Community Organizations Call on Obama to Condemn Azeri Aggression, Support Artsakh’s Self-Defense

Community organizations come together to urge Obama to support Artsakh’s self-determination

WASHINGTON—A wide array of Armenian American advocacy, civic, religious, charitable, academic, youth, human rights, cultural, and other organizations have joined together – in a strong show of diaspora-homeland solidarity – to call upon President Barack Obama to stand up to Azerbaijan’s aggression as part of a renewed American diplomatic effort to promote peace and foster long-term regional stability.

The community-wide letter specifically asks the U.S. President, in addition to forcefully condemning Azerbaijan’s aggression, to support the self-defense of Nagorno Karabakh, the suspension of U.S. military aid to Baku, the deployment of gunfire locator systems, the provision of emergency relief aid to Artsakh, and the organization of a multi-agency U.S. fact-finding mission to investigate reports of Azerbaijani war crimes, look into allegations of Azerbaijan-ISIS cooperation, evaluate the destruction caused by Azerbaijan’s aggression, and assess Nagorno Karabakh’s humanitarian relief and reconstruction needs.

“We welcome this renewed opportunity to underscore the Armenian American community’s enduring solidarity with the Armenian homeland, and – amid this latest escalation of Azerbaijani aggression – to highlight our diaspora’s rock-solid commitment to the security, the strength, and independent status of the Republic of Nagorno Karabakh,” said ANCA Executive Director Aram Hamparian. “We look forward to engaging with the Administration in support each of the policy priorities set forth in this appeal, and to bringing renewed energy and focus to our leadership in support of full and formal American recognition of Artsakh’s independence.”

The letter, which was brought together on a short schedule, includes a broad and representative cross-section of groups but does not, due to time limitations, represent the full array of Armenian American organizations supporting Artsakh.

Dear Mr. President:

Armenian Americans from across our nation ask you, in light of the worst Azerbaijani attacks since the 1994 Nagorno Karabakh cease-fire, to forcefully condemn Azerbaijan’s aggression and – in light of Baku’s reckless initiation of hostilities only hours after meeting in Washington, DC with senior members of your Administration – call for principled American leadership for peace and long-term regional stability.

In view of the renewed hostilities by Azerbaijan, which undermine our nation’s regional interests, and taking into consideration President Aliyev’s open threats to continue and further expand aggression against Nagorno Karabakh, we express our full support for the courageous efforts of the people and governments of Armenia and Nagorno Karabakh to protect their citizens and encourage the U.S. government to support the self-defense of the Nagorno Karabakh Republic. We commend, as well, the formal recognition of the independence of the Nagorno Karabakh Republic by the U.S. states of California, Georgia, Hawaii, Louisiana, Maine, Massachusetts, and Rhode Island. President Aliyev’s actions, which represent a direct challenge to U.S. leadership for a negotiated resolution and grave threat to the peace of the entire region, require a strong American response.

In the interest of peace, we call upon you to immediately stop all military aid to Azerbaijan, and enforce Section 907 of the FREEDOM Support Act. We also encourage you to work with Armenia and the Nagorno Karabakh Republic on the deployment of gunfire locator and other monitoring systems on the Nagorno Karabakh side of the line-of-contact and the Armenian side of the Armenia-Azerbaijan border.

Mr. President, in keeping with the humanitarian spirit of the American people, we urge you to immediately send emergency relief aid to Nagorno Karabakh, including medical equipment and other urgently-needed relief supplies. We are reminded, during this dark time, that it was the generosity of the American people, through the noble work of USAID, that helped rebuild Martakert and Martuni following Baku’s 1991-94 aggression, two of the same communities that have come under heavy Azerbaijani fire.

In closing, we encourage you to send a multi-agency fact-finding mission – led by our Department of State – to thoroughly investigate serious reports of Azerbaijani war crimes and other violations of the Hague Convention, to look into allegations that Azerbaijan has engaged ISIS fighters, to evaluate the destruction inflicted by Azerbaijan’s aggression, and to assess the humanitarian relief and reconstruction needs of Nagorno Karabakh’s civilian population.

All this is good but Armenian leadership should seriously rethink its approach to the independence of Artsakh. More than 20 years have been lost and hundreds of human lives in expecting miraculously a positive outcome. It won’t happen. The time has come Armenia to recognize Artsakh. Any military adventure of Azerbaijan after that should be used as a casus belli for a war. Unless we hit them hard they will never stop harassing the border areas. Being nice guys is not always a good strategy especially during war times.

Arabs of Italy: Turkey and Azerbaijan may commit a new crime against
humanity in Nagorno Karabakh

Onlus has disseminated a statement wherein it says that a century
after the Genocide of Armenians, there is a threat of a new crime
against humanity by Turkey and Azerbaijan.

The Organization condemns the recent military attack of Azerbaijan
against Nagonro Karabakh, military crimes committed by Azerbaijan's
army and constant violations of the International Law, as such
shelling populated areas, schools, and beheading an Armenian soldier
in Karabakh and demonstrating the head, vicious murder of an elderly
couple in their own house in the near border Talish village.

The Federation Assadakah Italia demands Azerbaijan's dictator Ilham
Aliev to be brought accountable before the international tribunal and
tried as a war criminal together with other officials responsible for
such atrocities.

The Federation expresses serious concern over the situation in Nagorno
Karabakh and fears ethnic and religious purges of the local Armenian
and other Christian population by Azerbaijan. There are an unknown
number of the "Islamic State" militants among the Azerbaijani
soldiers. During the recent months, Ankara and Baku mass media
reported that about 3,000 Azerbaijani militants have returned home
from the Middle East. The Federation demands consider them dangerous
terrorists.

Federation Assadakah Italia urges the Government and Parliament of
Italy to take specific measures against Azerbaijan. It is necessary
that takes a strict stand also on the dangerous consequences of
terrorism that may come from Azerbaijan. The Federation urges the
authorities of Azerbaijan to observe the international agreed truce.

Peacekeepers in Karabakh will drive Armenia and Artsakh to capitulation. Therefore, the major task of the moment is to quash the idea of deploying peacekeepers and to do it at both political and public levels. Hrachya Arzumanyan, military and national security expert, Candidate of Technical Sciences, Head of Ashkhar, a Stepanakert-based Center of Strategic Analysis, expressed this opinion to ArmInfo.

"As supreme commanders agree to discuss such possibility and representatives of the ruling parties do the same, the public must exert genuine efforts, up to organizing public unrest, to stop these talks in Armenia.

It is will hard to do this in Karabakh, as people are on the combat positions now," Arzumanyan says. "The arguments like 'we are speaking of remote future' must be swept away," the analyst says.

In his words, the Armenian government has been deliberately killing the political field and now there is no politics in Armenia. "There is just administrative-economic and repressing machinery of the oligarchic system of government that imitates politics when necessary,' Arzumanyan said.

The past week showed that the tasks set to the Armenian people are political, as war is the continuation of politics by other means.

"If the energy of people is not directed at constructive processes and revival now, it will be aimed at destruction of Armenia's statehood," Arzumanyan said.

Russia says won’t halt arms sales to Armenia and Azerbaijan

Russia will continue its arms sales to both Azerbaijan and Armenia
despite the latest flare-up of the conflict over Nagorno-Karabakh,
Russian Prime Minister Dmitry Medvedev said in an interview broadcast
on Saturday.

Medvedev, who travelled to both Armenia and Azerbaijan this week, said
Russia had no intention to halt its arms sales to any side of the
conflict.

“If we imagine for a minute that Russia has given up this role (of
arms seller), we well understand that this place will not stay
vacant,” Medvedev told the weekly “Vesti on Saturday” programme on
Russian state TV.

“They will buy weapons in other countries, and the degree of their
deadliness won’t change in any way,” he said. “But at the same time,
this could … destroy the existing balance of forces (in the region).”

Moscow believes the possible involvement of other major arms exporters
to the region “will most likely complicate the situation further”.

“I believe weapons may and should be bought not only to be used one
day, but to be a deterrent factor,” Medvedev said. “This aspect must
be considered by both sides of the conflict.”

Hundreds rally as Minsk Group Co-Chairs are visiting Armenia – Photos

Hundreds gathered in front of the Armenian Foreign Ministry today as the OSCE Minsk Group Co-Chairs were holding a meeting with Armenian Foreign Minister Edward Nalbandian.

The protesters rallied against the inaction of the international community, and particularly institutions and states involved in the mediating efforts for their “criminal silence” or inadequate reaction to the military actions unleashed by Azerbaijan against the Nagorno Karabakh Republic.

The protesters demanded recognition of Artsakh, its involvement in the negotiations as a full-fledged party.

Although the protest coincides with the visit of the OSCE Minsk Group Co-chairs to Yerevan, the event was targeted at Russia, the United States, France, Israel, CSTO, EEU, PACE, Council of Europe, OSCE institutions and other countries.

Canadian-Armenians urge the government to condemn Azerbaijani aggressive policy

According to Horizon Weekly, the protest was organized by Canadian Youth Union of ARF and Armen Karo Student Association.

The protestors condemned the shelling of civilians in Artsakh by Azerbaijan, the source writes.
They demanded Canadian government to condemn Baku’s aggressive policy.

On March 31, Israel has provided Azerbaijan with its laser anti-tank missiles, according to the Voice of AmericaArmenian service.

Analysts have reflected on the avenues whereby the parties to the Nagorno-Karabakh conflict acquire military equipment.

Speaking to the Voice of America Azerbaijani service, Alexander Murinson from the Strategic Research Department of the Begin-Sadat Center for Strategic Studies within Bar-Ilan University of Israel said Azerbaijan has claims for a new role in the region, and it attempts to clarify its position on the Armenian forces in Nagorno-Karabakh. Also, he reflected on the sources of Azerbaijan’s purchase of weapons.

“On March 31, Israel supplied laser anti-tank missiles to Azerbaijan,” Murinson noted. “Azerbaijan is the first country to acquire these missiles, and this certainly has given an advantage to its military capabilities. Even though Israel does not officially support any side in the conflict, it obviously has close ties with Baku.”

Robert Avetisyan, Permanent Representative of Nagorno-Karabakh to the US, also reflected on the supplying of military equipment to Azerbaijan. He noted that this fact has always been a concern for them, and that they have repeatedly called on all countries not to sell arms to Azerbaijan.

“These recent events [at the Nagorno-Karabakh conflict zone] have shown that the regional situation is very fragile, and that it can very easily lead to disaster and great tragedy.”

The fact of Azerbaijan’s use of “suicide drones” in Nagorno-Karabakh seems to be confirmed, according to a blog in Le Monde daily newspaper of France.

“The Israeli-made Harop-type unmanned aerial vehicle is a 15-kg flying bomb, which hangs in the air and explodes when it selects a target,” the daily wrote. “Le Monde’s special correspondent in Nagorno-Karabakh collected numerous evidence that seems to confirm the Azerbaijani army’s use of this weapon, in the first days of attacks.

“According to the Washington Post, this is actually the first time that this weapon is used in real battles.

“[but] the Azerbaijani army does not comment on this evidence.”

The head of the Yezidi community in Armenia Aziz Tamoyan says the beheading of Private Kyaram Sloyan, a member of the Yezidi community, by the Azerbaijan is an act typical of the terrorists of the Islamic State. “Such style is typical of radical Islamists, their inhumane nature, they are predators. The Azerbaijanis are the same Barbaric Turks and they do not differ anyhow. Such [people] cannot be on the surface of the Earth,” Tamoyan said in an interview with Armenpress. The main objective of the OSCE Minsk Group Co-Chairs is to ensure the
prevention of reoccurrence of military actions, Russian Co-Chair Igor
Popov told a press conference in Yerevan. According to him, they have
no mandate to investigate who started the recent hostilities.

Popov said one of the most important issues today is the return of the
bodies of the killed soldiers, and the ICRS, as well as Ambassador
Andrzej Kasprzyk’s team are engaged in the search works.

Referring to the issue on the negotiating table and the so called
“Lavrov initiatives,” Popov said “it has been mentioned on many
occasions that there is no new document on the table.” “There are
proposal of the Co-Chairs, which have been discussed over the past few
years. They are based on three principles and six elements,” Popov
said.

“These principles include non-use of force, the right of peoples to
self-determination and territorial integrity. As for the elements, the
two most important ones are related to the determination of the status
of Nagorno Karabakh and the return of territories. Other elements are
related to return of refugees, determination of the width of the
corridor linking Armenia to Nagorno Karabakh and peacekeeping
mission,” the Russian Co-Chair said.

Popov added, however, that the issue of peacekeepers should be
discussed at the final stage, after the conclusion of a peace deal.

Asked about the atrocities committed by the Azerbaijani side against
the civilian population, the brutal killings and even beheadings, US
Co-Chair James Warlick said: “We’re deeply distressed by the reports
of human right violations, with the photos and videos we’ve seen.
We’ve asked our partners at the ICRC to investigate what happened
exactly. We’re deeply troubled by any human right violation.”

As for the perspectives of Nagorno Karabakh’s return to the
negotiating table, Popov said “we’ve said on many occasions that
Karabakh should return to talks at a certain stage. “Conclusion of a
framework agreement preceding the preparation of a peace deal could be
a starting point,” he added.

Returning to the issue of who's responsible for the resumption of
military actions.

French Co-Chair Pierre Andrieu said they’re not authorized to
investigate who’s responsible for the resumption of military actions.
“What’s important for us is to ensure that the agreement on ceasefire
reached in Moscow is maintained as long as possible, and to resume the
political negotiations,” he added.

As for Turkey’s biased attitude, its support for Azerbaijan, and the
possibility of the country’s exclusion from the Minsk Group, Warlick
said “no changes in the Minsk Group are expected.” “As you know we met
in Vienna for the first time in years and adopted a strong statement.
Turkey joined this statement and endorsed it. We’re looking forward to
working with all Minsk Group members, including Turkey,” he concluded.

YEREVAN. – The Organization for Security and Co-operation in Europe
(OSCE) Minsk Group Co-Chairs have just left the Ministry of Foreign
Affairs of Armenia (photos).

Hundreds of protesters outside the ministry building saw the co-chairs
off with the flags of Armenia and the Nagorno-Karabakh Republic

French MP, Vice-Mayor of Marseilles Valerie Boyer again expressed her support to Karabakh, urging to stop the Turkish-Azerbaijani aggression against Armenia and Karabakh.

Beginning with April 2, when the military actions began, French MP expresses her support to the Armenian people and is trying to attract the attention of the international community to the aggression of Azerbaijan.
A few days ago Valerie Boyer posted on her pages on Twitter and Facebook: "We support our Armenian friends from Nagorno-Karabakh, attacked by Azerbaijan. Christians are attacked again. We express our support for the people of Nagorno Karabakh."

Later, she made an appeal to the international community on the recognition of independence of Nagorno Karabakh.

Azerbaijan’s offensive against Karabakh was pre-planned

On April 9, Foreign Minister of Armenia Edward Nalbandian received
OSCE Minsk Group Co-Chairs Igor Popov, James Warlick, Pierre Andrieu
and Andrzej Kasprzyk, Personal Representative of the OSCE
Chairperson-in-Office.

The Co-Chairs informed Foreign Minister of Armenia about the meetings
they had with the authorities of Artsakh in Stepanakert and the
leadership of Azerbaijan in Baku.

Regarding yet another aggression unleashed by Azerbaijan which
resulted in numerous human losses, Edward Nalbandian said, “It is
clear to everyone that this offensive was pre-planned and prepared
well in advance. Baku used against Nagorno-Karabakh its entire
offensive military arsenal, acquired over recent years. We had on
numerous occasions warned the international community, the Co-Chair
countries on what happened. We had alerted that the absence of
reaction to the threat of use of force by Baku would result in what we
have witnessed these days.”

Edward Nalbandian stressed, that the large-scale military actions
unleashed by Azerbaijan have seriously damaged the negotiation process
of Nagorno-Karabakh settlement and the efforts of the OSCE Minsk Group
Co-Chairs. According to the Minister, urgent steps are required for
the stabilization of the situation. The interlocutors exchanged
thoughts on the efforts exerted in this direction.

Yerevan protesters handed over letter to embassies of Russia, US and

YEREVAN. – Dozens of young people handed over a the letter to the
embassies of the OSCE Minsk Group co-chairing countries on Saturday.

The participants of the action demand from the international
structures to stop making unaddressed statements and to apply punitive
measures in relation to the aggressive policy of Azerbaijan, the
Armenian News - NEWS.am correspondent reported . In addition, the
protesters demand to involve Karabakh in negotiation process.

"The Russian Embassy did not take our letter. We put a dollar into an
envelope and dropped it into the mailbox as a sign of protest. So we
would like to note once again that Russia for the sake of money is
selling weapons to Azerbaijan,” one of the protesters Marine
Manucharan told the agency.

Russian political scientist, expert of the Russian Council on
International Affairs Sergei Markedonov commented on the statement of
the RF Deputy Prime Minister Dmitry Rogozin on selling weapon to
Azerbaija, citing a phrase from the advertisement "Sometimes it's
better to chew than speak" as an epigraph to his speech.

A day before Dmitry Rogozin had announced that Russia will continue to
sell Azerbaijan as its strategic partner weapons according to the
relevant agreements.

statements

– Russian deputy Prime Minister Dimitry Rogozni has announced that
Russia according to the agreements will continue to sell weapons both
to Armenia and Azerbaijan. The Prime Minister of Russia also talked
about it. It was remarkable that according to Rogozni Azerbaijan is
also the strategic partner of Russia. This move in this situation
doesn’t mean simply to cater aggressor Azerbaijan’s actions?

– Indeed it was a strange announcement. Under the circumstances it was
expected that Russia will condemn Azerbaijan’s aggression and
offensive military actions against Nagorno Kharabakh. South Caucasus
again turns into powder keg which can explode in every second. If
Azerbaijan finally doesn’t stop its military actions and doesn’t
renounce its intentions to solve the problem by military means and
doesn’t accept the Karabakh’s need for the realization of
self-determination, it will appear that Russia is arming its strategic
partners against each other and as a result a human blood is shedding.
It is strange for me that in the present case of Turk-Azerbaijani
tandem, Russia continues to please Azerbajan, considering the latter
as a strategic partner Russia tries to tear it from Turkey and make it
controllable. Unfortunately, the Turks are always ready to stab in the
back, which became evident in the Syrian war.

– Don’t you think that last days tough diplomatic language of the
official Yerevan should also be accompanied by the actions. For
example: should the capabilities of Armenian’s membership to CSTO
(Collective Security Treaty Organization) and EAEU (Eurasian Economic
Union) be reviewed?

– EAEU is just an economic structure, and CSTO is a military and
political system. Both organizations, of course, are not perfect yet,
but it is not the issue that we should think about now.

– From now on to will we witness not pro-Russian positions of the
Armenian delegations in the international structures? Or will the
corruption schemes be disclosed in the Russian companies in Armenia?

– But why do you think that our delegations are pro-Russian and the
opposite? There have always been issues on which we have collaborated
with Russian colleagues and there have always been issues where our
approaches differ. The Armenian delegations are always sensitive
towards vital interests, such as issues related to conflicts and
security.

Disgraceful failure against the background of the heroic struggle of
the army and the people

“The Minsk group was in a very poor condition. It was noticed that
they had nothing to say. They also felt that and were trying to finish
it fast, because they didn’t have answers to the questions”,- in the
interview with Aravot.am referring to the press conference of the
co-chairs of the Minsk group said political scientist, the founder of
The Armenian Institute of International and Security Affairs Stepan
Safaryan.

“What we expected to listen was prevented just by our strategic
partner Igor Popov. He said that they didn’t have a mandate to find
out who started the war. Here questions arise: what Mr. Popov and the
others were doing, when was held a special meeting of the OSCE Minsk
group on the Karabakh issue, why didn’t they solve the problem of
their mandate? Eventually, they knew that the both sides are accusing
each other. First of all, Azerbaijan avoided the responsibility.
Therefore they knew that the question “who started?” is going to be
the main question in the region. Why we haven’t put that task? Why our
Ministry of Foreign affairs hasn’t put that task? This is the most
dangerous. Such failures against the background of the heroic struggle
of the army and the people are a disgrace. MFA should be concerned and
should have announced that the Minsk group wasn’t given a mandate”,
mentioned Stepan Safaryan.

He put forward a question: from who is Armenia afraid of that didn’t
raise the issue of the mandate of the Minsk group: “Because they are
afraid of … because Russia is not interested. The other two co-chairs
were in favor of the creation of the inquiry mandate still 3 years
ago. And Papov bore the brunt of saying that they don’t have a
mandate, that we could have nothing to say”.

Referring to Popov’s comment that NKR is considered the part of
Azerbaijan, Stepan Safaryan said: “I will not say that he did a favor,
but they have kept their promise to Azerbaijan. IE “we are not
announcing that Kharabakh is not yours”. That legitimizes the actions
of Azerbaijan. All those who now give alike “presents” to Azerbaijan,
saying that the NKR is not Armenia, we are not recognizing, therefore
Azerbaijan has a right to take it by force”, noticed Stepan Safaryan.

Concerns over Caspian pipelines grow as tensions surge along Karabakh frontline

The resurgence of violence between Azerbaijan and Armenians poses
little immediate risk to the key pipelines that link European markets
to the Caspian Sea, according to analysts from London to Washington,
Artsakhpress reports citing Bloomberg.

In a region where risk is the norm, “these sorts of localized
difficulties tend to get shrugged off in the current environment,”
according to Michael Hewson, a London-based analyst at CMC Markets
Plc. Markets have not put any added risk premium on deliveries from
the Caspian Sea to the Mediterranean, the focus instead remains on a
global supply glut, he said.

The fighting over the mountainous Nagorno-Karabakh enclave has killed
and wounded dozens and raised concern that the conflict would spread
in the region bordered by Russia, Turkey and Iran. A BP Plc-led
underground oil pipeline, which carried 720,000 barrels a day from
Baku to Turkey’s Mediterranean port of Ceyhan last year — about the
equivalent of Turkey’s total consumption in 2014 — runs less than 30
miles from the conflict zone. The $45 billion Southern Gas Corridor,
which will pump Azeri natural gas to Europe once completed, is at a
similar distance.

The battles threaten to reignite full-scale fighting in the Caucasus
mountains, part of a new arc of instability along Russia’s border that
stretches north and west from Nagorno-Karabakh through Georgia,
Ukraine and further to Moldova. Fighting between Armenia, a Russian
ally, and Azerbaijan, which has stronger ties to NATO member Turkey,
would bring more turmoil to the region.

Pipeline Threat

The importance of the pipelines and the potential disruptions aren’t
lost on the combatants. Levon Mnatsakanyan, defense chief of the
unrecognized Nagorno-Karabakh republic, said that the oil pipeline
would be one of the first targets of any new war.

“This is a very serious financial resource for Azerbaijan and we need
to deprive them of these means,” he said last year in an interview in
the capital, Stepanakert. BP on Wednesday said the clashes haven’t
affected operations at its pipeline.

Brent crude prices have collapsed to almost a third of their levels
previous to a 2014 decision by the Organization of Petroleum Exporting
Countries to defend market share rather than cut supply.

Armenia protests Israel's supply of weapons to Azerbaijan

PanARMENIAN.Net - Armenia protested Israel's supply of arms to
Azerbaijan, Haarets reports.

The protest comes after an Israel-made "suicide drone" attacked a
convoy in the latest round of violence in Nagorno Karabakh.

Armenian ambassador to Egypt Armen Melkonyan, who also represents
Yerevan in Israel, met with the head of the Foreign Ministry's
Division for Eurasia Dan Oryan, conveying Armenia's utter discontent
over equipping Azerbaijan.

The parties to the Karabakh conflict agreed on a bilateral ceasefire
along the contact line which came into force at midday, April 5.

Prior to that, on the night of April 1-2, Azerbaijani armed forces
initiated overt offensive operations in the southern, southeastern and
northeastern directions of the line of contact with Nagorno Karabakh.

As many as 46 Karabakh servicemen were killed and 122 were wounded in
the course of military operations.

As of April 5, the Azerbaijani side has lost 26 tanks and 4 infantry
fighting vehicles, as well as 1 BM-21 Grad multiple rocket launcher, 1
engineering vehicle, 2 military helicopters and 11 unmanned aerial
vehicles. The Azerbaijani side has admitted the loss of 31 fighters, 1
helicopter and 1 unmanned drones, whereas the Armenian side's photo
and video materials show dozens of killed Azerbaijani troops, 1
helicopter and 3 UAVs. Opposition media outlets, however, reported on
the death of 81 Azerbaijani soldiers, stating that 6 more have gone
missing. According to Karabakh authorities, 300 Azerbaijani soldiers
were killed in clashes.

14 Karabakh tanks have been neutralized since April 2.
