Azerbaijani authorities appeared in deadlock, says former Armenian defense minister

1021922.jpg 11:03, 16 July, 2020

YEREVAN, JULY 16, ARMENPRESS. The recent developments in the Armenian-Azerbaijani border, the ongoing political processes in Azerbaijan show that President Ilham Aliyev has entered into a deadlock, Former Defense Minister of Armenia Vagharshak Harutyunyan told a press conference in Armenpress.

“From 2012-2013 to date the Azerbaijani authorities have spent over 20 billion USD on the army. They have presented the situation to the public in this way: you live badly, but we are solving the issue connected with Karabakh. But a time comes when it turns out that the Azerbaijani army is unable to solve any issue. On the other hand, we are also witnessing an ongoing domestic political fight within Azerbaijan. There is a situation which we have now, that is they don’t want to go to negotiations, they prefer the military solution which is not accepted by any international structure and numerous states. I suppose this is going to bring serious changes inside Azerbaijan”, he said.

The Azerbaijani armed forces launched an attack on an Armenian military base located in Tavush province since July 12, using artillery, mortars and UAVs. In addition, the Azerbaijani side also shelled the town of Chinari in the province with mortars, damaging civilian homes. On July 14 the Azerbaijani armed forces continued targeting the civilian infrastructures of the Armenian town of Berd, using an attacking drone.

Overnight July 16, at around 03:40, the units of the Armenian Armed Forces have noticed movement of the Azerbaijani side. Switching to all-round defense, the Armenian Armed Forces prevented the sabotage infiltration attempt of the Azerbaijani side. After a hot battle the adversary was pushed back suffering losses. Thereafter, at 05:20, the Azerbaijani forces started shelling Aygepar and Movses villages of Tavush province, firing mortars and D-30 howitzer.

Two lawmakers of the parliament of the Netherlands Martijn van Helvert and Joël Voordewind have sent a joint letter to the Dutch foreign minister, requesting clarification over the process of responding to the numerous alarms of the Armenian side regarding the escalation of the situation in the Karabakh conflict zone, as well as on other issues.

The letter addressed to the Dutch FM also requests clarification over the holding of military drills by Azerbaijan with violations of the OSCE commitments, Turkey’s unconstructive role supporting the use of force.

Martijn van Helvert said on Facebook that they have asked questions in the letter about the violence between Armenia and Azerbaijan. The lawmaker said the Armenian Embassy has warned the Netherlands and the European Union that everything is becoming uncontrollable. “What can we do to prevent the new war in the outskirts of Europe?” he asked.

French region president condemns Azerbaijani aggression on Armenia

1021962.jpg 13:46, 16 July, 2020

YEREVAN, JULY 16, ARMENPRESS. President of France’s Auvergne-Rhone-Alpes region Laurent Wauquiez issued a statement over the Azerbaijani aggression against Armenia.

“Our region has close ties with the Armenian community. In fact, one third of the Armenian community of France lives in Auvergne-Rhone-Alpes. Since 2016 we have put a beginning to very important cooperation works with Armenia. It was in particularly reflected with the unprecedented introduction of memory, so that the children of our high school will know about the reality on the Armenian Genocide. Last October I also visited Armenia aimed at establishing cooperation in economic, tourism and higher education spheres.

Today, the military operations being carried out by Azerbaijan are just a threat for Armenia’s peace and have already caused a lot of sufferings to the civilian population. I strongly condemn this in case when Armenia’s borders are internationally recognized. I decisively urge the French authorities to deal with this issue, officially urging Baku to stop its military operations for the sake of historical ally Armenia, the people of which have a full right to peace and security and for the sake of Caucasus which should not sink into violence.

As a reminder I want to state that Auvergne-Rhone-Alpes will also be among the key partners of Armenia and Artsakh. It can rely on our full support in this trial”, the statement said.

Turkey’s pro-Kurdish Peoples’ Democratic Party has refused to sign under an anti-Armenian statement drafted by the other four political parties in parliament.

According to the Turkish Gazeteduvar, the clarification of the Peoples’ Democratic Party states that it is necessary to give preference to a peacemaking foreign policy instead of an anti-Armenian statement and that bringing Armenia and Azerbaijan to the negotiating table and easing the tension need to be the main principle.

The Justice and Development Party, Republican People’s Party, National Movement Party and Good Party of the Parliament of Turkey have adopted a statement condemning the so-called ‘aggression of Armenia’ against Azerbaijan.

Armenian soldiers take photo with downed SkyStriker UAV
19:00, 17.07.2020
default.jpg

A photo of two Armenian servicemen holding an Israeli SkyStriker UAV has been disseminated on the Internet, and this Skystriker UAV is one of the 14 UAVs of the Azerbaijani Armed Forces that the Armenian Armed Forces have been striking down since July 12.

Military expert Vitaly Mangasaryan posted the photo on his Facebook page.

Mangasaryan provided details about the UAV in an interview with Armenian News-NEWS.am.

“This is an Israeli Kamikaze UAV. There is not much tactical-technical data on this UAV on the Internet. There is information according to which the UAV can stay in the air for two hours, has two regimes and can lift a 5-10 kg bomb,” he said.

Asked how the Armenian Armed Forces succeeded in striking down the UAV, the military expert said the following: “I believe the relevant units for radio-electronic defense did a good job. When it comes to such strike UAVs, it is very important to make sure the adversary doesn’t have the brain because our engineers can decipher the schemes and algorithms and lead a more effective battle against such UAVs.”

The expert said that, according to different sources, this UAV costs $200-250,000.

Azerbaijan threatens to cause a 'nuclear catastrophe' by attacking power station in Armenia amid deadly border clashes
  • Both sides blame each-other for the clashes on their shared southern border
  • The power plant is located close to Armenia's border with Turkey to the west

  • Armenia's Foreign Ministry denounced threat from Azerbaijan as 'genocidal'

  • Turkey, a strong ally of Azerbaijan, has vowed to 'stand against' Armenia

  • The U.S. and Russia have both condemned the violence and called for restraint

By Chris Jewers For Mailonline and Afp

Fighting between Armenian and Azerbaijani forces flared up again Thursday on the South Caucasus nations' shared border, with both sides blaming the other for the attacks that extended the worst outbreak of hostilities between the two countries in years.

In a statement that reflected the potential for the conflict's escalation, Azerbaijan warned it could strike Armenia's nuclear power plant if the Armenian forces launched an attack on a strategic water reservoir in Azerbaijan.

Armenia's Foreign Ministry denounced the Azerbaijani threat as 'genocidal.'

The threat came in a statement from Azerbaijani Defense Ministry spokesman Vagif Dargyakhly, who said:'The Armenian side mustn't forget that the state-of-the-art missile systems our army has are capable of launching a precision strike on the Metsamor nuclear power plant, and that would be a huge tragedy for Armenia.'

Attacking the nuclear power plant, which is close to Armenia's capital Yerevan, 'will lead to a great catastrophe,' the spokesman warned.

There have been casualties on both sides of the border since the conflict between Armenia and Azerbaijan flared up again on Sunday. Above, Relatives and friends mourn at the coffin with the body of Armenian Major Garush Hambardzumyan, who was killed during a fighting between Azerbaijan and Armenia Yerevan, Armenia, July 16, 2020.

Azerbaijani President Ilham Aliyev fired his foreign minister Thursday, accusing him of failing to duly defend the nation's interests amid the conflict.

Aliyev also lashed out at nationalist demonstrators who tried to break into the parliament building in the Azerbaijani capital earlier this week while demanding tougher action against Armenia. Seven police officers were injured during the incident.

He accused the leaders of the opposition Popular Front of Azerbaijan of inciting riots to destabilize Azerbaijani during the renewed fighting with Armenia and warned they could face criminal charges.

The United States and Russia, which co-chair the Minsk group of the Organization for Security and Cooperation in Europe that has tried to negotiate a settlement of the Nagorno-Karabakh conflict, condemned the violence and called for restraint.

Turkey, which has close ethnic and cultural ties with Azerbaijan, has voiced strong support to Baku in the conflict.

On Thursday, Turkish Defense Minister Hulusi Akar met with Azerbaijan's deputy defense minister and air force commander, Ramiz Tahirov, in Ankara and condemned 'the vile attack' on Azerbaijan's Tovuz district.

'They (Armenians) will be crushed and drown in this plot they have created and they will definitively pay for what they did,' Akar said after the meeting. 'We will continue to stand with our Azerbaijani brothers in the face of such attacks, as we have always done.'

President Tayyip Erdogan said on Tuesday that it would not hesitate to 'stand against any attack' on Azerbaijan and that Armenia was 'out of its depth' in the conflict.

On Friday, Defence Industry Director Ismail Demir tweeted that 'Our defence industry, with all its experience, technology and capabilities, from our armed drones to our ammunition and missiles and our electronic warfare systems, is always at the disposal of Azerbaijan!'.

International concern is high because of the threat to stability in a region that hosts pipelines taking oil and gas from the Caspian Sea to global markets.

Demir, who met Azerbaijan's deputy defence minister and air force commander Ramiz Tahirov in Ankara, said Turkey would help to modernise Azerbaijan's army.

Turkish Defence Minister Hulusi Akar said Armenia had started the border clashes, and that it would be 'drowned under the plot that they initiated'.

Russia said on Friday it is prepared to mediate peace talks between ex-Soviet rivals Armenia and Azerbaijan after the escalation.

President Vladimir Putin and members of Russia's Security Council expressed 'extreme concern' over the flare-up in fighting between the South Caucasus countries that erupted last week, Kremlin spokesman Dmitry Peskov said.

Putin alongside senior Russian government officials 'emphasised an urgent need for the parties to adhere to a ceasefire, and voiced a readiness to mediate efforts', Peskov said, quoted by the Interfax news agency.

Negotiations mediated by Russia, the United States, and France since 1994 have failed to bring about a lasting resolution to the stalemate.

Kim Kardashian urges international community to 'pay attention' and 'intervene' after Azerbaijan's 'unprovoked attacks' on Armenia

By Deirdre Simonds for DailyMail.com

Kim Kardashian is using her massive influence on social media to shine a light on the growing conflict.

On Thursday, the 39-year-old reality star-turned-justice warrior informed her 179 million Instagram followers of the threat made by Azerbaijan's Ministry of Defense to Armenia.

'Despite an ongoing global pandemic, Azerbaijan has violated the UN's appeal for global ceasefire by unprovoked attacks against the Republic of Armenia,' she wrote on her Instagram Story.

'Civilian structures in Armenia have been targeted, and Azerbaijan has now threatened to bomb the nuclear power plant in Armenia.'

'In the meantime, congressional amendments to the National Defense Authorization Act will be voted on next week to ensure that the U.S. does not enable Azerbaijan with military aid that would be used against Armenia and Artsakh,' she wrote.

Then, she urged the international community to 'pay attention and intervene' with political and diplomatic measures to 'prevent unnecessary escalation and the loss of human life.'

The mother-of-four expressed her support for her fellow Armenians and prayed for those 'involved in recent tensions on the border of the country.'

'I urge for a peaceful resolution for these unprovoked attacks during this already very difficult pandemic,' she concluded, before encouraging her fans to call their senators and representatives, in support of Armenia.

Kardashian, who is studying to take the bar in California, baptized her three youngest children in Armenia last year.

Australian Federal political leaders condemn Azerbaijan for attack on Armenia
xAustralian-MPs.png.pagespeed.ic.VShLAkV

The co-convenors of the Australia-Armenia Inter-Parliamentary Union (Friendship Group), Trent Zimmerman MP and Joel Fitzgibbon MP have released a statement strongly condemning Azerbaijan’s provocative attacks on the Armenian border town of Tavush over recent days, reported the Armenian National Committee of Australia (ANC-AU).

The leaders of the Armenian Caucus in Australia’s Federal Parliament called on “Azerbaijan to remain compliant with their ceasefire obligations and with international calls to maintain peace during the COVID-19 crisis” in their statement, released as Azerbaijan escalated threats of furthering their aggression by targeting Armenia’s nuclear power plant.

“As co-convenors of the Australia-Armenia Inter-Parliamentary Union, we are deeply disturbed by the outbreak of hostilities between Armenia and Azerbaijan following Azeri aggression in the Armenian border region of Tavush,” read the statement from Member for North Sydney Zimmerman and Member for Hunter Fitzgibbon, who is Australia’s former Defence Minister.

“We call on Azerbaijan to remain compliant with their ceasefire obligations and with international calls to maintain peace during the COVID-19 crisis. Too many soldiers have already lost their lives and civilians in Armenian border towns are at risk. We are also concerned about reports of Azeri cyber-attacks on Armenian assets.”

“Breaches of the ceasefire such as this only serve to destabilise an entire region and make the task of the Minsk Group in brokering a lasting peaceful settlement more difficult.”

Zimmerman and Fitzgibbon added: “Azerbaijan must cease aggressive military action and work with Armenia to de-escalate the current conflict.”

ANC-AU Executive Director Haig Kayserian thanked the co-convenors of the Australia-Armenia Inter-Parliamentary Union for their support.

“We are grateful Mr. Zimmerman and Mr. Fitzgibbon have delivered an absolute condemnation of the fundamentalist Azerbaijani dictatorship’s attacks on Armenia’s sovereign borders,” said Kayserian.

“The attacks, coupled with the threats of nuclear terrorism by the Aliyev regime, are deeply concerning for Armenian-Australians, and we are fortunate to have the support of some of Australia’s most respected political leaders.”

YEREVAN, JULY 17, ARMENPRESS. Azerbaijan is spreading fake news about the losses of the Armenian side, Armenia’s defense ministry said in a statement.

Dear citizens, the defense ministry has no connection with that statement, that is the adversary’s regular disinformation. Be careful, don’t give in to the provocations of the adversary”, the statement of the Armenian defense ministry says.

Armenian deputy FM doesn’t expect change in Azerbaijan’s policy after Mammadyarov’s dismissal

1022111.jpg 11:54, 17 July, 2020

YEREVAN, JULY 17, ARMENPRESS. Armenian deputy foreign minister Shavarsh Kocharyan doesn’t think that Azerbaijan’s policy will change after the dismissal of Elmar Mammadyarov from the position of the foreign minister.

“I don’t think that with the change in person the state’s policy is also changing. Unfortunately, to date its [Azerbaijani] policy is unconstructive, let’s wait and see what will be after this”, he told reporters in Minsk.

Commenting on Mammadyarov’s dismissal, the deputy FM said here the problem is internal, not external, which can grow even to the change of the Azerbaijani president.

“Cadre changes are taking place in Azerbaijan. It’s an impression that these changes have further rising goals, up to the change of the president”, he said.

On July 16 Azerbaijani President Ilham Aliyev dismissed Foreign Minister Elmar Mammadyarov, who was serving in this post since 2004. Aliyev shortly appointed the education minister of Azerbaijan as new foreign minister.

World Council of Churches calls for urgent de-escalation of clashes on Armenia-Azerbaijan border

1022123.jpg 12:27, 17 July, 2020

YEREVAN, JULY 17, ARMENPRESS. World Council of Churches (WCC) interim general secretary Rev. Prof. Dr Ioan Sauca issued a statement over the recent military aggression launched by Azerbaijan against Armenia.

In the statement Ioan Sauca called for urgent de-escalation of the confrontation on the Azerbaijan-Armenia border, where renewed fighting since 12 July has cost the lives of at least 16 people and resulted in destabilization.

“The WCC is deeply concerned by reports that artillery exchanges have imperiled civilians and essential infrastructure, including a factory in the Tavush region of Armenia making personal protective equipment essential for the COVID-19 response,” said Sauca. “Particularly in the context of the novel coronavirus pandemic, which has badly affected both Azerbaijan and Armenia, WCC calls on both sides to observe the global ceasefire called for by the UN secretary-general to enable all necessary resources to be deployed in the fight against the virus. While Armenia has expressed commitment to the global ceasefire, the WCC regrets that Azerbaijan has not”, Sauca said.

“The WCC calls for renewed engagement in diplomatic efforts to find a solution to this issue”, said Sauca.

Since July 12th, Azerbaijan has launched a series of cross-border attacks against Armenia’s northern Tavush province.

YEREVAN, JULY 17, ARMENPRESS. The Austrian APA news agency has published an article about the recent developments on the Armenian-Azerbaijani border.

Armenpress presents the article:

“The situation has escalated on the Armenian-Azerbaijani border since July 12 due to the aggression and ceasefire violations by Azerbaijan. On July 12, at 12:30 the Azerbaijani armed forces launched provocative actions on the Armenian-Azerbaijani border, attempting to violate the state border of Armenia in direction of Tavush province in a military vehicle. After the warning of the Armenian side, the Azerbaijani troops left the vehicle and returned to their positions. An hour later the Azerbaijani side started an attack on an Armenian positions with mortars, but was again pushed back. It’s worth noting that that position is located in Armenia’s territory, and the actions taken by Azerbaijan are obviously an aggression towards Armenia’s territory.

The target of the Azerbaijani armed forces has been the military position of the Armenian Armed Forces located in the sovereign territory of Armenia. As a sovereign state Armenia has a full right to protect both its territory and the military positions located in its territory.

On July 13 and 14 the Azerbaijani side continued and expanded its provocative actions on the norther-eastern section of the Armenian-Azerbaijani border, shelling several villages in Tavush province, with the use of 83mm and 120mm mortars, artillery and a tank.

Despite the agreements reached with the efforts of the OSCE Minsk Group Co-Chairs, the Azerbaijani side continues violating the ceasefire, targeting the Armenian town of Berd and civilian infrastructures, as a result of which some civilian infrastructures, including a factory producing 300,000 face masks for COVID-19 daily, a kindergarten and a vehicle of the emergency situations, have been damaged.

In recent years Azerbaijan has consistently run a policy aimed at keeping the situation tense in different parts of the Armenian-Azerbaijani border, gradually expanding also the geographical borders of that tension and always trying to strengthen its combat positions, trying to keep Armenia’s bordering villages and towns under a direct fire.

Like in the past, Azerbaijan is deploying its artillery units, with which it bombards the Armenian settlements, directly in the Azerbaijani settlements, thus using its own civilian population as a shield in case of a possible counter response.

Commenting on reasons, the Armenian Prime Minister said that the Azerbaijani leadership, instead of calling on its own people to keep the healthcare rules, was making calls for military war, it seems the anti-Armenianism is the best way of fighting the coronavirus in Azerbaijan.

All this is connected with the difficulties Azerbaijan’s dictatorial regime is currently facing: absence of divergence and free media, political prisoners, fruitless fight against COVID-19, drop in oil prices. It’s obvious that the healthcare and economic consequences of the pandemic, the recent ongoing reshuffles in Azerbaijan’s domestic political life which are accompanied with arrests in different public administration structures, including in the foreign ministry, have caused domestic political challenges.

Azerbaijan, one again trying to deviate the public attention from the domestic problems, is speculating the Nagorno Karabakh conflict and is trying to conduct an internal unity around the image of external enemy.

Azerbaijan’s defense ministry and political leadership present these provocative actions as key achievements and a military victory against Armenia, emphasizing with a vivid military rhetoric that they can use force towards Armenia’s military and civilian infrastructures in case of necessity.

An obvious ignoring attitude towards human lives is seen in the actions of the Azerbaijani military-political leadership. The evidence of this is also the fact that Azerbaijan has not joined the UN Secretary-General’s recent call for global ceasefire during the pandemic.

Contrary to the calls of the OSCE Minsk Group Co-Chairs to refrain from provocative actions, hostile rhetoric and strengthen the ceasefire regime, as well as the call of the UN Secretary-General for global ceasefire, Azerbaijan not only continues acting with threats of use of force and military escalation, but also, unfortunately, implements them today.

Armenian Prime Minister Nikol Pashinyan has strongly condemned the provocative actions of the Azerbaijani armed forces, stating that Azerbaijan’s military-political leadership will bear the whole responsibility for the unpredictable consequences of the regional destabilization.

We want to highlight that Armenia, decisively defending its borders and population, is acting from the positions of mitigating the tension. At the same time any attempt directed against Armenia will receive a proportionate response. Armenia has consistently urged to solve all issues through peaceful means and negotiations, this is the only guarantee for the establishment of lasting and stable peace in the region”.

STAGE SET FOR VOTE ON HOUSE FLOOR

Washington, D.C. – Late last night, the House Committee on Rules adopted a key amendment by Representative Frank Pallone, Jr. (D-NJ) during consideration of the Fiscal Year 2021 National Defense Authorization Act (NDAA), reported the Armenian Assembly of America (Assembly).

Rep. Pallone’s amendment, which was cosponsored by Reps. Zoe Lofgren (D-CA), Adam Schiff (D-CA), Brad Sherman (D-CA) and Jackie Speier (D-CA), requires a report from the Secretary of Defense, in collaboration with the Secretary of State, addressing allegations that some units of foreign countries that have participated in security cooperation programs under Section 333 of title 10, U.S.C. (Building Partner Capacity Program) may have also committed gross violations of internationally recognized human rights before or while receiving U.S. security assistance. This report would also include recommendations to improve human rights training and additional measures that can be adopted to prevent these types of violations.

During the April 2016 Four-Day War against Artsakh initiated by Azerbaijan, the Azeri military killed a 12-year-old boy, beheaded a soldier and mutilated an elderly Armenian couple. The Armenian government had evidence that those responsible for these atrocities had received U.S. training. Azerbaijan has an abysmal human rights record and in its latest and deadly attack against Armenia, which began on July 12, targeted civilian areas – the city of Berd and the villages of Aygepar, Chinari, and Movses – in Armenia’s Tavush Province, and also threatened to target Armenia’s nuclear power plant. Last month, Senator Bob Menendez (D-NJ), Ranking Member of the Senate Foreign Relations Committee in a letter to the Government Accountability Office (GAO) requested an assessment regarding the amount and nature of U.S. assistance provided to Azerbaijan, including if any assistance “was used for offensive purposes against Armenia or Nagorno-Karabakh, or may have enabled such offensive purposes, however indirectly.”

Having been made in order by the Rules Committee, Rep. Pallone’s amendment will be considered next week during consideration of the NDAA by the full House of Representatives.

Amendments by Representative Sherman prohibiting funds from being used to transfer defense articles or services to Azerbaijan and Representative Speier restoring the long-standing policy of parity in military funding between Azerbaijan and Armenia were not made in order by the Rules Committee.

“We applaud Representatives Pallone, Sherman and Speier for their timely initiatives. The current acts of aggression by Azerbaijan, including threats to target Armenia’s nuclear power plant, follow a longstanding pattern of hostility against the Armenian people. Given this latest assault and deeply troubling developments, we urge all Members of Congress to condemn Azerbaijan’s attacks, including the inexplicable targeting of kindergartens,” stated Executive Director Bryan Ardouny.

Established in 1972, the Armenian Assembly of America is the largest Washington-based nationwide organization promoting public understanding and awareness of Armenian issues. The Assembly is a non-partisan, 501©(3) tax-exempt membership organization.

Armenian MFA: Lack of incident investigation mechanisms allows Baku to stand with unfounded accusations
22:42, 18.07.2020

Lack of incident investigation mechanisms allows Baku to stand with unfounded accusations, foreign ministry spokesperson Anna Naghdalyan noted on Saturday.

"There are clear proposals for building security and confidence, including increasing the number of international observers on the ground and their permanent deployment, direct communication, and the introduction of mechanisms to investigate alleged violations of the ceasefire. Their implementation can help to avoid a further resumption of rising tensions," she noted.

"However, Azerbaijan has rejected these mechanisms of investigation, the absence of which contributes to the increase in civilian casualties, as well as unfounded accusations against the Armenian side."

MFA: We consider Baku's threats to bomb Armenian nuclear power plants as state terrorism

22:03, 18.07.2020

Armenia considers Baku's statements to bomb the Armenian nuclear power plant as a manifestation of state and nuclear terrorism, foreign ministry spokesperson Anna Naghdalyan told a briefing.

She noted that Armenia’s Permanent Representative to International Organisations in Vienna, Ambassador Armen Papikyan informed Director-General of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi about Azerbaijan's threats to strike at the Armenian nuclear power plant.

"We see such threats as a manifestation of genocidal intentions," she noted.

Asked whether Europe has heard statements from Baku that Armenia is allegedly trying to damage the energy system of Europe, Naghdalyan noted that the European representatives had not voiced anything like that. According to her, such accusations by representatives of Azerbaijan are manipulative, since it is Azerbaijan that is trying to use force.

Huge lines formed in Moscow to buy Armenian apricot after Azeri owner of wholesale center banned the sale

The trucks loaded with agricultural products from Armenia have been offered alternative locations in Moscow to sell their goods. The owner of Tashir Group Samvel Karapetyan earlier offered “Bukhta” wholesale food center where farmers from Armenia could sell the product free of charge.

As reported earlier, Azerbaijani owners of Food City market in Moscow, which is the only place where fruit can be sold from trucks, removed the vehicles filled with Armenian apricot from the market in reaction to the escalation on the border.

Armenian farmer from Armavir Province Lernik Avagyan earlier told Panorama.am that as a result of the decision by the Azeri owner of the market, dozens of trucks were banned to enter the market. The farmers also voiced concern that the fruit and vegetable could spoil if no urgent measures are taken to solve the matter. “We were clearly informed that no trucks with Armenian plate numbers shall enter the market,” Avagyan said.

The news about the obstacles to the sale of Armenian product in Moscow resonated among Armenian community within hours. Number of wealthy locals offered alternative locations for the sale of the goods, while Moscow-based Armenians hurried to the scene to buy apricot.

Scenes of huge lines formed in one of Moscow markets to buy apricot are actively shared among social media users.

Armenian PM: We have evidence that Azerbaijan’s armed forces deployed artillery in courtyards between residential houses in Aghdam

Prime Minister Nikol Pashinyan visited the Ministry of Defense headquarters, where he met with the leadership of the Ministry of Defense and Armed Forces, headed by Defense Minister David Tonoyan and Chief of the General Staff of the Armed Forces, Lieutenant General Onik Gasparyan. Minister of Foreign Affairs Zohrab Mnatsakanyan attended the meeting.

In his speech, Prime Minister Pashinyan referred to the recent escalation on the Armenian-Azerbaijani border. The Prime Minister stated, in part: “The purpose of today’s meeting is to discuss the operative situation on the Armenia-Azerbaijan border. However, first of all it should be stated that the military-political situation in the region has become tense due to Azerbaijan’s aggression against the sovereign territory of the Republic of Armenia.

Late on July 12, Azerbaijan’s armed forces launched an attack and attempted to get hold of the Anvakh (Fearless) border post of Armenia’s armed forces. To give a comprehensive idea of the situation, it should be stated that the aforementioned position is located in the sovereign territory of the Republic of Armenia.

At the same time, Azerbaijan’s armed forces targeted the villages of Movses, Aygepar, Chinari, Nerkin Karmiraghbyur in Tavush region with artillery fire and drones, causing significant damage to civilian infrastructure and residential houses. We have evidence - factual data - that Azerbaijan’s armed forces have deployed artillery and armored vehicles in the courtyards between residential houses in the village of Aghdam, which faces Armenian Chinari village. They targeted our villages with the assumption that the Armenian side could not help hitting civilian targets in case of retaliation."

"It is important to record the meaning and context of the events that are taking place in the region, because Azerbaijan’s offensive must have an explanation; therefore, the following question may arise: What does the military-political leadership of Azerbaijan want to do? Why?

Azerbaijan’s President Ilham Aliyev’s long-standing warlike rhetoric has intensified in recent months. He threatens to resolve the Karabakh conflict by force and openly demonstrates his intention to abort the OSCE Minsk Group’s mediation efforts. Against this background, he developed the thesis of the strength and invincibility of the Azerbaijani army in a bid to justify those billions of dollars spent over the past decade and a half under the pretext of army development.

The military-political leadership of Azerbaijan has repeatedly stated that it is waiting for an order from Ilham Aliyev to resolve the Karabakh conflict by military means. This continuous rhetoric had to get some _expression_. Naturally, against the background of aggressive statements made by the military-political leadership of Azerbaijan, we were supposed to be more vigilant for the security of Artsakh, attention should have been doubled on Artsakh’s Defense Army. Therefore, Azerbaijan decided to strike in the direction we should have expected the least with a single goal to materialize the myth of Azerbaijani army’s invincibility by means of an unexpected blow, to break down the moral and psychological positions of the Armenian side with a swift military success and ultimately attack the Republic of Artsakh in that situation.

The Armed Forces of the Republic of Armenia, however, showed an exceptionally high level of combat readiness. They not only secured the inviolability of Armenia’s borders, but also shattered the myth built up by the incumbent President of Azerbaijan for a decade and a half about the combat effectiveness of the Azerbaijani army.

At the same time, with the recent onslaught, Azerbaijan caused significant damage to those countries with which it is cooperating in the military-technical sphere, since our Armed Forces destroyed weaponry that was deemed to be invulnerable all over the world.

However, the biggest surprise is the condescending attitude of the military-political leadership of Azerbaijan towards its own soldiers’ lives who were doomed to death since the task set before them was obviously unachievable.

The provocation undertaken by the military-political leadership of Azerbaijan also has a much broader geopolitical context. In an attempt to cover up its own failure, the Azeri propaganda has started to develop a thesis that the Armenian armed forces are positioned to disrupt and dismantle the international energy infrastructure originating in Azerbaijan. This is done to present Armenia as a global threat.

But this absurd assertion can simply be thwarted by the fact that Armenia theoretically had the opportunity to take such an action far before last week’s events. But it has never had such a goal; it has never been on our political agenda, we never sought to create economic, political, military-political or security instabilities in the region and in the world," the head of the government said.
