OSCE Minsk Group co-chairs to meet in Vienna Tuesday over escalation of tension in Karabakh

YEREVAN, April 2. /ARKA/. The US co-chairman of the OSCE Minsk Group James Warlick said in his Twitter microblog that the international peace brokers for the Nagorno-Karabakh conflict will convene in Vienna, Austria, on Tuesday, to look into the latest escalation of tension in the conflict zone and suggest ways to ease it.

"The co-chairs of the OSCE Minsk Group will meet on Monday in Vienna, and will convene a meeting on Tuesday to discuss reduction of the escalation of tension in Nagorno-Karabakh", said Warlick.


Earlier today the co-chairs Igor Popov of the Russian Federation, James Warlick of the United States of America, and Pierre Andrieu of France expressed grave concern over the reported large-scale ceasefire violations that are taking place along the Line of Contact in the Nagorno-Karabakh conflict zone.

'We strongly condemn the use of force and regret the senseless loss of life, including civilians,' they said in a statement today.

The Co-Chairs called upon the sides to stop shooting and take all necessary measures to stabilize the situation on the ground. They reiterated also that there is no alternative to a peaceful negotiated solution of the conflict and that war is not an option.-0-

CSTO Reaction: Azerbaijan blamed for Karabakh escalation

The Collective Security Treaty Organization (CSTO) considers that Azerbaijan is escalating the situation in the Nagorno-Karabakh conflict zone, the Russian-led defense pact’s press secretary said on Saturday.

Reacting to the latest deadly fighting in Nagorno-Karabakh, Vladimir Zaynetdinov, according to Russian media, called for negotiated solutions to problems.

“Everything must be decided through negotiations. The Azerbaijani side’s actions in this case are leading to the escalation of the situation and the conflict,” he said, as quoted by Russia’s Interfax news agency.

Zaynetdinov said the Armenian Defense Ministry is providing the CSTO leadership with “full information” about the heavy fighting along the line of contact in Nagorno-Karabakh, which has reportedly involved tanks, heavy artillery and aircraft.

“We believe that there can be no military solution to the Armenian-Azerbaijani conflict,” the official said.

Armenia is one of the six members of the CSTO.

At least 30 soldiers and a boy were reported killed as heavy fighting erupted between Armenian and Azerbaijani forces over the separatist region of Nagorno-Karabakh. The fighting was one of the worst outbreaks since the end of a full-scale war over the region in 1994.

Since 1994, mountainous Nagorno-Karabakh – officially part of Azerbaijan – has been under the control of local ethnic Armenian forces and the Armenian military. Armenian forces also occupy several areas outside Nagorno-Karabakh proper. The sides are separated by a demilitarised buffer zone, but small clashes have broken out frequently.

Each side blamed the other for Saturday’s escalation. In a statement, Azerbaijan’s defence ministry said that 12 of its soldiers “became shahids” – Muslim martyrs – and that one of its helicopters had been shot down. The statement also claimed that more than 100 Armenian soldiers had been killed or wounded and that six tanks and 15 artillery positions had been destroyed.

The Armenian president, Serzh Sargsyan, told his national security council that 18 Armenian soldiers had been killed and 35 wounded.Armenia had earlier claimed to have inflicted heavy damage on Azerbaijani forces, without giving figures. A statement from the Nagorno-Karabakh defence ministry claimed more than 200 Azerbaijani soldiers were killed, but there was no corroboration for that figure.

“This is the most wide-scale military action that Azerbaijan has tried to carry out since the establishment of the 1994 ceasefire regime,” Sargsyan said.

David Babayan, a spokesman for Nagorno-Karabakh’s separatist president, said a boy of about 12 had been killed and two other children wounded in a Grad missile barrage by Azerbaijani forces. He also characterised the fighting as the worst since 1994.

The Russian president, Vladimir Putin, urged all sides to cease firing and “show restraint”, Kremlin spokesman Dmitry Peskov was quoted as saying by Russian news agencies. Russia’s foreign and defence ministers had contacted their Azerbaijani and Armenian counterparts in the hope of stabilising the situation, the ministries said.

“The situation along the entire length of the line of opposition between Karabakhi and Azerbaijani armed forces continues to be extremely difficult,” Armenian defence ministry spokesman Artsrun Hovhannisyan told Associated Press.

Years of negotiations mediated by the Organisation for Security and Cooperation in Europe have brought little progress in resolving the territorial dispute.

The negotiation efforts are led by a troika of envoys from the US, Russia and France. On Saturday, the envoys jointly issued a statement calling on both sides “to stop shooting and take all necessary means to stabilise the situation on the ground”.

Armenian forces also occupy several areas outside Nagorno-Karabakh. The sides are separated by a demilitarised buffer zone, but both claim frequent violations by the other.

The Armenian defence ministry said Azerbaijan had used aircraft, tanks and artillery to try to make inroads into Nagorno-Karabakh and that “Azerbaijani authorities bear all responsibility for the unprecedentedly supercharged situation”.

The Azerbaijani defence ministry said the fighting began when Armenian forces fired mortars and large-calibre artillery shells across the frontline. Ministry spokesman Vagif Dargyakhly told Associated Press that more than 120 shots had been fired, some of which hit civilian residential areas.

Yerevan (AFP) - Azerbaijan said Saturday at least 12 of its soldiers were killed and a helicopter downed by Armenian forces, in a major escalation of violence over the Nagorny Karabakh region, prompting Russia and the West to urge an immediate ceasefire.

The surge in fighting over the disputed territory -- which separatist Armenian-backed forces captured from Azerbaijan in the early 1990s -- reportedly also claimed the lives of one Armenian and one Azeri civilian after the arch foes accused each other of unleashing heavy weaponry across the volatile front line.

Armenia accused Azerbaijan of launching a "massive attack along the Karabakh frontline using tanks, artillery, and helicopters" on Friday night.

Azerbaijan, however, insisted it had counter-attacked after coming under fire from "large-calibre artillery and grenade-launchers".

Ethnic Armenian separatists backed by Yerevan seized control of the mountainous Nagorny Karabakh region in an early 1990s war that claimed some 30,000 lives and the two sides have never signed a peace deal despite a 1994 ceasefire.

They frequently exchange fire across the front but the latest episode marked a surge in violence and sparked frantic appeals for peace from international powers.

Initial claims from the Armenian capital Yerevan were that the fighting involved Azerbaijani forces and Armenian-backed separatist forces, but Azerbaijan said it was battling "Armenian forces".

"Twelve Azeri servicemen were killed in action and a helicopter was shot down by Armenian forces," Azerbaijan's defence ministry said in a statement, adding that a tank had also been blown up on a mine.

The defence ministry claimed Azeri forces "took control of the strategic Lala-Tepe height" as well as "heights near the village of Talysh as well as Seysulan village" inside the Armenian-controlled territory.

Armenia, however, denied that Azeri forces had gained ground and rubbished claims from Baku that 100 of its troops had been killed in the clashes.

The Armenian-backed defence ministry in Karabakh said a 12-year-old boy was killed and two other children injured on their side, while Azerbaijan's foreign ministry said one Azeri civilian died.

- Ceasefire calls -

In a sign that the situation was spiralling, Russian President Vladimir Putin called for an immediate end to fighting along the frontline, the Kremlin said.

"President Putin calls on the parties in the conflict to observe an immediate ceasefire and exercise restraint in order to prevent further casualties," Kremlin spokesman Dmitry Peskov told Russian news agencies.

Foreign Minister Sergei Lavrov and Defence Minister Sergei Shoigu held phone talks with their counterparts in Armenia and Azerbaijan to urge a de-escalation in the fighting.

Meanwhile, mediators from a group made up of representatives from Russia, the United States, France and the Organisation for Security and Cooperation in Europe (OSCE), which has been trying to negotiation a settlement, expressed "grave concern".

The European Union's foreign policy chief Federica Mogherini said that the reports of heavy fighting were "deeply worrying" and called on all sides to "avoid any further actions or statements that could result in escalation".

Energy-rich Azerbaijan, whose military spending has in the past exceeded Armenia's entire state budget, has repeatedly threatened to take back the breakaway region by force if negotiations fail to yield results. Moscow-backed Armenia says it could crush any offensive.

The last big flare-up occurred in November 2014 when Azerbaijan shot down an Armenian military helicopter.

US Vice President Joe Biden met this week separately with both Azerbaijan's President Ilham Aliyev and the leader of Armenia, Serzh Sarkisian, as they attended a nuclear summit in Washington. He urged a peaceful settlement to the dispute.

Biden "expressed concern about continued violence, called for dialogue, and emphasized the importance of a comprehensive settlement for the long-term stability, security, and prosperity of the region", the White House said.

In a statement released Saturday evening, Nagorno-Karabakh’s Ministry of Defense said that Azerbaijan’s armed forces suffered more than 200 losses in the heavy fighting along the Line of Contact.

The frontline subdivisions of the Defense Army continue the retaliatory attacks, inflicting heavy losses and damages on the adversary.

As many as 30 Azerbaijani special squad soldiers were killed in defense operations targeting the village Talish. Heavier clashes are reported in the south-eastern section of the frontline.

Using heavy machine guns and artillery, the adversary targeted not only military objectives but also civilian objects. Nagorno-Karabakh’s army also suffered losses in the battles.

Nagorno-Karabakh’s armed forces have neutralized more Azerbaijani military vehicles and aircrafts in the defense operations to push back the adversary.

More heated fighting is reported in the southern and north-eastern sections of the Line of Contact, according to a press release by the country’s Ministry of Defense.

Armenian opposition party calls for recognition of Karabakh independence

Armenian opposition party Zharangutyun (Heritage) has reiterated its calls for official recognition of Nagorno-Karabakh's independence following the latest escalation of tension in the conflict zone, saying in a statement that Azerbaijan's irresponsible actions can lead to unpredictable and devastating consequences for the attacking side.

 

"Zharangutyun strongly condemns the resumption of severe hostilities in Nagorno-Karabakh and calls on the international community to take measures to curb the aggressive desire of Azerbaijan to destabilize the region,' the statement says.

 

"We call to recognize the independence of Nagorno-Karabakh Republic and help its citizens in achieving peace and stability in the region. We also call upon all Armenians to unite efforts to defend our homeland,' it said.

 

Another oppositional Armenian National Congress (HAK) issued a statement saying it is ready to consolidate with the authorities against the common external threat.

 

"The Armenian National Congress strictly condemns Azerbaijan for the aggravation of tension in the Karabakh conflict zone and states that regardless of its differences with the current government it remains committed to preserving political stability and protection of the country's security in case of external threat,' the statement said.

 

Armenia's defence ministry said today that Azerbaijan on Friday night launched a massive attack along the Karabakh frontline using tanks, artillery, and helicopters. According to Nagorno-Karabakh defense army, they shot down two Azeri helicopters, three battle tanks, two drones and inflicted also "serious losses" on the enemy.

After Azerbaijan launched a massive attack on all fronts of the Nagorno-Karabakh Republic late Friday and early Saturday, hundreds are volunteering to fight on the forntlines.

NKR Prime Minister Araik Harutyunyan met with volunteers today. The PM briefed them on the situation at the frontline and assured that “the NKR Defense Army keeps full control of the military situation and has inflicted heavy losses on the Azerbaijani army.”

“I’m glad to see so many people volunteering to fight. All of us will go to protect the borders of the Motherland if necessary. At this point I urge you to refrain from panic, keeping high the fighting spirit of the society,” the Prime Minister said.

Armenian President Serzh Sargsyan told an emergency sitting of the National Secuirty Council on Saturday evening that 18 Armenian soldiers were killed and 35 others wounded in the most firerce fighting in the conflict zone since 1994 truce.

Along the entire length of the contact line of Nagorno Karabakh- Azerbaijani opposing forces, on April 1 and throughout the morning of April 2, the adversary undertook large-scale offensive military actions, during which the adversary shelled with missile-artillery units not only Armenian defense positions, but also civilian settlements.

According to the data of the Defense Army, the Azerbaijani armed forces fired MM-21 (Grad) multiple rocket launcher on April 2, at 08: 30 in the direction of Martuni (NKR), killing 12 year old Vaghinak Grigoryan and wounding two other children.

During the military operations on April 1 and April 2, the Azerbaijani side sustained over 200 causalities.

Due to the timely and professional actions of the Nagorno Karabakh Defense Army, it was possible to take the situation under control, and also make the enemy suffer considerable losses. The Armenian side sustained 18 casualties and 35 wounded.

On April 3, starting from 06:00, the adversary continued aggressive military operations by using missile-artillery systems and armored vehicles.

The Defense Army undertook counteroffensive measures and dominated the strategic base in the direction of Talish, which was earlier occupied by Azerbaijani forces. By withstanding the enemy’s artillery and rocket attacks, the Defense Army units destroyed 2 enemy tanks and 1 battle vehicle.

Karabakh retakes Talish military base seized by Azerbaijan a day before

PanARMENIAN.Net - Heated clashes are currently underway in the southeastern and northeastern directions of the Artsakh Republic-Azerbaijan contact line.

In response to the Baku-initiated large-scale bombardment reported in the morning, the Nagorno Karabakh Defense Army units took retaliatory measures and seized back the strategically important military base in Talish, occupied by the Azerbaijani forces the day before. Suffering grave losses, the rival was forced to retreat. During the confrontation, two Karabakh servicemen were wounded.

In addition, Karabakh troops are conducting successful operations in the southern section of the contact line. Here, repelling Azeri forces' rocket, artillery and panzer attacks, the Karabakh troops neutralized 2 Azerbaijani tanks and an infantry fighting vehicle.

Earleir, the Nagorno Karabakh special forces identified an Azerbaijani subversive group near the Levonarkh settlement and threw the saboteurs back to their positions.

According to Armenia’s Defense Ministry, the rival troops retreated after suffering several human losses.

As many as 18 Karabakh servicemen were killed and 35 were wounded in the course of military operations with Azerbaijani army on April 1-2, Armenian President Serzh Sargsyan said at a Security Council meeting.

According to the Karabakh Defense Army reports, at least 30 Azeri special forces soldiers were killed in Talish direction alone, two tanks and two unmanned drones were destroyed in Martakert direction, and a helicopter was downed in the northern direction of the contact line.

Battles are especially fierce in the southeastern direction. Using armored equipment, including BM-21 Grad multiple rocket launcher, Azeris targeted not only Karabakh defense positions, but also civilian settlements, situated quite deep behind the frontline. Armenian Ministry of Defense denounces Azerbaijani statement on “unilateral ceasefire”, labels it “information trap”

“The Azerbaijani statement is a simple information trap, and it does not mean a unilateral ceasefire. The NKR MOD will [shortly] give official statement”, - Artsrun Hovhannisyan, the spokesperson for the Armenian Ministry of Defense wrote on his Facebook page.

In the past hour leading international news agencies picked up the line from Russian RIA Novosti, which published the Azerbaijani MOD spokesperson statement alleging that Baku decided “to halt violence in response to international calls”.

The Ministry of Defense of Nagorno Karabakh Republic has yet not confirmed this reports. However, David Babayan, the spokesperson for the President of Nagorno Karabakh, denounced the reports in a comment to tert.am, urging to consider this as “usual Azeri practice of reporting one thing and acting completely differently”, since in the past 24 hours Azerbaijan had already declared commitment to cease fire, but failed to do so.

The UN Security Council adopted four resolutions between April and November, 1993, calling for “effective and permanent” ceasefire, as well as “immediate implementation of the reciprocal and urgent steps” in that direction. Azerbaijan has intensified violations of the ceasefire regime within the past few years, despite the calls from the OSCE Minsk Group co-Chair countries and wider international community to adhere to peaceful resolution of the conflict.

Politicians from “Alternative for Germany" party condemn Azerbaijani aggression

YEREVAN, APRIL 3, ARMENPRESS. Politicians from “Alternative for Germany" party of the German Federal Republic issued a statement condemning the Azerbaijani military actions against Nagorno Karabakh. “Armenpress” reports, citing “Artsakhpress”, the German political party particularly condemned the aggressive military actions made by Azerbaijan against NKR. They considered inadmissible the aggressive military operations made by Azerbaijan especially in the direction of civil settlements.

In this regard, the party called on the German government to show good will and condemned the official Baku's for its military aggression against Nagorno-Karabakh Republic, as well as requested to start international investigation of the events.

The party also criticized Turkey for the current situation, noting that Turkish lobby carries out a big work in Germany on justification of anti-Armenian policy of Azerbaijan.

“Alternative for Germany" party MP Andreas Galau and head of the Party’s youth wing Markus Frohnmaier signed the statement.

Today, Hetq photographer Hakob Poghosyan was in Talish, a community that was temporarily overrun by Azerbaijani military units yesterday. The village is a few kilometers inside the Artsakh border with Azerbaijan. Only a few residents were in Talish when Azerbaijani soldiers entered.

 

They shot Valera Khalapyan and his wife Razmela to death in their home and then cut off their ears. Azerbaijani soldiers also executed Marousya Khalapyan, born 1924.
