Minas Avetisyan Mural in Danger Due to Gyumri Municipality Negligence

The Asparez Journalists Club issued a statement today that it had obtained a copy of a letter sent by Arman Avetisyan, President of the Minas Avetisyan Charitable Foundation, to the Shirak Regional Administration.

 

In the letter, Arman Avetisyan accuses the Gyumri Municipality of not fulfilling all its contractual obligations regarding the restoration of Minas Avetisyan’s mural “Armenian Pastoral”, and that the art work may be irrevocably lost as a result.

 

The Foundation has urges the Shirak Regional Administration to intervene in order to save the mural which is considered a national treasure.

“Armenian Pastoral”, a 1973 mural by famed Armenian artist Minas Avetisyan that was destroyed in the 1988 earthquake is being painstakingly restored under an agreement signed by the cultural ministries of Italy and Armenia.

 

The Italian and Armenian experts restoring the mural are being led by Fabrizio Iacopini a lecturer at the Palazzo Spinelli Art and Restoration Institute in Florence and a renowned restorer in his own right.

 

The material used to put the pieces of the wall mural back together is a mysterious Italian concoction made by boiling bull bones until the right consistency is reached.

Hasmik Hakobyan, a student at the Panos Terlimezyan Art College, says she’s so impressed by the skills of the Italian restorers that she wants to continue her education in Italy.

 

“I’ve always been attracted to art restoration but the field sadly has no future in Armenia,” says Hasmik.

“In 1966 a flood hit Florence and many works were damaged and in need of restoration. Many schools specializing in mural and fresco art were opened. They differed greatly from those dating back to the 1800s,” says Saribekyan.

The wastes of Armanis gold mine are dumped in the yard of the local

school, while children play there. This information together with

attached photos is disseminated on Facebook social network by

Stepanavan Aarhus Center Coordinator, Chairman of EcoClub Manya

Meliqjanyan.

 

The schoolyard is a public territory with dumped wastes, which contain

toxic substances and heavy metals. But this is not the whole problem.

Manya Meliqjanyan has been raising the problem with environmental

pollution with Armanis gold processing plant and mines, particularly,

dumps to the Dzoraget River. The initiative group on saving Dzoraget

River has addressed a letter to Public Prosecutor Aghvan Hovsepyan

with a demand to take measures about "Sagamar" LLC developing Armanis

mine for the purpose of stopping pollution.

 

The Public Prosecutor's Office forwarded the complaint to Lori

Regional Prosecutor K. Shahverdyan in its official reply. Reminder:

Nature Protection Ministry informed EcoLur that "Sagamar" LLC is in

the list of companies due to undergo inspection in 2012, says EcoLur

NGO.

Director Forces Vardenis Psychaitric Patients to Graze His Private Livestock

It appears that the director of the Vardenis Psychiatric Hospital is forcing patients to work as animal herders.

 

Director Nver Hovhannisyan took a group of patients up to the Nerkin Shorzha village and told them to start grazing the sheep and cows. The patients must also milk the animals, some of which belong to the hospital, but others belong to Hovhannisyan and his friends.

 

We apologize to the relatives of the patients for publishing their names and the disorders they suffer from.

 

When we reached the village by car, we got out and started to climb to the nearby mountain on foot where we spotted the grazing animals.

 

The first person we met was Hounan, who was tending a flock of sheep. We had a tough time conversing with the man. He could only get out one intelligible sentence. After that, it was a mish-mash of unrelated sentences.

 

Hounan Navoyan told us he was 45, from the Gegharkounik village of Astghadzor, and suffered from schizophrenic.

We know most of the patients by name since we’ve been dealing with the issues of the Vardenis Hospital starting in 1997. Moushegh is one of our old acquaintances. After a welcoming hug, Moushegh told us how he wound up at the hospital.

 

The man pleaded with us to talk with hospital management to get him transferred back to the institution rather than working high up in the mountains. He told us that employees even beat the patients.

 

"Those guys hit me and broke all my teeth," said 49 year-old Moushegh from the town of Hoktemberyan. He told us his relatives have no idea that he’s now grazing animals in Nerkin Shorzha.

 

The patients told us that they are given nothing to eat for lunch.

 

Stepan, the third patient we met, was working in the barn. He’s schizophrenic as well.

 

We were told that a fourth patient, Tereza Minasyan, was recently transferred back to the hospital. She had been milking cows in the village but fell sick. Tereza now must undergo an operation for an inflamed large intestine. The hospital says it will foot the bill but the woman is still waiting.

 

It’s cold up in the mountains and the work is hard. The patients live in squalid conditions.

 

While it’s true that work therapy is an accepted form of rehabilitation, practiced by the Vardenis Hospital in the past, it was only for an hour or two a day and under a physician’s supervision.

 

The Vardenis institution is the final stop for all those deemed to be untreatable. Other hospitals send problem patients to Vardenis. The patients here are heavily medicated and looked after.

 

Those working in Nerkin Shorzha aren’t provided any medical supervision. The director’s friends are the only outsiders monitoring the patients. You can bet these people are more interested in the work, and not the health, of the patients.

 

Recently, the RA Control Chamber had sent a team to inspect the Vardenis Hospital. Before the team called for a roll-call of the patients, management had brought those working in the village back to the ward. When the inspectors left, the patients were sent back to the village.

 

The Vardenis Hospital is run by the Ministry of Labor and Social Affairs, The ministry also carries out periodic inspections. During such inspections, hospital staff often fill in for those patients working in the village.

We contacted the ministry, wanting to find out if its inspectors had uncovered any violations. Hasmik Khachatryan, who runs the Public Relations Unit, told us that the ministry was still compiling data from the last inspection and that their findings weren’t ready for publication. The minister was away from his desk and would be back by the week’s end.

 

Director Nver Hovhannisyan denied that any patients were working in Nerkin Shorzha grazing livestock. He told us that even though he was new to the job, everything was above board and normal.

 

We told him tat we had visited the village and saw several patients there. We asked if it was a form of therapy. He answered that it was, but that they are only sent to get a change of scenery and walk in the fresh air.

 

- You send them to Shorzha for walks?

 

- We send them all over. Not just to Shorzha. It’s medical therapy.

 

- We also saw the patients grazing your animals.

 

- Give me a break, already.

 

- Does the hospital have animals in Nerkin Shorzha?

 

- No.

 

- Do you own animals there?

 

- No.

 

- So what were your patients doing there?

 

- They weren’t our patients. Who gave you that info?

 

- Moushegh Bazoyan, Hounan Navoyan, Stepan and Tereza aren’t your patients?

 

- They’re all at the hospital now. They never were there on their own.

 

- But they are your patients?

 

- I can’t say at this moment. I don’t remember the names.

 

- What’s Tereza’s medical condition?

 

- Very good. It’s always been good.

 

Many in the neighboring villages know that patients from the psychiatric hospital are tending animals in Nerkin Shorzha. Even kids from the nearby village of Ayrk will tell you.

 

No one, however, seems overly concerned that some patients are forced to work for their room and board, or that hospital management are conveniently stretching the concept of "work therapy" for personal gain.

"For shame! It is an important facility, which is the center of

public attention. 700 million AMD was allocated from the state budget,

the work has not been completed so far, and it turns out that the

state will have to allocate additional funds," Prime Minister Tigran

Sargsyan said at the government session today. The matter concerned

repairs of the National Library's building.

 

The major repairs began in 2008 and ended in December 2011. About 690

million AMD has been spent.

It is noteworthy that it was planned to improve the building's seismic

resistance, but the work has not been done.

Minister of Urbane Development Samvel Tadevosyan said at the session

that the main work was done in the wrong order, with preference being

given to the interior decoration.

 

Other shortcomings during the repair work are related to the

building's heating and air-conditioning systems: the money allocated

for air-conditioning has been spent on other works, while the heating

system has not been put into operation up to now.

 

«Most of the work carried out in 2008-2011 shall be done again. The

reinforcement of the building is also necessary, » the minister said.

 

The minister's explanations made Tigran Sargsyan even more enraged.

«If such audacious and shameful things were done during repairs of

this important building, it is not hard to imagine what kind of

violations will be revealed in other facilities. You must start the

work immediately and urgently file these materials to law enforcement

agencies».

ARMENIA CHEATS DIASPORA INVESTORS; A FUND ESTABLISHED IN THE U.S. TO PROTECT INVESTORS' INTERESTS

A fund has been established in the United States to protect the

interests of Armenian Diaspora investors, Nikolay Baghdasaryan and

Lernik Hovhannisyan, lawyers of Diaspora investor Edmond Khudyan,

said at a press conference on Tuesday.

 

Baghdasaryan said that several dozens of investors, whose interests

were infringed in Armenia, have already applied to the fund. The

lawyer stressed that throughout his law practice he has defended the

interests of many large investment companies, which got disappointed

and left Armenia. He thinks that the Diaspora investors do not just

seek to obtain profit; in fact, they are eager to help their historical

Motherland, therefore, the Diaspora Armenians' investments should

be protected first of all. "If they cheat, for instance, an Italian

investor, the latter spits upon the affairs in Armenia and leaves

for Georgia. But when we cheat an investor from Diaspora, we lose the

last lever to attract investments", Baghdasaryan said. He added that

only the investors from Diaspora are trying to consistently fight the

lawlessness in Armenia. This is why relevant steps have been taken

to unite the efforts and protect their interests in the country.

 

Baghdasaryan also pointed out that the case of Edmond Khudyan is

one of the most outrageous cases from the viewpoint of infringement

of the investor's rights. He made share investments in housing

construction. Khudyan built a 10-storey building in Mashtots Avenue,

33/1 in Yerevan. Khudyan and Arin Capital investment company owned

by local businessman Vladislav Mangasaryan came to an agreement that

the company would build the last two storeys, do the finishing work

in the building, sell the apartments and provide the agreed amount

of the receipts to Edmond Khudyan. Mangasaryan sold the apartments

at some price but fixed a lower sum in the documents. Moreover,

by means of another company he owns (VMG), Mangasaryan allegedly

lent some amount to some company, but in fact made no transfer, and

allegedly received back these funds some time later. Baghdasaryan

said that the Prosecutor General's Office of Armenia assured him

that the specified facts were confirmed on the basis of agreements,

but on the other hand, the Prosecutor's Office has been checking the

facts of money transfer for half a year.

 

Baghdasaryan said that because of Mangasaryan's illegal activities the

state alone has sustained losses worth $1.5mln. "In Khudyan's case

Arin Capital is charged with fraudulent bankruptcy while it should

have been accused of writing off (laundering) several millions of US

dollars," the lawyer said.

 

Hovhannisyan said that one more big Diaspora investor Saro Hartunian

has lost $1.26mln because of the activities of Mangasaryan's group.

 

Hartunian's and Khudyan's lawyers filed two separate suits, but

the office of the prosecutor general combined them into one case

and resent it to investigator of Armenia's State Income Committee

Tigran Harutyunyan. "Until now the Mangasaryan has not been summoned

to testify. Nobody is yet suspected, while Khudyan has not yet been

recognized as aggrieved. They are simply trying to cover up this

crime," Hovhannisyan said.

 

Khudyan said that his company has lost as much as $8.5mln during

the construction of a building in Mashtots Avenue. He complained

to the State Income Committee in Nov 2010 in hope that the taxation

authorities would force Mangasaryan's company to repay $1.5mln in tax

debts and would inquire into the forgery of warrants and Khudyan's

signatures, but both the committee and the office of the prosecutor

general preferred to cover up the crime. So, now Khudyan is going to

appeal to the European courts.

as Sevan Minasyan, who is the son of the deputy prosecutor Serjik

Minasyan threatened the Karmir Kamurj restaurant staff as they dared

to ask to pay the bill.

 

Sevak did not pay for the dinner, and came back with his friends to

settle the issue with the restaurant staff, owner of the restaurant

Misak Ter-Poghosyan told Armenian News-NEWS.am adding the dispute

ended with skirmish.

 

Criminal case is instigated on Article 258. Hooliganism committed

Disgrace, Disrespect: Officials outraged over vandalism of two statues; deputy minister calls for extreme punishment

Thursday night another one of the statues placed on a bench in Charles Aznavour Square was vandalized. This time popular actor Mher Mkrtchyan (1930-93) statue’s arm and hand and his barrel (the statue portrays a fragment from one of his best movies) became victims, following last week when prominent Armenian poet Yeghishe Charent’s (1897-1937) statue was targeted (his thumb was broken off).

 

The municipality has placed the statues of prominent writers and popular actors on benches as part of a project entitled “Our geniuses next to us in Yerevan”. The two statues were placed only a week ago and were the first in what is planned as nine installations.

 

Sculpture Suren Melkonyan does not see “ill intention”, but says that “it is regrettable that our society is still that savage”.

 

The statues are ceramic, and while weather-resistant, are not meant for sitting on them or be hit by solid objects.

 

The municipality made a decision last week to place surveillance cameras (CCTV) by the statues, not only to prevent vandalism and “disrespect”, as determined by municipality. Officials were upset over a video circulated on the web where three young people are hitting Charents statue in the head and putting sunglasses on him.

Meanwhile, police press service told ArmeniaNow that they have data and photos to help identify the vandals.

 

Deputy justice minister Ruben Melikyan wrote on his Facebook page that the vandals should be criminally prosecuted for deliberate violation of public order accompanied by explicit disrespect and damage of property. The law article provides for 200,000-500,000 drams’ in fines ($500-$1,200), or up to five years of imprisonment.

 

“I hope that person or persons get the maximum sentence of five years and spend each 24 hours of all of the 1,826 days enjoying the splendor and misery of our penitentiaries,” wrote the outraged deputy minister (under whose system even convicted pedophiles receive lesser sentences).

We contacted the ministry, wanting to find out if its inspectors had uncovered any violations. Hasmik Khachatryan, who runs the Public Relations Unit, told us that the ministry was still compiling data from the last inspection and that their findings weren't ready for publication. The minister was away from his desk and would be back by the week's end.

 

Director Nver Hovhannisyan denied that any patients were working in Nerkin Shorzha grazing livestock. He told us that even though he was new to the job, everything was above board and normal.

 

We told him tat we had visited the village and saw several patients there. We asked if it was a form of therapy. He answered that it was, but that they are only sent to get a change of scenery and walk in the fresh air.

 

- You send them to Shorzha for walks?

 

- We send them all over. Not just to Shorzha. It's medical therapy.

 

- We also saw the patients grazing your animals.

 

- Give me a break, already.

 

- Does the hospital have animals in Nerkin Shorzha?

 

- No.

 

- Do you own animals there?

 

- No.

 

- So what were your patients doing there?

 

- They weren't our patients. Who gave you that info?

 

- Moushegh Bazoyan, Hounan Navoyan, Stepan and Tereza aren't your patients?

 

- They're all at the hospital now. They never were there on their own.

 

- But they are your patients?

 

- I can't say at this moment. I don't remember the names.

 

- What's Tereza's medical condition?

 

- Very good. It's always been good.

 

Many in the neighboring villages know that patients from the psychiatric hospital are tending animals in Nerkin Shorzha. Even kids from the nearby village of Ayrk will tell you.

 

No one, however, seems overly concerned that some patients are forced to work for their room and board, or that hospital management are conveniently stretching the concept of "work therapy" for personal gain.

Criminal Case Launched Against Vardenis Psych Hospital Director for Exploiting Patients

Sona Truzyan, press spokesperson for the General Prosecutor's Office, informed Hetq Online that, as per the RA General Prosecutor's decision, criminal proceedings under RA Criminal Code Article 132.2 Section 2 Paragraphs 1 and 3 (human trafficking) have been launched in the case of Vardenis Psychoneurologic Boarding House state non-profit organization (SNCO), based on a previous report by Hetq Online.

 

Earlier, the General Prosecutor's Office had stated that Vardenis Psychoneurologic Boarding House Director Nver Hovhannisyan had been arrested for exploiting 4 patients in his care. As reported previously, the patients were working in the nearby village of Nerkin Shorzha herding livestock belonging to the psychiatric hospital but also to Hovhannisyan himself. In particular, the director of the psychiatric hospital (which is under the RA Ministry of Labor and Social Affairs' jurisdiction), abusing his official position and in the name of "work therapy," from May 16, 2012, to Sept. 18, 2012, exploited 4 individuals under the psychoneurological boarding house's care, suffering from serious illness, and only partly aware of the nature and significance of their act as a result of mental illness. In particular, for months, the director involved the patients in the work of grazing, milking, cleaning the shed and other forced work for about 70 large and about 130 small animals in the village of Nerkin Shorzha about 30 km from the psychiatric hospital.

 

"The criminal proceedings [launched Oct. 3, 2012] have been sent to the RA Police to carry out an investigation," reads a statement issued by the General Prosecutor's Office on Oct. 4.

 

Recall, another criminal case has been launched under RA Criminal Code Article 179 Section 2 Paragraphs 1 and 3 ("squandering or embezzlement"). The Fight Against Crime Unit as well as the Vardenis Division of the RA Police also discovered on Oct. 3 that from April to September of this year, Hovhannisyan embezzled 3,100 liters of the organization's gasoline, causing 1,302,000 AMD (about $3,188 USD) of damages to the psychiatric hospital.

Հիշեցնենք, որ ավելի վաղ վնասվել էին Երեւան քաղաքի Աբովյան փողոցում գտնվող «Մոսկվա» կինոթատրոնի հարեւանությամբ տեղադրված Մհեր Մկրտչյանի արձանը, որը վերականգնելուց հետ նորից տեղադրվել էր: Ի դեպ, այսօր ահազանգ է ստացվել, որ ճաքել է Մհեր Մկրտչյանի արձանի ծունկը: Երեւանի քաղաքապետարանի տեղեկատվության եւ հասարակայնության հետ կապերի վարչության պետ Արթուր Գեւորգյանը նշեց, որ ճաքն առաջացել է շարժի պատճառով:

 

Նա նաեւ տեղեկացրեց, որ որոշ ժամանակ հետո արձաններից յուրաքանչյուրը կտեղափոխվի մեծերի տուն-թանգարաններ: Օրինակ` Ֆրունզիկի արձանը տեղափոխվելու է Գյումրի, Պարույր Սեւակինը` Զանգակատուն, Չարենցինը մնալու է Երեւանում:

 

Նշենք նաեւ, որ ըստ քաղաքապետի հանձնարարականի, տեսախցիկներ կտեղադրվեն այն տարածքներում, որտեղ կա քաղաքային մշակույթի նոր ներդրումը:
