Azerbaijan has lost Artsax for ever,says Armenia YEREVAN, April 16 (Reuters) - Azerbaijan must accept that its breakaway Nagorno-Artsax region is an independent republic that will never be returned to Azeri control, Armenia's president said on Wednesday. Nagorno-Artsax, in the Caucasus mountains, broke away from Azerbaijan as the Soviet Union fell apart, sparking a war which killed about 35,000 people. A ceasefire was agreed in 1994 but the search for a lasting peace is stalled. The region's ethnic Armenian separatists run their own affairs, with support from Armenia. The region has declared its independence from Azerbaijan, but this has not been recognised by any state. "Azerbaijan must understand the simple reality that the existence of the republic of Nagorno-Artsax's independence is irreversible," President Serzh Sarksyan, who was sworn in this month, said in comments supplied by his press service. "It is impossible to even imagine that the Republic of Nagorno-Artsax could be subordinate in any way to Azerbaijan," said Sarksyan, who is a native of the region. "The people of Nagorno-Artsax have won their right to a free and independent life. And through our efforts, that right must be recognised by the international community." Azerbaijan says Armenia has illegally occupied Nagorno-Artsax, and a number of Azeri districts surrounding the region. Baku, which announced a 53 percent rise in military spending this month, says it is committed to stalled peace talks but has refused to rule out using force to restore its control. Local Publisher Becomes First to Receive Dual-Citizenship to Armenia BY ARA KHACHATOURIAN GLENDALE--A recent visit to Armenia by Lincy Foundation Vice-President and the Publisher of the Glendale-based California Courier had more in store for him than a busy schedule of meetings and appearances. While in Armenia, Harut Sassounian became a citizen of Armenia--one of the first to receive dual-citizenship under a new law ratified in February 2007. Sassounian, who is also the Executive Director of the United Armenia Fund, has traveled to Armenia countless times since 1989. This last visit, however, was very special. “I knew about the law,” Sassounian said, “but I didn't know that the government has started enacting it.” After hearing that, in fact, mechanisms were in place for this process, Sassounian decided to apply in Armenia. He explained that the process required the completion of a lengthy application, background checks, medical forms and other information. Before the completion of his trip, he was granted citizenship, perhaps becoming the first Diasporan-Armenian to receive citizenship based on this new law. Sassounian explained that this was not the traditional “10-year” residency that is granted or sometimes bestowed to by government official. “I am a full-fledged citizen,” he explained. On February 26, 2007, the Armenian parliament overwhelmingly approved the bill on dual citizenship, which allows members of the Diaspora to hold citizenship. An announcement issued Wednesday by Armenia's Consulate General in Los Angeles indicated that Armenian embassies and consular mission were not accepting applications for dual-citizenship. Armenia's Consul General in Los Angeles, Armen Liloyan, told Asbarez that no one had yet applied for dual citizenship in Los Angeles, adding that now that the processes and mechanisms for that application have been directed to the consular offices, he welcomed all Diasporans to take advantage of this provision. Armenia's Ambassador to the US, Tatul Markarian, echoed Liloyan's statements and added that no one has yet received dual citizenship, effectively making Sassounian the first Diasporan to receive dual-citizenship. Liloyan explained that he and others in the Consulate will be making the rounds on various Armenian television programs to promote dual-citizenship and answer the public's questions about the process. He also explained that this provision is mainly for Diaspora Armenians, adding that former Armenian citizens who are living in the Diaspora can apply for re-instatement of their citizenship, which he said was a simple logistical process. The dual-citizenship law stipulates that people of Armenian descent over the age of 18 can apply for Armenian citizenship and must have a three-year permanent residency in the country. The applicant must be able to speak Armenian and have familiarity with the country's constitution. Citizenship may be granted to couples, where one of the spouses or their children is citizens of Armenia. The bill denies Armenian citizenship to people whose activity may damage the country's national interests. Dual citizenship law allows for participation in the elections, with proof of residency. However, dual citizens cannot seek elected office. Dual citizens may hold ministerial posts, but cannot run for parliament or president. People with dual citizenship may serve in the Armenian army, but they are exempt from it if they have served 12 months in the armed forces of the country of their primary citizenship or 18 months as alternative military service. It also says citizens of Armenia who have received a second citizenship would not be exempt from mandatory service in the Armenian armed forces. The Armenian Revolutionary Federation, which was the main proponent of the right to dual nationality, welcomed the adoption of the bill and on that day its deputies celebrated it with an improvised reception promptly held in their parliament offices. "This law is an opportunity to consolidate our nation," then ARF faction member Ruben Hovsepian, said. "This legislation will allow Armenian living in different countries to consider themselves full-fledged citizens of Armenia," he said. Armenia's Foreign Minister Vartan Oskanian also has welcomed this provision. In an interview with the Tehran-based Huys newspaper in October, Oskanian stressed that dual citizenship will allow the dispersed Armenian population around the world to strengthen its ties with the homeland. Scars On Broadway Throw On Out There by Paul Cashmere - March 28 2008 Scars on Broadway, the new project from System of a Down's Daron Malakian and John Dolmayan, have put their first song on line. 'They Say" can now be heard at their official website. With System of a Down in hiatus, the various members are doing their own thing. Malakian's began work on this project last year with Dolmayan taking up the chore of drummer. Rick Rubin has been in the studio with Scars on Broadway and the first live appearance will be unveiled at Coachella in April. Apart from 'They Say' which you can now hear, other songs in the pipeline for Scars on Broadway include 'Universe', 'World Gone Wrong' and '3005'. Malakian describes the sound as "something electronic mixed in with traditional Armenian and thrash, death, black and doom metal influences". Don't be too scared by the description. He also says the project has been influenced by Neil Young, David Bowie and Roxy Music.

OFFICE CLOSED? The mediating mission of OSCE Minsk Group in the Nagorno-Artsax conflict has a history of long years, but it may come to end because of the position of official Baku, which considers the OSCE format ineffective. When in late November 2007, Madrid, the "updated document" on the main terms of peace settlement was officially handed to the Presidents of Armenia and Azerbaijan, the OSCE expressed hope that the idea of Minsk Group Co-Chair Bernard Fassier to "build the wall of peace agreement brick by brick" would be easier achieved in that way. The time showed that Azerbaijan, unwilling to go for compromise, is quite eager for other things. The administration of Aliev Junior, continuously making warlike statements in connection with NKR conflict settlement and being encouraged by impunity of such statements, openly rejected any opportunity of the independence of Artsax from Baku. The refusal of Azerbaijan to work with the Minsk Group can be also considered in context with the warlike declarations. In the meanwhile OSCE Minsk Group Official Windbag Matthew Bryza tries to explain it differently. In an interview to "Azeripress" he stated that the "basic principles" of NKR conflict settlement are nothing else than preservation of Azerbaijan's territorial integrity, demilitarization of Artsax and adjacent regions, return of the refugees, deployment of international peacemaking forces, establishment of communication with Armenia and determination of the status of NKR. According to Bryza, who usually speaks too much and then says his words were misinterpreted and misunderstood, reason for Bakus' refusal to cooperate with the Minsk Group is the fact that it considers the idea of Artsax-Armenia communication extremely pro-Armenian. Moreover, Azerbaijan is against settling the question of Nagorno-Artsax status internationally. From Aliev's interview to Interfax it comes out that the NKR is to agree to the first four articles, while the question of its status is not to be observed at all. The chances of dissolving the Minsk Group would grow in case Armenia refuses to recognize the Nagorno-Artsax Republic a part of Azerbaijan. Besides, if Azerbaijan deems the establishment of Armenia-Artsax communication a great concession on its part, what cessations Armenia may speak about? On the other hand the OSCE Minsk Group is neither Bryza, nor Merzliakov or Fassier. The there are governments that stand behind the Minsk Group and they are drawn by their own geopolitical interests. Under certain circumstances, their relationships both with Armenia and Azerbaijan may rapidly change and the mediation efforts of Minsk Group representatives turn to nothing. And if even Bryza speaks about insensibility of negotiating on Artsax conflict in case Azerbaijan refuses to discuss the NKR status openly, the "window of opportunities" is really shut now... Political calculations prompted Senators Barack Obama and Hillary Clinton to release presidential campaign statements supporting a congressional resolution to mischaracterize tragic events which unfolded during the waning years of the Ottoman Empire as genocide. The two White House aspirants are aping the Armenian resolution initiative of the House of Representatives in the previous Congress, whereby Members would hijack the role of both historian and the World Court in deciding the genocide question; this resolution was derailed by the then House Speaker. The Obama-Clinton pandering to the Armenian lobby betrays the signature Washington habit of making promises now and thinking about them later. It speaks volumes that Senator John McCain, arch enemy of earmarks and sister special interest money, refrained from bowing to Armenian campaign contributions and votes. For several decades, some outspoken Armenian-Americans have politicized the events of 1915 in lieu of seeking the full truth. By playing their game, Obama and Clinton wander from history, fan the flames of division, and stray ever farther from what they purport to be about: change from past myopia, folly, or pettiness. He goes on to write that Turkey open its archives (for research) years ago. The Armenian archives, on the other hand, remain closed. Why don’t Armenians open their archives? Well, the reason is simple: Armenians misbehaved tremendously before, during and after the first World War. The world doesn’t have to know that, of course. Those who want to spend time investigating this matter know so nonetheless, but if the Armenian archives contradict the Armenian claims (and propaganda), well, they’ve got a problem. So, that’s why many people who know a bit about this issue think the Armenians refuse to open their archives (interestingly enough, they continue to say that Turkey has to open its archives, even though Turkey has opened them; it’s all part of the propaganda war). Fein also writes that if Armenians want reconciliation, they should open up the archives. The problem with this kind of reasoning is, of course, that Armenian lobbyists don’t want reconciliation. They want money and lands. However; at the moment that Armenia understands that this isn’t going to happen, then - and only then - they might be willing to reconcile with Turkey. In order for that to happen, Fein writes, the US should stop functioning as a mouthpiece for Armenian propagandists. The US shouldn’t be an activist, it should play “the role of facilitator.” The next president, he writes, should be a person who understands that. Not a person who’s willing to condemn Turkey for something that happened before Turkey existed and who doesn’t understand the difference between a tremendous tragedy with many deaths (on both sides) and genocide. Moreover, while his supporters criticize oligarchs, the major donor for the Ter-Petrosyan’s campaign is another oligarch. 6. Ter-Petrosyan is the very person who killed Armenians’ belief in justice, law and freedom of speech. The difference being Ataturk "saved" Turkey by preserving "its terratory" whereas Heydar Aliev did just the oppisite. Heydar Aliyev is a wanabe Ataturk, just as Azerbaijan is a wanabe Turkey. I think even Turks would agree with this accessment.

WWI-era mass grave with 20,000 skeletons found in Bitlis A mass grave has been discovered in the eastern city of Bitlis containing an estimated 20,000 corpses, sparking claims that they are the bodies of Turks killed by Armenian gangs and Cossacks. The bones in the graveyard found in Mutki belong to children, women and the elderly, as well as soldiers, the Cihan news agency quoted Törehan Serdar, head of the Association of Victims of World War I Massacres by Armenians, as saying. Serdar claimed that in 1915, when the Russian military invaded the city of Bitlis for the first time, Cossacks and local Armenian gangs massacred approximately 20,000 people in the Kavakbaşı village of Mutki. Serdar said those who carried out the massacre buried the dead in mass graves to conceal the evidence of the violence. He said although research teams have established that skeletons found in the mass grave belong to Turks, work investigation of the site in not yet complete. My view is that everything that guy said was bullcacka. "write more books..movies"...that's his answer? Armenians have to be patient with the Turks? We have to convince them? C'mon, it hs been 92 years. There's a reason western scholars side with the "Armenian version" : IT HSTORICAL FACT backed up by many "books and movies" This guy is using an old Turkish tactic of looking like the "nice guy". This is just another way to prolong justice and white wash Turkey's sordid pass. Armenians need not try to help make Turks understand their past; Armenians need to work to bring Turkey to justice...Turks will never be able to do it on there own due to there instiutionalized denialism. In my opinion, the only way Turkey will come to terms with the Armenian genocide is if the Turkish State is torn down paving the way for a new and enlightened Turkish state. Until that happens, Armenians owe nothing to turkey except our indignation to sentiments posted in that denialist article printed above.

To be frank, I wouldn't be surprised if HR 106 unravels altogether. US politicians are too gutless to stand up to the Turkish blackmail and the the media that holds water for them. Regardless of that, this round of the Genocide recognition campain has proven successful. I think it has brocken the relationship between Turkey and the US and it has brought A LOT of attention to the Armenian Genocide as historical fact. From now on, the Turks will find it even harder to refute their sordid history...especially now that the USA won't "be there for them" anymore.
