takavor
We should all hope that the issue of the election won't seriously destabilize Armenia. Our enemies will see it as a weakness. The OSCE observers are spreading exagerrated news about irregularities. Bullshit. In any country in the world, including US, France, England, there are to some extent irregularities during elections. MJ
According to the preliminary information, the elections in Armenia have been conducted with significant falsifications - especially by the army. The official statistics claims that Kocharyan has "received" 49.8% of the vote. With all the vote rigging that has been practiced, this implies that. to steel another 0.2% plus 1 person was not hard enough for the regime. The number only attests to the fact that by the order of the executive powers of Armenia, they have decided not to claim victory - perhaps the evidence of falsifications is too significant. The opposition claims that the primary falsification is in claiming that about 1.5 million people have participated in elections, which implies voting by significant numbers of "dead souls." The formal outcome is a second stage of elections. Another outcome is the regimes resignation conditional to Demirchian's issuance of a pardon to some key players in the regime. In any case, this may be the beginning of the end of the plunderers of the nation - especially for stealing the dignity of this nation from the people. OSCE is not the culprit here but the criminal regime in Armenia. P.S. According to alternative sources of information, Demirchian has gotten about or more of 70% of the vote. THOTH
MJ - I agree with you. Funny how Armenians can agree that things are pretty messed up - but will absolutly refuse any assistance to clean things up. (Its not just Armenians I realize who are like this). Its so important that they get it right IMO. Armenian democracy is vital for the nation and for its future bargaining position vis a vis the West. Without it I fear others will easily be able to scapegoat and margianilze us again. We are in very precarious times...
MJ
Only the people inside Armenia can clean things up. No external force can do it. And it apears that the people of the Republic this time they are on the track of doing the long overdue cleaning.

Harut
i don't just blame the government for the corruption and lawless situation in Armenia.true that its the government's responsibilities to take care of those things. but people don't move a finger to help the government.the same person who shouts anti-corruction "lozung"s during the meetings, bribes the policeman who stopped him on his way home. ok ok, i won't continue for now to save my nerves. So are other international organizations. Armenia is a member of the EC, WTO, and other international organizations. Additionally, Armenia is totally dependent on World Bank, IMF loans and other foreign assistance. Or did you mean to say we have big mouths? Then, what's new? As far as Turkey goes... I think it is too premature to make judgments at this threshold juncture about Turkey. Things may go either way. I hope Turkey overplays its hand so that its arrogance may be restrained. THOTH
MJ - I hear you. And yes I understand OSCE and other orgs have been in Armenian for some time...so yes essentially the "big mouth" coment is what I was trying to say - something of the sort...(and the tendency to blame others for ones problems). I think Turkey will come around...eventually (though not so likely short term - then again revolution implys quick change - and these are always hard to predict - and as you allude - hard to predict which way it will go....) - certainly much oppurtunity for failure in the meantime and plenty of Turks who could (again) make it happen...they have already been "blessed" wityh their Ataturk - leaders such as he come around only so often...the rest must muddle through in the meanwhile... MJ
Incumbent Leads in Armenian Election February 20, 2003By THE ASSOCIATED PRESS Filed at 9:14 a.m. ET YEREVAN, Armenia (AP) -- Early returns showed President RobertKocharian ahead in Armenia's election Thursday, but the oppositionrejected the vote, charging fraud. European observers said the vote count was ``flawed.'' Observers fromthe Organization for Security and Europe and the ParliamentaryAssembly of the Council of Europe cited instances of ballot-boxstuffing and intimidation of candidates' representatives. ``Serious irregularities took place during the count in a number ofpolling stations visited by international observers,'' the two groupssaid in an official statement Thursday. The allegations from observers and candidates suggested that theelections, a key test of democracy that aimed to increase stability, would instead exacerbate tensions in this poor, former Soviet nation. Unofficial partial results gave Kocharian 52.5 percent, according tothe election commission. People's Party leader Stepan Demirchian andNational Unity Party leader Artashes Gegamian were in second and thirdplace, but it was unclear what percentage of ballots had been counted. The Central Electoral Commission missed the legal deadline of 1p.m. to announce official preliminary results, saying that harshwinter weather had interfered with the vote tally. About 5,000-6,000 Demirchian supporters gathered near the electioncommission, listening to speakers who claimed Kocharian's team wasstealing the vote and chanting their candidate's name. Hundreds of riot police, wearing helmets and carrying shields, formeda tight chain around the election commission to prevent protestersfrom entering. Several opposition representatives managed to get inside and meet withelection commission officials. ``Enough waiting'' shouted Varshak Sadoyan, a member of parliament andDemirchian supporter. ``They're holding the results because Kocharian wants to make thiselection official, to rig votes,'' said Vagarshak Arusinian, a formerdefense minister. Kocharian had been widely expected to secure a first-round victory, but Demirchian supporters claimed the president was short of the 50percent needed for outright victory. A presidential spokesman, whospoke on condition of anonymity, said Kocharian's share of the votewas fluctuating between 46 percent and 56 percent as results came in. Armenians had hoped the election, which saw voter turnout of 61.9percent, would lead to higher living standards in this CaucasusMountain nation and a settlement of the conflict with Azerbaijan overthe enclave of Nagorno-Artsax. But the vote seemed likely to fuel political quarrels. Vardan Mkrchian, of Demirchian's campaign team, alleged that themilitary was given ballots already marked in Kocharian's favor andthat not all ballot boxes were sealed. The president's opponents blame him for nearly 30 alleged, unsolvedpolitical killings in the past few years and for the widening gapbetween rich and poor in this nation of 3.3 million. They also blame him for failing to secure a final deal with Azerbaijanover Nagorno-Artsax. Backed by Armenia, Nagorno-Artsax forces fought a 1988-94 war withAzerbaijan. Despite a cease-fire, the dispute remains unresolved, anda resulting economic blockade by Azerbaijan and its regional allyTurkey have left Armenia in an economic vise. http://www.nytimes.com/aponline/internatio...db408d4b0db0078 Copyright 2002 The New York Times Company

gamavor
Usually in that part of the World those in power have the means to cheat. The others have the right to be cheated. Armenia's "cleaning" as MJ said is long overdue, due to well known reasons. People do not need slogans, they need jobs, security and prosperity at a payable cost. That means less administration and BMW and Benz, less expensive traveling around the World, less bureaucracy, more respect for women and elderly, total freedom of the press and media, liberal foreign investment regime, tax brakes for small business and declaring half of the country offshore zone:) Moses lead Jews 40 years in the desert until the last born in slavery had pass away so that no one had memories of what is slavery. MJ
RUSSELL JOHNSTON: GROSS VIOLATIONS DO NOT ALLOW ESTIMATINGELECTION PROCESS AS POSITIVE YEREVAN, February 20 (Noyan Tapan). "The fact that the dayof the elections passed comparatively well is encouraging, butthe existence of gross violations does not allow us to considerthe process as a positive one on the whole," Head of the PACEobservation mission Lord Russell Johnston said during theFebruary 20 news conference devoted to the results of theelections. He pointed out that the mission of the delegation headed byhim was limited, contrary to the OSCE mission and hisimpressions are for the most part positive. He appreciated theprocess of organization of the elections. But the people who havethe opportunity to participate in the process of calculating thevotes were more critically disposed. Taking into account these facts, the shortcomingsregistered by the Council of Europe observers during the processof calculation make it difficult to appreciate the elections.Russell Johnston expressed confidence that Armenia has theopportunity and human resources to hold perfect elections. "Butthere are people involved in the organization of the electionsattempting to spoil the process by preventing people fromexpressing their opinions freely and this fact arouses ourconcern," he stated. MJ
Armenian opposition to take strong action in wake of polls - paper Haykakan Zhamanak20 Feb 03 YEREVAN Excerpt from Naira Zograbyan report by Armenian newspaper HaykakanZhamanak on 20 February entitled "Only ballot boxes were transparent" Opposition leaders are going to take resolute steps. Those whoparticipated in the 1996 and 1998 presidential elections say thatyesterday's presidential elections may be considered as the return ofall possible election violations. Yesterday, the whole of the country's criminal potential directly ledby the authorities was used. Having involved pro-government MPs andbusinessmen and using all possible election violations, they weretrying to fulfil an order to make incumbent President Robert Kocharyanpresident once again. Journalists did not manage to check allincoming reports of violations. There was almost no polling stationwhere Kocharyan's supporters were not trying to rig the ballot, andthey even applied some new technologies. For example, members of theelection commission at a polling station based in school No 96 inNor-Nork Yerevan community voted at 2000 1600 gmt to remove the mostactive representatives of opposition candidates. Presidentialcandidate Artashes Gegamyan's representative was ousted from thepolling station, and a protocol was drawn up that the latter had a badeyesight. Yesterday, we asked all the nine headquarters of the presidentialcandidates to comment on these facts. We talked to Shavarsh Kocharyan at the election headquarters of thePeople's Party of Armenia PPA : "A hard struggle is takingplace. State officials, criminal elements and members of electioncommissions were acting together. All possible ways have been used tofalsify the elections. There were regions where they managed to becomemasters of the situation by means of mass violations. But even in thiscase, if the vote counting is held properly, the elections will end inone stage, and People's Party leader Stepan Demirchyan will be thewinner." The head of the PPA headquarters, Grigor Arutyunyan, added that inthese elections only the ballot boxes were transparent: "One thing isobvious - this regime is doomed. They did not manage to provide thenecessary votes to secure Kocharyan's victory, though they put manyfake ballot papers into ballot boxes. If there are violations duringthe vote counting, the people led by the opposition will have theirsay." Passage omitted: the head of Artashes Gegamyan's electionheadquarters, Aleksan Karapetyan, tells about different violations, the so-called "roundabout" when the same people go to vote indifferent polling stations The head of Artashes Gegamyan's election headquarters, AleksanKarapetyan, said that today the opposition had to take a seriousdecision. "This means that we shall adopt a very serious decisionbefore taking very serious actions. If the authorities demonstratethat they care nothing about the people's will, then the people shouldalso demonstrate who they want to spit at," Aleksan Karapetyan said. Whilst everybody were actively working at the opposition headquarters,it was calm at National Accord Party leader Aram Arutyunyan's andUnited Armenians Party leader Ruben Avagyan'sheadquarters. Presidential candidate Aram Arutyunyan informed us thatthey had decided to have a rest and not to talk about theelections. Ruben Avagyan said that they did not want to comment onanything. The headquarters of the National Democratic Union, which took part inboth 1996 and 1998 presidential elections, unequivocally announcedthat today's presidential elections were much worse than the previoustwo. "Armenia's history has never seen such shameful elections. Interms of the use of dirty election technologies, these elections maybe viewed as the sum of the 1996 and 1998 elections," said the head ofNational Democratic Union leader Vazgen Manukyan's headquarters,Aleksandr Butayev. He added that though their candidate had signed ajoint statement with the other presidential candidates, he was forstronger actions. However, Mr Butayev did not say what these strongactions were and promised to tell us about them today, whenpreliminary result would be known and the opposition would outline itsjoint actions. The head of Aram Karapetyan's headquarters, Ayk Babukhanyan, said:"The state did not fulfil its obligations and created conditions forcriminal elements to use various threats, including physicalpunishment, in order not to allow representatives of oppositioncandidates and members of election commissions to make theirchoice. The elections should be deemed invalid in several towns, inparticular in Echmiadzin and Artashat. We submitted informationconcerning all the irregularities during the elections to the CEC andthe OSCE and other international organizations." Kocharyan's election headquarters was the only one to assess theseelections as free and fair. In spite of the shameful election violations, the opposition is awareof the authorities' desire to declare Robert Kocharyan winner in thefirst round. A member of the political board of the AnrapetutyunParty, Aram Sarkisyan, told our correspondent: "It is obvious that wehave gained a victory and we shall be the owners of our victory at anyprice." MJ
Last night I spoke to my old friend Haik and found that he is in good health and is recuperating after the infamous knife-stubbing incedent and, in his own words, the incident is "by 90% behind." I also learned that for several years they are maintaining a web page: www.iravunk.com . SIM, or The Constitutional Right Union, is one of the oldest political organizations of the new era in Armenia. It has always remained a small organization so that not to get corrupt and to avoid the destiny of some other political organizations and parties in Armenia. However, it has always remained the most engaged, vociferous and principal political organization not deviating an inch from the agenda of the Independence of Armenia, the Unification of Karabagh with Armenia (and not the other way around), the regime of Constitutional Law. Today, I found an interesting, in my view, interview with him.
