Based on the urgent examination of the materials provided by the fact-finding mission of the Human Rights Defender's Office of Artsakh, it has been confirmed that Azerbaijan has used phosphorus projectiles, ARMEPRESS was informed from the Facebook page of the Human Rights Defender of Armenia Arman Tatoyan.

''Azerbaijan is using, as the current data confirms, Phsophorus munitions over Nagorno Karabakh setting fires to the forests which are next to civilian communities.

Armenia’s Human Rights Defender’s urgent investigation results; fact-finding activities of Artsakh Human Rights Ombudsman confirmed not only this fact, but also the fact that during days and nights many civilians are hiding in these forests from Azerbaijani military attacks.

These munitions have clear effects of mass destruction for environment; now are also used against civilians by Azerbaijani military forces and in this context are forbidden under international law.

These phosphorus munitions are weapons which use one of the common allotropes of the chemical element phosphorus. White phosphorus is used in smoke, illumination and incendiary munitions, and is commonly the burning element of tracer ammunition'', he wrote.

The Azerbaijani military’s use of banned phosphorous munitions against Artsakh not only intends to inflict damage on the Armenian forces but also aims to cause massive forest fires and create real environmental disaster hazards in the area, the Armenian Ministry of Defense said, releasing a video from the attack where the Azeri military used the phosphorus munitions which contain elements of chemical weapons.

“The hostile force used phosphorous munitions containing elements of chemical weapons in the Artsakh-Azerbaijani conflict zone, which is a gross violation of International Humanitarian Law, norms, and principles of Customary Law, Geneva Conventions, as well as the provisions of the relevant UN conventions and documents. Apart from the intent to inflict damage on the Armenian forces, the enemy also aims to cause massive forest fires and create real environmental disaster hazards in the area. Prohibition of the above-mentioned actions and the concomitant rights and values rest primarily in the realm of customary law, whereas the use of such weapons, which do not distinguish between military and civilian targets, while causing environmental disasters and possible human losses, constitute war crimes,” Defense Ministry spokesperson Shushan Stepanyan said.

Prime Minister of Armenia Nikol Pashinyan has addressed a letter to President of the Russian Federation Vladimir Putin, presenting in detail the situation and challenges that are created as a result of the Azerbaijani-Turkish military aggression against Nagorno Karabakh.

In particular, the PM underscored the fact of foreign militant terrorists from the Middle East being transferred to Azerbaijan to fight against Nagorno Karabakh.

“Taking into consideration that the combat operations are nearing the border of the Republic of Armenia, the facts of infringements against the territory of the Republic of Armenia that have already taken place, the Armenian Prime Minister has applied to the President of the Russian Federation to launch immediate consultations to define the types and volume of support that the Russian Federation can provide to the Republic of Armenia to ensure its security, on the basis of the allied relations between Armenia and Russia and Article 2 of the 1997 August 29 Treaty on Friendship, Cooperation and Mutual Assistance,” the Armenian foreign ministry said.

STEPANAKERT, OCTOBER 31, ARMENPRESS. Shortly after the agreement in Geneva where Azerbaijan pledged it won’t target civilian settlements, the deal was again breached with Stepanakert City of Artsakh coming under another massive Azerbaijani bombardment.

The State Service of Emergency Situations of Artsakh told ARMENPRESS that the city woke up to sounds of explosions starting from 07:08. This time the Azeri military targeted the central market of Stepanakert City, with heavy damages inflicted. A part of the public infrastructure was destroyed.

Another strike destroyed a residential home, with nearby apartments also being damaged. According to preliminary information no one was hurt in this attack.

Babayan called this claim as another absurd statement by Azerbaijan. “Now they will start to release such absurd data, when we have factual evidence: Syrian militants whom we managed to capture. Neo-Nazi is Erdogan himself who officially states that Hitler has been the most effective figure”, Babayan said.

Earlier Stepanyan reported that the Azerbaijani military has breached the Geneva pledge and again targeted civilian settlements, namely the town of Shushi.

Russia will provide all the necessary support to Armenia if the clashes move directly to the territory of Armenia, Russian Foreign Ministry said in a statement made over Armenian Prime Minister Nikol Pashinyan’s October 31 letter addressed to President of Russia Vladimir Putin.

“In response to the request of Armenian Prime Minister Nikol Pashinyan addressed to Russian President Vladimir Putin to launch consultations for defining the types and volume of support which Russia can provide to Armenia aimed at ensuring its security, we reaffirm the commitment to Russia’s allied obligations to Armenia, as well as within the frames of several articles of the 1997 August 29 Treaty on Friendship, Cooperation and Mutual Assistance, concrete actions are supposed in case of threat of armed attack or aggression against each other’s territory.

According to the Treaty, Russia will provide all the necessary support to Yerevan if clashes move immediately to Armenia’s territory.

We once again call on the Nagorno Karabakh conflicting sides to immediately cease the fire, mitigate the tension and return to comprehensive negotiations aimed at achieving peaceful settlement based on fundamental principles, in accordance with the agreements reached by the Russian, Armenian and Azerbaijani foreign ministers on October 10”, the statement says.

In a now deleted Facebook post, Ibrahimov called for creating "a gang of killers", also referencing Turkey's Genocide of 1.5 million innocent Armenians who he said were treated "in a language they understood."

Hate speech and calls for violence against Armenians have surged to an unprecedented level in Azerbaijan, especially amid Baku's aggression against Nagorno-Karabakh. Azerbaijani troops kill more Armenian prisoners of war

PanARMENIAN.Net - Azerbaijan has committed more war crimes, killing captured Armenian servicemen again. A video spreaded by Azerbaijani social media users shows the bodies of 19 Armenian servicemen. Some of them are naked, at least four of them have their hands tied behind their backs.

"It is clear that the handcuffed soldiers were war prisoners before being killed. Azerbaijan continues to ignore the norms of international humanitarian law and commit new war crimes," the Nagorno-Karabakh (Artsakh) Human Rights Defender reports.

The Azerbaijanis earlier filmed their torture and brutal murder of two Armenian prisoners of war, one of them a civilian. In another video published by Twitter users, an Azerbaijani soldier is seen using a handgun to shoot a wounded Armenian serviceman in the head at close range.

Azerbaijan, with help from Turkey and Syrian and Libyan mercenaries deployed by Ankara, started a war against Karabakh (Artsakh) in the morning of September 27. Researcher: Syrian minors among mercenaries deployed to Azerbaijan

PanARMENIAN.Net - 150 additional Syrian mercenaries, recruited by Mohammed al-Jassim “Abu Amsha”, the commander of the Turkish-backed Sultan Sliman Shah Division in Syria, were deployed to Azerbaijan 11 days ago (around October 20), prominent Israeli researcher Elizabeth Tsurkov said on Twitter Friday, October 30. According to her, Syrian minors are also being transferred to the conflict zone.

Tsurkov said the fighters were lied to and told they'll be going to Libya, where the faction is also deployed.

"Only after departing Syria, the fighters learned they'll be taken to Azerbaijan instead, to where some did not wish to deploy due to high casualty rate among Syrians (while fighting in Libya has paused). According to one of the fighters deployed, many in their ranks are minors," Tsurkov said.

"I've documented the recruitment and deployment of child soldiers in the ranks of Turkish-backed factions (including specifically Sultan Sliman Shah) in Syria and Libya. It is disturbing to hear that Syrian minors are also being taken to fight in Azerbaijan."

In the war against Artsakh (Nagorno-Karabakh), the Turkish armed forces are supporting Azerbaijan militarily, also by transferring terrorist mercenaries from Libya and Syria to fight against Karabakh. Armenia was the first to report on Turkey's deployment of thousands of Syrian fighters to Azerbaijan. International media publications followed suit, as did reactions from France, Russia, Iran and Syria. The Nagorno-Karabakh Defense Army has already unveiled footage of the interrogation of one such terrorist captured on the front.

The situation between Armenia and Azerbaijan continues to escalate. It is learnt that Russia has sent its troops to help Armenia, implying the war is likely to further aggravate in the days to come. The situation is dire and it has caused even the Prime Minister's wife to pick up the gun to fight the enemy. Anna Hakobyan, wife of Armenian Prime Minister Nikol Pashinyan, has also started preparing herself for the worst.



Anna taking part in military exercises


Anna along with her friends has started taking part in difficult military drills. She is taking military training. There are 13 women, including Armenian Prime Minister’s wife, in this squad who are preparing themselves to fight against Azerbaijan in disputed Nagorno-Karabakh area. This squad is being trained to fire rifles and other sophisticated weapons.


Enthusiasm in the Armenian Army


The decision of Anna to take part in military drills has boosted the morale of Armenian soldiers. 42-year-old Anna is staying like ordinary soldiers in the military cantonment. Recently, she had also warned Azerbaijan and said her country will not bow before an enemy in any case. Not only her, but Armenian Prime Minister’s 20-year-old son is also planning to volunteer in the fight.


Battle is on since September 27


Both countries are engaged in fight to take control of Nagorno-Karabakh area since September 27. So far, more than 5,000 people from both sides have lost their lives in this war as per the figure released by Russia. However, actual numbers are said to be far greater than what Russia has reported.


All three ceasefire talks failed


Three ceasefire talks have been held in this regard since October 10, however, on all three occasions, Armenia and Azerbaijan have started shelling on each other soon after reaching the agreement. Recently, American Foreign Minister Mike Pompeo have met foreign ministers of both the countries in Washington separately. Later, ceasefire was announced on humanitarian ground, however, both sides started firing on each other’s post minutes after the discussion.

Heading towards World war?


Continuous firing from Azerbaijan side and announcement made by Turkey to send its troops to help Azerbaijan has also alerted Russia. Russia President Vladimir Putin has deployed its border guards on Nagorno-Karabakh area on Armenia side. It is understood that if Turkey makes any other move to help Azerbaijan, it will have to face Russian Army. Russia has earlier warned that if something like this happens between the two countries, it will be very difficult to stop it from turning into a world war.

Israeli Weapons Fuel Armenia-Azerbaijan Conflict and Grease Palms of Corrupt Elite

It’s common knowledge that Israel is one of the world’s largest arms exporters. As I reported in Jacobin Magazine, it exports to the most genocidal regimes on the planet, and fuels ethnic conflicts from South Sudan to the Phillipines.

Less known is the role Israel is playing the Nagorno-Karabakh conflict between Armenia and Azerbaijan. In fact, the latter’s largest cargo planes are landing several times a week at an Israeli military air base, loading up on Israeli weapons and ferrying them back to Azerbaijan, sometimes with stops along the way in Turkey, another Azeri military ally. Nor is this a recent development. Israel has been selling advanced weapons systems to the Azeris for years. And the deals haven’t stopped at weapons systems. Because of Azerbaijan strategic location sharing a long border with Iran, it becomes a major intelligence asset for Israel as it seeks ways to surveil its arch-enemy Iran and understand its military capabilities.

News reports have indicated that the Azeris have permitted Israel to refurbish an old Soviet-era airfield thus permitting Israeli drones and aircraft to fly reconnaissance missions directed at Iran. If Israel ever mounted an air assault on Iran and its nuclear facilities, such a base would prove invaluable given how difficult it would be for its war planes to fly directly from Israel to Iran. The Mossad has also opened a station in Baku in order to monitor Iran.

A nation as steeped in corruption as Azerbaijan doesn’t offer these “favors” cheaply. They come with a steep price tag. As you’ll see below, the price of a huge Israeli arms deal was nearly 10% in kickbacks to regime cronies. Access to an entire airfield on Iran’s border? As the commercial says: Priceless!

In another odd development, Israeli drone manufacturer, Aeronautics, sent technicians to Azerbaijan to demonstrate the capabilities of their products. The military officials then demanded that the Israeli drone handlers actually attack an Armenian military encampment to seal the deal. The technicians rightfully protested and refused to comply. They refused to become players in a conflict not of their making.

But the company was so desperate to complete the transaction that a corporate executive accompanying the mission himself flew the drone and attacked the Armenians. Though soldiers were injured, no one was killed. The drone operators filed a complaint with the defense ministry. The company was sanctioned for its behavior. But the Israeli military censor, seeking to avoid exposing an embarrassing moment in which Israelis directly intervened in a foreign military conflict, suppressed the identity of the Israeli company (though I reported it here).

Perhaps most alarming of all is Uri Blau’s expose for Haaretz revealing that another Israeli arms exporter, Israel Aerospace Industries, signed a huge $1.6-billion deal with Azerbaijan several years ago, one of the largest foreign contracts ever signed by an Israeli weapons maker. Now those weapons are likely killing Armenians on the battlefield and constitute a major advantage for Azerbaijan in Nagorno-Karabakh.

How did the Israeli company seal the deal? Did it offer the best quality product? Did it offer the lowest price? None of these. It offered a cash bonanza to the Azeri government officials and their cronies who approved the deal. $155-million, or nearly 10% of the entire value of the deal was paid into offshore accounts controlled by members of the Azeri elite. Before reaching those shell company accounts, the Israelis transferred the funds to Russian banks, in one of which oligarch Mikhail Prokhorov, the former owner of the Brooklyn Nets NBA team, has a majority interest.

screenshot-www.middleeasteye.net-2020.10Which indicates that the seamy trail of corruption which begin in Israel, meanders through dirty Russian oligarchs and ends in the hands of Azeri crooks, who use it to buy luxury cars and jewels for their mistresses, or villas on the French Riviera. Not to mention the role these transactions play in laundering the money so that it is moves from the dark and into the light of legitimate commerce.

Somehow, while Ben Gurion once rejoiced that the new Jewish State could even have its own Jewish crooks, thus achieving the ‘normalcy’ of any other nation, I’m not sure he had this in mind.

While the amounts spent on armaments by many of these purchasing nations are astronomical; and the enormous sums spent prove too enticing for the buyers to control their venality; nevertheless, Israel has proven to be a master of the bribe. Not only have arms exporters paid such bribes, but Israeli oligarchs seeking to pillage the natural resources of African countries have paid enormous bribes to kleptocratic rulers in order to gain commercial mining concessions.

Though Israeli officials will claim that there are regulations in place to monitor corporate behavior and constrain such corrupt dealings, the truth is that the defense ministry takes a hands-off approach to arms deals. These are huge money-makers for the Israeli economy. The prevailing attitude is: why mess with the goose that lays the golden eggs? As long as arms dealers are raking in the cash and fueling the country’s export boom, why complicate things by introducing foreign concepts like ethics and transparency?

In the case of the mining magnates, it wasn’t Israel that stepped in to restrain the rapaciousness of oligarchs like Dan Gertler. It was the U.S. Treasury which sanctioned him and embarrassed Israel by doing so.

There is little likelihood a foreign government will act against corrupt Israeli business practices in this region. So the killing will continue and Israeli weapons will play a major role in heightening the lethality of the conflict.

As Yossi Melman wrote about Israeli rockets destroying Armenian homes in Nagorno-Karabakh:

It’s hard to expect that Israel, which always decries rockets launched against civilians by Hezbollah and Hamas, will change its ways. Another country may have declared a suspension of shipments, even temporarily. In anything related to the Holocaust, to historical memory and to the sale of weapons, the hypocrisy of Israeli governments over the years is nothing new. The government’s current silence on the matter speaks volumes.

One final word: Israel is by no means the most corrupt country in the world; but it surely is one of the most corrupt among those western democracies to which it is so fond of comparing itself. Massive bribery may fuel growth and bring in contracts in the short run. But in the long run, major companies based in large western countries will steer clear of engaging in commerce with Israel in these fields. It will at some point have to crack down on such rampant venality if it wants to join the ranks of major western exporters of goods and services. In fact, studies show that economies overall suffer from such corruption, which tends to enrich the elite and bypass the rest. Israel, with one of the largest wealth disparities between rich and poor among OECD countries, makes this worse through its rampant corruption.

Report: Israeli arms manufacturers paid millions to Azeris through Russian bank

Following a FinCEN Files report that Israel Aerospace Industries paid suspicious sums to a reported slush fund for Azeri elites, new report reveals Russian involvement

Last month, The Times of Israel reported that Israel’s largest aerospace manufacturer, Israel Aerospace Industries, transferred at least $155 million in 2012-2014 to two companies that were reportedly used as a secret slush fund for Azerbaijan’s kleptocratic elite.


A new report published earlier this month on Russian investigative reporting website Important Stories reveals that a second Israeli state-owned arms manufacturer, Israel Military Industries Ltd (IMI Systems Ltd), transferred close to $5 million in 2017 to one of these two same “slush fund” companies.


In addition, Important Stories has reported, the bank accounts for these two offshore companies were serviced by the Russian bank International Financial Club, which is part owned by the wife of Sergei Chemezov, the CEO of Russia’s state-owned arms manufacturer and exporter, Rostec. In other words, a bank that is partly owned by the wife of a US-sanctioned Putin ally performed a key role in suspicious payments from two state-owned Israeli arms manufacturers to offshore companies reportedly controlled by members of the Azeri elite.


The Important Stories report is based on a suspicious activity report (or SAR) filed by The Bank of New York with the Financial Crimes Enforcement Network of the United States Department of the Treasury (FinCEN) in December 2017. The SAR became public as part of a leak of FinCEN documents that the BuzzFeed news site shared with the International Consortium of Investigative Journalists (ICIJ) and with 108 other media outlets and some 400 journalists around the world. Important Stories is the ICIJ’s partner in Russia.


The submission of a suspicious activity report to FinCEN does not mean that the individual or company mentioned in the document has done anything illegal. The transactions described in such reports can be part of entirely legitimate business activities that happened to conform to patterns that aroused the suspicion of the financial institution reporting them.


According to the Important Stories report, in December 2017, The Bank of New York filed an SAR concerning a $5 million payment from IMI Systems Ltd. to the British Virgin Islands company Jetfield Network.


Jetfield Network was founded in New Zealand in 2009 and was later incorporated in the Marshall Islands in February 2012. It originally described itself as engaged in commerce, including the buying and selling of construction equipment, but later branched out into “consulting services.”


The company’s beneficiary is Javid Huseynov, an Azeri man born in 1961. Huseynov is also the beneficiary of Larkstone Ltd., a company incorporated in Estonia, according to reporting by journalist Uri Blau and Hashomrim-the Center for Media and Democracy, which is ICIJ’s partner in Israel. Huseynov does not have much of a public profile and the Important Stories report suggested that he may be a nominee owner.


As reported by Blau and Hashomrim, Jetfield and Larkstone together received over $150 million in payments from Israel Aerospace Industries in 2012-2014, shortly after the company signed a $1.6 billion arms deal with Azerbaijan.


Important Stories further revealed that from June 2016 to May 2017 Israel Aerospace Industries paid $ 2.8 million to a British Virgin Islands firm called. Bakinshaat Group Ltd., whose website describes it as a construction company involved in government projects in Azerbaijan. According to Important Stories, all three companies, Jetfield, Larkstone and Bakinshaat Group, had bank accounts with International Financial Club.


Jetfield and Larkstone were revealed in a 2017 expose by the Organized Crime and Corruption Reporting Project (OCCRP) to be central nodes in what became known as The Azerbaijani Laundromat.


The OCCRP revealed that Jetfield and Larkstone paid money into companies that were used as a slush fund by cronies of the regime of Azerbaijani President Ilham Aliyev to purchase luxury goods as well as to buy good PR for the regime.


For instance, more than 2 million euros that left Azerbaijan, with a portion going through Jetfield, reportedly ended up in 2012 in the bank account of Italian politician Luca Volontè, Rome’s representative to the Parliamentary Assembly of the Council of Europe (PACE). Italian police suspect that in exchange for the payment, Volontè tried to soften the European Council criticisms of human rights violations in Azerbaijan. The investigation, launched in 2015, is ongoing.


According to Important Stories, it is odd that while Jetfield Network is registered in the British Virgin Islands, it was serviced by the Russian bank International Financial Club.


International Financial Club’s main shareholder is a businessman by the name of Mikhail Prokhorov (he owns 47.8%). Interestingly 6.5% of the company’s shares are owned by Ekaterina Ignatova, the wife of the head of Rostec, Sergei Chemezov.


Chemezov is CEO of Rostec, the state-owned Russian conglomerate that controls weapons manufacturing in Russia. Chemezov is under US Treasury Department sanctions for being a Russian government official and is barred from entering the United States. The Treasury Department has described Chemezov as “a trusted ally of President Putin, whom he has known since the 1980’s when they lived in the same apartment complex in East Germany.”


According to Important Stories, in 2016 compliance officers at The Bank of New York got in touch with International Financial Club to ask why a company from the British Virgin Islands was being serviced by a Russian bank and why it had received funds from an Israeli arms supplier to Azerbaijan.


International Financial Club replied that Jetfield Network had had an account with the bank since August 2015 and that its main activity was providing consulting and marketing services.


In 2009, Israel became a signatory to the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions, which criminalizes bribery of foreign government officials.


According to Important Stories, while it makes no sense on its face that two state-owned Israeli arms manufacturers would need a Russian bank to transfer payments to offshore companies associated with the Azeri elite, this pattern of payments suggests that “the owners of the International Financial Club and the people behind the offshore intermediaries may have a close relationship… because in such ‘delicate transactions,’ when it comes to arms shipments and payments to offshore intermediaries, it is important to have a trusting relationship with bankers so that transactions are not immediately blocked.”


Russia plays both sides in the conflict between Armenia and Azerbaijan. It has a military alliance with Armenia as well as a military base in the country, but it also sells weapons to Azerbaijan.


The fact that an individual close to the Russian regime is linked to payments from Israeli weapons companies to Azeris raises questions of what kind of leverage or access Russia might have to Israeli state-owned arms manufacture.


Israel Aerospace Industries is a longtime collaborator with the US defense contractor Boeing in developing the advanced Arrow missile defense system.


Israeli journalist Yossi Melman recently reported in Foreign Policy that Israeli counterintelligence officials believe both China and Russia are spying on Israel, in part in order to steal US military secrets.


It has been widely reported that Israel is the top supplier of arms to Azerbaijan, including of lethal “kamikaze” drones that some analysts believe have helped Azerbaijan gain an edge over Armenia in the current hostilities in Nagorno-Karabakh.


The United States provides military equipment to Azerbaijan as well.


In a 2020 report, Human Rights Watch describes Azerbaijan as a country with a poor human rights record: “Azerbaijan’s authorities continued to maintain rigid control, severely curtailing freedoms of association, _expression_, and assembly.“


Critics of Israeli weapons sales to Azerbaijan have argued that Israel is siding with the oppressive dictatorship of Azerbaijan as opposed to its democratizing neighbor. Others have said that Israel should support Armenia, or at least not actively arm its enemy, out of respect for Jews’ and Armenians’ shared historical experience of genocide. Last week, activist Elie Yossef, a longtime critic of Israeli arms sales to despotic regimes, petitioned Israel’s High Court of Justice to force Israel to halt all arms sales to Azerbaijan immediately.


“The moment that Azeri forces invade and conquer Nagorno-Karabakh, with aerial cover and massive bombing, there will have to be a miracle to prevent massive slaughter of Armenians there,” he wrote in the petition. (While there is no evidence of genocide in the current Nagorno-Karabakh hostilities, scholars have said there is a possible genocide risk.)


Defenders of Israel’s arms sales point out that Azerbaijan is strategically located next to Israel’s archenemy, Iran. It is reported that Azerbaijan has agreed to let Israel use its airfields in the event of a potential armed conflict with Iran.

Azerbaijan using munitions of mass destruction – Armenia’s Ombudsman

Objective evidence was published on the Azerbaijani Armed Forces to use munitions of mass destruction containing chemical elements in Artsakh (Nagorno Karabakh) yesterday and today.

According to the information the ammunition contained phosphorus. A number of reports have emerged since, certifying that the ammunitions contain other chemicals of mass destruction, Armenia’s Human Rights Defender Arman Tatoyan said in a statement.

Nonetheless, according to him, at least the following facts should be highlighted:

1) munitions of mass destruction are used;

2) the munitions contain chemical elements;

3) those are used on forests, causing mass fires and destruction;

4) according to expert assessments, the fire, caused by this type of weapon is not stopped even with the extinguishing materials or water;

5) the forests where these ammunitions were used, are located near the civilian communities (according to the current data these are regions of Shushi, Martakert, Askeran);

6) according to the fact-finding activities, civilians are hiding from attacks of Azerbaijani military forces in those forests.

The use of these munitions especially through these methods, is prohibited by international law.

The Human Rights Defenders of Armenia and Artsakh are currently conducting joint analyses, the results of which will be published and sent to relevant international bodies.
