kumkap Posted August 1, 2005 Report Share Posted August 1, 2005 Published on Sunday, September 17, 2000 in the Sunday Herald (Scotland) Allies Deliberately Poisoned Iraq Public Water Supply In Gulf War by Felicity Arbuthnot The US-led allied forces deliberately destroyed Iraq's water supply during the Gulf War - flagrantly breaking the Geneva Convention and causing thousands of civilian deaths. Since the war ended in 1991 the allied nations have made sure than any attempts to make contaminated water safe have been thwarted. A respected American professor now intends to convene expert hearings in a bid to pursue criminal indictments under international law against those responsible. Professor Thomas J Nagy, Professor of Expert Systems at George Washington University with a doctoral fellowship in public health, told the Sunday Herald: "Those who saw nothing wrong in producing [this plan], those who ordered its production and those who knew about it and have remained silent for 10 years would seem to be in violation of Federal Statute and perhaps have even conspired to commit genocide." Professor Nagy obtained a minutely detailed seven-page document prepared by the US Defence Intelligence Agency, issued the day after the war started, entitled Iraq Water Treatment Vulnerabilities and circulated to all major allied Commands. It states that Iraq had gone to considerable trouble to provide a supply of pure water to its population. It had to depend on importing specialised equipment and purification chemicals, since water is "heavily mineralised and frequently brackish". The report stated: "Failing to secure supplies will result in a shortage of pure drinking water for much of the population. This could lead to increased incidents, if not epidemics, of disease and certain pure-water dependent industries becoming incapacitatedÉ" The report concludes: "Full degradation of the water treatment system probably will take at least another six months." During allied bombing campaigns on Iraq the country's eight multi-purpose dams had been repeatedly hit, simultaneously wrecking flood control, municipal and industrial water storage, irrigation and hydroelectric power. Four of seven major pumping stations were destroyed, as were 31 municipal water and sewerage facilities - 20 in Baghdad, resulting in sewage pouring into the Tigris. Water purification plants were incapacitated throughout Iraq. Article 54 of the Geneva Convention states: "It is prohibited to attack, destroy or render useless objects indispensable to the survival of the civilian population" and includes foodstuffs, livestock and "drinking water supplies and irrigation works". The results of the allied bombing campaign were obvious when Dr David Levenson visited Iraq immediately after the Gulf War, on behalf of International Physicians for the Prevention of Nuclear War. He said: "For many weeks people in Baghdad - without television, radio, or newspapers to warn them - brought their drinking water from the Tigris, in buckets. "Dehydrated from nausea and diarrhoea, craving liquids, they drank more of the water that made them sick in the first place." Water-borne diseases in Iraq today are both endemic and epidemic. They include typhoid, dysentery, hepatitis, cholera and polio (which had previously been eradicated), along with a litany of others. A child with dysentery in 1990 had a one in 600 chance of dying - in 1999 it was one in 50. The then US Navy Secretary John Lehman estimated that 200,000 Iraqis died in the Gulf War. Dr Levenson estimates many thousands died from polluted water. Chlorine and essential equipment parts needed to repair and clear the water system have been banned from entering the country under the UN "hold"system. Ohio Democrat Representative Tony Hall has written to American Secretary of State Madeleine Albright, saying he shares concerns expressed by Unicef about the "profound effects the deterioration of Iraq's water supply and sanitation systems on children's health". Diarrhoeal diseases he says are of "epidemic proportions" and are "the prime killer of children under five". "Holds on contracts for water and sanitation are a prime reason for the increase in sickness and death." Of 18 contracts, wrote Hall, all but one on hold were placed by the government in the US. Contracts were for purification chemicals, chlorinators, chemical dosing pumps, water tankers and other water industry related items. "If water remains undrinkable, diseases will continue and mortality rates will rise," said the Iraqi trade minister Muhammed Mahdi Salah. The country's health ministry said that more than 10,000 people died in July of embargo-related causes - 7457 were children, with diarrhoeal diseases one of the prime conditions. In July 1989, the figure was 378. Unicef does not dispute the figures. The problem will not be helped by plans for the giant Ilisu Dam project (to which the British government is to give £200 million in export credit guarantees), which will give Turkey entire control of the water flow to Iraq and Syria. Constructors Balfour Beatty write in their environmental impact report, that for the three years of construction, water flow to Iraq will be reduced by 40%. House Approves Abortion Ban Bill By CHET BROKAW, Associated Press Writer 1 hour, 17 minutes ago PIERRE, S.D. - The Legislature on Friday approved a ban on nearly all abortions in South Dakota, setting up a direct legal assault on Roe v. Wade. Republican Gov. Mike Rounds said he was inclined to sign the bill, which would make it a crime for doctors to perform an abortion unless it was necessary to save the woman's life. The measure would make no exception in cases of rape or incest. Many opponents and supporters of abortion rights believe the U.S. Supreme Court is more likely to overturn its 1973 Roe v. Wade decision legalizing abortion now that Justices John Roberts and Samuel Alito are on the bench. Planned Parenthood, which operates the only abortion clinic in South Dakota, has pledged to sue over the measure, which would become law July 1. The clinic does about 800 abortions a year. The House passed the bill 50-18 on Friday. The Senate approved the measure 23-12 earlier this week. Under the measure, doctors could get up to five years in prison for performing an illegal abortion. The governor said he believes it would be better to eliminate abortion in a series of steps, but some abortion opponents want a court challenge that could wipe out abortion in one fell swoop. "I've indicated I'm pro-life and I do believe abortion is wrong, and that we should do everything we can to save lives," Rounds said. "If this bill accomplishes that, then I am inclined to sign the bill into law." During debate on the measure, lawmakers were told that an anonymous donor has pledged to give the state $1 million to defend the abortion ban in court. The Legislature is setting up a special account to accept donations for the legal fight. "I can tell you first-hand we've had people stopping in our office trying to drop off checks to promote the defense of this legislation already," Rounds said. Opponents of the bill argued that abortion should at least be allowed in cases involving rape, incest and a threat to a women's health. If a woman who is raped becomes pregnant, the rapist would have the same rights to the child as the mother, said Krista Heeren-Graber, executive director of the South Dakota Network Against Family Violence and Sexual Assault. "The idea the rapist could be in the child's life ... makes the woman very, very fearful. Sometimes they need to have choice," Heeren-Graber said. Stormig Posted June 15, 2006 Author Report Share Posted June 15, 2006 UN RIGHTS EXPERTS CALL FOR IMMEDIATE CLOSURE OF US GUANTáNAMO CENTRE AFTER SUICIDES Five independent United Nations human rights experts today called on the United States to immediately close the Guantánamo Bay detention centre following three suicides there, citing a report they issued three months ago alleging inhuman conditions amounting to torture and the “profound effect” on detainees’ mental health. “The simultaneous suicide of three detainees in the Guantánamo military base on 10 June 2006 was to a certain extent foreseeable in light of the harsh and prolonged conditions of their detention and reinforces the need for the urgent closure of the detention centre", they said in a joint statement issued in Geneva, reiterating their repeated calls for its closure. The experts, known as Special Rapporteurs, are unpaid and serve in an independent personal capacity. They received their mandate from the now defunct UN Commission on Human Rights and will report to the newly established and enhanced Human Rights Council, which is to be inaugurated in Geneva next Monday. Today they cited copiously from the report they issued on 27 February, saying the suicides confirmed the relevance of its recommendations and the urgency for their implementation, including the detention centre’s immediate closure. “Many of the detainees continue to carry out a prolonged hunger strike to protest against their conditions of detention, while others have attempted to commit suicide,” the statement said. February’s report cited the arbitrary nature of detentions; violation of judicial guarantees and other elements of the right to a fair trial; lack of access to competent and independent tribunals established by law; the inhuman and degrading nature of conditions of detention, in various cases amounting to torture; the harmful impact of those conditions on the health and life of those persons; and attacks against the religious beliefs and dignity of detainees. It urged that ill-treatment cease, detainees be brought before and tried by ordinary tribunals and experts be allowed unfettered access to the detention facilities as well as interviews with detainees in private. The report was produced after the experts were denied access to Guantánamo. In today’s statement the experts recalled “the need for norms of fair trial and access to detainees to be ensured in counter-terrorism measures in all instances.” The five experts are: Chairman Rapporteur of the Working Group on Arbitrary Detention Leila Zerrougui; Special Rapporteur on the independence of judges and lawyers Leandro Despouy; Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment Manfred Nowak; Special Rapporteur on freedom of religion or belief Asma Jahangir; and Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health Paul Hunt.
