“Recognition of Artsakh depends on the results of negotiations, with
consideration of future developments including the external factors,”
Armenian Deputy Foreign Minister Shavarsh Kocharyan told reporters as
he commented on the approval of the government opinion on the draft
law on Recognition of Artsakh.

“Our position is clear: should Azerbaijan try to avoid respecting the
ceasefire regime and unleash new aggression, the issue of recognition
will be brought to agenda.,” the Deputy FM said.

Asked whether recognition of NKR would not mean end to the Minsk
process, Shavarsh Kocharyan said: “It’s Azeri aggression that will put
an end to the Minsk process.”

Kremlin's Urgent Response to NKR Recognition Bill

The spokesperson for the Russian President Dmitry Peskov has announced
that the draft law on recognition of NKR has not been discussed with
Moscow. “No, it has not been discussed with Moscow. We are following
attentively the decisions that are made in this context, and as
formerly, we expect that the sides of the conflict can avoid steps
which may shatter the fragile peace and lead to escalation,” Peskov
told RBK.

Earlier, on the eve of the meeting of the Armenian government which
approved the submission of the draft law to the parliament, the
Russian foreign minister Lavrov stated that he sees no reason for
panic because Yerevan assures that the status of the region will not
be decided unilaterally.

“This is the proposal of two members of parliament. And the
government, according to their laws, as they explained, calming
emotions, must give a conclusion on this draft law. I would not alert
and panic now,” he said.

“When I was in Yerevan and when I talked to my counterpart by
telephone, and later when he was in Moscow after the April events, I
was clearly assured of Yerevan’s commitment to peace talks. This means
that the status of Karabakh will be determined in the context of a
general agreement, not in a unilateral one,” Lavrov said.

Note that today the Armenian government has approved the government’s
conclusion on the draft law on recognition of the Republic of Artsakh.
The deputy foreign minister Shavarsh Kocharyan who presented the
conclusion said that the government’s decision is based on the results
of the discussions between Armenia and Artsakh, considering future
developments, including foreign factors.

Z. Postanjyan: “Authorities have changed their stance”

Recognition of the independence of the Nagorno-Karabakh has no
alternative, said today the NA lawmaker Zaruhi Postanjyan, who was
present at the Government sitting, “By recognizing we become a
political factor in the world, in that way we get an opportunity to be
a powerful factor, but in this case we are in weak positions,” noted
the lawmaker.

She also added that in this way the Government, in essence, approved
the draft law and sent it to the parliament, “The authorities have
changed their stance in this issue, and time will show what decision
will be made by the parliament.”

To remind, today the Government has approved the RA draft law on
“Recognition of Artsakh Republic”, which was proposed by Hrant
Bagratyan and Zaruhi Postanjyan.

Karabakh official: Speaking about concessions is sign of weakness

The Kalashnikov automatic rifles, cannons, and Grad and Smerch rocket
launchers conduct negotiations today, Nagorno-Karabakh Republic
(NKR/Artsakh) Deputy Prime Minister Artur Aghabekyan told Armenian
News-NEWS.am.

Responding to the query on what concessions can Nagorno-Karabakh make
to resolve the conflict with Azerbaijan, Aghabekyan noted that we can
speak about concessions solely if there is a climate of tolerance.

“What [concessions] is it about if a mere twenty days have passed from
the time when our society saw how they [i.e. the Azerbaijanis] are
beheading a soldier [of ours], playing with his head, instead of a
ball? When the [Armenian] society sees that the objective of the
adversary is to come and kill our mothers, sisters,” he stated.
“Speaking about concessions is a sign of weakness today. [We] need to
speak only about victory, dignified life.

“The adversary intends to achieve the goal [its] by force. Our task
is to unite, forget about everything, and defend our right to live in
the Armenian Highlands.”

Opposition MP: Armenia should not delay recognition of Karabakh

Opposition MP Zaruhi Postanjyan does not rule out that after the
endorsement by the government of a bill on Nagorno-Karabakh’s
recognition co-authored by her it will eventually be blocked in the
National Assembly.

“Many members of parliament in their actions are guided by orders, not
their conscience. So, I won’t be surprised if it is not eventually
adopted in the National Assembly,” she said.

The endorsement by the government of the bill co-authored by
Postanjyan and Armenia’s former prime minister, current opposition MP
Hrant Bagratyan has already triggered an angry reaction from
Azerbaijan that warned that passage of such legislation would mean
Armenia’s withdrawal from the internationally mediated peace process.

Skeptics in Armenia say the peace process was already effectively
ruined when Azerbaijan unleashed its latest aggression against
Nagorno-Karabakh in early April.

Talking to media after the government session today, Armenia’s Deputy
Foreign Minister Shavarsh Kocharyan said that the bill will certainly
be put on the agenda of the National Assembly if Azerbaijan attempts a
new aggression.

Postanjyan, meanwhile, thinks that Armenia should not delay the
adoption of the law. “Azerbaijan has already rejected the 1994
ceasefire agreement signed with Armenia and Nagorno-Karabakh, and has
even notified the United Nations about it. What negotiations can we
talk about in such conditions? There are no negotiations today. There
is no alternative to the NKR’s recognition,” Postanjyan concluded.

Russian President Vladimir Putin’s spokesperson Dmitry Peskov today
was quoted by Russian media as saying that Yerevan did not discuss its
step on Nagorno-Karabakh’s recognition with Moscow.

He added: “No doubt, we still count on the conflicting parties’
avoiding any steps that could disturb the rather fragile truce and in
general lead to escalation in Nagorno-Karabakh.”

Now is not the best time to recognize Artsakh: Tatul Hakobyan

The government opinion on the bill on recognition of Artsakh was a
message to the world, a warning that Armenia will recognize the
Nagorno Karabakh Republic if Azerbaijan unleashes new aggression,
journalist and expert Tatul Hakobyan told Public Radio of Armenia.

He said it’s hard to find any Armenian in the world that would not
rejoice for the recognition of Artsakh, but pointed to several
challenges the decision could bring about.

Tatul Hakobyan said it will serve a justification for Azerbaijan to
start new war. “Azerbaijan has long been trying to foil the Minsk
process and transfer the issue to other platforms. In case of
recognition, Azerbaijan will accuse Armenia of taking a unilateral
step and frustrating the Minsk process,” he added.

He said recognition will “intoxicate” the Armenian-Russian relations,
Russia will be one of the first countries to condemn the move.
“Anti-Armenian Russia is more dangerous than Azerbaijan and Turkey
together,” he noted.

“In case Armenia recognizes the Nagorno Karabakh Republic, the UN
Security Council will convene a sitting and adopt a resolution that
will not be favorable to Armenia,” he said.

“We live in a world where we are not alone, and different interests
have to be taken into consideration.”

“It’s not the best time to recognize Artsakh,” Tatul Hakobyan concluded.

Armenia has program of action in response to Azerbaijan’s aggression - MP

Commenting on the Armenian cabinet’s conclusion on the bill
recognizing Nagorno-Karabakh’s independence, Chairman of the Standing
Committee on Foreign Relations, Parliament of Armenia, Artak Zakaryan
told Tert.am.

“We remain faithful to our commitments in the Nagorno-Karabakh peace
process. It means that we will link recognition of Nagorno-Karabakh’s
independence to further developments, which, with external atmosphere
and, as a result, numerous actions, could cause Armenia to recognize
Nagorno-Karabakh’s independence. We are well aware of a need for
negotiations, but we have clear prerequisites for resuming and
continuing them,” Mr Zakaryan said.

Azerbaijan’s aggression cannot accompany negotiations.

“The conclusion, rather than the bill itself, is a well-thought-out
decision,” Mr Zakaryan said.

Commenting on Azerbaijani leaders’ statements that Azerbaijan will
launch large-scale hostilities if Armenia recognizes
Nagorno-Karabakh’s independence, with end to the OSCE Minsk Group’s
activities, Mr Zakaryan said:

“Armenia has repeatedly stated that if Azerbaijan launches large-scale
hostilities and threatens the Nagorno-Karabakh population’s security,
recognition of Nagorno-Karabakh’s independence will be one of our
steps, with all the further steps. Azerbaijan continues escalation on
the line of contact and has not abandoned its military ambitions and
is not going to honor its commitments as negotiator.”

The international community must adequately respond to Azerbaijan’s
aggression, and if Azerbaijan continues, Armenia has a program of
action.

Asked about further developments involving the bill circulated in
Armenia’s Parliament, Mr Zakaryan said that time will show.

Embassy: Azerbaijani media misquoted UK ambassador to Azerbaijan

YEREVAN. – The words of the UK Ambassador to Azerbaijan Irfan Siddiq
are a misquote, UK Embassy in Armenia told the Armenian
News-NEWS.amcorrespondent commenting on the interview of the British
diplomat to one of Azerbaijani agencies.

According to APA agency, UK Ambassador to Azerbaijan said:
“Considering Armenia’s unwillingness to come back to the peace talks,
I think this is very much linked which the clashes that happened in
the last few weeks”,

“This appears to be a misquote. The point Ambassador Siddiq was making
was that the reason why Armenia is not keen to return Azerbaijani
territories is because of the belligerent rhetoric and recent clashes
reinforcing a sense of insecurity,” the Embassy said.

“As we have said, the excerpt from the interview does not appear to be
an accurate reflection of what the ambassador said, and, therefore, we
cannot comment on it.”

PM: Karabakh army is its entire 150,000 population

STEPANAKERT. - The budget of Nagorno-Karabakh is $190 mln, excluding
the army and numerous charity programs, the Nagorno-Karabakh Republic
(NKR/Artsakh) PM Arayik Harutyunyan told journalists Thursday.
According to him, the Karabakh army includes its entire population and
also dozens and thousands of volunteers from Armenia.

“I stress that they are not mercenaries but volunteers, who came from
Yerevan in an expensive car, left the car at a square in Stepanakert
and headed for the frontline. We also have this kind of cases. We have
volunteers at the frontline who are up to 85 years old. When we ban
their participation, they get offended. If we don’t allow them, they
try to skirt the ban. That’s why Artsakh is invincible,” Harutyunyan
said.

“We stand for peace, but we are ready to die for the sake of our
homeland,” the PM concluded.

This is Vugar Yusifov after his training at the U.S. Army Intelligence Center at Fort Huachuca, Ariz in 2007. On the night of April 3-4 of this year, by then Colonel Yusifov was commander of Az. Special Forces brigade; he was killed during unsuccessful Azerbaijani efforts to capture the Armenian village of Talish in Karabakh's northeast. So much for U.S. legislation mandating that military aid to Azerbaijan not be used against Armenians. Even more troubling aspect of this is that Yusifov's subordinates killed three elderly people on outskirts of Talish, a war crime that should trigger a ban on any military aid to Azerbaijan and more.

Komandos: We have no one to rely on, we should rely on ourselves

Retired Major-General Arkady Ter-Tadevosyan welcomes the draft bill
that would, if adopted by the Armenian parliament, recognize the
independence of Artsakh.

“Our leadership has such a viewpoint. They are right to put the
question up for debate. We should also consider the efforts of the
Minsk Group Co-Chairs and try to combine these two. I am for the
initiative but I think that any specific decision would be coordinated
with the OSCE Minsk Group. The role of the international mediators is
to see to the course of negotiations so that the organism will
continue to work as usual,” Arkady Ter-Tadevosyan Ter-Tadevosyan, who
is known as Komandos since the Karabakh war in the early 1990s, told
A1+.

On the other hand, the Karabakh war hero stresses ‘I am not a
political figure and I do not want to be involved in such
discussions.’

The President of the National Academy of Sciences of Armenia Radik
Martirosyan said on May 5 that Armenians cannot make their own weapons
as we shall immediately be was hit in the nose. “Imagine we make one,
how can we realize it? Do we have markets? No, we do not. It means we
shall have to send those weapons to other countries but they will not
allow us to do it, we shall immediately be hit in the nose. There is a
fight of life and death on the international arms market and not all
countries can freely access it,” Mr Martirosyan said yesterday.

When asked about his opinion on the matter, Ter-Tadevosyan said, “from
the very first day, we have been saying that we are a peace-loving
nation, give us money and we shall do everything with it. Our nation
is very talented. I have a group working for me. Besides, people come
to me every now and then and offer their help, they make their
proposals to us. I think we must make weapons, this is a necessity.
Turkey makes weapons. So does Pakistan. Ukraine and Russia help
Azerbaijan. But we have no one to help us. We have to rely on
ourselves.”

The Major-General continues to work with generals who have arrived
from different countries. “We want to be useful to our army the way we
can,” he said in conclusion.

Turkey, as expected is standing next to the Azerbaijani President Ilham Aliyev’s politics to declare ramil-safarovs a hero. “There is information that the executioners and the butchers who decapitated our Yezidi brother are also awarded medals of Turkey,” – said Artsakh President’s spokesman David Babayan to Aravot.am. He noted that when the Azerbaijani army soldier has demonstrated the head of Kyaram Sloyan to the public, the Turkish companions shouted that the same will happen to the Kurdish people, “Certainly, Yezidis and Kurds are different people but Turks and Azeris view them in the same angle,” – added Babayan.

Note that recently, Aliyev has awarded the executor of Yezidi soldier Kyaram Sloyan who died a hero’s death in the four-day war (photo). The Yezidis in Armenia made a statement.

Azerbaijan amassing armor in Nakhijevan, MP says

Certain amassment of military hardware by Azerbaijan has also been
observed in recent days at the Nakhijevan section of the
Armenian-Azerbaijani border, Koryun Nahapetyan, head of the
parliamentary committee on defense, national security and internal
affairs, told media at the National Assembly on Friday.

The official reportedly gave assurances that the Armenian armed forces
fully control the situation.

“The corresponding units of our armed forces are fully ready to resist
aggression at any moment,” Nahapetyan said, adding that Defense
Minister Seyran Ohanyan also addressed the situation at the Nakhijevan
section of the frontier at a closed-door meeting with lawmakers
earlier this week.

While the shaky ceasefire reached after April 2-5 fighting appears to
be holding in Nagorno Karabakh, the region’s ethnic Armenian
leadership also reported amassment and active movements of troops in
different directions of the line of contact earlier this week.

International community allow itself to be drawn into Azeri propaganda: NKR MFA

“After failing to resolve the Azerbaijani-Karabakh conflict by force
in early April, Azerbaijan, through fraud and manipulation tries to
portray itself as a victim and to avoid responsibility for unleashing
the military aggression and the numerous war crimes accompanying it,”
Spokesperson for the NKR Foreign Ministry Ani Sargsyan said in
comments to News.am.

The comments come after the Foreign Ministry of Azerbaijan organized a
visit of representatives of the diplomatic corps accredited in
Azerbaijan to the Line of Contact between the armed forces of the NKR
and Azerbaijan.

“By participating in the badly staged actions of the Azerbaijani side,
representatives of the international community automatically allow
themselves to be drawn into the propaganda campaign of official Baku
aimed at the justification of the criminal actions of the Azerbaijani
authorities,” she added.

“We are convinced that in order to form a truly unbiased idea of the
existing situation and get comprehensive information on the reasons
and consequences of the Azerbaijani aggression, the diplomats and
representatives of international organizations should, first of all,
visit the NKR,” the Spokesperson added.

“The NKR authorities are ready to provide all-sided assistance in the
organization of such a visit,” she concluded.

Azerbaijan could not have decided at its sole discretion to renew the
hostilities over Nagorno-Karabakh (Artsakh), a military expert has
said, commenting on Azerbaijan’s frontline offensives that escalated
into a four-day war in early April.

At a news conference on Saturday, Hayk Nahapetyan, a retired Armenian
general, cited Secretary of State John Kerry’s earlier statement made
at the meeting with Azerbaijani President Ilham Aliyev (in which the
US official expressed support to Azerbaijan’s territorial integrity)
as a serious stimulus for the country to unleash fresh acts of
aggression.

“US Secretary of State John Kerry stated that he affirms support to
Azerbaija’s territorial integrity; [Vice President Joe] Biden too,
spoke in support of that. None of those statements have been denied to
date. What does a change in the status quo imply? It implies a
violation of the ceasefire regime, change in the negotiation format
and mobilization [of troops] on the border. Those statements gave
President Aliyeb the green light to launch military operations. Just a
day after the statement, aggression erupted against Artsakh,” he
noted.

Nahapetyan also referred to the statement by Pedro Argamunt, President
of the Parliamentary Assembly of the Council of Europe (PACE), that
called for the Armenians troops’ withdrawal from the “occupied”
regions. “With Artsakh facing a war, the PACE president hopes that
Azerbaijan will seize those lands; so he is preparing legal grounds
for that. The statement hasn’t changed. It was only thanks to the
Armenian Army that the Azerbaijani troops were pushed back,” he added.

David Babayan: Let foreign diplomats ask how many young Azerbaijani
soldiers were raped by ISIS militants recruited by Azerbaijani army

The visit by foreign diplomats accredited to Azerbaijan to the near
front zone is a PR campaign, David Babayan, Spokesperson for the
Nagorno Krabakh President, told ArmInfo.

"If these diplomats are real professionals, they should conduct a
comprehensive and deep analysis of what has happened in fact. They
should inquire into the facts and do not Baku's bidding," he said. It
is no secret, Babayan said, that during the "four-day" April war, the
residents of the populated areas located close to the Line of Contact
of the troops were evacuated.

"It is no secret that ISIS militants and Azerbaijani soldiers robbed
the property of the evacuated villagers, burnt and destroyed some of
their houses. Let the diplomats inquire into those facts. Let them ask
how many young Azerbaijani soldiers were raped by the ISIS militants
fighting on the side of the Azerbaijani forces. If the foreign
diplomats really want to learn what in fact has happened, let them
start with those facts," Babyan said.

As for the situation on the Line of Contact of the
Karabakh-Azerbaijani troops, the spokesperson of the NKR president
said the situation is relatively calm as compared to the April of the
current year and the general situation of the last 1-2 years.

On May 6, Azerbaijan's leadership organized a visit of the foreign
diplomats to the Terter and Aghdam regions. The diplomats were taken
to the areas were houses and infrastructures were destroyed allegedly
by the armed forces of Nagorno Karabakh.

Earlier, the NKR Defense Army published pictures proving that
Azerbaijan has emplaced its military facilities in the populated areas
along the Line of Contact, which runs contrary to the International
Law.

General-Mayor Balasanyan made the Azerbaijani plans fail

We have used to write bad things about our generals and some of them
deserved it. But there few who decided the outcome of fights like in
90s and now in April. One of these generals is Artsakh MP,
General-Mayor Vitaly Balasanyan. Just few hours before the 4-day war
he managed to carry out an operation which made Azerbaijani
blitz-krieg fail.

He was in Martakert that time and having understood the strategy of
Azerbaijani armed forces gave right orders. Though he does not have
the authority to do it as it is necessary to have the order of the
military commandership of the republic, but being highly respected the
leadership agreed with his proposal and did in the way he said.

The adversary was firing at the main positions from different weaponry
thinking that it destroyed them. The Azerbaijani armed forced were
quite surprised to appear under fire during their attack. So the
blitz-krieg plan failed.

A month has passed from the events but General-Mayor Balasanyan has
not returned to Stepanakert, he is still in Martakert.

soldiers on the occasion of Victor Day.

Azerbaijan deadlocked, Armenian expert says

Political scientist Hrant Melik-Shahnazaryan spoke of the four-day war
in early April at a meeting with reporters on Monday.

The Armenian forces were able to stop the enemy's offensive and launch
a counteroffensive.

After its latest actions, Azerbaijan cannot reject concessions.

“A military conflict is the last stage. I believe Azerbaijan needs
changes. We have been able to gain victory on the battlefield, and
Azerbaijan is aware of a new political situation,” he said.

As to changing the situation in a military way, Mr Melik-Shahnazaryan
said that Azerbaijan was not prepared for that, and it has more
reasons to launch hostilities than in April. However, Azerbaijan would
make a wrong step if it did.

As regards Armenia’s recognition of Nagorno-Karabakh, the expert said
that Armenia will recognize Nagorno-Karabakh’s independence if
Azerbaijan launches an aggression.

“If it is not only Armenia that will recognize, other countries will
follow this example. Armenia’s authorities will do their best for
recognition of Nagorno-Karabakh not to be an end in itself, but cause
a chain reaction,” Mr Melik-Shahnazaryan said.

Azerbaijan is deadlocked.

“Azerbaijan has to offer explanations to both its own public and
international community as to who Arstakh was able to resist
Azerbaijan’s military potential and was a success. During the
negotiations they lost their principal argument to press the Armenian
side. And the situation is in favor of the Armenian side.”

Karabakh war hero: It was necessary to go on counter-offensive actions

It was necessary to go on counter-offensive actions, the deputy of
parliament of Karabakh, war hero Vitaly Balasanyan stated in an
interview with the Public Television of Armenia.

According to him, the nature of war has changed. Until 1994 there was
a defensive and the offensive fights, then the ceasefire agreement was
signed. Vitaly Balasanyan considers the document is ambiguous,
wondering whether there is a difference what is caliber of arms from
which the ceasefire regime is broken.

As Balasanyan noted, the recent events showed that it is impossible to
trust any document.

“The Minsk Group Co-Chairs do everything to prevent war, but,
unfortunately, we saw that aggression continued and everything
developed into a very uncertain situation. It was necessary to go on
counter-offensive actions,” Balasanyan believes.

As to the issue of deploying peacekeepers in the conflict zone
Balasanyan answered that aggression cannot start pursuing some distant
goal.

“Peacekeeping forces never carry peace. Show me a country where the
peacekeepers have brought peace for the last 20-30 years. Balance is
maintained by the Karabakh armed forces,” Balasanyan emphasized.

Concerning arms of the opponent, Balasanyan noted that we should never
underestimate the enemy. Nevertheless, he is sure that, despite the
quality and quantity of the arms, Azerbaijan can not achieve the
solution to the issue by military means.

Demonstration in Paris: Hollande is Baku authorities’ accomplice - Video

François Hollande helps Azerbaijan to get armed, said participants of
the pro-Armenian demonstration in Paris, which was also attended by
Coordinator of Armenian Revival Pan-Armenian movement Shant
Voskerchyan (Jean Ozkirisyan) also took part in it.

During the picket, one of the activists delivered a speech: “When our
people (Armenians) needed support, specifically on the international
level, François Hollande demanded to stop the interaction between the
municipalities of France and Karababkh cities. And when he went to
honor the victims of the Armenian Genocide (on 24 April 2015), he left
for Baku several hours later to sell precision rockets, which allowed
to kill Armenians in Karabakh. France armed Aliyev; Hollande is the
accomplice of the Azerbaijani government.”

Azerbaijani former presidential candidate: We will blow up nuclear

power plant and slaughter all Armenians

The Azerbaijanis should capture Stepanakert and expel all the
Armenians from there; there should be no Armenian in Azerbaijan,
Azerbaijani former presidential candidate and Modern Musavat party
leader Hafiz Hajiyev said during debates on the Azerbaijani ANS-TV
channel.

Hajiyev went further offering not to appeal to international
institutions on “atomic bomb,” and to take the initiative in their
hands.

“We will charge our sons in Armenia with blowing up the nuclear power
plant there. And then, there will be no Armenian left there. Our
neighbors can also blame us, but we have to annihilate all the
Armenians,”Hajiyev stated.According to him, if the Armenians do not
want to live subordinating to the Azerbaijanis, they will be expelled
from Karabakh.

Hajiyev also reminded about one of the provisionsof his presidential
campaign, according to which, in case he was elected Azerbaijani
president, the capital would be moved to Stepanakert.

Hajiyev promised that the Azerbaijanis “would go to liberate” Karabakh
destroying everything and slaughtering everyone on their way.

“There should be no Armenian left in Azerbaijan,” he said.

In Azerbaijan, together with the appeal to international institutions
for closing the ArmenianNuclear Power Plant (ANPP), there are also
threats of military strike to it. On November 21, 2012, the director
of the Azerbaijan Center for Political Innovations and
Technologies,MubarizAhmedoglu, said that the bombing of MetsamorANPP
by Azerbaijan is rathera real act during Karabakh war, and even more
efficient for the “liberation” of territories. Earlier, Azerbaijani
military expert and participant of the Azerbaijan’s failed aggression
against the NKR, UzeirJafarov,had dreamt of the possible military
strike to Metsamor ANPP. On February 22, 2010, he declared about a
“possible riposte by the Azerbaijani troops to Metsamor ANPP.”

The head of the Institute of Radiation Problems of Azerbaijani
National Academy of Sciences,AdilGaribov, offered to check Metsamor
ANPP in Armenia for operational stability in extreme conditions. The
Azerbaijani scientist offered to trigger an artificial earthquake for
that.

Prevention of Azeri aggression legitimized Artsakh’s state borders:

The NKR Defense Army managed to rebuff the Azeri aggression for a
second time, David Jamalyan, Adviser to Armenian Defense Minister,
said in an interview with Public Radio of Armenia.

“This fact further legitimizes today’s Artsakh within its current de
facto borders, legitimized the right of the people of Artsakh to
self-determination and independence. For a second time Artsakh proved
its right to live as a free and independent country on its area of 11,
432 square kilometers,” David Jamalyan said.

According to him, this was the first military-political conclusion of
the military actions in April.

A second military conclusion is that the NKR Defense Army managed to
prevent the Azeri aggression without the intensive interference of the
Armenian Armed Forces.

Third, he said, is the great number of Azeri casualties amounting to
2,000 and beyond, and the quality here is more important than
quantity, Jamalyan said. “Two third of the special forces of
Azerbaijani army has been destroyed, and Azerbaijan will need time to
recover the losses,” he added.

The aim of the military-political leadership of Azerbaijan was to
proceed to the rear of the Defense Army. It intended to reach Sarsang
Reservoir in the direction of Martakert, to the outskirts of Askeran
in the center and Jrakan (Jabrail) to the south, the Adviser to the
Defense Minister said.
