PanARMENIAN.Net - Foreign Minister Edward Nalbandian delivered a speech at the Ministerial event on the OSCE Peace Operations, addressing the Karabakh conflict among other issues.
According to the Foreign Ministry website, Nalbandian said Yerevan will host the international conference on peacekeeping operations, supported by Edmond Mulet, UN Assistant Secretary-General for Peacekeeping Operations.
“I would like to once again acknowledge the central role of the United Nations for maintaining international peace and security and recall our shared conviction that the OSCE is a key structure for the peaceful settlement of disputes,” the Minister said.
Nalbandian reminded that OSCE Minsk Group Co-chairs are entrusted to mediate the peaceful settlement of the Nagorno Karabakh conflict.
“A team, led by the Personal Representative of the Chairman-in-Office supports the OSCE Minsk Group Co-chairs, monitoring the situation on the contact line. The Organization's further involvement, namely the establishment of an investigative mechanism can make a real difference,” he said.
Nalbandian stressed that political solutions should determine and guide the operational format and the possible deployment of peacekeepers.
“Minsk Group Co-chairs have stated on numerous occasions that international security guarantees would include a peacekeeping operation as one of the elements of the Basic Principles of the Nagorno Karabakh conflict settlement,” Nalbandian stated.
“Our shared problems and challenges within OSCE can be substantially different, with no universal recipe to address them. The UN Summit on Peacekeeping hailed the report of the High Level Panel on UN Peace Operations, which says: “Mandates and missions are too often based on templates instead of being tailored to support situation-specific political strategies”. We need to develop individual approaches for every single situation to avoid disrupting ongoing processes,” Nalbandian concluded.

Armenia Foils Azeri Attempt to Violate State Border Near Nakhichevan

`Azerbaijan is the most interested party in the speediest negotiated
settlement of the Nagorno-Karabakh conflict'.

An Azerbaijani military subdivision attempted to violate Armenia's
western border from Nakhichevan on Thursday night but had to retreat
after a skirmish with Armenian armed forces. He pointed out that the
major cause of those incidents is the continuing unlawful presence of
the Armenian armed forces in the occupied territories of Azerbaijan.

Karabakh defense troops continue controlling the situation on the
contact line with Azerbaijan.

Armenian President Serzh Sargsyan echoed that language in a statement
on Saturday.

Condemning the killings, the minister said that Azerbaijan reacted to
the expectations voiced by the co-chairs for successful negotiations
between Armenian and Azerbaijani foreign ministers in New York by
undertaking this new provocation.

According to the results of the APA's monitoring based on the reports
confirmed by the Azerbaijani Defense Ministry, the enemy forces, using
60mm- and 82mm-caliber mortars and heavy machine guns, made several
attempts to commit provocative acts.

They also called on both countries to `accept an OSCE mechanism to
investigate ceasefire violations'. The tensions escalated in February
1988, after the predominantly Armenian-populated Nagorno-Karabakh
autonomous region announced its secession from the Azerbaijan Soviet
Socialist Republic.

Unmasked fake “Armenian” website Vestiarmenii.info created by Azerbaijan propaganda

A new website, Vestiarmenii.info, introducing itself as Armenian has appeared on the net, Samvel Martirosyan, an Armenian expert on information security, writes on his blog Banman.am.

According to the report, the website Vestiarmenii.info, created on 29 September 2015, was used by the Azerbaijani military propaganda on 3 October to legitimize a video posted online from Baku. The expert believes the website was used as an answer to the reports of the Armenian side about a closed screening of a video showing the destruction of Azerbaijani military bases.

The chronology of the reporting is as follows: on 3 October in the morning, the Azerbaijani media ran a video allegedly showing the annihilation of Armenian troops. Later, the Azerbaijani website Report.az cited “some Armenian sources in the social media” as reporting about the above mentioned operation. The rest of the Azerbaijani media circulated the report citing Report.az.

The source of the video is a YouTube account registered under the name Karen Petrosyan on 2 October. Remarkably, the only note in the video description is a link to an article published on an allegedly Armenian website “Vestiarmenii.info,” unknown before. The article was titled “Где ваша логика, господин Сейра́н Оганя́н?” (Russian: “Where is your logic, Mr Seyrán Ohanyán?” (the Defense Minister of Armenia)

This title itself indicates that the website cannot be Armenian, as “an Armenian would hardly write vowels with graphic accents.” “Notably, the Defense minister’s name and surname are written with graphic accents. There can only be one reason – the author did not know the minister’s name and copied it from Wikipedia,” Martirosyan points noting that the names in the Russian Wikipedia are written exactly that way. He highlights that a competent Armenian journalist would hardly search the Defense Minister’s name in the online encyclopedia.

The expert further brings up another proof that the website belongs to the Azerbaijani propaganda. The email kalibra0815@gmail.com, on which the domain name of the website is registered, as well as the nick kalibra0815 can be found only in one place on the Internet – the website Anti-Armenia.org, the Azerbaijani hackers’ main platform. The user kalibra0815 was registered there at the beginning of September. “The email kalibra0815@gmail.com also appeared on Anti-Armenia.org and is still preserved in Google cache,” Martirosyan notes.

The Azerbaijani propagandists creating fake “Armenian” platforms for using it as a “legalizator” of their propaganda, attracting Armenian users and circulating false information among them is nothing new. The notorious website ArmenianReport.com is a vivid example unmasked long ago.

PanARMENIAN.Net - Azerbaijani armed forces continuously violated the ceasefire on the contact line with Nagorno Karabakh on the night of October 5-6.

According to the NKR Defense Ministry, 100 ceasefire violations by Azerbaijani armed forces were registered in the reporting period, with over 2000 shots fired from various caliber weapons, 82- mm mortars.

Karabakh defense forces continue controlling the situation, retaliating in case of necessity.

Secretary General of the Collective Security Treaty Organization (CSTO) is confident that further escalation is unacceptable in Karabakh conflict zone.

“Use of heavy weapons against peaceful settlements is absolutely unacceptable,” Nikolai Bordyuzha said at the closing ceremony of Indestructible Brotherhood 2015 military exercise in Armenia. “It is troubling that the numerous statements by the Collective Security Council and the Council of the CSTO Foreign Ministers had no impact on Armenia’s neighbors.”

“I believe Armenian armed forces are capable of ensuring security, stability and territorial integrity of the country,” Bordyuzha stressed

ANCC CONDEMNS AZERBAIJAN'S GROWING ANTI-ARMENIAN AGGRESSION - LETTER TO FOREIGN AFFAIRS MINISTER OF CANADA

Dear Minister:

I am writing to you on behalf of the Armenian National Committee
of Canada (ANCC) in regards to the recent escalation of tensions
perpetrated by the Republic of Azerbaijan along its borders with the
Republic of Armenia and the Nagorn-Karabakh Republic (NKR).

In late September, the Azerbaijani army shelled civilian targets in
Armenian villages in the border region of Tavush in the north-east of
Armenia. These unprovoked attacks killed three civilian women, two
of whom were elderly. Azerbaijan also fired in the direction of the
town of Noyemberyan in the same region for the first time in ten years.

These artillery attacks led to shelling on both sides of the border
which in turn resulted in the deaths of several Armenian service
members. All of this activity was in violation of a ceasefire
agreement between Armenia and Azerbaijan and contrary to all norms
of international law.

These attacks were timed to coincide with meetings of the Armenian
and Azerbaijani foreign ministers and international negotiators from
the OSCE Minsk Group. The attacks are an attempt by the Azerbaijani
government to improve its bargaining position by involving Armenia
in the ongoing conflict between Azerbaijan and the people of NKR.

Armenian civilians and military personnel are paying with their lives
to prop up the corrupt and dictatorial Aliyev regime and Armenian
border villages are under constant threat so that Azerbaijan gains
concessions in what is meant to be a peaceful bargaining process.

Following these attacks, the OSCE Minsk Group proposed various
measures to monitor ceasefire violations and to reduce tensions
along the contact lines between Armenia and Azerbaijan and NKR and
Azerbaijan. All measures were rejected by Azerbaijan.

Canada's government cannot sit silently while this conflict
escalates. Prime Minister Harper has said in other instances that
Canada cannot afford to sit by the sidelines while there are civilians
being killed by a brutal dictatorship which does not seek peace. Yet
Canada has not raised its peaceful voice in this case. Many of Canada's
allies have already delivered forceful responses to these attacks. The
ANCC calls upon Canada to reiterate its support for the OSCE Minsk
Group peace process and to condemn these attacks by Azerbaijan.

Should the negotiation fail, Armenia will recognize the Nagorno
Karabakh and take all other steps to ensure Artsakh's security,
Armenian Foreign Minister Edward Nalbandian said at the National
Assembly today.

Asked about Armenia's steps in case of Azerbaijan's accession to the
Eurasian Economic Union, Minister Nalbandian said the issue is not on
the agenda. "All members of the EEU have the tight for their opinion,
and such decisions should be made by a consensus," he added.

Speaking about the recent escalation at the Armenian-Azerbaijani
border and the line of contact between Karabakh and Azerbaijani forces,
Edward Nalabndian said: "The Co-Chairs have issued targeted statements,
clearly indicating who's responsible for the ceasefire violations. They
offer to create mechanisms for investigation of border incidents,
and declare that Armenia has accepted the proposal, while Azerbaijan
refuses to do so."

"Thus, the Co-Chairs make it clear that Azerbaijan bears full
responsibility for the ceasefire violations and border incidents,"
the Minister said.

He reminded that Chairman Ed Royce (R-CA) and Ranking Democrat Eliot
Engel (D-NY) of the U.S. House Foreign Affairs Committee recently
sent a letter to US Co-Chair James Warlick, proposing three concrete
pro-peace steps that would, "in the short-term, save lives and help
to avert war."

"This means the initiative of the Minsk Group Co-Chairs finds support
not only among different international structures, but also national
parliaments, including the US Congress. Moreover, James Warlick has
reacted to the letter, saying he fully agrees with the Royce-Engel
proposals for Karabakh peace," Minister Nalbandian stated.

"We also welcome, because that's what we have always been saying. It's
about withdrawal of snipers, reinforcement of the ceasefire regime
and creation of mechanisms for investigation of border incidents,"
the Minister concluded.

IS WAR IMMINENT IN THE CAUCASUS?

When a cease-fire agreement was reached in May 1994 between Armenia
and Azerbaijan through Russia's mediation, no one had the illusion
that the specter of war had dissipated from South Caucasus. The bone
of contention between the two adversaries, namely Nagorno Karabagh,
became one of the "frozen conflicts" emerging in the wake of the
collapse of the Soviet Union.

But the recent escalation of tensions across the border of the two
countries is testing many assumptions and some alliances.

Speeches delivered at the United Nations' General Assembly marking
the 70th anniversary of that world body by Armenia's President Serge
Sargisian's and Azerbaijan's Foreign Minister Elmar Mammadyarov did
not give any indication that peace was at hand; on the contrary,
both speeches concluded with veiled threats of war.

The fact that Nagorno Karabagh has never been an integral part of
Azerbaijan's territory has not received traction in any international
forum. Even during the Soviet period, the region had the status of
an autonomous oblast under Baku's jurisdiction, rather than Azeri
territory. Notwithstanding Nariman Narimanov's statement, after
Azerbaijan's Sovietization, Karabagh, Zangezur and Nakhijevan are part
of Armenia's territory proper for perpetuity. Narimanov was the Azeri
leader in the immediate post-Soviet era Azerbaijan. Only in 1920, the
British government convinced Karabagh's Consultative Council to accept
Azerbaijani tutelage, until its final status could be determined by the
Treaty of Sevres (August 10, 1920). Ever since, Armenians in Karabagh
have been waiting for the legal status of their ancestral land.

Armenia's strategic ally, Russia, has not endorsed the principle that
Karabagh broke away from Azerbaijan and the Soviet Union through the
same legal vehicle (the Soviet constitution) which Baku implemented
in dissolving its ties with the Union, thus rendering the Helsinki
final act into a rectangular wheel which supposedly will resolve the
self-determination of Karabagh people without compromising Azerbaijan's
territorial integrity.

Even four UN resolutions on the issue have assumed Karabagh was an
integral part of Azerbaijan's territory, making Armenia's challenge an
uphill legal battle. These resolutions were passed through Turkey's
political manipulations and with the votes of the members of the
Islamic Conference, in which Ankara and Baku are members.

The politics around the conflict are based on the above legal
parameters.

Since the signing of the ceasefire, the resolution of the conflict
has been consigned to the Organization for Security and Cooperation
in Europe (OSCE) Minsk Group, with the co-chairmanship of Russia,
the US and France.

For the last two decades, the Minsk Group has been engaged in shuttle
diplomacy, spinning its wheels to no avail. One aspect of the group
which has been consistent was that thus far they have spoken with
one voice. This is no longer true.

Several meetings between the presidents of the two countries, in
locales as varied as Key West, Astana, Madrid and Moscow -- through
OSCE -- have not been able to achieve a breakthrough.

During the recent cross-border skirmishes, however, new and dangerous
weapons systems have been introduced from Turkey. The violation of
the ceasefire has been accompanied by louder rhetoric of bellicose
statements and not only by third-class government officials. President
Ilham Aliyev of Azerbaijan himself has been claiming not only the
Karabagh territory, but also the sovereign territory of Armenia.

Backing his words with action, Aliyev's army has been attacking the
civilization population in the Tavoush region of Armenia and violating
the ceasefire on the Armenia-Nakhijevan border.

An editorial in lragir.am on October 1 suggests, "Of course Aliyev
could be constrained by the OSCE Minsk Group, but obviously the group
has not consensus on this. It is clear that the Russian policy is
encouraging Azerbaijan to seek new violations."

That there is discord within the Minsk Group is apparent from the fact
that the American co-chair James Warlick has been issuing individual
comments, apparently with no coordination with his colleagues. One
such persistent statements has pushed forth the argument that Armenian
side has to cede the seven regions around Karabagh, which had been
occupied as a strategic buffer to guarantee the security of the
Karabagh people and their armed forces.

That mantra had begun earlier by Turkey's then-Foreign Minister Mehmet
Davutoglu, after the collapse of the Turkish-Armenian protocols in
Zurich in 2009 that in order to demonstrate its flexibility, the
Armenian side has at least to evacuate one region. In both cases,
there has been no suggestion of a reciprocal move by the Azeri side.

Compromise means two consenting parties making reciprocal concessions
to reach a common goal. Concession by one party does not lead to
a solution.

Thus far, the retaliation from the Armenian side has been swift and
punishing. But Azerbaijan needs the war rhetoric, if not he war. The
dictatorial regime has been severely criticized by the European Union
and the US for human rights violations.

Despite the obscenely opulent lifestyle of the ruling Aliyev clan,
more than700,000 Azeris are domestic refugees kept in abject poverty
in order to divert the world's attention to their "foreign enemy."

Recent war games on Armenia's borders with the participation of
Turkish, Azeri and Georgian armed forces intend to demonstrate
that Armenian is an isolated country, which is not far from the
truth. That situation is exacerbated by Armenia's rapid depopulation,
which has pleased Aliyev tremendously. He has indicated many times
that Azerbaijan can wait until Armenia becomes an easy prey through
its depopulation.

Recent comments by Turkey have inflamed the already-volatile
situation. Indeed, the chief of the General Staff of the Turkish Armed
Forces, Hulusi Akar, has stated: "Turkey will support Azerbaijan in
the Settlement of the Nagorno-Karabagh conflict."

Adding insult to injury is the Russian equivocation when Armenia's
security is in question. Armenia is a partner with Russia in the
Customs Union. Also, it is a strategic ally in the CSTO. The other
members of the CSTO, namely Kazakhstan and Belarus, continue their
relations with Azerbaijan and they issue generic statements in view
of the ceasefire violations. The Russian military base in Gumri is
supposed to protect Armenia in case of an attack. Baku has diverted
its fire from Karabagh to Armenia proper, yet we still have to hear
a comment from our Russian ally.

The previously mentioned editorial in Lragir further comments on
Armenian-Russian relations: "And when a de jure ally and friend is de
facto arming the enemy, turning on a green light for the aggression
of the enemy, especially that de facto alliance with the United States
is becoming more than important."

Azerbaijan also buys its armaments from Turkey and especially drones
from Israel. One Israeli expert, Dr. Alexander Tsinker, has revealed:
"We supply hardware to Azerbaijan, but it is only business. I have
talked to Armenian colleagues and told them if Armenia wants, it also
can purchase necessary hardware from Israel, but Armenia's answer
was confused, saying that it is a CSTO member" and armaments are not
compatible with CSTO systems.

What Davutoglu and Warlick have been suggesting has also found
its echo with President Putin. During the last one-on-one meeting
President Putin told Armenian President Serge Sargisian that in order
to ease tensions, Armenia has to relinquish control of seven regions
around Karabagh unilaterally, without any guarantees on the future
status of Karabagh. This is the real test of Armenian-Russian military
treaty. Moscow has long been trying to introduce Russian peacekeeping
forces in Karabagh to consolidate its military position in the
Caucasus. The Armenian side has been resisting that policy, with the
argument that its armed forces can guarantee the security of the two
Armenian republics an indeed, despite Armenia's alarming depopulation,
today's wars are won through technology and strategy. Military analysts
believe that Armenia still possesses the strategic edge.

However, no one can tell for how long.

Russia has its hands full in Ukraine and Syria, but more often than
not, second fronts of war are triggered in this kind of confusing
situations.

The last thing Armenia needs is a new war. Even if Armenia wins,
it will be costly and bloody.

I write with interest for the myriad articles and letters, pro and
con, on the Iran Nuclear Deal which has been overshadowed by the
latest violence in Jerusalem. Originally, the issue brought up the
specter of Israel's supposed nuclear capabilities for which, if true,
it might be interesting to learn more.

More than half of Iran's population is under 35 years old and may
be progressively looking westward hopefully to lead the country
better in the 21st Century along with new generations of Israelis
and Palestinians. Sadly, total trust for anyone in the Middle East,
along with the rest of the world, may always be in question.

When Iran's leadership threatens Israel the issue garners much
attention. Azerbaijan's dictatorial President Ilham Aliyev also
threatens its neighboring Armenians with the same intent for total
annihilation. Similarly are North Korea's threats toward the United
States. Recently there has been conflict at Azerbaijan's border
triggered by familiar Azeri aggression violating a ceasefire agreement.

Azerbaijan is aided by Israel's sale of military weaponry that can
be compared to anyone dealing weapons to Iran. It is curious how they
acquire what they sell.

Interestingly, at the recent United Nations General Assembly Armenia's
President Serge Sarkisian addressed the UN with the same foreboding
message of Azerbaijan's aggression as did Israel's Prime Minister
Benjamin Netanyahu of Iran's threats and like he did before Congress.

For all who claim to believe in not killing people such rhetoric is
wearing thin and difficult to tolerate.

In an Associated Press story ("Israel has failed to reform Jewish
radicals...", Aug 30) and photo showing an Israeli settler with a
gun dealing with a Palestinian youth justifies the logical question,
'Who would throw a rock at someone holding a gun?' There is something
terribly wrong with such a scenario. Even Benjamin Netanyahu labels
it as 'Jewish terrorism' but he does not seem able or strong enough or
want to stop it. Not overlooking recent attacks, very dismayingly some
of Israel's youth are apparently radicalized not unlike their enemies.

All ultranationalists are much the same, each believing he is right
and the world is wrong. They all talk out of both sides of the mouth.

It is disappointing to have believed in and supported Israel for
nearly seventy years, when there are some, like their enemies, not
people we want to believe in. We can all agree everyone has the right
to defend its own people and land yet this can trigger unique problems.

The above is not intended to bash anyone, but it is important to
not remain silent and to speak out about such, like Israel's sale of
weaponry to Azerbaijan and the problems it can produce for terrorism
in the Caucuses.

Azeri Fire Kills Third Armenian Soldier Over 4-Day Period ` Official

Nagorno Karabakh (NKR) Defense Ministry reported Saturday that
Armenian soldier Karen Grigoryan, 20, received a fatal bullet wound
from a shot fired by an Azeri sniper at around 9 pm Friday at the
military positions of a NKR Defense Army unit deployed in the Eastern
direction of the line of contact between NKR and Azerbaijani forces.

As reported by Karabakh authorities, three other Armenian military
servicemen were shot dead by Azeri fire in Karabakh over the past
week: 24-year-old Garik Avanesyan and 21-year-old Vardan Vardanyan
were fatally wounded on December 8 and on December 11, respectively,
while 20-year-old Erik Grigoryanreceived a fatal gunshot wound on
December 4 ` his demobilization day.

Note, Armenian Defense Minister said in a news conference on December
6 that tensions have escalated once again on the line of contact,
leaving 3 soldiers wounded in the December 4-6 period.

NKR FORCES THWART THREE INFRINGEMENT ATTEMPTS BY AZERBAIJAN

The Azerbaijani side undertook infringement attempts in three
directions to the east of the line of contract between the armed
forces of Nagorno Karabakh and Azerbaijan last night.

The front divisions of the NKR Defense Army were quick to spot the
advancement of the Azerbaijani special unites and force the rival to
retreat, incurring losses.

While retreating, the rival left the weapons meant for the special
operation.

The NKR Defense Army incurred no losses.

Privates of the NKR Defense Army Aghasi Grigoryan and Ruben Aleksanyan
(both born in 1996) were killed in a clash with Azeri forces, the
NKR Ministry of Defense reports.

Contract serviceman Gor Ohanyan (born in 1992) was fatally wounded
under unknown circumstances in of the military units located in the
northern direction of the Defense Army.

Special forces of the Azerbaijani army undertook two acts of sabotage
in the northeastern and northern direction of the line of contact
last night.

The front troops of the NKR Defense Army were quick to spot the
advancement of the rival and force it to retreat, incurring losses.

The NKR Defense Ministry said in a statement it shares the sorrow of
the heavy loss and expresses its support to the families and friends
of the killed soldiers.

The Ministry vows retaliation for the provocative actions of the
adversary. "The response is going to be painful and irreversible,"
the statement reads.

AZERBAIJAN LOSES A LEAST FIVE TROOPS IN CLASHES WITH NKR DEFENSE ARMY

According to earlier reports, on the night of December 18, Azerbaijani
troops made three attempts of incursion into the Nagorno-Karabakh
territory in the northern section of the Line of Contact.

The advance forces of the NKR Defense Army spotted Azerbaijani
commandos and threw them back, causing losses.

According to reliable information by the NKR Defense Army, in the
Talish section three Azerbaijani troops were killed and injured,
with one of them near death. In the southern section, Azerbaijani
armed forces suffered losses - two killed and others injured.

In panic, the Azerbaijani side used tank fire in the Talish section
at 3:40pm.

The NKR Defense Army units are in full control of the situation,
read to retaliate against any provocations.

Azerbaijan attempts subversive attack, shells fresh areas since 1994 truce

PanARMENIAN.Net - Azerbaijani armed forces initiated a subversive attack Thursday, March 10, at around 11:20 pm, the Nagorno Karabakh Defense Army said.

Having timely identified the rival groups, Karabakh Defense Army units took retaliatory measures to throw the saboteurs back to their positions, with at least two Azeris killed and several wounded.

No casualties were registered on the Karabakh side.

On the night of March 10-11, the rival also violated the truce, firing over 5500 shots from various caliber firearms, 60- and 82-mm mortars, as well as RPG-7 and AGS-17 grenade launchers.

Besides, Azeri troops have used howitzer-type cannons. It is noteworthy that the rival not only bombed the Armenian positions deployed in Akna direction, but, for the first time since the 1994 ceasefire agreement went as far as to open fire on areas, situated quite deep behind the frontline.

One conclusion can be drawn from the attacks: Azerbaijan has adopted a more unrestrained tactics aimed at destabilizing the situation in the conflict zone which is fraught with unpredictable consequences.

The Nagorno Karabakh Defense Army took targeted and punitive measures to suppress the rival's actions and continue controlling the situation on the contact line.

Armenia: Heavy Fighting in Nagorno-Karabakh, Helicopter Hit

The Armenian Defense Ministry says heavy fighting has broken out with Azerbaijani forces in Nagorno-Karabakh, a section of Azerbaijan that is under the control of local ethnic Armenian forces and the Armenian military.

Ministry spokesman Artsrun Hovhannisyan told The Associated Press on Saturday that the fighting was taking place along the entire "line of control" that separates Nagorno-Karabakh from the rest of Azerbaijan. In a separate posting on Facebook, he said there were losses on both sides and that an Azerbaijani helicopter was hit.

There was no immediate comment from Azerbaijan authorities.

Nagorno-Karabakh has been controlled by Armenia's military and local forces since a war ended in 1994. Years of negotiations under the Organization for Security and Cooperation in Europe have brought little progress in resolving the dispute.

An Armenian child killed, two others wounded in Azeri firing

A 12-year old Armenian boy identified as Vaghinak Grigoryan was
killed, two other children were wounded as a result of firing from the
Azerbaijani side.

The rival used Grad MM-21 volley fire rocket installations as it fired
in the direction of Martuni at about 08:30 this morning.

Azerbaijani undertook large-scale military actions all along the line
of contact last night, targeting not only the Armenian military
positions, but also the civilian settlements, the NKR Defense Ministry
said.

Karabakh: Fresh fighting breaks out along line of contact with Azerbaijan

The military authorities in Stepanakert say that fierce clashes have
been taking place overnight and during Saturday morning along the
entire perimeter of the line of contact separating the armed forces of
Nagorno-Karabakh and Azerbaijan.

According to the Nagorno-Karabakh Defense Ministry, on the night of
April 1 and early on April 2 the Azerbaijani side initiated clearly
offensive actions in the southern, southeastern and northeastern
directions of the line of contact, along with other types of weapons,
using artillery, armor and air force.

“The Defense Army’s vanguard units are successful fighting off the
enemy in all directions, causing it significant losses in manpower and
equipment. According to the operative data of the Defense Army,
besides other losses inflicted on the Azerbaijani armed forces, the
Defense Army’s aircraft defense in the northern section of the
frontline area shot down one enemy helicopter attacking Armenian
positions,” the Defense Army said in a statement.

The Azerbaijani side also reportedly targeted with artillery fire
civilian areas and places of permanent deployment of a number of
military units.

“The Defense Army vanguard units, accepting the challenge of the
enemy, are engaged in reliable defensive battles,” the Defense Army
said.

The Armenian Defense Ministry also released information today, saying
that Azerbaijani troops have suffered numerous losses as they have
been repulsed due to the actions of the NKR Defense Army units.

It strongly condemned the “unprecedented aggressive and irresponsible”
decision of the Azerbaijani authorities to start military operations
and officially stated that their continuation may lead to
“unpredictable consequences” for the Azerbaijani side.

“The entire responsibility of the unprecedented escalation at the line
of contact of the Karabakh-Azerbaijani forces lies with the
authorities of Azerbaijan,” the Defense Ministry said.

“The Armenian Defense Ministry invites the attention of the
international community and especially the OSCE Minsk Group to the
created situation and expects immediate targeted interference for the
situation to be kept under control and large-scale military operations
to be avoided.”

Artsrun Hovhannisyan, a spokesperson for Armenia’s defense minister,
confirmed that both sides have casualties.

“But the adversary has a large-scale loss of personnel and materiel,
including a helicopter. Initiative in the military actions is in our
hands,” Hovhannisyan wrote on his Facebook account.

Azerbaijani adventures may have fatal consequences for that country

the armed forces of Azerbaijan on the contact line of
Karabakh-Azerbaijan opposing troops is an overt and impudent violation
of all international agreements, National Assembly RPA faction member
Khosrov Harutyunyan told “Armenpress”. “The military actions that are
conducted along Karabakh-Azerbaijan contact line directed against
Nagorno Karabakh is a slap in the face of the international community,
and first of all, the Minsk Group Co-chairs. This is obvious”, the MP
stated.

He added that the policy led by Azerbaijan is in no way different from
that of the “Islamic State” terrorist organization. “Azerbaijan has
become a state conducting terroristic policy. It has become a regional
evil and is a threat not only for Armenia but the entire region”,
Harutyunyan mentioned, stating that Azerbaijani actions are aimed at
subverting all the peace processes in the region, including the Syrian
one.

The MP holds the opinion that Azerbaijan took this step having
consulted with its elder brother, Turkey, in advance. “I am deeply
convinced that this operation was agreed with Turkey in advance”, he
said.

Harutyunyan mentioned that it is time to document that the current
impudent behavior of Azerbaijan is the consequence of unaddressed and
blurred assessments by the great powers. “The Armenian side has voiced
about this several times, while our international partners, including
the Minsk Group Co-chairs tried to regulate the situation by symmetric
approaches, preserving the principle of parity. We have said many
times that it is impossible. And it is not accidental that the
official statement of the Defense Ministry of Armenia demands the
international community to give an addressed assessment to the
behavior of Azerbaijan. This adventure has no future. It is doomed.
Moreover, it can end with fatal consequences for Azerbaijan. I think
it is high time for Azerbaijani people to waken”, Khosrov Harutyunyan

Sharmazanov: Azerbaijani offensive actions are act of terrorism
against Artsakh people and MG Co-chair countries

Azerbaijan on the contact line of Karabakh-Azerbaijan opposing troops
is an act of terrorism against the citizens of Artsakh, their right to
self-determination, Minsk Group Co-chair countries and the negotiation
process, Vice President of the National Assembly of Armenia Eduard
Sharmazanov told “Armenpress”.

“This is an inadmissible, condemnable act that must be prevented by
the international community, because Aliyev showed that impunity
begets new crimes. Azerbaijan showed that when it is not punched, it
takes such measures”, Sharmazanov mentioned.

Sharmazanov stated that such actions by Azerbaijan are an act of
terrorism against each MG Co-chair country, Russia, France, the USA.
According to him, the impudent and terroristic actions of the criminal

Azerbaijani armed forces continue large-scale attacks on the contact
line of Nagorno Karabakh-Azerbaijani opposing forces.

The Defense Army of Artsakh conducts successful defensive battles
throughout all directions of the contact line, causing significant
losses to the adversary’s manpower and equipment. Both sides have
casualties.

According to the Defense Army’s information, in addition to other
losses caused by the Defense Army, in the northern part of the contact
line the Defense Army destroyed a hostile attack helicopter which was
attacking the Armenian positions.

According to the data of the Defense Army, the Azerbaijani armed
forces fired MM-21 (Grad) multiple rocket launcher on April 2, at 08:

2 Azerbaijani helicopters, 2 drones, 3 tanks destroyed by Karabakh troops

YEREVAN, April 2. /ARKA/. Nagorno-Karabakh Republic's troops have shot
down two helicopters and two drones and destroyed three tanks,
according to the republic’s defense ministry.

Armenia's Defense Ministry has disseminated a statement wherein it says Azerbaijan's leadership is responsible for the unprecedented escalation of the situation on the Line of Contact of the Azerbaijani and Nagorny Karabakh conflict.

The Defense Ministry condemns the aggressive and irresponsible decision of Azerbaijan's leadership to unleash military actions. "Continuation of such actions may have unexpected consequences for the Azerbaijani side," the Ministry says in the statement and urges the world community, particularly, the OSCE Minsk Group, to respond to the situation and interfere immediately to take the situation under control and prevent large-scale military actions.

According to the NKR Defense Army, Azerbaijan unleashed large-scale military actions in Nagorny Karabakh overnight. Fierce fighting continues along the Line of Contact of the Nagorny Karabakh and Azerbaijani armed forces. The Armenian Air Defense Force shot down an Azerbaijani military helicopter. The adversary has suffered big human losses. Air force, armored vehicles and artillery are used. The adversary uses artillery against the populated areas and places of permanent dislocation of the military units. The Armenian side has suffered human loses too. A child aged 12 was killed and two children were wounded.

Spokesperson for the Armenian Defense Ministry Artsrun Hovhannissyan left a post on Facebook saying that the military actions continue and the Armenian side retaliates and has even launched offensive in some areas.
