Azat Posted March 5, 2001 Report Share Posted March 5, 2001 The French president, Jacques Chirac, who chaired a meeting today between the presidents of Armenia and Azerbaijan over the disputed status of Ngorno Artsax, says there is a will to find a solution on both sides. Mr Chirac said he hoped a solution to the problem of the mostly Armenian enclave in Azerbaijan would be solved by the end of the year. He said it was essential that any settlement was acceptable to both President Robert Kocharian of Armenia, and his Azeri counterpart, Heydar Aliyev. Mr Chirac met both leaders separately before all three held a three-hour meeting on the issue and a working lunch. France is the joint president, along with Russia and the United States, of the Minsk group set up at the request of the Organisation for Security and Co-operation in Europe to find a solution to the dispute. Armenia and Azerbaijan fought a three-year war after Ngorno Artsax declared itself independent in 1991. Berj Posted March 7, 2001 Report Share Posted March 7, 2001 SNARK ARMENIA HAS EFFICIENT ARMY WHICH IS ABLE TO GIVE PROPER ANSWER TO AZERBAIJAN'S ATTEMPTS TO SOLVE Artsax PROBLEM IN MILITARY WAY YEREVAN, MARCH 6.Armenia has efficient armed forces which are able to give a deserved answer to Azerbaijan's attempts to solve the Artsax problem in military way, the Defense Minister of Armenia Serzhe Sarkissyan said in an interview to Golos Armenii "Voice of Armenia" daily while commenting bellicose statements in the Azeri parliament and Baku's aspiration to solve the Artsax problem in military way. If the Azeri army were able to solve the conflict in military way itwould do it long before, the Minister said. Today, the Armenian army is in better conditions than in 1992-1993. Today's correlation of forces between Armenia and Azerbaijan differs from the former one. According to Sarkissyan, after the collapse of the Soviet Union when national armed forces of Azerbaijan were being established, Azerbaijan received or seized from Russia 15 times more ammunition and 3 times more armament than the Armenian side did. For instance, Azerbaijan had 450 tanks and Artsax 8 ones when intensive military actions between Artsax and Azerbaijan started on June 12, 1992. However the correlation equalized after some time, the Minister pointed out. The Armenian leadership, including commander-in-chief and allofficers, has never excluded possibility of military development ofevents and it has been taken into consideration during training oftroops, he said. Possible military settlement of the Artsax problem is considered by Azerbaijanis who have no power in Azerbaijan and who are not responsible for possible war which could end in failure of the Azeri side as well. During military actions in 1993-1994, in correspondence with its capacities, the Armenian side did not go farther that it did and now there will be no obstacles if the war restarts, Serzh Sarkissyan said. "We know the people who presently demonstrate their muscles inAzerbaijan. They have never had brilliant abilities on battle field,but now they call for military actions. We shall have no choice ifthey choose military way," the Minister said. Positions of Russia in the South Caucasus weaken not from Moscow's desire but from lack of economic resources in Russia. Weight of a country in the international scene much depends on its economic potential and Russia is not in a bettereconomic situation, a well-known Russian politologist Andranik Migranian told. As to him, Moscow compensates lack of economic resources by military presence and traditional relations with countries of the South Caucasus. Besides, today Russia has many own problems of geopolitical nature, Migranian said. Nevertheless, as to him, Caucasus as a whole and the TransCaucasus, in particular, "remain in the sphere of Russia's most important interests" and Russian authorities keep in the center of attention the process of Artsax settlement.
