Iran launches military drills on border with Azerbaijan, Armenia

Iran on Friday announced launching military exercises on its borders with Azerbaijan and Armenia, in the northwestern part of the country, Anadolu reports.

In a statement, the commander of Iranian ground forces, Kioumars Heydari, said the maneuvers were launched with the participation of armored and artillery units, drones and electronic warfare units, and army helicopters.

Noting that the drills will raise the level of combat readiness of the ground forces, Heydari said two anti-armour and some other weapons produced by his country will be tested.

He claimed that "Daesh terrorists came to his country's borders at the invitation of a regional state during the clashes between Azerbaijan and Armenia."

Heydari said his country emphasized the territorial integrity of Azerbaijan during the subjugation of the Karabakh region by Armenia, adding: "We never defended the occupation."

Notably, the decision to hold the maneuvers comes after Azerbaijani President Ilham Aliyev, in an interview with Anadolu Agency recently, criticized the "illegal entrance and presence" of Iranian trailer trucks into the recently liberated Karabakh region.

Saying that Iran continues such "illegal" actions despite warnings, Aliyev described the situation as "a disrespect" to the Azerbaijani government.

On September 27, 2020, the Azerbaijani army launched an operation to liberate its occupied lands in the Karabakh region, after an attack by the Armenian army on civilian areas.

After fierce battles that lasted 44 days, Russia announced on November 10, 2020, that Azerbaijan and Armenia reached a cease-fire agreement, providing for Baku to regain control of the occupied provinces.

ICJ to hold hearings on provisional measures against Azerbaijan Oct. 14-15

YEREVAN, OCTOBER 8, ARMENPRESS. The hearings at the International Court of Justice, the principal judicial organ of the United Nations, over Armenia’s request to indicate provisional measures against Azerbaijan will be held on October 14-15.

On September 16, 2021, Armenia instituted proceedings against the Republic of Azerbaijan before the International Court of Justice with regard to alleged violations of the International Convention on the Elimination of All Forms of Racial Discrimination (CERD).

Armenia also requested the Court to indicate certain provisional measures “as a matter of extreme urgency”, including the return of Armenian prisoners of war and civilian captives from Azerbaijan, as well as the closure of the so-called “Military Trophies Park” in Baku.

Armenia’s Representative before the European Court of Human Rights (ECHR) Yeghishe Kirakosyan, who will represent Armenia’s interests at the International Court of Justice over this case, has provided details to ARMENPRESS.

“This is the first time that Armenia is submitting a request to the UN’s International Court of Justice. I think this is an unprecedented step made by Armenia”, he said.

He stated that the “evidence, facts, claims and demands presented in the request are quite large-scale and relate to the gross violations of the Convention, which we witness even today”. “For that purpose, Armenia, in addition to the proceedings, has also requested to indicate urgent or provisional measures. The hearings over this are scheduled on October 14 and 15, and a group has been formed for participating in those hearings, which involves also famous international experts who will help to present Armenia’s interests”, Kirakosyan said.

The examination stage of an urgent measure will be followed by the stage of examining the main request. The investigation of the main case will last for years, but the court is expected to make decision over the request on applying urgent measures in 1-1.5 month.

“I think the evidence we have presented are very convincing, the legal facts as well”, he said. “The fact that we already have an international legal process in the International Court of Justice where Armenia presents very clearly its demands and legal explanations, I think, will have quite a big impact on the formation of international public opinion and a right international public environment”, he added.

Basque Parliament demands Azerbaijan to immediately release the Armenian prisoners of war

The resolution makes the following clear demands: immediate release of Armenian prisoners of war, respect for the ceasefire regime, cessation of military incursions into the territory of the Republic of Armenia.

Civilian killed in Artsakh as a result of Azerbaijani shooting

YEREVAN, OCTOBER 9, ARMENPRESS. A civilian has been killed in Artsakh’s Martakert town as a result of Azerbaijani shooting, Lusine Avanesyan, press secretary of Artsakh’s President, informed ARMENPRESS.

"The incident took place today, October 9, at around 13:20. The citizen was doing agricultural work near Martakert, a shooting occured and unfortunately we have a case of death. According to the police, investigators are working at the scene. I would like to add that the incident is being analyzed with the command of the Russian peacekeeping forces in order to take further steps to exclude ceasefire violations and to ensure greater security opportunities in the areas near the line of contact”, Avanesyan said.

YEREVAN, OCTOBER 9, ARMENPRESS. The Foreign Ministry of Artsakh issued a statement condemning the killing of a civilian by Azerbaijani armed forces. As ARMENPRESS was informed from the press service of the MFA Artsakh, the statement runs as follows,

"On October 9, a civilian of the Republic of Artsakh was fatally wounded by an Azerbaijani sniper fire in an agricultural area near the town of Martakert. The Ministry of Foreign Affairs of Artsakh strongly condemns such aggressive behavior and provocative actions of Azerbaijan aimed at creating an atmosphere of fear among the peaceful population of the Republic of Artsakh and emigration of Armenians from the country. Azerbaijan also pursues far-reaching goals - that is to disrupt the implementation of the peacekeeping mission of the Russian Federation and to question the effectiveness of the peacekeepers’ activities. This and all the previous incidents, which resulted in casualties among civilians or damage to their property, are manifestations of Azerbaijan’s coordinated anti-Armenian policy and another proof that the Azerbaijani authorities’ peaceful calls on the people of Artsakh and claims for peaceful coexistence are nothing but an attempt to mislead the civilized world and weaken the vigilance of the Armenian parties. We call on the OSCE Minsk Group co-chair states to take active steps to hold the Azerbaijani party accountable and exclude such incidents in the future".

Of Terror and Terrorists: Turkey, Azerbaijan and the New Narrative

We have been fed the narrative, by the press and governments, that a terrorist dwells in the desert, shouts “Allahu Akbar” as he haphazardly fires his AK-47, and has advanced from hijacking airplanes to overrunning countries. The terrorist we imagine is dressed in attire appropriate for the desert. Running parallel to this is a disinformation campaign designed to create a false narrative that Turkey, and its lackey Azerbaijan, are anything but terrorists.

Turkey did a remarkable job of rebranding itself when the Ottoman Empire collapsed a century ago. The fez, a telltale sign you receive mail in the desert, was banned; men swapped tunics for Tommy Hilfiger. The Ottoman Turkish Empire morphed into the Republic of Turkey, who quickly hoisted the “under new management” banner. The change was in name only as Turkey left unchanged many of its predecessor’s business practices.

With nothing distinguishable between them, they are one and the same. Chief among certain unchanged business practices is genocide. Turkey invented genocide and unleashed it on the Armenians beginning in 1915. When Mustapha Kemal Ataturk initiated the Ottoman-to-Turkey name change in 1923, no decree was signed ending the Genocide. In fact, it continues today. Turkey is the original terrorist state – this is the new narrative.

Turkey Finds a Perfect Fit in Azerbaijan

After the First Republic of Armenia folded in 1920, the Soviet Union’s presence served as an iron curtain behind which Armenians were safe from the Turkish sword. Opposite that curtain, Turkey destroyed nearly every sign of anything Armenian.

By 1991 the curtain lifted and beginning in 1992 Turkey was making plans to invade today’s Armenia. Intent on finishing what it started in 1915 and fulfilling the dream of Pan Turkism (a race-based ideology, not unlike Nazism, connecting the Turkic states from the Asian Steppe to the Bosporus), the only thing in the way was Christian Armenia. But Turkey, aware of its manufactured and false reputation as a Western ally, needed a stooge – Azerbaijan would be a perfect fit.

The Century’s Greatest Campaign of Cultural Cleansing

As much as the Soviet Union offered protections to its constituent republics, it let certain things go. The historic Armenian territories of Nagorno Karabagh (Artsakh) and Nakhichevan are perfect examples. Early in the Soviet Union, Commissar of Nationalities Joseph Stalin, cunning and twisted, gave these two territories to Soviet Azerbaijan. Armenians of Nakhichevan were forcibly resettled to Soviet Armenia, after which a campaign of complete erasure of Armenian presence occurred.

Prior to the Soviet Union’s demise, nearly 100 Armenian churches stood in Nakhichevan (geographically, the size of Madera County) and thousands of ornate khatchkars (cross stones), unique to Armenian culture. After Azerbaijan’s independence, and due to its destructions of anything Armenian, UNESCO declared the Julfakhatchkar field a protected site. But laws be damned – in 2005 an Armenian priest in Iran, directly opposite Julfa, filmed the Azeri military entirely demolishing its nearly 2,000 khatchkars.

Azerbaijan responded that reports of wrongdoings were due to “Armenian propaganda”; regarding the absence of these churches and structures, Azerbaijan claimed Armenians were never there in the first place. The unpunished destruction in Nakhichevan has been described as the greatest campaign of cultural cleansing this century, exceeding the destruction caused by ISIS. That’s no surprise since Turkey, Azerbaijan’s mentor and ethnic brother, performed the greatest campaign of cultural, and ethnic, cleansing of last century. Today, no trace of anything Armenian remains in Nakhichevan.

Armenians Flee and Fight for Their Independence

While Nakhichevan was being cleansed of all things Armenian, the Armenians of Artsakh remained the population’s majority but, as Armenians under Azeri (Turkic) rule, they were second-class citizens. With Moscow rejecting decades of reunification requests with Soviet Armenia, the Artsakh governing body voted nearly unanimously for reunification in 1989 – furious with this, the Azeris attacked Armenians in Azerbaijan – rape and murder was commonplace. Armenians fled to Soviet Armenia and as the Soviet Union collapsed, the Azeri military turned its guns on the Armenians of Artsakh with devastating results. Seeing that genocide was the natural next step, the Armenians organized, fought back, and won their independence.

Although a cease-fire was signed in 1994, for the Azerisit was on paper only. From then on they continually violated the cease-fire, killing soldiers and civilians alike. Not once did the Armenians violate the cease-fire; yet not once was Azerbaijan called to answer. In fact, both sides were told to refrain from violence and continue negotiating. The victim was labeled an equal aggressor while the aggressor was labeled an equal victim. This bought Azerbaijan time to bribe and manipulate the press and governments.

Turkey and Azerbaijan ‘One Nation; Two States’

Because the West knew there was oil in the Azeri-controlled Caspian Sea it was loathe to criticize ever-increasing Azeri aggression. Once the oil began flowing, the money began flowing, from Baku straight to Western press and legislators. One of the largest bribery schemes ever, totaling nearly $3 billion, the “Azeri Laundromat” was a well-conceived scheme to dupe the civilized world into believing that a terrorist state was one of them. Sadly, it has worked as planned.

The choreographed mischaracterization of this war and its players also bought time for Azerbaijan to purchase weapons, mostly suicide drones from Israel. Azerbaijan repeatedly declared it would retake Artsakh by force. The time to launch a full-scale invasion was September 2020. Azerbaijan had Turkish commanders on the ground training Azeri soldiers; Turks also engaged in the ground and air invasion. Put into clearer context, Turkish strongman Erdogan recently reminded the world that Turkey and Azerbaijan are “one nation; two states”. With Turkey’s help, Azerbaijan imported Islamic jihadist terrorists to fight against the Christian Armenians. Put into even clearer context, Azerbaijan is now doing Turkey’s bidding.

During the invasion, the Azeri military targeted schools, maternity hospitals, residential neighborhoods, churches and other civilian targets with suicide drones and banned cluster bombs. Since oil money buys a lot of silence, nobody said a word about these war crimes. The ever-emboldened Azeris then unleashed the banned chemical weapon white phosphorus.

Armenians Continue to Be Victims to Violence and Racism

Azeri Dictator Ilham Aliyev is currently, despite a ceasefire and following the blueprints of Turkey and ISIS, destroying Armenian churches and culture in Artsakh. He claims that various regions of Armenia proper, including the capital, Yerevan, are Azeri lands and will be liberated. To this end, Azeris are attacking Armenia proper with terror tactics and infantry incursions. Aliyev is diverting water from Artsakh. Anti-Armenian sentiment in Azerbaijan is on par with the racist rhetoric of the Nazis. Institutionalized dehumanization of Armenians occurs all across Azeri society, including pre-schoolers. Turkey’s Grey Wolves, a nationalist terror group that has been banned in France, has established a school in Artsakh.

Today’s genocide-minded terrorist does not need weaponry, but rather money to bribe and spineless press and legislators to receive. Turkey and its partner in crime Azerbaijan know this well.

The key ingredient, however, is hate. A recent article on North Korea stated: “It’s just the worst place on earth, and a symbol of what man’s ingenuity and tenacity can achieve when organized for evil”. This is Turkey and Azerbaijan. For the past century the world has watched with blind eyes wide open Turkey, and now Azerbaijan, go unchecked. Last week Erdogan said he’s “open to cooperation” with the Taliban. There are 1,000 Azeri soldiers in Armenia proper. The time to accept the new narrative is now.

Murder of tractor driver jeopardizes trilateral agreements on Nagorno-Karabakh

The killing of Aram Tepnants by a shot from the Azerbaijani side has jeopardized the plans of the OSCE Minsk Group co-chairs to visit the parties in conflict, the Nagorno-Karabakh MPs have stated. The Armenian General Prosecutor's Office (GPO) has announced a gross violation of the trilateral agreement on Karabakh.

The "Caucasian Knot" has reported that Aram Tepnants, a resident of the Martakert District, died on October 9 as a result of a sniper's shot from the Azerbaijani Army. The deceased tractor driver worked in the field; a Russian peacekeeper was next to him.

"The incident is a grossest violation of the trilateral agreement on Karabakh, and perpetrators must be prosecuted. Otherwise, it is impossible to create guarantees that such tragic incidents will be excluded in the future. It is necessary to clearly indicate the party responsible for the violation with all the ensuing consequences," the spokesman of the Armenia GPO has stated.

The Nagorno-Karabakh Parliament has issued a statement on the assassination of Aram Tepnants, in which the MPs treat the Azerbaijan's actions as "a terror act" and strongly condemn the Azerbaijan's aggressive behaviour," by which it is trying to neutralize the mission of the Russian peacemaking forces."

"The terror act was committed amid the plans of the OSCE Minsk Group to visit Yerevan and Baku, including Stepanakert. Such provocative actions should affect not only the Russian Federation, but also the co-chairing countries of the OSCE Minsk Group, the USA and France. We urge the Group co-chairs to develop appropriate mechanisms to prosecute those responsible for the aggression and take measures to prevent further violations of the ceasefire regime," the MPs of the National Assembly (Parliament) of Nagorno-Karabakh have stated.

Armenia willing and able to take 'small revenge' on Azerbaijan

The choice that Armenia faced after it was defeated by Azerbaijan in the second Karabakh war was worse than one could imagine. Iran showed up as a salvation.

After the defeat in the war, Armenia faced a dilemma:

• either to try to improve relations with the Turks, who massacred the Armenians at the beginning of the last century,
• or trust Russia again, which does not (and did not) have any strategy in the settlement of the Nagorno-Karabakh conflict.

The problem is about the preservation of the uncertainty of the status of Nagorno-Karabakh: will the sovereignty and custody of the region be returned to Azerbaijan or will another model of governance be chosen?

This ambiguity serves the basis of the Moscow-mediated ceasefire agreement. The roots of discord between Armenia and Azerbaijan have not been eliminated. Everything has been extremely unfavourable for Armenia this year, until Iran showed up with its interests.

Reasons behind Iran's arrival in the Transcaucasus

A year after the end of the war, Tehran realised that a new geopolitical reality has emerged on its northern border, with strong Azerbaijan and weakened Armenia.

Iran sees numerous problems in the strengthening of Azerbaijan. First, Azerbaijan has very close ties with Israel. Azerbaijan supplies 40 percent of its oil to Israel and actively buys modern weapons from Tel Aviv. The Persians are confident that their nuclear scientist Mohsen Fakhrizadeh was assassinated by Israeli drones launched from the Sitalchay airbase, located 70 kilometers north-west of Baku.

Hossein Abdollahian, the Foreign Minister of the Islamic Republic of Iran, called Israel's "active" presence in Azerbaijan a "threat to Iran's security."

Secondly, as orientalist and Iranianist Karine Gevorgyan told Pravda.Ru, the conflict between Iran and Azerbaijan has been growing due to long-standing claims that the Iranian Shiites have in relation to the Sunnisation of Azerbaijan, conducted with the participation of Turkey.

"The ancestors of those who live in today's Azerbaijan were included in the Iranian civilisation. Moreover, 120-150 years ago they despised the Ottomans, the Turks that is, in connection with the monstrous genocide of the Shiites that had taken place in the Ottoman Empire. Yet, the Turks managed to make them change their minds completely, and this is where Iran sees a threat for its interests, because the corresponding propaganda has been active in Iranian Azerbaijan," the political scientist said.

We would like to add here that there are up to 30 million ethnic Azerbaijanis living on the territory of Iranian Azerbaijan, while Azerbaijan is a 10-million-strong nation.

Thirdly, Iran has noticed an increase in military exercises that Turkey and Azerbaijan hold near its borders, including in the Caspian Sea.

Based on the above-mentioned reasons, it becomes obvious why Iran actively intervened in Transcaucasian affairs.

Iran to provide alternative to Zangezur corridor

According to Karine Gevorgyan, Armenia will suffer from the post-traumatic syndrome for a long time. On Iranian social networks, many discuss the news about the military agreement between Iran and Armenia about the deployment of Iranian military advisers in Armenia.

In addition, Iran announced its readiness to build a new transit road (and to protect it) through Armenia to Georgia and further through the Black Sea to Europe. The new highway will run parallel to the Goris-Kapan highway. About 21 kilometers of this highway, according to the armistice agreement, were assigned to Azerbaijan, and Iranian trucks have to pay tolls when passing the checkpoint.

The new road runs in the Syunik region, which Armenia is afraid of losing completely.

The so-called Zangezur corridor runs along the same Syunik region, along which Turkey decided to create a transport corridor to Azerbaijan and further to Central Asia through the Caspian Sea.

This corridor, according to the ceasefire agreement, was supposed to unblock regional communications that branch out to Iran. However, as long as agreements do not indicate the routes, along which communications should be unblocked, the new Iranian highway has good chances to become a real alternative to the Zangezur corridor. This alternative does not bind Armenia either to agree to mutual recognition of borders or sign a peace treaty with Azerbaijan.

Armenian Foreign Minister Ararat Mirzoyan stated at the talks in Tehran that there were no agreements on the Zangezur corridor at all.

"Armenia declared and continues to declare that it is ready to discuss the opening of communications. Azerbaijan is trying to misinterpret the process, resorting to the so-called Zangezur corridor, about which there was no agreement. All this, as well as Azerbaijan's encroachments on the sovereign territory of Armenia put our efforts to ensure stability and security in the region in jeopardy. In this regard, we highly appreciate Iran's position regarding the territorial integrity of Armenia and the inviolability of its borders," the minister said.

Karine Gevorgyan stressed in an interview with Pravda.Ru that Iran seriously intends to become a major transit world hub. Therefore, Tehran will not turn down communications either through Syria, Turkey, Lebanon, or Russia.

The Zangezur corridor can only ensure the movement of military cargo between Turkey and Azerbaijan, therefore, this communication, in fact, has only a military-political purpose.

If Armenia proves to the "world community" that it can unblock communications jointly with Iran, rather than with Turkey, it will be Armenia's small revenge to Azerbaijan.

Iran announces about possessing evidence of terrorists in Azerbaijan

Iran has at its disposal documents confirming that terrorist groups have been transferred to the territory of the Republic of Azerbaijan, ARMENPRESS reports IFP News informs spokesperson of Iran’s Foreign Ministry Saeed Khatibzadeh said in an interview with National Radio of Iran, adding that they even have the records of talks between the terrorists.

“We have told the Iranian side that this is inadmissible and their high-ranking military officials have promised to take into account our concerns”, the spokesperson of Iran’s Foreign Ministry said.

Armenia Dismisses Talk of New Corridors in Caucasus

TEHRAN (Tasnim) – The secretary of the Security Council of Armenia categorically rejected plans for the creation of new corridors in the southern parts of Caucasus after the most recent military conflict with the Republic of Azerbaijan.

In an interview with Tasnim in Yerevan, Secretary of the Security Council of Armenia Armen Grigoryan said the latest war on the Nagorno-Karabakh region paved the way for the presence of terrorists in the region.

Voicing concern about the insecurity caused by the presence of terrorists and the armed forces of certain countries in the region, he said, “We have always warned others against these issues. But these warnings given by Armenia did not help in preventing terrorists and armed people from entering the region.”

Grigoryan said the issue of unblocking the roads and economic routes of the region has been cited in the November statement and has also been discussed in the trilateral meeting among the leaders of Armenia, Russia and the Republic of Azerbaijan, held in Russia on January 11.

“I’d like to emphasize confidently that neither the two statements nor the meetings have made any reference to the corridor,” the Armenian official stated.

On the contrary, he added, the Republic of Azerbaijan has announced several times that the creation of the corridor has been mooted.

“I want to make it clear that Armenia has never proposed, and will not propose anything about the corridor, and it has never held and will not hold negotiations about the corridor,” Grigoryan underlined.

The secretary of the Security Council of Armenia noted that he has reiterated Yerevan’s stance on the issue in meetings with his counterparts and colleagues.

Before the elections in Armenia and during an election campaign in Kapan, Armenia’s Prime Minister Nikol Pashinyan made it clear that there would not be any talk of creation of a corridor, he added.

“You know that we won the majority vote of people in the most recent elections. It indicates that our stance and policy have been accepted and comprehended by the Armenian society and they (people) support our stance. They too have realized that there is no talk of the corridor and this issue has been understandable in our society,” Grigoryan added.

The official also expressed Armenia’s readiness to open its routes for transportation between the Republic of Azerbaijan and Turkey, but underscored that the routes are wholly placed under sovereignty of the Republic of Armenia.

Armenia vows not to allow any change in borders

Armenia’s National Security Council Secretary Armen Grigoryan has stressed that Yerevan will not allow any change in regional borders.

“The Armenian armed forces are ready to defend the country’s territorial integrity and security. Armenia will not allow border changes in the region; in this case we can clearly say that there is an international consensus on this.” Grigoryan stated in an exclusive interview with Iran’s Tasnim News Agency in Yerevan.

He categorically rejected the idea of creating new corridors in the southern parts of the Caucasus after the 2020 Nagorno-Karabakh conflict which resulted in the liberation of the Republic of Azerbaijan’s territory from Armenian occupation.

“I want to emphasize that Armenia has never proposed, and will not propose anything about this corridor, and it has never held and will not hold negotiations about the corridor,” Grigoryan noted.

The concept of a new corridor called Zangezur between Nakhchivan and the Republic of Azerbaijan has become a hot topic in southern Caucasus these days. But Armenian officials have repeatedly stated that they have not discussed the issue with other parties.

“I would like to make it clear once again that the government of the Republic of Armenia has never negotiated on the territory and sovereignty of Armenia. We have not and will not have any negotiations on the right of sovereignty and territory belonging to Armenia,” the Armenian National Security Council secretary stressed.

Grigoryan said Azeri President Ilham Aliyev’s statements about a new road in southern Armenia are outside the scope of the negotiations, which will never help the development of the talks and will not have a positive effect.

The Azeri president has in the past threatened to use force to establish a corridor through southern Armenia to connect his country with the Autonomous Nakhchivan Republic.

The top Armenian security official stressed that based on previous agreements, the Republic of Azerbaijan can use Armenian territory to connect to Nakhchivan, and Armenia can use Azeri roads and railways to reach central Asia and Russia.

Grigoryan also voiced concern about the insecurity caused by the presence of terrorists and the armed forces of certain countries in the region, saying that Armenia has always warned others about the situation.

Six soldiers wounded in Azerbaijani attack on Artsakh, Armenia’s Ombudsman says

Six servicemen were wounded in Azerbaijani attack in Artsakh, two are in critical condition, Armenia’s Human Rights defender Arman Tatoyan informs.

The incident was registered in Nor Shen community of Artsakh, in the immediate vicinity of which the positions of the Azerbaijani armed forces are located. Shots were fired in the direction of several other civilian settlements in the south of Artsakh, the Ombudsman said.

Artsakh’s Human Rights Defender Gegham Stepanyan is visiting a military hospital to find out the details.

“This is a direct result of the genocidal, fascist policy of the Azerbaijani authorities. The presence of the Azerbaijani armed forces in the vicinity of Armenian civilian settlements is a serious threat to the security and peace of the people, a violation of their right to life..” Arman Tatoyan said in a Facebook post.

“Given that the positions of the Artsakh Defense Army in the immediate vicinity of Nor Shen and other communities protect the lives and safety of civilians, it is clear that the Azerbaijani armed forces are directly responsible for their criminal actions, that led to harm to the health of the soldiers,” he added.

At the request of Armenia, Azerbaijan removes mannequins and helmets from the "trophy park"

At Armenia's request, all the mannequins and helmets have already been removed from the "trophy park" in Baku, ARMENPRESS reports Representative of the Republic of Armenia to the International Court of Justice in Hague Yeghishe Kirakosyan said during the “Lurer” program of the Public TV of Armenia.

“The Azerbaijani side confirmed that the mannequins and helmets have been removed from the "trophy park". This is a very important circumstance to emphasize, because it was actually done in the period after Armenia filed the lawsuit”, Kirakosyan said, adding that the Armenian side demands to fully close the park.

The infamous park, which opened in Baku in April 2020, featured Armenian military equipment captured by Azerbaijan during the Second Artsakh War, as well as mannequins depicting Armenian soldiers in mocking, degrading, and humiliating terms.

Yerevan [Armenia], October 15 (ANI/Sputnik): The Defense Ministry of the unrecognized Nagorno-Karabakh Republic said on Friday that Azerbaijani soldiers opened fire at an ambulance vehicle belonging to the Karabakh defense army.

"On October 15th, at about 09:00 [05:00 GMT], units of the Azerbaijani armed forces opened fire on the ambulance of the defense army unit stationed in the northeastern area of the contact line. There are no casualties on the Armenian side. The command of the peacekeeping contingent of the Russian Federation has been informed about the incident," the statement said.
The ministry stressed that it continued to adhere to the ceasefire regime and called on the Azerbaijani side to also refrain from actions destabilizing the situation.
The decades-long conflict between Azerbaijan and Armenia in Nagorno-Karabakh flared up on September 27, 2020, leading to military and civilian casualties on both sides. The clashes ended with the signing of a ceasefire deal by Yerevan and Baku, which was mediated by Moscow, on November 9.
The deal resulted in a significant loss of territories controlled by Nagorno-Karabakh and the deployment of Russian peacekeepers to the region to monitor the truce. (ANI/Sputnik)

Armenia’s Yeraskh village under Azerbaijani shelling day and night – Ombudsman October 15, 2021, 21:54

Yeraskh village of Ararat province is subjected to regular shelling by the Azerbaijani armed forces, both during the day and at night, Armenia’s Human Rights defender Arman Tatoyan alarms.

The village last came under shelling today, on October 15.

“The unruliness of the Azerbaijani servicemen has reached such a level that they set fire through intentional shootings to 8000 stacks of grass belonging to a resident of Yeraskh community. The entire winter stockpile, which the citizen had collected to feed his livestock, has been destroyed,” the Ombudsman said in a Facebook post.

Moreover, he said, the fire spread destroying the roof of the barn belonging to the citizen. The fire was extinguished only thanks to timely intervention of the firefighters.

“Taking into consideration that the Azerbaijani positions are located in the immediate vicinity of the village, it is obvious to Azerbaijani servicemen that their actions are harming the residents of the village, destroying their property, violating their rights to life and property, and disturbing their life and peace.” Tatoyan said.

He insists that the process of creating a demilitarized security zone around the borders of Armenia with Azerbaijan and the removal of the Azerbaijani armed servicemen form the vicinity of the villages and from the roads between the communities of Armenia should start immediately.

“The proposal of the Human Rights Defender of Armenia has already been included in an international instrument- in Resolution 2391 (2021) of September 27, 2021 of the Parliamentary Assembly of the Council of Europe (PACE). The Human Rights Defender will send relevant reports about this situation to international organizations, to the State bodies of Armenia, and to civil society organizations,” the Ombudsman said.

It is evident that the basis of these criminal harassments and the gross violations of human rights is the same: – the policy of Armenophobia and enmity, and of ethnic cleansing and genocide. This policy has institutional bases, and the violations will not end, and the security of the people will not be guaranteed unless the perpetrators are punished,” Arman Tatoyan concluded.

Artsakh’s Defense Army has shared footage showing the Azerbaijani armed forces targeting the Armenian positions in Artsakh.

The Armenian positions near the Nor Shen settlement in Artsakh’s Martuni region were shelled from Azerbaijani positions deployed in the vicinity of the village.

The shots were fired so openly that they were recorded by cameras installed on the Armenian side.

Բաքուն շիրակցի հայ գերիներին մեղադրում էր դիվերսանտ լինելու մեջ։ Ադրբեջանական լրատվամիջոցները հայտնում էին, որ Պետական անվտանգության ծառայության գլխավոր քննչական վարչությունում հարուցվել էր քրեական գործ՝ 2020 թվականի դեկտեմբերի 13-ին, Խծաբերդ-Հին Թաղեր հատվածում, հայ ռազմագերիների գերեվարման կապակցությամբ, որոնք մեղադրվում էին, իբր, նոյեմբերի 9-ի միացյալ հայտարարությունից հետո ադրբեջանական վերահսկողության տակ անցած տարածքներ ներթափանցելու մեջ։ Ըստ մեղադրանքի՝ նրանք պատրաստվում էին ահաբեկչական գործողություններ իրականացնել այնտեղ։

Ընդհանուր առմամբ, 2020 թվականի 44-օրյա պատերազմի ավարտից հետո Ադրբեջանը Հայաստանին է վերադարձրել 113 անձի։

Turkey took a leading role in supporting Azerbaijan military efforts in Nagorno-Karabakh, providing military assistance, intelligence and weapons, and reportedly support through foreign fighters, the European Commission said in the 2021 Report on Turkey.

As a consequence, the report said, relations with Armenia did not improve.

The Commission also reminds that Canada cancelled export permits for military goods and technology to Turkey following the results of an investigation into allegations that Canadian technology was being used by the Azerbaijani military forces in the Nagorno-Karabakh conflict.

It noted that hate speech and hate crime remain a serious issue for minorities. Acts of vandalism and destruction on minority worship places and cemeteries need to be investigated.

“State subsidies for minority schools had almost come to a halt. Subsidies to the newspapers run by members of the Armenian, Greek, and Jewish communities need to be granted by the Press Advertising Authority (BiK). The court case against public officials involved in the killing of Armenian journalist Hrant Dink in 2007 ended in March 2021 with the acquittal of 37 of the 77 defendants. The files of 12 defendants who fled Turkey were separated because they could not be heard in this trial,” the report said, noting that “full respect for and protection of language, religion, culture, cultural heritage and fundamental rights of minorities in accordance with European standards have yet to be achieved.”

The Commission also stresses that Turkey needs to increase substantially national investment to clean mined areas along the border with Syria, Iraq, Iran, Armenia as well as inside Turkey

Turkey’s role in war against Artsakh has reduced trust in NATO, Armenian Defense Minister tells NATO envoy

The Embassy of Azerbaijan tried to disrupt the screening of a documentary about the Artsakh war

The Embassy of Azerbaijan has tried to disrupt the screening of a documentary about the 44-day war in Artsakh in the US. The documentary titled "45 days: The fight for a Nation" is filmed by former British Royal Marines Commando Emile Ghessen, who visited Artsakh during the war in October 2020.

According to reports, the Embassy has reached the cinema theatre, demanding to cancel the screening, suggesting their reputation would suffer otherwise. The theatre has refused the demands, after which the Embassy sent a truck with a screen on it displaying an anti-Armenian poster and bought a parking space outside the theatre for it trying to discredit the event.

Emile Ghessen has reacted to the Azerbaijani provocation on Twitter. "Thank you Azerbaijani Embassy for sending your truck down to our screening this evening as well as trying to bully the theatre to stop the screening. Next time, don’t waste your money, I have free tickets for you and it’s much warmer inside," Ghessen tweeted.

Unnamed sources claim Armenia and Azerbaijan close signing new agreement

Armenia, Azerbaijan, and Russia are reportedly close to signing a new agreement on the demarcation and delimitation of borders and the opening of transport links. According to Russian and Armenian news outlets, the agreement is set to be announced on the anniversary of the Russia-brokered ceasefire.

Russian state-run RIA Novosti wrote on Saturday that the trilateral meeting will be held in the first ten days of November. According to an unnamed source ‘familiar with the matter’, at this meeting, Russia, Armenia, and Azerbaijan will sign a new agreement.

On 22 October, Armenian news outlet Aliq Media, citing unnamed ‘reliable diplomatic sources’ reported that the three countries will sign two new documents in early November.

The first will concern border delimitation and demarcation between Armenia and Azerbaijan, according to which ‘Yerevan and Baku will recognise each other's borders and territorial integrity, based on the maps of the General Staff of the Soviet Defense Ministry of the 1920s’.

The second will reportedly secure an opening of transport links between Armenia and Azerbaijan, specifically, allowing for a transport link between Azerbaijan’s western regions and Nakhchivan through southern Armenia, as well as giving Armenia a connection to Iran and Russia through Azerbaijan.

The possibility of a transport connection between Nakhchivan and Azerbaijan’s western regions has been a point of contention between Armenia and Azerbaijan in recent months, with Azerbaijani President Ilham Aliyev demanding a ‘corridor’, which he also threatened to establish by military force. Armenian Prime Minister Nikol Pashinyan has previously denied that such a transport connection would constitute a ‘corridor’.

No official confirmation of any of these claims has yet been forthcoming from any of the three countries. However, speaking with RIA Novosti, Kremlin spokesperson Dmitry Peskov said that if an agreement on a trilateral meeting is reached ‘the Kremlin will report on it in due time’.

Earlier this autumn, both Pashinyan and Aliyev made comments stating that they were ready to meet.

On 22 October, Armenia and Russia started joint military exercises in the province of Syunik, near the border with Azerbaijan. The exercises have the participation of ‘almost all military units’ of the Armenian armed forces as well as Russian forces from the 102nd military base in Gyumri.

According to Tigran Parvanyan, the commander of joint Russian-Armenian forces, the exercises are part of an annual plan of military cooperation between Russia and Armenia.

Defense firm goes bankrupt due to Canada’s embargo on Turkey

Canadian defense firm Telemus Systems Inc. has gone bankrupt due to the North American country’s embargo on Turkey, Middle East Eye (MEE) said in a report late Wednesday.

According to the article penned by MEE’s Ragıp Soylu, the embargo imposed by Canada over Turkey’s military operations in Syria and Azerbaijan caused Telemus to lose its main customer, Turkish Aerospace Industries (TAI), ultimately leading to the firm’s bankruptcy.

“Despite the company’s repeated attempts to reach a resolution with Global Affairs Canada, including explaining the material adverse impact on the company’s financial situation and solvency, the company’s Turkish export permits remained suspended,” the MEE cited a KPMG report as saying.

“As a result of the government sanctions, the company was no longer able to generate any revenue."

The parts under Canadian embargo include camera systems for Baykar armed drones. Export licenses were suspended in 2019 during Turkish military activities in Syria. Restrictions were then eased but reimposed during the Nagorno-Karabakh conflict.

Last October, Canada suspended exports of some defense products to Turkey over allegations that its technology was being used in the conflict in Nagorno-Karabakh.

In 1991, the Armenian military occupied Nagorno-Karabakh, internationally recognized as Azerbaijani territory, and seven adjacent regions.

Russian peacekeepers likely to stay in Karabakh longer than agreed — security council

Armenia is in talks with Russian colleagues at the high and highest levels, Secretary of the Armenian Security Council Armen Grigoryan noted

YEREVAN, October 28. /TASS/. The Armenian authorities believe that the Russian peacekeepers will stay in Nagorno-Karabakh for more than five years, which exceeds the period stipulated by the trilateral statement of the Armenian, Azerbaijani and Russian leaders signed on November 9, 2020, Secretary of the Armenian Security Council Armen Grigoryan stated on Thursday.

"Armenia is in talks with Russian colleagues at the high and highest levels. We believe that the Russian peacekeeping forces are likely to stay [in Nagorno-Karabakh] longer. The facilities that are being established allow us to assume that the Russian peacekeeping forces are going to stay longer that it was stipulated," the security council chief noted.

The situation in Nagorno-Karabakh escalated on September 27, 2020. On November 9, 2020, Vladimir Putin, Ilham Aliyev and Nikol Pashinyan signed a joint statement on full cessation of hostilities. The sides stopped at their positions at the moment, a number of districts went under Baku’s control, and Russian peacekeepers were deployed at the contact line and at the so-called Lachin corridor for five years with automatic extension for the same period if no party objects.
