Moreover majority of the male population seems to have alcoholism problem which hurts the economy. They want 20.000 Turkish males to balance the men/women ratio and also they think hardworking Turkish males will knock some sense into Mongolian men. As for why they have chosen Turkey; the article tells that Mongolians regard Turks as their 3rd neighbors, because of historical connections. The Prime Minister had been in Seville, Spain on Monday evening when the attack happened. The shoe missed its intended target and hit a bodyguard. The 20-year-old assailant was swiftly detained. According to reports, the man was of Syrian descent and was shouting "Viva Kurdistan" as he carried out the attack. Turkey's state-owned Anatolian news agency reported he was heavily intoxicated. The attack comes just days after Turkey was forced to arrest 50 military commanders in what most believe was a coup plot. The total price tag: about $44 million -- or roughly 10,000 years'worth of salary for the average citizen of Azerbaijan. But the preteenwho owns a big chunk of some of Dubai's priciest real estate seems tobe anything but average. His name, according to Dubai Land Department records, is HeydarAliyev, which just happens to be the same name as that of the son ofAzerbaijan's president, Ilham Aliyev. The owner's date of birth,listed in property records, is also the same as that of thepresident's son. Azerbaijan, a former Soviet republic blessed with plentiful oil andgas reserves yet blighted by widespread poverty outside its glitzycapital, has long had a reputation for corruption. But the Dubaipurchases, which have not been reported before, could provide a rareconcrete example of just how much money the country's governing elitehas amassed and of the ways in which at least part of this wealth hasbeen stashed overseas. 'Pervasive corruption' The transactions sharpen a dilemma that hasshadowed Washington's relations with Azerbaijan for years: how toreconcile the United States' security and energy interests in theoil-rich Caspian Sea nation with what the State Department, in areport last year on human rights around the world, described as the"pervasive corruption" of its increasingly authoritarian regime. Azerbaijan has sent troops to support U.S. democracy-building effortsin Afghanistan and Iraq but at home has retreated steadily fromdemocratic practices, according to diplomats and experts on theregion. Transparency International, in a 2009 survey of globalcorruption, ranked Azerbaijan among the worst at 143 out of 180nations. In addition to recording nine properties owned by Heydar Aliyev, thenow-12-year-old schoolboy, Dubai's Land Department also has files inthe names of Leyla and Arzu Aliyeva. President Aliyev has twodaughters with the same names and roughly the same ages. Their exactdates of birth could not be established, but various reports indicateLeyla's birthday is the same as that of the Azerbaijani woman whofigures in the Land Department records. In all, Azerbaijanis with the same names as the president's threechildren own real estate in Dubai worth about $75 million, propertydata indicate. Dubai real estate dealers with knowledge of some of thetransactions said the purchases were made by a buyer representingAzerbaijan's ruling family. The dealers said the properties were paidfor upfront. Ali Kerimli, chairman of the Azerbaijani Popular Front, an oppositionparty, said in a telephone interview, "We all know that our country isone of the most corrupt." 'Resource curse'The rush to move assets overseas, often with scant regard for returns,is a common feature of many oil-producing nations, where corruptelites seek to ensure that their wealth is safe just in case politicalwinds at home change. The phenomenon is part of the "resource curse,"an ailment that has deformed the economies and politics ofcorruption-addled, oil-producing nations from Nigeria to Venezuela. Kerimli said Washington paid too much attention to security and energyissues and thus "sent a signal to our country that democratic reformis not important." When Richard B. Cheney visited Baku as vicepresident in 2008, he not only held talks with President Aliyevfocused on energy but also met with executives of BP and the U.S. oilcompany Chevron, both of which have operations in Azerbaijan, as doExxon and other foreign oil companies. Azerbaijan and the UnitedStates, Cheney said, "have many interests in common." The Obama administration has also focused on strategic issues in itsrelations with Azerbaijan. On a visit to Baku two weeks ago, WilliamJ. Burns, undersecretary of state for political affairs, praisedAzerbaijan for supporting the United States in Afghanistan andtrumpeted the role of a U.S.-backed oil pipeline from Baku to Turkeythat broke Russia's stranglehold on energy exports from the CaspianSea. But in other ways their customs are remarkably similar to Jewish ones. They do not eat pork, they practise male circumcision, they ritually slaughter their animals, some of their men wear skull caps and they put the Star of David on their gravestones. Their oral traditions claim that their ancestors were Jews who fled the Holy Land about 2,500 years ago. It may sound like another myth of a lost tribe of Israel, but British scientists have carried out DNA tests which confirm their Semitic origin. These tests back up the group's belief that a group of perhaps seven men married African women and settled on the continent. The Lemba, who number perhaps 80,000, live in central Zimbabwe and the north of South Africa. And they also have a prized religious artefact that they say connects them to their Jewish ancestry - a replica of the Biblical Ark of the Covenant known as the ngoma lungundu, meaning "the drum that thunders". The object went on display recently at a Harare museum to much fanfare, and instilled pride in many of the Lemba. "For me it's the starting point," says religious singer Fungisai Zvakavapano-Mashavave. "Very few people knew about us and this is the time to come out. I'm very proud to realise that we have a rich culture and I'm proud to be a Lemba. "We have been a very secretive people, because we believe we are a special people." Religion vs culture The Lemba have many customs and regulations that tally with Jewish tradition. They wear skull caps, practise circumcision, which is not a tradition for most Zimbabweans, avoid eating pork and food with animal blood, and have 12 tribes. The waterfront properties on the exclusive Palm Jumeirah development have been registered with Dubai’s Land Department under the name of Heydar Aliyev, the schoolboy son of President Aliyev. The Washington Post newspaper reported that they were bought in a two-week shopping spree last year for about $44 million (£29 million) — 10,000 times the average annual salary in Azerbaijan. The President’s daughters, Leyla and Arzu, also appeared as the owners of Dubai properties, bringing the total value of the children’s alleged property portfolio to $75 million. The President’s official salary in Azerbaijan is about $228,000 a year. Dubai may have lost its shine in the age of the credit crunch, but the villas on the Palm still claim a host of famous owners. If young Heydar loses his football over the fence, he may find it returned by David Beckham, Brad Pitt and Angelina Jolie or Simon Cowell. A spokesman at the presidential administration in Baku refused to discuss the claims yesterday when contacted by The Times. Reports of the alleged purchases shine a light on allegations of corruption in the former Soviet republic, which is swimming in revenues from vast oil and gas reserves in the Caspian Sea. Azerbaijan has been dominated by the Aliyev dynasty for decades. Mr Aliyev’s father — also called Heydar — was leader of Soviet Azerbaijan for 13 years until 1982, then President of the independent republic for a decade until 2003, when he fell ill and nominated his son Ilham as his successor. Ilham, the vice-president of Socar, the state oil company, was elected President of Azerbaijan with 76 per cent of the vote in a poll condemned by international observers. He was re-elected in 2008 with 89 per cent, after opposition candidates boycotted what they called a “sham election”. Azerbaijan is booming thanks to oil revenues of $7 billion last year alone, but most of its eight million people endure harsh poverty, and up to a million are refugees from the frozen conflict with Armenia over the enclave of Nagorno-Karabakh. The US State Department condemned “pervasive corruption” in a report last year that also criticised the regime’s human rights abuses. The Aliyevs certainly bought their seaside homes at the right time. A self-styled Eighth Wonder of the Word, the Palm Jumeirah was supposed to cement Dubai’s reputation as the new playground for the rich and famous. From their peak in mid-2008, however, property values across Dubai have plummeted. By early last year, top-end villas on the Palm were selling for about £2.7 million each, half their peak value, as the emirate’s real estate market collapsed and panicked investors bailed out. For those who still do not know, it is a conflict revolving aroundthe ancient Azerbaijani territory of Nagorno-Karabakh now occupiedby Armenia. The conflict has turned more than 1 million people intorefugees and caused enormous damage to regional economic development. Numerous potential economic and political projects that would havebrought the South Caucasus closer to Europe have been sidelined. TheSouth Caucasus has sunk into an abyss of conflict, the analysis ofwhich has troubled the world's leading powers. All Azerbaijanis havebeen expelled from Armenia, while 20,000 Armenians still reside inAzerbaijan. Nationalist sentiments are growing constantly in bothstates. Mothers fear the beginning of war, while politicians calculatethe risks. But for what? For the sake of "the misguided initiative" of a certainpolitical power that governs Armenia, a small South Caucasus republicof about 3 million people? Nobody can disagree that the principle ofterritorial integrity is a fundamental principle of international law. And surely no one can think that Nagorno-Karabakh will ever become anindependent actor in international relations. So what is it all about? Is it not better to live in peace in your own country and enjoy all theboons and privileges bestowed by the social and economic developmentof a country rich in energy resources? Today, the Karabakh Armenians have food for thought. Azerbaijan isa country of ancient traditions, at the heart of which lies tolerance. Historically we have proved this to be true, and it has often beenused against us. We continued to live in peace with the Armenians evenafter the genocide of Azerbaijanis in March 1918. We continued toconsider Baku an international city, despite the active resistanceof the Armenian population to the declaration of Azerbaijani asthe official language in the constitution of 1956. Prior to theonset of the conflict, an elite part of the city of Baku was evencalled "the Armenian settlement." We Azerbaijanis continued to seethe events of 1988, when the Armenian-Azerbaijan conflict began,as a misunderstanding and believed that fraternal people could notact like this. In 1988, when provocations by Armenian circles led tobloodshed in Azerbaijani cities such as Sumgayit, many of us believedthat it would still be possible to change things. Years have passed,but irrationality has grown in Armenia. Today, two decades later, a TV channel and a news agency in theArmenian language function in Azerbaijan. What about Armenia? Theanswer is obvious: none. We understand better that the South Caucasusis a common house, and we call on Armenia to renounce unconstructivepolitics and halt the pressure on their compatriots. The Armenians of Karabakh would be happy to live in houses wherethere is light, warmth and amenities. They would like to enjoy thefine infrastructure that would open them up to the intensive economicdevelopment of Azerbaijan. Certainly, the Armenians of Karabakh dreamof the social security system, public health services, educationand other social benefits and advantages that are available to theresidents of neighboring Azerbaijani cities. Moreover, the Armenians ofKarabakh would be part of the social life of the country that they usedto live in. What have the years of conflict given to those whose livesare in misery in Karabakh? Why do they agree with the aspirations of"outside forces" that prevent them realizing the ideal of living inpeace in their own state, Azerbaijan? Today Armenians live in Azerbaijan, while in Armenia there are noAzerbaijanis. There are citizens in Azerbaijan with Armenian surnames;there are none with Azerbaijani surnames in Armenia. We have provedthat we are capable of living together despite war and loss, pain andsacrifice. Strangely enough, we have been tolerant of the people whoseleadership has been waging war against us for our ancient lands for 22years. The Armenians should now prove that they are capable of livingtogether with us. The South Caucasus is a common house for the peoplesettled there, and the time has come to realize this. Armenians movedto Karabakh a little more than two centuries ago, but we understandthat for the Armenian families that have lived there for generationsKarabakh has become a native place. However, the fact that Karabakhbelongs to the territory of the Republic of Azerbaijan should notbe questioned. Unfortunately, the Armenians of Karabakh fell hostage to the leadersof Armenia and the field commanders who served their own mercantileinterests. War is money, and every Armenian in Karabakh should realizethat by protracting the prompt resolution of the conflict, they linethe pockets of war criminals. The military leadership understandsfull well that they will never achieve their purposes and continuesto strain the situation by increasing the expenditure of an alreadyscarce budget on the construction of various defense systems. Theyreiterate to the public the same theses that it would be possible toensure public security only in the case of independence. Nevertheless,let us take a sober look. Nagorno-Karabakh, granted autonomy withcomprehensive privileges of self-administration within Azerbaijan,will become a focus of international attention. Undoubtedly, each step of the central authority, the leadership ofAzerbaijan in Karabakh, will be closely watched by the internationalcommunity. The nonsense that if the Armenians of Karabakh are partof Azerbaijan their lives will get worse or they will be forced toleave all the territories at once does not hold water. The superpowerswill ensure security guarantees for the local population. Azerbaijanalready put its signature to security guarantees for the Azerbaijaniand Armenian populations of Nagorno-Karabakh in the resolution of the1996 Lisbon Summit. Azerbaijan is willing to return its territoriesand refugees home through peaceful means and to turn Karabakh intoa prosperous region. The population of this region can only benefitfrom this, be they Armenian or Azerbaijani. It's time to face the truth. New prospects are opening up, so it isnecessary to stand firm and thwart the pressure from outside, to decideto live in agreement and peace for the sake of future generations. Whatdoes the younger generation in Karabakh believe today? Fairy talesabout "independence"? But where is the life worth living: education,pensions, public health services? It's time to decide who will liveunder what circumstances -- whether to continue to create more brokendestinies, damaged lives and deprived families or to abstain fromillusory pseudo-ideas that instill only enmity and hatred. Socio-economic development of the region has suffered from enormous damage. And all this is a consequence of Armenian policy, which seeks to realize its own illusory ideas. Today, Armenia is concerned about the strengthening of military-political and economic potential of Azerbaijan. At the same time, the people who live on the territory of Nagorno-Karabakh do not want to be an object of an irrational policy of Armenia. Armenians of Karabakh seek peace in their own country and want to be part of the socio-economic development, to take advantage of all preferences of effective development. But what does Yerevan give them except tales on "independence?" Nothing. The Armenians of Karabakh are hostages of Armenian leadership and field commanders in the Karabakh, as conflict creates conditions for a comfortable existence and enrichment through the illegal arms and drug trafficking for Armenia. Azerbaijan also offers to be part of the process of economic development and infrastructural reforms. While Yerevan is thinking about saving the image in their own society, thousands of people who do not want to be out of the realities of human development suffer in Karabakh. For what they have to endure the hardships of war? For the ambitious plans of the Armenian government? Yerevan understands the hopelessness of its own position. Therefore, it tries every way to secure itself against the foreign policy, and of course domestic political fiasco. Any conflict should be resolved peacefully. But it is difficult to talk about peace when you neighbor is irrational, and for the sake of its own mercenary interests doesn't want to accept reality. On the eve of parliamentary elections, how do you assess the internal political situation in Azerbaijan? What are the chances of the current government and opposition in the upcoming elections? In general, the internal political situation in the country fully meets the spirit of democratic development. There are parties, which compete with each other, discuss the possibilities of upcoming political battles, alliances and blocs. When the electoral process is close, the situation becomes usually tight. All this is natural, and even the already familiar. Each election is a movement forward in the field of democratization. So these elections will not be an exception. I am sure that democratic and transparent political competition and elections arising from the desire of voters to vote for the most worthy candidate wait for all of us. Today I am going to voice my 10,000th threat to use force against the occupant forces of Armenia”, said Aliev in an unusually motivated tone. “I remember my first threat back in 2003 as I assumed the office… Nothing compares to a first threat.. incredible feeling”, Aliev looked down for a second, shaking his head nostalgically.“ “Proudly, I stand here before you today with 9,999 publicly announced threats, over 5,000 ultimatums and countless nags at Armenia behind my back”, continued Aliev as the crowd ripped in applauds at each announced number. “Attained results are stunning. The previous threats have scared Armenia so much, that they were forced to modernize their army and build up heavier front-lines. Baku Times called the landmark threat “nation’s biggest success after the 5,000th threat back of 2006” which marked a turning point in threat development and announcement efforts. But, very few make us fall off our chairs! Last week I came across a shocking news item posted by the Turkish Forum -- the largest website for Turkish news. It was titled: "Forgotten Ambassador in Sierra Leone Uses Armenian Genocide Resolution to solve his Problem." Here is the summary in translation of that incredible article: "In recent years, parliaments of several countries have adopted resolutions on the Armenian Genocide. In retaliation, Turkey has recalled its ambassadors from these countries. It has been revealed that some opportunistic ambassadors exploited this situation, by abusing their position."According to a Foreign Ministry announcement this morning, Orhan Emin Turkone, Turkey’s Ambassador in Sierra Leone for the past 12 years, has been fired for having lobbied for the passage of the Armenian Genocide bill in that country’s Parliament. "During a press conference this morning, the Foreign Ministry’s Undersecretary Ersin Ozbukey explained: ‘Recently, it came to our attention that the so-called Armenian Genocide bill was placed on the agenda of the Parliaments of Chad, Eritrea, and Djibouti. But, when we saw that this bill was unanimously adopted by the Parliament of Sierra Leone, we started suspecting that something had gone terribly wrong.’ Ozbukey added: ‘We formed an investigative committee that uncovered some interesting, but disturbing information.’ "’We confirmed that Amb. Turkone had carried out lobbying activities in favor of the Armenian Genocide bill,’ Ozbukey stated. ‘Of course, this can’t be excused, but the Ministry also has its fault in this affair. This man was abandoned and forgotten in a far away country. He got that idea, after [Turkish] Ambassadors were recalled following the adoption of the genocide resolution by other countries. Twelve years is a long time,’ Ozbukey admitted. "Ozbukey then provided the details of Amb. Turkone unbelievable actions in publicizing the Armenian Genocide in Sierra Leone. Ozbukey said that whenever the Ambassador visited a bar, he would write on facebook: ‘We massacred the Armenians in such a nasty way.’ He told bartenders: ‘My grandfather alone killed 100-150 Armenians whose bones are in the basement of our home.’ The Ambassador made up such falsehoods and lies. He basically said whatever came to his head. Sierra Leone is a small place. Word spreads quickly. No one had ever heard of either Armenia or Turkey. But, within a month, everyone in the whole country was agitated over this issue. People were dancing in the streets when they learned that the genocide was recognized. This shouldn’t have happened, but unfortunately, it did! "Ozbukey explained that after this revelation, the Turkish government started paying more attention to the agenda of various parliaments. In order to avoid such situations in the future, instead of recalling ambassadors, ‘we are now considering the possibility of cutting off trade relations, until the resolution is removed from the Parliament’s agenda,’" Even though this article sounded too good to be true, the amount of detail and specific names mentioned in it led dozens of Turkish websites to post it, without realizing that it was a hoax! After learning that Turkey did not have an embassy in Sierra Leone, the Turkish Forum deleted the fake news from its website. It was also not true that Armenian Genocide resolutions were being considered by parliaments of Chad, Djibouti and Eritrea in recent months. It is not known who concocted this elaborate hoax. Given the extensive amount of criticism directed at Prime Minister Erdogan within Turkey in recent weeks, the author could well be a disgruntled Turk with a sense of humor who decided to take a sarcastic swipe at his Don Quixotic leader. The article was accompanied by an authentic looking photo of three African officials along with a non-African individual at a signing ceremony. The photo gave the false impression that the latter was the Turkish Ambassador to Sierra Leone. It is not at all surprising that several Turkish websites fell for this ruse, as the government of Turkey has made a practice of recalling its ambassadors from France, Canada, the United States, and other countries for having recognized the Armenian Genocide. Namik Tan, the newly appointed Turkish ambassador to Washington, was recalled on March 4 after the House Foreign Affairs Committee approved the Armenian Genocide resolution. It was reported that he might stay in Ankara until after April 24. This is great news for Armenian-American activists, as they can lobby Congress without facing any opposition from the Turkish Ambassador during the crucial weeks leading to April 24, when he needs to be in Washington trying to block the Genocide Resolution in the House and persuade Pres. Obama not to refer to the Armenian Genocide in his annual statement! To the best of our knowledge, Amb. Tan did not lobby Congress for passage of the Armenian Genocide resolution, as did the fictional ambassador in Sierre Leone, in order take an extended vacation with family and friends back home. However, judging from Prime Minister Erdogan’s recent self-defeating statements, sometimes truth is indeed stranger than fiction! He spent a long time complaining about "militarism". Thewhole dreariness of the world community, which was supposedlycompletely and utterly objective in its mediation and its desire toresolve the Karabakh problem, was presented in all its glory. We, of course, know that one of a journalist's main qualities shouldbe to have an almost child-like curiosity. Looking at the expertwith all the innocence of the eyes of a 30-year old, I asked him:"So, if there is going to be a war, who will win?" His reply came asa surprise, even to me. He claimed that Azerbaijan had a minimum oftens of thousands of assault troops (a precise number exists, butI will maintain a discreet silence on that score), who are trainedat the highest level and could within two weeks reach the Armenianborder from the unoccupied part of Agdam or Fuzuli districts, unless,of course, they were ordered to advance further. Let me repeat,I am not talking about a regular army, but trained assault troops,to whom it would not be appropriate to extend the principle "One ataltitude against five attackers from below". I re-checked my companion's information at official level. After theusual silence it was later confirmed by independent experts and eventhose who showed opposition at most to the authorities and at leastto the Defence Ministry. I will not itemize all of Azerbaijan's armaments and weaponry. Itwas enough to have been in last year's parade in Azadliq Square [inBaku], but even then by no means everything was shown and not themost terrible weapons. After all, the parade was for our benefit,and not the Armenians. But recently I have come to understand thehysteria of the Armenians with regard to "Azerbaijan's bellicosestatements". But what can they do after all, the threat is a real,a tangible one, so to speak. Armenian war preparations I wrote recently that the Armenians have been busy digging trenches inKarabakh. Let me repeat, this information is 100-per cent accurate. AnArmenian counterpart, who has perfectly good eyesight, has seen thisnew line of defence for himself. He said the reason for it was becausethe Armenians are preparing to repel an attack, whereas I believe theArmenians are preparing to de-occupy Azerbaijani territories. Whoseprediction will be proved true is a 50-50 question, but I would gofor mine. The other day the [Armenian] Hraparak newspaper wrote that theyare busy preparing for war in Nagornyy Karabakh. It said that allyoung people who had reached adulthood had already undergone medicalexaminations, the basements of local hospitals had been cleared outand beds laid out, first-aid medicines were being purchased and thepopulation was stocking up on food and water. Those who agree with the idea of a forthcoming de-occupation believethat the Armenian leaders are scaring all and sundry about a possiblewar, so that if territories are returned the people can breathe easily:the danger is over, peace is the main thing, is what they are saying. More subtle specialists and near-experts believe that by declaring a"patriotic war", in which not just the regular army will take part, butthe population as well, official Yerevan is covering up its inevitabledefeat should hostilities break out. The idea is that it would not be[Armenian President Serzh] Sargsyan and the military junta as a wholewho would be defeated, but the whole nation. Another excuse for 95years of mourning [since the 1915 Armenian genocide]? They are tying to say that the Armenians are innocent, and all thisis the devilry of "cruel monsters" who beat the beautiful and themisunderstood. So long as Sargsyan is in power a solution to theconflict exists. It was here that the experts analysing the "preparation for war"apparently concluded their suppositions and restricted theirpredictions. But I will venture to go further. Not "hot air" First, (proceeding from what has already been said), the Armenians dohave something and someone to fear. Azerbaijan's "aggressive rhetoric"is by no means just hot air. If they didn't know, they wouldn't beafraid; if they weren't afraid, they wouldn't spread slander. Secondly, at this precise moment we and the Armenians have reached thecrossroads: it's either peace or war. We will decide this year. Timeis short. Thirdly, aware of all this, the Armenian generals may turn toprovocation. We have always considered the option of a possible attackby our troops on the occupying forces, but it is rare that anyonecontemplates the option of a strike from the other side. But it is areal possibility. It cannot be ruled out that the Armenians will turnto provocation. Of course, they are not guaranteed military success,but the talks will be wrecked. And the junta, which has gorged itselfon a war, might choose this path, whether led by President Sargsyanor without him. Let us at least assume they will experiment. This very same officerof the alliance claimed that within another week, that is a total ofthree from the start of an attack, our troops could be in Yerevan. Haberler reported that, speaking of the proposals concerning thereforms implemented in Turkey since the 19th century, as well as ofthe Kurdish problem, Halacoglu claimed that the Kurdistan Workers'Party, which is considered a terrorist organization in Turkey, isnot at all a Kurdish organization, as 80% of its members are Armenians. Yusuf Halacoglu has made numerous false claims about the ArmenianGenocide. His flights of fancy deny imagination. Several years agothe Turkish authorities "sent him off."
