Two in Karabakh convicted of spying

Two ethnic Armenian residents of Nagorno-Karabakh received lengthy prison sentences on Tuesday as they were convicted of spying for Azerbaijan through the Internet, reports RFE/RL’s Armenian Service.

 

A court in Stepanakert found Rafael Avagyan, a 22-year-old soldier, and his civilian friend David Barseghyan guilty of high treason and espionage, sentencing them to 11 and 10 years in prison respectively.

 

Both men pleaded not guilty to the accusations stemming from their communication with an obscure foreigner through a Russian online social network. They said they never thought that they are collaborating with Azerbaijani intelligence.

 

The defendants’ lawyer was quoted by the radio station’s Stepanakert correspondent as calling the verdict unfair and arguing, among other things, that investigators failed to establish the identity of the alleged Azerbaijani agent who started communicating with his clients about a year ago.

 

The arrests of Avagyan and Barseghyan were announced by the Armenian National Security Service on June 25. In a statement, the NSS also reported the detention on similar charges of a 31-year-old woman serving in the Armenian army.

 

The NSS said the woman, Mane Movsisyan, communicated through Facebook and other online networks with an unnamed Azerbaijani intelligence officer based in Turkey. It claimed that she gave him classified “information of military nature about Armenia.”

Հայ ծանրորդի մեդալը մնացել է մաքսակետում. պետությունը մաքսազերծման գումար է պահանջում

Սպորտում ոսկե, արծաթե եւ բրոնզե մեդալները մարզիկների սեփականությունը չեն, դրանք պետության նվաճումներն են, սակայն Հայաստանում այդ ամենին այլ կերպ են նայում` մարզիկի նվաճած մեդալը ենթարկվում է մաքսազերծման 47 հազար դրամով:

Այս մասին NEWS.am Sport-ի թղթակցի հետ զրույցում ասաց Հայաստանի ծանրամարտի ֆեդերացիայի գլխավոր քարտուղար Փաշիկ Ալավերդյանը:

2011թ. Համաշխարհային ուսանողական խաղերում Հայկ Հակոբյանի նվաճած բրոնզե մեդալի համար Հայաստանում մաքսազերծման գումար են պահանջել։

«Մեր լավագույն ծանրորդներից Հայկ Հակոբյանը 2011թ. համաշխարհային ուսանողական խաղերում գրավել էր չորրորդ տեղը: Ոսկե մեդալակիրը դոպինգ օգտագործելու համար հետագայում որակազրկվել է եւ մեր մարզիկը բարձրացել է երրորդ տեղ եւ նվաճել բրոնզե մեդալ: Նրան վերադարձվել է բրոնզե մեդալը: Ուսանողական խաղերի միջազգային կազմակերպությունը ուղարկել է մեդալը Հայաստան: Սակայն այդ մեդալը այժմ մնացել է Հայաստանի Արարատյան մաքսակետում: Հայաստանում այդ մեդալը ներկրելու համար մաքսազերծում են պահանջում` 47 հազար դրամ: Ասում են՝ արի մուծի այդ գումարը, մեդալդ տանք քեզ։ Այդ մեդալն արժե ընդամենը 10 եվրո` մեր գումարով 5 հազար դրամ: Իսկ սահմանին ասում են` բա ծախս ենք արել, բերել, հասցրել ենք այստեղ, պիտի մաքսազերծենք… Ի՞նչ է նշանակում մարզիկի նվաճած մեդալը մաքսազերծել: Դա մարզիկի անձնական մեդալը չէ, դա պետության անուն ազգանունն է: Այսօր ես գնալու եմ անցակետ՝ տեսնեմ այդ ինչ 47 հազար դրամ են ուզում, ում համար են ուզում: Ծիծաղելի է… Սրա մասին պետք է մտածենք, թե չորս տարվա ցիկլից հետո մեր մարզիկները Օլիմպիական խաղերում ինչու են այդպիսի արդյունքներ ցույց տալիս: Միայն մեր ներսում պետք է պատճառները փնտրենք, որ մարզիկի նվաճած մեդալի դիմաց մաքսազերծում չպահանջենք 47 հազար դրամ»,- ասաց Փաշիկ Ալավերդյանը:

Sanahin’s $21,500 Public Toilet Being Used as Storage Space Larisa Paremuzyan

A $21,500 public toilet built in 2007 near the entrance to Armenia’s famous medieval Sanahin Monastery is now being used as storage space by local vendors.

I got the scoop on the expensive toilet from Siramarg Simonyan, a senior citizen who can be seen cleaning up around the monastery every morning.

Siramarg volunteers her services, assisting her sister Sokhak who is a salaried cleaning employee at the monastery.

When I approached Mrs. Siramarg and expressed my thanks for her efforts, she smiled but complained that the toilet wasn’t being used for its intended purpose.

“Visitors to the monastery relieve themselves out in back, near the small hut where candles are sold. Sometimes, upon exiting the church, we come across men with their backs turned doing their business. It’s quite embarrassing.”

When I asked why visitors don’t use the toilet instead, Mrs. Siramarg said that local women vendors often use the area in front of the toilet to make coffee and have lunch.

“Many don’t use the toilet because they feel embarrassed,” she said.

A woman working in a food store nearby also complained that the vendors use the building as storage space.

Mrs. Siramarg told me that the Alaverdi Municipality, who paid for the toilet in the first place, needs to address the issue before the next wave of visitors in the spring.

Արտավազդ Մուրադյանը միջնակարգ դպրոցի 10-րդ դասարանի աշակերտուհի Տաթևիկ Ասատրյանին բազմաթիվ անգամներ ամուսնության առաջարկություն էր արել, իսկ ավարտական վերջին քննությունից հետո վերջինիս համոզել է ծնողների կամքին հակառակ ընտանիք կազմել: Համատեղ կյանքում ունեցել են մեկ դուստր: Նորաստեղծ ընտանիքն ապրուստի միջոց չի ունեցել, ամուսինն աշխատանք չունենալով հանդերձ՝ խաղատների մշտական այցելուն է եղել: Տաթևիկը, զրկված լինելով ընտանիքի հետ կապից, ստիպված է եղել մի կերպ գոյատևել սկեսրոջ օգնությամբ:

Ցավոք, այս պատմությունը սրանով չի սահմանափակվել. ամուսինը ծեծելով սեփական մորը վռնդել է տանից, իսկ Տաթևիկին առաջարկել, որ իր նկատմամբ ունեցած սերն ապացուցի մարմնավաճառությամբ զբաղվելու և իր պարտքերը մարելու գործում իրեն աջակցելու միջոցով՝ ինչպես արել է իր նախկին կինը: Տաթևիկը սարսափել է, ըմբոստացել, սպառնացել դիմել ոստիկանություն, պահանջել ամուսնալուծվել, որից հետո ամուսինը, դուռը փակելով իր և անչափահաս դստեր վրա, տանից հեռացել է:

Նույն գիշեր դրսից բանալիով մի տղամարդ բացել է տան դուռն ու ներս մտել: Տաթևիկը մտածել է, թե ամուսինն է: Սակայն պարզվել է, որ տուն ազատ մուտք գործած հյուրը ոչ թե ամուսինն է, այլ վերջինիս պարտքատերերից մեկը, ում ամուսինը 50.000 դրամ է պարտք: Հյուրը հայտնել է, որ Արտավազդն է իրեն ուղարկել, և որ Տաթևիկը պետք է «վարձահատույց» լինի, ինչից հետո ամուսնու պարտքը կնվազի 20.000 դրամով: Կինը բղավել է, պահանջել զանգել ամուսնուն, ինչը և արել է անսպասելի այցելուն, սակայն ամուսինն ասել է, որ պետք է հնազանդվի, եթե ոչ, ապա որպես անբարոյականի, իրեն կզրկի երեխայից: Ապա «հյուրին» առաջարկել է հնազանդեցնելու համար ծեծել կնոջը, ինչն էլ իրագործել է «հյուրը»:

Դաշնային քննիչներն ԱՄՆ-ում կարծում են, թե «Medicare»-ի գործով ամենահետախուզվող անձանցից մեկը, որը դատապարտվել է 20 մլն դոլարի խարդախության համար, կարող է թաքնված լինել Լոս Անջելեսի շրջանում: Այդ մասին գրում է «Los Angeles Times»-ը:

Իշխանությունները հայտարարել են, թե Նուրիցա Գրիգորյանը փախել է նախորդ ամիս, երբ մեղավոր էր ճանաչվել Գլենդելի կլինիկայում իր գործողությունների համար: Նա ներկայացել էր որպես բժշկուհի եւ թանկարժեք հոգեբուժական դեղամիջոցների բաղադրատոմսեր դուրս գրել:

Առողջապահության նախարարության եւ սոցիալական ծառայությունների քննիչները հայտարարել են, թե կլինիկան հաճախ է ընդունել անտուն հիվանդների, որոնց տվյալներն օգտագործել է «Medicare»-ի եւ «Medi-Cal»-ի հաշիվները լրացնելիս: Դրանց հետեւանքով մոտ 20 մլն դոլարի հաշիվ է ներկայացվել, «Medicare»-ն ու «Medi-Cal»-ը վճարել են մոտ 8 մլն դոլար:

Գրիգորյանի վճիռը հրապարակվելու էր հունիսին: Նրան սպառնում է մինչեւ 30 տարվա ազատազրկում: Սակայն նա անհետ կորած է փետրվարի 24-ից: Նա դատական հսկողության տակ էր՝ հատուկ ապարանջանի օգնությամբ, բայց անջատել է այն կամ հանել: Հաղորդվում է, որ Գրիգորյանը գնացել է Գլենդելում Հայաստանի հյուպատոսարան՝ փաստաթղթեր ստանալու, ապա կորել է: Լիովին հնարավոր է, որ նա արդեն լքել է ԱՄՆ տարածքը:

Սակայն Գրիգորյանի ընտանիքը դեռ գտնվումէ Լոս Անջելեսում, ինչպես են սպիտակ շունը, որին քննիչները հաճախ են տեսել տեսադիտման ընթացքում: «Չի բացառվում, որ նա մոտակայքում է»,- ասել է քննիչներից մեկը:

Zhoghovurd: Armenia can have free natural gas

The Armenian parliament's interim committee tasked with studying the
natural gas supply system's work has reportedly found out that the
country can potentially import the fuel free of charge from
Turkmenistan via Iran's territory.

While the facts and figures in its recent report, set to be discussed
in the legislative's upcoming session, reflect what the paper calls
the disconsolate situation in the sector, it has been found that
additional investments will secure an annual supply of 70 billion
cubic meters Iranian and Turkmenistani gas to a third country.

Moreover, says the paper, the supplier will have an obligation to pay
in the amount of 5% of the supply. In the case of the above mentioned
quantity, that will make 12,450 billion cubic meters per annum, notes
the paper. It says further that Armenia consumed a total of 12.450
cubic meters of the fuel in 2014. "

"That means that Armenia can have free natural gas. So who is to blame
for the failure to take any step; what's even worse, [the authorities]
have done all their best to make us keep purchasing gas from the
Russian Federation at such an expensive price," writes the paper.

Yerevan Orphanage Head Embezzles 46 Million AMD;

 

 

Hasmik Mkrtchyan, who heads the Mary Izmirlyan orphanage in Yerevan, has embezzled 46 million AMD from the institution.

The amount stolen translates into som US$ 95,000 at today's exchange rate.

Charges were filed against Mkrtchyan by Armenia's Investigative Committee.

Mkrtchyan, is said to have cooked the books from 2013-2016, creating nineteen ‘ghost’ job listings. Wages were then disbursed, only to be pocketed by Mkrtchyan.

In 2015, Gayaneh Margaryan, a former director of the Byureghavan Boarding School, another institution under the purview of Armenia’s Ministry of Labor and Social Affairs, was arrested and charged with using torture against children under her care and for financial misconduct during her term in office.

Testifying in the Margaryan case, still being heard in the courts, is Filaret Berikyan, former Deputy Minister of Labor and Social affairs., Berikyan had sponsored Margaryan for the job.

If similar institutions, all regulated by the ministry, are investigated, it cannot be ruled out that comparable violations will be uncovered. While numerous infractions have been revealed at the Mary Izmirlyan Orphanage, the case has gone nowhere because no state body has issued any statements on the matter.

Nevertheless, Armenia’s National Security Service had detained Hasmik Mkrtchyan, who has since been released on her own recognizance.

Here, I would like to ask the following of Armenian Prime Minister Karen Karapetyan.

Why hasn’t any state agency, including the prime minister’s oversight service, been able to expose such glaring abuses? They’ve allegedly been examining these institutions for years.

Have you ever questioned the heads of those agencies conducting such investigations? Don’t you think that a portion of the embezzled funds has wound up in their pockets?

Don’t you want to put an end to this national embarrassment? Isn’t it a part of your much-heralded campaign against corruption?
