Israel's Contribution to the Destruction of Armenian Nagorno-Karabakh

By David Davidian Every state makes decisions and enacts policies based on its interests and security perceptions. Some state decisions are more insidious than others in that the secondary effects can be devastating, especially by those states that can project sovereignty outside their own borders.

David-Davidian.pngDavid Davidian

Undoubtedly, Israel’s decision to create a relationship with Azerbaijan was a well-thought-out process. Not that Israel has any long-term stratagem with Azerbaijan, but Azerbaijan having a border with Iran speaks for itself. Azerbaijan’s horrid human rights record, its oligarchic ruling structure, and money-laundering propensity culminated with Azerbaijani President Ilham Aliyev being awarded the moniker “Corrupt Person of the Year.” Regardless, Azerbaijan is the only state bordering Iran that Israel found compliant enough with whom to create an alliance of convenience. Azerbaijan doesn’t even have an embassy in Israel, yet both engage in trade in the billions of dollars. An embassy in Israel would not be welcomed by either Iran or a wide swath of Azerbaijani society. While no public documents exist detailing what synergistic relations exist between Azerbaijan and Israel, Aliyev described the relationship, “like an iceberg, nine-tenths … below the surface”. Over the past decade, Azerbaijan received well over an estimated six billion dollars (five billion as of the end of 2017) of Israeli high-technology weaponry. Israel receives about half of its crude oil supply from Azerbaijan. The same reference notes many military air flights occurring between Israel and Azerbaijan since the start of the war Azerbaijan inflicted on the Armenians. So, suppose Israel wants a facility on Iran’s border to gather intelligence on Iran, or further, airbases with the ability to launch a strike on Iran without having to refuel its fighter jets. In that case, it has to give something to Azerbaijan in return. When asked about Israel’s activity in Azerbaijan during an interview on Russian TV, Yaakov Kedmi, the former Head of the Israel Defense Forces Program “Nativ” and, now a military and political expert, said, “I will answer carefully. There were reports in the Western media that very often drones flying from Azerbaijan fly over Iran. These are not Turkish drones. And for a reason, not out of love for aeronautics, Azerbaijan allows drones from Luxembourg to use Azerbaijan to fly over Iran,” Kedmi smiled as Luxembourg is the metaphor for Israel. Azerbaijan allows “Luxembourg’s” UAVs to fly over Iran, and in return, Azerbaijan is sold military hardware that it has clearly stated would be used to kill Armenians. In the current Azerbaijani offensive to capture Nagorno-Karabakh, Israeli-manufactured cluster bombs were used by Azerbaijan. It is still unclear where Azerbaijan purchased outlawed white phosphorus bombs that it has begun raining over Armenian Karabakh. Yet we know who manufactures them. As reported in the Israeli media, Israel has access to at least one former Soviet airbase in Azerbaijan. The English-language version of this Israeli-media report is slightly different from the original Hebrew and refers to several Azerbaijani bases made available to Israel. In Figure 1, the pink balloon “A” is a former Soviet airbase in Sitalchay, Azerbaijan. Figure 2 is a satellite image with a caption claiming Sitalchay could be an Israeli base. Of course, publicly available documents that confirm any of this don’t exist. Quoting Haaretz, in 2012, U.S. officials told Foreign Policy that they believe Israel has been granted access to these air bases through a “series of quiet political and military understandings. I doubt that there’s actually anything in writing,” said a former U.S. diplomat who spent his career in the region. “But I don’t think there’s any doubt – if Israeli jets want to land in Azerbaijan after an attack, they’d probably be allowed to do so. Israel is deeply embedded in Azerbaijan, and has been for the last two decades.” As expected, Azerbaijan denies any of this.

Picture1.pngFigure 1 המרחק בין בסיס סיטאלקיי לאיראן (צילום: Google)

Picture2.jpgFigure 2 בסיס סיטאלקיי באזרבייג’ן. עשוי לשמש את ישראל (צילום: Google Earth, GeoEye) Just as it was in Israel’s interest to covertly (Iran-Contra) sell arms to Iran during Iran’s battle with Saddam Husayn’s Iraq, Azerbaijan and Israel cooperate as their varied interests complement each other. Israel requires surveillance of and staging grounds for any potential offensive against Iran. Azerbaijan needs state-of-the-art offensive military weaponry from Israel. During September 2015, in one of many visits to Baku, Azerbaijan by Israeli Knesset members, the chairman of the parliamentary security commission Oren Khazan and the head of the Safadi International Diplomatic Center, Israeli politician Mendi Safadi brought a package of proposals to fight the Armenian lobby. Safadi stated, “I have always been on the side of Azerbaijan, and we are ready to provide protection and assistance to the Azerbaijani side in neutralizing the influence of the Armenian lobby in the U.S. Congress, EU structures and international organizations.” From this point on, an organized anti-Armenian media and political campaign strengthened. Israeli policymakers had to weigh the potential benefits of a covert agreement with Azerbaijan that factored in billions of dollars-worth of arms sales, a crude oil supplier, and a base of operations against Iran versus any potential off-setting benefits that would take into account Armenia’s current status. Armenia lost. Could Israel have stipulated that its weapons sold to Azerbaijan could not be used against Armenia? It could have, but Azerbaijan would reject such conditions. Israeli calculations put Armenians and ethical matters at the bottom of the priority pile. Israel has seen the usefulness of Turkey’s expansionist neo-Ottoman policy. Turkey itself and its use of Islamic jihadists against Syrian President Bashar al-Assad serves an Israeli goal of sending Syria decades back in development. Turkey’s Erdogan makes many anti-Israeli claims, including that Jerusalem is Turkey’s, but Israeli-Turkish trade has not suffered; instead, it has expanded. Israel’s policymakers could see the writing on the wall after Azerbaijan demonstrated its military incompetence during last July’s border flare-up with Armenia. Immediately, Turkey took the initiative and engaged in substantial war games with Azerbaijan, keeping an unknown amount of material and advisors on the ground. On September 27, Azerbaijan began its most massive offensive against Nagorno-Karabakh and its indigenous Armenian population. Some Israelis pronounced support for Armenia; most others did not. Some Israelis and agents of Israel still claim that Armenia supports Iran or visa-versa. Yet trade between Iran and Azerbaijan has expanded to well over twice that of Armenia’s and Iran’s. In any event, just as Erdogan claims Jerusalem, talk is cheap. Israeli arms and Turkish-Azerbaijani-Israeli-sponsored PR are destroying Nagorno-Karabakh and its people. The silly arguments that “guns don’t kill people, people do,” also breaks down as quickly as guns intercepted in tunnels under Gaza. Erdogan’s lip service to the Palestinian Cause while discriminating against them is one thing, while his claim made on July 14, 2020, that “we will continue to fulfill this mission, which our grandfathers have carried out for centuries, in the Caucasus again,” is something else. Erdogan’s outburst is a reference to the Turkish genocide of the Armenians. Turkish arms and soldiers are killing Armenian civilians and not just military personnel. Turkey’s import of Islamic Jihadists from Syria and Libya into Azerbaijan are decimating Armenians with Israeli weapons and communications gear. Without Turkey and its imported Jihadist thugs, Azerbaijan would never have attacked Nagorno-Karabakh, thus defining the limits of its sovereignty. Does Israel hope Turkey militarily penetrates the Caucasus, both cutting off Russia and perhaps fomenting an Azerbaijani-speaking Iran insurrection in Iran’s northwest? Perhaps. Aliyev thought his blitzkrieg on the Armenians would be over in less than a week, yet the attempted Azeribaijani incursion has dragged into its fifth week. The Turks planned for at most two months of attacks. Perhaps with the Armenians fighting for their very existence, the result will be a government collapse in Azerbaijan. Sun Tzu, the renowned author of The Art of War, wrote, “There is no instance of a country having benefited from prolonged warfare.” We might never know if Israel is directly providing intelligence to Azerbaijan in its war against the Armenians. The truth will eventually be revealed, as such secrets are the most fleeting. In 1992, when I was an avid user of an early version of social media (the term hadn’t been invented yet) called UseNet, I was approached by an ex-coworker who was the chairperson of a local Zionist Council, just west of Boston, MA. I was asked why I still posted eyewitness accounts of Azerbaijani pogroms against Armenians in Soviet Azerbaijan that occurred two years earlier. I found this question odd and the tone arrogant, considering that we both spent much of our free time at work discussing common aspects of the Holocaust and the Turkish genocide of the Armenians. I told this person I was informing the world about what was happening to my people, just the way I thought she wished the world knew about what was happening to her people in Poland during WWII. In response, I was told that my postings had a harmful impact on Azerbaijan, which was developing a relationship with Israel. What was a friendship between us, in one phone call, degenerated into “we both will go our separate ways.” A rather foreshadowing incident. Why Russia is threatening military intervention against Azerbaijan and Turkey

Russia is threatening military intervention if Azerbaijan refuses to enjoin a lasting cease fire in its ongoing conflict with Armenia. In a statement, the Russian foreign ministry warned that "Russia will render [Armenia] all necessary assistance if clashes take place directly on [its] territory."

Centered on the disputed territory of Nagorno-Karabakh, the conflict has been raging since late September. Until now, however, Russia has played a passive role. Vladimir Putin's government has sought to broker a durable cease fire, even cooperating with the European Union and Washington in that pursuit. Unfortunately, none of these ceasefires has held for more than a few hours. Russia's new announcement is designed to alter that equation, with particular focus on Turkey.

Motivated by a longstanding hatred for Armenia, and by a desire to advance an Islamist imperial leadership narrative, President Recep Tayyip Erdogan is fueling Azerbaijan's military efforts. Since the fighting began, Erdogan has provided Azerbaijan with direct and indirect military support, including intelligence, drones, arms, and the deployment of Turkish-led militias. Where cease fire talks have been underway, Erdogan has pressured Azerbaijan to continue fighting and increase pressure on Armenia. This has prevented the stabilization of conditions on the ground and led to growing civilian suffering.

This Turkish obstinacy has aggravated Putin. Russia has good relations with both Armenia and Azerbaijan, and does not want an out of control war raging on its southern border. Making his displeasure clear, Putin last week had the Russian air force bomb a Turkish militia position in Syria. Dozens of fighters were killed. It was a message: keep up your conflict stoking, and I will make you pay for it. Moscow's latest warning of military intervention in Armenia's support is a follow-on red line to Erdogan. In effect, Putin is saying that unless Turkey backs off from fueling the conflict, Russia will pummel Erdogan into an embarrassing climb down. Putin is gambling, likely correctly based on prior experience, that Erdogan will take note of his anger and back down. When it comes to the crunch point, the Turkish leader has shown a reluctance to go eyeball-to-eyeball with the ex-KGB man.

It's either Erdogan's support for a serious cease fire, or a localized conflict will take on a new international flavor. Considering that Turkey is a NATO member state (whether it should still be is another matter), let's hope its the former.

The role of mercenaries will grow, Azerbaijan will increasingly rely on them

20:54 02.11.2020

The crush of the land forces and infantry of Azerbaijan does not mean that the Azerbaijani aggression will not continue, the representative of the Ministry of Defense Artsrun Hovhannisyan said in an interview with Radio Liberty.

“I mean the infantry and armor of the adversary’s land forces. For example, the artillery forces of the adversary had less losses than the infantry. I do not mean that they are so weak that they will not attack. Right now fights in the direction of Martuni continue. They will attack with mercenaries, the leadership of the Turkish subdivisions etc,” the representative of the MoD said.

Artsrun Hovhannisyan says the role of mercenaries will grow. “Azerbaijan will rely on mercenaries. Fewer armored vehicles appear in our sight, there are smaller cars which are closer to the mercenary tactics,” he noted.

Le Figaro article calls for Europe to sanction Erdogan, halt Turkey’s expansionist policies

The Le Figaro article by Nicolas Baverez says Europe should stop Turkish accession to the EU. (Screenshot)

  • Historian and writer Nicolas Baverez launches scathing attack against Turkish president and the ‘Islamist movement’

PARIS: A renowned French author has called for European powers to halt Turkey’s expansionist policies and place sanctions on President Recep Tayyip Erdogan.

In an article in Le Figaro, historian and author Nicolas Baverez said now is the time for Europe to harden its position by practicing a firm policy towards Turkey.

He said Europe should stop Turkish accession to the European Union, place sanctions against Erdogan and his relatives and offer support for Greece and Cyprus.

Baverez said that since rising to power, Erdogan, who leads the Justice and Development Party (AKP), has gradually tightened his control over the machinery of the state, placing his relatives in sensitive posts and terrorizing the population in an “unprecedented totalitarian drift.”

Internationally, Erdogan has pursued aggressive policies that have destabilized the entire region, especially by engaging in wars in Syria, Libya and the Nagorno-Karabakh region disputed between Armenia and Azerbaijan.

Baverez also accused Turkey of supporting Islamic extremism at the expense of moderate Sunni countries and aiming to present itself as the Sunni world’s leading force.

“At the same time, Turkey’s resurgence on the regional scene comes as part of Erdogan's effort to rebuild the hegemony of the Ottoman Empire,” Baverez said.

He argued that Turkey is increasingly distancing itself from Europe and NATO.

The purchase of Russian military equipment, the conflict with Greece and Cyprus, and recent tensions with French President Emmanuel Macron, have added to Turkey’s isolation.

Erdogan and Macron have been at loggerheads in recent weeks after the Turkish president attacked France amid the aftermath of an extremist murder of a French schoolteacher.

Samuel Paty was beheaded last month after showing students cartoons depicting the Prophet Muhammad during a discussion about freedom of speech.

Erdogan, whose politics are rooted in Islamist ideology, attacked Macron over his response to the atrocity, sparking a war of words.

Writing in one of France’s most esteemed publications, Baverez said the creeping Islamization of Turkish society is becoming increasingly contradictory with the republican and secular state of France, “which seems to aggravate the animosity of Erdogan and Turkey towards France in particular and Europe in general.”

“Turkey is currently experiencing a severe economic crisis, as well as a COVID-19 pandemic that has caused a health crisis,” Baverez said. “These difficult conditions pushed Erdogan to even more radical positions, in an effort to mask his problems and distract the population from their daily problems.”

The historian said Erdogan has interpreted Europe’s conciliatory “carrot and stick” strategy as weakness, leading him to increase pressure especially with Greece and Cyprus.

“The time is right to limit Turkish expansion and stem the Islamist movement,” he said.

A version of this article originally appeared on VICE France.

No one really knows how many people have died since fresh fighting over Nagorno-Karabakh broke out at the end of September.

According to officials in the contested region, which lies within Azerbaijan but has been under the control of ethnic Armenian forces backed by Armenia since a war there ended in 1994, 1,200 people have died, including dozens of civilians.

Azerbaijan has not disclosed military casualties, but says at least 91 civilians have died. Russian President Vladimir Putin meanwhile said last month that the overall death-toll was almost 5,000.

Acclaimed French photographer Adrien Vautier spent October documenting the war in Nagorno-Karabakh, including time at the frontline. Between the aerial bombardment and the incessant noise of drones flying overhead, many people are hiding underground, others have fled to the Armenian capital of Yerevan. Hospitals see fresh casualties every day. These are some of the photos, shared exclusively with VICE News, that Vautier sent back.

The raising of the Armenian flag took place on Friday morning in front of the city hall of Alexandroupolis and in the presence of a large part of the Armenian Community of the northern Greek city, Mayor Ioannis Zampoukis, as well as the President of the Municipal Council, Dimitris Kolios, Evros24 reported.

The Municipal Council of Alexandroupolis during its meeting last Thursday proceeded to issue a resolution in support and solidarity with the Armenian people, and it was decided to raise the Armenian flag next to the Greek one.

This will take place in the first week of each month for as long as the Turkish-sponsored invasion of Artsakh by the Azerbaijani and Syrian mercenaries continues.

“We have many friends, many liaisons who live and work in the Municipality and our city… it is the least we can do, both to the tested people of Armenia and to their brothers who live in our city,” Zamboukis said.

1-2-2.jpgMayor Ioannis Zampoukis.

“Unanimously, the joy and pride of all the Armenians of Alexandroupolis. Many Municipalities proceeded to a resolution of support to the Armenian Nation, few Municipalities raised the Armenian flag next to the Greek symbol of Greece ” noted in her turn Ms. Saharakontou the mayor and the president of the Municipal Council.

Mayor Alexandros Chrysafis raised the Armenian flag alongside the Greek one following a decision of the Serres City Council to support the people of Armenia in defending their indigenous land.

It should also be noted that Thessaloniki did not hesitate to offer a helping hand to Armenians, with dozens of boxes of medical-pharmaceutical materials gathered and delivered to the Armenian community of Thessaloniki to be shipped to Armenia.

A Cypriot Member of the European Parliament called on the European Union to stop “the criminal actions of the Azeris and Turks.”

MEP Lefteris Christoforou of the European People’s Party made the comment on Twitter.

“The criminal actions of the Azeris and Turks against our Armenian Brothers in [Artsakh] continue unabated. The EU has a Historical Responsibility and I call on the EU to stop now, the new Genocide against the Armenian people in Artsakh,” the MEP said on Twitter.

— LefterisChristoforou (@LefChristoforou) November 1, 2020

The Cypriot MEP is known for constantly tweeting “Armenian Brothers” and is an avid critic of the Turkish-sponsored invasion attempt of Artsakh by the Azerbaijani military and Syrian mercenaries which began on September 27.

Christoforou is not the only Cypriot MEP that avidly backs Armenia. He is also joined by Loucas Fourlas and others.

Since the invasion attempt of Artsakh began, there have been numerous Azerbaijani atrocities against the Armenians such as the beheading and mutilation of soldiers, the killing of a disabled man and his mother, and the slaughter of a 73 year old man.

The Greek minority in Armenia and Artsakh are also fighting against the Turkish-sponsored invasion attempt.

“The Greeks of Armenia are citizens despite many having a second citizenship – Greek. We were born, raised, educated here, our native language is Armenian, no matter how strange it sounds. Our men serve in the Armed Forces of Armenia, like all citizens of the country,” the President of the Greek Community in Armenia, Maria Lazareva, said.

“From time immemorial, the Greeks lived side by side with the Armenians, sharing their fate and pain with them. This means that at present not only the homeland of the Armenians is in trouble, but also the homeland of the Greeks in Armenia and Artsakh,” she continued.

“We, like the entire Armenian people, want and demand peace, we want to live peacefully in our homeland, in our homes. But now it is simply impossible because if our soldiers lay down their arms, it will be another genocide.,” she said.

“For us, this war is not over some piece of land, it is a holy war for survival, as we call it in Armenian “goyapaykar” – a struggle for survival,” the community leader added.

Armenians: Israel not 'most moral army' after arms sales to Azerbaijan

Israeli arms sales to global hotspots of conflict has grabbed headlines again. This time Armenians living in the Zionist state who gathered in Tel Aviv to protest in front of the country’s major broadcasting companies, demanding they cover Israel’s role in supplying arms to Azerbaijan.

Details of the protest was covered by Asbarez, an Armenian-American bilingual daily newspaper. “The weapon of ‘the most moral army in the world… the only democracy in the Middle East,’ as Israel presents itself, is used today to attack innocent civilians, women, children, the elderly, to bomb hospitals and churches,” said the paper while explaining the growing outrage against the Zionist state.

Protesters accused Israeli media of ignoring the country’s role in arming Azerbaijan which declared it was in a state of war with Armenia at the end of September. Israel is said to be supplying 60 per cent of Azerbaijan’s military’s armaments, including drones and deadly cluster bombs, which are banned by almost 100 nations.

Amongst the arsenal sold by the Israelis to Azerbaijan is a “suicide drone”, or “kamikaze drone”. It’s estimated that as many as ten of these lethal weapons have been sold to Azerbaijan.

“Silence kills,” protesters said. “Six million Jews were murdered in the Holocaust because the world remained silent. We came to remind the media that a country dealing with the collective trauma of the Holocaust has no moral right to contribute and turn a blind eye to the other nation’s Genocide.”

Israeli arms sales to some of the biggest hotspots of conflict is a common theme that’s drawn criticism from the UN. In 2019 the UN slammed Israeli arms sales to Myanmar in its Rohingya genocide report.

Yesterday the BBC predicted a new “arms race” in the Middle East led by Israel and the UAE. The two countries normalised relations in August.

Karabakh President: I want to assure Lavrov that we have succeeded in killing more than half of terrorists
21:54, 03.11.2020

President of Artsakh (Nagorno-Karabakh) Arayik Haroutyunyan posted the following on his Facebook page:

“Dear compatriots,

Today Minister of Foreign Affairs of the Russian Federation Sergey Lavrov made an interesting statement in which he stated that there are almost 2,000 terrorists who have been brought to the region. I would like to assure Mr. Lavrov that Artsakh has succeeded in destroying more than half of those terrorists during the fight against terrorism (they have either been killed or wounded), and we will lead a more resolute battle in the near future in order to eliminate those who have stayed alive.

As a matter of fact, during the battles, Azerbaijani units send those terrorist groups in the front, controlling their movement through weapons from the rear and firing at them in case they retreat.

This is our last war, and we’re going to fight until the end.

P.S. Spreading this information among Syrian users is encouraged since the relatives of the terrorists fighting against the peace-loving people of Artsakh must know the truth.”

Stepanakert: It is unacceptable to identify Israel authorities with Jewish people
10:23, 04.11.2020

default.jpg

It is not normal when descendants of Holocaust victims sell weapons to neo-Nazis and they use them to commit a genocide of another people. Davit Babayan, Advisor to the Artsakh (Nagorno-Karabakh) President, stated this, commenting for Armenian News-NEWS.am on the sale of weapons by Israel to Azerbaijan and Turkey and the reaction of the Armenian society.

"Recently the purposeful work of the Azerbaijani-Turkish special services through different fake accounts for the purpose of stirring up anti-Semitism in the Armenian society is noticeable in different social networks. It is connected with the sales of arms by Israel to Azerbaijan and Turkey.

We believe that these attempts should not achieve their goal and affect the relations of the Armenian and Jewish peoples. Antisemitism, as well as any negative attitude on the basis of nationality, is disgusting and unacceptable. We have absolutely no claims to the Jewish people. The history and destiny of our peoples have much in common. Armenia is probably the only place on earth where there have never been manifestations of anti-Semitism on a state or public level.

ADVERTISING

For centuries, Jews have lived in Armenia and made up the majority of the population in some cities. No historical document has ever recorded the slightest case of anti-Semitism. We must support the historical heritage and in no way succumb to the provocations of the Azerbaijani-Turkish special services and some domestic users, who give in to emotions and push the topic, not really thinking it over," Davit Babayan said.

The Artsakh president's advisor noted that some circles in the government of Israel have very close ties with Azerbaijan and Turkey, which predetermines negative trends in the foreign policy of this state. "Business is business, but in fact, it turns out that some representatives of the Jewish people - people who survived the Holocaust, who became one of the main victims of fascism and Nazism, I emphasize - some representatives of the Israeli government, take advantage of the cooperation with Erdogan from the financial point of view. With this man who worships Hitler, for whom Hitler is an idol, who has declared to the whole world that Hitler is the best example of an effective leader for him. That is, they cooperate with the henchmen of Nazism, with neo-Nazis.

This is unacceptable. We know that the public in Israel does not accept such behavior and that there is a very serious discontent in Israeli society. Therefore, one also should never equate the authorities of Israel and the Jewish people. This is only a limited circle of businessmen from the authorities, and the weapons they are selling to the hands of Nazis lead to a genocide of the Armenian people. The Armenian nation has a lot in common with the Jewish people. Thus, the situation is rather paradoxical.

But I am more than sure that everything must be done to ensure that the ties between the Armenian and Jewish people do not suffer in any way from the activities of these sorrowful representatives of the Israeli establishment," Davit Babayan stated. He also cited Stalin's rejected proposals to exterminate the German people during the war as a historical example. "But while everyone in the German leadership at that time was a Nazi, not everyone in the Israeli government has business ties with Erdogan and Aliyev. The Jewish people themselves understand the paradoxical situation, and that someone in the government shows disrespect for the victims of the Holocaust," concluded the advisor to the President of Artsakh.

Disguised as Armenian troops, Azeri commandos ambush AMBULANCE and kill doctor who hurried to help

YEREVAN, NOVEMBER 4, ARMENPRESS. An ambulance carrying a wounded soldier from the frontline was ambushed by Azeri troops in Artsakh, and Armenian combat medic Sasha Rustamyan was gunned down, the Rector of the Yerevan State Medical University Armen Muradyan said.

The Azeri troops were disguised in Armenian military fatigues, and when the Armenian medics saw them they stopped the ambulance. Then, Sasha Rustamyan, a military doctor, exited the ambulance and approached them to see how he can help, only to be shot dead by automatic gunfire. The Azeri sabotage team then started shooting at the ambulance, which crashed into a gorge.

“Sasha Rustamyan’s mission doesn’t stay unfinished: despite multiple traumas, the wounded soldier in the ambulance and the driver survived,” Muradyan said.

Rustamyan, a graduate of the Military Medicine Faculty of the Yerevan State Medical University, is remembered as a “well trained officer and a doctor faithful to his oath” by his dean Vardan Tsaturyan.

“The on-duty combat medic who was hurrying to provide help will forever remain an immortal hero in the history of the Armenian people”, Muradyan said.

Nagorno-Karabakh: The Caucasus Time Machine

BESA Center Perspectives Paper No. 1,799, November 4, 2020

EXECUTIVE SUMMARY: No major power has attempted in earnest to mediate the Nagorno-Karabakh crisis, and some have actively participated in keeping the situation ablaze. Both Armenia and Azerbaijan have been actively preparing for hostilities, but Armenia finds itself at a political and military disadvantage.

Anyone who has been following world politics for the past 30 years must feel overwhelmed these days by déja vu. At times it seems as though decades-old headlines are being recycled.

The conflict between Armenia and Azerbaijan in Nagorno-Karabakh is one example of this phenomenon. The conflict was artificially created by the Soviets, starting with Stalin, who paid special attention to the Caucasus and the drawing of its borders in order to ensure that nobody there would feel confident, secure, or satisfied. The clash flared up in the last years of Soviet Union, culminating in direct military conflict and an Armenian victory—and both sides thoroughly exhausted.

That did not end the conflict, which continued to simmer and occasionally reached boiling point. No major power seriously attempted to mediate the crisis, and some actively participated in keeping it ablaze. Both sides have been actively preparing for the resumption of hostilities, but it is now Armenia that finds itself at a political and military disadvantage.

In the early days of the conflict, Armenia made a strategic decision to align itself with Russia and its interests in the region. That approach paid huge dividends in the early 1990s, with Russia aiding Armenia with military equipment, training, and even direct assistance to ensure that it would emerge victorious in the war with Azerbaijan. This over-reliance on Russia continued to be the main pillar of Armenian foreign policy, culminating in a defense pact between Armenia and Russia. Only a few months ago, the countries held joint military exercises with thousands of troops from both countries involved.

But Russia is never playing with only one deck. Over the last few decades it has become a major supplier of military hardware to Azerbaijan as well as Armenia, and has become a major economic partner of that oil-rich Caspian country. Armenia, when compared to Azerbaijan, is relatively poor. Given the duplicity of Russia’s interests, Yerevan is thus left at a significant disadvantage in this political triangle.

That is not Armenia’s only failure. Another, and perhaps even larger, strategic mistake is the country’s relative isolation on the world stage. This is especially striking given the established and financially successful Armenian diaspora in the West, particularly in France and the US. These communities, which are prosperous and politically influential, have nevertheless failed to articulate Armenia’s security concerns for their respective governments and the general public. In its powerful diaspora, Armenia possesses strategic leverage that only a few small countries can boast, but that advantage has been wasted.

This represents a catastrophic blunder on the part of successive Armenian governments and is a clear indicator of their strategic blindness. Even with Armenia’s recent attempts at warming its relationship with the US and Europe, Western public opinion is unfamiliar with the conflict and not ready to accept the arguments of either side. Armenia’s friendly relationship with Iran does not help its world standing either, but one can argue that in that region countries are not necessarily at liberty to be picky about their friends.

Azerbaijan has oil. It is a country run by a single family, the Aliyevs. It is a Shiite-majority fiefdom run along the lines of the UAE, but with an inept and kleptocratic authoritarian regime. That regime has been on a major arms-buying spree, purchasing arms from Russia and recently from Israel.

On a strategic level, Armenia is in conflict with Turkey, not Azerbaijan. Certain sectors of Turkey, with President Erdoğan as their representative, have never made peace with the fact that they failed to finish off Armenia completely. Turkey’s involvement in this conflict thus contains a pathological aspect.

Erdoğan, with his revanchist imperial strategy, wants to present Turkey as the defender of all Muslim and Turkic people. But in the Caucasus, his ambitions clash with similar imperial sentiments held by Vladimir Putin. This rivalry is as old as both respective empires.

If one is to believe recent reports, Ankara is ramping up its direct involvement in the conflict. It allegedly shot down Armenian SU-25s in Armenian air space and is recruiting and sending Syrian mercenaries to the area in an attempt to replicate the approach it took in Libya.

Everyone is awaiting Russia’s response—but Putin is very careful, and he has apparently calculated that he will not step into this quagmire despite Moscow’s military agreement with Armenia. The conflict, after all, plays into his strategy for the regions surrounding Russia, in what the Kremlin calls the “near far.”

Russia’s goal is to destabilize its neighbors by creating semi-independent states that are quietly stage-managed by Moscow, giving the Kremlin the power to control the political temperature in those countries. Russia may want to sustain the current conflict for a little while for the purpose of weakening Armenia a bit more and then coming in as peacemaker. The end result would render Armenia even more dependent on Russia than it is already.

Russia will not allow Armenia to crush Azerbaijan, as doing so would provoke Turkey to openly enter the conflict—which in turn would force Russia to intervene directly. Sadly, a peaceful resolution to this conflict—if one is even possible—is not currently on the table.

Putin says Russia is doing its best to end the Nagorno Karabakh conflict

Russian President Vladimir Putin assured that the Russian side is doing and will do everything in its power to end the conflict in Nagorno-Karabakh, TASS reports.

“You know, Russia is doing everything that depends on us so that the conflict in the South Caucasus ends as soon as possible in order to save the lives of people who stand opposite each other and, unfortunately, still see each other in the sights of machine guns and rifles. and use weapons against each other,” Putin said at a meeting with representatives of religious associations.

The Russian leader expressed his conviction that the goals of the opposing sides can be achieved during a peaceful negotiation process.

“In any case, we are in contact with both Armenia and Azerbaijan. I hope that we will be able to achieve a result, and on such a basis that would suit all people living in the region,” he concluded, emphasizing that this should be achieved through peaceful means.

Failed propaganda by Azerbaijan (video)

While a number of prominent media outlets, politicians and leaders of countries talk about Turkish-Azerbaijani terrorist groups and Syrian mercenaries fighting against Artsakh, Baku is desperately trying to prove that the terrorists are actually fighting on the Armenian side, presenting falsified “evidence.”

Azerbaijan's Aliyev declares victory over Armenia, denies Syrian mercenary deployment

  • Nov 04 2020 04:45 Gmt+3
  • Last Updated On: Nov 04 2020 04:47 Gmt+3

Azeri President Ilham Aliyev said on Wednesday that Armenia's call for Russian military cooperation on Nagorno-Karabakh dispute meant Azerbaijan's victory over Armenia.

On Oct. 31, Armenian Prime Minister Nikol Pashinyan formally asked Russian President Vladimir Putin to begin "urgent" consultations on providing security amid a conflict with Azerbaijan. Pashinyan said in his letter to Putin that hostilities were getting closer to Armenia's borders and reiterated that Turkey was backing Azerbaijan in the ongoing conflict that erupted on Sept. 27.

"Prime Minister Pashinyan sent a letter to President Putin asking for military assistance. This means admitting their military defeat and our victory," Aliyev said in an interview with Italian newspaper La Repubblica.

He also said Azeri military was capable to gain victory on its own and denied claims that mercenaries from Libya and Syria were deployed in the region to support Azerbaijan. France, Armenia and Iran accused Turkey of sending Islamist militia to the region.

"On many occasions, I have referred to this issue and said that this is not true. I don't know why this information was circulated, and still is being circulated," Aliyev said.

Russia’s Foreign Minister Sergei Lavrov said on Tuesday that Moscow had intelligence that some 2,000 mercenaries are fighting against Armenian forces in Nagorno-Karabakh.

"We have repeatedly called on external players to use their capabilities to prevent the transfer of mercenaries, whose number in the conflict zone, according to available data, is already approaching 2,000," Lavrov said in an interview with Russian daily Kommersant.
