Carey Cavanaugh Addresses Armenian Community Breakfast in New York NEW YORK--Nearly 30 Armenian-American leaders and opinionmakers gathered for a breakfast briefing at the Plaza Hotel in Manhattan, on May 10, where US Dept. of State Special Negotiator Carey Cavanaugh, presented an overview of the current settlement process over Nagorno-Artsax. The event was sponsored by the Armenian National Committee (ANC) of New York. In a 45-minute presentation, Ambassador Cavanaugh recounted the ongoing peace-negotiations, which he and his OSCE counterparts have conducted with the presidents of Azerbaijan and Armenia, Haidar Aliyev and Robert Kocharian. Cavanaugh asserted that the two leaders have moved far closer than expected toward a settlement, mainly due to the special format and environment provided at the recent talks at Key West, Florida. Community leaders then followed up by asking Cavanaugh specific questions about the emerging proposal. When asked if the two presidents were discussing the creation of a land corridor connecting Nakhichevan and Azerbaijan, Cavanaugh refused to comment, claiming that he must respect the request of the two presidents regarding non-disclosure. This response was a departure from the answer given by Cavanaugh's deputy, Ken Hillas, during an April 29 public forum, where he said that no land corridor was being discussed, and that recent reports of such a corridor by The Economist were erroneous. Dr. Vartan Grigorian, President of the Carnegie Foundation, asked whether the protection of cultural monuments was being included in the settlement talks. Cavanaugh answered affirmatively and claimed that both sides were making efforts to protect the other nation's cultural edifices. Cavanaugh was also asked about how the negotiations would address the issue of refugees, particularly those who were driven out of Baku and Sumgait in 1988. He responded by emphasizing the plight of Azeri refugees driven from lands surrounding Artsax, but did not offer any insights into Armenian refugee issues. Cavanaugh's forecast regarding the pending peace proposal also raised concerns about the process whereby the respective countries would approve a final agreement. Regarding the Armenian side, he characterized President Kocharian as a "military leader" who has had little experience at marketing or selling ideas, and "who doesn't ask his troops which way to march up the hill." Cavanaugh also expressed the belief that neither leader anticipated long deliberations with their publics about the proposal. "We are pleased that Ambassador Cavanaugh has shown willingness to engage in direct discussions on an issue of great importance to us all," said ANC of New York Chairman Alex Sarafian. "At the same time, there are still questions over the transparency of the peace process, and concerns that Nagorno-Artsax is still not a direct participant in the negotiation process to date." Georgians Believe Javakhk's Problems Are Only Socio-Economic YEREVAN (Noyan Tapan)--Gela Kvaratskhelia, Chairman of the Commission for Civil Integration of the Georgian Parliament and party representative for the "Union of Georgia's Citizens" recently stated that the attitude of the Georgian leadership to the problems of Georgia's Armenian population is very serious, and they are doing their best to prevent any sort of provocation. Regarding the problem of Javakhk, he said the region only has socio-economic problems, due to the overall situation in all of Georgia. Kvaratskhelia said that the Georgian government has elaborated a specific development program, but "the country's financial and economic situation does not allow the government to put the program into practice." Kvaratskhelia made the statement during a conference in Yerevan on June 2 between him and Arthur Baghdasarian, Chairman of the Armenian "Country of Law" party. According to the Georgian official, his country has expressed willingness to act as a mediator in organizing a dialogue between Armenia and Azerbaijan to enhance the efficiency of the prisoner of war exchange process. Before arriving in Yerevan, Kvaratskhelia was in Baku and discussed the problem with representatives of the Azerbaijani "Yeni Azerbaijan" party. Kvaratskhelia pointed out that for the aforementioned task to be fulfilled, representatives of the Georgian "Union of Georgia's Citizens", Armenian "Country of Law" and Azeri "Yeni Azerbaijan" are to meet in Tbilisi.

Aliev Says Geneva Talks Even Less Likely After Minsk Meeting BAKU, YEREVAN (combined sources)--Azerbaijan's President Heydar Aliev said on Saturday chances for talks with Armenia over Nagorno-Artsax are even slimmer after his latest meetings with Armenian President Robert Kocharian. The announcement was the first official confirmation of reports that the two men failed to iron out their differences holding up a crucial Armenian-Azerbaijani summit during the encounter on the sidelines of a summit of ex-Soviet states in Belarus. Official Yerevan declined to comment. "Negotiations we've had in Minsk lessened the possibility of holding a summit" which had been penciled in for Geneva on June 15, Aliev told reporters upon arrival back in Baku. "For the Geneva meeting to go ahead certain conditions must be in place and my and Kocharian's positions on the settlement are quite different, though they are not worlds apart," he said, according to Reuters. The talks in Minsk were mediated by Russian President Vladimir Putin, who said afterwards that Moscow, as a co-chair of the OSCE Minsk Group, will step up its efforts to bring en end to the 13-year-old conflict. Both the Armenian and Azerbaijani leaders praised Russia's role in the peace process. Aliev said he asked Putin to raise the Artsax issue with US President George W. Bush when the two meet in Slovenia on June 16. He also made it clear that the postponement of the Geneva summit by no means signified that peace negotiations were dead in the water. "During the Minsk meeting we agreed with Kocharian to continue talks until a peaceful solution is found," he said. A spokesman for the Armenian president insisted on Saturday that Yerevan did not ask the mediators to put off the Geneva meeting, implicitly blaming the Azerbaijani side for the impasse. "We made no requests for postponement, it was the mediators' decision," Vahe Gabrielian told RFE/RL. "We were ready to go to Geneva." Aliev on Thursday denied responsibility for the delay, dismissing claims that he is dragging his feet to try to avoid major concessions on Artsax. Political analysts note, however, that the mediators changed their optimistic mood after their talks with the Azeri leader in Baku late last month.

In a rather complex region, where the interests of different countries have clashed throughout the history, Armenia strives to establish equal, mutually acceptable relations with the countries of the region and with all the interested sides, the President said. According to him, Armenia doesn’t try to play on the disagreements of different states in this region, while seeks an opportunity to smooth away these discords and find more common interests and compromise solutions to the existing problems. During the visit President will meet with EU, European Commission and European Parliament top officials. “We are linked by serious economic interests, too. About 40% of our trade exchange fall on countries of European Union. The export of Armenia to those countries makes $107 million. These are serious figures, and we are interested in their further increase,” Armenian President said. He noted that the bilateral economic cooperation with EU countries is also being developed, particularly with Belgium, France, Great Britain, Germany, Italy, Greece. “There are about 150 enterprises in Armenia partially or wholly based on European capital. Our businessmen more often find business partners in different European countries, and we promote the attraction of European capital into the Armenian economy. Certain work is being done also in connection with large projects. Issue of Armenia’s energy security is of top priority in our relations,” Robert Kocharian said. The official visit of Armenian President Robert Kocharian to Belgium will begin Tuesday, Mediamax was told today in the press office of the president. On June 6th, Robert Kocharian will meet with the vice-speaker of the European Parliament, Renzo Imbeni, and the president of the European Commission, Romano Prodi. The same day the meeting of the Armenian president with NATO Secretary General George Robertson will also take place. On June 7th, Kocharian’s meeting with the president of the European Parliament Nicole Fontaine is planned. The same day Armenian president will hold talks with vice-premier, foreign minister of Belgium Louis Michel, after what the signing of several bilateral documents will take pace.
