TWO ARMENIANS FACE CHARGES OF GIFT CARD INFORMATION THEFT IN GLENDALE

  Two Hollywood men face multiple charges of theft after they allegedly bought $100 gift cards at the Target in Glendale using stolen credit card information, officials said. Arthur Darbinyan, 21, and Alik Dzhanoyan, 20, were charged with five counts of theft of access card information, three counts of identity theft and two counts of second-degree commercial burglary, according to a Los Angeles County Superior Court criminal complaint.
   
  Their bail was reduced from $290,000 to $100,000 Tuesday, Feb 7, in Superior Court. They have already pleaded not guilty to the charges, court officials said.
   
  Glendale police and members of the U.S. Marshals Task Force arrested Darbinyan and Dzhanoyan Feb. 2 after prosecutors issued a warrant for their arrests, Det. Ralph Garcia said.
   
  Target's loss-prevention employee contacted police after Darbinyan and Dzhanoyan reportedly bought 12 $100 gift cards using fraudulent gift cards that were re-encoded with stolen bank account information.
   
  Police also obtained video surveillance footage of the Nov. 1 purchase.
   
  The pair returned to Target on Nov. 3, bought another five $100 gift cards and exited the store, where they were met by police, Garcia said.
   
  Police arrested Darbinyan and Dzhanoyan after they found the gift cards and nine other re-encoded cards in their pockets, he said.
   
  They weren't immediately charged because detectives wanted to find victims whose bank account information was compromised. Investigators found evidence that bank information of 17 people was stolen, each reporting a loss of $800 to $1,000, police said.
   
  A bank investigator, Garcia said, traced thefts for some of the victims to a gas station credit card skimming device in Los Angeles.
   
  Garcia advised residents paying with credit cards to use gas station terminals that face the street because he said criminals are less likely to place skimming devices on those pumps to avoid being seen, Glendale News-Press reported.

Armenian men to serve U.S. federal prison term for kidnapping

February 14, 2012 - 18:31 AMTPanARMENIAN.Net - Two men Vahan Adzhemyan, 43, and Galvin Shaun Gibson, 33, were sentenced on Monday, Feb 13, to U.S. federal prison terms for their role in a $1 million kidnapping-for-ransom scheme of a Russian citizen Sandro Karmryan.

 

According to NBC Los Angeles, Adzhemyan and Gibson were sentenced to 30 and 27 years in prison in LA federal prison respectively.

 

Another accomplice in the crime, Suren Gharibyan will spend 17 years in jail.

German president Christian Wulff resigns

 

 

The German president, Christian Wulff, has resigned after being caught up in a corruption scandal involving a dubious loan, an apparent attempt to block a report in a German tabloid and a string of apparently undeclared freebies, the Guardian reported.

 

Wulff stepped down on Friday after prosecutors said they had asked the German parliament to lift his immunity.

 

Giving his resignation speech from his official Berlin residence, he insisted he had "always acted correctly according to the law" but conceded that he had made "mistakes."

 

He had lost the trust of the German people, he said, and had become a distraction from the issues of the day.

 

"Our land needs a president who can dedicate himself to national and international challenges," he added.

Prosecutors want Germany's president Christian Wolff's immunity lifted

in order to investigate the scandal relating to the loan he took.

 

Most probably, the German parliament will meet the request of the

prosecutors, following the resignation of the minister of defense who

"left" only because used the ideas of other authors in his thesis.

 

The Western scandals, no matter what they are related to, are based

on the simple human feeling of shame. Shame is the feeling that a

human being has after breaking a moral norm. And if the person is

incriminated of a crime, it should cause shame.

 

In Armenia, shame is not a political category, so scandals are

practically impossible here. The breaches of officials are bluntly

pointed out, they are accused of protectionism and theft but no

scandals follow because officials are not ashamed.

 

Yesterday, something sensational happened in Armenia. The minister of

energy stated that one of the major plants of Armenia, Nairit chemical

plant of Yerevan, became the property of a bank about which hardly

anyone had heard. Since last November, Harutiun Arakelyan, a citizen of

Armenia, has been publishing materials proving that the government and

Prime Minister Tigran Sargsyan sent Nairit into bankruptcy on purpose,

some people gained a fortune by way of machinations involving the

plant and the plant is mortgaged in the Interstate bank and Armenia

may lose it.

 

The prime minister who was accused of an economic crime did not

even sue him for slander. Apparently, he did not want to appear in

court. A safer method has been chosen. The prime minister appealed

to the Prosecutor General's office requesting to launch criminal

proceedings into the facts. The Prosecutor's office somehow handed the

materials to the police which does not have a department of economic

crimes but Arakelyan was never invited there for an interrogation.

 

In fact, what Harutiun Arakelyan had been stating for months on was

yesterday confirmed by the minister. The plant was really passed

to the CIS Interstate Bank. But the issue brought up by the citizen

needs to be addressed.

 

There is no clear line separating "economic mistakes" and economic

crimes in Armenia. The absence of such definitions enabled the

authorities to state that the decision on the privatization of Nairit

was part of the policy but who can be insured from mistakes. The fact

that thousands of people suffered in the result of this policy is

not taken into account. The government reserves the right to commit

mistakes, at the same time depriving the others of this right.

 

But along with the legal side of the issue, there is also another

on the simple human shame. Democracy is built on public control of

the government which should be based on the ability of the society to

make those in power feel ashamed. If the authorities are not ashamed,

there will be no public control. Although there may also be the reverse

of this. The feeling of shame will come as soon as the society poses

claims to the government openly.

Today, a discussion was held by the initiative group for the protection

of rights of Diaspora investors. The Diaspora intellectual, journalist

Asia Asatryan and American-Armenian businessman Edmond Khudyan blamed

the homeland of robbing Diaspora investors. First deputy president of

the State Revenue Committee Armen Alaverdyan did not like this. He

opposed saying not to use the word homeland if some individuals

robbed. "20 years ago, there was nothing. Now we discuss and speak

about the shortcomings. I urge you to be careful when speaking about

the homeland", he said.

 

Then he felt bad that the Armenian representatives, MPs Styopa

Safaryan and Ara Nranyan, don't oppose the Diaspora Armenians. "I

don't understand how it is possible to sit and listen how they blame

the homeland", he said.

 

Lawyer, Samvel Jaghinyan, who protects the rights of the Diaspora

businessman George Tovmasyan in Armenia, underlined that their aim

is to voice about the breaches and to ensure fair investigation of

cases to have the opportunity to be proud of the homeland.

 

Armen Alaverdyan recalled cunningly: "Our compatriots succeed in

deceiving people and earn money in such a powerful country as the U.S.

 

and defame the name of Armenians in the world. I would like very much

for Armenians not to be guilty", he said.

 

In answer, Styopa Safaryan noted: "If you are hinting the Pzo case,

rumors go Pzo has been set free. Don't forget he was suspected to

have done money laundering through Armenia. Please don't forget this".

Armen Alaverdyan, First Deputy to the President of the RA State Revenue Committee, issued a statement today that basically charged diaspora businessman Nareg Hartounian with viewing Armenia as a cash cow to be milked.

“The case of Nareg Hartounian, in typical Armenian fashion, is one in which Armenia is regarded as a source of profits and, tragically, evasion of taxes goes hand in hand,” Alaverdyan said.

Alaverdyan made the statement during a live TV link-up with the U.S. on the general topic of diaspora investment, with particular attention paid to cases where the rights of diaspora investors have been violated.

Participating in the discussion were MP’s, officials from the State Revenue Committee, the Deputy Minister of Diaspora Affairs and lawyers representing diaspora investors.

Alaverdyan charged the Hartounian family company with importing macaroni and flour from Russia for three years and not disclosing the correct sales figures.

The SEC official estimated the difference between the actual and reported sales figure to be around 20%

Hartounian family lawyer Lernik Hovhannisyan refuted the charges made by Alaverdyan.

Hovhannisyan argued that the inspector issued incorrect information as to when Nareg Hartounian actually managed the company.

Mr. Hovhannisyan responded that Hartounian wasn’t even in Armenia at the time and was called back in September of 2010 when it was discovered that 120 million AMD had been embezzled from the company.

The lawyer argued that at the time of the alleged tax evasion, it was Artyom Martirosyan who served as director of the company and that Nareg Hartounian had no connections to the company at all.

Արդեն մի քանի օր է, ինչ Տավուշի մարզի Իջեւան քաղաքի քաղաքային այգում վանդալիզմ է իրականացվում. անհայտ մարդիկ ջարդել են զբոսայգում տեղադրված քանդակների մի մասը, ինչպես նաեւ նստարանները:

 

NEWS.am-ի Տավուշի թղթակցի հետ զրույցում Իջեւանի քաղաքապետարանի կոմունալ ծառայության բաժնի ինժեներ Համլետ Բլբուլյանը տեղեկացրեց, որ դեպքը տեղի է ունեցել երկու օր առաջ երեկոյան ժամը 23:00-ից հետո:

 

«Արձանները ջարդել թափել են, հետո դրանք սարքեցինք, հիմա էլ վրան պեն են փչել»: Աշխատակիցը դժվարանում է ասել, թե ովքեր են վանդալիզմի հեղինակները, սակայն նշեց, որ քաղաքում նման բան առաջին անգամ չէ, որ լինում է. «Ընդհանրապես էլի են արել, թե նստարաններ են ջարդել, թե լուսավորության սարքերը»:

 

Բաժնի ինժեներն ասում է, որ այժմ վնասված գույքի վերականգնման աշխատանքներ են իրականացվում:

 

Իջեւանի քաղաքապետ Վարդան Ղալումյանը NEWS.am-ի թղթակցի հետ զրույցում վստահեցրեց, որ կատարվածը պարզապես դիտավորություն է: «Քաղաքային զբոսայգու նստարանները ջարդված էր, մենք վերանորոգեցինք, վերջացրեցինք: Անմիջապես հաջորդ օրը քաղաքային պուրակի նստարաներին պեն էր փչած, դիտավորյալ քարերով խփել արձաններն էին ջարդել»: Ըստ քաղաքապետի, արարքի հեղինակներն այսկերպ փորձում են իր անվան վրա սեւ բիծ թողնել: «Մենք գրավոր տեղյակ ենք պահել իրավապահ մարմիններին, որպեսզի գտնեն, պատժեն մեղավորների ու վերականգնեն համայնքին պատճառված վնասները»,-ասաց նա:

Ամբաստանյալներից 3-ին մեղադրանք է առաջադրվել հանցագործության մասին իմանալու եւ չհայտնելու, մեկին՝ օժանդակելու համար: Գլխավոր «հերոսը» 31-ամյա Կարեն Մեհրաբյանն է, բայց նրա հետ լրտեսության ձեւով պետական դավաճանության մեջ մեղադրվում է նաեւ Ռոմիկ Մաթեւոսյանը:

«Հետո մայրս ծանր հիվանդացավ. վերադարձանք Հայաստան: Ամուսինս վաղուց մահացել է, իսկ մենք ապրելու միջոց, դեղորայք գնելու հնարավորություն չունեինք: Ռոմանս նորից գնաց Թուրքիա, ես մնացի մորս խնամելու: 2010թ. մայրս մահացավ, եւ ես մեկնեցի տղայիս մոտ: Նա հագուստի խանութում վաճառող էր աշխատում, տուն էր վարձել եւ ապրում էր մի հայ կնոջ՝ Լուսինեի հետ: Իսկ ես հրեա տատիկ-պապիկ էի խնամում եւ հանգստյան օրերին գնում տղայիս տուն»,- հիշում է Թամարա Մաթեւոսյանը: Նա նշում է, որ Ստամբուլի Կումկապի թաղամասում ապրող գրեթե բոլոր հայերը միմյանց ճանաչել եւ հնարավորության սահմաններում՝ մեկմեկու օգնել են:

 

«Օրերից մի օր գնացի տղայիս տուն, հյուրեր կային՝ Լուսինեի ընկերուհի Մարիամը եւ հայաստանցի մի տղա՝ Կարեն անունով: Լսեցի, որ Կարենին աշխատանք է հարկավոր: Մարիամն ասում էր՝ տանեմ իմ ծանոթ Սայիդի մոտ, շինարարության վրա կաշխատի: Լուսինեն էլ ասում էր՝ ավելի լավ ա, թող Կարենը գա ինձ հետ պայուսակների ցեխում աշխատի, որովհետեւ Սայիդի տված գործը հիմնական չէ, բացի դրանից՝ հայերին խաբում է ու փողը չի տալիս: Հետո իմացա, որ Կարենն աշխատանքի է ընդունվել պայուսակների արտադրամասում, բայց նրան այլեւս չեմ տեսել»,- շարունակում է Թամարա Մաթեւոսյանը:

 

Ռոմիկը ցուցմունքում պատմել է, որ մինչեւ Լուսինեի հետ ծանոթանալը վարձով միեւնույն տանն ապրել է Մարիամի եղբոր՝ Գրիգորի հետ: Մի օր Մարիամի հրավերով տանը հյուրեր են հավաքվել եւ հենց այդ օրն էլ ծանոթացրել է Սայիդի հետ: Վերջինս խոսել է ռուսերեն եւ պատմել, որ ծնունդով Նախիջեւանից է եւ իր նախնիների երակներում հայկական արյուն կա: Ժամեր անց տնային հավաքույթին միացել է «սուսիկ-փուսիկ, 20-25 տարեկան, ադրբեջանցու նման» մի երիտասարդ, որի անունը չի հիշում: Սայիդը վերջինիս ներկայացրել է իբրեւ իր զարմիկ:

«Ինչ վերաբերում է Սայիդի եւ Կարեն Մեհրաբյանի կապին, ապա նա ինձ պատմեց, որ Մարիամի միջոցով ծանոթացել է Սայիդի հետ, եւ որ վերջինս իրեն աշխատանք է տալու, ինչի ես պատասխանել եմ, որ զգույշ լինի, քանի որ չէի հավատում, որ Սայիդն իր խոստումը կկատարի: Այլապես նա ինձ ու Գրիգորին էլ էր աշխատանք խոստացել, բայց չէր կատարել խոստումը: Բացի այդ՝ կար թմրամիջոցի պատմությունը, ես նույնիսկ չեմ էլ հիշում՝ այդ մասին ասե՞լ եմ Կարենին, թե՞ ոչ»,- պատմել է Ռոմիկ Մաթեւոսյանը:

 

Նույն դրվագի վերաբերյալ Կարեն Մեհրաբյանը նախաքննության ժամանակ իր լրացուցիչ ցուցմունքում գրել է. «Ինձ Սայիդի մասին առաջին անգամ ասել է Կարինեն (Մարիամի մայրը)՝ նշելով, որ ունի մի ծանոթ, որը գործի հարցում կօգնի: Բայց Սայիդին իմ մասին ասել է Մարիամը, քանի որ Կարինեն զանգեց աղջկան եւ ասաց, որ վերջինս ինձ համար ասի Սայիդին: Հետագայում արդեն Ռոմանն ինձ ասում էր, որ Սայիդը շատ ծանոթներ ունի հայերի շրջանում, եւ հարկավոր է նրա հետ զգույշ լինել: Քանի որ Լուսոն անընդհատ ասում էր, որ Սայիդը ինձ կխաբի, չգիտես ինչու նրա դուրը չէր գալիս, որ Կարինեն ու Մարիամն են ինձ ծանոթացրել նրա հետ: Ռոմանն ինձ ասում էր, որ ոչ ոքի չլսեմ, ինքս որոշեմ, նա չէր պարտադրում, բայց հասկացնում էր, որ Սայիդի հետ կարելի է աշխատել: Ես այդ նախազգուշացմանը ուշադրություն չեմ դարձրել՝ մտածելով, որ նա ուղղակի հասկացնում է, որ Սայիդին չխաբեմ, սակայն այժմ մտածում եմ, որ նա լավ էր ճանաչում Սայիդին եւ դրա համար էլ նախազգուշացնում էր»:

 

Փաստաբան Սարգիս Ասլանյանը նկատում է. «Արդեն դատարանում Կարեն Մեհրաբյանը շատ հստակ նշեց, որ Ռոմիկ Մաթեւոսյանի մասով իր նախաքննական ցուցմունքն իրականությանը չի համապատասխանում, ինքը սխալվել է, Ռոմիկի փոխարեն ամբաստանյալի աթոռին պետք է նստած լինեն Մարիամը, նրա մայրը եւ եղբայրը՝ Կարինեն ու Գրիգորը»:

 

Դատարանը վերջիններիս չի լսել, բայց նախաքննության ժամանակ քննիչը, որպես վկա, Մարիամին եւ Գրիգորին հարցաքննել է: «Одноклассники» սոցիալական կայքէջից Մարիամը քննիչին մի լուսանկար է ցույց տվել, որն արվել է վերոնշյալ տնային հավաքույթի ժամանակ: Խոսքն առաջին լուսանկարի մասին է, որում ձախից առաջինը ՌոմիկՄաթեւոսյանն է, երկրորդը՝ Սայիդը: Քննիչ Թեւանյանն այս լուսանկարը կցել է քրեական գործին, թեեւ այն ապացույցների մեջ ներառված չէ:

 

«Բայց դատախազ Արամ Ամիրզադյանը մեղադրական ճառում, որպես Ռոմիկ Մեթեւոսյանին մեղսագրվող արարքի ապացույց, հղում կատարեց այդ լուսանկարին, Կարեն Մեհրաբյանի ցուցմունքին եւ ԱԱԾ-ի հակահետախուզության գլխավոր վարչության կազմած ամենասարսափելի փաստաթղթին, որը բառից բուն իմաստով աբսուրդ է»,- ասում է փաստաբան Ասլանյանը:

 

ԱԱԾ-ի հակահետախուզության գլխավոր վարչության պետ, գեներալ-մայոր Ս. Մելքոնյանի ստորագրած գրությունում նշվում է. « …Կարեն Մեհրաբյանի նկատմամբ իրականացված օպերատիվ-հետախուզական միջոցառումների ընթացքում մեր տեսադաշտում է հայտնվել Ռոմիկ Մաթեւոսյանը, ով 2008թ. բնակվել է Թուրքիայում եւ կապ պահպանել Թուրքիայի տարածքում գործող ադրբեջանական հատուկ ծառայությունների հետ առանչության մեջ կասկածվող ոմն Տիգրանի եւ Սայիդի հետ: Միաժամանակ օպերատիվ տվյալներ են ստացվել այն մասին, որ Ռոմիկ Մաթեւոսյանը ինչպես Թուրքիայից, այնպես էլ Հայաստանում գտնվելու ժամանակահատվածում հեռախոսակապ է հաստատել ՀՀ ՊՆ-ում գրանցված բջջային հեռախոսահամարի բաժանորդի, ինչպես նաեւ առանձին զինվորական ծառայողների հետ»:

 

«Քրեական գործը 5 հատոր է: Դրանում ասվածը հիմնավորող մեկ տառ, թիվ, հեռախոսահամար կամ զանգ չկա: Քննիչն ինքը շատ մեծ հույս ուներ, որ գոնե մի փոքր ապացույց կգտներ, բայց նման բան ուղղակի չկա»,- ասում է Սարգիս Ասլանյանը:

 

Նա նշում է, որ քննիչ Արմեն Թեւանյանի հետ իր պաշտպանյալին առաջադրված մեղադրանքի շուրջ անընդհատ վիճել է. «Քննիչն ասում էր՝ ինձնից յան տուր, գնա դատարան, ինչ ուզում ես, արա. մեր ծառայությունը քեզ չի խանգարի, գնա ու արդարացրու: Ասում եմ՝ բայց անմեղ մարդուն ինչո՞ւ ես ուղարկում դատարան, դու տուն չունե՞ս, երեխա չունե՞ս, չե՞ս մտածում, թե ինչ ես անում»:

 

Պաշտպան Ասլանյանը, վերապատմելով քննիչ Թեւանյանի հետ իր խոսակցությունը, նշում է, թե վերջինս նույնպես ընդունել է, որ Ռոմիկ Մաթեւոսյանը մեղավոր չէ. «Նույն քննիչն ինձ ասաց՝ հսկող դատախազ Արամ Ամիրզադյանը գլխավոր դատախազին զեկուցել է, որ իբր Ռոմիկ Մաթեւոսյանի մեղադրանքը հիմնավորված է, ու հիմա էլ ընկել է կրակը»:

Գործի դատաքննությունն ավարտվել է: Մեղադրող-դատախազ Ամիրզադյանը դատարանին միջնորդել է Ռոմիկ Մաթեւոսյանին դատապարտել 12 տարվա ազատազրկման: Վերջինս ի սկզբանե մեղադրանքը չի ընդունել:

 

«Որդուս վաստակած գումարը հազիվ տան վարձին եւ ուտելիքին էր հերիքում: Ուրիշների պես նույնիսկ հնարավորություն չուներ պարբերաբար սահմանը հատել, որ վիզայի ժամկետը երկարացներ: Նա անօրինական էր գտնվում Թուրքիայում եւ վաղուց դեպորտի ենթակա էր,- ասում է Ռոմիկի մայրը՝ Թամարա Մաթեւոսյանը,- տղաս տուբերկուլյոզով հիվան է, երկու անգամ պառկել է հոգեբուժարանում, հիվանդության պատճառով նույնիսկ դպրոցը չի կարողացել ավարտել, ի՞նչ լրտեսության մասին է խոսքը»:

 

Ըստ «Հոգեբուժական բժշկական կենտրոն» ՓԲԸ-ի տրամադրած տեղեկանքի՝ Ռոմիկի Մաթեւոսյանի մոտ ախտորոշվել է «Գլխուղեղի օրգանական ախտահարման մնացորդային երեւույթներ՝ անձի չափավոր արտահայտված իջեցումով»: Փաստաբան Ասլանյանն ասում է, թե անգամ չի էլ հետաքրքրվել՝ արդյոք այս ախտորոշումն առկա՞ է այն ցանկում, որում ընդգրկված հիվանդությունների պարագայում անձին ազատազրկելն արգելվում է:

 

«Որովհետեւ մեզ պետք չէ, որ Ռոմիկ Մաթեւոսյանին մեղավոր ճանաչեն, բայց հիվանդությամբ պայմանավորված պատժից ազատեն: Ես ուրիշ բանի համար եմ պայքարում. անմեղ մարդուն չի կարելի դատապարտել»,- ասում է Սարգիս Ասլանյանը: Մարտի 16-ին նա կհրապարակի պաշտպանական ճառը:

Armenians were arrested by Los Angeles police in Sun Valley on Wednesday.

 

Thirty-four people were arrested during an undercover prostitution sting, theLos Angeles Daily News reports.

 

Among the arrested are Edik Hakhnazaryan, 34, Charles Stepanian, 62, Sarkis Tunyan, 62, Saribek Pogyosyan, 52, Edik Hazarian, 51, and Stepan Karapetyan, 62.

 

A police sting at a popular spot for prostitution in Sun Valley netted a total of 34 arrests of alleged johns over 20 hours, police said Thursday.

 

The sting involved 80 officers and detectives and the use of undercover Los Angeles Police Department female agents posing as streetwalkers along Lankershim Boulevard, one of the most heavily trafficked areas for prostitutes in the San Fernando Valley.

 

Among those arrested was Mark Anthony Moton, a human services aide at the Los Angeles County Department of Children and Family Services. As part of his job, Moton has frequent interaction with both parents and children, according to DCFS spokesman Armand Montiel.

 

Citing agency rules, Montiel said he couldn't comment on Moton's current employee status. But in most cases like this, individuals are suspended during an investigation, he said.

 

County Supervisor Michael Antonovich said if the LAPD's allegations are true, Moton should face immediate termination.

 

"It is very disconcerting for a DCFS employee - especially one who interacts directly with children - to be engaged in this type of criminal activity," Antonovich said in a statement.

 

On Wednesday, the Daily News published the names of 16 of the men arrested earlier in the day during the operation. The remaining individuals arrested include:

Yerevan's Mayor Must Make a Decision That "Goes Against the

Grain"...At Least Once

During an interview with Azatutyun Radio, Yerevan Mayor Taron

Margaryan said that his office didn't even bother to discuss the topic

of compensation for business owners who had their stores on Abovyan

Street dismantled. The price was too prohibitive, he noted.

 

As yet, we have been unable to obtain any documents dating from former

Yerevan mayors regarding permission to build these stores on Abovyan

Street in the first place. Who in the Yerevan Municipality granted

permission for their construction up and down the sidewalks on this

prime piece of Yerevan real estate remains a mystery.

 

Can any of these storeowners provide any contractual documentation?

 

Even if such paperwork can be dug up from somewhere, we all know that

such permits were `bought' at a price. Thus, it's absurd to even be

speaking about compensation.

 

Let those municipal officials `on the take' pay for such compensation

out of their pockets. And high on the list should be Narek Sargsyan,

the current Chief Architect of Yerevan and the man in charge when

those unsightly stores were constructed back in the day.

 

The money these officials pocketed during their years of tenure is

more than enough to compensate all shop owners in Yerevan.

 

Mayor Taron Margaryan enjoys a high-level of authority, amassed during

his years of tenure as the Avan District Leader. Now, he faces a

pivotal issue in his budding career.

 

The question remains as to whether he is capable of making a decision

that goes against the grain and depart from `business as usual'.

 

If the mayor can do this, he will recruit a mass army of supporters,

including the activist youth. It would be a feather in his cap, so to

say. But first, he must show the will to make such a tough decision

that will irritate only two oligarchs.

 

Both of these oligarchs enjoy no support or sympathy with the public.

They won't even be able to muster two citizens to defend them if

Margaryan makes the tough but correct decision.

 

These oligarchs don't even have the guts to say - `These stores belong

to us.' Hopefully, they have enough sense to ask themselves whether it

makes sense to do battle with broad segments of Yerevan residents and

active young people all in the name of a few stores.

 

Let's put aside the Mashtots Park issue for the moment.

 

Does Yerevan need a chief architect who constantly deceives the people

of this city? Hasn't the time finally come to send him packing?

 

I am convinced that Narek Sargsyan has been able to deceive the mayor

with equal ease.

 

Those shops on Abovyan Street were installed with the permission of

Narek Sargsyan and they were illegal.

 

Why hasn't the Yerevan Municipality continuously failed to punish

those who approved such illegal decisions from day one?

 

We all remember how Narek Sargsyan gave his official `blessing' to

turning the green space around Yerevan's Opera House into one giant

cafe. And now he has the nerve to speak about restoring Yerevan to its

historic glory?

 

Sargsyan had no trouble pulling the wool over the eyes of the Public

Council during their recent meeting. Council members had become so

enamoured with Sargsyan and so used to his lies, that all they could

do is hang their heads and believe him.

 

At the meeting, Sargsyan stated that he didn't even know who the

owners of these stores are. So, in whose name is all this construction

being pushed through for?

 

Does anyone in Yerevan take Sargsyan at his word when he feigns such

ignorance? Of course not. The chief architect knows everything. The

blueprints for these stores were handled by him. He was the one who

signed off on the project now underway to construct a commercial

center in the vicinity of Hrazdan Stadium.

 

It remains for Mayor Margaryan to void his 7373-A Decision of December

30, 2011 entitled - `The dismantling of structures on leased property

at 21/3 Abovyan Street and granting of building rights on 247 square

meters of land to Arevelyan Oasis Ltd.'.

 

Arevelyan Oasis is a company owned by Yuri Beglaryan, brother of

former Yerevan Mayor Gagik Beglaryan.

 

So far, we've only been able to ascertain the name of Arevelyan Oasis.

There's another company that also has been granted land in Mashtots

Park as compensation for being removed from Abovyan Street.

 

By nullifying this decision, Mayor Margaryan will declare that he has

heeded the voice of the people in the decision-making process.

 

He will usher in a new tradition of municipal business according to

which the people needs and concerns must be taken into account before

any construction or major changes are made to Yerevan parks and public

spaces.

 

After all, a city is made up of residents and not just two oligarchs.

It is difficult to guess how much money the government will spend on

the parliamentary elections. I don't mean the budget money - everything

is clear with the costs of all the election campaign solutions, such

as the social benefits for public servants, subsidy of car fuel for

village people, the so-called tax amnesty etc.

 

I mean the costs which will not be reported anywhere. I mean

the election bribes both for the majority system and proportional

representation, the coalition candidates and lists of the RPA, BHP and

OYP. I mean the funding for the "appointed" candidates and forces,

when the ruling forces or government's nominees in precincts try to

tuck different candidates between them and the opposition in order

to deceive the society. I mean the practice of buying undesirable

candidates who will be sold out very easily in most cases. I mean

the costs of buying the commission members, as well as the observers.

 

In short, looking at all these costs, one understands that the

government will spend tens of millions of dollars and maybe even

hundreds of millions of dollars. The Armenian oligarchs, the oligarch

officials, the criminals and the local strongmen will empty their

pockets for the reproduction of the government, especially considering

the necessity to reproduce in silence.

 

The Nagorno Karabakh government, dwelling on the reconstruction of

the liberated territories, says it is unable to tackle this issue

alone since it needs a lot of money. It is difficult to say whether

the government of Karabakh will have its portion in the money to be

spent on the parliamentary election in Armenia and whether they have

political and business interests in the parliamentary election in

Armenia, but it is beyond doubt that the official-criminal-oligarchic

class of Armenia, instead of spending hundreds of millions of dollars

on parliamentary mandates, could spend them on strategic goals,

developing the population of the liberated territories.

 

The official-criminal-oligarchic class of Armenia takes a lot of

social, energy and other loans on behalf of the state to spend their

millions which have been made by way of state levers, to become MPs,

to form a parliamentary majority instead of investing them in the

strategic development of the country.

 

It would be possible to implement big programs in Armenia on the

money spent on election bribes. It would be possible to develop one

of Armenia's towns into a university campus where the potential of

the Armenian youths would be generated. All kinds of programs could

be implemented but all of them have the same characteristic - they

don't enable the oligarchs to double and triple the spent money in

the next five years, while the reproduction of power does.

 

While investments in strategic programs may not ensure immediate

return they will get the positive reaction of the society and even

"remission of sins", in other words, public amnesty of the capital.

 

The society may forget all kind of questions on how those millions

appeared and how those people became rich. The society could see such

programs as a start from square one.

 

But the owners of these millions do not need this. All they need is

power and money here and always.

 

For this purpose, the official-criminal-oligarchic class of Armenia

will invest billions to get a parliamentary seat but will spend no

cent on strategic programs which may not ensure fast return of money

or return at all.

 

This is real investment and not the flowers given to women in Yerevan

streets, or all kind of other demonstrative charity when the charity

subject and object know where the charity comes from and where it

goes to, forming another link in the chain around the neck of the

Republic of Armenia.

Վանաձորի ծայրամասային Բազում թաղամասում գտնվող Գրիբոյեդովի 6 շենքը երկար տարիներ է, ինչ ծառայում է որպես աղբավայր: 1988թ-ի երկրաշարժից վթարային դարձած 9 հարկանի շենքի մի ամբողջ շքամուտք լցված է կենցաղային աղբով, քիչ չեն նաեւ կրծողներն ու տարբեր տեսակի թափառող կենդանիները, որոնք ստեղծում են ոչ միայն հակասանիտարական վիճակ կողքի շքամուտքերի բնակիների համար, այլեւ մեծ վտանգ են ներկայացնում շենքի բնակիչների համար: ......

Վերջին շրջանում մեծ տարածում է գտել շանտաժով գումար կորզելը: NEWS.am-ին հայտնի է դարձել մի դեպք, որը վերջերս տեղի է ունեցել Սեւանում:

 

28-ամյա մի երիտասարդ, ով ծնունդով Դիլիջանից է, ընկերուհիներից մեկի հետ իր մեքենայում բռնի սիրախաղ է սկսել, ապա քաշքշել նրան: Բոլոր գործողություններն աղջկանից գաղտնի նկարահանել է իր հեռախոսով: Դեպքից օրեր անց աղջկան տեղեկացնելով այդ մասին` պահանջել է 100 հազար դրամ, հակառակ դեպքում սպառնացել տվյալ տեսանյութը տեղադրել համացանցում: Մեր տեղեկություններով նշված գործով ոստիկանությունն արդեն զբաղվում է:
