Azerbaijan warns Armenia’s Sargsyan over visits to “occupied lands” as tensions mount around Karabakh

Baku has issued more warnings to Serzh Sargsyan not to pay visits to the “occupied territories” of Azerbaijan after the Armenian leader attended a school opening ceremony in Shushi in Karabakh last weekend.

 

The statement by Azerbaijani Foreign Ministry spokesman Elman Abdullayev comes amid increased tensions in the region that some international experts fear may result in a new Armenian-Azerbaijani war.

 

 

 

 

 

“The trip of Armenian President Serzh Sargsyan to the occupied territories of Azerbaijan again shows that the Armenian leadership has no political will to resolve the Armenian-Azerbaijani conflict over Nagorno-Karabakh,” Abdullayev said on Wednesday, according to Day.az.

 

The subject of Armenia and Karabakh was also addressed by the leaders of Turkey and Azerbaijan who met in Baku this week. The leaders of the two states regarded as ethnic cousins and political allies in the region reaffirmed their fraternal ties and again vowed to support each other in international affairs.

 

Azeri President Ilham Aliyev, in particular, slammed Armenia’s “unconstructive” and “hypocritical” position in the negotiation process and accused Yerevan of obstructive peace in the region. Turkish Prime Minister Recep Tayyip Erdogan, meanwhile, reiterated Turkey’s linkage of the normalization process with Armenia to the withdrawal of Armenian forces from the “occupied lands” in Karabakh.

 

“Our position will remain unchanged,” Erdogan assured Aliyev, according to the latter’s press office.

 

The latest warnings from Baku come amid a new wave of escalating tensions around Karabakh in the wake of Hungary’s handover to Azerbaijan of Ramil Safarov, a convicted axe-murderer of an Armenian army officer with whom he attended a NATO-sponsored English language course in Budapest in 2004. Safarov, who had been sentenced to life, was extradited on August 31 after serving 8.5 years in Budapest jail. The man was pardoned upon repatriation, financially rewarded and promoted to major by Azerbaijani leadership.

 

Baku views Safarov’s extradition as a huge diplomatic and political success. But Armenia severed ties with Hungary over the matter, urging the world to condemn the “Azeri-Hungarian deal”.

 

In his remarks the Azeri Foreign Ministry spokesman said Sargsyan visited Shushi – “one of the centers of Azerbaijani culture” as he described it – to raise his image in the eyes of fellow Armenians that Abdullayev said had suffered because of the Safarov Affair.

 

“What happened comes as a confirmation of Azerbaijan’s growing weight on the international arena and, on the contrary, the weakening of Yerevan’s influence,” he claimed.

 

Armenia, meanwhile, believes it has the moral high ground in the Safarov Affair that it says shows Azerbaijan as a racist state and proves that Armenians cannot live under “murderous” Azeris who are allowed – on the state level – to kill Armenians and go unpunished.

 

Armenian Foreign Minister Edward Nalbandyan said earlier this week the international community shared Armenia’s stance in condemning the actions of both Hungary and Azerbaijan.

 

With Armenia and Azerbaijan continuing to trade accusations there seems to be little room left for the resumption of formal talks regarding the future status of Nagorno-Karabakh. Some international experts believe the lack of contacts between the leaders of the two countries only heightens the likelihood of another war breaking out in the region.

 

Even while the Sargsyan-Aliyev meetings were pretty much regular the Azeri leader did not conceal his country’s designs to win Karabakh back militarily if it failed to “restore its territorial integrity” by means of negotiations – a threat routinely scoffed at by Armenia.

 

And now an international voice privy to the negotiations has given more weight to Armenia’s arguments that a war may only be detrimental to Azerbaijan.

 

Matthew Bryza, who was the U.S. co-chair of the OSCE Minsk Group in 2005-2009 and served as a U.S. ambassador in Baku in 2011, was quoted by Reuters on Tuesday as saying that despite its massive defense spending Azerbaijan is still unable to regain control of Nagorno-Karabakh.

 

“The Azeris can’t retake Karabakh now. They are militarily incapable of doing it,” Bryza said.

“I don’t think they could dislodge the Armenian forces from the high ground. I think that’s extremely difficult.”

Sargsyan: “Balanced” evaluations of Safarov pardon are “unacceptable”

 

 

 

Receiving EU Special Representative Philip Lefort Wednesday, President Serzh Sargsyan thanked numerous countries and various international organizations, including a number of European structures, for their unequivocal statements strongly condemning the steps taken by the Azerbaijani authorities to pardon and making condemned murderer Ramil Safarov a hero.

 

At the same time, the president considered unacceptable and unclear some statements allegedly “balanced” but in fact inadequate for such a horrible act. According to Sargsyan, making the murderer a hero by the Azerbaijani authorities deserves unconditional condemnation especially by the European partners.

 

The EU Special Representative reportedly noted that after the meeting with the Armenian leader, Lefort will set off to Baku where he expects to get explanations from the Azerbaijani authorities.

 

Lefort stressed that the EU condemns the step which undermines trust between the sides of the Karabakh conflict.

EUROPEAN PARLIAMENT APPROVES PRO-ARMENIAN RESOLUTION DESPITE AZERBAIJAN'S EFFORTS

Just a few minutes ago, the plenary session of the European

Parliament, by an overwhelming majority of votes, approved a

resolution deploring the transfer and pardoning of Azeri officer Ramil

Safarov, Artak Zakaryan, Chairman of the Standing Committee on Foreign

Relations, Parliament of Armenia, told Tert.am.

 

"They condemn and unanimously express the European Parliament's

concern over Azerbaijan's actions. And now we have a resolution

approved by a most important parliamentary organization, that is, a

unanimous approach to the matter by all the political forces of the

European Union," Zakaryan said.

 

"This is the best evidence of our diplomats' ability to accomplish the

tasks in Armenia's interests," the MP said. He noted that the Armenian

diplomats' activities proved effective despite Azerbaijan's effor

Hungary’s Armenians demand prosecution for Safarov extradition officials

 

September 14, 2012 - 21:35 AMTPanARMENIAN.Net - Armenian National Autonomy of Hungary issued a statement urging to prosecute those responsible for extradition of Azeri criminal Ramil Safarov convicted for axe-murdering an Armenian officer in Budapest.

 

In its statement, the organization expressed regret over the frozen Armenia-Hungary ties. The Autonomy, however, slammed Hungarian authorities’ decision to extradite the murderer, yielding to Azeri pressure, also pointing out the violation of the 983 Strasbourg convention.

 

The organization further urged to prosecute those responsible for Safarov extradition, condemning Baku’s heroization of a criminal.

 

In conclusion, the Autonomy called on the international community to recognize Artsakh independence.

Azeris threaten to “shed Armenians’ blood” at anti-Safarov rally in Moscow

The Russian-Armenian Commonwealth organization coordinated the event with Moscow’s municipality, with the rally held jointly with other Russia-based Armenian social organizations.

 

Representatives of political parties, major public associations and Russia’s national communities will attend the rally.

 

According to Azeri media reports, Moscow-based Azeris plan to stage a provocation during Armenian organisations’ rally.

 

In Vesti.az-released report, the Azeris threaten to “shed the blood of Armenians, should any disrespectful speech abuse Azerbaijan or any participant attempt to burn an Azeri flag.”

Ramil Safarov’s glorification ‘monstrous act’ – Vladimir Zhirinovsky

“Turkey and suchlike have resorted to violence to settle their problems for 100 years,” Vladimir Zhironovsky, Chairman of the Liberal Democratic Party of Russia (LDPR), stated at a rally in protest at Hungary’s decision to transfer Azeri officer Ramil Safarov to Azerbaijan, REGNUM reports.

 

Recalling the Armenian Genocide in Ottoman Turkey, he noted that “Turkey took advantage of other nations’ concentration on World War I to resolve its domestic problems.”

 

Under the circumstances, Armenians should “use their brains” and defend themselves. Zhirinovsky is sure that, if needed, Russia will certainly defend Armenia. Russia should beef up its military presence in Armenia, supply weapons to Armenia’s army and improve border defense for “Turks to retreat at the sight of troops.”

 

The LDPR leader urged Armenian oligarchs not to be “greedy” and provide funds for strengthening Armenia’s army. “Armenian oligarchs, do not be greedy! You must help Armenia have a modern army,” Zhirinovsky said.

 

He criticized Chairman of the Union of Armenians of Russia Ara Abrahamyan for being absent from the rally. “Where is he? He must be here. On a business trip? If so, he must only go to Armenia because this is Armenian money.”

 

The LDPR leader expressed his support to the Armenian people and indignation at glorification of Ramil Safarov in Baku. “That’s a monstrous act. He was promoted and given the salary for the years he spent in prison in Hungary. Who ever heard such a thing?”

 

The LDPR always did and will support Armenians. On the other hand, it hopes for Armenians’ support.

 

The action was organized by the Armenian-Russian Union and sanctioned by the Moscow Mayor’s Office.

Repairing relations with Armenia a priority, says Hungarian Foreign Minister

Restoring relations with Armenia is a priority for Hungarian diplomacy, Foreign Minister Janos Martonyi told reporters on Thursday, according to Politics.hu.

 

 

 

Martonyi said at the background briefing: “What the prime minister decides is also a government decision. The decisions of the prime minister and the government coincide.”

 

 

 

“For this reason, there is no use in arguing whether the government or the prime minister made the decision in Safarov’s case,” he said.

 

 

 

In reply to question, he said there was no question of his resigning, adding that he remained loyal to the prime minister.

 

 

 

On Tuesday, Prime Minister Viktor Orban said that he had approved the government’s decision to hand over the Azeri axe murderer to his native Azerbaijan, and the ensuing events had not been unexpected. He added that “nothing happened after our decision we did not expect”.

 

 

 

Martonyi confirmed that he had requested Switzerland’s help in mending relations between Hungary and Armenia.

 

 

 

“But it is not about mediating in the context of diplomacy; this is not what I have asked for at a meeting with my Swiss college,” Martonyi said. He said that any sort of help was highly appreciated, noting the help the Armenian community living in Hungary had already offered.

Russian paper reveals new facts about Armenian officer's murder

Russian Argumenti Nedeli has published an article blaming the USA in deteriorating the situation over Nagorno Karabakh. The paper also casts a new light on the murder of the Armenian officer Gurgen Margaryan, presenting new facts.

 

 

 

Citing the sources close to the Hungarian government, the Russian paper claims Hungary is very concerned with the criticism of Armenia and the international community for Safarov's extradition.

 

 

 

The paper says Hungary is periodically extraditing convicted people. The country transfers 6-8 people to their homeland annually and Safarov's extradition was a common thing.

 

 

 

The source though says Azerbaijan's steps, followed Safarov's handover left Hungary in extremely unpleasant situation.

 

"Budapest understands that this deportation [like newspaper called it] may be 'Shot in Sarajevo' for Caucasus," the newspaper writes meaning the assassination of Archduke Franz Ferdinand of Austria in 1914 in Sarajevo leading to the outbreak of World War I.

 

 

 

"If a war breaks for Nagorno Karabakh now, Budapest will have its share of guilt. Besides, all the parties make use of the situation but Hungary. Safarov's return raised rating of Azerbaijani president Ilham Aliyev in his country. Nevertheless, Baku is dissatisfied with Budapest. After the details of the deal were revealed, Azerbaijani political figures are viewed as liars. No one would like it," the paper says.

 

 

 

Referring to Gurgen Margaryan's murder, the source says that "Washington managed to come off clear" and pointed to its "junior partner." The thing is that the English language classes in Budapest have been organized by the USA. The source says they were not NATO classes but FBI's (Federal Bureau of Investigation).

 

 

 

It became known that before the tragedy the Hungarian special services informed the Americans that Safarov had bought an axe. Americans though did not anyhow respond to the information. "As a result the cutthroat calmly grinded the axe and chopped off unfortunate Armenian's head," the paper concluded.

“The British-Armenian All-Party Parliamentary Group condemns the actions of Azeri President Ilham Aliyev for releasing the Azeri officer Lt Ramil Sahib Safarov who, sentenced to life imprisonment in Hungary for hacking to death in February 2004 Armenian officer , Lt Gourguen Margaryan in his sleep, was extradited to his homeland on August 31, 2012 to serve the remaining of his sentence. However, despite assurances given to the Hungarian government, he was set free by President Ilham Aliyev and given a hero’s welcome.

 

Since the return of Ramil Safarov to a hero’s welcome in Baku, the Vice-Chairman of the BAAPPG , Mr John Whittingdale MP , has spoken to the Rt Hon William Hague MP , Foreign Minister of UK , has tabled an Urgent Question in the House of Commons regarding the events and writes in his letter :

 

“I understand the distress and anger in Armenia at the release of Safarov and the welcome he received on his return to Azerbaijan. Stanislav Ivanov expressed surprise over some MPs and countries, who voted against the motion and thus approved Azerbaijan’s “hero welcome” of a criminal sentenced for murder of a sleeping person.

 

“Hungary is a major European country with relevant intelligence and analytical services, deeply acknowledging Azeri President Ilham Aliyev’s true personality,” Mr. Ivanov said in interview with Analitika.at.ua, describing Hungarian authorities’ stance as incomprehensible.

 

He further believed Nagorno Karabakh peaceful settlement impossible in the face of Azerbaijan’s arms race, accelerated militarization through support of Turkey, Israel and the U.S.

 

“Despite the positive nature of resolution on Ramil Safarov case, the European Parliament remains a discussion platform unable to avert a new burst of violence in the region. Both Hungary and European Parliament are equally responsible for Baku’s provocative steps,” the expert said.

AZERBAIJANI PRESIDENT TO FACE DEMONSTRATIONS IN FRANCE

PARIS. - Azerbaijan's president Ilham Aliyev arrived in Paris on a

working visit.

 

It was reported earlier that Aliyev will encounter a "special

hospitality" in the French capital. Specifically, the French

Armenians will "welcome" the Azerbaijani leader with a populous

protest demonstration.

 

The rally will be held across the Azerbaijani Embassy in France,

Armenian National Congress (ANC) France Executive Director Hratch

Varjabedian stated. The protesters will not only raise their voices

against Ramil Safarov's extradition and ensuing pardon, but they

also will speak against Azerbaijan's policy conducted with respect

to Armenia and Nagorno-Karabakh.

 

In Varjabedian's words, the demonstrators will also protest the French

government, which has allowed entry into the country for a president

who makes a hero out of a murderer.

French politicians, NGO representatives, and those who are discontent

with Aliyev's actions and policies will join the demonstration.

Մոսկվայում Ռամիլ Սաֆարովի արտահանձնման և ներում շնորհելու դեմ ուղղված հանրահավաքի ժամանակ Ռուսաստանի Լիբերալ-դեմոկրատական կուսակցության առաջնորդ Վլադիմիր Ժիրինովսկին ենթադրել է, որ Սաֆարովի կերպարի շուրջ կոնֆլիկտը կարող է հանգեցնել հայերի և ադրբեջանցիների շրջանում արյունալի վրիժառության գործողությունների:«Իսկապես կարող են լինել վրեժխնդիր քայլեր, երբ նրան ինչ-որ մեկը սպանի: Եվ դա կլինի արյունալի վրեժ, և կրկին մարդիկ կսպանվեն: Նրան կարող էին տեղափոխել, նա պետք է գոնե մի հինգ տարի նստեր, հետո կարող էին անաղմուկ բաց թողնել, հիվանդության պատճառով, որևէ մեկին չհայտարարելով: Իսկ այս պարագայում համարյա թե ծաղիկներով են դիմավորել: Իսկ դա կապված է մեծ գումարների հետ գործ ունենալու հետ: Փող շատ են տեսել, հիմա էլ տոնում են: Վրեժ լուծել հայերից: Նա բանտում չի նստելու: Դա ակնհայտ է»,-ասել է նա:

 

Ժիրինովսկու կարծիքով, հայկական հատուկ ծառայությունները կարող են որս սկսել ոչ միայն Ռամիլ Սաֆարովի, այլ նաև ադրբեջանցի ազդեցիկ գործարարների և քաղաքական գործիչների վրա: «Թող աշխատեն հայկական հատուկ ծառայությունները, որպեսզի հաջորդ անգամ մարդասպանին ազատ արձակելիս պատմությունը չկրնկվի: Այդ ամենը հատուկ ծառայությունների գործն է: Հանրահավաքներում մենք այս հարցը չենք լուծի: Թող նրանք աշխատեն: Եվ հնարավոր կլինի կանխել նմանատիպ գործողությունները: Ասել, որ 1 հայի սպանելով, դրա փոխարեն ձեզ մոտից կանհետանան 5 հարուստներ: Եվ ինչ եք անելու: Այդ ժամանակ կմտածեն, որ մենք սրան կփրկենք, իսկ մեզանից մեր երեխաներին չեն խլի: Նրանք էլ բանակում շատ ադրբեջանցիներ ունեն: Այնտեղ նույնպես կարող է մեկն անցնել, նռնակ նետել և մի ամբողջ դասակ կզոհվի: Այնտեղ ցանկության դեպքում միջոց կգտնեն»,-ասել է Ժիրինովսկին:

2004թ. փետրվարի 19-ին լեյտենանտ Գուրգեն Մարգարյանը Բուդապեշտում գազանաբար կացնահարվեց ադրբեջանցի սպա, ավագ լեյտենանտ Ռամիլ Սաֆարովի կողմից: Երկուսն էլ Բուդապեշտում մասնակցում էին ՆԱՏՕ-ի «Գործընկերություն հանուն խաղաղության» ծրագրի շրջանակներում կազմակերպված անգլերեն լեզվի դասընթացներին: 2006թ. ապրիլի 13-ին մարդասպանը Բուդապեշտում դատապարտվեց ցմահ բանտարկության՝ 30 տարվա ընթացքում առանց ներման իրավունքի: Հայաստանի նախագահ Ռոբերտ Քոչարյանի հրամանագրով Գուրգեն Մարգարյանը 2005թ. փետրվարի 19-ին հետմահու պարգևատրվեց «Արիության համար» մեդալով՝ ծառայության ընթացքում դրսևորած արիության ու ինքնազոհողության համար:

 

Օգոստոսի 31-ին Սաֆարովը Հունգարիայի կողմից արտահանձնվեց Ադրբեջանին, որտեղ անհապաղ ներում ստացավ՝ նրան շնորհվեց մայորի կոչում, նոր բնակարան, վճարվեց 8 տարվա աշխատավարձը: Ի պաստասխան Հայաստանը կասեցրեց դիվանագիտական հարաբերությունները Հունգարիայի հետ:

 

Մինչդեռ հունգարական կողմը պնդում է, որ Բաքուն հավաստիացումներ է տվել, որ Սաֆարովը կշարունակի կրել պատիժն Ադրբեջանում, ոչ պակաս քան 25 տարի:

 

Ըստ որոշ տվյալների Սաֆարովն արտահանձնվել է Ադրբեջանի կողմից 2-3 մլրդ եվրոյի պարտատոմսեր գնելու Բաքվի խոստման դիմաց: Պաշտոնական Բուդապեշտը դա հերքում է:

Now, it has been known: upon his return to Baku on Friday 31st August

2012, Ramil Sahib Safarov, the murderer who hacked to death a fellow

Armenian officer - Gourguen Margaryan - on 19th February 2004, while

he was asleep, has been declared a free man and a national hero by

the Azeri President Ilham Aliyev .

 

Safarov was greeted in Baku by his fellow compatriots, given the

keys to a new apartment and a new car, praised, hugged and kissed,

was promoted to the rank of major, his back pay for the last 8 years

while he was in jail in Hungary refunded to him and the Azeri flag

was wrapped around his shoulders, honouring him with the ultimate

national accolade.

 

The international community and its various organisations protested

loudly and robustly against such unjust and vile action; debates,

meetings and demonstrations took place, petitions were gathered and

presented to various parliaments and governments and lengthy articles

were published in many newspapers: the world at large condemned

President Aliyev, while his people applauded that despicable action

and the Azeri youth realised and appreciated with great enthusiasm

the tolerance shown by its government.

 

A unique precedent was created where one can kill and be praised and

rewarded in Azerbaijan.

 

President Ilham Aliyev became the PARTNER IN THIS CRIME with the

hope that his people would - at last- praise and love him. The early

signs proved this to be true and the Azeris and their President -

in unison - declared once again and publicly their hatred towards

the Armenians during rallies, meetings and celebrations!

 

How scared, worried and terrified must our Armenian compatriots, still

living in Azerbaijan , be now for their lives and their families! And

very rightly too.

 

But that mad euphoria lasted only few days: the Azeri President and

the Azeri people realised suddenly that by their actions they had

sent a powerful signal to the world :

 

NO ARMENIAN WILL EVER BE SAFE UNDER AZERBAIJANI RULE, therefore the

Co-Chairs of the OSCE, Minsk Group and the many mediators who try

to solve peacefully the Karabagh issue will never again venture to

suggest that Karabagh must return to Azeri rule - no matter with what

degree of autonomy , no matter under what circumstances , no matter

when and no matter how. NEVER.

 

And that is good. That is what the Azeri President Aliyev and its

people have given us, the Armenian people, now. Against their will

and against their own judgement, by glorifying and legalising crime.

 

Since the 31st August, many government officials in the West are

rushing to Armenia to lobby and convince the Armenian Authorities to

remain calm, to not retaliate, to restrain from any violence and TO

NOT ROCK THE BOAT ! Because the Azeri Oil, flowing towards the West,

must be kept safe at all costs. At all costs !

 

Each drop of Gourguen Margaryan's blood is being sold - publicly -

for one minute drop of Azeri oil.

 

Of all the thousands Armenians who have fallen during the Karabagh

War and have given their lives to keep Karabagh free and Armenian,

it is Lt Gourguen Margaryan's death that has contributed the most

to this success and the tragic irony is that he did not fall on the

battleground but was hacked to death in his sleep by a coward and

a murderer.

 

Three days ago I watched on Armenian TV the return of the Armenian

Chess Champions to Armenia from Turkey where - of all the places

in this world - they had played in an International Chess( the

Intellectual and Civilised Game ), tournament, had defeated all their

opponents, had won with honours and had been declared Champion Chess

Players of the world. In Armenia the young Armenian Chess Champions

were greeted with gifts and praise , the Armenian flag was wrapped

on their shoulders , they were awarded Medals and Honours and were

welcomed as Armenian National Heroes for having won the Game.

 

In Azerbaijan the young Azeri murderer Ramil Sahib Safarov was greeted

with gifts and praises, the Azeri flag wrapped round his shoulders

and was welcomed as an Azeri National Hero for having killed a man.

 

What a difference in two cultures.

 

Although no argument will ever succeed to influence the West -

west is so dependent on Azeri oil - to take into consideration

that huge difference in the two cultures ( Armenian and Azeri )

but at least now, Western Countries will refrain from advocating the

establishment of "Azeri rule " in Karabagh, for that will make them,

publicly, Partners-in-crime ( like the Azeri President Ilham Aliyev)

with the murderer and his horrific crime , will appear to be the seal

of approval for the mass murder of Armenians in Karabagh and will

show the world that the Armenians of Karabagh have been used as the

sacrificial lamb immolated on the altar of these countries ambitions,

aspirations and interests.

Azerbaijani media reports that Badri Ustuner, Turkish citizen, retired

colonel, has sent a letter of gratitude to Azerbaijani president,

Ilham Alliyev, concerning Safarov's pardon.

 

In the letter the colonel stated that he would have done the same if

he was in Aliyev's place.

 

As reported, Ustuner also offered Aliyev to put Safarov's monument in

all the military units in Azerbaijan, so that it will be an example

for every Azerbaijani soldier.

YEREVAN, SEPTEMBER 18, ARMENPRESS: Huffington Post dwelled on

Azerbaijani criminal Ramil Safarov extradition by Hungary in the

article entitled "Goulash Diplomacy: Why Viktor Orban Should Resign ".

 

On August 31st, the Hungarian government, under direct orders from

prime Minister Viktor Orban, extradited Azerbaijani Army lieutenant

Ramil Safarov to Baku. Safarov had already served eight years in

a Budapest jail for killing Gurgen Margarian in 2004. As has been

widely reported in the press, Margarian, an Armenian officer who

was a fellow participant in a NATO Partnership for Peace exercise,

was hacked to death in his sleep with an ax by Safarov, Armenpress

reports citing Huffington Post.

 

Orban first stated that he transferred the prisoner to Azerbaijan

on the understanding that he would serve out the rest of his life

sentence in his home country. In later statements, Orban admitted

that he not only signed the extradition agreement himself, but

that he had repeatedly been warned that if Safarov were extradited

to oil-rich Azerbaijian, he would be pardoned and even celebrated

by Ilham Aliyev's brutal dictatorial regime. In the past, Aliyev has

referred to Armenians in only the most vile of terms and continually

threatened to destroy Armenia and Nagorno-Karabagh by military

means. Not surprisingly upon his arrival in Baku, Lieutenant Safarov

was pardoned by Aliyev, restored to military duties and promoted to

major. He was also given an apartment and awarded back pay for his

time in prison.

 

In the press, Safarov has been hailed as a national hero.The pardoning

of Safarov sets back the quest for peace in the Caucasus, as it is

a direct provocation to the Republic of Armenia and increases the

possibility of a renewal of armed conflict between Armenia and its

neighbor Azerbaijian. Unfortunately both Margarian's murder and his

murderer's pardon falls in line with continued violence and hatred

against Armenians that has existed unabated for several hundred years.

 

This type of barbaric act, a hate crime pure and simple should

belong to the dustbin of human history. Yet after the Safarov

incident and the murders a few years back of Hrant Dink and Sevag

Sahin Balikci in Turkey the first a renowned Armenian journalist, the

second a young Turkish-Armenian man performing his military service

we can only conclude that the continued hatred against Armenians

that is propagated in Azerbaijian and Turkey in schoolbooks and the

media is doing its job of fanning the fires of ethnic and religious

hatred.The United States, the United Nations and other international

organizations and governments should apply all available pressure on

the Azeri government to honor its agreement with Hungary and return

Safarov to where he belongs for the rest of his life a jail cell.

 

Hungary's Prime Minister Viktor Orban who has most probably parlayed

Safarov for loan guarantees or cheaper priced Oil from Baku, should

on his end understand the grave consequences of his actions and of

his remarkable moral bankruptcy and resign immediately.

Ադրբեջանական հեռուստատեսությունը, անկասկած, մեծ նշանակություն կհաղորդի Ադրբեջանի նախագահ Իլհամ Ալիեւի Ֆրանսիա այցին, որին Ելիսեյան պալատում պետք է ընդունի գործընկեր Ֆրանսուա Օլանդը: Փարիզում գտնվելու ընթացքում Ալիեւը պետք է մասնակցի Լուվրի նոր թեւի բացման արարողությանը, որը նվիրված է իսլամի արվեստին: Սակայն քիչ հավանական է, որ Ելիսեյան պալատը ձգտի քարոզել այն առաջնորդի այցը, որի վարչակարգը նմանություններ ունի Թունիսի երբեմնի Բեն Ալիի վարչակարգի հետ

Ադրբեջանցի սպա Ռամիլ Սաֆարովը կացնով հարձակվել է իր սենյակում քնած հայ սպայի վրա եւ գրեթե գլխատել նրան: Օգոստոսի 31-ին Բաքու վերադառնալով նա իշխանությունների կողմից ընդունվել է իբրեւ հայրենասեր: Այս դրվագը վրդովմունքի ալիք է բարձրացրել Եվրոպայում, եւ Հունգարիա են ուղարկվել բացատրություններ պահանջող նամակներ. կասկածում են, որ Հունգարիան համաձայնել է մարդասպանին արտահանձնել ֆինանսական ծառայությունների դիմաց:

 

Սկանդալը շատ ինտենսիվ էր Հայաստանում. այդ դրվագն արթնացրեց ղարաբաղյան հակամարտության բոլոր կրքերը: Ադրբեջանում ընդգրկված տարածքը եւ շրջակա շրջանները Հայաստանը «նվաճել էր» արյունահեղ հակամարտության վերջում, որը տեղի էր ունեցել 1988-1994թթ.: Տեղում գործում է հրադադարի փխրուն ռեժիմ, եւ արդեն մեկ տարի է`զինված նոր բախումներ են տեղի ունենում: Տարածքի շուրջ 20%-ի «կորստի» առնչությամբ Բաքվի իշխանությունները փորձում են բորբոքել առանց այդ էլ բորբոքված հասարակական կարծիքը:

 

Այդ երկրում, որտեղ լրագրողներն ու ընդդիմադիրները իշխանություններին քննադատելու համար բանտ են նստում, դժգոհությունները շոշափելի են: Հատկապես «Փաշաեւների կլանի»` Ալիեւի կնոջ ընտանիքի դեմ, որը վերահսկում է երկրի տնտեսական շատ լծակներ, որտեղ նավթային դոլարներն են հորդում:

 

Հայաստանի հետ լարված հարաբերությունները հանրության ուշադրությունը շեղելու քաղաքական հարմար պատրվակ են, ինչպես դա ցույց տվեց Սաֆարովի դեպքը: Բացի դա, Ադրբեջանը նավթից ստացած եկամուտների մեծ մասը տրամադրում է ռազմական սպառազինմանը:

 

Ալիեւը «գիտակցում է, որ մեծ սխալ է թույլ տվել»

 

Փարիզում դիվանագիտական աղբյուրը վստահեցնում է, որ «Ալիեւը գիտակցում է, որ մեծ սխալ է գործել» Սաֆարովի գործով: Բաքվում անցկացվող PR-ի լայնածավալ աշխատանքը, որի նպատակն է Ալիեւի իմիջի բարձրացումն աշխարհւմ, սպառնալիքի տակ է:

 

Բռնապետը Փարիզ ժամանեց քաղաքական եւ դիվանագիտական փոթորկի համատեքստում: Ձայն բարձրացրեց Ֆրանսիայի հայ համայնքը, որպեսզի դատապարտի նրա ընդունելությունը: ԱԳՆ-ն «մտահոգություն» հայտնեց Սաֆարովի ներման կապակցությամբ:

32% of Hungarians blame their country for Safarov pardon

59% of the respondents pointed to Azerbaijan as the sole country responsible for the occurred; 32% blamed the Hungarian government, while 9% refused to answer the questions, Nouvelles d'Arménie reported.

 

Ramil Safarov, the Azerbaijani army officer who was serving a life sentence in Hungary for axing to death Armenian Lt. Gurgen Margaryan, was extradited to Azerbaijan and pardoned by Azerbaijani President Ilham Aliyev.

 

Official Yerevan reacted by suspending diplomatic ties with Hungary.

 

Hungary, however, states that it had sent Safarov back to Azerbaijan after receiving assurances from the Azerbaijani Justice Ministry that Safarov's sentence, which included the possibility of parole after 25 years, would be enforced.

 

According to some reports, Safarov was extradited to Azerbaijan in exchange for Azeri purchase of Hungarian securities worth euro 2-3 billion, an information official Budapest denies.

 

“Hungarian prime minister is “morally bankrupt” and should resign after admitting that he personally approved the transfer of the Azeri axe murderer while knowing the likely consequences,” the leader of the opposition Socialists said earlier.

 

Attila Mesterhazy said it was clear from Orban’s comments at a news conference on Tuesday September 11 that he had been aware that Azerbaijan would release the life-sentenced Ramil Safarov after his repatriation.

Over 2000 protest Azeri President’s visit to France

Earlier in the day, Aliyev met with French President Francois Hollande, who told him to work hard to restore Armenia’s confidence and pursue the Nagorno Karabakh peace process within the framework of the OSCE Minsk Group, reported the official presidential Web site.

 

The protesters called on the French government to press Aliyev to immediately incarcerate Ramil Safarov, the axe-murderer who killed Armenian soldier Gurgen Margaryan in 2004 during a NATO Partnership for Peace mission in Budapest.

 

Safarov, who was tried and found guilty, was serving a life sentence in Budapest before Hungary agreed to extradite him to Baku on August 31. Upon setting foot in Azerbaijan, Safarov was pardoned and promoted to the rank of major in the Azeri army.

 

Bureau of the Armenian Cause in France (BFCA/ANC France) executive director Hratch Varjabedian reported that several French Parliament members representing the entire French political spectrum turned out for the protest and joined their voices with French-Armenian community.

 

The demonstration and the Armenian community’s opposition to Aliyev’s visit was widely covered by the French press.
