PM Serge Sargsyan reconfirms the willingness to cooperate with opposition forces

RA Prime Minister Serge Sargsyan received the delegation headed by the EU Special Representative for the South Caucasus Peter Semneby. During the meeting reference was made to the post-election processes, particularly the recent disorders in the capital caused by the illegal demonstrations of the opposition, the tension in the country and the ways of outcome of the situation. According to the EU Special Representative, in the current situation all the parties must demonstrate readiness to undertake measures to come out of the situation and settle the issue via political dialogue. “We wish the countries of the South Caucasus to become closer to the European Union and we are preparing to do the utmost in this direction,” Peter Semneby said.

Serge Sargsyan underlined that he is decisive and considers that those who incited the mass disorders and committed crimes must be held accountable. The Prime Minister reconfirmed his willingness to cooperate, noting that negotiations with representatives of opposition forces are underway, there are positive reactions and their results will be apparent within the coming days. “We are ready to cooperate with all those who wish to see Armenia’s development and the wellbeing of its citizens, our country’s stability and strengthening, and we are ready for an open and direct conversation,” RA president elect, Prime Minister Serge Sargsyan said.

His Holiness Garegin II’s address to the nation

“Our dear and pious Armenians,

“Our souls are filled with sorrow today. My Armenian nation mourns the loss of its children. During the presidential electoral process, the sprit of intolerance led to disorder, to sad and tragic clashes and confrontations. We never would have expected that the inherent sound judgment of our people would yield to hatred and enmity. Dear ones, today our entire nation is disquieted and anxious, seeing that its cherished values of national unity, peace and security of the homeland are endangered.

“Let us practice wisdom and reasoning, refraining from fraternal hostility and actions that deepen the discord. All problems and issues which trouble us, shall be solved through peaceful means, respect for the law and the safe paths of dialogue.

“Each of us must answer for our actions before history and our generations. Let us not risk the stability of our country with further unwise actions. Let us not see darkened the new sunrise of our homeland. Let us not default on our debts to God, to our forefathers and our children. We believe that through reliance on God, with a spirit of courage, with hope and optimism, we shall overcome this grave and difficult situation, we shall once more find the path of welfare for our lives and our homeland.

“We offer our prayers to heaven, asking for rest for the souls of our perished sons, and consolation for their sorrowful families and friends.

“May God reinforce us all. May our Lord bless all of us with wisdom, granting us the guidance of the Holy Spirit to overcome this dire adversity within our lives.”

Viktor Soghomonyan: Inciters, organizers and perpetrators of teh events of March 1st will be held accountable

“The law enforcement bodies periodically report the situation to the President. Until now there has been no violation of the state of emergency has been registered,” RA President’s Spokesman Viktor Soghomonyan told a press conference in Yerevan today. He noted that the situation is fully controlled and the corresponding bodies will periodically provide complete information to journalists.

Viktor Soghomonyan stated that he does not see any possibility for a dialogue with Levon Ter-Petrosyan.

“Special Representative of the OSCE Chairman-in-Office Heikki Talvitie already spoke on impossibility of a dialogue at the moment. The possibility of a dialogue was present before and right after the elections. However, the staff of Ter-Petrosyan rejected any possibility of compromise or talks. After what happened in Yerevan on March 1, I do not see a possibility of a dialogue. I do not imagine what dialogue one can have with a person, 30 supporters of which were beating one policeman,” Viktor Soghomonian stated.

“Levon Ter-Petrosian and the members of his team should realize that they bear the whole responsibility for what happened in Yerevan on March 1 and for the human losses,” Spokesman of the Armenian President stressed.

“All the organizers, instigators and executors of the unrest will be punished to full severity of the law”, Viktor Soghomonyan stated, answering the question on the possibility of bringing Levon Ter-Petrosian to criminal responsibility.

“On March 1, the Minister of Foreign Affairs of Armenia already talked about this – State Protection Service considers it inexpedient for Ter-Petrosian to leave his house. However, he can sign any time the document on renouncing the services of state protection and in that case no one will hinder his movement”, Viktor Soghomonyan stated.

The Spokesman of the President noted that “the soon abolition of the state of emergency meets the interests of all the citizens of Armenia.” Noting that the decree on state of emergency was signed by the President on March 1 for the term of 20 days, Viktor Soghomonyan stated that the decision on possible abolition of the state of emergency prior to the given date will depend on the “development of the situation.”

Viktor Soghomonyan refuted the statements, according to which in reality the number of victims exceeded eight.

“This is another blatant lie, which we evidenced repeatedly in the course of the recent few months. The very lie was the basis for the pre-election campaign of Ter-Petrosyan,” Viktor Soghomonyan stressed.

Spokesman of the Armenian President refuted the statements and the claims of Ter-Petrosyan, according to which he allegedly held talks with the authorities the night of March 2nd.

“This is another lie. I believe that within the coming you will have the opportunity to communicate with the President of Armenia, and I propose you to ask the question on those claims of Ter-Petrosian to the President. I am sure that he will have some things to tell you,” Viktor Soghomonyan told the journalists.

Robert Kocharyan describes Azerbaijan's behavior as “politically discourteous”

RA President Robert Kocharyan declared in Yerevan today that Azerbaijan’s attempts to use the situation in Armenia for improving its positions at the contact line with the Nagorno Artsax Republic are “politically discourteous.”

Speaking at a press conference today, Mr. Kocharyan said that the night of March 4th the Azerbaijani forces attacked one of the front positions of the Defense Army of Nagorno Artsax and occupied it. “NKR soon regained control of the position as a result of decisive response actions,” the President said. He informed that one of the Armenian Officers was wounded in the hand, another one hurt the leg from mine blast.

Robert Kocharyan said that yesterday the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk held negotiations on cease-fire in Baku.

“After the Artsax forces regained the position, the Azeri troops started shooting from mortars. For a very long time Azerbaijan had not used artillery during the violations of the truce,” the President noted.

“Possibly, it seemed to Azerbaijan that the events in Armenia have reduced the alertness of the Defense Army of Nagorno Artsax. Certainly, it’s not the case. Moreover, I think that using the situation in Armenia that way was politically discourteous,” Robert Kocharyan noted.

President Kocharyan sees no need in prolonging or reducing the term of the state of emergency

RA President Robert Kocharyan declared at a press conference in Yerevan today that imposing a state of emergency in Yerevan on March 1st was a “necessity.” According to him, otherwise the number of the killed and wounded would be greater, and the consequences of the unrest would be heavier.

The President reminded that the state of emergency was declared on March 1 for the term of 20 days and said he does not see the necessity of prolonging or reducing the term. Robert Kocharyan underlined that he will not lift the state of emergency unless he is confident that the participants of the illegal actions are arrested and the will not attempt to destabilize the situation once again.

Robert Kocharyan said the law-enforcement bodies have a number of materials, including videos, and “the picture of events of March 1st will be restored minute by minute.” According to him, the volume of the initiated criminal case is “huge,” and the investigating group will have to “work day and night.” “Upon my order representatives of the law-enforcement bodies will inform on the process of investigation every day,” Robert Kocharyan stated.

The Armenian President stated that the people included in the criminal case may be divided into three conditional groups: organizers, members of groups, who committed attacks on policemen, and participants of the rally, who participated in the robbery of the shops.

“It is obvious that the level of guilt of the organizers, instigators of unrest and the ordinary participants is different, and the attitude of the law-enforcement bodies to them will be different. However, it will be the greatest unfairness if in the first place the organizers and the instigators of the unrest are not found and held accountable,” the Armenian President stated.

“It is natural that special attitude will be demonstrated towards those who used arms and explosives against policemen,” Robert Kocharyan stated.

President Robert Kocharyan stated today that Levon Ter-Petrosian repeatedly turned down the proposals of the authorities for a dialogue. The President stressed that after the unrest organized by the supporters of Ter-Petrosian on March 1st, “the process passed from the political framework to the legal one.”

Robert Kocharyan reminded that at his rallies Ter-Petrosian rejected any possibility of a dialogue with the authorities. The President reminded that right after the elections, President elect Serge Sargsyan stated his readiness to cooperate with all the political forces, “and everybody responded to the given proposal, except for Ter-Petrosian.”

The Armenian President described as “not corresponding to reality” the statement of Levon Ter-Petrosian, according to which in the evening of March 1st he held talks with the authorities, who refused to fulfill his demands.

“Through the Head of State Protection Service Grigori Sargsyan Levon Ter-Petrosyan stated that he agreed to go and calm his supporters down, who had gathered at the square in front of the City Hall, if we fulfilled his conditions. The conditions included: taking his supporters through the center of the city to the Opera Square, continuing the rally and receiving guarantees of unhindered conduct of the rally for 15 days. That is to say, it was an ultimatum,” Robert Kocharyan stated.

The President noted that by the time, when Ter-Petrosian voiced his conditions, the crowd of his supporters had already burnt a few dozens of cars and attacked policemen.

“Imagine what would happen, if we allowed that crowd to move to the Opera Square through the center of the city,” Robert Kocharyan stated. The President noted that Ter-Petrosyan was notified that he was free to join his supporters without any limitations. “His guards are officers of the State Protection Service, who could not participate in an illegal event,” Robert Kocharyan stated.

The President reminded also that Levon Ter-Petrosyan did not let the Catholicos of All Armenians Garegin II into his house late on March 1st.

“The Catholicos called me and, stating his deep concern, stated that he intends to pay a visit to Ter-Petrosyan. I said that I could only welcome such initiative. However, as you know, Ter-Petrosyan did not let him in. To tell the truth, I can hardly imagine a situation, when an Armenian, wherever he is, would be able not to allow the Head of the Armenian Church into his house,” Robert Kocharyan stated.

President Robert Kocharyan declared that the authorities did not plan to disperse the rally of Ter-Petrosyan’s supporters at the Opera Square on March 1st.

Robert Kocharyan stated that the policemen entered the Square early in the morning with the request to carry out a search.

According to the President, the decision on emptying the square from the demonstrators was made as a result of furious resistance of the rally participants.

“I often ask myself a question: maybe one should hot have tolerated the illegal rally for ten days? I think that if the square was emptied on the second day, or the third, we would have avoided the consequences we have today. However, the authorities did not take that step, since recount of votes was in process, and actions with the use of force could have been interpreted as pressure. We planned to take up active actions only in case the illegal rallies continued after the verdict of the Constitutional Court,” the Armenian President stated.

Commenting on the words of Levon Ter-Petrosyan, according to which after March 21 he plans to continue the struggle by means of holding rallies and demonstrations, Robert Kocharyan stated that “in case of unapproved actions, we will respond strictly and immediately.”

Serge Sargsyan dwells on the domestic situation in Armenia

06.03.2008 17:41

Hasmik Dilanyan

"Radiolur"

The recurrent sitting of RA Government was chaired by RA Prime Minister, President elect Serge Sargsyan. Before speaking about the issues the Armenian economy faces, Serge Sargsyan turned to the domestic political situation in Armenia.

“I want to state once again that happened what we were talking about for months, but what we did not manage to prevent. And if we did not manage to prevent such development of events, we are also guilty. But I do not want to talk about the guilty today, I want to talk about elimination of the consequences of the disaster, since besides the human losses (which could be more, if corresponding measures were not taken), we also suffered material and moral losses related to the security and the international image of our country,” Prime Minister Serge Sargsyan stated.

According to him, the first can be easily eliminated. In this regard the City Hall, the Ministries of Finance and Justice must react very rapidly and present proposals. “As for the second, anger increased in the society, the society is split into two parts, and I expect your active work in that direction. It is necessary to get involved in a dialogue, it is necessary to argue, explain, even if the interlocutor does not understand, even if he is blinded by hatred,” Serge Sargsyan stated, addressing the members of the government.

Prime Minister Serge Sargsyan stated also that the government members are “passive” in the issue of providing objective information on the situation in the country to international organizations.

The Prime Minister proposed the members of the cabinet to carefully study all materials received through official channels. “I assure you that this information is true, and you can base on those facts without doubt,” Serge Sargsyan stated.

“Our Army managed to once again prove that it is a full-fledged institution and it actively reacted to the existing threats. We described the given situation in the National Security Strategy, when many people thought that it was only a theoretical situation, that such a thing is impossible. Unfortunately, it is possible,” Serge Sargsyan noted.

“I urge all of you to be active. We will be consistent for all the guilty to be punished. This is not even a promise; this is the duty, which I fulfill,” the Prime Minister stated.

Viktor Soghomonyan: The world has a clear idea of what really happened in Yerevan on March 1

RA President’s Spokesman Viktor Soghomonyan said d during today’s press conference in Yerevan that he believes “the world has a clear idea of what really happened in Armenia on March 1st and 2nd.” This was promoted by the meetings of Armenian leaders with the US Deputy Assistant Secretary of State Matthew Bryza, EU Special Representative for the South Caucasus Peter Semenby and PACE representative John Prescott.

The President’s Spokesman said the chronology of events has been restored. “I’m confident that after getting familiarized with these materials, no one will doubt what happened in Yerevan in reality,” Viktor Soghomonyan said.

Commenting on the suggestions of international organizations to lift the state of emergency, the President’s Press Secretary reminded that “the authorities of the country are responsible for the security of Armenian citizens, and all the decisions are made taking into consideration the realities.”

Viktor Soghomonyan underlined that the restrictions on media connected with the state of emergency are of temporary nature.

Spokesman of the Armenian President Viktor Soghomonyan considers “weak” and “unreasoned” the suits on annulment of election results, submitted to the Constitutional Court by presidential candidates Levon Ter-Petrosyan and Tigran Karapetyan.

Viktor Soghomonyan stated that no new arguments and documents were presented during the hearings at the Constitutional court. He reminded that the Administrative Court did not receive any application concerning election frauds from Levon Ter-Petrosyan’s representatives.

“This means that they either did not have facts and real arguments, or, which is worse, the candidate and his team were not even going to take the legal path,” Viktor Soghomonyan stated. According to the Spokesman of the President, this is evidenced by the fact that that Ter-Petrosyan’s supporters tried to seize power with the use of force on March 1.

Viktor Soghomonyan also noted that, despite Levon Ter-Petrosyan’s unhindered participation in the session of the Constitutional Court on March 5, his supporters continue asserting that the ex-President is under “house arrest.”

Serge Sargsyan: The "color revolution" was destined to fail in Armenia

RA President elect Serge Sargsyan declared in an interview with “Rossiyskaya Gazeta” that “as President he is going do the utmost for Armenia to become a strong democratic state with free economy, where human rights and main freedoms are protected.”

The Prime Minister noted that “the attempt to organize a “color revolution” in Armenia was destined to fail from the very beginning.”

“Unlike other states where the “color revolutions” succeeded, there are factors in Armenia, which the organizers of these disorders did not take into account. First, the Armenian authorities enjoy a firm trust of the public. The results of the presidential elections proved this. Second, the majority of the Armenian public prefers the evolutionary way and, unlike some radical oppositionists, does not agree to the revenge of the old elite,” Serge Sargsyan declared.

Turning to the Artsax issue, the Prime Minister said the conflict must be solved on the basis of “reasonable” mutual concessions.

“My position on the Artsax conflict resolution has been clear for 15 years. I presented my views on the resolution of the issue during the election campaign, as well. The votes I received prove that the society approves my approaches on conflict resolution. I think that Azerbaijan must recognize the right of the people of Artsax to self-determination, and Armenia must recognize Azerbaijan’s right for territorial integrity. At first sight, these are inconsistent, but only at first sight. And right on that basis we can find a reasonable mutual concession,” the President elect said.

“We do not consider Kosovo to be a precedent for the resolution of the Artsax conflict, since we are confident that any conflict has its roots, its dynamics of development and the way of settlement. However, any time a nation realizes its right to self-determination, we welcome it,” Serge Sargsyan declared.

RA President elect declared that “we aspire for Turkey’s repentance, which will promote the ambitions of the Turkish society to become a full member of the European family.”

“We have always said and continue declaring that Armenia is ready to establish diplomatic relations with Turkey tomorrow without any preconditions. It’s Turkey that suggests rather strange demands to Armenia for establishment of diplomatic relations. We can say that today the ball is in Ankara’s field,” Serge Sargsyan said.

Asked why the recognition of the Armenian Genocide is a question of principle for Yerevan, the President elect said: “The issue of recognition of the Armenian Genocide is a priority of Armenia’s foreign policy, first of all because if the fact of the Armenian Genocide in the Ottoman Empire in 1915 is recognized, the international community will be secure from reoccurrence of such a genocide not only against Armenians, but also any other nation of the world.”

OSCE/ODIHR Interim Report reaffirms the Presidential elections were basically in line with Armenia’s international commitments

The Ministry of Foreign Affairs informs that OSCE/ODIHR Election Observation Mission has released its third interim report on Armenia’s Presidential elections. The report reaffirms the ODIHR Election Observation Mission’s assessment that the February 19 Presidential election “was administered mostly in line with OSCE and Council of Europe commitments and standards.”

The government of Armenia notes that some of the problems cited in this post-election interim report have already been at the center of attention by certain law enforcement bodies, and that appropriate steps are taken to respond, including to criminally charge some of those responsible for certain electoral irregularities.

At the same time, Armenia’s Ministry of Foreign Affairs states that in spite of the government’s repeated inquiries, the government has not been provided with the identifying numbers of 13 of the 17 precincts where, according to the report, the counting process was “bad” or “very bad”, and therefore, without such information, the government is unable to conduct the appropriate investigation.

The interim report also includes interpretative statements based on unverified data. Thus, the report expresses doubt about the high turnout in precincts 37/18, 37/29, 37/38 and 37/39. Prior to the issuance of the report, the authorities had explained that there are military posts in those precincts which naturally raises the numbers of those voting, and thus the percentage of voter turnout in those precincts can be not just near 100, but also in excess of 100 percent.

The Armenian government will closely examine each problem, as well as inconsistency and error cited in the report, and will provide comprehensive information about each both to the Armenian public and to OSCE/ODIHR in order to assure that the final report is even more objective and complete.

Oh for... Ashot, come on. Seriously, get off of these conspiracy theories already.

I swear, this is like looking back in time 60 years, when everything bad in the Republic was blamed on the "aghbars." Replace Arabian/Iranian Armenians with Karabaghtsis and you have the *SAME* deal going on right now. What's the point in following the news if you hunt for something to blame the government with?

Feel free to, but come on. "This could only mean one thing"? That's ridiculous. And even moreso for you to assume that we don't have our own opinions and just parrot what the media says, whereas you've seen the shining light of skepticism and therefore the truth.

It could also mean - and bear with me here - that there was an election in Armenia, and the lead opposition candidate, having an already extremely notorious past that his followers would like everyone to forget, attempted to stage a "colored" revolution much like in neighboring Georgia, but failed due to multiple reasons. See? Another thing it could mean - and in my opinion, FAR more plausible than to believe that the government "staged" the elections, then staged LTP's actions, staged a large 10-day protest with several thousand people, then staged a riot. I just don't see that happening, to be honest. It's right up there with, well, every other conspiracy theory that ignores evidence because the theorist has learned the wrong lessons from the book of skepticism.

KnightsOfArmenia, do you really think that during the meetings the Authorities didn't have their people in there? You think there were no police in the meetings? You think they planned this in a day? or within hours? how did I know about it on thursday night? you think the authorities didn't know untill the riot broke out? you still think that LTP is in house arrest, yet he is seen outside? come on let's be more realistic and get straight to the point... I have been thinking a lot about it, and there is one conclusion, everything that has been happening is planned with the authorites... and it was a very good way to get some money cleaned out... make the world blind and do whatever needs to be done theory...

Whatever we want to believe is our choice, whatever we want to think is our choice, but whatever really happened we will not know for the next 10-20 years!!!

Keep it in mind, there is nothing that the RA government doesn't know, every 1 out of 5 people in the city are the so called "organi ashxatogh" do you really think that they didn't know what's coming? they did very well, why didn't they stop it ahead of the time? why didn't they do anything about it ahead of time? all because they were part of it... that is my opinion, and yes the whole thing could mean only one thing... think wisely brother, because seriously you mind drown in the politics, it's not that easy to understand why they did it!!!

I don't think "they" did anything. A disreputable person tapped into a semi-racist undertone among some of the populace and attempted to ride it to power, failed, and rather than concede defeat he tried to stage a colored revolution hoping for international support that didn't manifest. The situation got out of hand and the authorities did exactly what they are supposed to do - they restored and maintained order. The same would happen absolutely anywhere in the world, and I'm surprised at how liberal and lenient the government was.

Bingo.

But if we want to get into conspiracies, how about this for conspiracy theory: LTP was brought back and backed up by the US and other powers so that Armenia's influence would transfer from Russia to the West. How else can one explain how sure he was that he would win and his threatening comments to the Armenian people?

You're right, I agree that the Armenian government shouldn't have waited that long to step in and restore order, but I'm guessing that they didn't want to rush because then the opposition would scream that there is no freedom in Armenia.

I agree. Just imagine if the government took care of the rioters the next day! Can you imagine what LTP people would have been saying about the RoA? They would probably accuse the government of oppression, lack of political freedom, discrimination of some kind etc, etc. I think RK did not want to end the riots the next day knowing that all the human watch organizations and other western political institutions would have accused Armenia of human rights and freedom violations. I certainly do not think that the whole riot was staged by RoA because the aftermath was an embarrassment and lowered Armenia's image around the world, so why would the current government want that lowered imagine around the world, especially when SS is about to become the president himself, so it's not like both leaders were planning to go away fro good!

If they wanted to stage the attacks and the killings just to hunt down the 'bad guys" and have a reason to throw them into jail...trust me the government can easily find reasons to throw them into jail without lowering Armenia's imagine like this around the world and causing this situation in the country. They could have easily accused those few with tax evasions and murders, among other things of course.

No one is that stupid to cause all this just to throw few people in jail when it can find enough evidence to do that without property destruction or human casualties in peaceful republic.

Anoushik jan, I ask you this - would you care much if there was 20 idiots screaming there is no freedom in Armenia or 20,000 people being envolved in meetings and having people die and suffer from organised riots?

You're right, I agree that the Armenian government shouldn't have waited that long to step in and restore order, but I'm guessing that they didn't want to rush because then the opposition would scream that there is no freedom in Armenia.

The best way to have avoided this mess would have been to hold free, fair and legal elections. The fact that the contender from the government was not even legally eligible to run say a lot about the state of affairs in the country.
