President Aliyev of Azerbaijan to Ramil Safarov. MEPs fear this could further inflame tensions between Azerbaijan and Armenia and jeopardise “all peaceful reconciliation processes.”

 

They said the “legitimate frustration in Azerbaijan and Armenia” at the lack of substantial progress in the peace process in Nagorno-Karabakh “does not justify either acts of revenge or futile provocations.” They called on the EU to play a stronger role in the settlement of the conflict in Nagorno-Karabakh. Parliament also said the association agreement under negotiation between the EU and Azerbaijan should include human rights and rule-of-law clauses and benchmarks.

NATO Secretary General Anders Fogh Rasmussen has talked about his recent visit to the Republic of Armenia in an interview with “Euronews”. He addressed the protest against the decision of the Azerbaijani authorities to pardon Ramil Safarov who served a life sentence in Hungary for axing Armenian officer Gurgen Safaryan to death at NATO-sponsored English language courses in Budapest.

 

“This is a very unfortunate case. But let me stress that I was not faced with anti-NATO demonstrations. I was faced with young protestors who demonstrated against the decision of the Azerbaijani authorities to pardon military officer Safarov,” Rasmussen said, when asked to comment on whether the alliance feels any responsibility for the incident. “That terrible crime shouldn’t be glorified. And I am deeply concerned that the decision of the Azerbaijani authorities to pardon this army officer certainly doesn’t contribute to peace, cooperation and reconciliation in the region,” he added.

ՆԱՏՕ-ի գլխավոր քարտուղար Անդերս ֆոգ Ռասմուսենը, ով օրերս տարածաշրջանային այցով ժամանել էր Հարավային Կովկասի երկրներ, այցի վերաբերյալ «Եվրանյուս» հեռուստաընկերությանը տված հարցազրույցում անդրադառնալով Հայաստանում իր դեմ նախաձեռնված բողոքի ցույցերին` ասել է, թե ինքը Երևանում հականատօական ցույցերի ականատես չի եղել: Ըստ նրա` բողոքող ուսանողներն ու երիտասարդները իրենց վրդովմունքն են հայտնել մարդասպանին արդարացնող որոշման դեմ:

 

Փաստորեն, ՆԱՏՕ-ի գլխավոր քարտուղարը փորձում է ցույց տալ, որ դաշինքը Հայաստանի հետ հարաբերության հարցում ունի բավական լուրջ ծրագրեր ու մտադրություններ, ու երիտբողոքավորները այդ հարցում բավական մանրուք են` Երևան-Բրյուսել հարաբերությունը դրա պատճառով անլրջացնելու համար: Սա մի կողմից` շանս, իսկ մյուս կողմից էլ` դիվանագիտական դաս-ապտակ է Հայաստանին, ու ցավոք սրտի` հերթականը, որ իրար ետևից ստանում է մեր դիվանագիտությունը:

 

Ռասմուսենը նախ` Երևանին դաս է տալիս, որ ՆԱՏՕ-ի գլխավոր քարտուղարի այցը պետք է շատ ավելի լուրջ և սոլիդ ընկալել, որովհետև դա կարևոր իրադարձություն է, առաջին հերթին` տվյալ պետության համար, հատկապես այն պարագայում, երբ այդ պետությունն ունի քաղաքակիրթ աշխարհին ինտեգրվելու ռազմավարական և կենսական խնդիր: Մինչդեռ այդ պետության մեջ ՆԱՏՕ-ի բարձրաստիճան պաշտոնյային դիմավորում են աղմկոտ ցույցով, որի մասնակիցներն իրենք էլ երևի թե մինչև վերջ և ամբողջովին խորությամբ չեն պատկերացնում, թե ինչ են ուզում ՆԱՏՕ-ից, և ընդհանրապես` ինչի համար է Հայաստանին պետք ՆԱՏՕ-ն:

 

Իսկ այն, որ այդ ցույցերը կազմակերպվել էին իշխանական գրասենյակներում, առնվազն մտահղացման տեսանկյունից` երևի թե կասկած չկա` նկատի ունենալով այն, որ մասնակիցների և հրամանատարների շարքերում էին ՀՀԿ երիտկառույցի ներկայացուցիչները: Մյուս կողմից` ՆԱՏՕ-ն Հայաստանի առաջ չի փորձում փակել դուռը կամ նեղացնել այն, այլ հավաստիացնում է աշխատանքը շարունակելու մտադրության մասին` ցույց տալով լրջանալու ճանապարհը:

 

Կլրջանա Երևանը, թե ոչ` ժամանակի ընթացքում կերևա: Առայժմ, իհարկե, հուսադրող նախադրյալները քիչ են, գրեթե բացակայում են: Միևնույն ժամանակ, Հայաստանի վրա ճնշումն է ավելացնում Ռուսաստանն ու հայտարարում, թե առանց իրեն Հայաստանը կորած է: Եվրասիական զարգացման բանկն էլ ուսումնասիրություն է հրապարակում, որ Վրաստանն ու Ադրբեջանն են ԱՊՀ ինտեգրացիոն դաշտից առավել հեռացած երկրները:

 

Այսինքն` Հայաստանը Հարավային Կովկասում մնում է, այսպես ասած, միակ բաժանարար գիծը, նույնիսկ կետը: Այս պարագայում առնվազն ռազմավարական կարճատեսություն և նույնիսկ արկածախնդրություն է անլրջության մատնել ՆԱՏՕ-ի հետ հարաբերությունը և վերջնականապես տրվել Եվրասիական «երազանքին»:

 

Բանն այն է, որ ՆԱՏՕ-ն տվյալ պարագայում Հայաստանի համար դառնում է տարածաշրջանային հավասարակշռությունը պահելու կարևոր գործընկեր, որովհետև դաշինքի ազդեցությունը մեծ է Վրաստանի և նաև որոշակի առումով` Ադրբեջանի վրա: Հայաստանը ՆԱՏՕ-ի շնորհիվ է, որ կարող է ռազմաքաղաքական իմաստով մնալ տարածաշրջանային միասնական համակարգում` թեկուզ և հարևան Ադրբեջանի հետ թշնամական հարաբերության պայմաններում:

 

Այդ համակարգը Հայաստանի ազգային անվտանգության սպասարկման տեսանկյունից ունի կարևոր նշանակություն, որովհետև բաժանարար գծից այս կողմ հայտնվելու դեպքում Հայաստանը փաստորեն դառնում է տարածաշրջանային անկայունության ակունք:

 

Խնդիրը Ռուսաստանի կամ ԱՊՀ-ի ու ՀԱՊԿ-ի հետ հարաբերությունը խզելն ու ՆԱՏՕ-ին անդամակցելը չէ: Խնդիրը Ռուսաստանի, ՀԱՊԿ-ի կամ ԱՊՀ-ի համար ՆԱՏՕ-ի հետ հարաբերությունը չանլրջացնելն է և լուրջ ու խորը ընկալումից ամեն գնով խուսափելը, որով աչքի է ընկնում պաշտոնական Երևանը: Անդամակցության հարց չկա, կա քաղաքականության հարց, որից շեղելու համար են նաև հենց հաճախ մեջտեղ բերում անդամակցության խնդիրը, որն այս պահին բացարձակապես ակտուալ չէ թե Բրյուսելի, թե Երևանի համար: Բայց ինչ-որ տեղից դա դա ակտուալացնում են` երկուստեք այլ հրատապության հարցերից և ընդհանուր շատ ավելի կարևոր եզրերից շեղելու համար

MEPs dub Azeri president as “mafia boss” over Safarov release

The MEPs involved in the debate slammed Azerbaijan and Hungary, calling Safarov’s pardon and heroization unprecedented, unacceptable and shocking for the whole civilized world.

 

As they noted, Azeri President Ilham Aliyev behaved like a “mafia boss,” his actions proving that killing an Armenian is a sure way to be hailed a hero in Azerbaijan. The MEPs urged Baku to provide guarantees that a due punishment will be given to Safarov.

 

Hungary was admonished for the lack of attention in negotiating Safarov extradition with Baku.

 

Parliament members were understanding of Yerevan’s suspending ties with Budapest. Some, however, noted that Armenia’s harsh response may harm Karabakh conflict settlement efforts.

 

The MEPs further suggested deeper involvement of the European Parliament in Karabakh issue, also stressing the necessity of intensifying peace talks.

 

The debates were followed by a resolution on Safarov’s extradition and pardon.

European Voice: Safarov release made Baku look morally suspect in world’s eyes

“Azerbaijan and Hungary both have serious questions to answer about the case of Ramil Safarov, an Azeri military officer attending a NATO-run English-language course in Budapest, who murdered a sleeping Armenian fellow-student with an axe in 2004. But the most unpleasant consequences are for Brussels and Washington, DC.

 

Even if the two countries had been at war, Safarov's behaviour would have been criminal. Killing an unarmed enemy combatant in his sleep, in cold blood, in a neutral country is wrong.

 

The Hungarian authorities have not explained convincingly why they last month let Safarov – one of their country's most controversial prisoners – go back to Azerbaijan. So the allegation that Hungary took this step in return for a large lump of Azeri money (some say €3 billion) deserves scrutiny.

 

The Azeri reaction in instantly pardoning Safarov, awarding him back pay and an apartment, and treating him like a national hero, is deplorable. Glorifying Safarov has made Azerbaijan look hysterical and morally suspect in world eyes. That is hardly a triumph for Azeri diplomacy. Hungary looks at best gullible and, at worst, greedy and deceitful.

 

But the big point is that both countries seem to think they can get away with their behaviour. The case illustrates the huge collapse in the moral authority of the EU and NATO since 2004. In preceding years, joining Western clubs was a matter of great pride for those newly admitted, and of great priority for those outside. They took care not to break the rules and (sincerely or not) to please international opinion.

 

Azerbaijan used to mind what policymakers in Brussels and NATO thought. Now it does not. It sees no realistic chance of membership in either organisation. It is bulging with oil money. It exploits cannily its useful geopolitical niche as a place to spy on (and perhaps bomb) Iran.

 

Hungary is not bulging with money. Indeed, its public finances feature gaping holes. But it too cocks a snook at Brussels (and Washington). Victor Orbán, the prime minister, makes his own decisions (often bad ones) and waits for the world to get used to them.

 

The knots that bound countries' behaviour in Europe since the mid-1990s once seemed indestructible. Now they are fraying fast,” the article said.

Lithuanian MPs condemn Azeri axe-killer’s release

Mr. Sharmazanov welcomed the statement by the members of Lithuanian Sejm condemning Azeri President Ilham Aliyev’s pardon of Ramil Safarov, convicted for axe-murdering an Armenian officer.

 

In their statement, Lithuanian MPs slammed the criminal’s release as contradictory to international norms and capable of undermining Karabakh conflict settlement talks.

 

The Armenian official, in turn, expressed appreciation for his Lithuanian colleagues’ response and their adherence to democratic and humanitarian values, Armenian National Assembly press service reported.

Azerbaijan lost any prospect of its being reliable partner - envoy

Worldwide, the Armenian community has been protesting the release of Safarov, an Azeri officer who hacked to death Armenian officer Gurgen Margaryan in Hungary back in 2004. The two men were attending a NATO-run English language course. Safarov was sentenced to life imprisonment in Hungary but was sent back to Azerbaijan where he was recently pardoned. On return to Azerbaijan Safarov was welcomed as a hero, pardoned, promoted to the rank of major, and paid wages for the eight years he was in jail.

 

“Hungary should apologize to the international community and Armenia and should undertake such measures that are equivalent to the slap received from Azerbaijan,” Ghalatchian said. “Otherwise, we will continue considering this unfriendly gesture towards Armenia was a deliberate and motivated action,” he said.

 

“We believe that with this act Azerbaijan once again, and this time ultimately, lost any prospect of its being a reliable partner in the eyes of the international community. We hope, and we are working [towards] that direction, that the international community finally stops the policy of false parity,” Ghalatchian said. He said that the international community, “the United Nations, OSCE, EU, Council of Europe, CSTO, NATO, the US., Russia, France and dozens of other countries and organizations responded to this incident and expressed their support to the Republic of Armenia.”

 

“But this is just the beginning of a process, he said. Armenia is also going to raise the issue legally in the “competent institutions” in relation to Azerbaijan and Hungary’s actions,” Chalatchian said.

Րոպեներ առաջ Եվրոպական խորհրդարանի պլենար նիստում պատգամավորների ճնշող մեծամասնությամբ հաստատվել է Ադրբեջանին արտահանձնված ու վերջինիս իշխանությունների կողմից ներման արժանացած մարդասպան Ռամիլ Սաֆարովի հետ կապված հարցի դատապարտող բանաձևը (բանաձևի նախագիծը՝ այստեղ, հաստատված բանաձևը դեռևս չի հրապարակվել Եվրախորհրդարանի պաշտոնական կայքում - Tert.am): Այս մասին Tert.am –ին հայտնեց Ազգային Ժողովի արտաքին հարաբերությունների հանձնաժողովի նախագահ Արտակ Զաքարյանը:

«Սա լավագույն օրինակն է և ապացույցն է այն բանի, որ մեր դիվանագետներն ի զորու են լիարժեք կատարել այն խնդիրները, որոնք բխում են ՀՀ-ի շահերից»,- ամփոփեց ԱԺ արտաքին հարաբերությունների հանձնաժողովի նախագահը՝ հավելելով, որ այդ աշխատանքը կատարվել է ի հեճուկս ադրբեջանցիների ծավալած բավականին լայն հակաքարոզչական աշխատանքների:

 

 

Հավելենք, որ Այսօր Եվրանեսթի ադրբեջանական պատվիրակության ղեկավարը Եվրախորհրդարանի պատգամավորներին ուղարկել էր նամակներ, որով կոչ էր անում դեմ քվեարկել բանաձևին:

Ինչպես հայտնում է Եվրոպական խորհրդարանի պաշտոնական կայքը, բանաձևի տեքստում Եվրոպական խորհրդարանը.

 

1. Հայտարարում է, որ Սաֆարովի համաներումն ու նրան մայորի կոչում շնորհելը մեծ հարված է հասցնում արդարադատության և իրավունքի գերակայության հանդեպ Ադրբեջանի ստանձնած պարտավորություններին:

 

 

 

2. Սաֆարովի հերոսացումը հակասում է մարդու արժանապատվության և արդարադատության սկզբունքներին:

 

 

 

3. Գտնում է, որ համաներումը, համահունչ լինելով Դատապարտված անձանց փոխանցման մասին կոնվենցիայի տառին, հակասում է նրա ոգուն` արժեզրկելով այս կապակցությամբ արված հունգարական կառավարության հավաստիացումները:

 

 

4. Ընդունում է, որ Կոնվենցիայի առանցքում ընկած են բոլոր այն պետությունները, որոնք պարտավորություն են ստանձնել հարգանք դրսևորել ադարադատության հաստատման և իրավունքի գերակայության սկզբունքի հանդեպ:

 

 

 

5. Կարևոր է համարում, որպեսզի հունգարական իշխանությունները հիմնավորեն իրենց գործողությունների արժանահավատությունը` Ադրբեջանի հանդեպ ձեռնարկելով դիվանագիտական և իրավական քայլեր:

 

 

 

6. Կոչ է անում հունգարական իշխանություններին պաշտոնապես տեղեկանալ Կոնվենցիայի 15(գ) հոդվածի կիրարկմանը և, համաձայն 23-րդ հոդվածի, այս մասին ծանուցել Հանցագործությունների հարցերով զբաղվող եվրոպական հանձնաժողովին:

Ex-prez’s office wrongs Aliyev over “terrorist pardoning in Armenia” claim

 

 

 

The Office of Armenia’s former president Robert Kocharyan has refuted Azerbaijani President Ilham Aliyev’s recent allegations that a convicted terrorist was pardoned by the government in Yerevan upon extradition over a decade ago.

 

Kocharyan’s office said Aliyev is trying to find justification for his own decision to pardon a confessed axe-murderer of an Armenian, Ramil Safarov, upon the latter’s extradition from Hungary last month. The development angered the government in Yerevan leading to Armenia’s suspending its diplomatic ties with Hungary and demanding that its international partners condemn the “Azerbaijani-Hungarian” deal.

In its statement Kocharyan’s office, in particular, said:

 

“On September 12, news agencies disseminated reports about the meeting of Azerbaijani President Ilham Aliyev with the ambassadors of OSCE member states in Gabala. The reports said that at the meeting Aliyev said that in 2001 the President of Armenia allegedly pardoned an Armenian terrorist Karapetyan, who was convicted to life imprisonment in France and was extradited to Armenia the same year.

 

“The statement doesn’t correspond to reality. This story is about Varouzhan Karapetyan, who, being a citizen of Lebanon at the time, was not extradited but was pardoned by French authorities in 2001 and only after that he moved to the Republic of Armenia for permanent residence. Detailed reports about these events are still available on Internet and it is not difficult to find.

 

“Thus, we can state that trying to justify Ramil Safarov’s pardoning the president of Azerbaijan either deliberately distorts historical facts or is unaware of the recent past.”
