Harut Sassounian, publisher and editor-in chief of “The California
Courier,” the oldest independent English-language Armenian newspaper
in the United States, visited the Armenian Genocide Memorial in
Yerevan today.

“The situation is very tense on the border. The moment is very
serious, we should not care about other things. We should all unite,
consolidate our resources and arm ourselves to disallow Azeris even
from thinking about another attack,” Mr Sassounian said to A1+.

Mr. Sassounian said, “In the recent days our primary concern was
connected with weapons. We need to arm our army with modern long-range

Armenians, we are one nation and one fist and we must fight together.”

Azeri foces use mortars and grenade launchers

The Azerbaijani side violated the ceasefire 120 times last night, the
NKR Defense Ministry reports.

The rival used artillery weapons of various caliber, 60 and 82 mm
mortars, HAN-17 grenade launchers, ZU-32 antiaircraft system.

The Azerbaijani forces also fired a SPIKE anti-tank missile in th
northeastern (Martakert) direction of the line of contact.

The front divisions of the NKR Defense Army took necessary measures to
silence the rival.

Azerbaijan fires RPG-7 grenade launcher at Armenia-Azerbaijan state border

YEREVAN, APRIL 25, ARMENPRESS. The Armenian Defense Ministry informs
that the Azerbaijani side violated ceasefire 38 times, “Armenpress”
was informed about this by the Department of Information and Public
Relations of the Armenian Defense Ministry.

The Armenian Defense Ministry statement reads: “On April 24 and
throughout the morning of April 25 38 ceasefire violations were
recorded in the southeastern direction of Armenia-Azerbaijan state
border. The Azerbaijani side opened irregular fire at Armenian
positions by using various caliber weapons and sniper rifles. The
adversary also fired RPG-7 grenade launcher.

The Armenian Armed forces continue monitoring the situation in borders
and conducted countermeasures only in case of strict necessity”.

According to the information provided by the NKR Defense Army during
the night of April 24-25 Azerbaijan violated the ceasefire agreement
more than 120 times by firing various caliber weapons fired 60mm (3
shells), 82mm mortars (4 shells), 17 grenade launchers (57 shells) and
ZU-23-2 antiaircraft weapon (11 shots) along the entire contact line.
The adversary also effectively used SPIKE anti-tank guided missile (1
unit) in the northeastern (Martakert) direction of the contact line.

As a result of punitive actions of NKR Defense Army forces the actions
of the adversary were repressed”.

Azerbaijan responsible for frontline escalations – Russian diplomat

A former Russian co-chair of the OSCE Minsk Group commented upon the
recent tensions over Nagorno-Karabakh in recent interview with
Moskovsky Komsomolets.

Vladimir Kazimirov, who is also the Russian president’s authorized
representative for Nagorno-Karabakh, blamed Azerbaijan for the
escalation, citing a recent menacingly worded statement by
Azerbaijan's ambassador to Russia.

“There isn’t any doubt as to who the initiator of the recent
developments was. By the way, the Azerbaijani ambassador himself gave
away his government in Moscow. He stated explicitly that Baku has the
right to liberate those areas through military force. In point of
fact, the documents signed are enough to maintain the ceasefire
regime. So it is absolutely needless to a sign a new document,” he
said.

The diplomat further cited former President Heydar Aliyev’s statement
hinting the possibility of a peaceful solution. “His successor [ilham
Aliyev] has difficulty saying ‘peaceful efforts are preferable’. And
you saw how it works after the April 2 developments. Ilham Aliyev puts
the main emphasis on ending the ‘occupation of Azerbaijani regions’.
There are seven regions there, with five being occupied and two –
partlly occupied. But the occupation is because Azerbaijan won’t end
the military operations, looking forward to gaining advantage over the
Armenians. But it turns out just the other way about, as they lose one
region after another,” he said.

Azeri Defense Ministry plane landed twice in Israel during fighting in
Nagorno-Karabakh

A large cargo plane belonging to the Azerbaijani Defense Ministry has
landed in Israel twice in recent weeks, apparently at the Uvda
military airfield in the Negev. The flights, which took off from the
Azerbaijani capital Baku, occurred about two weeks ago, in the midst
of the latest round of fighting between the Azerbaijani and Armenian
armies in Nagorno-Karabakh, according to a publicly-accessible online
flight database, Haaretz reports.

Israel and Azerbaijan have a strategic alliance going back many years.
According to foreign reports, Israel has become a key supplier of arms
to Azerbaijan in recent years, selling nearly $5 billion worth of
weapons over the past four years. Azerbaijan is also one of Israel’s
chief oil suppliers.

The Ilyushin 76 cargo plane arrived in Israel on April 4 and again on
April 6, according to an internet flight database. The plane, which
flies under the call sign AZAF8 (Azerbaijani Air Force 8) came from
the direction of Turkey, flew over Cyprus and entered Israeli airspace
over Tel Aviv, according to the report.
The plane remained on the ground for two to three hours each time
before taking off again for Baku. It is not clear whether the plane
unloaded cargo or loaded it, Haaretz said.

The plane, which bears the registration number “K-781314” on the side,
has been owned by the Azerbaijani Defense Ministry since September 1,
2014.

Yesterday Serzh Sargsyan’s interview with Bloomberg was published in
which he made some sensational statements relating to the Karabakh
settlement and the situation during and after the four-day war. He
made some tough statements on the Russian policy, said there is no
place for the Russian peacekeepers in the conflict area.

Serzh Sargsyan said that the ceasefire is mainly observed but the
troops have not been withdrawn, and large-scale military actions may
start at any time. He also said that in order to resume the
negotiations it is necessary to build confidence, such as introduce
the mechanism of investigations.

Yesterday evening the Armenian foreign ministry has stated that on
April Azerbaijan circulated another provocative letter in the UN
General Assembly and the Council of Security which is an attempt to
shift the responsibility on Armenia and unilaterally void the
three-party open-ended agreement signed between Azerbaijan,
Nagorno-Karabakh and Armenia on 12 May 1994. The statement of the
foreign ministry also states that Armenia will make every effort and
carry out the necessary steps to ensure the security of
Nagorno-Karabakh and its population.

Azerbaijan has perceived Serzh Sargsyan’s statement as an intention to
leave the talks. For its part, the Russian president’s spokesman
Dmitry Peskov announced yesterday that the ceasefire in Karabakh is
extremely fragile. Azerbaijan and Russia are against the introduction
of mechanisms of investigation. Is Azerbaijan’s claim to leave the
1994 truce an attempt to put pressure on Armenia, a war threat or a
real intention?

Yesterday the U.S. Secretary John Kerry telephoned Serzh Sargsyan. The
official statement runs that the situation resulting from the rough
violation of the ceasefire by Azerbaijan in the area of the conflict
over Nagorno-Karabakh in early April was discussed. Sargsyan
underlined that Baku’s irresponsible actions have caused big harm to
the process of negotiations.

The U.S. Secretary has reasserted the full support of the United
States to the process aimed at a peace settlement of the Karabakh
conflict. Both underlined that there is no alternative to the peaceful
settlement of the issue, and it is necessary to achieve mechanisms of
a mutually acceptable solution anchored in the basic principles. The
role of the OSCE Minsk Group co-chairs was underscored, considering
that this is the only internationally recognized format of settlement
of this issue.

Why has Ijevan journalist asked help from Turkish journalists?

On April 3, when fiery clashes were taking place in Karabakh, Ijevan
journalist Lia Chagharyan turning to her Turkish colleague journalists
made a post on her Facebook page, stating, “Dear colleagues, today I
am addressing you as friends and ask for your help and support. As you
know, Artsakh is on “war” for already 2 days that commenced by the
bloodshed of innocent children … There are numerous deaths and injured
from both sides. Now, it is not the time to search for those
responsible for the situation.

I am just asking you to carry out your humanitarian duty and act with
anti-war articles in the Turkish press. Realizing also the possible
problems of the freedom of the press in Turkey, I am not asking to
write biased articles. If desired, I am ready to provide the necessary
materials and photographs telling about the atrocities committed by
the rivals that are in contrary to all international norms.
Irrespective of the nationality, we must do our journalistic duties:
to cover only the TRUTH and presenting it to the people. You have been
in Armenia and were in touch with the Armenian nation, now, it is the
time to stand beside this nations in this difficult situation. I hope
that Turkey also has a free press. We also need to remember that the
humanity must put an end to all wars rather than the war to the
people.

” We asked L. Chagharyan, registered as a professional at the Gallery
of Ijevan city and involved in the journalistic activities, how she
has established a partnership with Turkish journalists. She said that
she was in Turkey from October 13-21, 2014 among more than a dozen
journalists from Armenia as a part of the program aimed at
normalization of Armenia-Turkey relations funded by the European
Union. In her words, several Turkish journalists had arrived from
Turkey to Armenia with them who have laid flowers at the Genocide
Memorial. L. Chagharyan said that they have become Facebook friends
with the project participating Turkish journalists, some of them have
responded to the statement on her Facebook page but now Lia does not
think that they will write objective articles on the Karabakh battles.
Incidentally, a journalist for the famous “Zaman” in Turkey is among
her fellow Turkish journalists.

Political analysts says likelihood of another Azeri offensive is high

YEREVAN, April 26. /ARKA/. Sergey Minasyan, a political analyst at the
Yerevan-based Caucasus Institute, says the likelihood that Azerbaijan
may begin another large-scale military operation in Nagorno-Karabakh
is high.

Speaking to a news conference today Minasyan said another operation to
seize back parts of land in Nagorno-Karabakh is supported also by a
sizeable portion of Azerbaijani population.

‘However, if the authorities of Azerbaijan realized the price of what
happened on the line of contact on April 2-5 , the situation would
return to the unstable status quo of neither peace nor war, low
intensity conflict with protracted settlement process,’ said Minasyan.

Minasyan said there is also a third option - if Armenia and
Nagorno-Karabakh are able in a very short time to restore or change
the military-technical balance in their favor, and the leadership of
Azerbaijan makes the right conclusions from their failed offensive,
the escalation may ease and an attempt to achieve political agreement
would be made.

"This option is the least likely, therefore, it is necessary for
Armenian authorities to evaluate the possibility of the first and

Azerbaijan:Calls to release former OMON fighters and to send to fight
against Armenians

The leader of the so-called “Karabakh Liberation Organization” Akif
Nagi released a statement, according to which, as a result of the
conflict escalation in the beginning of April, it is necessary to
release the fighters of the Azerbaijani Special Purpose Police
Unit(OMON) from jail and send them to the first line of the front,
Faktxeber reports.

In Nagi’s opinion, the publicattitudetowards the OMONfighters should
change “radically,” as it is necessary “to really take into account
the service these people provided.” Many of them are still serving a
life term in prison, the website reports citing Moderator.az.

The “Karabakh Liberation Organization” leader thinks that since the
“well-known events” (the anti-state rebellion initiated by the OMON
fighters in March of 1995), much time has passed, and the imprisonment
has “cleaned their guilt long ago.” The public opinion about the
Special Purpose Police Unit fighters in Azerbaijan should be
presented“in a positive light,” and they should be released and sent
to the front.
“They need to be given a new chance of showing themselves in the
battlefield. All the imprisoned OMON fighters should be released and
sent to the front,” he sums up.

The OMON (Special Purpose Police Unit), amilitary structure of the
Ministry of Internal Affairs of the Azerbaijan SSR created in the
beginning of 1990,had 3000 members and took part in the Operation Ring
initiated by the USSR and Azerbaijani SSR central authorities. The aim
of the Operation was the forced deportation of the Armenians from
Getashen, Martunashen, and other villages around and inside Karabakh
with the help of the Soviet Army.

According to Thomas de Waal, the OMON fighters attacked houses,
robbed, and beat many villagers. Over ten people were killed, and most
of them were 80 or 90-year old people. Over fifty people were taken
hostages, half of them were later exchanged with captive soldiers, and
the rest were sent to prison in Ganja.

After the Soviet troops’ recall from the conflict zone on July 6,
1991, the Azerbaijani Special Purpose Police Unit started its own
operation in the Shahumyan region of the Nagorno-Karabakh Autonomous
Oblast. However, meeting a severe resistance, it receded suffering
losses in personnel.

During the operation Ring, the Special Purpose Police Unit veteran
Rogdai Karaev denied the death of Armenian civilians in the villages
where the operation was conducted, as well as the fact that the OMON
fighters were killing people indiscriminately. During the war, the
OMON was actively involved in the military action, together with the
mercenary-Mujahedeen from Afghanistan.

After the Azerbaijani independence was proclaimed, the detachment was
renamed the Special Purpose Police Unit. However, it was disbanded
after the deputy minister of the internal affairs, colonel Javadov,
started a rebellion on March 13, 1995. On March 17, the army
subdivisions stormed the Special Purpose Police Unit headquarters in
the Baku outskirts; as a result, Javadov and more than 50 people,
generally the Special Purpose Police Unit fighters, were killed.

Hundreds of the Special Purpose Police Unit members, as well as
several soldiers, policemen, and civilians were condemned to various
terms of imprisonment, from 3 to 15 years, up to death penalty, which
was later replaced by life imprisonment. The Special Purpose Police
Unit as a law enforcement agency in the structure of the Azerbaijani
Ministry of Internal Affairs was eliminated.

Armenian Delegation to PACE blocked spread of Azerbaijan’s disinformation

YEREVAN, APRIL 26, ARMENPRESS. The Armenian delegation to the PACE has
been fully engaged in the works of the plenary session and tried to
increase the awareness of European delegates on the four-day war in
Nagorno Karabakh unleashed by Azerbaijan. As “Armenpress” reports, the
head of the delegation, Deputy Speaker of the National Assembly
Hermineh Naghdalyan stated that the Armenian delegation did everything
not to let Azerbaijan, as usual, spread false information.

“We made speeches during the all question discussions of the session
and following the agenda tried to release factual information on April
events and Azerbaijan’s policy”, the MP said adding that the Armenian
delegates provided information both verbally, in the form of brochures
and other information materials.

“We hold special meetings with more than 10 national delegations and
explained them the reality with factual materials and photos”, the MP
said. She added that they tried to answer several key questions: who
started the attack, what was the aim of that, which kind of banned
weapons were used, how many victims were recorded among civilians and
serviceman, and about the violations of international norms.

Hermineh Naghdalyan also stated that one of their main works in the
PACE was to spread the policy of that organization on the Nagorno
Karabakh. The MP elaborated this stating that they want the Council of
Europe, being an organizing and supervising body of the process
providing the human rights conventions in its area, to apply its
mission also on the Nagorno Karabakh. “Secretary General of the
Council of Europe Thorbjørn Jagland put a special emphasis on the
April events”. In particular, he stated that there should not be black
areas in the Europe where the European Convention on Human Rights
doesn’t work or human rights are not protected, in this speech he also
included the right to life of Nagorno Karabakh people”, said the
Armenian MP.

Armenia has not used its potential to the full: Bordyuzha

Armenia did not apply to the Collective Security Treaty Organization
(CSTO) for help during the escalation of the conflict in Nagorno
Karabakh, CSTO Secretary General Nikolay Bordyuzha told reporters
today, RIA Novosti reports.

Bordyuzha added that he understood from contacts with the Armenian
leadership that “Armenia had not used its potential to the full,”
therefore, no requests followed.

Asked whether the CSTO would come to help only in case of assault
against the internationally recognized borders of Armenia, the CSTO
Secretary General gave a positive answer.

At the same time he noted that the situation in Nagorno Karabakh is of
great importance for ensuring security in the area of CSTO
responsibility.

“In case of recurrence of hostilities, we’ll witness an active and
direct armed confrontation that will “explode” the whole Caucasus.
Many countries will get involved in the conflict, and it will affect
many peoples in the Caucasus. It’s very serious and ensuring peace in
Karabakh is a must today, otherwise a very large-scale war will burst
in the Caucasus. I’d not like to see that,” Boryuzha declared.

David Babayan: Azeri actions typical of a terrorist state

The actions of the Azerbaijani forces are typical of a terrorist, Nazi
state, which violates all norms of international humanitarian law,
Spokesman for the NKR President David Babayan said, speaking to Public
Radio of Armenia.

The Azeri forces kept shelling the populated areas in Karabakh, namely
the settlements of Martakert and Mataghis, last night, targeting
civilian objects, houses and schools.

Babayan noted that the recent bombardment overlapped with Turkish
President Recep Tayyip Erdogan’s visit to Baku, which is not a
coincidence. “Turkey has always been inspiring Azerbaijan to solve the
issue in a military way,” he said.

On the eve Azerbaijan disseminated a provocative letter dated April
14, 2016 at the UN General Assembly and Security Council, where,
striving to put the blame on Armenia, it unilaterally denounced the
1994 trilateral ceasefire agreement signed between Azerbaijan,
Nagorno-Karabakh and Armenia.

David Babayan says the response of the OSCE Minsk Group should be
harsh. As for the actions of the Armenian side, he said “we must show
we are constructive and refrain from radical steps.”

Azerbaijan’s letter to UN may threaten regional security – Armenian MP

One more provocative letter Azerbaijan addressed to the UN General
Assembly and US Security Council and dated April 14 is an attempt to
shift the responsibility onto Armenia and thus unilaterally abolish
the indefinite ceasefire agreement between Azerbaijan, Armenia and
Nagorno-Karabakh signed on April 12, 1994 – an overt attempt to
disrupt the negotiations and avoid observing the ceasefire, Artak
Zakaryan, Chairman of the Standing Committee on Foreign Relations,
Parliament of Armenia, told reporters on Tuesday.

However, this initiative will fail because of the indefinite ceasefire
agreement.

The international community cannot favor Azerbaijan’s step.

“Of course, we have political and diplomatic tasks to accomplish. So
we should be prepared for every kind of developments without, of
course, letting up our political fight, and find mechanisms to curb
Azerbaijan. Under the circumstances, installing devices to record
ceasefire violations and ensuring the international community’s
pressure on Azerbaijan is acquiring importance. If Azerbaijan
continues ceasefire violations in defiance of an agreement, it is just
seeking to evade legal responsibility. Our task is to prevent
Azerbaijan’s political victories,” Mr Zakaryan said.

Armenia is not going to restrict its actions if the agreement is abolished.

“In this case, our Armed Forces can reach Azerbaijan’s territory and,
prioritizing our national security, allow themselves any actions,
including a threat to existence of Azerbaijan as a state.”

Geoffrey Robertson confirms NKR’s legal right to self-determination

On Wednesday, April 20, the Armenian Assembly of America (Assembly)
hosted a successful book presentation of An Inconvenient Genocide: Who
Now Remembers the Armenians? written by United Kingdom’s leading human
rights attorney and author Geoffrey Robertson QC in Universal City,
CA. The event sold out, reaching over capacity.

“The Armenian Assembly of America was proud to feature a giant in the
field of international human rights to speak to us about his findings
while researching the history that led to the indisputable Armenian
Genocide,” Assembly Board of Trustees Co-Chair Anthony Barsamian said.
“The Armenian Assembly is eager to keep this momentum going as the
Assembly’s Western Region office continues to do similar substantive
work. Mihran Toumajan and Aline Maksoudian went above and beyond to
ensure this event was a success.”

During the event, Barsamian discussed the Assembly’s work in
Washington, D.C., the Nagorno Karabakh Republic’s right to
self-determination, and Turkey’s irresponsible actions in the region,
with a direct message to Turkish President Recep Tayyip Erdogan.

“Mr. Erdogan, stop killing your own people. Stop killing your Kurdish
population. Stop killing Christians in the region, and stop promoting
violence against Karabakh Armenians,” Barsamian stated during his
speech.

The Assembly Co-Chair introduced Robertson, who spoke about the latest
edition of his book. An Inconvenient Genocide: Who Now Remembers the
Armenians? was originally published in 2014, and then released for a
second printing in 2015 to reflect the Armenian community’s
achievements and developments as a result of the centennial year
commemorations of the Armenian Genocide. He applauded the Armenian
American community’s tireless efforts to incorporate the Armenian
Genocide in school education.

“Unless we learn from the Armenian Genocide, we will not understand
the Holocaust and genocides that follow,” Robertson explained.

Robertson also spoke about the rights of the citizens of the Nagorno
Karabakh Republic and believes “independence is possible.”

“Armenians, the world over, are grateful for [Mr. Robertson] for
bravely speaking the truth in the face of systematic denials and
obfuscation of historical facts by Turkey and Azerbaijan not only on
the veracity of the Armenian Genocide and the Armenian nation’s
rightful case for restitutive justice, but also as a champion for the
self-determination and inviolability of the basic human rights of the
heroic and proud Armenians of Artsakh,” Assembly Western Region
Director Mihran Toumajan said.

It seems that Armenia is showing its teeth and making statements which
are late but bring some clarity into the situation. Armenia made such
statements during the four-day war but stepped back on the eve of and
after the ceasefire. It is about the recognition of NKR, the recovery
of the border as of April 1 and agreeing on the ceasefire under this
condition.

On the whole, the behavior of the politico-military leadership of
Armenia and Artsakh was controversial on these days, sometimes
mutually denying. There was obvious confusion, there was an impression
of lack of a unified position and a clear action plan.

It is possible that this time Russia acted in Armenia and Azerbaijan
not at the level of the heads of states but their foreign ministries,
general staffs and other lower-level agencies, hence the
controversies. A similar thing was observed in Azerbaijan; a gap
occurred between the developments and propaganda policy.

Later, some details became known from Medvedev’s and Lavrov’s visit to
Yerevan, Serzh Sargsyan’s interview with Bloomberg, namely about the
role of Russia, which has left its role at all the levels of the
Armenian-Russian relations.

It has become known that Russia has not supplied to Armenia the
pledged weapons. Besides, it has not informed its ally about
Azerbaijan’s aggression. At least, the official message on the
Sargsyan-Lavrov meeting hinted this. Sargsyan asked Lavrov a sacral
question – why did this happen?

Armenia is left alone without an “ally”, and strangely this is the
strength of Armenia now. Though the Armenian counterattack was
suspended in the four-day war after Moscow interfered, and the
initiative of the Karabakh settlement passed to Moscow, it became
clear that this country cannot run a process and give guarantees.

Yesterday it became clear from the statement of the Ministry of
Foreign Affairs that Azerbaijan has circulated a letter in the UN
Security Council which is an attempt to shift responsibility for the
violation of the ceasefire on the Armenian side and leave the 1994
truce.

In what direction will the developments move? The Armenian deputy
minister of defense Davit Tonoyan spoke about the right to improve the
security area in Karabakh during his meeting with Nato Assistant
Secretary General.

There is no ceasefire, in fact. The Azerbaijani side has not stopped
firing for a single day. The Armenian side has deaths and casualties
almost every day. In the regular press releases of the Armenian side
the information on answering actions appeared on the recent days only.

Russia thus demonstrated that it is not capable or does not want to
guarantee the ceasefire. Medvedev announced in Baku that there are two
options of settlement of the Karabakh issue: either everything remains
the same or there will be war. He had a slip of the tongue and said he
prefers the second.

Serzh Sargsyan said in his interview that there can be no word about
negotiations in the current situation, and the primary issue is to put
in place confidence-building measures, namely meaning the introduction
of investigation mechanisms. Azerbaijan is against this because it
means international recognition of the status quo.

Lavrov did not come with a plan, the Armenian armed forces had
thwarted that plan during the four-day war. He actually announced in
Yerevan that the status quo is maintained, but in reality it has
changed in the result of the four-day war. However, Russia does not
intend to put pressure on Azerbaijan to recover the line of contact as
of April 1.

Yesterday the U.S. Secretary Kerry telephoned Serzh Sargsyan and
Aliyev and expressed the full support of the United States to the
peace process. However, the Western co-chairs of the Minsk Group,
despite the appeals of the Armenian side to accelerate the
introduction of mechanisms of investigations in the conflict area do
not seem to be in a hurry.

The situation is getting complicated, and it is possible that the
solution is close. What will it be like? Armenia and Artsakh have come
round from the four-day war and realized a lot of things. This is the
moment when an adequate policy based on the Armenian interests will
foster the “improvement of the security environment” and the collapse
of Azerbaijan on this side of the Kura River in case this country
chooses war.

Armenian Academician On Nuclear Weapon Capability Of Armenia

Armenia is the only one with the capability to create a nuclear
weapon. “We should have nuclear weapons. There is no alternative, we
have to protect ourselves,” stated former Prime Minister of Armenia,

This call has been received with enthusiasm both in Armenia and

position in the industry, but that’s not enough to create a nuclear
weapon, – says world-famous Russian nuclear physicist Yuri
Hovhannisyan.

“First of all, huge funds are need, which Armenia lacks, but in
today’s world the military power of the country is determined not by
nuclear weapons, but by local ultra-precise weapons, based on the most
modern scientific methods of laser and electronic technology,” told
RUSARMINFO Yuri Hovhannisyan.

According to the physicist, the problem of nuclear weapons relates not
to the lack of experts or potential of the country’s nuclear school,
but it’s determined by the absence of necessary finances.

Yuri Hovhannisyan is an Armenian-Russian scientist, specialist in the
field of experimental nuclear physics, Academician of Russian Academy
of Sciences, a foreign member of the National Academy of Sciences of
Armenia. Hovhannisyan is the co-discoverer of heavy elements in the
periodic table: the 104th element – Rutherford, the 105th element –
Dubna, the 106th elements – Seaborgium, the 107th element – Boriy,
recognized as scientific discoveries and included into the State
register of the USSR discoveries. In February 2016, it became known
that under the leadership of legendary scientist the periodic table
was once again expanded, including 4 new elements.

The military commander of this breakaway Armenian republic predicted
in an interview here Monday that a fragile cease-fire could collapse
within days. By that night, Azerbaijani shelling had killed two
Armenian soldiers in a northern border town, amid accusations by each
side that the other had violated the truce.

The “frozen conflict” here, stalemated for 22 years, exploded on April
2, when Azerbaijani forces attacked across the 200-kilometer front
line. The Azerbaijanis seized ground for the first time since the
previous war ended in 1994. Russia negotiated a quick truce that began
April 5, but as Monday’s fighting showed, another all-out conflict
seems perilously close.

Karabakh is one of the world’s least-discussed and most intractable
quarrels. The mostly Armenian population violently seceded from
Azerbaijan in a two-year war. Since then, Russia, France and the
United States have sponsored a mediation effort, but it has been
fruitless: Azerbaijan demands that land once inside its borders be
returned; the Armenians insist they aren’t leaving. Rather than
softening over time, anger seems to be hardening on both sides.

Russia is opportunistically in the middle. Moscow says it wants to
broker a lasting peace deal, but it has also been arming both sides.
The United States also hopes to prevent a wider conflict but has
little diplomatic leverage. The Azerbaijanis, judging by their
strident social media, feel emboldened by their recent offensive; the
Armenians feel isolated and increasingly reconciled to what one former
peace activist here described to me as a state of “permanent war.”

Lt. Gen. Levon Mnatsakanyan, the defense minister of this
self-declared republic, said his forces hadn’t expected the broad
attack on April 2. But he said there had been warning signs: Since
August, 21 Armenian soldiers had been killed and 113 wounded in
attacks along the so-called “line of control.” And Azerbaijan had been
restocking its arsenal with new Russian tanks, Israeli drones and
Turkish missiles. The Armenian side, reassured by a supposed
“strategic alliance” with Russia, didn’t expect a big Azerbaijani
offensive.

“Tactically, maybe they have registered some successes,” Mnatsakanyan
conceded. “But I would say that considering all the force they used,
it’s rather a defeat for them.” He claims the Azerbaijanis had lost 24
tanks in the four-day battle in early April. The two sides have
radically different casualty counts, and it’s impossible to
independently verify the numbers. But Azerbaijani commentary has
treated the campaign as a major victory after the smoldering defeat of
the 1992-1994 war.

Mnatsakanyan insisted that Armenian troops could defend Karabakh
without Russian help: “The result of the four-day war shows that the
equipment we have and our combat readiness is okay for stopping any
adversaries.” If the war resumes, he says, “we will not only repel
them but advance ourselves.”

Talking to Armenian residents of Karabakh, I came away with a sense of
growing militancy here, as in Azerbaijan.

Garen Ohanjanyan, the former peace activist, says this latest war has
changed his view about the possibility for reconciliation. After the
last war ended, he helped foster dialogue with Azerbaijanis. Now, he
says, he has given up on peace and wants Armenian forces to destroy
Azerbaijani economic targets. In the past month, he explains, “our
nation lost its illusions.”

“Maybe my generation became too relaxed in these past years,” says
Ashot Sarkissyan, a 27-year-old who works with a local nongovernmental
organization and also serves in an antiaircraft defense unit. “Why
didn’t we use this time to become strong enough to deter them from a
war?”

Anahit Danielyan, who heads the Stepanakert Press Club, says she used
to try to stay in touch online with Azerbaijani journalists. Now, she
says, “I’m starting to feel this hatred from my colleagues in
Azerbaijan. . . . This new war has somehow changed our perceptions of
each other.”

On the road to the airport, a visitor can see the national monument, a
huge stone statue of an old man and woman — heads only, the bodies
seemingly buried in the hillside. The official name is “We Are Our
Mountains.” The implicit message is: We aren’t moving. What seems
ahead is a long, unyielding conflict.

I visited Karabakh with several other foreign journalists and a member
of the European Parliament on a trip organized by the Armenian
government. The 90-minute helicopter flight took us over stunning
mountainous terrain to this lush, isolated enclave whose name means
“black garden.” During my brief visit, the place seemed a bit like
Switzerland in the Caucasus — not just the mountains but also the tidy
streets, hillside farms and fiercely independent people.

Azerbaijan keeps shelling populated areas in Karabakh: Armenian soldier killed

The Azerbaijani side continued the intensive firing all along the line
of contact with the Karabakh forces last night, the NKR Defense
Ministry reports.

The rival used heavy weapons, including mortars, cannons, MM-21 Grad
multiple rocket launchers, as it shelled the military positions and
populated areas in Karabakh.

The settlements of Martakert, Nerkin Horatagh and others came under
heavy firing.

Private of the NKR Defense Army Hayk Samvel Minasyan was killed as a
result of Azeri aggression.

Th front divisions of the NKR Defense Army undertook retaliatory
measures to neutralize the aggression of the rival, inflicting losses
in human force and equipment, th Ministry said.

As for now, the situation is relatively calm.

Zhoghovurd: Armenian IT specialists developing drone neutralizers

A team of highly-qualified Armenian IT specialists is said to be
collaborating with the Ministry of Defense on a special project aimed
to design and develop a new system that would make the neutralization
of unmanned drones possible.


Citing its sources, the paper says that the activities are now in full
swing, with the Armenian specialists being confident about their
success. The initiators are reportedly planning to found a scientific
research institute to manufacture the necessary technologies. Such an
idea could be a good stimulus in terms revealing young talented
specialists and using their potential in future, says the paper.

David Babayan: Azerbaijani terrorism a challenge to democracy and civilization

“Azerbaijan again resorted to its terrorist acts last night, targeting
civilian objects in populated areas,” Spokesman for the NKR President
David Babayan told Public Radio of Armenia.

He described the actions as “non-humanitarian” and typical of a terrorist state.

Babayan said Artsakh Defense Army is taking all measures to restrain
the activeness of the rival. “According to the data of our
intelligence, they are in panic, and have incurred a great number of
losses. This comes to prove that the Azerbaijani authorities are
pursuing a criminal policy, including against their own citizens,”
David Babayan said.

“We respect the norms of international humanitarian law and the Geneva
Conventions. The peaceful population should not serve a shield for the
troops. However, this is what Azerbaijan is doing,” the Spokesman
said, stressing that “this is typical of criminals and terrorists.”

He said the activeness of the past few days is connected with the
negligence of the international community and stressed the need to
take a harsher stance on Azeri actions.

David Babayan denounced the statements of participants of the UN Forum
in Baku, particularly the ex-Prime Minister of Spain, for describing
Azerbaijan as an example of tolerance and democracy. He said the
failure to punish the terrorists and even encourage them is
unacceptable. “They will once fall victim to terrorism they glorify
today.”

Against the background of the recent provocative actions of
Azerbaijan, including the attempts to unilaterally denounce the
agreements on ceasefire, David Babayan stressed the need to accelerate
the implementation of confidence-building measures and mechanisms of
investigation of border incidents.

Beheaded bodies best evidence of Azerbaijan’s sadistic regime –

In an interview with Tert.am, a spokesperson for the Nagorno-Karabakh
(Artsakh) president, David Babayan, addressed the recent days’
increased violence along the Line of Contact and the Azerbaijani armed
forces’ targeted raids against the civilian population and towns.

Mr Babayan, the situation has been tense in Artsakh in the past couple
of days. [Azerbaijan] fired 550 gun-shells, targeting the civilian
population. Is that a war?

No, it isn’t a war. Yet, the military positions of the Defense Army
and several settlements, especially the town of Martakert (with
schools and libraries), are under fire. Fortunately, we do not have
civilian casualties; neither are there any major devastations. But
such a conduct is a signal for us to be more serious in our joint work
with the international community. When different international events
– forums, so to say – are organized in Azerbaijan to give platform to
different politicians, when Azerbaijan, as a state, is described as a
model of a “tolerance” - that being done by representatives of Spain,
France, the United Kingdom and [other] accomplished and civilized
states - that’s nothing more than a way of supporting terrorism or,
what’s even more, a call for acting likewise. That will, of course,
motivate Baku to shoot more fire. Whenever such a statement is made by
Turkey, it can be understood in a way given that [President Erdogna]
is the leader of a terrorist state and personally maintains contact
with terrorists. That’s absolutely clear. But when we hear that from
western representatives who repeatedly speak of democratic values but
later fill their stomachs with that caviar and their pockets with
money, we cannot but expect Baku to behave that way. So such a conduct
bears a direct relationship to statements of the kind. Also, it is
important to be very cautious when pronouncing such laudations about a
fascist state, as all that later finds vent in murders, amputated ears
and beheaded bodies. So it is important to give the Europeans to
understand who they actually laud. This is not just a military
challenge; it also a challenge to civilization and moral values.

Does not the Minsk Group’s silence over the recent days lead to the
same results?

I think the Minsk Group co-chairs are seriously concerned and are
voicing their concern through the mouths of Sergey Lavrov and John
Kerry. You know that Armenia’s president has had a telephone
conversation with the US Secretary of State, which was preceded by Mr
Lavrov’s visit to Armenia. Of course, they are interested in a
peaceful settlement of the conflict. And I think they will do their
utmost.

How was President Serzh Sargsyan’s interview with Bloomberg perceived
in Nagorno-Karabakh?

I can say that the most important thing is that Nagorno-Karabakh must
be involved in all the processes instead of joining them first only to
leave because of Azerbaijan’s whims. We cannot assume the
responsibility for a settlement model unless we are not involved in
developing it. The fact is that the process in reaching a deadlock and
Azerbaijan is committing acts of terror. Stepanakert’s participation
in the negotiations has been highlighted.

And if an Armenian-Azerbaijani meeting is announced in the near future
– at the foreign ministers’ or presidential level – with
Nagorno-Karabakh not participating, should a question of Armenia’s
nonparticipation be raised as well?

We should not go into extremes, following Azerbaijan’s example. Going
into extremes is terrorism as well in the same political conflict. And
here is no alternative to Nagorno-Karabakh’s participation. We should
not prefer rejecting the process, tens of thousands of killed people
and ruins, because it will sooner or later result in restoration of
the format and we will natural reach a normal state.

The NKR Defense Army has pointed out all military objects, which are
considered legitimate targets,according to the principles of
ionternational law (Protocol 1 Additional to the 1949 Geneva
Convention on Protection of Victims of International Armed Conflicts),
the NKR Defense Ministry said in a statement.

Azerbaijan deploys its military objects in populated areas in
violation of Article 58 of the same Protocol.
