Artsakh War was the continuation of Turkey’s policy, Armenian President says

Nothing has changed in Turkey’s strategy, because the war in the South Caucasus was not the only problem connected with Turkey, Armenian President Armen Sarkissian said in an interview with Russian RBC.

“It’s part of a regional and global policy. Let’s remember why Turkey entered Libya, why it is so active in Iraq, why it is present in Lebanon and Syria, why it clashes with Cyprus and Greece in the Mediterranean, why it keeps hundreds of thousands of refugees on the EU border. In some sense Europe is a hostage of Turkey, because if those hundreds of thousands of refugees enter Europe, it will be hard to speak about its stability,” the President said.

He noted that last year’s Artsakh War was the continuation of Turkey’s policy, its wish to increase the influence in the region.

“Whether we want it or not, Turkey has become more influential in the South Caucasus. It is very influential in Georgia in the economic sense. Today, Turkey is largely present in Azerbaijan. The influence of the Turkish armed forces on Azerbaijani armed forces after the war is obvious, and it has a huge influence on Azerbaijan’s sovereignty, its economy, and respectively, logistics, transport routes, including the oil pipelines stretching from Baku to Tbilisi and Ceyhan,” President Sarkissian noted.

“Turkey has become more influential politically and militarily. On the other hand, the Turkish economy is not one of the best ones in the world. As you know, many investment companies leave Turkey. The economic downturn gets compensated by high activity,” the President added.

Artsakh war film 'Gate to Heaven’ wins 4 awards at Ontario International Film Festival

Jivan Avetisyan's “Gate to Heaven”, a film about the 2016 Artsakh war, has won four prestigious awards at the Ontario International Film Festival.


“Congratulations to the team behind "Gate to Heaven" for winning 4 of our prestigious awards, including best sound, music and script for an international film and best international film!” the festival said in a statement.


“We were honored to showcase this film at our festival this year,” it added.


“Gate to Heaven” centers around 50-year-old Robert Stenvall, a European journalist, who returns to Artsakh in 2016 to cover the war which has been reignited after a 22-year ceasefire. During his time in Artsakh, Stenvall meets Sophia Marti, 35, a young opera singer, who happens to be the daughter of missing photojournalist Edgar Martirosyan, whom Robert abandoned in captivity during the fall of the village of Talish in 1992. Robert and Sophia’s frequent rendezvouses ignite a passionate romance.


The film features Tatiana Spivakova, Sos Janibekyan and Naira Zakaryan in lead roles and its Armenian and Artsakh premiere took place in 2019.


“Gate to Heaven” is a co-production of Armenia, Lithuania, Finland and France.

Azeri forces destroyed Madatashen school, war monument, damaged village church – Monument Watch

According to satellite images captured on October 10, Azerbaijani forces have destroyed the school in the village of Madatashen in Artsakh's Askeran district after its occupation, the Artsakh Monument Watch, an independent academic platform, reported, adding the adjacent church is also in danger.


The school was renamed the Madatashen School SNCO in 2015, which also houses the village municipality and the House of Culture. The Madatashen House of Culture was built in 1969 and renovated in 2012.


A monument to the victims of the Artsakh Liberation War located close to the church was also destroyed by the enemy immediately after the occupation of the village.


“A video circulated by Azerbaijanis clearly shows an armed Azerbaijani soldier breaking up the monument to the Artsakh war heroes, destroying their photos and gleefully taking pictures against the background of the destroyed cultural heritage. Notably, the video captured before the Azerbaijani occupation shows that both the school and the monument were intact,” the Monument Watch said.


The history of Madatashen village dates back to the mid-17th century. The village got its name from Russian army general Valerian Madatov, whose cowsheds were located on this very territory. The community is located in the southern part of the Artsakh Republic, 50 km away from the Askeran regional center and 24 km away from the capital, Stepanakert. St. Astvatsatsin Church of the village was built in 1904. The wall of the church, as well as its roof, were damaged, the academic platform noted.

Major road closed as Nagorno-Karabakh civilian reportedly shot dead

Nagorno-Karabakh’s National Security Service reported that one Armenian civilian died and three were wounded as Azerbaijani troops fired at a group of workers repairing water pipes near the city of Shusha (Shushi). According to unconfirmed witness reports, Russian peacekeepers were nearby during the incident.


According to the official report, the incident took place at around 15:00 on 8 November and took place near the Lachin-Stepanakert road, which connects Stepanakert (Khankandi), the capital of Nagorno-Karabakh to Armenia. The wounded have been transported to a hospital in Stepanakert.


According to Nagorno-Karabakh Human Rights Defender Gegham Stepanyan, the deceased is 22 years old, while the three wounded civilians are 41, 31, and 43 years old, respectively.


No names, or further identifying information has been released.


According to unconfirmed reports on social media, the incident took place a few hundred meters from Russian peacekeepers who are observing the road connecting Stepanakert to the Republic of Armenia.


Stepanyan has reported that the section of the Lachin-Stepanakert road where the incident happened has been closed as law-enforcement bodies are carrying out investigative work.


As of publication, there have been no statements from Azerbaijani or Russian authorities.


The same day as the incident, Azerbaijani President Ilham Aliyev was in Shusha alongside Turkish Defence Minister Hulusi Akar to mark the anniversary of Azerbaijani forces taking control of the city during the Second Nagorno-Karabakh War.


In October, another Armenian civilian was killed by Azerbaijani fire, reportedly while carrying out agricultural work and accompanied by Russian peacekeepers.

Baku not refuting attack on peaceful civilians in Artsakh, but putting blame on Yerevan

The Ministry of Foreign Affairs of Azerbaijan has made another immoral and unreal statement, blaming the Armenian side for the incident that took place near Shushi.

Yesterday an Azerbaijani soldier invaded the territory of the Nagorno-Karabakh Republic and shot four workers repairing a water pipeline, leaving one dead and three wounded.

After contemplating for a day, the Ministry of Foreign Affairs of Azerbaijan put the blame for the incident on the Armenian side in general and on Armenia in particular. Spokesperson of the Ministry of Foreign Affairs of Azerbaijan Leyla Abdulayeva declared that Azerbaijan allegedly has nothing to do with the incident and that “Russian peacekeepers are usually reported before launching any operation in this territory, and the operation is carried out with the accompaniment of the peacekeepers. This time, the Russian peacekeepers were not informed and didn’t participate in the operation which, of course, entails serious questions. That day, an event was held in Shushi and attended by the President of Azerbaijan and state officials, and it is known that in such cases enhanced measures are taken for security in the territory. Realizing this, repair of any water pipeline in a site that is the closest to the territory does not fit in any logic.”

The tolerance and silence of the international community with regard to the tremendous number of war crimes and crimes against humanity committed by Azerbaijan have obscured the brains of Azerbaijani officials so much that they aren’t even going out of their way to try to refute the fact that there were attacks on peaceful civilians. All this is happening in the context of the statements on the willingness of Azerbaijan to establish ‘an era of peace’ in the region.

Azerbaijan celebrates victory in war by killing Armenian civilians

Exactly one year ago Armenia she was forced to sign a painful armistice with Azerbaijan to end the war in Nagorno-Karabakh, the third in its history. Armenian PM Accuses Azerbaijan of Invading its Territory









YEREVAN (Sputnik) - The Azerbaijani troops invaded Armenia on Sunday at one of the border stretches, Armenian Prime Minister Nikol Pashinyan said on Monday.




"Since yesterday, we have held several meetings and discussions among the same attendees in different formats. The discussions focused on the invasion of the Armenian territory by the Azerbaijani troops at one of the eastern stretches of the Armenian-Azeri border," Pashinyan said at the Security Council meeting.



Pashinyan added that he resigned Armenian Defense Minister Arshak Karapetyan and appointed Suren Papikyan, the vice prime minister, to the post.



On Sunday, the Armenian Defense Ministry said that it foiled the attempts of the Azerbaijani armed forces to move their positions to the eastern direction near the border.

On November 14, at around 1 pm, in one of the eastern sections of the Armenian-Azerbaijani border, units of the Azerbaijani Armed Forces with the support of armored vehicles intruded into the sovereign territory of the Republic of Armenia, Armenia’s Security Council said in a statement.

“As a result of negotiations, the Azerbaijani military equipment and troops left the territory of the Republic of Armenia, the units of the Armed Forces of the Republic of Armenia were withdrawn from the above-mentioned four combat positions. Nevertheless, Azerbaijani servicemen who invaded the sovereign territory of the Republic of Armenia in May of this year continue to be deployed in the mentioned section,” the Council said.

“The rumors that the superior command of the Armed Forces or the political leadership has given an instruction not to show resistance do not correspond to reality. The Security Council of the Republic of Armenia has instructed the relevant bodies to conduct a proper investigation of the incident,” the statement reads.

The Security Council draws the attention of the Russian Federation, the Collective Security Treaty Organization (CSTO) and the international community to the aggressive actions of the Azerbaijani armed forces and emphasizes that these actions are directed against the authorities of the Republic of Armenia, Armenia’s territorial integrity and regional security and stability, and contradict the provisions of the trilateral statement of November 9, 2020.

The Security Council of the Republic of Armenia expresses the determination of the authorities and the people to protect the sovereignty, territorial integrity and independence of the homeland.

“The Government of the Republic of Armenia has taken measures to create a new network of alternative roads in Syunik region and these works will be completed in the near future. We consider it necessary to emphasize that no settlement of the Republic of Armenia is deprived of vital roads,”

The Security Council of the Republic of Armenia continues to emphasize the need for a peaceful resolution of the Armenian-Azerbaijani border situation, i.e. the withdrawal of troops from the de jure established border of Soviet Armenia and Soviet Azerbaijan and the start of demarcation and delimitation of the border under international auspices.

The Council also calls on the OSCE Minsk Group Co-Chairs to intensify efforts for a peaceful and comprehensive settlement of the Nagorno-Karabakh conflict.

As of 17։ 00 On November 16, the situation on the eastern section of the border of the Republic of Armenia, where units of the Azerbaijani Armed Forces initiated the attack today, remains extremely tense, the RA Ministry of Defense reports. The report also refers to the capture of 12 servicemen of the RA Armed Forces.

"The intensity of the fighting is not weakening. The enemy continues to use artillery, armored vehicles and small arms of various calibers.

As a result of the response of the Armenian side, the enemy suffered numerous losses in manpower, about a dozen units of armored vehicles were destroyed or disabled. The Armenian side also has losses. Data to be specified. 12 servicemen of the RA Armed Forces were taken prisoner - five contract soldiers and seven conscripts," the Ministry of Defense said in a statement.

Armenia confirms ceasefire after Azerbaijan border clash

Armenia's government announced that Moscow had brokered a truce after they reported that 15 of their troops had been killed by Azerbaijani soldiers on the tense border region between the two countries.

Armenia and Azerbaijan do not have official diplomatic relations

Armenia's Defense Ministry announced late on Tuesday that the Kremlin had arranged a ceasefire agreement with Azerbaijan.

The Armenian government had said earlier in the day that several of its soldiers had died after the latest flare-up in tensions between the old foes.

What led to the ceasefire?

The announcement came after European Council President Charles Michel said he had spoken to both President Ilham Aliyev of Azerbaijan and Prime Minister Nikol Pashinyan of Armenia and asked them to end hostilities, without blaming either for the "challenging situation in the region."

He wrote on Twitter that the "EU is committed to work with partners to overcome tensions for a prosperous and stable South Caucasus."

The French Foreign Ministry echoed Michel's call, saying that "France calls on all parties to respect the ceasefire to which they committed after the trilateral declaration of November 9, 2020."

Armenia's parliament had reported that at least 15 troops had been killed and 12 captured on the border with Azerbaijan in the latest spate of fighting. They then asked Russia for help defending the frontier, where the Azerbaijani military said two of its service members were wounded.

The Kremlin later confirmed that President Vladimir Putin had spoken with Armenian Prime Minister Nikol Pashinyan. Russian Defense Minister Sergei Shoigu also spoke by phone to his Armenian and Azeri counterparts and called on them to cease all hostilities, Interfax news agency reported.

The clashes come a year after the countries fought a war over the disputed Nagorno-Karabakh region, which left more than 6,500 people dead. A Moscow-brokered peace deal ended the conflict after six weeks, and saw Armenia relinquishing territories it had controlled for decades.

The conflict goes back to when ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed. The ensuing war claimed around 30,000 lives.

Both sides blame the other for the renewed violence, which was characterized by the use of small arms and artillery after Azerbaijan accused Armenian forces of shooting at workers near the border.

Armenia on Tuesday reported at least one fatality and the loss of military positions in border clashes with Azerbaijani troops, a year after the arch-foes fought a war over the disputed Nagorno-Karabakh region.

The border clashes marked the worst fighting since more than 6,500 people were killed in a 44-day conflict over the Nagorno-Karabakh enclave late last year. That conflict ended after Russia brokered a ceasefire deal that saw Armenia cede swathes of territory it had controlled for decades.

Armenia's defence ministry on Tuesday reported "fatalities and wounded" among its forces "following an attack by Azerbaijani forces." It said Azeri forces had captured several Armenian troops as well as "two military positions".

The ministry reported later in the evening that Russia had brokered an end to hostilities, describing the situation as "relatively stabilised". It said at least one Armenian serviceman was killed in the clashes.

Earlier in the day, the two sides accused each other of initiating fighting along their disputed border, with Azerbaijan's defence ministry claiming that "Armenian troops attacked Azerbaijani positions in the districts of Kelbajar and Lachin".

The ministry said Azerbaijani troops "stopped the enemy's advance, surrounded and detained Armenian servicemen," adding that two of its soldiers were injured.

Appeals to Moscow

France, home to Europe's largest Armenian population, expressed its "deep concern" over Tuesday's clashes, urging both sides to respect the terms of a ceasefire deal signed in November 2020.

The French foreign ministry said in a statement it was particularly alarmed by reports of use of heavy weaponry "which has caused many deaths, especially on the Armenian side".

Before the announcement of a truce, Armenia had appealed to ally Russia for military support under the Collective Security Treaty Organisation pact, which obliges Moscow to protect it in the event of a foreign invasion. Russia responded by calling on both sides to "de-escalate".

Since last year's war, both Armenia and Azerbaijan have reported occasional exchanges of fire, sparking fears of another flare-up in their territorial dispute.

On Sunday, they traded accusations of opening fire at their border near Karabakh. The day before, Nagorno-Karabakh authorities said the only road connecting Armenia to the separatist territory – the Lachin Corridor – was briefly closed due to an incident between the two sides.

Ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed in 1991, and the ensuing conflict claimed around 30,000 lives.

Azerbaijan’s army launched an assault against Armenian territory on Tuesday in the worst fighting between the two countries since the end of last year’s Karabakh war.


Armenia’s defence ministry announced that at 1pm local time, Azerbaijani units “launched another provocation” against the eastern border of the country.


Artillery and armoured vehicles were reportedly used, while the Armenian defence ministry shared a video of a guided missile strike on an Azerbaijani vehicle. Geolocation of the strike placed it several kilometres inside Armenia’s borders.

Azerbaijani President Ilham Aliyev, meanwhile, said that “all responsibility” for the situation fell on Armenia.


The Armenian defence ministry said that at least 15 Armenian soldiers have been killed or wounded, with another 12 taken prisoner.



It further confirmed that the Armenian side had lost two military positions. Azerbaijan did not provide figures for its loss, though Armenia claimed it had inflicted “heavy losses” on Azerbaijani troops.


Armenia further confirmed that it had officially requested Russian military aid to “defend its sovereign territory” under the provisions of the 1997 bilateral treaty between the two countries.


Some reports from Russian state-linked media claimed that Russia’s 102nd Military Base, located in north-west Armenia, had been placed on combat alert.


The fighting has sparked renewed panic in southern Armenia, at the heart of a dispute dating back to the deal that ended last year’s war on November 10.


The last point of the trilateral agreement between Russia, Armenia and Azerbaijan stipulates that “all economic and transit connections in the region shall be unblocked”.





The agreement also mentions that Azerbaijan shall have “transport connections” to its enclave of Nakhchivan, which is separated from the mainland by a 30km-wide stretch of Armenian territory.








That stretch is precisely the location of the present fighting, leading to speculation that Azerbaijan intends to create its land link by force.


Over the past year, Baku has repeatedly pushed for the creation of the “Zangezur corridor” — using an alternate name for southern Armenia’s Syunik province — something that Armenia has denied, arguing that the term “corridor” implies Azerbaijani sovereignty over the territory.


That has led to Azerbaijan ramping up pressure in other ways, most recently by closing several crucial Armenian roads that pass into its territory.


Before that, in May, Azerbaijani forces occupied two sections of Armenian territory — one in the north-east of the country and one in the south-east — in a situation that persists to the present day.





Daily shoot-outs also take place on another section of the Armenian border near Nakhchivan, with Azerbaijani soldiers continually firing on the border village of Yeraskh.


The Kremlin has said that the two countries, with Russian guidance, were to hold new talks aimed at signing an agreement on border delimitation on November 9, the anniversary of the end of the war, in Moscow. These talks did not occur for reasons that are unclear.


At the time of writing, local militias throughout southern Armenia were being mobilised amid fears Azerbaijan could advance further.

Armenian troops killed in Azerbaijan border clash

A number of Armenian soldiers have been killed and captured in a flare-up of violence on the border with Azerbaijan, Armenian officials say.




Armenia said some of its troops had been killed and two combat positions had been lost, while Azerbaijan said two of its soldiers were injured.




Later on Tuesday, both side reportedly agreed to a Russian-brokered ceasefire.




More than 6,000 lives were lost in last year's war over the disputed territory of Nagorno-Karabakh.




Azerbaijani forces, backed by Turkey, managed to recapture large swathes of the region of what is internationally regarded as part of Azerbaijan.




On Tuesday, Armenia asked Russia, a key security ally with long-standing ties to the former Soviet republic, to help defend its territorial sovereignty against Azerbaijan.




Both the Armenian and the Russian defence ministries later said that the Russian-backed truce was agreed.




Azerbaijan has not publicly commented on the issue.




Earlier, Armenia blamed Azerbaijani troops for the latest outbreak of fighting and said 12 soldiers had been captured.




It did not immediately confirm details of casualties - but the head of parliament's foreign relations committee, Eduard Aghajanyan, said as many as 15 soldiers may have died.




Azerbaijan's defence ministry accused Armenia of "large-scale provocations against Azerbaijan in the Kalbajar and Lachin regions of the state border"




It said Armenia "launched a sudden military operation" to "take more advantageous positions" - but that the attack had failed.




But according to Armenia's foreign ministry, Azerbaijani forces attacked the eastern border as part of a policy that began in May aimed at infiltrating two Armenian areas - Syunik in the south-east and Gegharkunik in the east.

A year after they fought a 44-day war, these latest tensions are threatening the peace deal between Armenia and Azerbaijan.




The single biggest issue is that Azerbaijan wants to have a corridor running through to its exclave Nakhichevan - and ultimately to its ally Turkey. This so-called Zangazur corridor would have to pass through Armenian territory, but Armenia will not accept having a road on its land under Azerbaijan's control.




Politically it is important for Azerbaijan's leader, Ilham Aliyev, who pledged earlier this year that he would "force" Armenia to concessions regarding the corridor.




Neither country appears committed to the peace deal and both are increasing their military budgets. However for the moment at least, diplomatic contacts between them have not broken down.

Responding to Tuesday's border clashes, European Council President Charles Michel urged the leaders of Armenia and Azerbaijan to negotiate a "full ceasefire".




Mr Michel said he called for an "urgent de-escalation" in discussions with President Aliyev and Armenia's Prime Minister Nikol Pashinyan.




A Russian-brokered peace deal was reached in November 2020. Some 2,000 Russian peacekeepers were deployed to patrol the area in and around Nagorno-Karabakh.





During the dying years of the USSR, Armenia was drawn into a bloody conflict with Azerbaijan over the mainly ethnic-Armenian Nagorno-Karabakh region.




Armenia is majority Christian while Azerbaijan is majority Muslim. Turkey has close ties to Azerbaijan, while Russia is allied with Armenia.

Armenia Seeks Russian Military Aid in New Escalation With Azerbaijan

Armenia said Tuesday it is appealing for Russia’s military aid in the worst fighting with its arch-foe Azerbaijan since the end of last year's war over the disputed region of Nagorno-Karabakh.


The Armenian security council said Yerevan was invoking a 1997 Russian-Armenian mutual defense treaty to repel what it said was an attack by Azerbaijani forces that ended in Armenian deaths and territorial losses. Baku itself accused Yerevan of a “large-scale provocation” at the border earlier Tuesday.





“We appeal to Russia to protect Armenia’s territorial integrity within the 1997 agreement,” Armenian security council chief Armen Grigoryan said, as quoted by Armenia’s News.am news agency.


“We expect that Russia will provide assistance and we will have the opportunity to restore the territorial integrity of Armenia,” Grigoryan added.


Armenian Ambassador to Moscow Vardan Toganyan told the Russian state-run TASS news agency that discussions between Armenia and Russia on the situation were underway through diplomatic and military channels.


Tensions on the border have flared on and off since Armenia and Azerbaijan reached a Russian-brokered truce last November, ending a six-week armed conflict for control of Nagorno-Karabakh that claimed more than 6,500 lives.


Under the ceasefire, Armenia ceded swaths of territories it had controlled for decades.


Nearly 2,000 Russian peacekeepers were deployed to Nagorno-Karabakh for a renewable five-year mandate under the deal.


According to News.am, Grigoryan said Russia’s assistance could come in the form of either renewed negotiations or “military assistance.”


“If it’s possible to resolve this situation through negotiations, then resolve it through negotiations, and if that’s not possible, then provide Armenia with enough military assistance so that Armenia can resolve the current situation,” he was quoted as saying.


Ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed in 1991, and the ensuing conflict claimed around 30,000 lives.


Both countries traded accusations of opening fire at their border near Karabakh on Sunday.


Moscow has not yet publicly responded to the request.

Pashinyan Says International Community’s Silence Has Emboldened Azerbaijan

Prime Minister Nikol Pashinyan said Tuesday that the international community’s silence on Baku’s aggressive policies against Armenia has emboldened Azerbaijan, thus allowing it to attack Armenia’s eastern border, which he called an act of aggression.

Pashinyan was speaking at a National Security Council session on Tuesday after an aggressive attack on Armenia Tuesday, which was halted after a ceasefire was declared through Russia’s mediation.

Below is the text of Pashinyan’s remarks as presented by his press office.

The current developments can be unequivocally assessed as a direct aggression against the sovereign territory of the Republic of Armenia.

As a result of the aggressive actions of Azerbaijan launched on May 12 of this year, Azerbaijan has occupied nearly 41 square kilometers (Eds: 10,000 acres) of the sovereign territory of the Republic of Armenia.

As a result of the silence from our international partners, Azerbaijan continues its aggressive actions. My assessment is unequivocal: Azerbaijan and the forces encouraging it are targeting our sovereignty, our statehood, our independence.

Yes, today we had a difficult day, and we are living through difficult days. But today we also showed that we are here, we exist, we are a state, we are a nation and the language of compulsion is inadmissible for us. We can negotiate, we can seek and find mutually acceptable solutions, we act as a responsible member of the international community. But we will not allow anyone to speak with us in the language of threats.

I call on the international community to make statements—targeted statements—condemning Azerbaijan’s aggression. Talk of a border dispute is absurd and senseless. There is no border dispute, there is aggression against the sovereign territory of the Republic of Armenia. The borders between Armenia and Azerbaijan have been clear since the Soviet era, by legally binding agreements. And if the problem was a border dispute, then Azerbaijan should have accepted our proposal of withdrawing forces simultaneously from the borderline between Soviet Armenia and Azerbaijan, deploying international observers along the borderline and launching the process of demarcation and delimitation of borders long ago. Azerbaijan, which has not accepted this proposal, is an aggressor state and must unequivocally withdraw its forces from the sovereign territory of Armenia. Its hopes to impose its will on Armenia are futile.

The Government and the people of the Republic of Armenia are determined, and we will defend our sovereignty, territorial integrity, statehood and independence by all possible means.

At the same time, we continue to emphasize the need for a peaceful resolution of the situation, all our previous proposals remain in effect. We are committed to the provisions of the November 9 and January 11 trilateral statements.

Armenia invokes 1997 treaty requesting Russia’s help amid Azerbaijani attack

YEREVAN, NOVEMBER 16, ARMENPRESS. Yerevan is officially invoking the Armenia-Russia 1997 treaty asking Moscow to help resolve the situation at the Armenian-Azerbaijani border, the Secretary of the Security Council Armen Grigoryan said on Public Television.

“We find it important to underscore that since there’s been an attack on sovereign territory of Armenia, we are applying to Russia with a call to defend Armenia’s territorial integrity within the framework of the existing treaty between Armenia and Russia of 1997 and within the framework of the logic of implementing mutual obligations as part of the treaty,” he said.

He said there will also be a written procedure invoking the treaty. “We want to inform the public and our partners that we are starting this process. We expect that Russia will provide support and we will have the opportunity to restore Armenia’s territorial integrity,” he said.

Grigoryan added that it’s been numerously said that Russia considers the Armenian state borders to be a “red line”. He noted that the Azerbaijani military is violating this red line since May 12. “In this regard we are applying to our ally so that we’ll be able to restore the territorial integrity of the Republic of Armenia within the framework of allied obligations,” Grigoryan said.

Asked whether or not the support is expected to be in the form of participation in negotiations or military assistance, Grigoryan said: “If it will be possible to solve this situation with negotiations, then solve with negotiations, if not, then to provide sufficient military assistance to Armenia so that Armenia is able to resolve the situation,” he said.

Armenia has the right to repel use of force against its territorial integrity by all means – Foreign Ministry

YEREVAN, NOVEMBER 16, ARMENPRESS. The Ministry of Foreign Affairs of Armenia issued a statement over the current tense situation on the Armenian-Azerbaijani border caused by the Azerbaijani aggression.

The statement says:

“The Azerbaijani armed forces launched an attack at the eastern direction of Armenia’s border and invaded into the sovereign territory of the Republic of Armenia. The offensive actions of the Azerbaijani side led to human losses. This latest attack is the continuation of the consistent policy of the Azerbaijani side to occupy the territories of Armenia, which started this year from May 12 with the incursion of Azerbaijani armed forces into Syunik and Gegharkunik provinces.

With these actions Azerbaijan is violating also the November 9 trilateral statement, as the Azerbaijani side carries out attacks against Armenia from the territories that passed to the Azerbaijani side as a result of the implementation of that statement.

According to the UN Charter, the Republic of Armenia has the right to repel the use of force against its territorial integrity and sovereign by all means.

We call on the international community and our international partners – Russia, CSTO, the OSCE Minsk Group Co-Chairmanship and the Co-Chair countries, to clearly respond to these actions of the Azerbaijani side, which seriously endanger the regional peace and security, and take practical steps for their prevention and the unconditional and complete withdrawal of the Azerbaijani armed forces from Armenia’s territory”.

As ARMENPRESS was informed from the Security Council, Armen Grigoryan presented the situation on the Armenian-Azerbaijani border.

The interlocutors also focused on regional security and peace, and the unblocking of infrastructure.

The sides expressed confidence that the border tensions can be reduced and a peaceful settlement process can be launched.

As ARMENPRESS was informed from the Office of the Prime Minister, the Prime Minister presented in detail the latest developments on the Armenian-Azerbaijani border. Nikol Pashinyan stressed that the actions of the Azerbaijani Armed Forces are nothing but aggression against the sovereign territory of the Republic of Armenia. Trilateral meeting on Nagorno-Karabakh to take place, but consensus is needed, Lavrov says

MOSCOW, November 19. /TASS/. A trilateral meeting between Russia, Armenia and Azerbaijan on Nagorno-Karabakh will happen, but it requires a trilateral consensus, Russian Foreign Minister Sergey Lavrov said at a press conference Friday.

"A meeting will require a consensus, so that all who plan to meet agreed with it. I am certain that such meeting will take place," he said.

Earlier, Kremlin spokesman Dmitry Peskov said that no contacts between Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan on Nagorno-Karabakh have been planned yet, adding that agreement and readiness of all sides are necessary for a trilateral contact.

On November 16, hostilities sparked between Armenian and Azerbaijani forces in the Syunik Province of Armenia. In regards to these events, Russian Defense Minister Sergey Shoigu had phone talks with his counterparts from both republics. Russian Defense Ministry said later that both republics took measures to stabilize the situation at the border.

33 MEPs call on EU to urge Azerbaijan to withdraw forces from Armenia

At the initiative of the Member of the European Parliament (MEP) Loucas Fourlas, 33 MEPs addressed a letter to the EU High Representative Josep Borrell, concerning the attack of the Azerbaijani Armed Forces on the sovereign territory of the Republic of Armenia on November 16, the European Armenian Federation for Justice and Democracy (EAFJD) reports.

The MEPs condemn Azerbaijan’s aggression. They demand, that the Azerbaijani armed forces immediately and completely withdraw from the territory of the Republic of Armenia and are urge the EU External Action Service to put pressure on Azerbaijan to stop and prevent the violation of the territorial integrity of Armenia.

The President of the EAFJD Kaspar Karampetian welcomes the letter by the MEP’s. He states: “Unlike the EEAS’s declaration, the letter of the MEP’s clearly calls the aggressor by its name. The EU needs to put pressure on Azerbaijan with concrete measures, in order to ensure the immediate and complete removal of the Azerbaijani Armed Forces from the sovereign territory of the Republic of Armenia.’’

The letter of the MEPs reads as follows: ‘’On November 16, the Armed Forces of Azerbaijan launched an attack in along the eastern border of the Republic of Armenia. As Members of the European Parliament, we condemn the Azerbaijani attack and infiltration into the sovereign territory of the Republic of Armenia which violates the ceasefire statement of the 9. November 2020 and seriously jeopardizes the fragile peace in the region. The Azerbaijani armed forces must immediately and completely withdraw from the territory of the Republic of Armenia.

We deeply regret the reported human losses as a result of the attack. Any action or rhetoric aimed at undermining the security, the peaceful, normal life and the human rights of the population in the eastern and southern regions of the Republic of Armenia must immediately stop.

We call on the EU External Action Service to use all of its leverage to stop and prevent the violation of the territorial integrity of the Republic of Armenia as well as belligerent rhetoric.”

President Charles Michel of the European Council held phone calls on 19 November with President Ilham Aliyev of Azerbaijan and Prime Minister Nikol Pashinyan of Armenia, in follow up to discussions earlier this week on the situation in the region and in the context of preparations of the Eastern Partnership Summit, to be held in Brussels on 15 December.

President Charles Michel proposed to host President Ilham Aliyev and Prime Minister Nikol Pashinyan for a meeting in Brussels in the margins of the EaP Summit.

Leaders have agreed to meet in Brussels to discuss the regional situation and ways of overcoming tensions for a prosperous and stable South Caucasus, which the EU supports.

During the phone calls, the Armenian and Azerbaijani leaders have also agreed to establish a direct communication line, at the level of respective Ministers of Defense, to serve as an incident prevention mechanism.
