ÒHE WINNER OF "Artsax CONFLICT REGULATION" SPECIAL COMPATITION IS DEFINED 16.06.2001 /PanARMENIAN.Net/. It was published the results of special competition for the most interesting project about the solution of Artsax problem declared by information portal "Gazeta.SNG.Ru". The winner of "Artsax conflict regulation" competition recognized Rza Safarov, the vise manager of household department of the president of Aazerbaijan. The project that he proposes provided the changing of territories of Armenia and Azerbaijan partially by preserving borders with neighbors Sates – Armenia with Iran, Azerbaijan with Turkey. Safarov suggested realizing that idea by building underground corridors. According to the project, the tunnel must connect Nakhichevan with Azerbaijan, and Nagorno Artsax with Armenia. Grigor Hakobian from Los Angeles was awarded by encouragement prize of "Gazeta.SNG.Ru". Hakobian is international journalist. He suggests to Armenia and Azerbaijan "to enter a competition of structuring the real democratic States. The prize of that competition will be Nagorno Artsax, which will be given by right to that country which will approve that its people live free and happy." Aram Sarkisian (Democratic Party of Armenia), Igbal Agazade (The party of the unity of Azerbaijan), Alexander Manasian (The found against arbitrariness, Yerevan), also Khafiza Nazerli and Emil Megikhov from Baku were awarded by diploma as the project participants.

Artsax Peace Process ‘Still Alive’ Says Oskanian YEREVAN (RFE/RL)--Armenia held out hope for a quick settlement of the Nagorno-Artsax conflict on Wednesday, urging international mediators to remove what it termed “complications” that led to the postponement of a meeting between the Armenian and Azerbaijani presidents in Geneva this month. Foreign Minister Vartan Oskanian expressed hope that the French, Russian and US co-chairs of the OSCE Minsk Group will help the conflicting parties build upon “serious progress” they had made earlier this year. “I want to make it clear that the [peace] process is still alive, and we hope that the co-chairs will make active efforts to eliminate those newly created complications and bring the process back to the previously agreed framework,” Oskanian told a news conference in Yerevan. The Geneva meeting, which had heightened expectations of a long-awaited breakthrough, was put off indefinitely late last month, following a visit to Armenia, Azerbaijan and Artsax by the Minsk Group negotiators. The mediators toned down their optimism about prospects for a peace settlement, arguing that the conflicting parties need more time to agree all terms of a Artsax peace deal. According to Oskanian, Presidents Robert Kocharian and Heydar Aliev agreed to the main “principles” of ending the Artsax conflict during their talks in Paris and the Florida resort of Key West in March and April respectively. “I want to declare that Armenia remains committed to the Paris principles and is prepared to continue negotiations in that spirit,” Oskanian said. Oskanian also said he does not share the viewpoint of US co-chair Carey Cavanaugh, who claimed that the public in both countries was not ready to accept a compromise. “Neither in Azerbaijan nor in Armenia the public is aware of the details of the confidential talks, therefore it is somewhat difficult to conclude that it is not ready for a compromise solution.,” Oskanian said, adding that the both peoples should know what they would receive and what they give in exchange. He refused to elaborate on the reasons why the next summit was put on hold, reiterating only Kocharian’s statement that the Armenian side was not responsible for the delay. Officials of the Nagorno-Artsax Republic have accused the Azerbaijani government of opposing a peace accord based on mutual compromise. However, Armenian leaders have so far stopped short of directly blaming Baku. Meanwhile, Azerbaijani Foreign Minister Vilayat Guliev was quoted on Wednesday, as saying that the latest impasse results from a “non-constructive” stance of the Armenian side. In an interview with the Baku newspaper “Express,” Guliev called for a new “format” for the peace talks. Oskanian sought to put an optimistic spin on the recent developments, saying that Kocharian and Aliev have managed to build a “really good basis” for a Artsax settlement. He said: “This is an ongoing process which I find normal and express hope that all these [problems] eventually will be overcome and we will return to the foundation laid in Paris.” He added that the agreements reached by Kocharian and Aliev at the Paris meeting, mediated by French President Jacques Chirac, are in line with the long-standing Armenian position on the issue, which rules out Artsax’s “subordination” to Baku. Oskanian also commented on a recent announcement by the Russian co-chair Nikolay Gribkov who reportedly said that the Azeri community in Artsax should also be recognized as a side to the conflict. “During his visit to the region Gribkov, he spoke about Artsax as the third side to the conflict. To the best of my knowledge, Gribkov referred to a document which calls to recognize the Azeri community as the fourth side to the conflict, but irrespective as to what others say, our position is that the conflict has three sides, Armenia, Artsax and Azerbaijan, and it is they who have to find a final and comprehensive solution ,” Oskanian said. Oskanian further dismissed Turkey’s reported demand for a “security corridor” between Azerbaijan and Nakhichevan as “unacceptable” and “nonsensical.” Turkish newspapers quoted Prime Minister Bulent Ecevit as saying that the creation of the overland link is another precondition for the normalization of relations with Armenia.

ANCA Welcomes Belgian Court Ruling on Rwandan Genocide CERTAIN PUNISHMENT OF PERPETRATORS REPRESENTS A CRITICAL FACTOR IN PREVENTING FUTURE GENOCIDE WASHINGTON, DC--The trial and conviction in Belgium of four Rwandans on charges of participating in Rwanda's 1994 genocide has been welcomed by the Armenian National Committee of America (ANCA) as a concrete step toward holding the perpetrators of genocide accountable and preventing future genocide. On June 8th, a Belgian civil court, operating under a 1993 law giving Belgian courts universal jurisdiction over war criminals, convicted two Catholic nuns, a professor and a former government minister. The four had been accused of aiding Hutu extremists kill and burn over 5,000 Tutsi refugees who had sought refuge from the ethnic bloodletting. They were sentenced to between 12 and 20 years in prison. As many as a million Tutsis and moderate Hutus were killed during a three month period in 1994. In its coverage of the trial, Reuters news agency reported that the Rwandan Genocide is "often described as the 20th century's third worst genocide after the Jewish Holocaust in Nazi Germany and a massacre of ethnic Armenians in 1915." The chief prosecutor, who had called for life sentences for the accused, commented during the sentencing phase of the trial that this conviction will "show that Belgium is not, and will not become, a sanctuary for perpetrators of genocide." "We welcome the Belgian court's decision as meaningful step by the international community toward holding the perpetrators of genocide accountable for their crimes," said ANCA Executive Director Aram Hamparian. "We are especially encouraged that this measure of justice for the Rwandan Genocide has been served in a timely manner, unlike the Armenian Genocide, which after more than 86 years has yet to be justly resolved." This Belgian trial represents the first instance of a civilian jury in one country sitting in judgment on suspected war criminals from another. The trial was watched by human rights groups as a test case for future action to deter war criminals from seeking sanctuary abroad. The government of Rwanda congratulated Belgium on the trial and called on other countries to follow its example. The trial in Belgium was separate from the United Nations war crimes tribunal in Tanzania, which has convicted eight people for their part in the genocide since it was set up in 1994. "As a nation which has endured genocide and must continue, to this day, to confront the Turkish government's ongoing denial of this crime, Armenians hold a special obligation to do all that we can to ensure that the horrors of genocide are never again visited upon any people, anywhere in the world," said Hamparian.

THE LEADERS OF ARMENIA HAVE OBJECTION TO THE JOINING OF THE COUNTRY TO THE RUSSIA-BYELORUSSIA UNION 11.06.2001 /PanARMENIAN.Net/.
