Ads banned because smoking killing people in Armenia YEREVAN, November 21. 2013/ ARKA /. The Armenian government has approved today a string of changes to the law on advertisement toughening further restrictions on advertisement of tobacco and tobacco products. Health minister Derenik Dumanyan said television, radio, electronic and print media are banned from advertising tobacco products. He said the approved changes prohibit outdoor advertisement of tobacco products as well as their advertisement in shops and catering facilities. He said tobacco products can be advertised only in special editions, available only in tobacco shops, where sale assistants can advertise cigarettes both verbally and visually. But along with it they must also provide information about the dangers of smoking. Prime minister Tigran Sargsyan said smoking is a serious problem in Armenia killing hundreds of people each year. He urged NGOs to step up their voice against smoking. There are two international days dedicated to the fight against smoking. On May 31 every year, the world observes World No Tobacco Day that is promoted by the World Health Organization (WHO). The objective is to reduce tobacco consumption which can lead to deadly diseases like cancer and early death. Every year, the third Thursday of November is marked globally as smokeout day. Smokers are urged to use the date to make a plan to quit, or plan in advance and then quit smoking that day. - See more at: http://arka.am/en/news/society/armenian_government_toughness_anti_smoking_law_/#sthash.Ox7RvBfE.LHhJ9FWp.dpuf

Armenia Says It's Ready to Host Russian Combat Helicopters YEREVAN, November 21 (RIA Novosti) – Armenia will allocate additional space at the Erebuni air base to host a Russian helicopter squadron being formed to strengthen the Russian air contingent in the former Soviet state, Armenia’s deputy defense minister said Thursday. Russia’s 3624th Air Base at Erebuni Airport in Yerevan currently hosts at least 16 MiG-29 Fulcrum fighter jets operating under air defense agreements concluded between the members of the Commonwealth of Independent States. “The Russian base will be given additional space to host helicopter pads, administrative buildings and fuel-storage facilities,” Ara Nazaryan said at a government meeting. Nazaryan said the Russian squadron at the Erebuni base would comprise 18 helicopters, but did not specify what type. He also said the squadron was expected to arrive by the end of this month. The Erebuni air base is part of Russia’s 102nd military base located in Gyumri, near Armenia’s border with Turkey. The 102nd base has been deployed in Gyumri since 1995 under a bilateral treaty that was extended in 2010 from 25 to 49 years, ensuring a Russian military presence in Armenia through 2044. Artur Bagdasaryan, head of Armenia’s National Security Council, said in June that Russian military bases in Armenia will be modernized and upgraded over the next few years.

-You spoke about the problem of absence of borders. Do you think the railway of Abkhazia may be restored? Can it solve the problem? -For now the possibility is 50/50. I think there may some change of the situation as Georgia has a new Prime-Minister and president. Georgia is a country where the policy does not primarily depend on the president as it was during Sahakashvili’s office. Development of relations between Georgia and Russia depends on the solution of Armenia’s transport issue. -If the railway of Abkhazia re-opens, will it solve the problem of the absence of border with the CU? -It will partially solve the problem as the infrastructure will be strategic, it will help to transport most goods, Armenia will start to breathe, but of course it would be good to have borders. The ideal case would be if Georgia decided to become CU member as well, but it is impossible. TBILISI, November 21, 2013 Georgia’s new prime minister took office on Thursday, a day after he and his Cabinet of ministers was approved by parliament. Garibashvili is a former interior minister, and that position is the only change in the cabinet’s composition. Former Tbilisi police chief Alexander Chikaidze is the new interior minister.

Ukraine Ditches Plans for EU Deal, Turns to Russia KIEV, November 21, 2013 (RIA Novosti) — Ukraine’s government decided Thursday to call off the planned signing of landmark agreements with the EU that could have weakened the former Soviet nation’s bonds with Russia. The Cabinet said in a decree that the decision was motivated by the need to consolidate economic ties with Russia and members of the Kremlin-led Customs Union trade bloc. The stunning reversal will be greeted with dismay in the European Union, which had been hoping to steer Kiev toward closer economic integration with Europe. Earlier in the day, Ukraine’s parliament rejected draft laws aimed at allowing jailed opposition leader Yulia Tymoshenko to seek medical treatment abroad, which EU officials had stipulated as a condition for the agreements to go ahead. Tymoshenko, who is an avowed political rival to President Viktor Yanukovych, is currently serving a seven-year jail sentence on corruption charges that she insists are politically motivated. Association agreements and free trade deals with the EU were expected to be signed next week at a summit in Vilnius. Instead, Ukraine’s government proposed Thursday the creation of a trilateral commission between itself, Russia and the European Union to explore ways to deepen mutual ties. The decree also ordered the resumption of an “active dialogue” with the Moscow-led Customs Union, which includes Russia, Belarus and Kazakhstan. Kremlin spokesman Dmitry Peskov welcomed Ukraine’s decision to build up cooperation with Russia. “We clearly welcome the desire of our close partner Ukraine to optimize and develop trade and economic cooperation,” Peskov said. Kiev’s volte-face is likely to be hailed as a foreign policy victory for Russian President Vladimir Putin, who has not hidden his distaste for Ukraine-EU integration. Ukraine has come under sustained pressure from the Kremlin in recent months as diplomatic negotiations over its alignment with the EU intensified. As well as the threatening the imposition of a strict new customs regime, Russia also ratcheted up pressure on Kiev, which depends on Russia for its energy supplies, over payments for gas imports. Putin said Thursday that Russia would be willing to take part in a trilateral commission with the EU and Ukraine, as long as Ukraine halted its current European integration plans, Russian media reported. There have been signs of growing nervousness among Ukraine’s leadership in recent days about the impact that the EU agreement could have on all-important economic relations with Russia. Prime Minister Mykola Azarov acknowledged on Wednesday that his country had already registered significant losses because of shrinking trade volumes with Russia and other members of an alliance of former Soviet countries, the Commonwealth of Independent States. “Trade turnover grew significantly in 2012, but in 2013 we have lost nearly one-quarter of our trade turnover with CIS markets,” Azarov said. “Those economic losses are significant for us, and Ukraine has been facing serious [financial] hardships lately.” Azarov said that his government’s top priority for next year was to have Russian trade barriers removed and to bring the rapidly worsening state of trade with Russia back to normal. “It’s no coincidence that when drafting the budget, the main economic figures for 2014 will depend on whether we are able to create mutual understanding with Russia,” he said. Azarov made the remarks after meeting with Russian Prime Minister Dmitry Medvedev on the sidelines of a CIS prime ministers’ council in St. Petersburg. President Yanukovych, who was in Austria on a state visit Thursday, said that his country remained open to integration with Europe, hinting that the issue could be revisited at a later stage. “We have a little way left to the peak. We are not afraid of difficulties, we are certain that we should in future go along the path of European integration,” he said. Asked about the likelihood of Tymoshenko's release, Yanukovych said that any decision on the former prime minister could only be taken in parliament. “This matter has spilled out into society and into the international community,” he said. “The release of Tymoshenko should be resolved primarily within the framework of the law.” Ukrainian deputy Prime Minister Yuriy Boiko said Thursday that the decision to reverse course on EU policy was in the national interest. “The government based itself on exclusively national interests, the interests of protecting employment, increasing the economic stability of the government and boosting productive potential,” Boiko said. Boiko added that Ukraine had given up hopes of receiving International Monetary Fund credits as Kiev was unwilling to comply with demands to hike prices for household utilities by 40 percent. “The position of our president is that we cannot impose the conditions of this onerous contract, which was signed by the previous government, on the shoulders of our people. So there will be no increase in tariffs,” Boiko said. Updates with comments from Kremlin spokesman, deputy Ukraine prime minister.

With the fall of Saddam Hussein, Iraq has become Shiite-controlled and a client-state of Iran where 89% are Shiites. Syria is ruled by a Shiite sect. And Bahrain, with its 65% Shiite population, is a threat at the heart of the Saudi Kingdom. All of this is making the Saudis feel like being cornered. Add a restless Shiite minority in Saudi Arabia, and economic troubles and problems among the Saudi princes then you get the picture why the Saudi rulers are feeling restless. Why the Shiites are a threat to them? Looking into the history of the Shia-Sunni is looking at the blood feud between these two main branches of Islam. Consideration should be taken that the Iranian mostly are Aryans racially while the other side belong mostly to the Semite race. Both those two races have cultural differences and different histories. It is known that Iran had decades-long threat to overthrow the Saudi regime. And lately, there has been this Shiite prophecy that the Mahdi would come when King Abdullah of Saudi Arabia dies. So it looks as if Iran would like to hasten this process along. Saudi Arabia is funding the rebellion in Syria and sending men, arms and dollars in order to topple the Shiite rule and replace it with a Sunni rule with the blessing of the West and Turkey (and perhaps that of Israel). That's why Saudi leaders are praying that an Israel’s strike on Iran’s nuclear facilities would come sooner than expected. There is no doubt that S.A. has increased ties with Israel over concerns about Iran. Israel is now able to make deals with S.A. and other Gulf states. Saudi Arabia and other Gulf states are critical money-weapon-terrorists pipelines to Syrian rebels in a proxy war with Iran and Lebanon's Hezbollah over Syria. While Egypt, that depends on Gulf money as lifeline and seeks now to rebuild the broken ties with Israel, is taking a neutral position over Syria, and the Gulf states want Egypt to remain in that position as any tilt or shift of Egypt toward actual help to Syria's Bashar Assad will change the current situation in the conflict. During John Kerry's visit to Riyadh this month the Saudi leaders conveyed this message to him: "Don't trust Tehran, tighten sanctions, ask for a complete nuclear concession from Iran". The same thing that Israel has been asking for a long time. "the enemy of my enemy is my friend".

Why Armenians are seeking for greener pastures in foreign shores? Many reasons have been given except this one. Armenians have lost their vision and without a vision a people perishes. How did this came about? Having a vision is like planting a seed and caring for the plant with love as it grows in a fertile soil, the Communist system did not provide this fertile soil, it obligated the Armenians to live without initiative of their own, without any vision, always dependent on the state to take care of their needs: like providing a secure job, free state healthcare, always a roof on top of their head in low quality housing, and (contaminated) food to fill their bellies with. People were somehow happy then, and even now there are unsanitary longings in Armenia for the old happy Soviet days; people did not know that there is no free "lunch" as the saying goes, they had to pay the price somehow and someday; that price was losing their vision and without a vision a people perishes. Armenians in Armenia have despaired now from finding again their vision there, they are emigrating in lookout for their lost vision in foreign countries. They know full well that it won't be easy, they are going (except for those who go to Russia) into places different culturally and educationally, where they have to start from scratch facing many hardship and challenges during which some of them regain their lost vision successfully and others die trying. Is this emigration necessary? It is not. Everyone has the vision inside, they have to look for it inside themselves because the Kingdom of Heaven is inside each person. The problem is nobody is teaching this in Armenia; and as is said in the Bible that if a blind leads other blinds all fall into a ditch. If nobody is restoring the vision to Armenians, they have to go looking for that restoration in foreign lands. Some will not achieve their goal, others will.

Cheese invented that heals dysbiosis Healing cheese presented by Armenian young scientists by Lusine Movsisyan November 12 2013 Whole article: http://en.168.am/2013/11/12/656.html Ամբողջական հոդվածը կարող եք կարդալ այս հասցեով՝ http://en.168.am/2013/11/12/656.html © 168 Ժամ առցանց լրատվական կայք Three Armenian young scientists worked together for a year and invented cheese that heals dysbiosis. This problem is widespread in the world and 82% of people in the world want treatment. The young scientists proved their tests positive one year ago, however, it took them a year to arrange proper documentation for organizing production of this cheese in Armenia. We were informed by Anahit Manasyan, founding director of TECTVM non-for-profit organization, that the group of scientists had gone through a long process to get their invention approved by proper documentation. Inventors of the healing cheese are Anahit Manasyan, Nairi Grigoryan and Gohar Grigoryan. “We have done a lot of tests to prove the healing capability of the probiotic cheese, but most of our time was spent on acquiring the documentation. The cheese is there, everything is ready, but still we have to go through paperwork with different institutions to organize the production,” said A. Manasyan. Nairir Grigoryan, a scientist of bacteria-related disciplines who has helped the group on their invention, says this new type of cheese cures dysbiosis and increases the resistance of the body. “Goat cheese is healthy food, and existence of probiotic bacteria in it doubles its healing capability,” said N. Grigoryan. She says that the human body has bacterial microflora, and the balance of bacteria is affected by stress and low immunity. The type of cheese restores the balance of bacteria. After eating this cheese for two weeks one can feel the difference. This cheese can be used by people who don’t have dysbiosis problem. At a recent StartUp Cup competition the TECTVM group was the winner due to its business model for goat cheese production. The group was awarded 1,200,000 drams for the invention. The group realized the project with the help of their friends and this money. They organized the presentation of their new product at Crumbs bakery store in Glendale Hills district in Yerevan. The group of young scientists have come to an agreement with a large Armenian cheese production company. They will be able to start mass production after finalizing the documentation. The cheese will be available in the market next year. The young scientists say the cheese will be affordable for customers.

“It is possible, but…”by Nelly Grigoryan Nov.19.2013 http://en.aravot.am/2013/11/19/162600/ Society and opposition against 5% obligatory pension payment Since 1 January 2014, the obligatory funded pension system will be introduced in Armenia, which recently faced counteraction of the parliamentary opposition and certain sections of society. With the introduction of the system from January 1, the actual salary will be reduced by 6.6-13 %. Moreover, the foundations where these amounts should be deposited are private and, in fact, do not give money back guarantees. By the initiative of parliamentary opposition, as we know, a special session was convened on Friday with an agenda to delay the “mandatory” component of the law for one year. The session failed by consecration of the political majority, although RPA and Rule of Law part participated in special petition, and the Head of RPA faction Galust Sahakyan said they will not fail the special. The representative of political majority said that the reason for failing the session was the following, they learned that the opposition is going to conduct substantive discussions. Then, the members of “Against 5% obligatory pension payment” initiative conducted a protest in front of the Parliament and RPA main office, and the parliamentary opposition disseminated a joint statement condemning non-constructive stance of political majority. Yesterday, at the press conference, members of “Against 5% obligatory pension payment” initiative stated that they will continue to fight. They said that they the possibility of organizing mass strikes and demonstrations are pending. How to continue the fight? To the question of “Aravot”, the Head of Heritage faction Zaruhi Postanjyan said in her view, the rebellion needs to be continued. “In all workplaces, I think, there should be small groups created, and begin the series of strikes.” And what options of legal fight are there that the opposition must apply? Ms. Postanjyan said that probably a special session with the same agenda will again be convened. “Legal mechanisms exist, but as the majority is not tended to respect the legal mechanisms, therefore, such legal mechanisms do not succeed. But I think that this power would very easily cede when they begin specific actions of strike. There is almost no such family, which is not affected by this deduction, it refers to about 250 thousand people, and this huge fundraising will be transferred to an unknown accumulated foundation.” We asked whether there is a specific agreement in the parliamentary opposition with regard to cooperation, coordination and directing with the newly established movement. Ms. Postanjyan said that during the last meeting, representatives of all opposition parties have said that the application of the law should not be allow from January 1, and everyone’s efforts is required. Zaruhi Postanjyan thinks that this mentality should keep moving on. However, there are no specific and clear arrangements or plan of actions. In the conversation with “Aravot”, PAP MP, the party’s Spokesman Tigran Urikhanyan said regarding this topic that they also think that further combat operations should be continue within the framework of logic of the joint statement made by the parliamentary opposition parties on Friday. There is still no clear plan of action, but Urikhanyan believes that the option of joint steps will still be under consideration by factions. Our interlocutor reminds that the PAP has submitted its recommendations regarding this law, some of which are related to the age threshold, obligatory component, and so on, are still topical. He recalled that the PAP once has submitted a draft law to the government on deposit insurance, one of the core mentality of which was that the deposits should be formulated as an internal state debt, rather than material support, as it is formulated now. “A state that has not yet compensated, moreover, has not acknowledge this commitment towards its own citizens, how does it claim that its citizens will again have confidence in it by giving their sweat-earned money for a long perspective to be ever returned, under the condition of unclarity of indexing, inflation and other issues,” said Tigran Urikhanyan. To the question whether he considers it possible that the social rebellion and the activeness of political parties can make the authorities face serious problems, as some opposition expect, Urikhanyan answered, “The difficult situation that drives people, first of all, to seriously consider to complain and mutiny under such projects, is a serious matter for the authorities. If it were not the difficult social situation, I think that this project would not cause such a degree of dissatisfaction. Finally, the expression of the protest, by itself, should be a problem to the authorities. The authorities, particularly, the government, as an author and initiator, if not already facing a serious problem, then I leave the conclusions to you.” Tigran Urikhanyan also hinted that we already have the display of “honesty”, meaning the answer of the Prime Minister to his question at the last four-day parliamentary sitting, saying, “In fact, it turns out that a lot of things is clear and acceptable for them, there are opportunities to improve, but there is no desire. It is possible, but, not.”

(Reading this article by Babken, I wonder: is the Armenian government signing its own death warrant?) Brain Drain trend more visible November 9 2013 Ամբողջական հոդվածը կարող եք կարդալ այս հասցեով՝ http://en.168.am/2013/11/09/621.html © 168 Ժամ առցանց լրատվական կայք By Babken Tunyan Whole article at http://en.168.am/2013/11/09/621.html Back in September over 70 IT [Yerevan Armenian] professionals applied to the Prime-Minister with an open letter asking to revise the “law on compulsory pension fund.” In IT sector salaries are higher and totally taxable as they have to show their real income. This means that IT professionals have to pay higher amounts than others. The authors of the letter wrote with almost an open text that they have received numerous offers from other countries [specially from Russia, that country plans to to double its 350,000 jobs in IT sector], which have high demand for IT professionals, thus this new law would boost “brain drain” and emigration. In the beginning of this month they submitted another letter with the same content addressed to the Prime-Minister. The new letter was signed by 46 employees of largest IT companies in Armenia. Failure of the government to solve the problem of the IT sector will be a condition making IT professionals emigrate. They would prefer the United States or Europe, but in case of finding well-paid jobs Russia would be a good option too. There are approximately 7-8,000 people employed in IT sector in Armenia. This means that the demand for 200,000 IT specialists in Russia will “gloat” our professionals. What will happen then? There is high demand for IT professionals in Armenia, too. For example, in a recent interview the chairman of the Information Technology Enterprises Union Karen Vardanyan said that a lack of well-educated professionals in the Armenian IT sector is creating even more demand for professionals, which is one of the main obstacles for the development of IT sector in Armenia. According to different estimations, many companies in IT sector of Armenia have challenges with finding professionals they want, thus they have to hire people with more or less good education and skills, even though they may not be a good fit for them. The conclusion is that if the government does not compromise and does not revise the decision above, IT professionals may emigrate. If this happens, the IT sector will be paralyzed in Armenia. By the way, the government has announced that IT sector is priority sector for the Armenian economy. [but it did not back its words with action by making IT specialists free from taxation or making tax voluntary for them, by allowing IT specialists and those employed by them giving their taxes on voluntary basis --something which have made Russian, US and European IT people coming in droves to Armenia, plus left the Armenian specialists happy]

This article was based on some reports coming from inside Armenia, most being of secret nature but circulated among the experts in the scientific field of Armenia as "for your ears only". No links or names are given because of not jeopardizing certain individuals as this matter is of absolute secrecy in Armenia. Azerbaijan, with the technical help of Russia and Israel, invested millions (perhaps billions) in modernizing its tanks and buying up-today ones; however this updating of its tanks may prove to be a funeral for its tank force since Armenian military tech expert have found a way to disable those tanks and stop them on their tracks before they even reach the firing distance. What was found by the Armenian scientists that those computers in the enemy tanks work with WiFi, and with bluetooth cards (as replacement for older USB drives), the solution was in finding a way to hack those computers in order to disable and bring the tanks to a stop. Finding a way to do this was not easy, its took years of research and experiments by the Armenians. The crew of the enemy tanks have to use radio signals for communication purposes, they can not do without communication with other tanks in the battalion and with the headquarter that coordinate and singe the attack. Take note that TV remote controls also use high-frequency sound for communication. Decoding the encrypted data transmitted by radio signals is easy, slicing those waves signals is easy also, inserting new data into the wave after slicing it is easy. (for example the new erroneous data inserted can be: "tank No.5 turn to left" in the place of the original signal coming from coordinator commander that said "tank No.5 turn to right of file"). What the Armenians found was that those new updated computers on the Azeri tanks transmit waves, and the best example for this is how a wireless mouse (and wireless speakers) works with a computer. The hard part was to come near those computers and then hack them by transmitting viruses wirelessly (jump the air as they say), Armenian were able to find the new malware virus for infecting the computers of the tanks, that was not hard to do, the hard part was getting close to the hardware of the computers inside the tanks to do the air gap jumping and shutting them down. What the Armenian scientists discovered was that, after slicing the waves of radio signals, they are able to insert this new virus into the signals and thus the virus would be carried inside the tank and into the computer of the tank. When the computer is crashed the tank or the vehicle will come to a stop. It will take a long time before the crashed computer is repaired, meanwhile those sitting tanks would be an easy targets for the Armenian forces to burn them down with their crew, most-likely when the Azeri crew see their tanks are disabled they will abandon them and run for their lives.

Arpa, you have been "flogging" me in this forum >{They called the apostles in and had them flogged. Then they ordered them not to speak in the name of Jesus, and let them go (Acts 5:40)} Like the "they" in the verse above you want me out of this forum since the first post I made which was not religious one, so your rants against my religious subjects in this forum do not hold ground. You are more inclined to be racist. I am a bit "racist" myself also in the sense that I love very much the Eastern Armenians and very little the western ones from Arab countries and Turkey; or would I say I used to since Jesus took racism and hate out of my heart, it is like I do not want to associate with some western Armenians not all of them. And you Arpa are among those "some". Since you brought the subject of the name of Jesus, as quoted, be it known to you that: -Jesus is not derived from pagan names. -Jesus is not a false name. -Jesus is not of pagan origins. -Jesus is not a false name for Messiah. -Jesus is not a twice removed translation of the name. -Jesus is not merely a name used by boastful Christians, hateful Jews, and a swear word by the lost humans -Jesus is not being used for the sake of anti-torah or anti-jewish tradition. -There is no emphasis in the Bible to restore to the Savior His Jewish identity. --Jesus is the only name in which salvation is found (Acts 4:12). The Apostle Paul warned "But I fear lest by any means, as the serpent beguiled Eve through his subtlety, so your minds should be corrupted from the simplicity that is in Christ. For it he that comes preaches another Jesus, whom, we have not preached, or if you receive another spirit, which you have not accepted, you might well bear with him." (2 Cor. 11: 3-4) HIS NAME IS SOVEREIGN "Wherefore God also hath highly exalted him, and given him a name which is above every name: That at the name of Jesus every knee should bow, of things in heaven, and things in earth, and things under the earth; And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father”. (Phil 2:9-11) “Jesus saith unto him, I am the way, the truth, and the life: no man comes unto the Father, but by me” (John 14:6). “Jesus said unto her, I am the resurrection, and the life: he that believes in me, though he were dead, yet shall he live” (John 11:25). "She will give birth to a son, and you are to give him the name Jesus, because he will save his people from their sins" (Matt 1:21). "But these are written that you may believe that Jesus is the Christ, the Son of God, and that by believing you may have life in his name" (John 20:31). "Then Peter said, "Silver or gold I do not have, but what I have I give you. In the name of Jesus Christ of Nazareth, walk" (Acts 3:6). "By faith in the name of Jesus this man whom you see and know was made strong. It is Jesus' name and the faith that comes through him that has given this complete healing to him, as you can all see" (Acts 3:16). "Then know this, you and all the people of Israel: It is by the name of Jesus Christ of Nazareth, whom you crucified but whom God raised from the dead, that this man stands before you healed" (Acts 4:10). "Then they called them in again and commanded them not to speak or teach at all in the name of Jesus" (Acts 4:18). "Stretch out your hand to heal and perform miraculous signs and wonders through the name of your holy servant Jesus" (Acts 4:30). "For God so loved the world that He gave His only begotten Son that whosoever believes in Him should not perish, but have everlasting life" (John. 3:16). The name of Jesus is the only authority in the world that has the power to cast devils out...for that reason many humans will not take refuge in that name because they are full of devil spirits putting obstacles and strongholds in them for returning to their creator.

http://armeniafundusa.org/i/t2013/telethon2013bnr.png On November 28th, 2013, Armenia Fund’s 16th International Telethon to put northern regions in the spotlight. But you do not have to wait for 28th the Thanksgiving Day holiday, you can go to the site now or anytime and make your donation early : http://armeniafundus...19-telethon.htm In the site there is the a list of TV stations and channel guides, and times, of each state where the telethon will be aired live. A donation of $365 will cover the cost of construction of 1.5 meters of the new highway. The road from Vardenis in Armenia to Mardakert in Karabakh, totals 117 kilometers (72 miles), estimated cost $30M. Over 150,000 residents and 30 communities stand to benefit from the new highway. It covers such varied terrain that there are multiple construction, engineering, and public safety challenges involved. There is a significant stretch of unpaved, dirt-covered road that changes dramatically in width at different intervals and involves as many as 16 bridges and overpasses, 339 sharp turns, 17 of which are serpentine configurations. Other sections have been partially blocked due to landslides or river swells, adding to the hazardous conditions. Finally, new road signage, protective barriers and other modern standards of road safety must be installed to meet current safety standards and government regulations. The constructor will provide 5-year warranty for the road. Building an alternate route between Armenia and Karabakh is the designated campaign theme of the upcoming Armenia Fund’s 16th International Thanksgiving Day Telethon. The goal of this massive public works effort is to turn the roads that currently link a string of strategically important towns in northern Armenia and northern Karabakh into a modern highway system. The new route is projected to promote trade, cooperation, and economic development among vulnerable border communities that are vital to national security. http://armeniafundusa.org/ http://armeniafundusa.org/i/t2012/btn-txt.png Charges will appear on your wireless bill, or be deducted from your prepaid balance. EU Sees Ideal Conditions for Trans-Caspian Gas Pipeline ASHGABAT, November 19.2013 (RIA Novosti) – A senior European Union diplomat in the energy-rich nation of Turkmenistan said Tuesday that current conditions are ideal for the construction of a natural gas pipeline across the Caspian Sea. The long-planned pipeline would be designed to carry gas from Turkmenistan to Azerbaijan and then onward to customers in Western Europe while bypassing Russia. Denis Daniilidis, who currently heads the EU mission in the Central Asian country, said negotiations are ongoing to draw up an agreement on construction of the pipeline. The diplomat told an oil and gas conference in the Turkmen capital, Ashgabat, that some final outstanding issues remained before a document could be signed. Daniilidis said, however, that he believed the trans-Caspian pipeline could be completed before full implementation of the EU-driven southern gas corridor, a project to create the infrastructure needed to transport gas to Europe from Caspian and Middle Eastern sources. The southern gas corridor was given additional impetus by the adoption of a strategy at an EU summit in May to develop priority energy infrastructure by 2020, Daniilidis said. Daniilidis said that the EU, Turkmenistan and Azerbaijan have drawn up an agreement, to be signed later this year, to ensure that any pipeline built in the Caspian would adhere to the highest environmental standards. The trans-Caspian pipeline would enable Turkmenistan to circumvent Russia when delivering its gas to Europe. Brussels has increasingly sought to reduce its reliance on Russia for energy supplies. Prospects for the pipeline could be hindered, however, by the uncertain territorial status of the Caspian Sea, which is shared by five nations: Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. Russia and Iran insist approval of all five littoral states is required before any work on a pipeline can begin.

Russia to Boost Joint Air Defenses with Ex-Soviet States MOSCOW, November 19. 2013 (RIA Novosti) – Russia is planning to strengthen its integrated regional air defense network with Belarus and set up similar joint networks with ARMENIA and Kazakhstan, President Vladimir Putin said Tuesday. “Such cooperation greatly enhances the defense potential of Russia and its partners, and contributes to strengthening peace and stability in Eurasia,” Putin said at a meeting with senior commanding officers in Moscow. Moscow and Minsk signed an agreement on the joint protection of the Russia-Belarus Union State's airspace and the creation of an integrated regional air defense network in February 2009. The network reportedly comprises five Air Force units, 10 air defense units, five technical service and support units, and one electronic warfare unit. It is part of the integrated air defense network of the Commonwealth of Independent States. Russian Defense Minister Sergei Shoigu said in April that a number of Su-27SM3 fighter jets will be put on alert duty at the Lida airbase in Belarus. Russia will also deliver four battalions of S-300 surface-to-air missiles to Belarus next year in addition to Tor-M2 air defense batteries earlier deployed in the country. [Armenia already has such S-300 battalions, plus one or two S-400] Russia announced plans to set up regional air defense networks with members of the Collective Security Treaty Organization, a regional security bloc that also includes Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan. Apart from Belarus, Moscow signed an agreement to establish a regional air defense network with Kazakhstan last year. A similar deal with Armenia has been in the works for some time, and Moscow will help Yerevan to expand and modernize its relatively small air force, according to CSTO officials.

http://amaanews.files.wordpress.com/2012/09/dsc01577.jpg?w=450&h=300 Edward and Pamela Avedisian proudly stand beside the architectural plan of the new Avedisian School at the Groundbreaking Ceremony on June 22, 2012 in Yerevan, Armenia. An Interview with Edward Avedisian, Benefactor of the Avedisian School in Yerevan Posted By Christian Garbis On June 29, 2012 http://www.armenianweekly.com/2012/06/29/an-interview-with-edward-avedisian-benefactor-of-the-avedisian-school-in-yerevan/print/ On Fri., June 22 a groundbreaking ceremony was held on the site where the new Khoren and Shooshanig Avedisian School will be constructed in the Malatia-Sepastia district of Yerevan. Among the numerous guests present were principal Melania Geghamian, Armenian Missionary Association of America (AMAA) vice-president Jeanmarie Papelian, and AMAA Armenia deputy representative and operation manager Harout Nercessian. The Avedisian School that stands today, which was donated by the Armenian government and is operated by the AMAA, is outdated and in partial disrepair. Rather than putting funding into renovations, the school’s grantors, Edward and Pamela Avedisian, decided to build an entirely new structure—a “green” building, the first of its kind in Armenia. It will also carry LEED (Leadership in Energy and Environmental Design) certification, a widely implemented construction standard in the U.S. The expansive plot of land on Arno Babajanian St. in Sepastia was also donated to the AMAA in 2009 by the Armenian government. Edward Avedisian is a former clarinetist for the Boston Pops and Boston Ballet Orchestra turned investor and philanthropist. He is also a trustee at the American University of Armenia (AUA) and is a member of the AMAA board of directors. He and his wife have pledged to donate $5 million towards the construction of the new school, with another $5 slated to be raised by donors. I had the opportunity to talk with Edward Avedisian before the start of the ceremony. Below is the Q&A. Christian Garbis: Please explain the importance of the school and what differentiates it from others in Armenia, Yerevan in particular. Edward Avedisian: The new school is scheduled to open in September 2014. As we can see from the plan it looks quite different, and it is. We are using new technologies; it will be sustainable in terms of energy and we will use the wind, water, and different kinds of insulation to make it more efficient. More importantly, this will be the most earthquake resistant building in all of Armenia. Also, because there’s so much interest in what will be a LEED building with these new technologies, the structure under construction becomes a laboratory. Architects and designers will come to see how these efficiencies will be implemented. The building will be positioned to make the most of efficiency from natural sunlight, so that overhead lamps will not be necessary in the day, with one side of the school to be made almost entirely of glass. For students there will be a focus on renewable energy education. The NST Architecture Studio based in Yerevan conceived it with the enormous help of Ronald Altoon of Altoon Partners in Los Angeles, who designed the Paramaz Avedisian Building at AUA. So this is a cutting-edge building. We need energy in Armenia and we’re going to hopefully be producing so much energy during the summer when the school is closed that we can push it back into the system and get credit for it. C.G.: Can you tell me more abut the curriculum of the school? E.A.: The curriculum of the school is government mandated. It is a public school, to service the children in this area who are particularly needy. We started here in 1999 in a very dilapidated building. The government was kind enough to give us this land on a 99-year lease. We have grown from 75 students to over 300, and when we finish here we’ll have over 500 students. C.G.: Why was this site chosen for the school? E.A.: Well, it was available and it is close to the present school. It is an expansive land that we thought we could use because beyond what you see here [points to the right side of the building plan] is an elementary school, so it’s a campus. There will be elementary, middle, and high schools right here. On the top floor will be a glass enclosed area, a conservatory, which will be a place for students to experiment in environment studies about heat and light, how its diffused, and how this building can be more efficient. Not only that, we don’t want the building to be the last one. We hope that the building that will subsequently be built will be better than this one. And here’s where we start, here’s where we’re going to experiment. We know what experiments we’re going to run, we know they’re good, and we hope to prove it. C.G.: So this will be a model for future schools, not only in Yerevan but all over Armenia? E.A.: Exactly. Not only that, we have very stringent and high standards of accomplishment for students in this school. They are continually winning prizes in competitions countrywide, two years in a row in Russian-language competency with different teams. Also in 2010 we held the first prize in French competency. The scores in math and sciences are very, very high, so we’re pleased with the quality. The building represents the quality of thought of the most advanced design. The kids on the inside exemplify the most advanced quality of education. Our teachers are excellent—all they need is a chance to teach. And we need to bring to them a living wage. With that, there’s no problem. There’s a lot of tremendous teaching that can go on, and we have the benefit of excellent teachers. We will not leave any child behind and we will get them to do the best they can. If for some reason they are not eligible to go to a university, we will provide them with training in a field of expertise to make a living. So we’re trying to cover the entire picture. In addition, as part of a long-range plan because of my connection with AUA, any child that comes through this school starting at age three can go through here without paying anything. He or she can proceed and go to AUA the same way, without paying any money. If he or she can pass the entrance exams, they’re accepted. So with the money raised to fund their educations, a child can go from kindergarten to getting a master’s and hopefully soon a doctoral degree, taught right here in this country with the best teachers.
