Chairman of the Standing Committee on State and Legal Affairs of the National Assembly of Armenia Vladimir Vardanyan told ARMENPRESS that he is surprised at the article of the Amnesty International, that says that the Armenian side has used cluster munitions against Azerbaijan's Barda city.''Neither Armenia nor Artsakh have signed the convention banning the cluster munitions, but the use of this weapon is banned by the international law, because it's a weapon of indiscriminate nature that does not give an opportunity to distinguish between the participants of the military operations and civilians. Use of cluster munitions is banned particularly in densely populated areas, where civilian population is present. Relevant documents that monitored the use of cluster munition in different countries show that Armenia has never been viewed as a country that stockpiled cluster munitions. In our region Turkey is the country that has a leading role in the production of luster munitions, from where Azerbaijan gets its weapons'', Vardanyan said. Alshkher said during the questioning that he is married and has three children. He is a member of a jihadist terrorist organization who was recruited by Turkey and sent to Azerbaijan to attack Artsakh.In a video showing the questioning of the captive, the Islamist-extremist terrorist says he was brought to the frontline of Artsakh from the Azeri side on October 19 along with 250 other mercenaries recruited by Turkey from terrorist organizations in Syria. He says they were promised a 2000 dollar payment for fighting, but they never got the money. And now his son [she shows another woman standing by her] is fighting at the border. Another one tells that his son-in-law was killed in 2016 war, leaving two children without father. Azerbaijani forces have been making gains against Armenian separatist fighters since the heaviest fighting since a 1994 ceasefire over the South Caucasus region erupted last month. The Armenia-controlled districts surrounding Nagorno-Karabakh, which the international community recognizes as part of Azerbaijan, are key parts of hampered Russian, French and U.S.-led peace talks. “Our position is absolutely open about the possibility of handing over these five plus two districts to Azerbaijan, alongside the provision of a specific regime for the Karabakh zone and the securing of a connection with Armenia,” Putin said at an investment forum. “But we need to stop the fighting at the first stage, stop the loss of life and sit at the negotiating table,” he said. Putin raised the possibility of the transfer following three failed attempts at negotiating a ceasefire, the latest in a U.S.-brokered deal over the weekend. He spoke as Nagorno-Karabakh president Arayik Harutyunyan warned that Azeri forces were closing in on the unrecognized republic’s second-largest city of Shusha, which would mark a turning point in the month of fighting. “Whoever controls Shushi controls Artsakh," he said, using the Armenian names for the town and Nagorno-Karabakh.
