More such steps by Azerbaijan would mean the complete collapse of the
MG Process: David Babayan

20:38 • 10.04.16

At the moment, the situation is relatively sustainable, although the
enemy continues to violate ceasefire in some places, but all is quiet,
there is no dead and wounded in comparison with April 1-5. In an
interview with Tert.am Press-secretary of the NKR President David
Babayan said.

He noted that the Armenian side should always be ready for any development.

"First of all, we must believe in our forces, the army, the people and
the unity. Azerbaijan –is a fascist, terrorist country, and be can
never believe them. Our army must be strong, must draw the appropriate
conclusions after the four day war. Shortcomings have to be corrected;
it will be a key factor for peace and stability. But I think that if
Azerbaijan once again goes to such steps, it would mean the complete
collapse of the OSCE Minsk Group process and there will be no need for
the negotiations,"- he said.

As for the fact, whether the mandate of the Minsk Group included the
investigation which side first began, David Babayan noted that
mechanisms should be introduced for this purpose, so that violations
have reduced, as otherwise such process cannot be controlled.

Artsakh once again proved that is worthy of international recognition:
Russian publicist

21:21 • 10.04.16

Geoclub.info Portal has published an article by the Russian publicist,
politician Yevgeny Tinyanski related to the recent clashes between
Armenia and Azerbaijan, who has expressed his support to the Armenian
nation, noting that Artsakh once again proved that is worthy of
international recognition.

"Armenia is not foreign to me. I have worked with Armenians for two
years. First victim in Donbass was Armenian Ruben Avanesyan. I had
known him for 9 years. I even speak a little Armenian," - the article
states.
Yevgeny Tinyanskin noted that recent events showed who is who in the
international arena and added that Azerbaijan and Turkey continue
their destructive policy, and Armenia and Artsakh stand against the
Turkish invasions in the region.

"Those who fight in Artsakh should be examples for us. I wish our
Armenian friends reunion of two Armenian states," - said the expert.

Arkadi Ter-Tadevosyan suggested a new program
April 10, 2016 17:18
Generalmayor Arkady Ter-Tadevosyan has appealed to respectable Armenian generals and military experts from around the world to join his suggested program which provides transfer of the corresponding knowledge in centers of military preparation to those who wants to join the Armenian armyhttp://artsakhpress.am/static/news/b/2016/04/42285.jpg

STEPANAKERT, APRIL 10, ARTSAKHPRESS: "Artsakhpress" reports that Arkady Ter-Tadevosyan has told at today's press conference held in Stepanakert

The statement reads as follows:

"Dear Armenian generals and military experts from all over the world

Today Armenians have faced a matter of life and death. Panturkism has made an offence, furthermore, is still attemping to humble the Armenians of both the Republic of Armenia and the Republic of Nagorno-Karabakh considering them a barrier for the fulfillment of their wily plans. With unique savageness and insidiousness, using all possible kinds of weapons, involving Islamists, using multiple rocket Smerch, they attacked our Armenian soldiers who were defending the frontier.

Regardless of the enemy's aggression, Armenian soldiers withstood and won the battle, though sacrificed their lives, but nonetheless didn't retreat. They gave their lives for their sacred work, for the Armenian land. And now, facing days full of pity for the bereavement and morover being inspired we must be worthy of the bravery of Armenian soldiers.

We don't have the right to let out soldiers' exploit go down. So, to solve the problems that Armenians have faced and never allow the enemy to attack us, moreover, step on our sacred land, we have to be united.

I invoke you respectable Armenian generals and military experts from all over the world, to meet in Yerevan in order to solve the problems that Armenians have confronted and find ways of forming an all Armenian Army. Let us be united and worthy of our soldiers' spilled blood."

Any reliable sources for enemy casualties, during the April, 2016, fighting on the Armenian Front, in Karabakh? What about neutralized tanks & aircraft? And, did we take back all of the ground, lost on April 1st?

While Armenian figures are generally quite reliable, Azerbaijan has made it a general practice to under-report its losses. Many news reports rely upon untrustworthy sources from Azerbaijan.

Armenian estimates generally give a better indication of Azeri losses. Has the accuracy of Armenian estimates been confirmed well enough to override falsified estimates, from Azerbaijan and Turkey?

By the way: I'm a Germanic-Armenian, in Northern California, with 100% maternal Armenian ancestry. This is my first post here. I've been very active (as one of few Armenians), at a forum, heavily infiltrated with Turks. I might be spending less time there soon.

Hi Laurence, welcome to Hyeforum I hope you find here what you are looking for even though we are not that busy like before I guess the time for forums are in the past with the arrival of Facebook and Instagrams.

As for your questions about the casualties, I feel the same way as you do. There are some figures in this thread reported before, definitely it would be nice to have the exact numbers. In the past some of our members ventured into turkish forums for discussion and found out that it was a useless effort because they are not open for discussion but spew the hatred that they learned in schools during their childhood.

Turkey-Russia Antagonism Playing Out in Karabakh

by Dorian Jones

The enmity that has been building between Turkey and Russia is
spilling over into the Karabakh conflict.

Heavy fighting in Karabakh between Armenian and Azerbaijani forces on
April 2-5 marked the bloodiest point of the decades-long conflict
since 1994. A two-day-long ceasefire appeared at risk of collapsing on
April 7, as both sides accused the other of violations.

The Karabakh conflict now threatens to turn into a proxy fight between
two regional powers – Turkey and Russia. Bilateral relations between
the two states went into a tailspin last November, when the Turkish
military shot down a Russian jet on a mission in Syria. Ankara has
rankled Moscow with clear-cut statements of support for Azerbaijan, a
country with which Turkey has close linguistic and cultural
connections.

“We are today standing side-by-side with our brothers in Azerbaijan,”
Turkish President Recep Tayyip Erdogan told an Ankara audience on
April 4, “but this persecution will not continue forever. Karabakh
will one day return to its original owner. It will be Azerbaijan’s.”

Taking his cue from the president, Turkish Prime Minister Ahmet
Davutoglu chimed in the next day that “Turkey will stand
shoulder-to-shoulder with Azerbaijan until doomsday against Armenia’s
aggression and occupation.”

Turkish analysts say the Karabakh conflict has captured public
attention. “The fighting [in Karabakh] has touched a very sensitive
chord in Turkish hearts,” noted Murat Bilhan, a former Turkish
ambassador and deputy chairperson of the Ankara-based,
government-friendly Turkish Asian Center for Strategic Studies.
“Whether [the Azerbaijanis] are right or wrong, they are supported.”

Statements of solidarity with Azerbaijan also may have a domestic
political purpose for Erdogan and his administration, some political
analysts contend. By stirring up patriotic, pan-Turkic feelings at
home, Erdogan may be hoping to attract nationalist support for his own
attempt to push through constitutional amendments that would enhance
his presidential powers. “The Turkish president is using everything to
cajole the nationalist voters and every occasion to use and abuse this
nationalist sentiment,” argued political scientist Cengiz Aktar of
Istanbul’s Süleyman Sah University.

Erdogan earlier took aim at international mediators – Russia, the
United States and France – tasked with overseeing peace talks on
Karabakh under the auspices of the OSCE’s Minsk Group. The Turkish
president asserted that “if the Minsk Group had taken fair and
decisive steps” to resolve the conflict, the outbreak of violence that
day [April 2], the worst since the 1994 ceasefire, would not have
occurred.

Some observers have interpreted his words as a disavowal of diplomacy.

Sinan Ülgen, a visiting specialist on Turkish foreign policy at the
Carnegie Europe think-tank in Brussels, underlined that Erdogan’s
words are indicative of a potential policy shift, and “certainly point
to a different, a more activist direction that Turkey is willing to
[take].”

The government’s choice of words also is a matter of concern for
political scientist Aktar. “The entire international community is
calling on all sides to stop the fighting, whereas Turkey is [the]
only country which openly call … [on] Armenia to stop fighting and
declares to the entire world that it is behind Azerbaijan, and this is
very unusual and very worrisome.”

The rhetoric of Turkish officials has grabbed the attention of
Armenian and Russian media, which contend that Turkey is intervening
on Azerbaijan’s side, and thus complicating efforts to bring a halt to
the fighting.

Government-linked or financed Russian media have launched a
broad-based smear campaign against Turkey. The Sputnik news service
regularly reposts claims from Armenian politicians and officials that
cast Turkey as a regional troublemaker. “Syria is not the only place
where the Turkish government keeps putting spokes into others’
wheels,” one article observed.

Other Russian outlets have not hesitated to spread unsubstantiated
rumors. For example, citing an unnamed “military source,” LifeNews TV,
an outlet allegedly close to the Russian security services, reported
on April 4 that “between 50 and 60” Azerbaijani ISIS fighters were
traveling back home from Syria via Turkey to join the Karabakh fight.

Russia’s media strategy underscores the Kremlin’s sensitivity to
Turkey’s perceived efforts to encroach geopolitically in the Caucasus.

Until now, Russia has sought to maintain a relative balance in its
relations with Armenia and Azerbaijan. While Russia is widely
considered to be Armenia’s strategic ally in the Caucasus, the Kremlin
has tried to maintain “parity” in recent years in its arms sales to
Yerevan and Baku. The question at this stage that some experts are
asking is: if heavy fighting erupts again, will Russia start siding
more clearly with Armenia to counter Turkish support for Azerbaijan?

Regardless of whether Karabakh developments in the coming weeks start
pushing Russia toward Armenia, the renewed fighting in the contested
enclave seems sure to complicate efforts to bring about a thaw in
Turkish-Russian relations.

Bilhan, the retired ambassador, expressed hope that existing tension
could be set aside soon. “These countries need one another, be it in
trade, energy. I don’t see how they will deny one another these
benefits,” he said.

Others are not optimistic that reason can prevail any time soon.

“The few signs of normalization between Turkey and Russia are just
weak signs,” cautioned Ülgen. “There is no reason to expect
normalization will happen anytime soon, given that acrimony has become
quite personal between Erdogan and Putin.”

Armenia's Isolation Laid Bare

Analysis

By Eugene Chausovsky

The tension in Yerevan was palpable. Overnight April 1, just a few
days before I arrived in the city, fighting had broken out in the
disputed territory of Nagorno-Karabakh, home to a quasi-independent
statelet backed by Armenia known as the Nagorno-Karabakh Republic. The
line of contact where Karabakh fighters clashed with Azerbaijani
soldiers was around 300 kilometers (186 miles) away, but in Yerevan it
felt much closer. I found myself in the city amid the breakdown of a
cease-fire that had largely held since 1994.

Walking the streets, I caught snatches of nervous conversation – again
and again I heard people mention "Azerbaijan" and "Artsakh," the
Armenian name for Nagorno-Karabakh. The emotional attachment on the
part of the capital city's residents to the small breakaway republic
was clearly strong. Large groups of men huddled around taxis and on
street corners to listen intently to news of the conflict being played
on the radio. Taxi drivers could speak of nothing else. Everyone
seemed to have at least one relative or friend living in
Nagorno-Karabakh.

The fighting proved to be short-lived, and within three days a
cease-fire was back in place. Just like that, the conflict gave way to
the uneasy peace that has predominated for over two decades. Or had
it? The question still remained: Why did the conflict break out in the
first place? It may have been just another historical blip, or it
could presage a larger conflict to come, perhaps one involving
regional heavyweights Turkey and Russia, or even Western powers. And
what was the role of those powers in the current fighting?

I discussed these questions with anyone I could — government
officials, political analysts, journalists and ordinary people. Their
opinions varied in the details, but they generally agreed on three
things. Most of them blamed Azerbaijan for initiating the fighting
because the status quo is favorable to Armenia but detrimental to
Baku's interests. Many also believed (correctly) at the outset of the
conflict that the fighting was unlikely to spark a larger war. They
noted, with anxiety, that Armenia stands alone in Nagorno-Karabakh,
with no one to turn to for help.

These are all, of course, simply opinions. Moreover, they are informed
by fear and national bias. But they do provide some insight into the
mindset of the Armenian people. The last of them, Armenia's isolation,
is particularly noteworthy because it has grounding in Armenia's
current geopolitical position. The nation is located in the unstable
Caucasus region, along with Georgia, Azerbaijan and the volatile
Russian republics of Chechnya and Dagestan. The region is surrounded
by Russia, Turkey and Iran – three massive powers with diverging
interests. Tiny Armenia clearly occupies a tough position and, because
of it, must navigate a complex web of relationships. Yerevan is
hostile toward Azerbaijan because of Nagorno-Karabakh, and it also has
a tense relationship and closed border with Turkey, which supports
Azerbaijan. Georgia also cooperates closely with Azerbaijan and Turkey
on energy and security matters. Iran is not a major geopolitical
player in the Caucasus, at least for now.

To survive in such a volatile environment, Armenia has chosen to
strategically align itself with Russia since the fall of the Soviet
Union, joining both the Eurasian Economic Union and the Collective
Security Treaty Organization. Armenia hosts nearly 5,000 Russian
troops in the 102nd military base in Gyumri, and Russia is responsible
for guarding Armenia's border with Turkey. Russia owns much of
Armenia's strategic infrastructure, including energy pipelines and
telecommunications firms, and the country's economy is closely tied to
that of Russia.

But this loyalty is not always reciprocal. Whereas friendship with
Russia is a top priority for Armenia, the relationship is not the only
interest for Moscow, and Russia needs to weigh it against other
strategic considerations. Its response to the recent outbreak of
conflict demonstrated this. Rather than backing Armenia militarily or
politically in the hostilities, Russian officials instead called for
calm. Armenians were quick to point out that Russia is a major
supplier of weapons to Azerbaijan, some of which were used by Baku in
the recent escalation. Moscow has taken an evenhanded political
approach with Yerevan and Baku, and Russian Prime Minister Dmitri
Medvedev visited both capitals in succession on April 7 and April 8.

Russia's balanced response may seem odd given Armenia's loyalty and
Azerbaijan's often confrontational attitude toward Moscow. Baku's
strategic partnership with Ankara makes it seem even stranger. Most
Armenians I spoke to, however, put forward theories about Russia's
response (or lack thereof). Some thought Moscow wanted hostilities to
escalate in Nagorno-Karabakh so that it could intervene later and
extend its influence over both Armenia and Azerbaijan. They believed
Russia's military presence in Armenia was less a security guarantee in
the conflict over Nagorno-Karabakh than a check on the power of Turkey
and the West. Others saw Russia in a more positive light but admitted
that Moscow's larger struggles with Turkey over Syria and with the
West over Ukraine manifest in the Caucasus and exacerbate conflicts,
sometimes to the detriment of Armenia.

The latest conflict is just another reminder of Armenia's unenviable
geopolitical position. Its valuable alliance with Russia has not
helped in the last few days amid a flare-up in greatest threat to
Armenian security. But Yerevan has no one else to turn to: Turkey is
allied with Azerbaijan, and the West is not willing to risk a
confrontation with Russia, as shown by its inaction in Georgia.
Armenia's commercial and political ties with Iran might later prove
valuable, but at the moment Tehran is in no position to play a
meaningful role in the Caucasus or to challenge Russia in any
capacity. Someday, though, that could change.

For now, Armenia must to a great extent fend for itself in
Nagorno-Karabakh. Unless the simmering tension boils over into a
full-blown conflict on par with the war of 1988-1994, the attitudes of
Russia and other regional players will likely remain the same. The
next steps are unclear, but the truce is shaky at best, meaning
violence may flare up in the region. When it does, Yerevan will find
itself unsettled and anxious once again, with little help from its
allies.

Armenia raps Israel over alleged supply of drones to Azerbaijan: report

By i24news
Published: 04/10/2016 - 05:02am

Video showed an Israeli-made drone which reportedly killed seven Armenians

Armenian officials have remonstrated with Israel over its reported
supply of weaponry to Azerbaijan after an Israeli-produced suicide
drone deployed by Azerbaijani army killed seven Armenians last week,
Haaretz reported Sunday.

The drone, identified by the The Washington Post as an Israeli
Aerospace Industries Harop loitering munition, was filmed flying over
the disputed area of Nagorno-Karabakh, the site of clashes between
Armenia and Azerbaijan.

It hit a bus carrying “Armenian volunteers,” killing seven, according
to Artsrun Hovhannisyan, a spokesman for Armenia’s Defense Ministry.

The Post report specified that "unlike, for instance, a Predator drone
armed with a Hellfire missile, the Harop itself is the munition and
destroys a target by ramming into it."

This month has seen the worst outbreak of violence between Armenia and
Azerbaijan over Nagorny Karabakh since the 1990s, with more than 90
people killed in four days of heavy fighting followed by sporadic
clashes.

Armenia-backed separatists seized control of Nagorny Karabakh, an
enclave within Azerbaijan's territory populated mainly by Christian
ethnic Armenians, in an early 1990s war that claimed some 30,000
lives.

Bodies of Armenian soldiers mutilated by Azeris, Karabakh says will
seek punishment

13:09, 11 Apr 2016
Siranush Ghazanchyan

The State Commission on Prisoners of War, Hostages and Missing Persons
of the Nagorno Karabakh Republic issued the following statement today:

On April 10, in accordance with the arrangement reached earlier, the
State Commission on Prisoners of War, Hostages and Missing Persons of
the Nagorno Karabakh Republic, through the mediation of the
International Committee of the Red Cross (ICRC) and the Office of the
Personal Representative of the OSCE Chairman in Office, carried out
the exchange of bodies of the deceased between the Nagorno Karabakh
Republic and Azerbaijan near the Bash Karvend settlement. The bodies
of 18 servicemen of the NKR Defense Army, fallen as a result of the
large scale military aggression unleashed by Azerbaijan in April 2-5,
were transferred to the NKR side during the exchange.

At the presence of the representatives of the International Committee
of the Red Cross, the NKR State Commission on Prisoners of War,
Hostages and Missing Persons registered that all bodies of the
deceased transferred by the Azerbaijani side had signs of torture and
mutilation.

Those acts, being a flagrant manifestation of inhumanity, run counter
to the laws and customs of war and are in grave violation of the
international humanitarian law, in particular, the Convention (I) for
the Amelioration of the Condition of the Wounded and Sick in Armed
Forces in the Field (1949), Geneva Convention (III) relative to the
Treatment of Prisoners of War (1949) and the Additional Protocol to
the Geneva Conventions of 12 August 1949 relating to the Protection of
Victims of International Armed Conflicts (Protocol I).

The Karabakh side will seek to ensure that such behavior of the
Azerbaijani side is condemned in strongest terms by the international
community and the specialized agencies, and those responsible are
brought into account.

Americans of Armenian heritage from across the Washington, DC area
gathered on Friday outside the Azerbaijani Embassy for a protest
against Baku’s ongoing military attacks against Nagorno Karabakh. The
demonstration was organized by Armenian Revolutionary Federation (ARF)
Sebouh Gomideh, in cooperation with the Soorp Khatch Armenian
Apostolic Church, and featured a strong showing of area youth from the
Armenian Youth Federation, Armenian General Athletic Union (HMEM), and
the local Hamasdegh Armenian School.
The Armenian crowd of well over 150 rallied outside Baku’s diplomatic
mission, just off of Washington’s famed Embassy Row, brandishing
printed banners and chanting pro-peace messages. They were met by a
small counter-protest drawn from the families of Azerbaijani Embassy
staff – celebrating the Aliyev government’s brutal onslaught that that
resulted in over 100 casualties on both sides, including the death of
12-year-old boy and execution and mutilation of an elderly Armenian
couple in Talish.
“We stood strong today at Azerbaijan’s Embassy in Washington – in
concert with Armenians in cities across the globe who are protesting
Baku’s violence – to send a powerful message to Ilham Aliyev to stop
his aggression against Nagorno Karabakh,” said ARF Sebouh Chapter
Chairman and Chairman of the Soorp Khatch Armenian Apostolic Church
Board of Trustees Aram Sarafian. “As Americans, we are appalled at
Azerbaijan’s reckless disregard for human life — whether Armenian or
Azeri — and the Aliyev regime’s deliberate violation of 1994 ceasefire
and ongoing negotiations brokered by the United States and other OSCE
Minsk Group countries. Our commitment to a free and independent
Artsakh is unyielding, and we continue to work to ensure the safety
and security of the Armenian people.”
On April 2nd, just days after meeting with Vice-President Biden and
Secretary of State Kerry in Washington, DC, Azerbaijani President
Ilham Aliyev attacked Nagorno Karabakh with heavy artillery and
advanced weaponry that led to the death of over 30 Armenians and
scores of Azerbaijanis. Over 60 Armenian American organizations have
called on President Obama to clearly and publicly condemn Azerbaijan’s
attack and put in place concrete measures to ensure peace, including
the zeroing out of all military assistance to Azerbaijan and enforcing
Section 907 of the Freedom Support Act restrictions on U.S. aid to
that country. The groups also called for the implementation of the
Royce-Engel peace proposals and expanded assistance to the people of
Artsakh to rebuild areas destroyed by Azerbaijani bombings.

Vardan Devrikyan: 18-19-year-old soldiers taking offence at remarks
‘‘don’t be afraid''

SOCIETY 09:19 11/04/2016 ARMENIA

Participant to Artsakh war, literature expert, board member to
Yerkrapah Volunteer Union Vardan Devrikyan who headed for Artsakh on
April 3 and joined the Defense Army have no idea when would be back.
“The question should be addressed to Aliyev,” he joked then added’
''Of course, not Aliyev - our army with its actions will set the date
for our return. We may stay as long as necessary,'' devrikyan told
Panorama.am

The war veteran drew parallels with the 1992-1994 war and the recent
four-day military operations.
“Several similarities and only two differences are observed. The first
difference is in the fact that when people in 1992 left Martakert they
called it Martakert migration, as people thought they would never
return to their settlements as it happened in 1915. In these days
people leaving Talish and Mataghis never though of leaving the place
forever. That was an organized evacuation; people were aware that was
not a migration and that the frontline would be restored. This fact
demonstrates we are already devoid of migrant psychology. Everybody
realized that failures at war were not excluded and at the same time
understood that was a fight run by a state with army. There was the
understanding that significant achievement will follow possible
failures.”

“People left their houses through taking only bed linen to spend the
night in a nearby village under some roof. They were assured to be
back soon. Some people even did not leave their places being sure the
frontline will not be broken. One similarity is that the adversary as
in the previous war failed to cause fear and panic, undermine the
belief in our army, people.”

Devrikyan reflected on the volunteer movements saying he doubted
initially about the number of people to be ready to joint the army.

«What happened later exceeded all expectations. The problem was not
gathering people in order to put more experienced veterans next to our
18-19-year-old soldiers, but the large number, as we had to ask some
of them to wait in Armenia. I lived through touching moments, which
reminded of literary heroes and stories. Yerkrapah working in the
villages and fields took cars and came to Yerevan. The main conclusion
to be drawn is that allegations that the main people left Armenian and
only the weak and oppressed stayed appeared to be wrong. The most
viable and the struggling part is still in Armenia. Veterans of
Artsakh war visited, whose grandsons were serving in army. They wanted
to visit the site where their children were. A father and son came who
wished to join their grandson and the son respectively,” Devrikyan
told.

He assured that the military knowledge as well as the experience from
the war strengthened the defense line even more.

“We saw a harmonious consolidation of several generations,” Devrikyan
emphasized, adding that 18 years old behaved like 40 years old, while
veterans aged 40-50 felt younger.

Devrikyan wondered over the self-confidence, decisiveness and will of
the 18-19 years old. Soldiers took offence at remarks like stay
strong, do not be afraid. They were concentrated solely on defending
the frontline. They felt no fear and the only idea was about
counteracting the enemy.”

Devrikyan said 18-year-old soldiers, the high military commanders, and
volunteers were united in strengthening the defense lines, making a
decent counterattack.

Tevan Poghosyan. “Russia if not the instigator then at least is the
provider of hostilities.”

April 11 2016

“Russia if not the instigator then, at least, is the provider of these
hostilities to take place. I regret that Russia being a Minsk Group
co-chair country does not perceive that with its actions it
contributes to the fact that Azerbaijan continues its aggression. I
would be happy to hear that as a Minsk Group co-chair country Russia
applies to the UN Security Council to impose sanctions against any
country in the world that will sell weapons to Azerbaijan” – said the
“Heritage” faction MP Tevan Poghosyan in an interview with Aravot.am,
referring to the statement by Russian Deputy Prime Minister Dmitry
Rogozin yesterday that Russia, in accordance with the agreements, will
continue to sell weapons to Azerbaijan and Armenia. In the interview
to BBC, Prime Minister Dmitry Medvedev also confirmed it today.

The saddest in the statements of Russian officials, according to the
opposition MP, is that they state that both countries are Russia’s
strategic partners. “Which means that even the top RF officials do not
have the consciousness that Armenia is a strategic ally but not
Azerbaijan and there should be differences between these countries.

This means that the level at which decisions are made in Russia, there
is a problem of perception about the regional and federal relations.
Russia does not know who his partner is and is unable to understand
how to normalize its relations,” said Tevan Poghosyan, adding that
with these kinds of moves, Rogozin and Medvedev do not add anything to
Russia’s relations with Azerbaijan, “Azerbaijan will always remain
Russia’s currently enemy Turkey’s best ally. Russia will never be able
to change the behavior of Azerbaijan to Turkey with which Russia is
confronting today. But thereby, they promoted that no positive problem
will develop in Armenia towards Russia. On the contrary, more negative
feelings appeared toward the strategic ally. It turned to be a zero
effect with Azerbaijan, a negative effect with Armenia. If this is the
policy of Russia, then it is their choice. We should learn lessons,
separate our interests and guided by our interests.”

Recently, the Armenian side used a heavy diplomatic language. Tevan
Poghosyan believes that we should not express tough position but show
a tough stance. It might be a variety of activities: voting in the
international organizations not driven by Russia’s but Armenia’s
interests, disclosure and elimination of corruption schemes of Russian
companies operating in Armenia and so on.

Nagorno Karabakh has proofs of ISIS militants' involvement in
Azerbaijan's recent aggression: Armenian Delegation to voice the issue
at PACE

by Tatevik Shahunyan

Monday, April 11, 13:30

Stepanakert, the capital city of the Nagorno-Karabakh Republic, has
proofs that representatives of other nations fought on the side of
Azerbaijan during that country's recent aggression against Nagorno
Karabakh. The statement came from David Babyan, Spokesperson for the
NKR President, in an interview with the Public Television of Armenia.

In this light, the Armenian Delegation to PACE will raise the issue of
participation of mercenaries and militants of various terrorist
organizations, including the "Islamic State," in the Azerbaijani
aggression against Nagorno Karabakh.

"Soldiers that fought the enemy in the battlefield could see that
among them were people speaking in Arabic, Turkish and persons of ripe
years. They were mercenaries. We have grounds to say that some of them
were militants of terrorist groups, in particular, of the 'Islamic
State,' 'Grey Wolves' and others," Babayan said.

He said that the atrocities the Azerbaijani side committed in
Karabakh, such as beheadings and mutilation of fighters and civilians,
are the ISIS-style crimes.

We keep hearing all the time that if they do it one more time they will get strong response, it seems this one more time will never end.

Azerbaijan proposed truce because Armenian forces forced it to – Movses Hakobyan

13:21 • 11.04.16

Vice-Chief of the Joint Staff, Armed Forces of Armenia, Movses
Hakobyan, in an interview with Azatutyun Radio on Sunday, answered a
question as to whether it was impossible to predict Azerbaijan’s
large-scale actions along the Line of Contact on the night of April 2.

“We had intelligence data, but the Nagorno-Karabakh border is rather
long. It is difficult to know what is going to happen at a particular
place. We knew the enemy would launch an attack and our armed forces
took relevant measures,” Mr Hakobyan said.

Asked how long the ceasefire may continue, he said:

“First of all I should say that it was Azerbaijan that proposed a
truce by applying to the Joint Staff of the Russian Armed Forces. And
we can say once more that the Armenian soldiers forced the enemy into
a truce once again. It is difficult to say how long the situation will
last, but the fact is that the Armenian forces are ready to prevent
any attacks by the enemy. I believe the enemy will draw relevant
conclusions and if they make one more attempt to settle the
Nagorno-Karabakh problem in such a way once more, they will receive a
tougher rebuff,” Mr Hakobyan said.

Manvel Grigoryan: We have taken back all our positions but for one or
two (video)

10:42 | April 11,2016 | Politics

Manvel Grigoryan, Chairman of Yerkrapah Volunteer Union (YKM), gives
an interview from the frontlines.

He says they have taken back all Armenian positions captured by the
Azerbaijani side during the attacks of last week. “Only one or two
remain under their control but our guys have already blockaded them. I
think it is a matter of time, if they do not go away themselves, we
shall make them leave these positions,” he said.

Baku confirms death of Special Forces Lieutenant Colonel

April 11, 2016 - 13:06 AMT

PanARMENIAN.Net - Baku confirmed the death of a Lieutenant Colonel

from the Azeri Special Forces, Haqqin.az reports.

Baku's attempts to conceal the number of fighters killed in the course

of clashes between Karabakh and Azerbaijan since April 2 proved

ineffective.

According to Azerbaijani media outlets, the body of Murad Telman oğlu

Mirzayev, who was killed in recent clashes with Karabakh, will be

transported to Baku by helicopter.

Mirzayev was reportedly killed “in a special combat mission.”

The parties to the Karabakh conflict agreed on a bilateral ceasefire

along the contact line which came into force at midday, April 5.

Prior to that, on the night of April 1-2, Azerbaijani armed forces

initiated overt offensive operations in the southern, southeastern and

northeastern directions of the line of contact with Nagorno Karabakh.

As of April 5, the Azerbaijani side has lost 26 tanks and 4 infantry

fighting vehicles, as well as 1 BM-21 Grad multiple rocket launcher, 1

engineering vehicle, 2 military helicopters and 14 unmanned aerial

vehicles. The Azerbaijani side has admitted the loss of 31 fighters, 1

helicopter and 1 unmanned drone, whereas the Armenian side's photo and

video materials show dozens of killed Azerbaijani troops, 1 helicopter

and 3 UAVs. Opposition media outlets, however, reported on the death

of 93 Azerbaijani soldiers, stating that 33 more have been wounded.

According to Karabakh authorities, 300 Azerbaijani soldiers were

killed in clashes.

14 Karabakh tanks have been neutralized since April 2.

Political scientist: “Kharabakh can’t be part of Azerbaijan”

April 10 2016

“That means this issue is also part of the negotiation process. It is
clear that Armenia should speak out that Kharabakh can’t be part of
Azerbaijan or subject to Azerbaijan. It is clear that this will be
discussed and Azerbaijan won’t agree with it”, in interview with
Aravot.am said the political scientist Stepan Grigoryan referring to
the observation of the OSCE Minsk group’s co-chair Igor Popov that
consideration of the NKR as a part of Azerbaijan is an element of the
negotiation process.

Stepan Grigoryan

The political scientist also considers necessary the installation of
equipments in the contact line between opposing forces of Kharabakh
and Azerbaijan, which will help to determine which side opened the
fire: “We must demand if they don’t do so, we will not consider it
correct to negotiate. We must show willingness to negotiate and
meanwhile to say if these issues are not solved, it is useless to
negotiate, as Azerbaijan “negotiates” and then starts a war. It is
also necessary to withdraw the snipers”.

The co-chairs’ announcement that it is not the function of the Minsk
group to find out who attacked first and they don’t have a mandate to
start an inquiry, Mr. Grigoryan responded: “How happened that during
the last five years the Minsk group speak out about the sniper issue,
and about the equipment during last year? Therefore it is also
included in their functions to record from which side is shooting”.

Referring to the new possible ceasefire agreement Stepan Grigoryan
said: “Without the representatives of Kharabakh Armenia doesn’t have
right to sign anything where Azerbaijan puts its sign. Because we have
a ceasefire agreement in 1994, in which there are signatures of

Azerbaijani opposition criticize Aliyev for Nagorno Karabakh aggression

11:35, 11 April, 2016

YEREVAN, APRIL 11, ARMENPRESS. Leader of the main opposition party of
Azerbaijan, the Azerbaijan Popular Front Party Ali Karimli announced
in connection with the Azerbaijani aggression against Nagorno
Karabakh, that the Azerbaijani army, which received tens of billions
dollars shouldn’t have around 100 killed soldiers.

As “Armenpress” reports, citing “Azadliq” newspaper, Ali Karimli
criticizes the Azerbaijani authorities for hiding the number of
casualties sustained as a result of Armenian countermeasures. Ali
Karimli said that they gain information from independent reporters
from social networks as a result.

“The behavior of the Azerbaijani ruling party (Yeni Azərbaycan
Partiyası, YAP) once again proves that the goal of the leadership is
not Karabakh, but maintenance of power, “he said.

Ali Karmli strongly criticized the Azerbaijani leadership for the
failed military operations against Nagorno Karabakh.

Karimli reminded the Azerbaijani political and military leadership
their repeating “If needed, we will capture Karabakh” expression, and
asked them “So why couldn’t you”.

“If you are talking about the combat efficiency of the army, public
unity, support of the world, the neighbors, especially Turkey, about
the panic and distress of the adversary, so why couldn’t you fulfill
your “If needed” promise? Please, do not ever say “If needed” type
expressions, they will not be seriously perceived”, he wrote.

The Azerbaijani authorities organized protests outside Ali Karimli’s
residence, shouting “Traitor”, “pro-Armenian”, “enemy”.

Karimli defended the Azerbaijani opposition and democratic forces’
“National council” alliance.

The alliance released a statement saying that “ 23 year long “if
needed we will capture Karabakh” declaring army failed to make correct
moves”.

“Our army, which Ilham Aliyev states has a greater budget than the
Republic of Armenia in general, shouldn’t have sustained so many
losses. The leadership has forgotten that the supreme commander and
ceasefire agreement signer is Ilham Aliyev, an demands Karabakh from
Karimli, “ reads the statement.

According to “Khazar” military research institute, Azerbaijan lost 93
soldiers during their aggression: 52 are soldiers, 10 conscripts, 10
non commissioned officers, 21 officers. “Khazar” also informed about
21 wounded.

According to Nagorno Karabakh Defense Army data, during the April 1-5
Azerbaijani military aggression and attacks against Nagorno Karabakh,
as a result of Armenian counterattacks the Azerbaijani side lost 2
helicopters, 24 tanks, 2 battle vehicles, 1 engineering hardware, 7
UAVs, 1 MM-21 multiple rocket launcher. Azerbaijan lost more than 500
soldiers and 2000 were wounded.
