Aratta-Kingdom Posted August 22, 2006 Report Share Posted August 22, 2006 BAKU PLOTTING ATTACK AGAINST ARMENIAN DIASPORA AND MEDIATORS By Gayane Movsessian Yerkir.am August 18, 2006 Baku has discovered a new scapegoat for its diplomatic failures - the Armenian Diaspora. The activities of the Armenian Diaspora aimed at moral and material support to the policies of Armenia and Nagorno Karabakh Republic have been bothering Azerbaijan and Turkey for a long time. The latter have been trying to oppress politically and economically the two Armenian states for more than ten years. There are very few people in Baku who do not talk about the "omnipresent and omnipotent Armenian lobby". The Azeris have been trying in vain to mobilize their nationals living abroad for the benefit of the homeland. At last, Ilham Aliyev decided to mobilize his diplomats against the successors of those who survived the Turkish yataghan and escaped to different parts of the world from the Western Armenia. At a meeting with representatives of diplomatic missions in Baku Aliyev expressed his concern that the international community's sympathy lies with Armenia and Nagorno Karabakh. He demanded that all Azeri diplomats exert their best efforts to change the situation. "We have to launch an information attack and reveal the true nature of Armenia's policies," Aliyev stated expressing his discontent with the fact that the Azeri diplomacy fails to counter the activities of the Armenian Diaspora and change the international community's sympathy towards Azerbaijan. "The international community sympathizes with Armenia and Nagorno Karabakh," Aliyev stated in a very nervous manner and demanded that his diplomats do everything to change this situation. One can easily make guesses as to how this will be achieved: the Azeri propaganda machine will most likely increase the flow of lies and dirt poured against Armenia and Nagorno Karabakh Republic in an attempt to present Azerbaijan as "the unfortunate victim of the Armenian aggression". Baku does not seem to care that Azerbaijan, with its population of 7-8 million people, its oil reserves and increasing wealth, sounds ridiculous because of its constant weeping and complaints against Armenia and Nagorno Karabakh Republic and its tendency of accusing everyone for its failures. OSCE Minsk Group might become another target for activation of Azeri diplomacy. At the same meeting with the Azeri diplomats a proposal was made that USA, Russia and France chair the Minsk Group on a rotation basis. Of course, the proposal was not made with the purpose of making the negotiation process more efficient. On the contrary, the Azeri diplomats are looking for a scapegoat to blame for the failures in the Karabakh negotiation process. Official Baku believes USA, Russia and France can be such scapegoats. The other day the minister of Foreign Affairs of Azerbaijan Araz Azimov announced that in September new proposals are awaited from the Co-chairs of the Minsk Group and that this time "they will here constructive suggestions". According to the words of the counsellor of foreign policy issues of the NKR President it is good that Azimov has such an opinion but it would be better if we could hear such words from the Co-chairs . "I do not know maybe Azimov is the confidential person for them and he has the "right of the first news" and he may announce the news to the world", said Arman Melikyan in sarcastic tone. "Let the Co-chairs give their suggestions and we will see if it will be in September or in January, the time and circumstances will show", he added. Arman Melikyan also spoke about the caracterization of the suggestions of the Co-chairs by Azimov as "constructive", saying "As long as I have noticed these past years the suggestions of the Co-chairs have always been refused by Azerbaijan and I want to mention that "constructiveness" is different for Azerbaijan than it is in our imagination. We mix the reality with the desired". "I can agree that Azerbaijan does not want the existance of a second or third Armenian State on their land. But NKR has been formed and announced about itself on their land that has nothing common with Azerbaijan," mentioned the counsellor of the NKR President. Speaking about the current status of the peace process, Arman Melikyan expressed the opinion that there is nothing strange that Azerbaijan and Kharabagh were against the suggestions of the Co-chairs, but Armenia was not against with some abstemiousness. "We have to take into account that the status of Armenia in this negotiations is as much mediatory as the status of the Co-chairs is. Armenia is interested in the protection of its national interests, and on the other hand Armenia is interested in the quickening of the peace process. In that sense the position of Armenia is milder. Conerning some other problems, Arman Melikyan thinks that they can be solved in the framework of Azerbaijan-NKR negotiations. There are such problems where Armenia does not have the opportunity to tell its opinion. "For example, in the solving of the problem of the Armenian refugees of Azerbaijan. This is a problem that NKR has to arise and to solve. Or the problems concerning the territories under the control of NKR, or the problems concerning the Azerbaijani internal displaced persons. There is a package of Kharabagh-Azerbaijan bilateral negotiations, formulated the counsellor of foreign policy issues of the NKR President. According to his considerations, superpowers and other interested big centers have their strategy and as they tell it is easier to solve the problem in the framework of bilateral that in trilateral negotiations, but "I think that time will show that the negotiations have to be continued in other framework and have to include other problems that do not exist in the agenda now. I am more than sure that in order to overcome the dead lock the participation of Kharabagh and disscusion and solving of some other problems is mandatory ". A meeting of Azeri reporters, working aborad, will take place in Baku, informed Trend news agency Nazim Ibrahimov. According to N. Ibrahimov the official Baku considers that in a number of states, particularly France and the USA, Azerbaijan is losing the information war with Armenia. By the order of the Azerbaijani president Ilham Aliev lobbyist and propagandist organizations will be established in certain countries. The National Television of Armenia in connection with this statement noted that the Europeans' sympathy towards Armenia are based upon the will to protect the justice and the historical truth. It was said that Azerbaijan's new project of information war will seemingly have the same results as the military campaign against Karabakh. "Baku will never allow creation of the second Armenian state on its territory," Azerbaijani Interfax quoted president Ilham Aliyev as saying during his meeting with Azerbaijani ambassadors. Aliyev junior is not punctilious in picking up right words when speaking about inadmissibility of creating the second Armenian state. There is already such a state that functions in its own historic territory. On the other hand, one has an impression that the first Armenian state is located somewhere in Azerbaijani lands. "We know there are national minorities in many countries. But being a minority does not mean to have the right to engage in secessionism and claim lands. They say that the Armenians of Nagorno Karabakh have the right to self-determination. There are Armenians in other countries too, and they also can use this right," this was the "logic" of Ilham Aliyev in instructing his state's diplomats. If the leader of a state with $1 billion budget does not see any difference between the Armenian Diaspora and Artsakh, it can by no means be surprising that the knowledge of Azerbaijani ambassadors does not go beyond such observations. The website furnishes “full information” about the Nagorno Karabakh conflict, the history of Karabakh, its famous figures in history, a lot of photographs and video files. “It should be mentioned that the Armenian lobby has lived and worked in Britain for over hundred years. MFA of Azerbaijan threatens not to admit foreign citizens, who visit NKR, to AR territory. As the "Echo" Baku newspaper informs, Tair Tagizade, the Head of the Department of Information Policy and Press of AR MFA, came out with such a threat. "It must clear to anyone, who visit Nagorno Karabakh, that a trip to the territory of Azerbaijan, not controlled by Azerbaijan Government, without a corresponding permission by Azerbaijan can and, most likely, will entail the most serious consequences, up to the denial of entry to Azerbaijan in future", Tagizade said. The anxiety of Azerbaijan is connected with the coming celebrations of 15th anniversary of NKR independence. In Mr. Gutierrez's words, this was his first visit to the South Caucasus as a UN High Commissioner for Refugees, also saying that he is satisfied with the cooperation with the Armenian government. Speaking about the recent legislative initiative directed to refugee issues, Mr. Gutierrez thanked the Armenian government for its attitude towards Armenian and non-Armenian refugees during the Lebanese war. As to Nagorno Karabakh conflict and the adjacent refugee issue, the UN High Commissioner for Refugees underscored that the office he heads is a non-political organization and added that once the conflict is regulated the refugees can return to their homes. "The return of refugees to this complicated region will be a positive element," he said. Antonio Gutierrez started his South Caucasian journey from Azerbaijan. According to Azerbaijani media, Mr. Gutierrez voiced a few interesting views there. In Particular, Azerbaijani online editions report that the UN representative was displeased with the statistics of providing citizenship to refugees in Armenia, saying that the numbers are low. Besides, Mr. Gutierrez was quoted as saying that Azerbaijan is the first country with the number of refugees and it is doing everything for refugees. At the Yerevan press conference on August 21, Mr. Gutierrez stated that he did not say anything like that. Firstly, Azerbaijan is not on the first place with the number of refugees it has, Secondly, certain things are being done for refugees in Azerbaijan but there are still refugee camps with rather bad conditions just the way it is in Armenia, Mr. Gutierrez said. As to alleged dissatisfaction with the Armenian government, Antonio Gutierrez stated that he never said anything like that so there is need for comments. "I was careful enough not to use the word 'Armenia' at the press conference [in Baku - A. H.]." At any rate the UN High Representative for Refugee said that the best tool for protecting the refugees is to grant them citizenship and Armenia has chosen its own path. RA National Assembly Speaker Tigran Torosian stated about it on the same day, receiving the Polish delegation members. As Noyan Tapan was informed by the RA NA Public Relations Department, Ambassadors of the two countries, Tomas Knotche and Ashot Galoyan, were present at the meeting. T.Torosian informed the guests about his observations about the regional problems and Nagorno Karabakh problem. Touching upon the Armenian-Turkish relations, the RA NA Speaker mentioned that Armenia has stated many times that it is ready for establishing diplomatic ties without preconditions but the Turkish side observes it as a sign of weakness and itself proposes conditions. One of those conditions relates to the Nagorno Karabakh problem, and it is not only inadmissible but also shows that Council of Europe member Turkey which has strived for dozens of years for becoming a European Union member does not only want to have diplomatic relations with its neighbour, but also keeps the border close what does not correspond to any European principle and value. T.Torosian reminded that the second principle exists which is adopted in the Helsinki final act: the right of self-determination, and that comparing those principles, the OSCE Minsk Group Co-Chairmen found the key for the problem solution. In the negotiations addressed to solution of the Nagorno Karabakh problem T. Torosian attached importance to that approach, also mentioning that a country which really wants solution of that problem must prepare its society for solution of the issue, so it will not be engaged in deepening hatred and enmity, what Azerbaijan does, periodically presenting itself with threats of re-starting the war. A.Fotyga explained in her turn that her words were distorted what is not the first case in her political career and she completely beleives in the OSCE Minsk Group's activity and hopes that the upshot will be found out. And as for the Armenian-Turkish relations, she mentioned that Poland has historically good relations with the two countries and is ready to have its contribution in improvement of those relations. The RA Ombudsman's official website was attacked on early February 26. On the main page of the website where Article 3 of the RA Constitution was stated, a quotation from Heydar's words is presented under the statement "The attack was waged by Azeri hackers", and false imformation about the Khojalu events is presented from the "Nash Vek" newspaper on the "Lurer" (news) page. As Noyan Tapan was informed by the RA Ombudsman's Information and Public Relations Department, the RA Ombudsman considers inadmissible and condemns similar actions to be criminally prosecuted. They haven’t got anything to do, so they deal in politics. Maybe, the donor organizations will listen to them. In case a lie proves to be too rough and even those giving grant will not believe it, there will always be a grateful audience in their own country. This way the fables on fires, hungry Yerevan that is being destroyed and other nonsense is born. The “creative activity” of the kind is claimed by the neighbors, so they are attempting to falsify the information on the Armenian states. An Organization for the protection of the historical and cultural monuments on “Azerbaijan’s occupied territory” has decided to surprise the world stating that Armenians are allegedly “training the Azeri imprisoned children to become kamikaze”. Moreover, they even inform of the address of the camps, where the atrocity is being done – the village of Aimavan (Zaboukh) in Kashatag. The statement’s absurdity is obvious for a person capable of thinking and it could have been ignored, but for a hidden motive; according to the organization, “a dweller of the town of Greenville of the U. S. Northern Carolina state, a Church Methodist Tarry Kaglyn sponsors the Armenians”. It is a sort of “their reply to Chesterton”. T. Kaglyn’s “address”, as it is easy to understand, is added to make the lie sound reliable. And yet, what do they mean saying “captive children”? The provocation’s authors are the direct heirs of the Turkish policy. The genetic memory is a great thing. The Turks are known to kidnap the foreign children to prepare the troops against these nations. They called a troop brought up in hatred to their nationality “yanychars”, which means “a new troop”. The Armenians gave their interpretation to the name, perceiving the word’s second root as the Armenian “char” – “evil”. And it was really horrible “new evil”, as the children of the Russian, Greek, Armenian, Serbian and other nationalities became murderers and robbers of their own nations. Let’s go back to the device of “the protectors of the historical and cultural monuments” and mention once again: it is impossible to think up such a thing. It is not only the sick fantasy of the psychically waning people. It may be only reflection of the genetic and historical memory of the people whose ancestors really took children prisoners. Some publications and banners of the site were erased. The quotations from Heydar Aliyev and photos allegedly testifying to the Armenians’ cruel attitude to the dwellers of the NKR settlements that were inhabited by Azeris then appeared instead. We do not doubt that the action was approved by the Azerbaijan’s authorities, who are aware of the weakness of their stance in the anti-Armenian propaganda and dissemination of Armeniaphobia around the world. We also believe it was not pure accidentally that our site became an object of attack. It is www.defacto.am that day by day presents the events taking place in the NKR during twenty years impartially, on the scientific basis and follows the processes taking place in Artsakh on the current stage. In connection with Azerbaijan’s hacker attack we have undertaken the measures on corresponding protection and restoration of the lost and destroyed materials. Hovhannissyan noted that their news are often contradictory and this is a good chance for Armenia. Azerbaijan is trying to scare the Armenian public with tales about huge oil budget and big population. Their goal is to raise panic in the Armenian society but they will not succeed as the Armenian society is winner rather than loser. Hovhanissyan said that it is not right to endure or ignore this propaganda. "We must remember that Azerbaijan has always been stronger than Armenia - in 1994 its budget was much bigger than that of Armenia, but Armenia has always been able to cope with the Azeris and has defeated them," says Hovhannissyan. The Azeri public is also a victim of Azeri propaganda: the Azeri authorities keep convincing their people that Azerbaijan is much stronger than Armenia and will force it to its knees. They keep talking about war but why aren't they starting it? In fact, they are not going to attack Armenia: they have just started a multi-million Kars-Akhalkalaki-Baku railroad project. This was an explanation for the becoming-frequent cases of "Azeri soldiers taken hostages by Armenian side. The surrender of Azeri military men happens deliberately". "Unfortunately, such facts take place," Kh. Valiyev said. He pointed out that in each case criminal acts are launched and behavior of the both sides are thoroughly investigated. However, a paragraph later the Azeri Prosecutor - as if he forgot his previous statement, declared that - "nowadays, the facts of desertion in Azeri army is at the zero point." And so, the Military Prosecutor contradicts both with himself and with the numerous statements of Azeri Mass Media. These lately reported that 5 (!) Azeri soldiers got blown up on a mine in the midground at Karabakh and Azeri armed forces contact line. It was reported that by walking through the mine-studded territory the militarymen attempted to pass over to Armenian side and surrender there. Presently, an Azeri military serviceman is captivated on Armenian side. He had voluntarily passed the line of contact because he was oppressed by his fellow-militarymen. He said, currently 4 detainees have been freed for a pawn. Garadagly said, the law enforcement bodies forced protesters out to the nearby Park of Students but the rally continued there. When the resolution of the protest was read, police and special service workers arrested 6 activists of MNASA. 4 of them were freed on the security of $6 thousands. The matter is that a business catalogue of Armenian export companies included also several exporters from Nagorno-Karabakh. According to Radio Liberty, the Azerbaijani side was irritated by the fact that the companies from Nagorno-Karabakh were represented as Armenian. Moreover, the catalogue was published by the means of a Swiss development agency, and therefore Azerbaijan is likely to consider the fact as an offence of international law. He said, currently 4 detainees have been freed for a pawn. Garadagly said, the law enforcement bodies forced protesters out to the nearby Park of Students but the rally continued there. When the resolution of the protest was read, police and special service workers arrested 6 activists of MNASA. 4 of them were freed on the security of $6 thousands.
