Russia concerned about tensions on Armenian-Azerbaijani border — Foreign Ministry

MOSCOW, July 22. /TASS/. Moscow is concerned about any kind of tensions on the border between Azerbaijan and Armenia, Russian Foreign Ministry Spokeswoman Maria Zakharova said at a briefing on Thursday.

"We are certainly concerned about any kind of tensions along certain parts of the Azerbaijani-Armenian border. It certainly has a very negative impact on the situation in the region and cannot contribute to improving dialogue between Azerbaijan and Armenia as it leads to unjustified civilian casualties in both countries," she pointed out.

According to the Russian Foreign Ministry spokeswoman, the early launch of efforts to determinate the border between Azerbaijan and Armenia can help to ease tensions, so Moscow is ready to provide mapping information to support these activities. "Russia has drawn up a number of documents that can take discussions to a meaningful level," Zakharova noted. "The foreign and defense ministers, as well as the border services of the three countries continue consultations on the matter," she added.

Zakharova emphasized that a trilateral working group led by the Russian, Azerbaijani and Armenian deputy prime ministers, established in accordance with agreements made by the three countries, had held several rounds of substantive talks. "We expect that the group will resume its sessions soon. In our view, it would make it possible to move on to the gradual implementation of joint infrastructure projects, which is fully in the interests of Armenia, Azerbaijan and the entire South Caucasus," the diplomat noted.

Tensions exploded in the Nagorno-Karabakh region on September 27, 2020, when renewed clashes erupted between Azerbaijan and Armenia. On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement paving the way for a complete ceasefire in Nagorno-Karabakh. According to the document, Azerbaijan and Armenia maintained the positions that they had held, several districts were handed over to Baku, and Russian peacekeepers were deployed to the line of contact and along the Lachin Corridor.

European Court obliges Azerbaijan to pay 30,000 euros to Armenian national held in captivity for 22 months

The European Court of Human Rughts has obliged Azerbaijan to pay EUR 30,000 in non-pecuniary damage to Armenian national Artur Badalyan who was held in captivity for 22 months.

The applicant, Artur Badalyan, is an Armenian national who was born in in 1978 and lives in Haghartsin in the Tavush region of Armenia.

The case concerns the applicant’s complaint that the Azerbaijani forces arrested him near the border between Armenia and Azerbaijan and held him captive for 22 months.

Relying on Article 3 (prohibition of inhuman and degrading treatment) of the Convention, Mr Badalyan alleges that he was ill-treated during his detention, leaving him with serious mental-health issues upon his release.

Also relying on Article 5 (right to liberty and security), he alleges that his detention was unlawful. He argues in particular that as a civilian and not a prisoner of war he should have been immediately released or informed of the reasons for his detention in a language that he understood, brought before a judge and given the possibility to challenge the lawfulness of his detention.

The Court rules that Article 3 and Article 5 have been violated and obliged Azerbaijan to pay EUR 30,000 to the applicant.

Azerbaijan jails 13 Armenian military personnel for six years -court

BAKU — An Azerbaijan court late on Thursday sentenced 13 members of Armenia’s armed forces to six years in prison, finding them guilty of illegally crossing the border, weapons possession and terrorism offenses.

Armenia had no immediate reaction to the sentencing.

Azerbaijan and Armenia fought a six-week war last year in which Azeri troops drove ethnic Armenian forces out of swathes of territory they had long controlled in and around the Nagorno-Karabakh enclave.

Although the war ended in a ceasefire, Azerbaijan detained more than 60 members of the Armenian military in December, accusing them of illegally entering Azeri territory. Some of them were later freed.

The 13 men sentenced this week will be deported after serving their prison terms, according to the decision from Azerbaijan’s serious crimes court.

Acting Armenian Prime Minister Nikol Pashinyan discussed the return of servicemen from Azerbaijan during a phone call with Russian President Vladimir Putin on Thursday, Russia’s TASS news agency reported.

Earlier this month, Azerbaijan sentenced 14 members of Armenia’s armed forces to various jail terms.

The fighting in Nagorno-Karabakh, which is internationally recognized as part of Azerbaijan, ended in a ceasefire brokered by Russia, but clashes on the border have persisted at irregular intervals this year, occasionally causing fatalities.

Tensions between Armenia and Azerbaijan, two former Soviet republics, are watched closely abroad for any threat to Azeri gas and oil pipelines and the risk of regional powers Turkey and Russia being dragged into conflict. Virtual Exhibit Highlights Tenacity of Armenian Christian Faith

NEW YORK — Less than a month after two missiles significantly damaged the Ghazanchetsots Cathedral in the Armenian town of Shusha last October, Hovik Hovsepyan and Mariam Sargsyan stood at the cathedral’s altar and became married amid the rubble.

“We realized that continuing our wedding plans would be our message to say that despite the bombings, our church would never lose its sanctity and value,” Sargsyan said, acknowledging they were worried they might get bombed while inside.


The couple told their story as part of the Ghazanchetsots Cathedral portion of a new, exclusively virtual exhibit from the Museum of the Bible titled, “Ancient Faith: The Churches of Nagorno-Karabakh,” that features seven Armenian Christian holy sites in the Nagorno-Karabakh region, historically know to Armenians as “Artsakh.”


It’s the first all-virtual exhibit created by the museum. Jeffrey Kloha, the chief curatorial officer, told The Tablet he hopes the exhibit sheds light on the value of these historic Christian sites and the danger they face.


“We decided to do a really important story and something that Americans probably don’t know about. In many ways, it’s a microcosm of issues throughout the region of these sites being at risk, these monuments being at risk, and people losing access to places where they’ve worshipped for a very long time,” Kloha said.


In fact, the exhibit was originally only supposed to have a few images before missiles hit the Ghazanchetsots Cathedral — also known as the Holy Savior Cathedral — and the military situation became uncertain. That’s when Kloha said planners transitioned to making it a much bigger project, not just with images of the sites but videos featuring personal stories from worshippers in the region.


“We hope that it has a broad impact to bring people’s awareness to this issue and these sites in particular,” Kloha said. “It’s one thing to see the beautiful monuments, but what we really wanted to convey is these are not just old piles of rubble and they’re not just of archeological interest or of historical interest of centuries past, but living, active places of worship for people who themselves have faced war.”


Last September a longstanding conflict between Armenia and Azerbaijan over the Nagorno-Karabakh region erupted. At the conclusion of six weeks of fighting the two sides lost more than a combined 5,000 troops. And Azerbaijan made territorial gains in the Nagorno-Karabakh region per a peace deal signed on Nov. 10 by Armenia, Azerbaijan, and Russia.


Nagorno-Karabakh is internationally recognized as Azerbaijani, though ethnic Armenians had run the region since 1994. Armenia is majority Christian while Azerbaijan is majority Muslim.


The missiles hit the Ghazanchetsots Cathedral on October 8, though neither side admitted fault. As of this May, the United Nations Educational, Scientific, and Cultural Organization was still seeking permission from Azerbaijan to visit the cathedral and other heritage sites in Nagorno-Karabakh on a preservation mission. Now months later, reports in recent weeks indicate that tensions are again rising between the two sides.


The other sites featured in the exhibit are:


Amaras: A monastery and the tomb of Saint Gregory’s grandson, Saint Grigoris


Tzitzernavank: An early Christian basilica


Handaberd Mother and Child: A “khachkar,” or cross-stone, an iconic art form and symbol of Armenian religion identity and craftsmanship


Dadivank: A religious landmark, and intact mosaic complex from the 13th century


Gandzasar: A 13th-century cathedral considered the crown jewel of Armenian architecture


Tzar: A school building constructed during the Soviet period from vandalized and recycled Armenian monuments during the Soviet period.


As part of the exhibit, each site has a photo gallery and video featuring a personal story from a local worshipper. Kloha said the videos are “very important to help people understand that these sites were preserved by people of faith, and in turn, these sites have inspired people and helped them persevere in the face of tremendous hardship.”


The video for Amaras, for example, features Father Geghard Hovhannisyan, the Abbot of the monastery, walking inside the monastery walls, telling its history, and personal importance.


“God has given each of us a mission during our lifetime in this world, a calling for each of us, on our own mission and path,” Father Hovhannisyan said. “I will fulfill mine here. My heart will forever be tied to Artsakh and Amaras.”


The virtual exhibit as a whole is a precursor to a larger in-person “Bible in Armenia” exhibit the museum is preparing for March of 2022. Kloha called it a “niche story” that’s “worth our attention. And noted the fact that not many Americans know the history of Armenian Christians, which was officially the first Christian nation in the 4th century.


“Part of our goal at the Museum of the Bible is to show the impact of the bible around the world,” Kloha told The Tablet. “Here’s a nation of people which has maintained its Christian identity and, in many ways, struggled because of it, and yet sustained that Christian identity for centuries.”

Australia's FM responds to petition calling for recognition of Artsakh

Australia's Minister for Foreign Affairs, Senator the Hon. Marise Payne has formally responded to the Armenian-Australian community's #RecognizeArtsakh petition at the request of Parliament, reaffirming the Federal Government's post-2020 Nagorno Karabakh War position of supporting the right to self-determination equally with the OSCE Minsk Group's other conflict resolution principles, reported the Armenian National Committee of Australia (ANC-AU).

The petition, which was the sixth most signed with 3,164 signatories from the preceding 150 posted on the Australian Parliament's website, was presented to the House of Representatives on Monday 15th February 2021 by Ken Dowd MP, Chair of the Standing Committee on Petitions, after Azerbaijan's Turkey-backed military operations resulted in their occupation of the indigenous Armenian Republic of Artsakh.

In her response to the petition, which called on the Federal Government to "recognise the fundamental right to self-determination of the indigenous Armenians of Nagorno Karabakh", Minister Payne reiterated the Australian Government’s support for the OSCE Minsk Group process and support for a peaceful solution guided by all three of the Helsinki Final Act principles, including the "equal rights and self-determination of people".

This follows years of tireless advocacy by the Armenian-Australian community, led by peak advocacy group ANC-AU, addressing the Government's long-held support of Azerbaijan's "territorial integrity" whilst omitting reference to the "equal rights and self-determination" and "non-use of force" when citing the principles.

In her letter, Minister Payne also acknowledged the concerns of the Armenian-Australian community and the significant loss of life on both sides.

Minister Payne also declared Australia's continued support for the mandate of all three Co-Chair countries of the OSCE Minsk Group's to negotiate a permanent settlement to the conflict, and urged both sides to work with the body to establish a lasting peace.

"While we will continue to fight for Australia to recognise the rights to self-determination of the Republic of Artsakh, we appreciate the consistency of our Government's position that equally supports all three principles to peace in Nagorno Karabakh and the mandate of the OSCE Minsk Group," said ANC-AU Executive Director Haig Kayserian.

"To that end, it is worthwhile noting that while Armenia has demonstrated its willingness to engage in meaningful discussions with the OSCE Minsk Group and work towards lasting peace in the region, Azerbaijan continues to unleash aggressive military tactics – even invading the internationally recognised borders of Armenia since the 13th May 2021."

"Azerbaijani President Ilham Aliyev's illegal detainment and dehumanisation of over 200 Armenian POWs, including civilians, and his attempts to use Armenian POWs as political bargaining chips remains an obstacle to developing a peaceful settlement between the two nations."

Kayserian added: "Minister Payne's statement affirms that Australian Government's formal policy is against such actions by Baku, and we will next push for formal Australian condemnation of the Aliyev regime's anti-peace actions and their withdrawal from Armenia's sovereign borders."

ANC-AU remains in regular dialogue with Canberra regarding the unfolding situation in Armenia, most recently focusing on attacks launched by Azerbaijan against the Ararat, Gegharkunik and Syunik provinces.

Lavrov expects no one will dare to launch aggression against CSTO members

Moscow expects that no one will dare embark on any sort of aggression against members of the Collective Security Treaty Organization (CSTO), taking advantage of the current situation in Afghanistan, Russian Foreign Minister Sergey Lavrov said at a webinar on Russia’s foreign policy on Friday, TASS reported.

"Our position, as well as that of our Central Asian neighbors, is that all obligations within the CSTO remain in full effect. We certainly do hope that nobody will dare test the Collective Security Treaty and try to carry out aggressive actions against any of its members," he emphasized.

The security situation in Afghanistan significantly deteriorated in April 2021 after US President Joe Biden had announced plans to end Washington’s operation in Afghanistan. As of July 13, more than 95% of US troops left the country. Meanwhile, the Taliban is mounting offensives in several directions. It has taken control of dozens of districts and seized a number of key crossing points on the border with Tajikistan, Iran and Pakistan, according to the Afghan media. Meanwhile, Kabul is planning a large-scale counter-offensive against Taliban fighters.

Victoria Nuland: Turkey's role in hostilities in Karabakh exacerbated regional tension

During last year's hostilities in Nagorno-Karabakh [(Artsakh)], the role of third parties, including Turkey, exacerbated regional tension. Victoria Nuland, the US Under Secretary of State for Political Affairs, stated this at the Senate Foreign Relations Committee hearings on Turkey, VOA Armenian Service reported.

She added that Washington had put pressure on Ankara not to get involved in regional conflicts threatening stability.

The chairman of the Senate Foreign Relations Committee, Bob Menendez, who chaired the hearings, asked whether the Under Secretary of State was aware that Turkey had facilitated the transfer of militants from Syria to Azerbaijan during the 2020 war in Nagorno-Karabakh. Nuland, however, did not respond to this question, proposing to make this a separate subject of discussion.

In his response, Menendez insinuated that he was also awaiting a response from the State Department on whether any Turkish drones used by Azerbaijan had been examined. He stated that these drones include parts made in the USA, and this, according to him, is completely unacceptable.

The regularity of Turkish aggression in the region has become the norm, Menendez said, referring to Ankara's involvement in the Nagorno-Karabakh conflict. He expects a clear assessment and steps from the current US administration on Turkey's actions in this regard, criticizing Ankara for providing military assistance to Azerbaijan and facilitating the transfer of militants from Syria to Azerbaijan.

Another member of the Senate Foreign Relations Committee, Senator Chris Van Hollen, described Turkey's actions against Armenia as inimical.

And according to Victoria Nuland, in addition to differences over regional conflicts, particularly over Nagorno-Karabakh, the approaches of Washington and Ankara are contradictory on several other matters, too.

Iran urges restraint amid Armenia-Azerbaijan border clashes

TEHRAN - Iran’s Foreign Ministry spokesman Saeed Khatibzadeh on Saturday expressed regret over the casualties resulting from sporadic border clashes between Azerbaijan and Armenia, urging the two neighbors to exercise restraint.

In reaction to the continuation of sporadic border clashes between border guards of the Republic of Azerbaijan and Armenia, Khatibzadeh expressed sorrow over casualties on both sides, and called on the two countries to exercise restraint, according to a statement the Iranian Foreign Ministry.

In his statement, Khatibzadeh also highlighted the need for a peaceful settlement of border disputes between the two sides.

The spokesman urged Baku and Yerevan to leave behind tensions and conflicts, and underscored the necessity of establishing lasting peace in the south Caucasus region as soon as possible.

He said Iran stands ready to offer any kind of help to both sides to achieve lasting peace.

On Friday night, news media outlets reported the outbreak of clashes between Azerbaijan and Armenia in the Kalbjar region. One Azerbaijani soldier was reported killed and three Armenian soldiers were wounded in the clashes.

On Saturday, the Azerbaijani Ministry of Defense said the situation on the Kalbajar section of the Armenian-Azerbaijani state border is stable, according to the Trend news agency. On Friday, the Azerbaijani Defense Ministry accused Armenia of firing at the positions of the Azerbaijani Armed Forces on the section of the Armenian-Azerbaijani state border in Kalbajar district on July 23, as a result of which an Azerbaijani serviceman was killed.

“The Armenian side’s regular recent provocations, the attempts to aggravate the situation in the region by shelling the Azerbaijani positions are unacceptable and Armenia is responsible for the development of such a situation,” the ministry said, according to a Trend report. “Azerbaijan reserves the right to take all necessary measures to protect its territorial integrity within the international borders, as well as to ensure peace and security in the region.”

On the other side, Armenia accused Azerbaijan of flying a drone into the Armenian airspace. The Armenian Defense Ministry told Armenpress that on July 23, at around 23:00, the air defense units of the Armenian armed forces took actions to prevent the attempt by an Azerbaijani UAV to enter into Armenia’s airspace in the south-western direction of the Armenian-Azerbaijani border. Armenpress also reported that the Azerbaijani armed forces opened fire at the Armenian positions in the Gegharkunik section of the border on July 23 at about 17:00.

“The shootings in the direction of the Armenian side took place after shootings in their own territory, which can be explained as an interpersonal incident. This is also evidenced by the fact that the Azerbaijani Ministry of Defense informs in its press release that an Azerbaijani serviceman died as a result of the shootings from the Armenian side. The Defense Ministry of Armenia stated that the Armenian side did not take any action until the moment that the Azerbaijani side started to shoot in the direction of the Armenian border guards. As a result of the intensive shooting caused by another Azerbaijani provocation, 3 Armenian servicemen received slight injuries. They have been transported to a hospital in Gegharkunik province,” Armenpress said.

Armenians were the first whose nation embraced Christianity as the state religion in the year A.D. 301. Islamic invasions have reduced Armenia to a fraction of its original size. Church Militant's Trey Blanton spoke with families who lost their sons to the ongoing Turkish onslaught.

Armenians of the independent — but unrecognized — Republic of Artsakh are attempting to resume their lives after surviving last year's invasion by Muslim-majority Azerbaijan.

The graves of over 5,000 Christian lives lost are overshadowed by the occupation of the Turks a mere five miles away on the high ground of Shushi, the cultural capital of Artsakh.

One family, forced from their home in the town of Hadrut, still mourns the loss of their son.

Fallen soldier's mother: "He was 19 years old. He was sent as reinforcements to another town. He was with four friends in a trench. A shot was fired from the Azeri side. His friends saw him lying on the ground ... and saw that he was dead."

Armen Asryan also lost his 20-year-old son and is working to catalog the missing and dead. Asryan misses his son and prays the world will wake up to Islamic-Turkish aggression.

Asryan: "The world was, in a way, assisting Turkey and Azerbaijan through indifference and, essentially, blindness."

Over a hundred Armenian soldiers are still being held as prisoners of war by Azerbaijan, in violation of international law. The Muslim forces also continue to harass both Artsakh and Armenia with gunfire and artillery shelling.

Artsakh is our generation's Vienna. The Armenians are holding the line against the Turks but, so far, Christian reinforcements are nowhere in sight.

The total number of lives lost or illegally detained is unknown because Azerbaijan is denying Armenian and international organizations access to bodies of the dead in captured territory.

Church Militant visits the Armenian people of Artsakh

The Armenian Christians trace their heritage all the way back to the Apostle St. Bartholomew and Thaddeus of Edessa (a man who was either the Apostle St. Jude or possibly one of the 70 disciples sent out by Our Lord before His crucifixion).

Christianity reached the Armenian people by A.D. 40, and between the years 301 and 314, it became the first nation to institute Christianity as its State religion. It preceded the legalization of Christianity in the Roman Empire, which happened in A.D. 313.

The Church of Armenia, however, split away from union with Rome after the Council of Chalcedon in 415. At the time, there was disagreement among theologians about the divine and human nature of Our Lord, usually called monophysitism. The monophysites claimed Christ had only one nature instead of two. The Church, however, teaches that Jesus Christ has a divine and human nature.

United by a similar theology, the Armenian Christians joined with the Coptic, Syriac, Ethiopian, Malankaran and Eritrean Orthodox Christians to form the Oriental Orthodox Churches.

Modern declarations clarify the current difference between East and West is not reflective of any significant difference in belief regarding the nature of Christ.

The Armenian people suffered terribly when the Muslims conquered the region. Their suffering intensified under the Ottoman Empire when the Turks murdered 1.5 million Armenians between 1915 and 1918.

Since that time, ethnic Armenians have been trying to get back their homeland and to get out from under the thumb of the Turks. Church Militant reporter Trey Blanton was invited to visit the Republic of Artsakh, an Armenian enclave, which is continuing its fight for independence.

Azerbaijan, a Muslim-majority nation of Turkish descent, has laid claim to Artsakh since Soviet leader Joseph Stalin gifted the region to Azerbaijan in order to appease Turkey and create conflict in the region so that neighbors would war against each other instead of against the Soviet heartland.

The recent war of fall 2020 resulted in more than 5,000 lives lost among Armenian soldiers. More than a hundred soldiers and civilians are being held illegally by Azerbaijan.

Families expressed to Church Militant uncertainty over the future, but have turned to their Faith to see them through.

Azerbaijani drone attempted to enter Armenia’s airspace – Defense Ministry

On July 23, at 11 p.m. the air defense subdivisions of the RA Armed Forces took actions to prevent the attempt by an Azerbaijani UAV to enter Armenia’s airspace in the south-western direction of the Armenian-Azerbaijani border, the Ministry of Defense reports.

As of 9 am this morning, the situation was relatively stable in all directions of the Armenian-Azerbaijani border.

International powers, for centuries, have sacrificed the Armenians for geopolitical gain. The Republic of Artsakh has proven its right to self-govern and rejoin Armenia. However, Church Militant's Trey Blanton saw a country still fighting for its place in the world.

The political chess played out between Turkey and Russia, later the Soviet Union, in the 1800s and 1900s led to Armenia being carved up to create the patchwork nation, Azerbaijan.

Muslim-majority Azerbaijan, like other countries whose boundaries were set by a higher power, did not exist prior to the 1900s.

The Azeris are a Turkic tribe whose leaders today are following their ancestors in attacking the Armenian people to eliminate them.

Artsakh's minister of state, Artak Beglaryan: "The Azerbaijani and Turkish governments claim that this is not Armenian land. The history, the culture, lots of monuments show the contrary."

The dissolution of the Soviet Union led the Republic of Artsakh to file for independence, just as Azerbaijan and Armenia did. The international community recognized each country except Artsakh, siding with Soviet leader Joseph Stalin's plan to grant Artsakh to Azerbaijan.

Wars in the early '90s and 2000s cemented the Armenians' historical right to live in their homeland, but questions remain after the 2020 war.

Davit Babayan, Artsakh's minister of foreign affairs: "How come that a NATO-member can make alliance with terrorists and attack a democratic state?"

Azerbaijan is teaching its citizens to see Armenians as inhuman and is rewriting history to stake its claim to Armenian lands.

Azerbaijan is continuing its so-called "Albanization process," in which captured Armenian monuments are modified to represent having been built by Albanians, from whom Azerbaijanis claim descent.

PanARMENIAN.Net - A top Turkish official has threatened Armenia with new problems, piling accusations on Yerevan for "endangering regional peace."

In the Second Karabakh War, Turkey supported Azerbaijan militarily, also by transferring terrorist mercenaries from the Middle East to fight against Karabakh. Armenia was the first to report on Turkey's deployment of thousands of Syrian fighters to Azerbaijan. International media publications followed suit, as did reactions from France, Russia, Iran and Syria. The Nagorno-Karabakh Defense Army has already unveiled footage from the interrogation of two such terrorists captured on the front.

Comments from Ömer Çelik, a spokesperson for Turkey's Ruling Justice and Development Party (AK Party), came on Sunday, July 26, after the Armenian side reported more injuries from Azerbaijani shooting in border areas.

Çelik took to Twitter to threaten Yerevan with new problems "if Armenia does not understand the messages of [Turkish President Recep Tayyip] Erdoğan and Azerbaijani President Ilham Aliyev."

He reminded that Erdoğan has been calling for a six-nation regional cooperation platform that also includes Armenia, describing it as a "historical opportunity". Çelik said that Turkey "will not allow Yerevan to endanger regional peace."

TALK TIME: Tension in Armenia's Yeraskh may be linked to Turkish factor

It would be wrong to view the situation in Yeraskh as a local phenomenon since it is the prelude to large regional political developments that will unfold in the future. This is what Turkologist Andranik Ispiryan said during Armenian News-NEWS.am’s TALK TIME show. According to him, there are some signals from Turkey.

The Turkologist noted that after the war, there is mainly tension in the Syunik and Gegharkunik Provinces of Armenia.

“At this moment, one gets the impression that the main threat comes from Nakhchivan. There haven’t been serious incidents in that sector for a long time,” Ispiryan said, adding that Turkey has been actively increasing its military presence and influence in Nakhchivan over the past few years.

The analyst stated that the tension in the direction of Yeraskh may be linked to the Turkish factor, which is targeted against the Armenian government. According to him, in this situation, Armenia needs to develop short-term and long-term action plans for cooperation with allies, possible adversaries and future cooperation with superpowers.

Armenia has said three of its soldiers were killed and two wounded in border clashes with Azerbaijani forces in some of the heaviest fighting between the two neighbours since last year’s six-week war over the disputed Nagorno-Karabakh region.

In separate statements on Wednesday, the defence ministries of both countries blamed the other side for initiating the clashes.

Armenia’s defence ministry said an intense gun battle had taken place near the village of Sotk close to the border with Azerbaijan’s Kelbajar region, one of those Baku reclaimed after the war that claimed some 6,500 lives.

“The Azerbaijani side is deliberately escalating the situation as its forces remain illegally on Armenia’s sovereign territory,” Armenia’s foreign ministry said.

 

For its part, Azerbaijan’s defence ministry said Armenian forces had opened fire towards Azerbaijani positions in Kelbajar in the early hours of Wednesday and that two of its servicemen had been wounded.

It said Azerbaijan had agreed to a Russian-proposed ceasefire from 10am local time (06:00 GMT) but that Armenian forces had continued shelling its positions with tanks and mortars.

“Armenia bears full responsibility for the escalation of tensions,” it said.

In six weeks of fighting last September to November, Azeri troops drove ethnic Armenian forces out of swaths of territory they had controlled since the 1990s in and around Nagorno-Karabakh, before Russia brokered a ceasefire.

Moscow has since deployed some 2,000 peacekeepers in the area to oversee the ceasefire.

Three Armenian soldiers killed in clashes with Azerbaijani troops

Armenia’s Defense Ministry said Wednesday that three of its troops were killed and two more were wounded in clashes with Azerbaijani forces on the border between the two ex-Soviet nations, which have been locked in a decades-long tug-of-war over the Nagorno-Karabakh region.

Both countries have accused each other of starting the clashes. Azerbaijan said Armenian forces opened fire at its positions on the Kalbajar section of the border. The Armenian military said its personnel were attacked by the Azerbaijani forces.

Armenian Foreign Ministry issued a statement saying that “the Azerbaijani side has been deliberately initiating escalation,” and the Foreign Ministry in Azerbaijan said in turn that “the responsibility for aggravating the situation by committing another provocation on the Armenian-Azerbaijani border lies entirely with the military-political leadership of Armenia.”

Tensions on the border have been simmering since May, when Armenia protested what it described as Azerbaijani troops’ incursion into its territory. Azerbaijan has insisted that its soldiers were deployed to what it considers its territory in areas where the border has yet to be demarcated.

In the wake of the clashes on Wednesday, Azerbaijan’s Foreign Ministry urged Armenia “to stop military provocations and start negotiations on the delimitation of the two state borders.”

Armenia’s Foreign Ministry vowed to “use all its military-political tools in accordance with international law” in response “to the use of force by Azerbaijan against the territorial integrity of Armenia.”

More than 6,000 people were killed last fall in the six weeks of fighting over Nagorno-Karabakh, which lies within Azerbaijan but was under the control of ethnic Armenian forces backed by Armenia since a separatist war there ended in 1994.

The hostilities ended with a Russia-brokered peace deal in November allowing Azerbaijan to reclaim control over large parts of Nagorno-Karabakh and surrounding areas, which Armenia-backed separatists controlled for more than 25 years.

Armenia said on Wednesday that three of its soldiers had been killed in an exchange of gunfire with Azerbaijan and Interfax reported that both sides had later accepted a Russian ceasefire proposal to try to calm tensions.

Armenia’s defence ministry said in a statement that Azeri forces had attacked Armenian positions near the border between the two countries. Two Armenian servicemen had been injured in the same incident, it said, and “fighting continued”.

Azerbaijan’s defence ministry accused Armenian forces of what it called “provocations” in the Kalbajar district and said its army would continue to retaliate, Russia’s TASS news agency reported.

Interfax later reported that Azerbaijan had however accepted a Russian proposal to enforce a ceasefire in the area. It then reported that Armenia’s defence ministry had also accepted the ceasefire.

The ultimate goal of the Azerbaijani-Turkish coalition is to wipe Armenia and Armenians off the map, the European Armenian Federation for Justice and Democracy (EAFJD) said in a statement.

The comments come after Azerbaijan once again launched a significant military offensive on the sovereign territory of the Republic of Armenia, in the North-Eastern direction last night.

“After the attacks on Yeraskh community, near Nakhijevan borders and Sotk village in Gegharkunik Region, this is the third time in one week that the criminal authorities of Azerbaijan have been breaching the ceasefire agreement and blatantly violating the territorial integrity of Armenia. As the fighting are reportedly still going on, since last night three Armenian servicemen have been killed by the Azerbaijani armed-forces and two others were wounded,” the EAFJD said.

“The international community, the European Union and the EU member-states must now understand once and for all that this is nothing but a new tentative to continue the anti-Armenian ethnic cleansing from which started during the 2020 Nagorno Karabakh war in Artsakh. This military aggression shows that the ultimate goal of the Azerbaijani-Turkish coalition is to cause ultimate damage to the Armenian statehood, executing the genocidal aspirations of dictators Aliyev and Erdogan, which were initially set more than a century ago by Ottoman Turkey.,” the statement reads.

The EAFJD firmly condemns the latest attack and calls on the EU as well the democratic countries of the free world to unequivocally condemn the ongoing Azerbaijani aggression on the sovereign and internationally recognized territory of Armenia. Every possible step must be taken to immediately stop the Turkish-Azerbaijani dictatorial and aggressive tandem, emboldened by oil money, impunity and reckless “both-sideism” which equals to supporting the oppressor.

“As EU citizens we demand and expect integrity and justice from our leadership,” EAFJD said.

Armenia wants Russian outposts on Azerbaijan border amid tensions

Armenian Prime Minister Nikol Pashinyan on Thursday proposed that Russian border forces be stationed along the length of Armenia’s border with Azerbaijan amid rising tensions between Yerevan and Baku, the TASS news agency reported.

Armenia and Azerbaijan accused each other earlier on Thursday of flouting a Russian-backed ceasefire that both sides had accepted the previous day to halt deadly clashes over their joint border which Yerevan wants demarcated.

“Given the current situation, I think it makes sense to consider the question of stationing outposts of Russian border guards along the entire length of the Armenian-Azeri border,” Mr Pashinyan was quoted as saying at a government meeting.

He said that Yerevan was preparing to discuss that proposal with Moscow and that the move would allow work to be carried out on the demarcation and delimitation of the border without the risk of military clashes.

Armenia’s defence ministry said earlier that Azeri troops had opened fire on Armenian positions at the Gegharkunik section of the border in the early hours of Thursday morning, prompting Armenia to return fire. It described the situation as calm as of 07:00 in a statement.Azerbaijan’s defence ministry said that Armenian forces had opened fire with machine guns and grenade launchers in the direction of a village in the Kelbajar region, and had thrown hand grenades. It said its forces returned fire in a statement.

The ceasefire was called on Wednesday after one of the deadliest border incidents since last year’s six-week war between ethnic Armenian forces and Baku over the Nagorno-Karabakh region and surrounding areas.

Iran expresses concern over new Azerbaijan-Armenia clashes

TEHRAN, Jul. 29 (MNA) – Saeed Khatibzadeh, Iranian Foreign Ministry’s Spokesman on Thursday expressed regret over the casualties in the recent escalation of conflict between Azerbaijan and Armenia, voicing Iran's readiness to help establish peace.

Saeed Khatibzadeh, the spokesman for the Ministry of Foreign Affairs, on Thursday expressed concern over the continuation of border clashes between the Azerbaijan and Armenia troops at the shared borders.

Khatibzadeh expressed regret over the losses of lives and injuries of people from both countries and called on both sides to show restraint and stressed the need for peaceful settlement of border disputes.

The Iranian spokesman also stressed the need for the two countries to get over the tensions and conflicts and the need for all parties to respect the internationally recognized borders.

He further stressed the need to achieve perpetual peace in the South Caucasus region as soon as possible, while expressing the readiness of Islamic Republic of Iran to help them to establish sustainable peace in the region.

House passes Pallone Amendment, cutting U.S. military aid to Azerbaijan

The U.S. House of Representatives on Wednesday voted overwhelmingly to restrict U.S. foreign military financing and training assistance to Azerbaijan, passing a bipartisan, ANCA-backed amendment led by Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and twenty of his House colleagues, reported the Armenian National Committee of America (ANCA).

The Pallone Amendment states, “None of the funds appropriated or otherwise made available by this Act [H.R.4373] under ‘International Military Education and Training’ and ‘Foreign Military Financing Program’ may be made available for Azerbaijan.”

The provision does not block discretionary military equipment, which may be transferred by the Department of Defense under U.S. laws Section 333. The ANCA is working with Senate and House Members of the Armed Services Committee to address those concerns by strengthening Section 907 restrictions on U.S. military aid to Azerbaijan.

Frank Pallone welcomed the House passage of the amendment.

“Amidst ongoing Azerbaijani aggression in the region, I am proud this funding bill includes unprecedented support for Armenia and sends a clear signal to Azerbaijan that the United States will not tolerate authoritarian regimes that threaten peace and stability,” he said.

Azerbaijan violates ceasefire, again opens fire at Armenian positions in Gegharkunik – Defense Ministry

On Thursday, July 29, at around 3am, the Azerbaijani troops, violating the ceasefire agreement reached the day before, again resorted to provocation opening fire from firearms at the Armenian positions in the Gegharkunik section of the Armenian-Azerbaijani border, in the direction of Karvachar.

In an official statement, the Defense Ministry of Armenia said after the retaliatory actions of the Armenian side, the fire stopped.

As of 7am, the situation was calm, there were no shootings.

An agreement on restoring the ceasefire on the north-eastern section of the Armenian-Azerbaijan border was reached at the mediation of the command of Russian peacekeeping forces on Wednesday. The ceasefire went into effect at 10am local time.

Three Armenian servicemen were killed and four others were injured as a result of the military operations launched by the Azerbaijani forces. One of the injured soldiers is said to be in critical condition.

Contrary to the efforts of Armenia and the international community, the situation on the Armenian-Azerbaijani border is not stabilizing, acting Prime Minister of Armenia Nikol Pashinyan.

"Azerbaijan continues its aggressive rhetoric and actions, leaving unanswered the proposals of the international community aimed at long-term stabilization of the situation.

As an example, I would like to cite the statement of the OSCE Minsk Group co-chairs on April 13, in which they called on the parties to begin a high-level political dialogue at the earliest opportunity, under the auspices of the co-chairs.

But to this day, Azerbaijan has not responded to the call, while Armenia has repeatedly noted its readiness to start the negotiation process at any time in the proposed format.

We also expressed our readiness for dialogue on issues that go beyond the mandate of the OSCE Minsk Group. Nevertheless, by its actions, Azerbaijan is trying to exclude any possibility of dialogue, discrediting the trilateral statements of November 9 and January 11 with rhetoric and actions.

In particular, despite paragraph 8 of the tripartite statement of November 9, 2020, trumped-up trials of Armenian prisoners of war, hostages and other detainees continue in Azerbaijan, as a result of which they are sentenced to many years in prison.

It should be especially noted that practically all the convicts were recently taken prisoner after November 9, in the zones of responsibility of the peacekeepers. If we compare this fact with the widespread propaganda that is being conducted in Azerbaijan against the latter, and with the fact that Baku has not yet signed a mandate on peacekeepers, it becomes obvious that this is a series of actions carried out against peacekeepers, that is, against peace and stability in Nagorno-Karabakh."

Azerbaijani forces fire at Armenian positions located in Yeraskh section of the border

On July 30, the Azerbaijani armed forces once again resorted to provocation in the direction of Nakhichevan on the Armenian-Azerbaijani border, the Ministry of Defense reports.

In particular, from 11:20 to 11:30, the Azerbaijani units opened fire on the Armenian positions located in the Yeraskh section using sniper rifles and firearms of various calibers.

The enemy’s fire was silenced by retaliatory actions. There are no victims from the Armenian side.
