Armenian Ombudsman sends video of conversation between Aliyev and Erdogan’s wife to EU leaders



Armenia’s Human Rights Defender Arman Tatoyan has sent the video of the conversation between the President of Azerbaijan, Ilham Aliyev and the First Lady of Turkey to the top leadership of the European Union – the President of the European Council, the President of the European Commission and the High Representative for Foreign Affairs and Security Policy.

“The video is a proof that all Armenian captives are being held hostage in Azerbaijan for political bargaining and trade. Therefore, all the trials of the captives are false, and the arrests are a forbidden punishment,” Tatoyan says.

The letters demonstrate how the Azerbaijani authorities are misleading the international community, including the EU.

Special mention has been made of the anti-Armenian policy of the Azerbaijani authorities, as well as the political feelings of the Armenian society, especially the families immediately affected by this political manipulation.

The letters highlight the importance of immediate return of the Armenian captives as a mandatory international requirement subject to unconditional fulfillment.

Dutch MPs call on government not to send delegation to Baku for EURO 2020 matches

Number of Dutch Parliament members have called on the government not to send a delegation to Baku for EURO-2020, the Federation of Armenian Organizations of the Netherlands reported. According to the motion submitted on 22 June by Gert-Jan Segers (Christian Union faction) and Tom van der Lee (Left Green faction), the government is advised not to send an official delegation to Baku for EURO-2020 Football Championship, in case Dutch national team reaches quarter finals.

The MPs cite Azerbaijan’s failure to return the Armenian prisoners of war after the 44-day war and the opening of the “Trophy park” in Baku, which, among other things, displays the helmets of fallen Armenian soldiers.

To remind, following extensive discussions in the Foreign Affairs Committee of the Dutch parliament on Wednesday, the parliament overwhelmingly passed a resolution at a plenary session, demanding the immediate release of Armenian prisoners of war (POWs) and civilian captives being held in Azerbaijan.A total of 147 Dutch lawmakers backed the resolution and just three voted against, the Armenian Embassy in the Netherlands reported.

Reporters without Borders: A team of Spanish journalists threatened with death by Azerbaijani forces

A group of Spanish reporters were threatened with death by Azerbaijani forces, while reporting on their position, close to the border with Azerbaijan in the Gegharkunik province of Armenia. The incident is reported by Reporters Without Borders, an international non-governmental organization aiming at defending journalists and media representatives.

"Reporters Without Borders condemns this unacceptable act toward journalists!" the organisation tweeted on Thursday.

The Azerbaijani armed servicemen threatened to kill an international reporter in the immediate vicinity of the Verin Shorzha village. The reporter has applied to Armenia Human Rights Defender.

Today, an international media reporter addressed the RA Human Rights Defender informing that the servicemen of the Azerbaijani armed forces threatened to kill him with a weapon, including by a sniper, near the village of Verin Shorzha near the RA Gegharkunik region, at the sector toward the RA state border, Armenia's Human Rights Defender Arman Tatoyan wrote about this on Facebook.

"Based on the report, it was found out that the incident took place on June 15 2021, when the international reporter, toghether with another reporter, were carrying out coverage and other journalistic work at a distance of 2 kilometers from the state border of Armenia - toward the interior territory of the country - in particular, in the place where the Armenian and Azerbaijani armed forces are deployed about 600 meters apart. That is to say, it is about an incident that occurred in the RA territory, while the reporter himself was about 100 meters away from the Azerbaijani positions," the Ombudsman said.

While carrying out his professional work, the reporter noticed that the servicemen of the Azerbaijani armed forces were behaving aggressively, heard shouts, and then noticed that they were loading their weapons and holding them in his direction threatening to shoot.

Not having time to respond, he noticed that another Azerbaijani armed serviceman started behaving more aggressively and irregularly, holding a sniper rifle at him and threatening to kill with a shot in the face.

The international reporter stopped working to avoid unpredictable consequences.

The reporter of the international media informed that they had a visible emblem for the Azerbaijani armed forces, that they were are representatives of the press and had observed all the rules of journalistic work. At the same time, the Human Rights Defender found out that the reporter has extensive experience in professional work in conflict and post-conflict zones.

It is obvious that it was clear to the Azerbaijani armed forces that they threaten to kill a reporter doing professional work.

In this way, the servicemen of the Azerbaijani armed forces obviously aimed to hinder the work of the international reporter and prevent him from spreading the facts confirming the illegal Azerbaijani incursion of the sovereign territory of Armenia.

The reporter has applied to Reporters Without Borders international organization in regard of the incident, which has already made a publication on this fact.

The Human Rights Defender has stated many times that the obviously illegal presence of the Azerbaijani armed servicemen, their openly criminal acts in the immediate vicinity of the villages of RA Gegharkunik and Syunik Provinces, on the roads between the communities of Syunik Province, and since May 12, also in the RA sovereign territory, have grossly violated the rights of the residents of the RA border villages, seriously endangered their lives and health, completely disrupted the normal life of the people.

Tatoyan stressed the that a security zone should be established along all sections of the border with Azerbaijan to protect people from the illegal actions of Azerbaijani servicemen.

"Due to the need for personal protection of the international reporter in connection with this particular incident, the RA Human Rights Defender does not publish information about him, but they will be presented to the relevant international bodies in a joint discussion with the international reporter who presented the report the Defender," Armenia's Ombudsman added.

Ex-US ambassador: If Karabakh conflict is over, why the need for Aliyev to wear a military uniform?

Former US Ambassador to Azerbaijan Richard Kauzlarich on Tuesday reacted to the latest statements of Azerbaijani President Ilham Aliyev, according to which the Nagorno-Karabakh conflict is over and Armenia “must determine” its borders with Azerbaijan.

71 schools, 14 kindergartens and over 10 cultural centers destroyed in Artsakh as a result of war

YEREVAN, JUNE 30, ARMENPRESS. The right to education of nearly 33,000 children and students in Artsakh has been violated as a result of the recent war unleashed by Azerbaijan, President of Artsakh Arayik Harutyunyan said in his remarks at the Parliament.

“Azerbaijan has targeted and bombarded numerous schools, preschools, vocational education institutions. As a result 71 schools, 14 kindergartens and more than 10 cultural centers have been destroyed, plus also the numerous educational centers which have remained under occupation”, he said.

He noted that the number of displaced teachers was 1656, some of them have started working in other educational institutions in Artsakh, and works are being done to provide the rest with jobs.

“Our cultural heritage has greatly suffered from the war. Works for preserving and returning the cultural values in the territories under Azerbaijani control are being done both with the Russian peacekeeping mission representatives and the international organizations.

The assessment of damages suffered during the war, the restoration of historical-cultural monuments and their popularization will be one of the key directions of our cultural policy”, he said.

Azerbaijan destroys one more Armenian cemetery in Karabakh

PanARMENIAN.Net - Caucasus Heritage Watch has confirmed the destruction of an Armenian cemetery in the village of Sghnakh, as first reported by Monument Watch.

The area was bulldozed in connection with road construction.

Monument Watch reports that the cemetery was founded in the mid-18th c. and remained in use until Armenians evacuated the village following the fall 2020 war. Satellite imagery indicates that the destruction took place between April 12 and June 18.

CHW called on Azerbaijan’s authorities to stop the destruction of cemeteries and act as stewards of all cultural heritage on their territory.

This is the second historic cemetery destroyed along the new Fuzuli-Shushi road, after Mets Tagher.

Concerns about the preservation of cultural sites in Nagorno-Karabakh are made all the more urgent by the Azerbaijani government’s history of systemically destroying indigenous Armenian heritage—acts of both warfare and historical revisionism. The Azerbaijani government has secretly destroyed a striking number of cultural and religious artifacts in the late 20th century. Within Nakhichevan alone, a historically Armenian enclave in Azerbaijan, Azerbaijani forces destroyed at least 89 medieval churches, 5,840 khachkars (Armenian cross stones) and 22,000 historical tombstones between 1997 and 2006.

Eight months after the war for the control of the separatist Nagorno-Karabakh region ended in defeat for Armenia against Azerbaijan, the Armenian government says the country's very borders are under threat from Baku. According to Yerevan, since mid-May, around a thousand Azerbaijani soldiers have taken up positions within Armenian territory, in the eastern Gegharkunik and southern Syunik regions. These incursions, from one to three kilometres over the border, are creating panic in Armenian villages. FRANCE 24's Luke Shrago, Abdallah Malkawi and Achren Verdian report.

Russia ready to provide support to launch of demarcation works between Armenia and Azerbaijan

Russia is ready to provide consulting support for the launch of demarcation works between Armenia and Azerbaijan, with its further delimitation aimed at quickly solving the conflict between the two countries, Russian foreign ministry spokesperson Maria Zakharova said at a press briefing today.

“We have repeatedly stated that we see the quick launch of demarcation works between Armenia and Azerbaijan as a sustainable and long-term solution to the problem, with its further delimitation. We are ready to provide necessary consulting support, and currently the talks with foreign and defense ministries, as well as over border services, aimed at de-escalating the tension, continue”, she said.

According to her, Russia doesn’t think that the current border situation between the two countries is connected with the settlement of the Nagorno Karabakh conflict, it’s rather a result of the absence of a legal formulation of a border. “We rely on the fact that the situation in separate parts of the Armenian-Azerbaijani border is not directly related to the Nagorno Karabakh conflict settlement and is a result of the absence of legal formulation of the border. Undoubtedly, the overall situation exacerbates the deficit of mutual trust between the sides”, she said.

Urgent call for a holistic protection of the integrity, authenticity, and diversity of the rich multicultural heritage in and around the area of Nagorno-Karabakh

Joint Statement by Europa Nostra and the European Association of Archaeologists (PDF)

The Hague / Prague, 6 July 2021 – We, representatives of EUROPA NOSTRA and the European Association of Archaeologists – two large European non-governmental organisations committed to the promotion and protection of cultural heritage that are also active members of the European Heritage Alliance and that collaborate closely with the European Union, the Council of Europe and UNESCO – wish to reiterate our joint commitment to the holistic preservation of the integrity, authenticity and diversity of the rich cultural heritage which is located in the Caucasus region and which is the _expression_ of a multicultural and multireligious past and present of this region and of Europe as a whole.

We therefore deplore and condemn any act of damage, destruction or distortion of cultural heritage sites, which has happened as a consequence of a conflict or of the lack of respect for any of the cultures that have flourished in the Caucasus region, and in particular in and around the area internationally known as Nagorno-Karabakh. Referring to many international and European documents, we wish to recall that such acts are clearly not acceptable and unlawful.

We firmly believe in the essential value of cultural heritage as a vital resource and responsibility for present generations to pass on to future ones. We recognize and celebrate the cultural diversities as they are represented in our shared heritage; these can help in building bridges of mutual respect and understanding above ethnic or religious divides, as a critical element of building lasting peace. We are thus convinced that any destruction of heritage, or any distortion and/or misconstruction of (art) history has the opposite effect, often setting the ground for renewed cycles of mistrust, conflict and even violence.

As European heritage networks that collaborate closely and fruitfully with the European Union we therefore applaud and endorse the Conclusions recently adopted by the Council of the European Union welcoming the EU Concept on cultural heritage in conflicts and crises, which enhances the EU’s approach to promoting peace, security, democracy and sustainable development.

More specifically, we welcome the Resolution RC-B9-0277/2021 adopted by the European Parliament on 21 May 2021 in response to the latest conflict in the region. We especially endorse its article 16 which states that the European Parliament “Strongly insists that both parties refrain from any actions destroying Armenian heritage in Azerbaijan and Azeri heritage in Armenia; calls for the full restoration of demolished sites and for greater involvement of the international community in protecting world heritage in the region” as well as its article 21 which states that the European Parliament “Calls on the European Commission and the Member States to continue supporting the provision of urgent humanitarian assistance and the work of international organisations in this area and on the protection of cultural and religious heritage, as well as to support civil society organisations in Armenia and Azerbaijan that genuinely contribute to reconciliation”.

In the light of the above,

As a matter of urgent priority, due to alarming allegations by various parties of deliberate damage, destruction and/or distortion of cultural heritage which has happened in and around the area of Nagorno-Karabakh, we call for an impartial European/international team of experts to access the region in order to conduct a comprehensive and objective scientific survey of the rich and diverse cultural heritage in this area, with a related assessment of its state of conservation. We are convinced that this will be in the best interest of both Azerbaijan and Armenia, their people and their culture, as well as of the rest of Europe and Humanity.

More generally, we urge Azerbaijan and Armenia to collaborate and live up to their commitments, responsibilities and international obligations on the basis of the Trilateral Statement ending the recent hostilities which they co-signed with the Russian Federation on 9 November 2020 as well as on the basis of key international and European documents related to cultural heritage signed by these two countries.

We also urge UNESCO, the Council of Europe, and the OSCE-Minsk group to join forces in encouraging and assisting positive efforts towards the holistic safeguard of the endangered multicultural and multireligious heritage in the affected area.

As far as the European Union is concerned, we invite EU Institutions and Member States to apply to the area of Nagorno-Karabakh the principles of the above-mentioned EU Council Conclusions and adopt concrete positive measures in line with the related EU Concept Paper on Cultural Heritage in Conflicts and Crises.

Last but not least, we offer our extensive heritage expertise and experience to contribute to the due protection of the integrity, authenticity and diversity of the rich cultural heritage in and around the area of Nagorno-Karabakh, as in other regions of the Caucasus. We are willing to work with all stakeholders concerned to help use cultural heritage (tangible and intangible) as a bridge between various communities and as a vector for (re)building respect, confidence and dialogue as prerequisites for a lasting peace and prosperity in the wider region.

On July 9, diplomats and representatives of international organizations accredited in Azerbaijan visited Shushi, Karabakh’s second city, at the invitation of the authorities in Baku. Countries whose representatives visited the city included close allies of Azerbaijan, like Israel, Pakistan, and Turkey, as well as fellow post-Soviet countries, including Belarus, Georgia, and Ukraine. Ambassadors from numerous Asian and European countries, like China, Italy, and Poland, also took part.

But among the over 100 diplomats from nearly 50 countries who made the trip, the representatives of three countries were conspicuously absent: France, Russia, and the United States. Those three countries are the three co-chairs of the Minsk Group, which was formed by the Organization for Security and Cooperation in Europe during the first Karabakh war in the 1990s and is meant to encourage peaceful resolution of the conflict between Armenia and Azerbaijan.

According to haqqin.az, a pro-government Azerbaijani news website, the “ambassadors of these countries did not accept the invitation of the government of Azerbaijan and refused to go to Shusha,” using the Azerbaijani name for the city, which was declared Azerbaijan’s “cultural capital” in January. Haqqin.az described the trip as “organized on the personal instructions of Ilham Aliyev,” the president of Azerbaijan. According to Azerbaijani media, the trip was arranged “to familiarize the foreign diplomats” stationed in Azerbaijan with the territories in and around Karabakh.

Azerbaijani media reported that the diplomats traveled to Shushi on Victory Road, a highway leading to the mountaintop city that the Azerbaijani government began building after capturing it at the end of last year’s war in and around Karabakh. The delegation also reportedly visited an international airport under construction in the city of Fizuli, also called Fuzuli in Azerbaijani.

The absence of French, Russian, and U.S. representatives on the visit has “caused serious discontent in Azerbaijani society,” according to JAMnews, a media platform that focuses on the Caucasus region.

“The ambassadors of the United States, Russia, and France should be subjected to official and public disregard until they go to Shusha,” said Tofig Zulfugarov, who served as Azerbaijan’s foreign minister in the late 1990s.

“They are giving a message about their intention to continue negotiations on the status” of Karabakh, he continued. “I cannot find the second meaning to the fact that the ambassadors of the OSCE Minsk Group co-chairing countries refuse to travel” to Shushi.

Meanwhile, multiple diplomats who did visit Shushi posted about their experiences on Twitter.

“Happy to be at Shusha, the crown jewel of Karabagh & the cultural capital of Azerbaijan,” wrote Bilal Hayee, Pakistan’s ambassador to Azerbaijan. “I send greetings and well wishes to all my Azerbaijani friends. May you all visit this beautiful land of yours soon.⁦” Pakistan is one of the few countries in the world that does not have diplomatic relations with Armenia, along with Azerbaijan, Turkey, Saudi Arabia and Hungary.

“Together with the diplomatic corps in Azerbaijan, I had the historic privilege of being the first Israeli Ambassador to visit the remarkable city of Shusha,” wrote George Deek.

And Ukraine’s ambassador to Azerbaijan, Vladyslav Kanevskyi, posted: “Dream comes true! I visited the city of Shusha, the heart of Karabakh and the spiritual capital of Azerbaijani people! This is both the first acquaintance with the great historical & cultural heritage of Azerbaijan as well as large-scale reconstruction projects of liberated territories.”

Diplomats accredited in Azerbaijan have made six other trips to territories in and around Karabakh since the end of last year’s war.

Helmet windchimes and bullet casing in the gift shop: Inside Azerbaijan's 'horrible' new war museum - The Telegraph

Reporters of British newspaper The Telegraph have visited the controversial Trophy Park in Baku dedicated to the recent Nagorno-Karabakh war and shared their impressions in a lengthy article.

"Filled with captured enemy weaponry, Azerbaijan's new war museum is a triumphant monument to last year's defeat of Armenia in the disputed region of Nagorno-Karabakh.

Since opening in April, it has attracted crowds of enthusiastic locals, who can browse bomb-wrecked Armenian tanks and visit a snack bar and souvenir gift shop.

One thing that is missing, however, is any spirit of reconciliation. Far from being magnanimous in victory, the museum's creators have gone out of their way to humiliate their enemies, with mannequins of Armenian troops designed to look ugly.

Dressed in Armenian military uniforms, the mannequins are shown clinging to stricken vehicles and cowering in bunkers, looking terrified. They have goblin-like faces with large, hooked noses, a depiction that critics have compared to hateful portrayals of Jews.

The museum was opened in April by Azerbaijan's president, Ilham Aliyev, who described it as "evidence of our strength and the enemy's defeat."

But it has drawn condemnation from human rights rapporteurs and the Armenian government, which says it "degrades the dignity" of its 2,500 soldiers who died in last Autumn’s fighting.

Critics are particularly appalled by a display of 480 metal helmets taken from dead Armenian soldiers, some showing holes torn by bullets and shrapnel. The helmets are wired together in a curtain-style formation, and when a breeze blows, the helmets clang together in a windchime-style effect.

The Sunday Telegraph visited the museum during a recent trip to Azerbaijan's capital, Baku, where the park now sits between newly-built skyscrapers on the seafront.

"There are more than 300 Armenian tanks and armour pieces here, some of them destroyed by our Turkish drone missiles," said our museum guide.

The blood had been washed off them before they were put on display, she added.

Benches around the park have been constructed from green Armenian ammunition boxes, while illuminations marking out the pathways through the exhibits are made from artillery shells.

The snack bars, selling ice creams and burgers, are painted in camouflage green, while at the gift shop, bullet cartridges embossed with the slogan "Karabakh is Azerbaijan's" are on sale.

Azerbaijan insists its role in last year's war in Karabakh was entirely legitimate, pointing out that the area it recaptured has always been regarded internationally as sovereign Azerbaijani territory. Government officials have often accused the West of siding unfairly with Christian Armenia.

But while Western museums now agonise over "decolonising" narratives and ensuring historical equivalence, there is little attempt at balance here.

No exhibits of destroyed Azerbaijani armour are on display, and the only references to war crimes committed during last year's conflict is by Armenian troops.

Some of the Armenian mannequins are even shown chained to their vehicles - a tactic Armenian commanders deployed to stop their troops deserting, according to the museum's guides. International human rights groups say there is no evidence of such a tactic being used.

According to local media reports, the sculptors who made the Armenian mannequins deliberately designed them to look "ugly".

"We gave them hooked noses, flat heads and other features," sculptor Kamran Asadov told AzVision.

The guides at the museum appeared to agree with his comments. "The mannequins have big noses because most Armenians look that way, don't they?" said one.

Azerbaijan has dismissed a letter of complaint about the museum from Dunja Mijatović, the Council of Europe's Commissioner for Human Rights, who branded it "disturbing and humiliating”.

The Foreign Ministry insisted it "symbolises the triumph of international law and justice."

But privately, even some Azerbaijani officials are believed to be uneasy about the park's tone.

The British writer Thomas de Waal, who is the author of an acclaimed history of the Karabakh conflict and has part Jewish ancestry, described it as "horrible".

"The Jewish part of me feels this acutely," he wrote on Twitter. "In the 19th century Caucasus 'hook-nosed' 'greedy' Armenians echoed anti-Semitic tropes in Europe."

Armenia says one of its soldiers killed in exchange of fire

TEHRAN, Jul. 14 (MNA) – Armenia defense ministry says that in an exchange of fire between Armenian Azerbaijani soldiers on Wednesday, an Armenian soldier was killed.

An incident occurred at the Yeraskh village section of the Armenian-Azerbaijani border on Wednesday at around 10:30am, the Ministry of Defense of Armenia informed Armenian News-NEWS.am.

The units of the Azerbaijani armed forces tried to carry out fortification works using engineering equipment in order to advance their combat positions, said the report, adding, after the Armenian side’s counteractions aimed at stopping the aforesaid works, the Azerbaijani servicemen opened fire in the direction of the Armenian positions.

As a result of the ensuing exchange of fire, an Armenian soldier sustained a fatal gunshot wound.

Armenia defense ministry added that the Azerbaijani side also has casualties.

Meanwhile, on the other side, Azerbaijani news website Trend cited the Azerbaijani Defense Ministry as saying that on July 14, at about 10:00 (GMT+4), the Armenian armed forces units using various caliber weapons subjected to fire the positions of the Azerbaijan Army located in the direction of the Sadarak region of the Nakhchivan Autonomous Republic on the Armenian-Azerbaijani state border.

The Azeri defense ministry added that an Azeri serviceman by the name of Ibadulla Mardanli was wounded in the exchange of fire.

Greece’s foreign ministry came under strong criticism by the opposition and Armenian groups after the country’s ambassador to Azerbaijan joined dozens of other diplomats in a propaganda tour of occupied areas in Nagorno-Karabakh.

Greek Ambassador Nikolaos Piperigos was among the diplomats who toured the occupied town Shushi in Artsakh after an invitation of the Azerbaijani foreign ministry over the weekend. Azerbaijan thereby scored a propaganda victory by claiming that the international community supported its military adventures against Armenia.





The Armenian National Committee of Greece sent an open letter to Greek Foreign Minister Nikos Dendias, expressing the anger of Greece’s Armenian community. Opposition leaders in Greece, including former Foreign Minister Nikos Kotzias, blasted the decision of the Ambassador to visit Shushi.


Kotzias called the decision “a shame”, adding that Greece celebrated the defeat of Armenia by Azerbaijan. “It is one thing to support the Azeris and another to celebrate the defeat and destruction of the Armenians. The Foreign Ministry should have been aware of this.”



The Armenian National Committee of Greece in the letter to Dendias highlighted the parallels between Azerbaijan and Turkey. The visit of foreign diplomats to Shushi was “similar to the provocative fiestas organized by Erdogan in occupied Cyprus,” they charged.



“Shameful fiesta” by Azerbaijan

The Armenian group said that “the shameful fiesta was intended to disorient public opinion from the horrific crimes of Azerbaijan,” and reminded Greece of the European Parliament’s resolution in late May, criticizing Azerbaijan for its criminal practices against Armenia and Artsakh.



“We believe that the presence of the representatives of the states, but mainly of Greece, encourages the outrageous and arrogant regime of President Aliyev,” the letter notes.


Addressing Dendias, the letter continues: “You know very well that Azerbaijan, by faithfully copying its mentor (Turkey), is grossly violating the rules of international law. What is the purpose of the support provided by Greece in this critical time? Armenia considers Greece as her most important ally. We want to believe that the same is true for Greece.”


There has been no official reaction from Dendias or the Greek foreign ministry at this point.



Greece, Armenia historic ties

The recent armed conflict between Armenia and Azerbaijan in the disputed Nagorno-Karabakh area has Greece siding with the Armenians, as Turkey has firmly planted itself on the side of the Azeris.


Greece has centuries-old bonds of friendship with the eastern country, and unfortunately the two peoples share many painful experiences as well, since Greeks and Armenians suffered greatly at the hand of the modern Turkish state in the early twentieth century.


Up until the 5th century AD, Armenians used the Greek alphabet in writing their language. During the Byzantine period, Greeks and Armenians coexisted in complete amity in the great Orthodox state of the East. The Armenian Orthodox Church, which is the first Orthodox church in the world to be officially recognized, followed parallel paths with the Greek Orthodox Church.


The ties of the two peoples were forged more intensely during the period under Turkish rule which was sealed by two great catastrophes: the defeat at the Battle of Manzikert in 1071 and the fall of Constantinople, in 1453.


They were connected with the wider political, economic, social, cultural, national and religious developments of the region. Armenians and Greeks shared the same fate, lived for centuries in common homes, and shared experiences and cultural identities, leading them to bond in many ways.


Perhaps most meaningful of all, however, is the fact that the two peoples were victims of the same perpetrator. In the first Armenian massacres of the 1890s, the Armenian Genocide of 1915 and the Pontian Genocide of the same period, the two peoples were slaughtered by the Turks and faced the same tragic fate of forced expatriation and exile.

Aliyev again threatens Armenia

Azerbaijani president Ilham Aliyev has once again used a threatening language against Armenia while speaking about the prospects for peace agreement between the two countries. The Azerbaijani leader's remarks came during a ceremony to give out apartments and cars to families of the killed and disabled servicemen in the recent Karabakh war.

"I have said several times that we are ready to sign a peace agreement with Armenia. In other words, we are ready to begin this work. However, there is no reaction from Armenia, there is no official reaction. The information we have received through unofficial channels is that Armenia is not ready for this. I think this would be a big mistake and this may be yet another grave mistake,” Aliyev said in his speech, according to local media.

“The two sides must recognize each other’s territorial integrity, recognize the borders and get down to the work on border delimitation,” said Aliyev, stressing that international organizations hail the idea of delimitation and demarcation of the Soviet-era administrative border between the two countries. The Azerbaijani leader went on, warning: “If Armenia does not want this, it’s up to it. But Armenia should think carefully, because otherwise it will be too late.”

President of Azerbaijan Ilham Aliyev takes advantage of every appropriate and inappropriate occasion to reiterate statements about “returning to native lands”.

According to Azerbaijani presses, another occasion was the ceremony of handing of apartments and cars to the families of deceased servicemen.

“The “Eastern Zangezur” economic zone has been created. Now Armenia is hysterical. There is no point in being hysterical since Eastern Zangezur is our historic land, as well as Western Zangezur. We can’t forget the history. We can’t become hostage to the political interests of anyone. Let them come and look at the historical documents and maps, and they will see when the Soviet government ripped Zangezur from Azerbaijan and gave it to Armenia. This isn’t an old story. It happened 101 years ago. We’re telling the truth,” Aliyev declared. The reminder about “documents” and “maps” is particularly valuable. All the necessary maps are printed in Azerbaijan, and in those maps, not only Zangezur, but also almost the two poles of the Earth “historically belong” to Azerbaijan.

“Yes, Western Zangezur is the land of our forefathers and ancestors. I have said that we need to return to the land, and we will return, and we are returning. Nobody can stop us. We will definitely return since there is no other path. After opening all the communication routes, we will return, and the Azerbaijanis will return to the lands of their ancestors. The trilateral statement of November 10 states that all the refugees need to return to their native lands. Our native land is Zangezur, our native lands are Gyoycha, Irevan. Of course, we will return,” Aliyev promised.

However, Azerbaijan’s historians are speaking out and saying how Aliyev discovered a “homeland” in “Irevan”.

Azerbaijan’s Aliyev Claims Nagorno-Karabakh No Longer Exists

Azerbaijani President Ilham Aliyev has declared that Nagorno-Karabakh no longer exists, and that Zangezur – the southern part of Armenia – is the “historical territory” of Azerbaijan, Haqqin.az reports

“A new era of construction – a post-conflict period – has begun. I have repeated many times, I want to say again that the Armenian-Azerbaijani, Nagorno-Karabakh conflict has been settled,” Aliyev said.

“This conflict was resolved by the state of Azerbaijan. We have resolved this conflict unilaterally. If someone begins to say that the issue must be resolved or that this conflict is still not settled, they are on a wrong and dangerous path.”

Aliyev made the remarks at the ceremony of presenting apartments and cars to families of Karabakh war victims and disabled veterans.

“If they are referring to the status of Nagorno-Karabakh, then I have already said that there is no such territorial unit inside Azerbaijan. This phrase can no longer be used. There is no Nagorno-Karabakh, there is Karabakh,” the Azeri leader said.

Aliyev also repeated his territorial claims against Armenia, maintaining that Zangezur is Azerbaijan’s “historical land” and that Azerbaijanis will return to those territories.

“I have said that we must go back there. I said this ten years ago. All my speeches are in the press. I said that this is the land of our ancestors, we must return there, and we will return, and we are returning already. Nobody can stop us. We will definitely come back because there is no other way,” Aliyev added.

YEREVAN, July 15. /TASS/. Azerbaijan’s authorities are doing everything they can to hinder the start of the demarcating and delimitating process of the border with Armenia, Acting Armenian Prime Minister Nikol Pashinyan told a government meeting on Thursday.

"Azerbaijan is trying to pretend that Armenia opposes this and is hampering the demarcation and delimitation process. In fact, the opposite is true. Azerbaijan is against the delimitation and demarcation of the borders, so it shows fake maps, trying to justify the presence of its armed forces on the sovereign territory of Armenia, in particular on the Sotk-Khoznavar section," the acting PM said.

According to Pashinyan, "both the world community and Armenia clearly outlined their stance on this issue: the withdrawal of Azerbaijani forces from these territories, a reciprocal pullout of Armenian and Azerbaijani troops from the border to permanent bases, the deployment of Russian border guards or international observers to the border and launching a demarcation and delimitation effort in accordance with international standards."

"Our proposal remains on the table, we continue to work with our Russian partners in this direction, yet Azerbaijan has remained mum on our proposal," he noted.

On Wednesday, the Armenian Defense Ministry reported a shootout in the area of Yeraskh on the Armenian-Azerbaijani border, which left one Armenian serviceman dead.

Following the end of military action in the Nagorno-Karabakh conflict zone last fall, when seven regions adjacent to Nagorno-Karabakh fell under Azerbaijan’s control, the border between Armenia and Azerbaijan moved to the immediate vicinity of the Syunik and Gegharkunik Provinces. Tensions rose there on May 12. Then, the Armenian Defense Ministry announced that the Azerbaijani Armed Forces had attempted to carry out "certain activities" in the Syunik Province in a bid to "redefine the border," moving into Armenian territory. After measures were carried out by Armenia’s units, Azerbaijan’s military halted this attempt.

Expert: Sole purpose of Azerbaijan and Turkey is complete occupation of Armenia

The sole purpose of Azerbaijan and Turkey is the complete occupation of Armenia, security expert Tigran Abrahamyan, the head of the analytical center Henaket, said on Facebook on Thursday, referring to the fresh threats of Azerbaijani President Ilham Aliyev against Armenia.

In his speech on Wednesday, Aliyev again called Armenian territories, including Yerevan, as “historical Azerbaijani lands” and said Azerbaijanis will eventually “return to their ancestral lands.”

“The statements of the Azerbaijani president on claims to Syunik, Sevan or Yerevan should be taken as fact, as an issue on the Azerbaijani agenda.

“Another thing is that the Armenian authorities have neither the will nor the desire to oppose this agenda,” Abrahamyan said.

He dismissed the claims that Aliyev makes such statements solely for propaganda purposes.

“I am sure that Azerbaijan and Turkey are pursuing a single goal – to achieve the complete occupation of Armenia with the use of various military, political and economic tools.

“Is already a technical issue where they will start from and in what timeframes it will be carried out,” the expert said.

He stated the authorities only accelerate these processes through their domestic and foreign policies.

"According to information from unofficial sources, Azerbaijan intends to provoke new military clashes in Artsakh (unrecognized Nagorno-Karabakh Republic - TASS) and on the Armenian-Azerbaijani border. Manifestations of that we see today at the Nakhichevan section of the Armenian-Azerbaijani border. Incidents provoked by Azerbaijan do not allow us to start working on the delimitation and demarcation of the border," Pashinyan said.

Negotiations on Karabakh within Minsk Group

Armenia is ready to resume the negotiation process on the final settlement of the Nagorno-Karabakh conflict within the framework of the OSCE Minsk Group, Pashinyan announced.

"The use of force and massive crimes cannot help resolve the Karabakh conflict, the settlement of which is possible only through negotiations under the auspices of the only format with an international mandate - the OSCE Minsk Group. I have already stated several times that Armenia is ready to resume the negotiation process in accordance with the items of the April 13 statement of the Minsk Group," Pashinyan said.

Baku and Yerevan have disputed the ownership of the region since February 1988. The OSCE Minsk Group, co-chaired by Russia, the United States, and France, was created as a format for finding ways to peacefully resolve the conflict. It also includes Belarus, Germany, Italy, Sweden, Finland, Turkey, Armenia, and Azerbaijan.

The situation in the conflict zone around Nagorno-Karabakh escalated on September 27. After a month and a half of fighting in the conflict zone, on November 9, Russian President Vladimir Putin, President of Azerbaijan Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan signed a joint statement on the complete cessation of hostilities in Nagorno-Karabakh. On April 13, Aliyev said he expects proposals from the Minsk Group on its further functioning and noted that it could play a positive role in the further establishment of a peaceful life in the region. On the same day, the Minsk Group called on the parties to refrain from mutual accusations and begin preparations for constructive negotiations.

Azerbaijani forces open fire at Armenian positions in Yeraskh section of the border

Starting from 1:30 pm today the Azerbaijani Armed Forces have regularly opened fire on the Armenian positions located in the Yeraskh section of the Armenian-Azerbaijani border, the Ministry of Defense reports.

The Armenian side resorted to countermeasures, the Ministry said.

There are no casualties on the Armenian side. As of 21:00, the situation in the Yeraskh border area was relatively stable.

Azerbaijani armed forces fired on Armenian positions in the Yeraskh section of the Armenian-Azerbaijani border till 2 a.m. July 20 using firearms, Armenia's Ministry of Defense reports.

As a result of intensive shootout head of Yeraskh community Radik Oghikyan received a gunshot wound while organizing the works on extinguishing fire caused as a result of actions of the Azerbaijanis.

Armed Forces of Armenia state that they will not allow any change of the line of contact.

French ambassador: ‘When Yeraskh can't sleep, Yerevan stays awake too’

French Ambassador to Armenia Jonathan Lacôte has reacted to the tensions along the Yeraskh section of the Armenian-Azerbaijani border.

"When Yeraskh can't sleep, Yerevan stays awake too,” the diplomat wrote on Facebook.

Armenia’s Defense Ministry reported that late in the evening of July 19 and at night of July 20, until 2am, Azerbaijani forces continued firing on the Armenian positions stationed in the Yeraskh border area, without using mortars.

"As a result of the intense shootout that lasted for several hours from the Armenian side, head of the Yeraskh community Radik Oghikyan, who was organizing the work on extinguishing the fire that broke out in the area due to the Azerbaijani actions at the time, sustained a gunshot wound.

“The Armenian Armed Forces announce that they will not allow any change in the contact line,” the ministry said in a statement.

Expert: Azerbaijan has apparently toughened its stance, presenting new agenda of concessions to Armenia

Security expert Tigran Abrahamyan, the head of the analytical center Henaket, reacted to the tensions along the Yeraskh section of the Armenian-Azerbaijani border.

“Two days ago Nikol Pashinyan stated that according to the information he had obtained, Azerbaijan intended to provoke new military clashes in Artsakh and on the border with Armenia.

“In parallel, the Armenian Defense Ministry reports simmering tensions along the Yeraskh section of the border in its daily statements,” he wrote on Facebook on Tuesday.

“Azerbaijan has apparently toughened its stance, presenting a new agenda of territorial concessions to Armenia,” Abrahamyan noted.

The expert indicated that the major regional players are following the developments along the border at least as external observers.

“There is still much uncertainty over the recent incidents. I am afraid that all this fits into the logic of the implementation of the agreements reached on November 9 last year.

“It's just that part of this deal supposes agreed actions at certain sections of the border,” Abrahamyan said.

He stated the statements of Armenia’s military-political leadership on the current situation are “empty and incomplete” in terms of their motives and consequences, adding it further deepens the concerns over the issue.
