Yervant1
Community Organizations Call on Obama to Condemn Azeri Aggression, Support Artsakh’s Self-Defense8/4/16http://asbarez.com/wp-content/uploads/2016/04/040816_Letter_to_Obama1.jpgCommunity organizations come together to urge Obama to support Artsakh’s self-determinationWASHINGTON—A wide array of Armenian American advocacy, civic, religious, charitable, academic, youth, human rights, cultural, and other organizations have joined together – in a strong show of diaspora-homeland solidarity – to call upon President Barack Obama to stand up to Azerbaijan’s aggression as part of a renewed American diplomatic effort to promote peace and foster long-term regional stability. The community-wide letter specifically asks the U.S. President, in addition to forcefully condemning Azerbaijan’s aggression, to support the self-defense of Nagorno Karabakh, the suspension of U.S. military aid to Baku, the deployment of gunfire locator systems, the provision of emergency relief aid to Artsakh, and the organization of a multi-agency U.S. fact-finding mission to investigate reports of Azerbaijani war crimes, look into allegations of Azerbaijan-ISIS cooperation, evaluate the destruction caused by Azerbaijan’s aggression, and assess Nagorno Karabakh’s humanitarian relief and reconstruction needs.“We welcome this renewed opportunity to underscore the Armenian American community’s enduring solidarity with the Armenian homeland, and – amid this latest escalation of Azerbaijani aggression – to highlight our diaspora’s rock-solid commitment to the security, the strength, and independent status of the Republic of Nagorno Karabakh,” said ANCA Executive Director Aram Hamparian. “We look forward to engaging with the Administration in support each of the policy priorities set forth in this appeal, and to bringing renewed energy and focus to our leadership in support of full and formal American recognition of Artsakh’s independence.”The letter, which was brought together on a short schedule, includes a broad and representative cross-section of groups but does not, due to time limitations, represent the full array of Armenian American organizations supporting Artsakh. The complete text of the letter is provided below. Text Of Armenian American Community Letter To President ObamaApril 8, 2016 The Honorable Barack ObamaThe PresidentThe White House1600 Pennsylvania Avenue, N.W.Washington, DC 20500 Dear Mr. President:Armenian Americans from across our nation ask you, in light of the worst Azerbaijani attacks since the 1994 Nagorno Karabakh cease-fire, to forcefully condemn Azerbaijan’s aggression and – in light of Baku’s reckless initiation of hostilities only hours after meeting in Washington, DC with senior members of your Administration – call for principled American leadership for peace and long-term regional stability. In view of the renewed hostilities by Azerbaijan, which undermine our nation’s regional interests, and taking into consideration President Aliyev’s open threats to continue and further expand aggression against Nagorno Karabakh, we express our full support for the courageous efforts of the people and governments of Armenia and Nagorno Karabakh to protect their citizens and encourage the U.S. government to support the self-defense of the Nagorno Karabakh Republic. We commend, as well, the formal recognition of the independence of the Nagorno Karabakh Republic by the U.S. states of California, Georgia, Hawaii, Louisiana, Maine, Massachusetts, and Rhode Island. President Aliyev’s actions, which represent a direct challenge to U.S. leadership for a negotiated resolution and grave threat to the peace of the entire region, require a strong American response. In the interest of peace, we call upon you to immediately stop all military aid to Azerbaijan, and enforce Section 907 of the FREEDOM Support Act. We also encourage you to work with Armenia and the Nagorno Karabakh Republic on the deployment of gunfire locator and other monitoring systems on the Nagorno Karabakh side of the line-of-contact and the Armenian side of the Armenia-Azerbaijan border.Mr. President, in keeping with the humanitarian spirit of the American people, we urge you to immediately send emergency relief aid to Nagorno Karabakh, including medical equipment and other urgently-needed relief supplies. We are reminded, during this dark time, that it was the generosity of the American people, through the noble work of USAID, that helped rebuild Martakert and Martuni following Baku’s 1991-94 aggression, two of the same communities that have come under heavy Azerbaijani fire.In closing, we encourage you to send a multi-agency fact-finding mission – led by our Department of State – to thoroughly investigate serious reports of Azerbaijani war crimes and other violations of the Hague Convention, to look into allegations that Azerbaijan has engaged ISIS fighters, to evaluate the destruction inflicted by Azerbaijan’s aggression, and to assess the humanitarian relief and reconstruction needs of Nagorno Karabakh’s civilian population.Thank you for your attention to this matter.Sincerely,All-Armenian Student AssociationAmerican-Armenian LegionAmericans for ArtsakhApostolic Exarchate for Armenian CatholicsArmenia Artsakh FundArmenia FundArmenia Tree ProjectArmenian Aintabtzy Cultural AssociationArmenian American Democratic Leadership CouncilArmenian American VeteransArmenian Assembly of AmericaArmenian Bar AssociationArmenian Compatriotic Union of OurfaArmenian Council of AmericaArmenian Democratic Liberal PartyArmenian Engineers and Scientists of AmericaArmenian Evangelical Union of North AmericaArmenian General Athletic Union (HMEM) – Eastern RegionArmenian General Athletic Union (HMEM) – Western RegionArmenian General Benevolent UnionArmenian General Benevolent Union – Western DistrictArmenian International Women’s AssociationArmenian Missionary Association of AmericaArmenian National Committee of AmericaArmenian National Committee of America – Eastern RegionArmenian National Committee of America – Western RegionArmenian Relief Society – Eastern RegionArmenian Relief Society – Western RegionArmenian Revolutionary Federation – Eastern RegionArmenian Revolutionary Federation – Western RegionARF Shant Student AssociationArmenian Rights Council of AmericaArmenian Society of Los AngelesArmenian Youth Federation – Eastern RegionArmenian Youth Federation – Western RegionArtsakh Development GroupBaku ArmeniansBirthright ArmeniaDaughters of VartanDiocese of the Armenian Apostolic Church of America – Eastern RegionDiocese of the Armenian Apostolic Church of America – Western RegionFriends of New JulfaHamazkayin Armenian Educational and Cultural Society – Eastern RegionHamazkayin Armenian Educational and Cultural Society – Western RegionIraqi Armenian Family AssociationKharpert Cultural AssociationKnights of VartanMemory, Dignity, Justice Association of Armenian Refugees from AzerbaijanMousa Ler Association of California – Los AngelesNational Association for Armenian Studies and ResearchNational Organization of Republican ArmeniansOrganization of Istanbul ArmeniansParos Foundation (Berkeley, California)Prelacy of the Armenian Apostolic Church of America – Eastern RegionPrelacy of the Armenian Apostolic Church of America – Western RegionSocial Democrat Hunchagian PartyTekeyan Cultural Association, Inc.United Armenian Council of Los AngelesUnited Human Rights Councilhttp://asbarez.com/148489/community-organizations-call-on-obama-to-condemn-azeri-aggression-support-artsakhs-self-defense/
gamavor
All this is good but Armenian leadership should seriously rethink its approach to the independence of Artsakh. More than 20 years have been lost and hundreds of human lives in expecting miraculously a positive outcome. It won’t happen. The time has come Armenia to recognize Artsakh. Any military adventure of Azerbaijan after that should be used as a casus belli for a war. Unless we hit them hard they will never stop harassing the border areas. Being nice guys is not always a good strategy especially during war times.

Yervant1
Forecast: Peacekeepers in Karabakh will drive Armenia and Artsakh to capitulationby David StepanyanSaturday, April 9, 15:14http://www.arminfo.am/images/StandardImage/arzumanyan_hrach1.jpgPeacekeepers in Karabakh will drive Armenia and Artsakh to capitulation. Therefore, the major task of the moment is to quash the idea of deploying peacekeepers and to do it at both political and public levels. Hrachya Arzumanyan, military and national security expert, Candidate of Technical Sciences, Head of Ashkhar, a Stepanakert-based Center of Strategic Analysis, expressed this opinion to ArmInfo. "As supreme commanders agree to discuss such possibility and representatives of the ruling parties do the same, the public must exert genuine efforts, up to organizing public unrest, to stop these talks in Armenia. It is will hard to do this in Karabakh, as people are on the combat positions now," Arzumanyan says. "The arguments like 'we are speaking of remote future' must be swept away," the analyst says. In his words, the Armenian government has been deliberately killing the political field and now there is no politics in Armenia. "There is just administrative-economic and repressing machinery of the oligarchic system of government that imitates politics when necessary,' Arzumanyan said. The past week showed that the tasks set to the Armenian people are political, as war is the continuation of politics by other means. "If the energy of people is not directed at constructive processes and revival now, it will be aimed at destruction of Armenia's statehood," Arzumanyan said.http://www.arminfo.am/index.cfm?objectid=2FDA8730-FE44-11E5-A1450EB7C0D21663

The protesters rallied against the inaction of the international community, and particularly institutions and states involved in the mediating efforts for their “criminal silence” or inadequate reaction to the military actions unleashed by Azerbaijan against the Nagorno Karabakh Republic. The protesters demanded recognition of Artsakh, its involvement in the negotiations as a full-fledged party. Although the protest coincides with the visit of the OSCE Minsk Group Co-chairs to Yerevan, the event was targeted at Russia, the United States, France, Israel, CSTO, EEU, PACE, Council of Europe, OSCE institutions and other countries. http://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-10.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-9.jpg http://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-1.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-2.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-3.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-4.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-5.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-6.jpghttp://www.armradio.am/en/wp-content/uploads/2016/04/Rally-in-Yerevan-OSCE-7.jpg

Yervant1
Voice of America: On March 31, Israel supplied laser anti-tank missiles to Azerbaijan 15:15, 09.04.2016Region:World News, Armenia, Karabakh, AzerbaijanTheme: Politics http://news.am/img/news/32/14/09/default.jpgOn March 31, Israel has provided Azerbaijan with its laser anti-tank missiles, according to the Voice of AmericaArmenian service.Analysts have reflected on the avenues whereby the parties to the Nagorno-Karabakh conflict acquire military equipment.Speaking to the Voice of America Azerbaijani service, Alexander Murinson from the Strategic Research Department of the Begin-Sadat Center for Strategic Studies within Bar-Ilan University of Israel said Azerbaijan has claims for a new role in the region, and it attempts to clarify its position on the Armenian forces in Nagorno-Karabakh. Also, he reflected on the sources of Azerbaijan’s purchase of weapons.“On March 31, Israel supplied laser anti-tank missiles to Azerbaijan,” Murinson noted. “Azerbaijan is the first country to acquire these missiles, and this certainly has given an advantage to its military capabilities. Even though Israel does not officially support any side in the conflict, it obviously has close ties with Baku.”Robert Avetisyan, Permanent Representative of Nagorno-Karabakh to the US, also reflected on the supplying of military equipment to Azerbaijan. He noted that this fact has always been a concern for them, and that they have repeatedly called on all countries not to sell arms to Azerbaijan.“These recent events [at the Nagorno-Karabakh conflict zone] have shown that the regional situation is very fragile, and that it can very easily lead to disaster and great tragedy.”http://news.am/eng/news/321409.html

The Azerbaijanis are the same Barbaric Turks and they do not differ anyhow. Such [people] cannot be on the surface of the Earth,” Tamoyan said in an interview with Armenpress. The head of the Yezidi community in Armenia said he is proud of Kyaram Sloyan and added that the Yezidi community is ready to stand by their Armenian brothers and protect the Armenian land. “Nagorno-Karabakh is a historic Armenian territory, and today’s actions of the Azerbaijan are groundless. Yervant1
No mandate to investigate as to who started, because we all know who did it but won't say it COWARDS!Minsk Group Co-Chairs say have no mandate to investigate who startedmilitarry actions18:20, 09 Apr 2016Siranush GhazanchyanThe main objective of the OSCE Minsk Group Co-Chairs is to ensure theprevention of reoccurrence of military actions, Russian Co-Chair IgorPopov told a press conference in Yerevan. According to him, they haveno mandate to investigate who started the recent hostilities.Popov said one of the most important issues today is the return of thebodies of the killed soldiers, and the ICRS, as well as AmbassadorAndrzej Kasprzyk’s team are engaged in the search works.Referring to the issue on the negotiating table and the so called“Lavrov initiatives,” Popov said “it has been mentioned on manyoccasions that there is no new document on the table.” “There areproposal of the Co-Chairs, which have been discussed over the past fewyears. They are based on three principles and six elements,” Popovsaid.“These principles include non-use of force, the right of peoples toself-determination and territorial integrity. As for the elements, thetwo most important ones are related to the determination of the statusof Nagorno Karabakh and the return of territories. Other elements arerelated to return of refugees, determination of the width of thecorridor linking Armenia to Nagorno Karabakh and peacekeepingmission,” the Russian Co-Chair said.Popov added, however, that the issue of peacekeepers should bediscussed at the final stage, after the conclusion of a peace deal.Asked about the atrocities committed by the Azerbaijani side againstthe civilian population, the brutal killings and even beheadings, USCo-Chair James Warlick said: “We’re deeply distressed by the reportsof human right violations, with the photos and videos we’ve seen. We’ve asked our partners at the ICRC to investigate what happenedexactly. We’re deeply troubled by any human right violation.”As for the perspectives of Nagorno Karabakh’s return to thenegotiating table, Popov said “we’ve said on many occasions thatKarabakh should return to talks at a certain stage. “Conclusion of aframework agreement preceding the preparation of a peace deal could bea starting point,” he added.Returning to the issue of who's responsible for the resumption ofmilitary actions.French Co-Chair Pierre Andrieu said they’re not authorized toinvestigate who’s responsible for the resumption of military actions.“What’s important for us is to ensure that the agreement on ceasefirereached in Moscow is maintained as long as possible, and to resume thepolitical negotiations,” he added. As for Turkey’s biased attitude, its support for Azerbaijan, and thepossibility of the country’s exclusion from the Minsk Group, Warlicksaid “no changes in the Minsk Group are expected.” “As you know we metin Vienna for the first time in years and adopted a strong statement.Turkey joined this statement and endorsed it. We’re looking forward toworking with all Minsk Group members, including Turkey,” he concluded.https://urldefense.proofpoint.com/v2/url?u=http-3A__www.armradio.am_en_2016_04_09_minsk-2Dgroup-2Dco-2Dchairs-2Dsay-2Dhave-2Dno-2Dmandate-2Dto-2Dinvestigate-2Dwho-2Dstarted-2Dmilitarry-2Dactions_&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=Cprec7g6mQYe2Mo8eV6wAkWAtv2hgNtKDlRs9GiG9SA&s=DwKB758SxfjVaXpx35OzZrtvpSvaG2kv00-14STj4hE&e=

Yervant1
Azerbaijan’s offensive against Karabakh was pre-planned20:11, 09 Apr 2016Siranush GhazanchyanOn April 9, Foreign Minister of Armenia Edward Nalbandian receivedOSCE Minsk Group Co-Chairs Igor Popov, James Warlick, Pierre Andrieuand Andrzej Kasprzyk, Personal Representative of the OSCEChairperson-in-Office.The Co-Chairs informed Foreign Minister of Armenia about the meetingsthey had with the authorities of Artsakh in Stepanakert and theleadership of Azerbaijan in Baku.Regarding yet another aggression unleashed by Azerbaijan whichresulted in numerous human losses, Edward Nalbandian said, “It isclear to everyone that this offensive was pre-planned and preparedwell in advance. Baku used against Nagorno-Karabakh its entireoffensive military arsenal, acquired over recent years. We had onnumerous occasions warned the international community, the Co-Chaircountries on what happened. We had alerted that the absence ofreaction to the threat of use of force by Baku would result in what wehave witnessed these days.”Edward Nalbandian stressed, that the large-scale military actionsunleashed by Azerbaijan have seriously damaged the negotiation processof Nagorno-Karabakh settlement and the efforts of the OSCE Minsk GroupCo-Chairs. According to the Minister, urgent steps are required forthe stabilization of the situation. Yervant1
Sometimes it is better to chew than speak: Russian expert on Rogozin'sstatement on the sale of weapons to Azerbaijan23:13 • 09.04.16Russian political scientist, expert of the Russian Council onInternational Affairs Sergei Markedonov commented on the statement ofthe RF Deputy Prime Minister Dmitry Rogozin on selling weapon toAzerbaija, citing a phrase from the advertisement "Sometimes it'sbetter to chew than speak" as an epigraph to his speech.A day before Dmitry Rogozin had announced that Russia will continue tosell Azerbaijan as its strategic partner weapons according to therelevant agreements."Those who follow my speeches about Caucasus are aware of my favoritethesis on the disparities in the perception. What the 3rd assistant ofthe 25th assistant of the Russian president says becomes breaking newsin Georgia, Armenia and Azerbaijan. Today, Rogozin’s announcementappeared in the center of attention, "- Markedonov has posted on hisFacebook page, geoclub.info reports."I am against the development of relations with Azerbaijan and I amagainst war with it (at least until radical changes in the foreignpolicy of this country). I say this regardless the status of "personanon grata" given to me by Azerbaijani Foreign Ministry," - added theexpert.https://urldefense.proofpoint.com/v2/url?u=http-3A__www.tert.am_en_news_2016_04_09_Markedonov_1987283&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=Eb-9cJVeXK7JjfHVVBDLDkI4KrTzxgKnnPqiwyzVmcg&s=9PTWJeDCaSjJpvRqkxWmrgxAklV-EeX4E5REPRA3LDE&e=
Yervant1
“The Turks are always ready to stab in the back, which became evidentin the Syrian war”April 10 2016Chairman of the NA standing committee on foreign relations ArtakZakaryan about Russian Prime Minister’s and deputy Prime Minister’sstatements– Russian deputy Prime Minister Dimitry Rogozni has announced thatRussia according to the agreements will continue to sell weapons bothto Armenia and Azerbaijan. The Prime Minister of Russia also talkedabout it. It was remarkable that according to Rogozni Azerbaijan isalso the strategic partner of Russia. This move in this situationdoesn’t mean simply to cater aggressor Azerbaijan’s actions?– Indeed it was a strange announcement. Under the circumstances it wasexpected that Russia will condemn Azerbaijan’s aggression andoffensive military actions against Nagorno Kharabakh. South Caucasusagain turns into powder keg which can explode in every second. IfAzerbaijan finally doesn’t stop its military actions and doesn’trenounce its intentions to solve the problem by military means anddoesn’t accept the Karabakh’s need for the realization ofself-determination, it will appear that Russia is arming its strategicpartners against each other and as a result a human blood is shedding. It is strange for me that in the present case of Turk-Azerbaijanitandem, Russia continues to please Azerbajan, considering the latteras a strategic partner Russia tries to tear it from Turkey and make itcontrollable. Unfortunately, the Turks are always ready to stab in theback, which became evident in the Syrian war.– Don’t you think that last days tough diplomatic language of theofficial Yerevan should also be accompanied by the actions. Forexample: should the capabilities of Armenian’s membership to CSTO(Collective Security Treaty Organization) and EAEU (Eurasian EconomicUnion) be reviewed?– EAEU is just an economic structure, and CSTO is a military andpolitical system. Both organizations, of course, are not perfect yet,but it is not the issue that we should think about now.– From now on to will we witness not pro-Russian positions of theArmenian delegations in the international structures? Or will thecorruption schemes be disclosed in the Russian companies in Armenia?– But why do you think that our delegations are pro-Russian and theopposite? There have always been issues on which we have collaboratedwith Russian colleagues and there have always been issues where ourapproaches differ. The Armenian delegations are always sensitivetowards vital interests, such as issues related to conflicts andsecurity.Nelly GRIGORYANhttps://urldefense.proofpoint.com/v2/url?u=http-3A__en.aravot.am_2016_04_10_175527_&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=iUaQbJKPIQr8AFHwJtgAOS16m1j0ANyXue55FtN2HI0&s=Y-6kF-5Vus0F8FgsW_8VuEUpoMeanlIYKB-2DPEUz3Y&e=
Yervant1
Disgraceful failure against the background of the heroic struggle ofthe army and the peopleApril 10 2016“The Minsk group was in a very poor condition. It was noticed thatthey had nothing to say. They also felt that and were trying to finishit fast, because they didn’t have answers to the questions”,- in theinterview with Aravot.am referring to the press conference of theco-chairs of the Minsk group said political scientist, the founder ofThe Armenian Institute of International and Security Affairs StepanSafaryan.“What we expected to listen was prevented just by our strategicpartner Igor Popov. He said that they didn’t have a mandate to findout who started the war. Here questions arise: what Mr. Popov and theothers were doing, when was held a special meeting of the OSCE Minskgroup on the Karabakh issue, why didn’t they solve the problem oftheir mandate? Eventually, they knew that the both sides are accusingeach other. First of all, Azerbaijan avoided the responsibility. Therefore they knew that the question “who started?” is going to bethe main question in the region. Why we haven’t put that task? Why ourMinistry of Foreign affairs hasn’t put that task? This is the mostdangerous. Such failures against the background of the heroic struggleof the army and the people are a disgrace. MFA should be concerned andshould have announced that the Minsk group wasn’t given a mandate”,mentioned Stepan Safaryan. He put forward a question: from who is Armenia afraid of that didn’traise the issue of the mandate of the Minsk group: “Because they areafraid of … because Russia is not interested. The other two co-chairswere in favor of the creation of the inquiry mandate still 3 yearsago. And Papov bore the brunt of saying that they don’t have amandate, that we could have nothing to say”.Referring to Popov’s comment that NKR is considered the part ofAzerbaijan, Stepan Safaryan said: “I will not say that he did a favor, but they have kept their promise to Azerbaijan. IE “we are notannouncing that Kharabakh is not yours”. That legitimizes the actionsof Azerbaijan. All those who now give alike “presents” to Azerbaijan, saying that the NKR is not Armenia, we are not recognizing, thereforeAzerbaijan has a right to take it by force”, noticed Stepan Safaryan.Luiza SUKIASYANhttps://urldefense.proofpoint.com/v2/url?u=http-3A__en.aravot.am_2016_04_10_175524_&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=-9xPljtpLFbOZmcqEhHg-5K1w7fkyNzPzHwBha8PtHc&s=4SRMkRinCW0CC-R5YtrGCz6I5XzQLRcVu7jKKx3PPQM&e=

Yervant1
Concerns over Caspian pipelines grow as tensions surge along Karabakh frontline16:58 | April 10,2016 | PoliticsThe resurgence of violence between Azerbaijan and Armenians poseslittle immediate risk to the key pipelines that link European marketsto the Caspian Sea, according to analysts from London to Washington,Artsakhpress reports citing Bloomberg. In a region where risk is the norm, “these sorts of localizeddifficulties tend to get shrugged off in the current environment,”according to Michael Hewson, a London-based analyst at CMC MarketsPlc. Markets have not put any added risk premium on deliveries fromthe Caspian Sea to the Mediterranean, the focus instead remains on aglobal supply glut, he said. The fighting over the mountainous Nagorno-Karabakh enclave has killedand wounded dozens and raised concern that the conflict would spreadin the region bordered by Russia, Turkey and Iran. A BP Plc-ledunderground oil pipeline, which carried 720,000 barrels a day fromBaku to Turkey’s Mediterranean port of Ceyhan last year — about theequivalent of Turkey’s total consumption in 2014 — runs less than 30miles from the conflict zone. The $45 billion Southern Gas Corridor, which will pump Azeri natural gas to Europe once completed, is at asimilar distance. The battles threaten to reignite full-scale fighting in the Caucasusmountains, part of a new arc of instability along Russia’s border thatstretches north and west from Nagorno-Karabakh through Georgia,Ukraine and further to Moldova. Fighting between Armenia, a Russianally, and Azerbaijan, which has stronger ties to NATO member Turkey, would bring more turmoil to the region.Pipeline ThreatThe importance of the pipelines and the potential disruptions aren’tlost on the combatants. Levon Mnatsakanyan, defense chief of theunrecognized Nagorno-Karabakh republic, said that the oil pipelinewould be one of the first targets of any new war.“This is a very serious financial resource for Azerbaijan and we needto deprive them of these means,” he said last year in an interview inthe capital, Stepanakert. BP on Wednesday said the clashes haven’taffected operations at its pipeline.Brent crude prices have collapsed to almost a third of their levelsprevious to a 2014 decision by the Organization of Petroleum ExportingCountries to defend market share rather than cut supply. The full article is available herehttps://urldefense.proofpoint.com/v2/url?u=http-3A__www.bloomberg.com_news_articles_2016-2D04-2D06_caspian-2Dpipelines-2Dsafe-2Dfor-2Dnow-2Das-2Dwar-2Drisk-2Dreturns-2Dto-2Dcaucasus&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=jCHWV-io80SQJFQGSQ8_39bFNlmbAmn40bguoJwTue0&s=mZZyc-h2wTBk-xfyfwgDyLyZYMiOJRpMDbYo0pKYWu8&e=https://urldefense.proofpoint.com/v2/url?u=http-3A__en.a1plus.am_1233176.html&d=CwIFaQ&c=clK7kQUTWtAVEOVIgvi0NU5BOUHhpN0H8p7CSfnc_gI&r=LVw5zH6C4LHpVQcGEdVcrQ&m=jCHWV-io80SQJFQGSQ8_39bFNlmbAmn40bguoJwTue0&s=2EFrLdlqiTG1Ls4Gw9vkcTEyvLJEaC30cGtHK17S5Us&e=
