The high-level sources, speaking on the condition of anonymity, have told RFE/RL that the conflicting parties have already agreed on the key points of a peace deal that could be formalized as early as this year or at the beginning of 2006. At the heart of it, they say, is the idea of a referendum in which the Artsax Armenians will decide whether they want to be independent, become a part of Armenia, or return to Azerbaijani rule. Some Armenian and Western officials have hinted at the possibility of such a vote over the past year, which has seen major progress toward the resolution of the Artsax dispute. Azerbaijani President Ilham Aliyev and Armenian President Robert Kocharian could build upon it at their next meeting scheduled to take place in the Russian city of Kazan on 27 August. The Armenian sources claimed that the referendum would be held within 10 to 15 years from the signing of a peace agreement and would follow the return of five of the seven occupied Azerbaijani districts around Artsax. They said the Lachin District, which serves as the shortest overland link between Armenia and Artsax, would remain under Armenian control, while agreement has yet to be reached on the seventh occupied territory, Kelbajar. The Armenians are ready to pull out of Kelbajar only after a date is set for the referendum, while the Azerbaijani side is demanding its liberation, along with that of the five other districts, the sources said. Such a settlement would involve a combination of the so-called package and step-by-step strategies of conflict resolution that are preferred by the Armenian and Azerbaijani sides, respectively. Officials in Yerevan and Stepanakert have indicated in recent months that they are ready to drop their insistence on a single agreement resolving all contentious issues at once provided that they get other guarantees of continued Armenian control of Artsax. Azerbaijan would recognize the Armenian control at least until the referendum in Artsax, the Yerevan sources said, adding that the peace deal also calls for the deployment of peacekeeping troops from countries that are not members of the OSCE’s Minsk Group. They said this is a compromise arrangement resulting from Azerbaijani opposition to Russian participation in the peacekeeping force and Armenia’s strong objections to any Turkish military presence in the conflict zone. Meanwhile, the Minsk Group’s American, French, and Russian co-chairs began on 11 July another round of regional shuttle diplomacy that will take them to Azerbaijan, Armenia, and Artsax. The mediators have always been tight-lipped about the content of their proposals, citing the confidentiality of the peace proposals. Their visit is expected to be followed by yet another meeting between the Armenian and Azerbaijani leaders, which will precede the scheduled Aliev-Kocharian talks in Kazan.

In the Srebrenica carnage, 8,000 Muslim Bosnians were massacred towards the end of Bosnian War in Srebrenica, under the United Nations (UN) protection. A cover page article titled "Witnesses Tell about Srebrenica Genocide on Its 10th Anniversary" published in the Aksiyon weekly news magazine relates accounts by those who witnessed the butchery. The massacre, which took place before the eyes of Dutch soldiers who were commissioned in the UN Peace Force, is told related by eyewitnesses as follows: Bosnia Herzegovina Losses Commission President Amur Marsovic: 27.734 citizens were lost during the war. Ninety-two percent of them were Bosnians, 6 percent Bosnian Serbs and 1.7 percent Bosnian Croatians. A Macedonian Turkish citizen, Saban Huseyinov was also among the victims. Thirteen percent of the fatalities are women. Ninety percent of the victims were civilians. The data shows that it was a planned annihilation. We discovered 366 mass graves. 'Bones belonging to one person can be found in three different mass graves' All the graves are in the Serbian region. We have found the corpses of 20 thousand citizens so far by deduction. I say 'by deduction', because a corpse belonging to a single person was pieced together from three different graves in a 30-kilometer radius of each other. In addition, we encountered corpses, which had changed places few times. We found bones cut to pieces by heavy construction equipment. Even the Nazis were not so brutal. The Western world wants to ignore the massacre and not accept responsibility for it. This is what hurts us most. If we must live together again, they should accept this. They pressure Turkey to accept the Armenian genocide but the parliamentarians themselves to not discuss this. Political decisions are taken, but Srebrenica massacre occurred ten years ago and all of its witnesses are here. They want to burry Srebrenica into history and cover it up. Mane Curic, the Srebrenica police chief chose people to be killed in front of the UN troops. He is still the security chief in Srebrenica. Neither the European Union (EU) nor the US has done anything on the issue. Despite knowing Mladic's whereabouts, US soldiers have not apprehended him. Nura Alispahic: When I turned on the television to watch the news last month, I saw my little son for whom I have cried for during the past 10 years. These were the first images of the Srebrenica massacre broadcast by The Hague. My son had lost a lot of weight. The Serbs took them out of a car. Then, they executed four of them by shooting them. I saw my son later. When they killed the person next to him, my son returned to view. He looked as if he was asking for help. I rushed to the television from where I sat and fainted at the second step. They shot my son. I saw him for the last time when the Serbs entered the city. Everything we experienced is so transparent; but we cannot find any addressee to apply. We were 15,000 people in and around the factory. The UN soldiers did nothing. The Serbs raped young girls. Some men were shot before the factory. On July 12, in the morning, trucks and buses arrived. Among the Serb soldiers, I saw two of my neighbors, Zlatan and Cvetin. They were shouting as they kicked us. The bus driven by the Serbs headed towards Bratunats. On the road, there were Chetniks who stopped the buses, chose some men and shot them. Our neighbor Milan Micic driving the car opened the door and shouted, "Kill for me too". The Serbs got down and raped young girls among who was my aunt's daughter. The Bosnian Major of Srebrenica: Before the war, the population of Srebrenica was 36,000, of which 20,000 was Bosnian, 8,000 Serb, and the remaining part consisted of Croats and other ethnic groups. Only 3,000 Bosnians could return to the city. There are currently 10,000 people living in the city 6,000 of whom are Serb. TURKS OF BERLIN PROTEST BUNDESTAG'S RESOLUTION On June 19, Turkish Foundations of Germany organized a march in Berlin to protest German Federal Parliament's resolution on "Armenian Massacres" last week. Turkish Zaman daily informed on June 20 that about 10,000 people participated in the march despite the hot weather. Participants of the rally carried banners written in German that read, "Turkey is not the scapegoat of German policies" and "German policy distorts history". An announcement released at the end of the rally indicated: "We demand the deputies elected by the Turkish electorate to consider the sensitivities and interests of the 2.8 million Turkish people. We want the deputies to fulfill their duty to prevent provocation in order to live together in peace". Saying 2.8 million Turks, the paper probably means Turkish citizens. If so, then it should be noted that the considerable part of these Turkish citizens are Kurds and Alavis who also do not feel sympathy for Turkish authorities. Therefore, the Kurds and Alavis of Germany, together with dissident Turks living in Germany, are simply out of the Turkish state's control. Before the adoption of the draft on "Armenian Massacres" on June 16, they probably knew in Bundestag how colorful the "Turkish" ethnic group of Germany is and also about religious differences as well as about their controversial approaches to Turkish authorities. We also know that Ali Ertemi's Union Against Genocide gathered 16.000 signatures for recognition of the Armenian Genocide among the Turkish citizens. Ali Ertemi is a Turk and his Union, contrary to Turkish organizations of Germany, does not enjoy the favor of Turkey. If an organization like this gathers more signatures than the protest rally of state-fund organizations, then it's useless to threaten Germany with 2.8 million of Turks. They were a bit too late.

This one is interesting. It's from a time when the Turkish sultanate and Armenia were actually allied. Ironic, isn't it? King Hetoum of Lesser Armenia adopted an Anti-Crusader stance. He also forged an alliance with the Mongols after his travel at Karakorum. I also want reparations and the return of Western Armenia, but it will not be given to us on a golden plate. I suppose a Turk's main argument against reparations is that the Ottoman Empire/Ittihadist regime and modern Turkey are two different things. If you compare this with Germany's payments to Jews, a Turk would say that Germany chose to pay.
