LEADERS OF 50 PARTIES AND NGO'S OF AZERBAIJAN SPEAK AGAINST Artsax CONFLICT SETTLEMENT BASED ON OSCE MINSK GROUP PROPOSALS 23.02.2001 YEREVAN, February 23. /Mediamax/. Leaders of about 50 political parties and non-governmental organizations of Azerbaijan declared that they will call on the nation to mass actions of protest if today, at the parliament discussion of the issue of Artsax conflict settlement, the positive attitude of authorities towards the signing of "capitulation" peace with Armenia on the basis of the OSCE Minsk Group proposals will be revealed. As RIA-News reports, the statement of the leaders notes that the proposals of the OSCE Minsk Group contradict the Constitution of the country and the norms of international right. --0--

ALIYEV LEAVES FOR PARIS ON MARCH 3 TO HOLD ANOTHER MEETING WITH KOCHARIAN 23.02.2001 YEREVAN, February 23. /Mediamax/. The press office of the President of Azerbaijan informed today that Heydar Aliyev will leave for Paris on March 3 on the invitation of the French President Jacques Chirac. The press service reports that "during his stay in Paris Aliyev will hold another round of talks with his Armenian counterpart Robert Kocharian over Artsax dispute settlement". The leaders of Armenia and Azerbaijan will first hold a tete-a-tete meeting, after what Jacques Chirac will join the talks. Azerbaijani "Bilik Dunyasi" agency reports that the new Kocharian-Aliyev meeting will last 3 days. An informed source in the Armenian leadership told Mediamax on Feb. 17 that in early-March the meeting of the presidents of Armenia, Azerbaijan and France will take place in Paris. The sources noted that the meeting will be held between President Kocharian's visits to Kiev on March 1-2 and to Vienna on March 6-7. It was earlier assumed that the next meeting of the presidents of Armenia and Azerbaijan would take place on the Armenian-Azeri border. However, the source said, Jacques Chirac's participation in the talks "makes the process more effective". --0--

ARMENIAN FOREIGN MINISTER DENIES INFORMATION ABOUT "VERBAL AGREEMENT" BETWEEN PRESIDENTS OF ARMENIA AND AZERBAIJAN 23.02.2001 YEREVAN, February 23. /Mediamax/. Minister of Foreign Affairs of Armenia Vardan Oskanian denied today at the talk with the journalists the information that the presidents of Armenia and Azerbaijan have reached a verbal agreement on principles of Artsax conflict settlement. Azeri Foreign Minister Vilayat Guliyev declared on Thursday that during the Parisian talks of 26 January 2001 the presidents of Azerbaijan and Armenia "reached a verbal agreement on the principles of Artsax conflict settlement". --0--

PEACE AGREEMENT IS NOT TO BE SIGNED IN THE NEAR FUTURE, ARMENIAN FOREIGN MINISTER SAID 23.02.2001 YEREVAN, February 23. /Mediamax/. Foreign Minister of Armenia Vardan Oskanian expressed surprise in connection with the discussion of ways of Artsax conflict settlement in Azerbaijan's Milli Majlis, which is to be held today. Oskanian noted that peace agreement isn't going to be signed in the near future. Armenian Minister stressed that they decided to publish the three proposals of the OSCE Minsk Group in the Armenian press only after these proposals appeared in Azeri media. Vardan Oskanian found it hard to predict the possible consequences of the publication of the mediators' proposals, noting that no talks are held at present on either of these documents. --0--

CALIFORNIA HOUSE OF REPRESENTATIVES TO CONSIDER THE ARMENIAN GENOCIDE BILL 23.02.2001 YEREVAN, February 23. /Mediamax/. The House of Representatives in the state of California (USA) submitted a proposal to recognize the Armenian Genocide and accept April 24 as the remembrance day. Daro Frommer, a Democrat Representative of the California House, introduced a proposal in which he stated: California recognizes the Armenian Genocide that took place between 1915 and 1923, and designates April 24 as the Armenian Genocide Remembrance Day. Frommer in his proposal also included: In 1988 in the Azeri city of Sumgait, and in 1990 in Baku, 72 Armenians were killed while 350,000 Armenians were deported from Azerbaijan. --0--

ARMENIA IS THE 93RD AMONG 174 COUNTRIES BY HUMAN DEVELOPMENT INDICES 23.02.2001 YEREVAN, February 23. /Mediamax/. Armenia is the 93rd among the 174 countries of the world by human development indices, while in 1999 it was the 87th, National Coordinator of UN Development Program (UNDP) Nune Yeghiazarian said today at a press conference in Yerevan. Today the presentation of the 6th national human development report took place in the Yerevan office of the UN mission, which was prepared by a group of independent experts in cooperation with UNDP together with Armenian President's Office. The report, entitled "Human rights and human development - action in the name of progress", presents the situation in human rights and human development sphere in the context of political and economic reforms. "The choice of the subject is especially actual in the light of Armenia's accession to the Council of Europe", the presentation press release said. --0--

ARMENIA HAS ACHIEVED SOME PROGRESS IN DEMOCRACY DEVELOPMENT, ARMENIAN FOREIGN MINISTER THINKS 23.02.2001 YEREVAN, February 23. /Mediamax/. Foreign Minister of Armenia Vardan Oskanian, speaking today at the presentation of the National report on human development in the UN Yerevan Office, said that Armenia has taken practical steps and has achieved certain progress in the development of democracy and human rights. The minister noted that the National report is very important both for the foreign and domestic policy of Armenia. HEAD OF ARMENIAN CHURCH VISITS WORLD CHURCH COUNCIL HEADQUARTERS 23.02.2001 YEREVAN, February 23. /Mediamax/. Head of the Armenian Apostolic Church, Catholicos of All Armenians Garegin II left today for the first official visit to the headquarters of the World Church Council, located in Geneva. The head of the Armenian Church will meet in Geneva with the Secretary General of the World Church Council (WCC), Conrad Riser, as well as with representatives of orthodox churches, represented in WCC. CATHOLICOS OF ALL ARMENIANS WILL TAKE PART IN THE OPENING OF "TREASURES OF THE ARK" EXHIBITION IN LONDON 23.02.2001 YEREVAN, February 23. /Mediamax/. The opening ceremony of "The Treasures of the Ark" exhibition, at which the Catholicos of All Armenians Garegin the Second will be present, will take place on March 1 in the British library of London. As Mediamax was informed in the press service of Holy Echmiadzin, the head of the Armenian Apostolic Church will leave for London from Geneva, after completing his official visit to the headquarters of the World Church Council. The "Treasures of the Ark" exhibition is organized within the framework of activities for celebration of the 1700th anniversary of adoption of Christianity in Armenia as state religion. AZERI FOREIGN MINISTER CALLS TO SUPPORT ALIYEV'S EFFORTS ON Artsax CONFLICT SETTLEMENT 23.02.2001 YEREVAN, February 23. /Mediamax/. Foreign Minister of Azerbaijan Vilayat Guliyev, speaking in Milli Majlis today, called on Azeri people to support H. Aliyev in achieving soonest peace resolution of the conflict. The discussion of the ways of Artsax conflict peace settlement is being held in Azerbaijan's Milli Majlis today. As "Trend" reports, president of Azerbaijan Heydar Aliyev, as well as responsible officials from the parliament, the Foreign Ministry, political parties, diplomatic missions, accredited in Baku, as well as public figures take part in the meeting. Azeri President, who spoke at the meeting, informed the prerequisites of the Artsax peace process and the activity of the OSCE Minsk Group. H. Aliyev stressed that Azeri people got the opportunity to get acquainted with the three proposals of the OSCE Minsk Group on the Artsax issue settlement, published in Azeri official press, and to express their own opinion. Aliyev stated that he thinks the present process is "very complicated, but progressing". He stressed the importance of the compromises to be made by both the conflicting sides. Azeri Foreign Minister V. Guliyev said "they haven't succeeded yet to achieve honourable peace with Armenia". Azeri former foreign ministers Hassan Hassanov, Tofik Zulfugarov and ex state counsellor for foreign policy issues Vafa Guluzade took part in the discussions. --0--

AZERI PRESIDENT SPOKE ABOUT INACCEPTABILITY OF ALL THE THREE PROPOSALS OF THE OSCE MINSK GROUP 23.02.2001 YEREVAN, February 23. /Mediamax/. Azeri President Heydar Aliyev said in Milli Majlis today that the proposals of the OSCE Minsk Group do not meet Azerbaijan's interests. Bilik Dunyasi agency quoted Aliyev as saying that if Azerbaijan accepted the "common state" concept, it would lose the sovereignty over Nagorno Artsax. President of Azerbaijan expressed discontentment with the other proposals of the mediators as well, stressing that they can't be a basis for talks over the Artsax dispute. Aliyev said he would never sign a peace agreement, which contradicted the national interests of Azerbaijan. If any consensus proposal comes up, it will be certainly submitted for public discussion, Azeri president said. --0--

Second General Assembly of North American Clergymen Held In LA HOLLYWOOD--Close to forty clergymen from the dioceses of Western and Eastern USA, and Canada, held their second united general assembly from February 19-21 at the Saint Garabed Armenian Apostolic Church in Hollywood. The occasion was the feast of Saint Ghevontiank. The assembly was presided over by Prelate Bishops Mousegh Mardirossian and Oshagan Choloyan. Divine liturgy, spiritual reflections, and lectures were presented by Jack Hagopian, Arch. Zareh Aznavorian, and Vartabed Anoushavan Danielian. A letter was forwarded to Catholicos Aram I on behalf of the clergymen who participated in the general assembly.

Armenian Embassy Refutes Reports on Gen. Antranig's Reburial In Armenia WASHINGTON DC--The Armenian embassy in Washington refuted reports made by certain members of the Armenian-American press that the remains of General Antranig will be reburied in Armenia by the decision of the Armenian government. The embassy made the announcement on February 20. The embassy claims reports regarding the General's reburial were put forward by Armenian-American historian Antranig Chalabian , who claims to have received the news from Arman Kirakossian, Armenia's ambassador to the United States. The Armenian embassy in Washington stated the news being spread does not correspond to the truth. The embassy said, "Ever since the remains of General Antranig were transferred to Armenia, many Diasporan Armenians have contacted us to find out what plans are being undertaken by the Armenian government make the General's memory eternal. Chalabian also made a similar inquiry with the embassy, and was told by Ambassador Kirakossian that the government is considering the erection of a monument in Yerevan in honor of General Antranig. The reburial of the General's remains was never discussed between Chalabian and the ambassador." The Armenian embassy added, "Antranig Chalabian informed us of fundraising efforts initiated by him for the realization of the monument, however this has nothing to do with the so-called plans on the General's reburial."

October 27 Resumes After Ten Day Recess YEREVAN (Armenpress)--Prime Minister Margarian in his address to parliament stated, "Every Armenian citizen must promote the transparent process of the October 27 trial." "The case investigation is over and I hope that the trial will be open to the public," he said, ensuring that the government will not take any steps to hinder the normal process of the trial. "The government has done and will do everything to secure order and publicity of the trial," he added. Misak Mkrtchian, a defendant in the October 27 case accused of illegal arms and ammunition possession appeared before the court on February 22. The first hearing in the case was postponed because of Mkrtchian's absence in court. A special police team was sent to bring him in, but he was not found at home. Mkrtchian had been allowed to stay at large before the beginning of the trial. His lawyer Ara Matevosian said that he had already seen his client, who had been out of town for medical treatment for diabetes. Mkrtchian told his lawyer he was not aware of the trial's date.

Arkady Vardanian Released From Custody YEREVAN (Noyan Tapan)--Arkady Vardanian, president of the "XXI Century" International Independent Association, was released from custody on February 22. Vardanian's lawyer Samvel Jaghinian told reporters that the measure of restriction was changed upon the initiative of the preliminary investigation body, as the term of the preliminary investigation completed on February 22. However, the lawyer said, the criminal case against Vardanian is not dismissed. According to Jaghinian, Arkady Vardanian's state of health has not improved; he still remains in a hospital under medical observation.

Frommer introduces genocide bill By CLAUDIA PESCHIUTTA GLENDALE -- A resolution marking the state's annual commemoration of the Armenian Genocide is set to once again come before legislators. Assemblyman Dario Frommer (D-Glendale) this week introduced a concurrent resolution calling on the state to recognize April 24 as the "California Day of Remembrance for the Armenian Genocide of 1915-1923, and for Victims of the Sumgait Pogroms of 1988 and Baku Riots of 1990," according to a news release. The Sumgait Pograms and Baku Riots were attacks suffered by Armenians in Azerbaijan, said Dan Reeves, the assemblyman's chief of staff. "Governments throughout the world must work to keep this new millennium free of the hatred, bigotry and cruelty, which was at the heart of the Armenian Genocide and the other crimes against humanity that marred the 20th century," Frommer said in a statement.

EU TROIKA CALLS ON ALIYEV TO RESTORE ECONOMIC RELATIONS WITH ARMENIA 22.02.2001 YEREVAN, February 22. /Mediamax/. Anna Lindh, Foreign Minister of Sweden presiding in the European Union, called on Azeri President Heydar Aliyev to restore economic ties with Armenia. RFE/RL quoted Anna Lindh saying that this would promote the peace resolution of the Artsax dispute. The EU Troika arrived in Azerbaijan yesterday evening and was received by President of Azerbaijan Heydar Aliyev. Azeri President asked the EU to support Azerbaijan's position in the Artsax conflict settlement. On February 20, at the meeting with the EU Troika in Yerevan, Armenian President declared that the beginning of economic cooperation between the conflict sides could seriously promote the Artsax conflict settlement. However, the president noted, today such an initiative is rejected by official Baku. Armenian President expressed his confidence that the common economic interests may create a favorable atmosphere for the achievement of political resolution. --0--
