REMEMBERING THE TRAGEDY OF KHOJALY -- (Extensions of Remarks - February 18, 2005) [Page: E284] --- SPEECH OF HON. DAN BURTON OF INDIANA IN THE HOUSE OF REPRESENTATIVES THURSDAY, FEBRUARY 17, 2005 * Mr. BURTON of Indiana. Mr. Speaker, for years a number of distinguished Members of this House have come to the Floor of this Chamber every April to commemorate the so-called Armenian Genocide--the exact details of which are still very much under debate today almost 90 years after the events. Ironically and tragically, none of these Members has ever once mentioned the ethnic cleansing carried out by the Armenians during the Armenia-Azerbaijan war which ended a mere decade ago. * Khojaly was a little known small town in Azerbaijan until February 1992. Today it no longer exists, and for people of Azerbaijan and the region, the word ``Khojaly'' has become synonymous with pain, sorrow, and cruelty. On February 26, 1992, the world ended for the people of Khojaly when Armenian troops supported by a Russian infantry regiment did not just attack the town but they razed it to the ground. In the process the Armenians brutally murdered 613 people, annihilated whole families, captured 1275 people, left 1,000 civilians maimed or crippled, and another 150 people unaccounted for in their wake. * Memorial, a Russian human rights group, reported that ``scores of the corpses bore traces of profanation. Doctors on a hospital train in Agdam noted no less than four corpses that had been scalped and one that had been beheaded....... and one case of live scalping:'' * Various other witnesses reported horrifying details of the massacre. The late Azerbaijani journalist Chingiz Mustafayev, who was the first to film the aftermath of the massacre, wrote an account of what he saw. He said, ``Some children were found with severed ears; the skin had been cut from the left side of an elderly woman's face; and men had been scalped.'' * Human Rights Watch called the tragedy at the time ``the largest massacre to date in the conflict.'' * The New York Times wrote about ``truckloads of bodies'' and described acts of ``scalping.'' [Page: E285] * This savage cruelty against innocent women, children and the elderly is unfathomable in and of itself but the senseless brutality did not stop with Khojaly. Khojaly was simply the first. In fact, the level of brutality and the unprecedented atrocities committed at Khojaly set a pattern of destruction and ethnic cleansing that Armenian troops would adhere to for the remainder of the war. On November 29, 1993, Newsweek quoted a senior US Government official as saying ``What we see now is a systematic destruction of every village in their (the Armenians) way. It's vandalism.'' * This year, as they have every year since the massacre, the leaders of Azerbaijan's Christian, Jewish, and Muslim communities issue appeals on the eve of commemoration of the massacre of Khojaly urging the international community to condemn the February 26, 1992 bloodshed, facilitate liberation of the occupied territories and repatriation of the displaced communities. * And every year, those residents of Khojaly, who survived the massacre--many still scattered among one million refugees and displaced persons in camps around Azerbaijan--appeal with pain and hope to the international community to hold Armenia responsible for this crime. * I am pleased to say that on January 25, 2005 the Parliamentary Assembly of the Council of Europe overwhelmingly adopted a resolution highlighting that ``considerable parts of Azerbaijan's territory are still occupied by the Armenian forces and separatist forces are still in control of the Nagorno-Artsax region.'' It also expressed concern that the military action between 1988 and 1994 and the widespread ethnic hostilities which preceded it, ``led to large-scale ethnic expulsion and the creation of mono-ethnic areas which resemble the terrible concept of ethnic cleansing.'' * Mr. Speaker, this is not the ringing condemnation that the survivors of Khojaly deserve but it is an important first step by an international community that has too long been silent on this issue. Congress should take the next step and I hope my colleagues will join me in standing with Azerbaijanis as they commemorate the tragedy of Khojaly. The world should know and remember. END

From the "I didn't see that coming column"... President Bush's abstinence-only programs, which are going to get a whopping $130 million this year, have actually increased sexual activity among teens in Dubya's home state of Texas. Does this come as a surprise to anybody? Do the supporters of this program really believe that it will work to bully teens into not having sex? Is it not elementary psychology that if you tell a kid not to do something, he will be more inclined to do it? I think spending $130 million on this counterproductive garbage initative is absolutely ridiculous. That money is so desperately needed to be invested in safe sex programs so that these kids can actually get some knowledge to protect themselves against STDs. The USA has the highest rate of STDs in any country in the developed world because these kids are purposefully not being taught the basics of safe sex. Another dangerous example of fundamentalist religion masquerading as serious education. What is going on in America? ---- HOUSTON (Reuters) - Abstinence-only sex education programs, a major plank in President Bush (news - web sites)'s education plan, have had no impact on teenagers' behavior in his home state of Texas, according to a new study. Despite taking courses emphasizing abstinence-only themes, teenagers in 29 high schools became increasingly sexually active, mirroring the overall state trends, according to the study conducted by researchers at Texas A&M University. "We didn't see any strong indications that these programs were having an impact in the direction desired," said Dr. Buzz Pruitt, who directed the study. The study was delivered to the Texas Department of State Health Services, which commissioned it. The federal government is expected to spend about $130 million to fund programs advocating abstinence in 2005, despite a lack of evidence that they work, Pruitt said. "The jury is still out, but most of what we've discovered shows there's no evidence the large amount of money spent is having an effect," he said. The study showed about 23 percent of ninth-grade girls, typically 13 to 14 years old, had sex before receiving abstinence education. After taking the course, 29 percent of the girls in the same group said they had had sex. Boys in the tenth grade, about 14 to 15 years old, showed a more marked increase, from 24 percent to 39 percent, after receiving abstinence education. Abstinence-only programs, which have sprouted up in schools across the nation, cannot offer information about birth control and must promote the social and health benefits of abstaining from sex. Pruitt said he hoped the study would bring about changes in the content of abstinence-promoting programs. "These programs seem to be much more concerned about politics than kids, and we need to get over that," he said. One program technique has been to try to bolster students' self-esteem, based on the theory that self-confident teenagers would not have sex. Those programs, which sometimes do not even mention sex, have shown no effect, Pruitt said. Other programs that focus on the social norms and expectations appear to be more successful, he said.

The CBC program "The Fifth Estate" this week aired a scathing documentary on the state of media bias in the US, called "Sticks and Stones" ( http://www.cbc.ca/fifth/ ). It has been played three times already and is being replayed Sunday, January 30 at 3:00 a.m. & 7:00 p.m. I would urge anybody who has access to CBC TV to watch it.

Domino, you may enjoy this site: http://www.mediamatters.org They cover conservative bias on the major news networks on a daily basis. You will familiarize yourself very quickly with the likes of people like Bill O'Reilly, Ann Coulter, Pat Robertson, Jerry Falwell, etc. Any notion of a "liberal media" all but disappears after reading these reports. It kills me to see how these networks are able to feed you misinformation while assuring you that they are being "fair and balanced". The spin is incredible -- one of the Fox News polls was something like "Who would be more likely to cheat in a poker game: Al Gore or Bill Clinton" (!!!) It's unreal... you can understand how I can be so enthralled by this.

I can't help it Domino, we just don't have this sort of thing over here. These people know no restraint, no sense of objectivity, it is so novel. I was in Maine over the summer and I decided to see what all the fuss about Fox News was. I turned it on, and a few minutes in, the news anchors (not the commentators mind you, the actual anchors) started getting into a full discussion about how out of touch John Kerry was with the American public because he went to Wendy's and ordered the soup! I couldn't believe what passes for "news" over there.

I don't get to debate this much up North since nobody knows who Bill O'Reilly is around these here parts. Maybe when we start to get Fox News up here that will change (not bloody likely in Montreal!) But, Americans, he's your #1 commentator, how do you feel about him? Like/dislike? Why? I feel that it's ridiculous how he gets all rude and defensive when you call him "conservative". Does anyone buy that this guy is a moderate independent? Remember when they found out that he registered himself as a Republican? Oops! For instance, to defend his "independent" position, he oftens brings up that he's against the death penalty. However, this is disingenuous: he is only against the death penalty because he feels that it is not harsh enough punishment... in fact, he prefers to send violent criminals to a "gulag" (his word) where they will labor away as slaves in brutal conditions! He bashes Democrats and the "far-left" (anyone who is remotely left-leaning is "far-left" to him) routinely, often using false and/or misleading information. Just today, he called John Kerry a liar and a "sore loser" for saying that some people had to wait 5, 6, 11 hours to vote in Democratic districts while Republicans could go through in 10 minutes. Then he goes on to question the Washington governor election where the Democrat won, stating that there were more votes than voters in some counties. Well guess what O'Reilly, some Ohio counties reported 1000%+ turnouts, where's your outrage there?? Your thoughts?

I have a 4th gen (newest) 20gb iPod and I love the little guy. There are alternatives as already mentioned, but in terms of sexiness and status (and the awesome clickwheel), the iPod can't be beat. Pick up a case for it to protect your baby from scratches..

Wow, George W. Bush is a very liberal parent. I wouldn't read the Bible to my kids, what with all that genocide, rape, pillage, adultery, sex, and scatology. All the while people like Dubya are banning classics like "Catcher in the Rye" because of a few curses. Glad they are looking out for us.

I'm suggesting that those who make claims like that are mistaken. I think certainly many people engage in homosexual behavior for the sake of experimentation and whatnot (boredom, of course, being one major factor), but by and large they are the exception and not the rule. -
