Clashes erupt between Armenia and Azerbaijan over Nagorno-Karabakh

YEREVAN/BAKU (Reuters) - Armenia declared martial law and mobilised its male population on Sunday after clashes with Azerbaijan over the breakaway Nagorno-Karabakh region in which sources on both sides reported fatalities.

Authorities in Nagorno-Karabakh, a mainly ethnic Armenian region inside Azerbaijan which declared independence in 1991, also announced martial law and mobilised the male population after clashes which the two sides blamed on each other.

Armenia said Azerbaijan had carried out an air and artillery attack on Nagorno-Karabakh, but Azerbaijan said it had responded to Armenian shelling.

Armenian human right activists said two civilians, a woman and a child, had been killed by Azeri shelling. Baku said an unspecified number of Azeri civilians had been killed and six wounded, and Nagorno-Karabakh said 10 of its military staff had been killed. The reports could not be independently confirmed.

Russia’s foreign ministry, a mediator in decades of conflict between majority Christian Armenia and mainly Muslim Azerbaijan, urged both sides to cease fire immediately and hold talks.

The two countries have long been at odds over Nagorno-Karabakh, which broke away from Azerbaijan in a conflict that broke out as the Soviet Union collapsed.

Though a ceasefire was agreed in 1994, Azerbaijan and Armenia frequently accuse each other of attacks around Nagorno-Karabakh and along the separate Azeri-Armenian frontier.

The conflict has worried Western and regional countries in part because it could cause instability in the South Caucasus, which serves as a corridor for pipelines transporting oil and gas to world markets.

FREQUENT SKIRMISHES

Armenia’s defence ministry said its troops had destroyed three tanks and shot down two helicopters and three unmanned aerial vehicles in response to an attack on civilian targets including Nagorno-Karabakh’s capital, Stepanakert.

“Our response will be proportionate, and the military-political leadership of Azerbaijan bears full responsibility for the situation,” the ministry said in a statement echoed by the foreign ministry.

Armenian Prime Minister Nikol Pashinyan wrote on Twitter: “We stay strong next to our army to protect our motherland from Azeri invasion.”

Azerbaijan denied the Armenian defence ministry statement, saying it had “complete advantage over the enemy on the front”, and accused Armenian forces of launching “deliberate and targeted” attacks along the front line.

“We defend our territory, our cause is right!” Azerbaijan’s president, Ilham Aliyev, said in an address to the nation.

Azerbaijan’s defence ministry said some civilians had been killed but gave no death toll.

At least 200 people were killed in a flare-of the conflict between Armenia and Azerbaijan in April 2016. There are frequent skirmishes and at least 16 were reported killed in clashes in July.

Child, woman among casualties in Nagorny Karabakh heavy fighting

YEREVAN: An Armenian woman and child were killed Sunday when heavy fighting erupted between Azerbaijan and Armenian separatists, with the two foes accusing each other of starting fighting that led to casualties on both sides.

Ethnic Armenian separatists seized the Nagorny Karabakh region from Baku in a 1990s war that claimed 30,000 lives.

Talks to resolve the Karabakh dispute -- one of the worst conflicts to emerge from the 1991 collapse of the Soviet Union -- have been largely stalled since a 1994 ceasefire agreement.

Armenia said Sunday Azerbaijan attacked civilian settlements in Nagorny Karabakh including its main city Stepanakert.

 

Azerbaijan's defence ministry said it launched a "counter offensive to suppress Armenia's combat activity and ensure the safety of the population," using tanks, artillery missiles, combat aviation and drones.

"There are reports of dead and wounded among civilians and military servicemen," the spokesman for the Azerbaijani presidency, Hikmet Hajiyev, said in a statement.

Karabakh's ombudsman Artak Beglaryan said "there are civilian casualties" among the region's population.

Separately, a spokesman for the Armenian defence ministry said an Armenian woman and child were killed in Karabakh.

The worst clashes since 2016 have raised the spectre of a fresh large-scale war between arch-foes Azerbaijan and Armenia that have been locked for decades in a territorial dispute over Nagorny Karabakh.

A major confrontation between the ex-Soviet Caucasus neighbours would draw in big regional players Russia and Turkey.

On Sunday morning, Azerbaijan started "active bombing" along Karabakh's frontline and of civilian targets, including in the main city Stepanakert, Karabakh's presidency said.

The rebel defence ministry claimed its troops shot down two Azerbaijani helicopters and three drones.

- 'We will win' -

The claims were denied by the defence ministry in Baku which said its forces were responding to an Armenian offensive.

Hajiyev said Armenian forces in Karabakh "blatantly violated the ceasefire regime and, using large-caliber weapons, mortar launchers and artillery have launched an intensive attack on the positions of the armed forces of Azerbaijan along the frontline."

"Let us stand firmly behind our state, our army... and we will win. Long live the glorious Armenian army!" Armenian Prime Minister Nikol Pashinyan said on Facebook.

Azerbaijan's transport ministry said it has "put restrictions on internet traffic" in the country "in order to prevent Armenian provocations."

On Friday, Azerbaijani President Ilham Aliyev accused Armenia of undermining Karabakh peace talks.

In July, heavy clashes along the two countries shared border -- hundreds of kilometres from Karabakh -- claimed the lives of at least 17 troops from both sides.

Raising the stakes, Azerbaijan at the time threatened to strike Armenia's atomic power station if Yerevan attacked strategic facilities.

During the most recent serious clashes in April 2016, some 110 people were killed.

France, Russia and the United States have mediated peace efforts as the "Minsk Group" but the last big push for a peace deal collapsed in 2010.

Russia on Sunday called for an immediate ceasefire and the start of talks after heavy fighting broke out between Azerbaijan and Armenian separatists.

 

"We are calling on the sides to immediately halt fire and begin talks to stabilise the situation," the foreign ministry said.

Clashes broke out this morning between Armenian forces and the Azerbaijani military in the region of Artsakh.

At 9:33AM local time, the Artsakh Foreign Ministry announced on Twitter:

“Early morning, Azerbaijan unleashed military offensive along [the Line of Contact] targeting also civilian settlements, including the capital Stepanakert. Artsakh defense acts with all capacities to ensure security of its population. Azerbaijan bears full responsibility for consequences of its aggression.”

Armenia and Azerbaijan have been at loggerheads with each other over the territory of Artsakh, or more commonly known as Nagorno-Karabakh, since the Soviet Union begun collapsing in the late 1980’s as the Armenian-majority region, which was gifted to Azerbaijan by acting Commissar of Nationalities for the Soviet Union in the early 1920’s, Joseph Stalin, wanted to unify with Armenia.

 

After years of war, Artsakh achieved a de facto independence in 1994, albeit with no international recognition, including from Yerevan.

Flareups are common place, including outside of Artsakh and on the direct borders of Armenia and Azerbaijan. The most deadly clashes recently took place in July after a failed Azerbaijani offensive led to the death of 21 of its soldiers, 13 UAV’s downed and three tanks destroyed. This was to Armenia’s five soldiers and two police officers killed in action.

Although the Artsakh Defense Forces lost 12 Soviet-era Osa surface-to-air missile systems, it came at a heavy price for Azerbaijan who lost three tanks, two helicopters and 14 drones.

Ankara has already weighed in on the current hostilities, with Turkish Presidential Spokeperson İbrahim Kalın claiming that Armenian forces attacked civilians.

“We strongly condemn Armenia’s aggression against Azerbaijan. By attacking civilian settlements, Armenia has violated the ceasefire and once again demonstrated its opposition to peace and stability. The international community must immediately stop this dangerous provocation,” he said on Twitter.

An Armenian woman and child were killed by Azerbaijani shelling in the Martuni region. There are not reports yet of an Azerbaijani civilian casualties.

“Turkey and Azerbaijan near the face of these attacks. We wish God’s mercy on our brothers who lost their lives in the attacks. Azerbaijan is not alone. It has full support from Turkey,” Kalın said in a follow up tweet.

At the beginning of this month, Azerbaijani dictator Ilham Aliyev told the newly appointed Greek ambassador to Azerbaijan, Nikolaos Piperigos, that “we support them [Turkey] on all issues, including the issue of intelligence in the Eastern Mediterranean.”.

“I can tell you, and it is no secret, that Turkey is not only our friend and partner, but also a brotherly country for us. Without any hesitation whatsoever, we support Turkey and will support it under any circumstances,” the Azerbaijani dictator added.

Turkey only days ago was exposed transferring Syrian jihadists to Azerbaijan to fight against the Armenians, as reported by Greek City Times.

It has also been highlighted that Turkish media seemingly appeared to be prepared for this latest clash of hostilities, bringing to question the Azerbaijani story that Armenia launched today’s clashes.

Fighting erupted anew Sunday between Armenia and Azerbaijan over the disputed separatist region of Nagorno-Karabakh. Armenia said a woman and a child were killed in the area by shelling from Azerbaijani forces and Azerbaijan's president said his military has suffered losses.

Armenia also claimed that two Azerbaijani helicopters were shot down and three Azerbaijani tanks were hit by artillery, but Azerbaijan's defence ministry rejected that claim.

Heavy fighting broke out in the morning in the region that lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since 1994, when a separatist war ended. It was not immediately clear what sparked the fighting, the heaviest since clashes in July killed 16 people from both sides.

Nagorno-Karabakh authorities reported that shelling hit the region's capital of Stepanakert and the towns of Martakert and Martuni. Armenian defence ministry spokesperson Artsrun Hovhannisyan also said Azerbaijani shelling hit within Armenian territory near the town of Vardenis.

Armenian human rights ombudsman Arman Tatoyan said a woman and a child were killed and two civilians wounded in the Martuni region.

Claims of 2 helicopters shot down

Another Armenian defence ministry spokesperson, Shushan Stepanyan, said "the Armenian side" shot down two helicopters and hit three tanks.

Azerbaijan's President Ilham Aliyev said in a televised address to the nation that "there are losses among the Azerbaijani forces and the civilian population as a result of the Armenian bombardment," but did not give further details.

He also claimed that "many units of the enemy's military equipment have been destroyed."

Russian Foreign Minister Sergey Lavrov "is conducting intensive contacts in order to induce the parties to cease fire and start negotiations to stabilize the situation," ministry spokesperson Maria Zakharova said.

Turkey condemns 'provocation'

The news was harshly received in Turkey, a close ally of Azerbaijan.

Turkey's ruling party spokesperson Omer Celik tweeted: "We vehemently condemn Armenia's attack on Azerbaijan. Armenia has once against committed a provocation, ignoring law." He promised Turkey would stand by Azerbaijan and said, "Armenia is playing with fire and endangering regional peace."

Turkish presidential spokesperson Ibrahim Kalin also took to Twitter to condemn Armenia. "Armenia has violated the ceasefire by attacking civilian settlements ... the international community must immediately say stop to this dangerous provocation."

Mostly mountainous Nagorno-Karabakh — a region of some 4,400 square kilometres, or about the size of the U.S. state of Delaware — lies 50 kilometres from the Armenian border. Local soldiers backed by Armenia also occupy some Azerbaijani territory outside the region.

"France is extremely concerned by the confrontation," foreign ministry spokesperson Agnes bon der Muhll said in a statement. Along with the United States and Russia, France is co-president of the Minsk group, which mediates between both Armenia and Azerbaijan.

At the Vatican, Pope Francis said Sunday that he was praying for peace between the two countries, urging them to them to "accomplish concrete deeds of goodwill and fraternity" to reach a peaceful solution through dialogue.

Iran called on Sunday for an immediate end to the conflict, a foreign ministry spokesperson was quoted as saying by state TV, announcing Tehran's readiness to help in establishing a ceasefire.

"Iran is closely monitoring the conflict with concern and calls for an immediate end to the conflict and the start of talks between the two countries," Saeed Khatibzadeh said.

"Tehran is ready to use all its capacities to help talks to start between the two sides."

Armenian Prime Minister Nikol Pashinyan said on Sunday that his country has declared martial law and total military mobilization following the clashes.

The Armenian people are ready to strike a proportional counterattack at the opponent. Armenia is the guarantor of the security and independence of the Artsakh Republic (Nagorno Karabakh). We will make every possible and impossible effort to keep the borders of our homeland inviolable, to protect our freedom and independence.

Armenia, a signatory to the ceasefire agreement of 1994, will take necessary actions in the political, diplomatic and military arenas to ensure the physical security of the people of Nagorno-Karabakh and to impose peace on the adversary.

We are fully aware that the Azerbaijani dictatorship may launch military operations in the direction of the borders of Armenia as well and resort to various provocations to completely destabilize the situation in the region. This is the reason why Armenia’s government has declared a state of martial law and urged a general mobilization.

I call on the OSCE Minsk Group Co-Chairs and the international community to see the gravity of the situation. The outbreak of a large-scale war in the South Caucasus, which we are now on the verge of, could have the most unpredictable consequences. It could go beyond the borders of the region and reach a much larger scale, threatening international security and stability.

I call on the international community to use all available leverages to refrain Turkey from any possible intervention, which will ultimately destabilize the situation in the region. Turkey's aggressive behavior, which was extremely dangerous especially during the July events and continues today, is a matter of serious concern.

Maintaining such a dangerous stance by Turkey has the most devastating consequences for the South Caucasus and the surrounding regions. The international community must work together to prevent the dangerous development of events and to refrain from any attempts to destabilize the region.

Կարծես թե ձեռագիրը նույնն է, ինչ Ապրիլյան պատերազմի օրերին, բայց մասշտաբներն անհամեմատելի է, ամբողջ երկայնքով մեկ, բայց ուզում եմ հայտնել, որ մեզ հետ կռվում է ոչ միայն Ադրբեջանը, այլև Թուրքիան՝ օգտագործելով թուրքական բանակի հիմնական ժամանակակից զենքն ու զինամթերքը, անօդաչուները և ինքնաթիռները, այն նույն տեխնիկան որոնք ամսից ավել է գտնվում են Ադրբեջանի տարածքում սովորական կամ համատեղ զորավարժության անվան տակ, այսօր առավոտից գործի են դրվել:

-Ոչ միայն անօդաչուներ և ինքնաթիռներ են գործի դրվել այլև նաև առկա են զորամիավորումներ, զինվորականներ և չեմ խոսում վարձկանների և այլ երկրներից կամավորականների մասին,- նշեց ԱՀ նախագահը:

Armenia-Azerbaijan clashes: How the world reacted


Iran, Turkey, Russia, France and others react to the major flare-up in violence over the disputed Nagorno-Karabakh region.



Armenia and Azerbaijan have put themselves on a war footing after heavy clashes erupted over the disputed region of Nagorno-Karabakh.


Amid the rising tensions, the international community has reacted to Sunday’s fighting between the two archenemies.


This story will be updated as more reactions come in.


Iran


Iran called for an immediate end to the conflict between Armenia and Azerbaijan after clashes between the two countries, a foreign ministry spokesman was quoted as saying by state TV, announcing Tehran’s readiness to help in establishing a ceasefire.


“Iran is closely monitoring the conflict with concern and calls for an immediate end to the conflict and the start of talks between the two countries,” Saeed Khatibzadeh said.


“Tehran is ready to use all its capacities to help talks to start between the two sides.”


Turkey


Azerbaijan’s ally Turkey blamed Armenia for the flare-up and promised Azerbaijan its “full support”.


“While I call on the Armenian people to take hold of their future against their leadership that is dragging them to catastrophe and those using it like puppets, we also call on the entire world to stand with Azerbaijan in their battle against invasion and cruelty,” Turkish President Recep Tayyip Erdogan said on Twitter, adding that Turkey will “increasingly continue” its solidarity with Baku.


Earlier, his spokesman Ibrahim Kalin accused Armenia of violating a ceasefire with Azerbaijan “by attacking civilian locations”.


Meanwhile, Turkish Defence Minister Hulusi Akar said recent hostilities could end “throw[ing] the region into fire” while promising Ankara’s backing to Baku.


“The biggest obstacle to peace and stability in the Caucasus is the hostile stance of Armenia, and it must immediately turn back from this hostility that will send the region into fire,” Akar said.


“We will support our Azerbaijani brothers with all our means in their fight to protect their territorial integrity,” he added.


France


France, a co-chair of the OSCE Minsk Group mediating between Armenia and Azerbaijan in a bid to find a peaceful solution to the decades-old Nagorno-Karabakh conflict, called on Yerevan and Baku to end hostilities and immediately restart dialogue.


“France is extremely concerned by the confrontation,” foreign ministry spokeswoman Agnes von der Muhll said in a statement.


Along with the United States and Russia, France is a co-president of the Minsk group.


Russia


Fellow Minsk Group co-chair Russia also called for an immediate ceasefire.


“We are calling on the sides to immediately halt fire and begin talks to stabilise the situation,” the Russian foreign ministry said.


European Union


Charles Michel, president of the European Council, called for a halt to fighting and an “immediate return to negotiations”.


“Military action must stop, as a matter of urgency, to prevent a further escalation,” Michel tweeted, calling for “an immediate return to negotiations, without preconditions”.


Germany


Germany also called for an “immediate” halt to the fighting, urging a return to dialogue to resolve the dispute.


“I call on both parties to the conflict to immediately stop all hostilities, especially the shelling of villages and towns,” Foreign Minister Heiko Maas said in a statement, voicing “alarm” at reports of civilian casualties.


“The conflict over the Nagorno-Karabakh region can only be resolved through negotiations,” added the German foreign minister, whose country currently holds the rotating European Union presidency.


The Vatican


Pope Francis said he is praying for peace in the Caucasus region.


“I pray for peace in the Caucasus and I ask the parties in the conflict to make gestures of goodwill and brotherhood that may lead to resolving problems not with the use of force and weapons, but through dialogue and negotiation,” the leader of the Roman Catholic Church said.

Azerbaijan-Armenia conflict: Putin calls for end to fighting as 'civilians killed' in Nagorno-Karabakh clashes The separatist, mainly ethnic Armenian region within Azerbaijan has declared martial law and ordered a full military mobilisation.

Vladimir Putin has called for an end to fighting between Armenia and Azerbaijan around the disputed territory of Nagorno-Karabakh, amid reports of civilians being killed in the violence.

Armenia says it has shot down two Azerbaijani helicopters and destroyed three tanks in clashes between the two countries.

The breakaway region's defence ministry also claimed it had destroyed four Azeri helicopters, 15 drones and 10 tanks during clashes early on Sunday.

The Kremlin said Russia's President Mr Putin and Armenian Prime Minister Nikol Pashinyan discussed the situation in a phone call on Sunday.

A statement said the conversation noted that it was important not to allow further escalation of the conflict, and emphasised the need to halt all military action.

Russian foreign minister Sergey Lavrov "is conducting intensive contacts in order to induce the parties to cease fire and start negotiations to stabilise the situation", a spokeswoman for the ministry said.

Meanwhile, Azerbaijan's general prosecution office said five members of the same family had been killed by shelling from Armenia's forces - the first civilian casualties from Baku.

Armenia's defence ministry said the latest conflict began with an Azerbaijani attack - while Azerbaijan said the Armenian side attacked first and that they had launched a counter-offensive.

Both Armenia and Nagorno-Karabakh declared martial law and military mobilisation. However, Azerbaijan's army said there was no need for them to do this as they are fully staffed.

The Armenian defence ministry has released video footage that shows the attack on the vehicles, it says.

It said its troops had acted in response to an attack on civilian targets including Nagorno-Karabakh's capital, Stepanakert.

"Our response will be proportionate, and the military-political leadership of Azerbaijan bears full responsibility for the situation," it said in a statement.

Both sides have reported civilian deaths.

Armenian prime minister Nikol Pashinyan said on Twitter: "We stay strong next to our army to protect our motherland from Azeri invasion."

Hikmet Hajiyev, senior adviser to Azerbaijan's president, Ilham Aliyev, accused Armenian forces of launching "deliberate and targeted" attacks.

Azerbaijan's defence ministry said Armenia had attacked civilian settlements and military positions along the "contact line" - a heavily-mined no man's land that separates the Armenian-backed forces from Azeri troops in the region.

It said some civilians had been killed "as a result of the intensive shelling" by Armenia, and that Azerbaijan had taken retaliatory measures.

The ministry said Azerbaijan's army launched a "counter-offensive operation along the entire front to suppress the combat activity of the armed forces of Armenia and ensure the safety of the civilian population".

Turkey has demanded Armenia cease "hostilities", saying it risks plunging the region "into fire", while France has urged both sides to stop fighting and restart dialogue.

The two countries have long been at odds over the breakaway region, a conflict that has flared up again in recent months.

Nagorno-Karabakh declared independence from Azerbaijan soon after the collapse of the Soviet Union in 1991.

Though a ceasefire was agreed in 1994, Azerbaijan and Armenia frequently accuse each other of attacks around the area and along the separate Azeri-Armenian frontier.

Analysis: Clashes could draw Russia and Turkey into direct conflict

Clashes that broke out on Sunday between Armenia and Azerbaijan over the breakaway region of Nagorno-Karabakh had only been a matter of time given the change in rhetoric between the two sides.

Hopes two years ago of a peace agreement had been replaced by renewed hostilities, which already flared up into deadly exchanges in July.

But Matthew Bryza, a former US ambassador to Azerbaijan, believes this weekend's violence is more serious than anything that has been seen since the two former Soviet Republics agreed to end a war over the region in the 1990s with a ceasefire.

That is because Azerbaijani shelling reached the regional capital, Stepankert, striking a residential block of flats, according to Armenia.

Azerbaijan has also claimed its forces seized control of a number of villages.

This is denied by Nagorno-Karabakh, but if it turns out to be true then that might well prompt Armenia-backed forces from the region to retaliate in a further escalation.

The two big powers in this part of the world - Turkey and Russia - will not want to see another costly war, not least because of the impact it would have on the transit of global oil and gas through pipelines that cross the region.

But this is a time of heightened tension between Ankara and Moscow, making Nagorno-Karabakh another flash point that could yet draw them into direct conflict.

Turkey has said it stands by majority Muslim Azerbaijan, while Russia - a long-standing ally of mainly Christian Armenia - is striking a more balanced tone, speaking to all parties involved and urging an immediate ceasefire.

Tanks Ablaze As Azerbaijani Forces Attack Armenian Troops In Disputed Nagorno-Karabakh

On Sunday morning, Azerbaijani artillery, rockets, drones and combat aircraft began a series of attacks on Armenian positions in the disputed Nagorno-Karabakh region, just two months after clashes in July left at least seventeen dead. The shelling and air strikes were apparently followed by ground attacks.

The new round of fighting has reportedly resulted in civilian deaths and the destruction of multiple armored vehicles and combat aircraft. Both sides accuse the other of inventing the losses. Armenia has declared martial law and is mobilizing its reservists.

The conflict also threatens to involve regional powers Russia and Turkey in support of the opposing nations.

The website of Azerbaijan’s Ministry of Defense claims it was “striking enemy command posts...along the length of the entire front” in retaliation for Armenian artillery fire. The attack, which began around 8 a.m. local time, extended to the Nagorno-Karabakh capital of Stepanakert and reportedly resulted in the deaths of at least two civilians: a girl and a woman.

A spokeswoman for the Armenian Defense Ministry claimed its forces shot down four Azerbaijani helicopters and 15 drones, and destroyed ten tanks and infantry fighting vehicles.

It also released multiple videos appearing to show at least five tanks hitting mines or being struck by munitions, as well as several lighter vehicles apparently being destroyed.

A tank struck by a munition may not necessarily be destroyed. However, one video appears to show ammunition stores cooking off internally inside a tank, resulting in horrific jets of flame leaping from the turret. Another video shows a very tightly grouped unit of tanks being hit by shellfire—a significant tactical error.

Azerbaijan’s Ministry of Defense responded by stating the Armenian claims were “false and disinformation,” conceding only the loss of one Azerbaijani helicopter, the crew of which reportedly survived.

In turn, the Azerbaijani military claimed to have destroyed twelve Armenian 2K33 Osa (SA-8) short-range air defense systems. It released a video appearing to show three being knocked out by drone strikes.

Azerbaijan’s military also claims to have captured a half-dozen villages in territory formerly controlled by Armenian forces. Armenia denied the loss of territory.

Three Decades Of War

The two small Central Asian nations—Armenia counts nearly 3 million citizens and Azerbaijan, over 10 million—have been locked in conflict for 32 years over the fate of the ethnically diverse Nagorno-Kabarakh region, which has an Armenian majority but which was administratively designated an autonomous region in Azerbaijan during Soviet rule. Violent clashes over the region’s status began in 1988, before the Soviet Union’s dissolution.

Full-scale warfare ended in 1994 after 30,000 deaths and atrocities committed by both sides. Today, Armenian forces back a de facto Nagorno-Karabakh (or Artsakh) Republic which is not recognized by Baku. But Armenian and Azerbaijani forces never stopped skirmishing over the heavily fortified border, even escalating to a brief but intense border war in 2016.

Armenian forces well-entrenched in mountainous terrain have historically prevailed in most skirmishes with Azerbaijan. However, Azerbaijan has over three times the population and can draw on substantial oil wealth—and in the last decade Baku has used it to purchase billions of dollars in advanced military systems.

Israeli drones in particular seemed to have facilitated some Azeri tactical successes, and also conveniently provide drone strike footage which can be used to support narratives of military success.

Looming over the region is Russia, which is supplying powerful weapons like TOS-1 thermobaric rocket artillery to both sides of the conflict despite its alliance with Armenia. Other potent hardware Moscow has sold to the belligerents include T-90 tanks and Mi-35M armored helicopter gunships for Azerbaijan, and Iskander-E ballistic missiles which Armenia could use to strike Azerbaijan’s oil industry.

At the same time, Russia is involved in the OSCE’s Minsk Group alongside France and the United States, which is attempting to mediate a peaceful resolution to the long-running Nagorno-Karabakh conflict.

Turkey, meanwhile, has openly supported Azerbaijan, and its recent offensive against Armenia, which it Erdogan described Sunday as “an obstacle to peace.” The Turkish leader has in the past invoked shared Muslim faith and ethnic affinity with Azerbaijan. Erdogan also appears increasingly drawn to foreign adventures in places like Libya and Syria in a bid to reclaim the former regional influence of the Ottoman Empire.

There are unconfirmed claims that Turkey may have recruited and airlifted refugee fighters from Syria to support Azerbaijani forces in Nagorno-Karabakh, but Ankara denies the allegations.

There are also indications that Turkey may have supported Azerbaijan’s offensive with its own very capable drone forces, possibly performing surveillance flights or even air strikes using precision munitions.

The July Clashes

The current attack was preceded by hostilities begun on July 12 on the northern end of the Armenian-Azerbaijan border, ostensibly after Armenian forces opened fired on an Azerbaijani UAZ jeep heading towards their position. (Azerbaijan claims the Armenian forces opened fire unprovoked.)

Fighting rapidly escalated to involve mortar and heavy artillery bombardments, armored vehicles, and combat and surveillance drones. Azerbaijan employed Israeli Spike-NLOS loitering precision strike missiles against Armenian positions and targeted the Armenian internet with a wave of cyberattacks. Armenia deployed Su-30SM jet fighters on air patrols and domestically built X-55 drones on reconnaissance missions. Both sides claimed to have destroyed well over a dozen drones.

Perhaps most consequentially, on July 14 over 30,000 nationalist protestors gathered in Baku calling for an escalation in the conflict. The protests eventually took on anti-government tone, leading to the storming of the parliament before being broken up.

Fighting petered off a week later, by which time twelve Azerbaijanis were killed, including a Major General and a 76-year-old civilian. The Armenian side lost five dead and one mortally wounded soldier.

Senior U.S. officials barely made any note of the crisis. Paul Stronski wrote for the Carnegie Endowment for International Peace that “the administration of President Donald Trump has yet to issue a policy on the South Caucasus region, creating a vacuum that other powers—including Iran and Russia—appear eager to fill. The lack of senior level response to the latest violence shows once again that Washington does not see the Caucasus as a priority.”

Given the distractions of the U.S. presidential campaign, U.S. diplomatic disengagement seems likely to continue.

In an article in Foreign Policy magazine, Neil Hauer notes that Azerbaijani governments were toppled twice in the 1990s due to military failures in the conflict with Armenia. Thus the escalation of the protests on July 14 were likely particularly alarming for autocrat Ilham Aliyev, who has ruled Azerbaijan since 2003.

Therefore, the current Azerbaijani offensive may be a bid by Aliyev to stabilize his government by seeking to satisfy nationalistic demands for military escalation and victory, while diverting attention away from domestic problems including economic recession brought on by the Covid-19 pandemic and collapsing oil prices.

Moscow, in turn, may pressure Baku to deescalate as the attack weakens the credibility of the military deterrence Russia provides Armenia. Reportedly, Russian foreign minister Sergei Lavrov has already had telephone conversations both with Armenian foreign minister Zohrab Mnatsakanyan and Turkish foreign minister Mevlüt Çavuşoğlu.

Whether the new offensive can deliver military success, real or perceived, for Aliyev’s government and to what degree the fighting may escalate remains to be seen.

Whatever the case, the renewed fighting is a blow to hopes for peace in the region and the civilian communities exposed to deadly heavy artillery and drone strikes.

How Azerbaijan was preparing for a large-scale war

In the early morning of September 27, large-scale fighting broke out on the border between Artsakh and Azerbaijan. While Azerbaijan claims to have launched a counterattack, a number of facts indicate that Azerbaijan and Turkey had been planning military operations for a long time.

Given that a large-scale attack (or counterattack) requires lengthy preparatory work and cannot be conducted in one day (as official Baku claims), the Fact Investigation Platform hereby provides information on Azerbaijan’s preparations for the military actions.

Collection of civilian vehicles for military use

Since September 21, the Azerbaijani authorities had been confiscating cars belonging to the civilian population, mainly pick-up trucks, and stationing them in the areas belonging to the traffic police.

The traffic police of Azerbaijan confirmed the confiscation of these vehicles, justifying it by the need for a technical inspection. According to the official interpretation, the pickup trucks and other special-purpose vehicles can be presented for the needs of the armed forces and special forces in accordance with the “Rules for Registration of Military Vehicles” and are subject to technical inspection.

Unannounced mobilizations were taking place

On September 24, BBC Russian Service reported that a sudden mobilization of reservists had begun in Azerbaijan. The demobilized servicemen were called to military commissariats and immediately sent to military exercises. No martial law or general mobilization had been declared at the time. The media outlet also reported that the reservists were not informed in advance where they were being taken. The BBC reported the story of an Azerbaijani citizen who was simply summoned to a military registration office and then taken to a military exercise for two months without prior warning. Moreover, referring to the State Service for Mobilization and Conscription of the Republic of Azerbaijan, the media outlet also reported that the mobilization of military reserves has begun in the country. Later, the State Service for Mobilization and Conscription of Azerbaijan told the Azerbaijani media that this was a normal process that took place regularly.

Turkish air force was supplying military equipment to Azerbaijan

Turkey’s “support” in preparing for the war was significant. In the last few days the Fact Investigation Platform noticed an unusual activation of flights between Turkey, Azerbaijan and Israel, the main supplier of military equipment to these countries. There were rumors circulating on the Internet that Syrian mercenaries were being transferred to Azerbaijan.

Turkish journalists on the front line

Shortly after the fights began early this morning, some of the Turkish media outlets, such as the Turkish state television channel TRT and Anadolu Agency, were surprisingly already on the front line, providing live broadcast.

In conclusion, we can state that before launching the attack, the Azerbaijani authorities had been actively and openly preparing for the start of hostilities. Moreover, it was done with the support of Turkey.

Today has been a bloody day between Armenians and Azerbaijanis as the latter launched an offensive to capture the historically Armenian region of Artsakh.


It was a costly affair for the Azerbaijanis as they suffered 200 casualties, while four helicopters and 33 tanks and armored vehicles, along with 27 drones and two military engineering vehicles, were destroyed by the Armenians.


The Armenian today lost 16 soldiers and over 100 wounded.


In the face of such hostility, it was noted that the Greek Ministry of Foreign Affairs reacted timidly to Azerbaijan’s aggression against the Armenians and received hundreds of complaints from Greek social media users, as reported earlier by Greek City Times.


Greek Foreign Minister Nikos Dendias then made a new statement, reaffirming the “strong bonds of friendship” between Greeks and Armenians, but once again did not condemn Azerbaijan for its aggression that has resulted in the loss of human life, including women and children.


“In call with Armenian Foreign Minister Zohrab Mnatsakanyan, we reaffirmed strong bonds of friendship between Greece and Armenia. Ι condemned loss of lives and expressed Greece’s readiness to assist efforts for immediate de-escalation in [Artsakh],” he said on Twitter.


Cyprus on the other hand, in its own statement regarding Azerbaijan’s aggression against Artsakh, did not shy away from condemning Azerbaijan.


“The Foreign Ministry expresses deep concern over the escalation of tensions in the [Artsakh] region since yesterday and condemns the violation of the ceasefire by Azerbaijan, which has led to violent clashes that have resulted in civilian casualties. We call on all parties to show restraint and end hostilities so that tensions can escalate as soon as possible,” the statement said.


“In the light of the developments, the Minister of Foreign Affairs Mr. Nikos Christodoulidis had a telephone conversation earlier today with the Minister of Foreign Affairs of Armenia Mr. Zohrab Mnatsakanyan, during which he was informed by the latter about the development of the situation. For his part, Mr. Christodoulidis expressed to his Armenian counterpart the support of the Cypriot Government in the efforts for the peaceful settlement of disputes on the basis of international law, through the negotiation process within the Minsk Group, and condemned any action by and intervention by third parties moving in the opposite direction,” the statement concluded.


Meanwhile, Kaspar Karampetian, President of the European Armenian Federation for Justice and Democracy and Chairman of the Armenian National Committee of Europe, did not shy away from expressing his disappointing with the Greek Ministry of Foreign Affairs response to today’s conflict between Armenia and Azerbaijan, as reported by Greek City Times.


In a tweet written in Greek, Karampetian correctly highlighted the three way relationship between Greece, Cyprus and Armenia and other factors.


“Gentlemen and ladies of the Ministry of Foreign Affairs, your announcement is a shame for Greece. Do you forget the tripartite relationship between Cyprus, Greece, Armenia? Do you forget the direct support of Armenia in the recent crisis with Turkey? Do you forget Aliyev’s insult to our Ambassador?”

PanARMENIAN.Net - Armenia is seriously discussing the recognition of Nagorno-Karabakh (Artsakh), Prime Minister Nikol Pashinyan said Sunday, September 27.

Pashinyan made the remarks at a Q&A session in parliament, which came after Azerbaijan launched a large-scale assault along the Karabakh contact line and has been shelling civilian settlements since early morning. At least two civilians – a woman and a child – have been killed, while two others have been injured.

Pashinyan said the issue has always been on the country's agenda but whether Armenia will take that step is another question.

Both Armenia and Karabakh have introduced martial law and total mobilization of their male population.

The Armenian side has reported deaths and injuries both among the civilian population and the military.

Armenian Defense Minister Davit Tonoyan has already briefed Andrzej Kasprzyk, the Personal Representative of the Chairperson-in-Office, on the situation along the Karabakh contact line.

The last major escalation on the contact line of Nagorno-Karabakh was in April 2016 when Azerbaijan resumed hostilities against Karabakh. Throughout the four-day military campaign, 64 soldiers, 13 volunteers and four civilians, including a child, were killed and more than 120 people were wounded on the Armenian side. According to information from the U.S. Department of State, Azerbaijan lost more than 270 people in total.

How Azerbaijan and Turkey prepared to war against Karabakh
A timeline of how the war machine was set in motion

Azerbaijan launched a large-scale military offensive along the Nagorno-Karabakh line of contact in the early hours of September 27. Fighting is continuing along the frontline, with Azerbaijan firing from large caliber rocket systems, targeting civilian settlements as well.

PanARMENIAN.Net - Azerbaijan planned the assault on Artsakh (Karabakh) well in advance. Before the outbreak of hostilities, Baku had already launched an information warfare and was paving the way for taking it to the battlefield.

On September 21, the Azerbaijani State Service for Mobilization and Conscription announced that soldiers and officers in the reserves had been called for military training and inspection, and unspecified "special gatherings".

There have also been numerous reports that drivers of pickup trucks had been stopped by police on September 21 and ordered to go to a nearby state-run impound lot.

Upon arrival at the impound lot, the drivers were met by government officials who informed them that their cars may be needed by the military. The cars were reportedly inspected and then added to an official list, some were not returned to their owners.

For recent joint exercises on August 1-10, Turkey deployed F-16 fighter jets in Azerbaijan. Razm.info reported on September 15 that the aircraft had not returned to their bases in Turkey and were spotted flying above the Azerbaijani town of Ganja.

Baku has declared many times that the format of the OSCE Minsk Group is not effective, and did not hide the role of Turkey in the conflict.

When the situation on the border between Armenia and Azerbaijan escalated in July, Turkey reiterated its “unwavering support” for Azerbaijan. Turkish Defense Minister Hulusi Akar vowed back then that Armenia will be “brought to account”, saying Turkey is closely following developments in the region.

Immediately after the July escalation, Azerbaijani President Ilham Aliyev has fired his longtime Foreign Minister Ilham Mammadyarov. Aliyev then replaced him with Jeyhun Bayramov, who had been Azerbaijan’s minister of education. Mammadyarov’s ouster became all but inevitable after Aliyev accused him of lying down on the job in extensive comments on July 15.

Aliyev has repeatedly lashed out at the international mediators brokering a settlement to the Karabakh conflict, calling the OSCE Minsk Group’s efforts and meetings between the foreign ministers of Armenia and Azerbaijan “meaningless.” In mid-July, he said “we are not going to hold negotiations and meaningless video conferences for the sake of parody,” he told Bayramov. “There has to be a meaning.”

The Azerbaijani President went one step further and claimed on September 19 that negotiations over the settlement of the Karabakh conflict do not exist. He even accused Armenia of “disrupting the negotiation process."

Addressing the 75th session of the United Nations General Assembly, Aliyev said “Armenia is preparing for new aggression against Azerbaijan” and called on “the UN and international community to urge Armenia to refrain from another military aggression.”

Since the morning of September 27, Internet connection in Azerbaijan has slowed down, and access to most social networks, except for Twitter, has been restricted.

Minutes after the escalation was officially announced, Turkish media began live broadcasts from the line of contact, which is one more proof that the offensive was initiated by Azerbaijan and was planned well in advance.

PanARMENIAN.Net - The head of the Armenian unified infocenter, Artsrun Hovhannisyan, said on Sunday, September 27 evening that the Azerbaijani side has lost about 200 soldiers since launching a large-scale offensive on the Nagorno-Karabakh line of contact.

Hovhannisyan said fighting is continuing along the frontline as of Sunday evening.

"10 out of about 100 wounded Armenian servicemen have been taken to Yerevan to receive the medical treatment they need," Hovhannisyan told reporters.

A Karabakh Defense Army representative, Suren Sarumyan revealed, meanwhile, that the Armenian side has destroyed four helicopters, 33 tanks and infantry fighting vehicles, 27 drones and two military engineering vehicles belonging to the Azerbaijani army.

Karabakh has reported 16 deaths and more than 100 injuries on the Armenian side. Besides, two civilians – a woman and a child – were killed in Azerbaijan's shelling of civilian settlements on Sunday morning, while two others were injured.

Both Armenia and Karabakh have introduced martial law and total mobilization of their male population.

SInce launching a large-scale military offensive along the Nagorno-Karabakh line of contact on Sunday, September 27 morning, the Azerbaijani military has used Russian Smerch, Turkish Kasırga, Chinese-Belorussian Polonez rocket launchers, to name a few.

According to recent information, the Armenian side has destroyed three helicopters, 20 drones, 30 tanks and infantry fighting vehicles.

Both Armenia and Karabakh have introduced martial law and total mobilization of their male population.

The Armenian side has reported deaths and injuries both among the civilian population and the military.

Armenian Defense Minister Davit Tonoyan has already briefed Andrzej Kasprzyk, the Personal Representative of the Chairperson-in-Office, on the situation along the Karabakh contact line.

PanARMENIAN.Net - The Nagorno Karabakh Defense Army has captured 11 armored vehicles belonging to the Azerbaijani military, in a counterattack launched after Azerbaijan unleashed a large-scale offensive against Artsakh (Karabakh).

A BMP-3 infantry fighting vehicle has also come into the possession of the Armenian side, the Armenian unified infocenter reports.

Azerbaijan has launched the assault along the entire line of contact, and has been shelling civilian settlements since Sunday, September 27 morning.

Armenia does not rule out use of new Su-30 jets in event of war

BEIRUT, LEBANON (11:20 P.M.) – Artsron Hovhannisyan, the spokesman for the Armenian Ministry of Defense, announced in a press briefing that Armenia will, if necessary, use all kinds of weapons in response to the aggression, including Su-30SM fighters.


In response to journalists’ question about the possibility of using fighters, Hovhannisyan indicated that the military and political leadership of Armenia is in complete control of the situation in the conflict zone in Nagorno-Karabakh, and “if necessary, all kinds of weapons will be used.”


Among the possible weapons to be used is Armenia’s newly-acquired Su-30 fighter jets, which were purchased from the Russian Federation. The Armenian Ministry of Defense purchased four Su-30 jets from Russia in February 2019; this has boosted the Armenian Air Force and increased its combat capablities.


Meanwhile, according to Hovhannisyan, the Azerbaijani armed forces launched missile strikes and air strikes on military installations in the Karabakh conflict area, using drones and helicopters, and Hovhannisyan indicated that there was damage and loss.


He added: “This would be irresponsible on our part, but given the intensification of the fighting, it would be wrong to say that there will be no losses.”

Armenian PM warns ‘aggressive’ Turkey to stay out of Nagorno-Karabakh conflict, says hostilities could spill over regional borders
Yerevan has urged Turkey not to meddle in ongoing hostilities over the disputed Nagorno-Karabakh region, warning that the conflict could spill out over regional borders. Ankara had earlier pledged “full support” to Azerbaijan.

“Turkey’s aggressive behavior is a serious cause for concern,” Armenian Prime Minister Nikol Pashinyan said in a televised address to the nation on Sunday. Turkish President Recep Tayyip Erdogan had previously said Azerbaijan, which is involved in heavy border fighting over the disputed Nagorno-Karabakh, “is not alone” in the confrontation.

Such a stance “is fraught with catastrophic consequences for the South Caucasus and adjacent regions,” PM Pashinyan said. The international community should keep Turkey out of the conflict, he added, warning that the situation risked getting out of hand.

The situation could have irreversible consequences, move beyond the borders of the region and threaten international peace and stability.

Pashinyan also accused Baku of declaring “a war on the Armenian people” and blamed the triggering of the current hostilities on Azerbaijan.

Turkey has repeatedly expressed support for its Azeri “brothers.” Erdogan minced no words on Sunday when he called Armenia “the biggest threat to peace and tranquility in the region.” He said the entire Turkish nation was ready to stand by Azerbaijan “with its entire means, as always.” He did not expand on what “means” could be made available to Azerbaijan. Lower-tier Turkish officials shared the sentiment.

Hostilities between Armenia and Azerbaijan broke out along the Nagorno-Karabakh border earlier today, involving artillery shelling, tank raids, and combat aircraft sorties. Both sides reported civilian casualties, and claimed they inflicted losses on one another. Armenia has declared martial law and a general conscription call, as did the Armenian-populated enclave.

The renewed clashes prompted intense diplomatic activity to prevent the two arch-rivals from sliding into a full-blown confrontation. Moscow, a stakeholder within the Minsk Group, has already held telephone talks with Armenia, Azerbaijan, and Turkey, urging an immediate ceasefire and a return to dialogue. Paris and EU institutions have issued similar messages.

YEREVAN, SEPTEMBER 27, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan said in his speech at the National Assembly that all necessary commands and tasks have been given.

‘’I want something to be very clear. All necessary commands and tasks are given. No one should have any doubts over this. On the other hand we should understand that we deal with an attack that has been very deeply prepared, It’s not an attack of one action, and its counter measuring will not be of one action. We have suffered casualties, the adversary has suffered more casualties, we have losses of military equipment, the adversary has suffered much more losses. This is a developing process and we have to stand strong’’, Pashinyan said, emphasizing that we have no right to be afraid.

The Prime Minister emphasized that during this period the parliament of Armenia is unified.

‘’It’s impossible to win us’’, Pashinyan emphasized.

Azerbaijan suffers nearly 200 human losses – MoD Armenia

YEREVAN, SEPTEMBER 27, ARMENPRESS. The Azerbaijani side has suffered nearly 200 human losses as a result of its own aggression against Artsakh, ARMENPRESS reports representative of the Defense Ministry of Armenia Artsrun Hovhannisyan informed.

He reminded that the military operations mainly take place in the northern and southern directions of Artsakh.

‘’The clashes continue at this moment. According to verified information the adversary has suffered serious losses, nearly 200 human losses, nearly 3 dozens of armored vehicles, nearly 2 dozens of UAVs and other military equipment’’, Hovhannisyan said.

On September 27 early morning the Azerbaijani military launched a massive cross-border artillery attack on Artsakh, including on civilian settlements. Peaceful settlements are also under bombardment, including the capital city of Stepanakert.

Dozens of civilians in Artsakh were wounded as a result of the Azerbaijani attack. A woman and a child were killed in the Azerbaijani attack.
