As Panorama.am learnt from the Committee, the case is opened according to Part 2 of the Article 130 of the RA Criminal Code. which is failure to implement or improper implementation of professional duties by medical and support personnel, as a result of careless or not diligent treatment which through negligence caused the patient’s death. The charge is punished with imprisonment for the term from 2 to 6 years, with deprivation of the right to hold certain posts and practice certain activities for the term of up to 3 years, or without that. The decision to open a criminal case came a day after the death of Artur Sargsyan.Sargsyan, 49, had been charged for taking food to the seized members of the “Sasna Tsrer” armed group during the hostage standoff in July 2016 in Yerevan.Nicknamed ‘Bread Bringer’, Artur Sargsyan had been initially charged with Illegal procurement, transportation or carrying of weapons, ammunition, explosives or explosive devices of the RA Criminal Code. Later, Armenia’s Special Investigative Service (SIS) Committee requalified the charges brought against Sargsyan to “assisting the members of the armed group”.Despite the official charges against Sargsyan, most of the public praised him for what they called “heroic deed” and “self-sacrifice” for providing food to gunmen along with holding regular rallies in support of the man.Over the past five month Sargsyan had been twice under detention with the first release in December and then - in March. During the second detention Sargsyan announced a hunger strike that reportedly ended in health deterioration. On March 5, several MPs filed a petition to the Prosecutor’s Office, Sargsyan was released from the penitentiary and transferred to medical center.Earlier the Investigative Committee launched investigation to look into the circumstances of the death of Artur Sargsyan, appointing a medical forensic examination that could be attended or implemented by Sargsyan’s relatives or the specialists assigned by them.http://www.panorama.am/en/news/2017/03/17/Artsakh-Ombudsman-meets-U-S-Congressmen-to-discuss-Azerbaijani-brutalities-during-the-April-war/1745868

This is a huge achievement, a moral andpsychological victory of national importance. Therefore, it isnecessary not only to preserve this love, but also to use, it isnecessary to unite the social and political activists in order toraise people and start a struggle, which is why the demand for therelease of members of the Sasna Tsrer group (arrested on charges ofseizing the Patrol Service of the Armenian Police in July 2016) canand must become a factor the consolidation and the beginning of theliberation movement, in parallel, the government of the people's trustmust be formed, which in one way or another should contribute to theresignation of Serzh Sargsyan from the post of president andwithdrawal from the echelon of the power of the elite of theRepublican Party ".Further, Sefilyan lists the most urgent issues for the Armenian people- the reunion of Artsakh to the RA, the "decolonization" of Armenia, the creation of the Kur-Araks Republic, the adoption of a newConstitution, the establishment of democracy and the constitutionalorder, etc. "These issues can be coordinated and solved exclusivelytogether with the members of the Sasna Tsrer group by creating agovernment of people's trust. Without SasnaTsrer, any opposition initiative that calls for freedom will not yieldany result, will serve the colonial system and exacerbate our pressingproblems. Given all of the above, I urge the release of members ofSasna Tsrer and all political prisoners and a national movement tocreate a government of popular trust. The prosecutor considered all the accusations filed to Sefilyan as justified and mentioned that there were mitigating and aggravating circumstances. The mitigating factor is that Zhirayr Sefilyan has taken part in the Karabakh war and has a minor child in care, and the aggravating fact is that he wanted to commit particularly heavy crime. Prosecutor Hakob Yenokyan also petitioned Gevorg Safaryan to face a four-year prison term, Sasunik Kirakosyan – 4 years 6 months, Nerses Poghosyan – 4 years, Galust Grigoryan and Hrayr Topchyan – 3 years and Hovhannes Petrosyan – 2 years.
