Because the Armenian forces did not want to harm Khojaly civilians, they issued an advance warning of the attack, requesting the Azeris to allow any civilians to evacuate. This has been independently corroborated by Russian observers and by the testimonies of Azeri survivors of the attack. Despite the obvious fact that the Armenian units by no means had any access to and never controlled the territory where the massacre took place, as it was located deep in the Azeri rear, late Azeri agitators ridiculously accused Armenians in killing Khojaly civilians, making a world-wide propaganda show out of this tragic event. The exact reasons for why the PFAP's gunmen killed Khojaly's Azeri civilians remain unclear to date. According to some experts, it happened by mistake (by friendly fire), while in the opinion of the Azeri former president Ayaz Mutalibov it was a deliberate attempt to defame his administration by his rivals from the PFAP. It is notable that after the events in Khojaly Mutalibov was forced to resign. It is also important to note that Azeri operator Chingiz Mustafayev, who filmed the dead bodies and later launched an independent investigation on the Khojaly events, was killed in Azerbaijan under mysterious circumstances, reportedly by PFAP thugs. At any rate, the Khojaly slaughter highlights a key fact that Azeris are still a fragmented nation, parts of which continue maintaining strong regional identities, with tribal self-images sometimes prevailing over the identity as of "the Azeris." Under these circumstances, killing the representatives of a rival clan is not a totally unimaginable occurrence. BRUSSELS, Nov. 15 (UPI) -- A new report by the International Crisis group calls for a halt to the recent military buildup by both Azerbaijan and Armenia. In the report titled "Nagorno-Karabakh: Risking War" the Crisis Group urged the governments of Azerbaijan and Armenia to end what critics are calling an arms race and instead negotiate a settlement for the Nagorno-Karabakh region. "The international community needs to take the threat of war within a few years seriously," Magdalena Frichova, Crisis Group Caucasus project director, said in the report. "The risk of armed conflict is growing, and the dangers of complacency are enormous." The report argues that oil money has afforded Azerbaijan the means to upgrade its armed forces and Armenia's relatively strong economy has resulted in its increased military expenditures. In the 1990s the two countries engaged in war over the Nagorno-Karabakh causing the deaths of 22,000 to 25,000 people and more than 1 million refugees. "The international community needs to press hard for peace," said Sabine Freizer, Crisis Group Europe program director. There are over one million Armenian migrant workers in Russia, informed Gagik Yeganyan, head of the Migration Agency. He said 80 percent of migrant workers work in Russia. The agency has reached agreement with the Russian migration agency to create an information center for supporting migrants, namely checking the conditions offered by the employee, as well as searching for migrants. The results of a recent study by the OSCE among households show that 13.9 percent of households are involved in work migration. The Armenian Chess Federation informed “A1+” that the Armenian national chess youth team will participate in the World Youth Championship in Antalya, Turkey. Some rumors were circulating that Armenia would not allegedly participate in the Championship, taking into account the anti-Armenia inclinations in the neighboring country. Defense Minister Mikael Harutunian said Thursday after a closed-door discussion of the army's next year budget that the increased funds will be spent on the purchase of new equipment and ammunition. He said wages and salaries in the army will increase by 10 percent, while new funds will be allocated to the building of apartments for officers. Three million drams of this sum will be allocated to families of killed servicemen to improve their housing conditions. The minister said the budget is quite enough to ensure a combat-ready army and protect Armenia and Nagorno-Karabakh,".

So? what if some Armenian groups rebelled against the Ottoman Empire it was no excuse for the massacre of innocent civilians and the deportation to the Syrian deserts. Anyway its more likely that they attacked us first and started to deport us and when Armenians formed groups and started fighting back after. Or the other way around, still no excuse for committing a crime against a whole race.
