The granting of pardon to Ramil Safarov shows who our adversary is,

Nagorno-Karabakh Republic (NKR) Defense Minister Movses Hakobyan

stated during a press conference on Thursday.

 

"I have a respect toward the adversary, but to the adversary that

fights in the battlefield. If he [that is, Safarov] had killed our

officer in a noble battle, I, probably, would have respected him. But

it's impossible to reconcile with the notion of killing a sleeping man,

moreover, for being an Armenian," Hakobyan stressed.

 

At the same time the Minister noted that this incident had somewhat

of a positive impact on the NKR army. "Now, no efforts are required

to explain who our adversary is. We understand who our enemy is and

what we should be ready for," he said.

 

Movses Hakobyan added that the OSCE Minsk Group's Co-Chairing countries

likewise are reacting negatively to Safarov's pardon. "The Co-Chairs

also understand that Azerbaijan is not behaving like a neighbor,"

he stated.

 

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant

in the Azerbaijani military, was extradited on August 31 from Hungary,

where he was serving a life sentence-and with no expression of

either regret or remorse-for the premeditated axe murder of Armenian

lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership

for Peace program in Budapest back in 2004.

 

As expected, Ramil Safarov's return to Baku was welcomed, as was

his act of murder, by the officials of president Ilham Aliyev's

government and much of Azerbaijani society, and the Azerbaijani

president immediately granted him a pardon.

 

And Armenia's President Serzh Sargsyan announced on August 31 that

Armenia is suspending its diplomatic ties with Hungary.

 

Ramil Safarov's pardoning is condemned by virtually all international

organizations.

PanARMENIAN.Net - Hungary seeks to import gas from Azerbaijan and Georgia, the country’s Prime Minister said in an interview with Handelsblatt.“We want to import natural gas from Azerbaijan and there are other alternatives that interest us. For example, a factory in Georgia that makes liquefied natural gas,” Viktor Orban said.

Referring to energy, Orban said that until now the natural gas that supplied 85% of Hungarian households “came only from Russia.” But he promised that he will “free Hungary from this dependence.”

“Very soon we will be buying natural gas through Slovakia. That pipeline will be ready next year and we can already import gas from Romania,” Hungarian Spectrum quoted Orban as saying.

Ramil Safarov, Azerbaijani army officer who was serving a life sentence in Hungary for axing to death Armenian Lt. Gurgen Margaryan, was extradited to Azerbaijan and pardoned by President Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary.

Hungary, however, states that it had sent Safarov back to Azerbaijan after receiving assurances from the Azerbaijani Justice Ministry that Safarov's sentence, which included the possibility of parole after 25 years, would be enforced.

According to some reports, Safarov was extradited to Azerbaijan in exchange for Azeri purchase of Hungarian securities worth Euro 2-3 billion, an information official Budapest denies.

“Hungarian Prime Minister is “morally bankrupt” and should resign after admitting that he personally approved the transfer of the Azeri axe murderer while knowing the likely consequences,” the leader of the opposition Socialists said earlier.

Attila Mesterhazy said it was clear from Orban’s comments at a news conference on Tuesday September 11 that he had been aware that Azerbaijan would release the life-sentenced Ramil Safarov after his repatriation.

the perpetrator to Azerbaijan brought serious damages to the country.

Konstantin Zatulin the first deputy chairman of the committee of the

State Duma for the CIS and relations with Russian nationals abroad

declared during the interview with Armenpress. He also referred to the

influence of the Hungarian extradition and Azerbaijani pardon granting

of Ramil Safarov on the settlement process of NKR conflict. `In case

that man gets freedom in Azerbaijan, then Armenia has all necessary

bases not to trust the authorities of that country and the state

itself' underlined Zatulin.

 

Politician doesn't have much expectation from the meeting of Armenian

and Azerbaijani MFA in Paris on October 27. `Unfortunately, I have

little to expect from that meeting. I can just say that negotiations

itself are better than the absence of them. The only positive thing

that must be highlighted is that the peaceful negotiations are

ongoing' said Zatulin. The meeting of Armenian Minister of Foreign

Affairs Edward Nalbandian, Azerbaijani Minister of Foreign Affairs

Elmar Mamdyarov and the Co-Chairs of the OSCE Minsk Group is going to

be the first after the extradition of Ramil Safarov on October 31,

2012 who was sentenced to life imprisonment for murdering Armenian

serviceman Gurgen Margaryan during NATO English courses in Budapest.

ARMENIAN MP'S SPEECH CAUSES HUNGARIAN DELEGATION TO APOLOGIZE - NEWSPAPER

YEREVAN. - The 127th Inter-Parliamentary Union (IPU) Assembly was

held in Quebec City, Canada, Irates De Facto newspaper reports.

 

"[Former Minister of Economics and Trade] Karen Chsmarityan and [the

coalition Government's junior member Orinats Yerkir (Rule of Law) Party

(RLP) National Assembly Faction leader] Heghine Bisharyan attended the

[iPU] Assembly from Armenia.

 

During the discussion of special matters, the Azerbaijani delegate

considered it as his sacred duty to inform the delegates from 162

countries that 'thirty-thousand Armenians live in Azerbaijan today,

[and] Azerbaijan treats them very well,' and that the Armenians have

occupied twenty percent of the Azerbaijani territory.

 

Heghine Bisharyan delivered an address in response and informed those

present that no Armenian can live in that Azerbaijan whose citizen

kills a sleeping man with an axe at night [and] at the heart of Europe,

[and] in that Azerbaijan where the killer is made a hero at the level

of the country's first [official] person. 'There are no Armenians

living in Azerbaijan [today], they live in Nagorno-Karabakh [NK],

and today NK is an independent and a free country[, Bisharyan noted.'

 

Following her address, Hungary's delegation approached the Armenian

delegation, apologized in connection with their government's

extradition of [Ramil] Safarov, and proposed to restore the

parliamentary-level ties with Armenia," Irates De Facto writes.

PanARMENIAN.Net - Azerbaijan’s permanent representative to the United Nations and other international organizations in Geneva Murad Najafbayli has addressed a letter to the President of the Human Rights Council to justify Azeri President Ilham Aliyev’s decision on pardoning axe-killer Ramil Safarov.

As a justification for the immoral step, Najafbayli cited articles of 1983 Strasbourg Convention on the Transfer of Sentenced Persons, under which the sentenced person in the territory of a Party may be transferred to the territory of another Party according to the earlier reached agreement. However, as lawyers repeatedly stated, both Hungary and Azerbaijan violated the Convention, under which the sentenced persons must serve their terms in their own countries out of humanitarian motives, instead of being released once back to homeland.

Najafbayli further noted “Baku’s giving a national hero welcome to Safarov as not true to fact.” However, he kept silent about the warm welcome the murderer received in Baku and the statements claiming “the axe-killer must serve an example for young Azerbaijanis.” Moreover, the envoy attempted to pin the Safarov crime on Armenia and Nagorno Karabakh liberation war, whilst keeping silent about Baku’s promises to purchase Hungarian securities worth Euro 2-3 billion in exchange for Safarov transfer.

Ramil Safarov, the Azerbaijani army officer who was serving a life sentence in Hungary for axing to death Armenian Lt. Gurgen Margaryan, was extradited to Azerbaijan and pardoned by Azerbaijani President Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary. According to some reports, Safarov was extradited to Azerbaijan in exchange for Azeri purchase of Hungarian securities worth Euro 2-3 billion, an information official Budapest denies.

“Hungarian prime minister is “morally bankrupt” and should resign after admitting that he personally approved the transfer of the Azeri axe murderer while knowing the likely consequences,” the leader of the opposition Socialists said earlier.

Attila Mesterhazy said it was clear from Orban’s comments at a news conference on September 11 that he had been aware that Azerbaijan would release the life-sentenced Ramil Safarov after his repatriation.

"SAFAROV STEP" OF AZERBAIJANI SIDE IS NOT ACCEPTABLE: RECTOR OF A TURKISH UNIVERSITY

Safarov by the Azerbaijani side is unacceptable. The Rector of the

Kadir Has University of Turkey Dr. Mustafa Aydin expressed this

conviction. Dr. Mustafa Aydin visited Armenia to partake in the

annual international forum "Dynamics of Regional Security in the

South Caucasus", which kicked off in Yerevan on November 29.

 

Among other things Mustafa Aydin underscored that despite the fact

that Azerbaijan and Turkey are strategic partners, but such a step

of their staunch ally is neither comprehensible, nor acceptable. As

reports "Armenpress" the Rector of the Kadir Has University of Turkey

emphasized: "Azerbaijan should not undertake such a step."

 

At the same time he does not share the viewpoint of the Turkish

authorities regarding the closed borders with Armenia. Aydin stated:

"Notwithstanding I realize that we must spare no effort for it, but

the border must be opened, we must undertake a number of steps for it.

 

There is no hostility between the Turkish and Armenian peoples." He

also admitted that Azerbaijani issues have negative impact on the

Armenian-Turkish relations as well.

 

Referring to the intolerant announcements and speeches of the Prime

Minister of Turkey the Turkish political scientist noted that Erdogan

has his own convictions and "they do not always coincide with ours."

Safarov payoff: 'House of Hungary' to open in Baku

PanARMENIAN.Net - Baku seems to be already paying off for the extradition of Armenian officer Gurgen Margaryan’s axe-killer Ramil Safarov.

According to Trend news agency, a delegation led by member of National Assembly of Hungary and co-chair of the Azerbaijani-Hungarian intergovernmental economic commission Péter Szijjártó will pay an official visit to Baku.

The Hungarian delegation will comprise representatives from various economic sectors, including banking, tourism and Wizz Air airlines, with meeting with Azerbaijani Minister of Economic Development Shahin Mustafayev on the agenda.

The delegation will also attend the opening ceremony of the 'House of Hungary' in Baku.

Trade turnover between the two countries in 2012 amounted to $13.397 million, $13.3 million of which account for imports.

According to Azeri media outlets, relations between Baku and Budapest intensified following the transfer of Ramil Safarov to Baku, with Azerbaijan and Hungary expressing mutual readiness to “expand economic ties” and deepen cooperation in the field of education.

JUSTICE SHOULD PREVAIL

Three months ago, Hungary allowed Azerbaijan to extradite an Azeri

soldier to serve the remainder of a life sentence he received for

killing a sleeping Armenian soldier with an ax. Both were participating

in a NATO program in Hungary when the pre-meditated murder occurred.

 

Upon arrival back home, the murderer was hailed a hero, did not spend

one second in prison but instead received a presidential pardon, and

was given a promotion. When questioned on this travesty of justice,

Hungary played dumb.

 

Now the two countries have inked a very lucrative deal that allows

cash-strapped Hungary to open a trade office in oil- and cash-rich

Azerbaijan.

 

The timing of these two events is clearly more than a coincidence. If

the European Union has any teeth, guts, or other relevant body parts,

it will investigate not only the trade agreement, but also the events

surrounding the extradition, then prosecute the proper parties, and

then cancel the trade agreement and return the murderer to Hungary

to finish his sentence.

 

There are a few things more important than money; justice is one

of them.

PanARMENIAN.Net - The government of Armenia will appeal to international courts over the case of Azeri criminal Ramil Safarov, who axe-killed Lt. Gurgen Margaryan.

As Justice Minister Hrayr Tovmasyan stated, the Ministry is currently preparing the appeal, with international experts among those involved in the work.

The Minister, however, refused to provide details on the process launched.

Այսօր լրանում է ադրբեջանցի մարդասպանի կողմից կացնահարված հայ սպա Գուրգեն Մարգարյանի սպանության 9-րդ տարելիցը

 

9 տարի առաջ, այս օրը Բուդապեշտում` ՆԱՏՕ-ի դասընթացների ժամանակ ադրբեջանցի մարդասպան Ռամիլ Սաֆարովի կողմից դաժանաբար կացնահարվեց հայ սպա Գուրգեն Մարգարյանը:

 

2006թ. ապրիլի 3-ին Բուդապեշտի դատարանը մարդասպան Սաֆարովին դատապարտել էր ցմահ ազատազրկման` 30 տարվա ընթացքում առանց ներման իրավունքի: Սակայն 2012թ-ին օգոստոսի 31-ին հունգարական կառավարությունը ցմահ ազատազրկման դատապարտված Սաֆարովին արտահանձնեց Ադրբեջանին, որից հետո Ադրբեջանի նախագահ Իլհամ Ալիևը ներում շնորհեց մարդասպանին:

 

Նույն օրը ՀՀ Նախագահ Սերժ Սարգսյանն արտակարգ խորհրդակցություն հրավիրեց Հայաստանում հավատարմագրված ՄԱԿ-ի անդամ պետությունների դիվանագիտական ներկայացուցչությունների ղեկավարների և Հայաստանում գործող միջազգային կառույցների ղեկավարների մասնակցությամբ, որտեղ ներկայացրեց Հունգարիայի մայրաքաղաք Բուդապեշտում ՀՀ ԶՈՒ սպա Գուրգեն Մարգարյանին 2004թ. ազգային ատելության հողի վրա դաժանաբար սպանած Ադրբեջանի ԶՈՒ սպա Սաֆարովին պատիժը կրելու համար Հունգարիայի իշխանությունների կողմից գաղտնի Ադրբեջան տեղափոխելու փաստի կապակցությամբ Հայաստանի Հանրապետության տեսակետն ու ՀՀ Ազգային անվտանգության խորհրդի նիստում ընդունված որոշումը:

 

Սերժ Սարգսյանը հայտարարեց, որ Հայաստանը կասեցնում է Հունգարիայի հետ հարաբերությունները:

Հիշեցնենք, որ 2004-ի փետրվարի 19-ին՝ առավոտյան ժամը 5:30-ին, քնած ժամանակ դաժանաբար կացնահարվեց 26-ամյա լեյտենանտ Գուրգեն Մարգարյանը: Հանցագործը ադրբեջանցի սպա Ռամիլ Սաֆարովն էր: Նույն օրը ոճրագործը մահափորձ էր կատարել նաև Հայաստանի զինված ուժերի մեկ այլ սպայի նկատմամբ, որը կանխվել էր:

Նրանք երկուսն էլ մեկնել էին Հունգարիա սովորելու՝ մասնավորապես մասնակցելու ՆԱՏՕ-ի «Գործընկերություն հանուն Խաղաղության» ծրագրի շրջանակներում անգլերեն լեզվի դասընթացներին:

 

Գուրգեն Մարգարյանի հետ նույն սենյակում բնակվող Քութի Բալաշը հետո պատմել է, որ նույն հարկում ապրում էին տարբեր ազգությունների ներկայացուցիչներ՝ այդ թվում ադրբեջանցին: Գուրգենի ու ադրբեջանցու, և ընդհանրապես խմբի անդամների միջև որևէ անգամ կոնֆլիկտ չի եղել: Հունգարացու պատմելով` միջազգային հակամարտության թեման քննարկվել էր միայն մեկ անգամ՝ առաջին օրը, դրանից հետո ոչ ոք այդ մասին ոչինչ չի ասել:

 

Բալաշը պատմել է նաև, որ փետրվարի 18-ի երեկոյան ինքը թեյել է, գնացել քնելու, Գուրգենը շարունակել է պարապել, ապա 21:30-ի սահմաններում գնացել է հայաստանցի մեկ այլ սպայի՝ Հայկ Մակուչյանի սենյակը: Թե երբ է վերադարձել, հունգարացին չի զգացել, միայն առավոտյան կողմ զգացել է, որ ինչ որ մեկը վառել է լույսը: Մտածել է՝ Գուրգենն է, հետո լսելով խլացված ձայներ` շրջվել է, ու տեսել ադրբեջանցուն՝ մեծ կացինը ձեռքին կանգնած Մարգարյանի անկողնու մոտ:

 

«Այդ ժամանակ ես հասկացա, ինչ-որ սարսափելի բան է տեղի ունեցել: Չորս բոլորը արյուն էր: Ես սկսեցի բղավել, որ ադրբեջանցին դադարեցնի գործը: Նա ասաց, որ ինձ հետ խնդիր չունի և ինձ ձեռք չի տա: Նրա դեմքի արտահայտությունը ուրախ էր, կարծես թե կարևոր մի գործ էր վերջացրել: Ես շոկի մեջ էի, վազեցի դուրս օգնություն կանչելու, Ռամիլը գնաց ուրիշ ուղղությամբ»,-պատմել է հունգարացին:

 

Լեյտենանտի սպանությունից անմիջապես հետո ադրբեջանցին գնում է մյուս հայ սպայի սենյակը՝ նրա հետ էլ գործը ավարտելու նպատակով: Միջանցքում նա հանդիպել է աղմուկի վրա դուրս եկած ուզբեկ սպային, Ռամիլը նրան առաջարկել է միասին գնալ և սպանել երկրորդ հայ սպային: Ուզբեկը փորձել է հանգստացնել մարդասպանին, բայց նրան չի հաջողվել հանդարտեցնել:

Ադրբեջանցին արյունոտ կացինը ձեռքին մոտեցել է Մակուչյանի սենյակին, սակայն դուռը փակ է եղել: Կիսաքնած Մակուչյանը մոտեցել է դռանը` բացելու այն: Բայց իր սենյակում ապրող Լիտվայի ներկայացուցիչը, ով երեկոյան փակել էր սենյակի դուռը, երկրոդ անգամ է փրկում հայ սպայի կյանքը: Նա կանգնեցնում է հայ սպային` մտածելով, որ Սաֆարովը կարող է զինված լինել: Կասկածները փարատելու համար նա զանգում է նույն միջանցքի սենյակներից մեկում ապրող իր հայրենկցին` խնդրում ստուգել, թե ինչ է կատարվում:

Մինչ այդ Սաֆարովը արյունոտ կացինը ձեռքին սկսում է խելակորույս մյուս սենյակներում փնտրել Հայկին, բոլորին ասում է, որ բացի հայի արյունից իրեն ոչինչ պետք չէ: Այդ ժամանակ մյուս լիտվացին ու ոստիկանության աշխատակիցները մոտենում են:

Ոստիկանության աշխատակիցներին արյունարբու Սաֆարովն ասում է, որ իր վրեժխնդրությունն ինչ-որ մեկի դեմ չէ, այլ ողջ հայ ազգի:

 

Նշենք, որ Ոստիկանությունն էլ քաղաքական մոտիվացիա տվեց սպանությանը: Սաֆարովը դատապարտվեց ցմահ ազատազրկման:

Այդ օրը Հայաստանի արտաքին գործերի ու պաշտպանության նախարարությունները հայտարարություն տարածեցին, որով իրենց զայրույթն էին արտահայտում կատարվածի վերաբերյալ:

PanARMENIAN.Net - February 19 marks the 9th anniversary of the killing of Armenian officer Gurgen Margaryan.

Lieutenant of the Armenian Armed Forces Gurgen Margaryan, 26, was hacked to death, while asleep, by a fellow Azerbaijani participant, lieutenant Ramil Safarov, in Budapest during a three-month English language course in the framework of NATO-sponsored Partnership for Peace program.

On April 13, 2006, Budapest District Court sentenced Safarov to life in prison for murdering Margaryan. On February 22, 2007, Budapest Court rejected the Azerbaijani military officer's appeal against the verdict, precluding possibility of pardon for the initial 30 years.

By a decree of then-President of Armenia, Robert Kocharian, officer Margaryan was awarded with a posthumous Medal for Courage on February 19, 2005.

In 2012, Safarov was extradited to Azerbaijan and pardoned by Azerbaijani President Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary. Hungary, however, stated that it had sent Safarov back to Azerbaijan after receiving assurances from the Azerbaijani Justice Ministry that Safarov's sentence, which included the possibility of parole after 25 years, would be enforced.

According to some reports, Safarov was extradited to Azerbaijan in exchange for Azeri purchase of Hungarian securities worth Euro 2-3 billion, an information official Budapest denies.

“Hungarian prime minister is “morally bankrupt” and should resign after admitting that he personally approved the transfer of the Azeri axe murderer while knowing the likely consequences,” the leader of the opposition Socialists said earlier.

Attila Mesterhazy said it was clear from Orban’s comments at a news conference on September 11 that he had been aware that Azerbaijan would release the life-sentenced Ramil Safarov after his repatriation.

YEREVAN.- Lawyers say Armenia has every chance to win the Safarov case

in the European Court of Human Rights.

 

The private complaint has been filed by legal successors of deceased

officer Gurgen Margaryan.

 

Chairman of `Protection of rights without borders' NGO Siranush

Sahakyan, representing legal successors Gurgen Margaryan and Hayk

Makuchyan, said it is an unprecedented case, taking into account

graveness of the committed crime.

 

`Although Armenian state agencies will refrain from taking steps, in

due time the Armenian side will take an active part in the proceedings

as the third party,' she said.

 

The complaint refers to violations of Article 2 (right to life) and 14

(prohibition of discrimination) of the European Convention on Human

Rights. As to the court hearings, they may last from 2 to 4 years.

 

Ramil Safarov, a lieutenant in the Azerbaijani military, was

extradited on August 31, 2012 from Hungary, where he was serving a

life sentence - and with no expression of either regret or remorse - for

the premeditated axe murder of Armenian lieutenant Gurgen Margaryan,

in his sleep, during a NATO Partnership for Peace program in Budapest

back in 2004. Safarov had planned on killing the other Armenian

military serviceman, who likewise was attending the aforesaid program,

but he was unable to carry out this plan.

 

Ramil Safarov's return to Baku was welcomed, as was his act of murder,

by the officials of president Ilham Aliyev's government and much of

Azerbaijani society, and the Azerbaijani president immediately granted

him a pardon, he was declared a national hero, promoted to a higher

military rank, and was allocated housing and pension.

 

And Armenia's President Serzh Sargsyan announced on August 31, 2012

that Armenia is suspending its diplomatic ties with Hungary. Also,

Sargsyan instructed the Ministry of Justice to take all measures to

petition to the international judicial tribunals, and with respect to

the Safarov case.

 

Ramil Safarov's pardoning was condemned by virtually all international

organizations.

Over the last two years dozens of journalists, opposition activists

and bloggers have been arrested in Azerbaijan, accused of possessing

drugs or weapons or charged with hooliganism, the BBC correspondent

Damien McGuinness reports.

 

`But according to human rights groups, the charges are trumped up - an

authoritarian government's attempt to stamp out any Arab Spring-style

uprising, they say. And now, faced with presidential elections in

October, the authorities are accused of clamping down even more

heavily,' the article reads.

 

As the author notes participants in anti-government demonstrations in

the city centre face heavy fines worth more than the yearly earning of

many Azeris. And tough new libel laws are criminalising criticism

online.

 

`In Baku's Fountain Square, I meet a young man, Araz, who tells me how

police violently broke up a peaceful protest he took part in here.

Araz says police beat him and then sprayed tear gas into his eyes

while he was being held by another officer,' the author says.

 

As the young man says, `Somebody has to do something at some point. If

you want big changes, at least one generation has to sacrifice itself.

And I think that we are that generation,' he says.

 

`President Ilham Aliyev, whose family has ruled for decades, looks set

to win October's elections. But now there are signs that

dissatisfaction is spreading beyond the traditionally small opposition

circles of young, digitally minded youth activists,' the article

reads.

 

According to the author recent protests have also involved middle-aged

mothers, outraged by the unexplained deaths and abuse of their sons

conscripted into the Azeri army. `And there are suspicions that the

government is trying to counter this growing dissent, and bolster

support, by appealing to nationalist sentiment,' McGuinness writes.

 

"I think the president's family is using the nationalist card to

distract people from the real problems, such as corruption," says

investigative journalist Khadija Ismayilova. "They need an external

enemy to keep people under control."

 

And in Azerbaijan, that enemy is Armenia. `Earlier this year, just as

the country was seeing an unusually high number of anti-government

protests, a scandal erupted over an Azeri book which portrayed

Armenians sympathetically. Fortuitous timing to distract from the

unrest, whispered government critics. The novel had actually been

published months before,' the article notes.

 

It also reads that the author of the book, the renowned Azeri writer

Akram Aylisli, was stripped of his literary awards and pension by

President Aliyev. His books were publicly burned and protesters

gathered outside his home chanting death threats - demonstrations

which the authorities did not disperse. This once-revered writer

suddenly found himself castigated as a national villain.

 

Azeri soldier Ramil Safarov, on the other hand, was turned into the

nation's hero. He chopped the head off a sleeping Armenian with an axe

in 2004 in Hungary, the BBC writes. Last year he returned to

Azerbaijan, where he was supposed to serve out the rest of a life

sentence. Only he did not. He was given a hero's welcome, was pardoned

by the president and promoted to the rank of major.

 

"Of course he's a hero," one of Ramil Safarov's neighbours told the

BBC correspondent. The other one said Armenians are not human. "I

would have done the same."

 

"I think the leaders just love this conflict, they embrace it," the

journalist Khadija Ismayilova believes. "The right thing to do right

now would be to embrace Armenian citizens in Azerbaijan. But that

would end the conflict. And the government doesn't want that."

PanARMENIAN.Net - The sentence passed upon for the Azerbaijani murderer Ramil Safarov was not severe at all, president of the Hungarian Constitutional Court Péter Paczolay has stated.

“Surprisingly, some officials and even diplomats eyed the verdict as severe. However, no sentence can be severe for someone who murdered a sleeping person. Moreover, after extradition to Azerbaijan, the criminal was welcomed as a hero instead of being put behind bars,” Mr. Paczolay said.

“On behalf of my country, I apologize to the Armenian people,’ he said.

Monument to Gurgen Margaryan slain by Safarov opens in Yerevan (PHOTO)

YEREVAN. – A monument to Gurgen Margaryan, an Armenian officer slain by Ramil Safarov, opened in the Armenian capital on Saturday (photo).

The opening of a monument coincided with the birthday of the Armenian officer who would have turned 35 on September 26. Margaryan’s mother and Baroness Caroline Cox opened the monument.

The ceremony was attended by representatives of the Defense Ministry, students of school bearing Gurgen Margaryan’s name, public figures and representatives of the diplomatic missions

In her address, Baroness Cox said she, being a mother, shares the feelings of the Margaryan family.

Baroness said she was shocked by the reports about a murder of a sleeping man and when Ramil Safarov was pardoned in Azerbaijan.

As reported earlier, Ramil Safarov, a then-lieutenant in the Azerbaijani military, was extradited on August 31, 2012 from Hungary, where he was serving a life sentence—and with no expression of either regret or remorse—for the premeditated axe murder of Armenian lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership for Peace program in Budapest back in 2004. Gourgen Margaryan's spirit will never die: Caroline Cox

YEREVAN, SEPTEMBER 28, ARMENPRESS. "Your heroes are true heroes,"
member of the British House of Lords Caroline Cox stated this
addressing the people of Armenia and Artsakh at the opening of the
monument dedicated to Armenian Officer murdered with an axe while
asleep by an Azerbaijani assassin Ramil Safarov. Among other things
Baroness Cox noted that she shares the grief of Gourgen Margaryan's
family and that she was shacked to know that Armenian officer was
murdered while asleep. As reports "Armenpress" among other things
Baroness Cox underscored: "I am a mother myself and I could not help
my tears when I learnt the way Your son was murdered. I was even more
shocked to know that the assassin was proclaimed a hero in
Azerbaijan. I am very worried about the future of Azerbaijan and the
way they educate their children, when they consider a murderer to be a
hero."

The monument dedicated to the memory of the axe-murdered Armenian
officer Gourgen Margaryan was opened in Yerevan. The monument was
erected in the park nearby the 52 Leningradyan Street. Gourgen
Margaryan's relatives, representatives of the Ministry of Defense of
the Republic of Armenia, Deputies of the National Assembly of the
Republic of Armenia, and other higher officials attended the opening
ceremony of the aforesaid monument held on September 28.

Azerbaijani assassin Ramil Safarov, who axe-murdered Armenian officer
Gurgen Margaryan while sleeping with 16 blows, when they were
participating in NATO English Language Courses in the capital of
Hungary on February 19, 2004 in Budapest, was sentenced to life
imprisonment without right to be pardoned for 30 years. On August 31,
2012 Safarov was extradited from Hungary to Azerbaijan and was
pardoned by the President Ilham Aliyev. The murderer was advanced to
major, provided with an apartment and given title of "national hero"
and compensated for the 8 years of the imprisonment in Hungary.
Armenia suspended diplomatic relations with Hungary. The extradition,
pardoning and release of Safarov were condemned by many countries and
authoritative organizations of the world.

Balint Kovacs: Ramil Safarov’s issue is disposition of Hungarian Government, but not ordinary Hungarians

"The issue of Ramil Safarov is a subject of broad discussions in Hungary. This is the disposition of our government, not just the Hungarians. I hope this would not become a stumbling block in our further relations," yesterday in an interview with the reporters stated scientist of Armenian Studies from Hungary Dr. Balint Kovacs after a meeting with the Armenian and Hungarian students at Artsakh State University.

As the “Karabakh-open.info” reports, Balint Kovacs leads a group of students who arrived in Armenia and Artsakh with a 10-day get-to-know visit, during which they met with Armenian students. During the meeting at Artsakh State University Hungarian students read reports about the Armenian-Hungarian relations, Armenians, who contributed to the freedom of Hungary, the Armenian Diaspora’s activities in Hungary and other topics. Speeches of Artsakh students concerned the current stage of Armenian-Hungarian relations.

"I am a lecturer and, of course, I cannot take political decisions, but I hope that our politicians will find a way to resolve the situation.
This issue is evidence to the fact that the Armenians and Hungarians are friends, and their friendship must go on," he said, continuing the topic of Ramil Safarov’s extradition from Hungary to Azerbaijan.

As the Artsakh TV notes in its video footage http://artsakhtv.am/am/news/show/5382, Kovacs noted that the extradition of Safarov was not a right step, and it should be corrected.

He also stated that the Armenian-Hungarian relations have a long history: a strong Armenian community has formed in Hungary since the late middle Ages, and there were four Armenian cities in Transylvania. He mentioned that these Armenian cities contributed to the development of the region. In addition, he said that Armenians served in Hungarian troops, generals in that number, and they had fought for Hungary.

He noted that the Armenian culture has a big influence on Hungary: an exhibition was organized in Budapest last summer; the ancient Armenian Bible kept in the library of Transylvania was presented at the exhibition as well as Karabakh carpets.

"Karabakh is an integral part of the Armenian culture. I believe Christianity unites Armenians and Hungarians, and my students, whether Catholic or Orthodox, are here by the traces of faith. To get acquainted with the Armenian culture, we found it appropriate to visit not only Armenia, Tatev, but also Artsakh – Gandzasar and Shushi. We will continue the study of Armenian history in Hungary, and in the future, I am sure our students will choose as a topic for their research works the history of Armenia, Artsakh and Nakhichevan, which is part of Armenia," concluded Hungarian professor of Armenian Studies.

In 2004, Armenian officer Gurgen Margaryan was taking part in a three-month English course of NATO “Partnership for Peace” in Budapest. Early in the morning of February 19 he was murdered. The murderer – Azerbaijani officer Ramil Safarov - delivered 16 blows of ax to the face of the sleeping Armenian officer. As a result, the Hungarian court found him sane and sentenced him to life imprisonment without a right of pardon for 30 years. The news about the extradition of Ramil Safarov to his homeland and pardon by the Azerbaijani president Ilham Aliyev broke out on August 31.

Because of Safarov’s extradition to Azerbaijan the president of Armenia Serzh Sargsyan announced the suspension of diplomatic relations with Hungary.

Safarov’s extradition, pardon, and glorification in Azerbaijan was condemned by the US president Barack Obama, US State Department, Ministries of Foreign Affairs of Russia and France, Secretary General of Council of Europe, Secretary General of CSTO, NATO, and international human rights organizations. In addition to that, European Parliament adopted a condemning resolution on September 13, 2012.
