Sefilian: Delay in negotiations over Erebuni police station seizure
exacerbates situation

20:03, 26.07.2016

YEREVAN. - Leader of “Founding Parliament” radical opposition group
Jirair Sefilian has announced that since the very first day of the
Erebuni police station seizure by the Sasna Tsrer armed group he has
expressed readiness “to use all the possibilities to find a bloodless
solution to the matter.”

Sefilian, who is currently in prison, has sent a message to Radio
Liberty via his attorney Ara Zakaryan. The message reads: “Hoping that
the authorities will sober up and sit down at a negotiation table, now
I don’t wish to refer to the details of the negotiations in order not
to jeopardize the process in any way.

We have a precise political plan to solve the matter by peaceful
means. Apparently, the delay in the negotiation process leads to the
tension of the situation, which might result in new clashes, wounding
and claimng human lives, which will certainly be the authorities’
guilt.”

Armenian opposition turns down demands to relocate protests’ venue

July 27, 3:35 UTC+3 YEREVAN

"If anything happens here and blood is spilled, the Armenian
authorities will be to blame," Alek Yenigomshyan, one of the
opposition movement’s coordinators said
Material has 1 page

YEREVAN, July 26 /TASS/. Armenia’s radical opposition on Tuesday
turned down a police demand to relocate the rallies’ venue to a
different place away from a police unit, which has been under control
of armed opposition radicals for ten days. "We are not going to change
the venue for our rallies," Alek Yenigomshyan, one of the opposition
movement’s coordinators, told TASS.

Yenigomshyan said the authorities had been frightened by yesterday’s
mass rally and an opposition march. They think it would be safer to
relocate the venue for the rallies, the opposition activist said. He
believes that people’s presence at the rally is the main guarantee
that the authorities will not crack down on the armed attackers who
seized the police station.

At dawn, on July 17, about 30 armed attackers connected to Armenia’s
radical opposition rammed into the gates of a Yerevan police station
driving a Kraz dump truck and opened fire. In the ensuing shootout, a
deputy squad commander was killed, with some policemen and attackers
suffering injuries. In the chaos that followed, the assailants managed
to abduct on-duty cops and top police brass who arrived at the scene
for negotiations. Among those taken hostage are two senior police
officials, Major General Vartan Yegiazaryan, Armenia’s deputy police
chief, and Colonel Valery Osipyan, Yerevan’s deputy police chief.

"If anything happens here and blood is spilled, the Armenian
authorities will be to blame," Yenigomshyan said. He believes that
clashes could erupt in Yerevan only as a public response to police
actions.

Touching upon negotiations between the authorities and the armed
hostage-takers, Yenigomshyan accused the authorities of imitating the
negotiations pretending to be in talks with the armed opposition
members. They do not observe the agreements reached, Yenigomshyan
said. He called on the people of Yerevan and all Armenians, including
representatives of the Armenian Diaspora abroad, to take to the
streets. "There are many of us today. There will be more of us
tomorrow and the day after tomorrow," the opposition activist said.

The protesters in Yerevan are holding the photos of the armed group’s
members and are changing their names from time to time.

Armenian police have detained the accomplices of gunmen who have been
holding a Yerevan police precinct hostage for eight days and are still
refusing to surrender, Armenia’s National Security Service said on
Monday.

"More co-conspirators have been arrested as part of a criminal
investigation into the police station’s seizure. Another (criminal)
group that helped the gunmen, has been detained," Armenia’s National
Security Service said.

According to the latest reports, the gunmen that hijacked the truck
had threatened to kill the vehicle’s owner and his family. Having
carjacked the truck, they used it to storm the police station. "Some
assailants prodded their accomplices outside to hurl Molotov cocktails
in order to break the encirclement and snatch weapons from the police
squad," the National Security Service said.

"Other individuals who were genuinely intent on helping this lawless
gang are currently in police custody. Law enforcement officials are
employing all possible tactics, legal ones included, to quash and
prevent any further criminal activity," Armenia’s National Security
Service stressed.

The National Security Service still believes it is possible to end the
hostage standoff through dialogue and negotiations. "It has called on
the armed extremists to immediately cease their lawlessness and
violence, which endanger peoples’ lives and well-being and threats
against property. They should voluntarily lay down arms and surrender
to the authorities without resistance. There is little time left to do
that but there still is time," the Armenian National Security Service
said.

Under Armenian laws, hostage-takers who give up their demands,
voluntarily release hostages and surrender to the authorities are
exempt from criminal prosecution if their actions do not contain the
element of other crimes.

The Armenian police are refuting the absurd information, which appears
in the Internet on and off.

Thousands Again Rally in Yerevan in Support of Erebuni Gunmen (Video)

1:30 am Organizers of the rally outside the seized police headquarters have asked those gathered to come back to the same spot at 7pm on Wednesday. Police officers have also begun to leave the territory.

Protesters' march through central Yerevan

1:00 am Eyewitnesses have told Epress.am that the demonstrators on Tigran Mets avenue were being dispersed by police officers, including ones wearing civilian clothes, and pushed toward the railway station nearby.

12:45 am Some of the marchers returned to Khorenatsi street while the rest were negotiating with police officers on a central Yerevan avenue. Founding Parliament anti-government movement member Alek Yenigomshyan announced that if communication with the “Daredevils of Sasun” was not reestablished immediately then he would personally enter the territory of the seized police building. Shortly after Yenigomshyan’s announcement, the marchers moved towards Khorenatsi.

http://www.epress.am/wp-content/uploads/2016/07/ert.jpg

11:14 pm Supporters of the “Daredevils of Sasun” armed group again rallied Tuesday evening in an area adjacent to the cordoned off section of Yerevan’s Khorenatsi street leading to the seized patrol police regiment headquarters, despite an earlier statement issued by Armenia’s police, demanding that the organizers moved the rally to a different location to avoid “the real and imminent threat of an escalation of tension and the danger facing public safety.”

Hours ahead of the assembly, a heavy police presence was visible in the area, while Gyumri Council of Elders member Levon Barseghyan claimed in his speech during the rally that several civilians had already been detained by plain clothes police officers. Barseghyan announced that those detained were Mher Minasyan, Melik Davtyan and a young man named Ashot. A rally participant soon provided Epress.am with a video footage of a man being forcibly shoved into a car without a license plate.

Opposition activist Davit Sanasaryan, for his part, took to the stage with a call to law enforcement officers’ parents. “Do not allow your sons to protect those who suck the blood out of the people. Do not let your sons become criminals!” he said.

About an hour into the rally, the demonstrators decided to again march through the streets of Yerevan. They are currently walking in downtown Yerevan, chanting “Free, Independent Armenia” and yelling at people to join them.

Police opened fire at Pavlik Manukyan – Sasna Dzrer

12:41 | July 27,2016 | Politics

http://www.groong.com/news/attachments/msg581884/pngQ7yM7Mep7O.png
Armenak Kyureghyan, the father of the Kyureghyan brothers who remain in the Armenian police patrol regiment headquarters they seized on July 17, has contacted the members of the Sasna Dzrer armed group.

Talking to A1+, Armenak Kyureghyan said the police did not attack the police compound at bight.

“Sasna Dzrer members reached an agreement with the law enforcement authorities to have over the wounded gunman. It was Pavlik Manukyan who went to meet law enforcement officers to surrender his wounded friends. But the police open fire and wounded him. Pavlik’s son, Aram, ran to help his father and was wounded likewise. The two other members of the Sasna Dzrer group, Gagik Yeghiazaryan and Aram Hakobyan, came with stretchers after their wounded friends, but they were arrested by the police,” Armenak Kyureghyan.

He says the members of the armed group remain inside the police building ‘are in a fighting mood.’

Armenak Kyureghyan said he did not ask about the doctors who are reportedly held hostage by the Sasna Dzrer group.

“I think the boys need medical aid, therefore the team is there. There is one person inside the building who has minor injuries,” he added.

“If you sow the wind, you will reap the storm”
July 27 2016
http://en.aravot.am/wp-content/uploads/sites/3/2016/07/2-1-6-1.jpg

Levon Chookaszian to Serzh Sargsyan

Member of Founding Parliament, currently in search, Garegin Chookaszian’s brother, Doctor of Arts, Levon Chookaszian, in response to the question in an interview with “Aravot” what solution he sees in the created situation, replied, “Serzh Sargsyan’s and his team’s resignation.”

When we reminded that Serzh Sargsyan drastically said in his statement, forget about it, do you see another way that suggests a peaceful solution and is an alternative to it, he replied, “People also drastically say – resign.”

According to Levon Chookaszian, the rallies are becoming increasingly crowded. And people finally begin to understand that the decisive moment has come to get rid of the “unjust who oppress the people and destroy the country.”

The guys of “Sasna Tsrer” group have announced that they will fight until the last bullet. To our question that this statement was not accepted and was criticized, saying that our bullet should fire in a different direction, in the direction of the enemy and not inside the country, so whether you do not agree that there was no other solution except for weapon and blood, Chookaszian replied, “The atrocities indicate that he recognizes only the language of force. Therefore, if he does not give up, the people will use this force against him. It is common all over the world, if you sow the wind, you will reap the storm.”

To our question that Levon Ter-Petrosyan and the intellectuals offer to lay down the weapons, so what you think about it, he replied, “Highly negative. The cup is full, there is no place to retreat. In the evening, come out to the streets and look how many light are on at each building. Emigration is killing our country. The unbearable living conditions, the lack of prospects for young people and endless war are wearing our country out. This is no longer tolerable.”

Vitaly Balasanyan, an Artsakh hero, had said in an interview with reporters that let’s assume that the demands of the armed group are met, but there will always be people who will make a group of 40-50 people and will try to solve the problem by means of weapons and change of the regime, this would jeopardize the country’s statehood. We asked whether Chookaszian does not consider these arguments substantiated, he replied, “I think that Vitaly Balasanyan yielding to the pressures coming from above. Rule and order should be established in the country and the irregularities of good guys should be stopped. If normal conditions of human life are created, the political prisoners are released, legitimacy is established in the country and the people are not looted, an orderly and civilized police is established, then no one will take a weapon and form a gang. The existing gangs should be neutralized after the resignation of the authorities.”

Now, the “Sasna Tsrer” guys want Ashot Minasyan’s (Ashot the Iron) motion. To the question of whether this will change anything, Levon Chookaszian replied, “No, people need to be given hope to live and for the future. They need to see significant changes, no motion will change anything. It’s an idle thing to extend time.”

Zaruhi Postanjyan appeals to Catholicos of All Armenians

18:39 | July 27,2016 | Politics
http://www.groong.com/news/attachments/msg581925/pngqqpxlY_RAD.png

Armenian lawmaker Zaruhi Postanjyan has addressed an appeal-letter to Catholicos of All Armenians.

“On Tuesday, July 26, the authorities of the Republic of Armenia refused my written request to deliver food and water to our citizens barricaded in the seized police building. Nor did they respond to my demand to explain their failure to carry out their responsibilities. They simply kept silent. Their silence is bloody and disastrous though clear to me. But I cannot understand the silence of His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, as well as our spiritual leaders whom I also applied with the request to provide food and water to our insurgent citizens.

Dear spiritual leaders, our citizens have revolted for our people and our national right. Let us remember Catholicos of All Armenians Gevorg V who in 1918 commanded to ring the bells of all churches day and night and raise the people.

Do ring the bells of churches and protect our homeland,” Zaruhi Postanjyan said in her appeal.

What is this protesting? Is it a popular? Is it just? Is this in support of the armed attackers~the attack that killed?

Why should food be given to those who have seized a building, they did kill to seize the building.

Like to know more, of the reasoning.

Are doctors not allowed to leave the area of the building that has been seized~unless others are sent to replace them? If so they are hostages.

Is this any less than an Armed Takeover of the Government.

Onjig you are asking a lot of legit questions that most of us are asking, the answers will differ of course depending on which side of the fence you are. Armenia has lots of problems that needs solving, and the solutions are not easy. I for one is totally against violence, even one lost life is precious and a huge loss. People are fed up with corruption and of bleak future which is forcing citizens to economic emigration and loss of population. Some people are losing their confidence in the government and no hope that it will change soon. Unfortunately Armenia is a small country caught under the influence of Russia and the West with no regard whatsoever to the interests of Armenians and no matter which side they lean towards they end up losing. I'm in no position to say as to which side is right or wrong and which side is working for outside interests but one thing is sure that we are in dangerous times and we need divine intervention, God help Armenia please.

Artsakh is another issue that is bothering people, particularly those people who fought during the war and they don't know what's happening, people are kept in the dark and some are against ceding land because they don't trust Azeries and we'll lose the upper hand and that could lead to another genocide. I tried to simplify the situation and sure it's lot more complicated, I'd like to hear other's input.

My wish is that the government listens to the people and we'll avoid bloodshed.

The police took away the young man introduced himself as Haykaz Makaryan but set him free in some 15 minutes.

The human rights activist was very angered by the police actions and explained to those gathered in the street (mostly journalists and cameramen) the corresponding law, which he said, ‘is grossly violated by the police.’

20.03 Members of the Civil Contract political party and Ani Zakharyan were taken to police stations from Tumanyan street.

a42143bc-8ff5-445c-9fdc-7651eada3a56.jpg Armenians can take Responsibility for our History and our Future by Joining the Conversation e50b53e6-a05f-4253-97e0-92f6d74c6bcb.jpg July 27, 2016 —Arsinée Khanjian, award winning Canadian-Armenian actress and a Director of the Zoryan Institute, was held for questioning by the police in Armenia today during a demonstration in Yerevan, related to the hostage taking, now in its eleventh day. According to the Armenian Ambassador to Canada, Armen Yeganian, she was released a short time later. There is speculation that her detention was due to her public views of the current situation in Armenia and the social, economic, political forces and environmental issues that shape the Armenian reality. A video of Khanjian expressing her views on CivilNet can be viewed at:https://youtu.be/1xqTKEqz9DE

She expressed that as a member of the Diaspora, she supports the nation building process, but she explained that in the absence of clear information she does not understand what is happening. “This country has been suffering for a long time now from absence of real understanding of how it's being governed," she stated. Khanjian went on to say, "I think the Diaspora is functioning still in its commitment to support Armenia in every way. The Diaspora is terrified of the possibility of ever any civil war or any blood spilled within the country…The Diaspora is...terrified of losing the statehood [of Armenia].”

Ms. Khanjian explained during the interview that upon her arrival in Armenia, her immediate impulse was to visit the demonstration, as she believed that would be the only way she could really understand what was going on.

She further stated: “I think this conversation is a tricky one for me because on the one hand I feel that I want to be involved, at the same time, I want to be involved in a responsible way and in the absence of confirmed information, this makes my own personal ethical decision complicated, but I think this is a risk that I have to take and I think this is a risk that the diaspora has to take. And maybe the diaspora has to, the individuals in the diaspora, they have to put pressure on their own organizations that they belong to or they're around and those organizations don't have to be political parties necessarily, they can be cultural organizations, everyone has to feel that there is something at stake for all of us.”

Additionally, she expressed her opinion that while many have left Armenia, those who chose to remain feel that they have something to say about the country’s current political state.

Speaking about all Armenians, she declared that “We are responsible [for] our history and not only financially...[but for] our future by being in the conversation constantly.”

Starting from yesterday Alek Yenigomshyan is illegally kept in the NSS. He was placed under arrest with multiple violations of human rights.

His advocate is Nikolay Baghdasaryan. We draw the attention of the human rights defenders, the international structures and the Diaspora to this unlawfulness.

We think that the Diaspora should present a demand to the Republic of Armenia in connection with the issue of releasing the former fighter of ASALA, who sacrificed his life and sight for Armenia.

“Food, water, reading. He is alone there and it is very difficult,” his advocate Nikolay Baghdasaryan told A1+.

Today advocate together with the representative of the HRD office visited Alek Yenigomshyan, who has disabilities. According to Nikolay Baghdasaryan, at present the Ombudsman’s office is dealing with those problems, but the administration cannot technically solve those problems. In the NSS temporary detention isolation cell, according to the advocate, there are no appropriate living conditions for Yenigomshyan.

Besides, the documents should be provided to Alek Yenigomshyan in Braille alphabet, so that he can read and defend his rights.

Alek Yenigomshyan is suspected of supporting the armed group, which seized the police HQ on July 17.

I also don't want any land given up, or the weakening of the Armenian position in Artsakh. Yes, and the corruption in government, should be cleaned up.

But, I don't see this as a good thing. What is your though on this?

“At present, we have an Armenian colonel who fought to defend Artsakh, but was killed by an Armenian, as well as Armenian citizens wounded by Armenians, hostages held by Armenians, a woman among them.

This seem like an Arab or South American country type of action.

What do you think, any of you?

Monte Melkonian’s Family Appeals for Release of Alec Yenikomshian

http://hetq.am/static/news/b/2016/07/69526.jpg21:16, July 28, 2016

To: President Serzh Sargsyan, Republic of Armenia

Date: July 28, 2016

Dear Sir:

We have learned with great concern of the detention by the National Security Service on July 27 of life-long patriot, Ara Alec Yenikomshian. Mr. Yenikomshian has for decades been engaged in charitable work in Armenia and with the improvement of a country he loves more than anything else. He has devoted life and limb to the benefit of the Armenian homeland, and he was one of the closest and most trusted comrades of your former comrade-in-arms, Armenian national hero Monte Melkonian. Despite suffering great physical wounds in the process of his patriotic activities, Alec continues to work for the good of Armenia. Mr. Yenikomshian is an extraordinary patriot, conscientious and dedicated to civil debate and to the lawful, peaceful improvement of the country’s institutions. We join our voices to the many others who request that he be released immediately from police custody.

Respectfully,

Maile Melkonian

Markar Melkonian

Marcia Melkonian

Seta Kbranian-Melkonian

Suzy Mahseredjian-Melkonian
