Ter-Petrosyan’s Influence on the Internal Political and Electoral Processes”. The “Analytical Report” provides a detailed description of the stages of Ter-Petrosyan’s political career from 1988 onwards. In particular, the Russian analysts provide the following information on L. Ter-Petrosyan’s political steps: “L. Ter-Petrosyan did not stand close to the sources of the Artsax Movement; he joined it later, after feeling that this force might bring him to power. And the fact that he, together with his companions-in-arms, was arrested by Mr. Gorbachov’s decree made him a hero. And that he was released just six months later is estimated as a proof of the fact that Mr. Ter-Petrosyan was recruited by the Soviet Intelligence Services. There is some documented evidence on the real motives of L. Ter-Petrosyan’s being involved in political processes in the 1980’s. The orientalist, formerly less popular but materially well-off, was pushed to the demonstration arena in April-May 1988 by the desire of saving his brother, Telman Ter-Petrosyan who was accused of large-scale embezzlement and bribe-taking and was in custody pending trial. As reported by several sources, Telman Ter-Petrosyan, the manager of one of the large enterprises, was not only one of the wealthiest people in Armenia but also one of the masters of the ‘black cash’ of the Communist Party – a holder of amounts envisaged for giving bribes on different levels through the Central Committee of the Communist Party of Armenia. And this key figure, one of the pillars of Soviet Armenia, was overthrown by the Gorbachov-led system of ‘perestroyka’. It was necessary not only to save Telman but also make the system collapse so as it wouldn’t recover its punitive force. Therefore, together with the pro-Artsax speeches, one of the first appeals of L. Ter-Petrosyan was ‘To remove the Prosecutor General of the Republic’. The appeal was accepted with enthusiasm. The goal was achieved. The Prosecutor General was removed from office, and the newly-hatched member of Artsax Committee had his brother released from prison. As to L. Ter-Petrosyan’s second “advent” in autumn 2007, the analysts of the Strategic Research Center of Moscow present quite interesting observations in this regard.” In particular, the authors of the “Analytical Report” say that Ter-Petrosyan and his team received tremendous amounts of financial resources for the electoral campaign. Turkey and Azerbaijan provided the funding through the Western Foundations. The specialists of the Strategic Research Center are sure that Ter-Petrosyan’s return to the political arena was not absolutely impromptu. “There are grounds to assume that different foreign structures played a special role at the stage of preparing his return. Every year, the ‘British Council’ sends active young people to study in the Public Policy School of the Birmingham University. For being awarded the ‘Achieving’ scholarship, it is necessary to submit recommendations from the liberal parties, and the Armenian Pan-National Movement is one of them.” “There emerged the youth movement called ‘Sksel a’; it first organized innocent flash mobbers and carnivals, attracting students to its ranks. The movement was funded by Britain. Step by step, it became politicized. Last year, the funding of the movement made up more than 100.000 pounds.” According to the data of the Strategic Research Center of Moscow, the foundations named after Fredric Nauman and Fredric Ebert, as well as “Eurasia” foundation and others provided funding to the organizations supporting the Armenian Pan-National Movement for 10 years continuously. In 2007, a number of activists belonging to anti-government youth movements and having ties with the Armenian Pan-National Movements (Ter-Petrosyan’s Press Secretary was one of them) were awarded scholarships in different universities abroad, e.g. the United States, Great Britain etc. During the whole year, the studied the political technologies and returned to Armenia prior to Mr. Ter-Petrosyan’s pre-election campaign. “Since the very start of Ter-Petrosyan’s electoral struggle, the group of politicians representing ‘Spectrum’ Strategic Analyses Center have been working in Yerevan; they are also members the International Institute of Strategic Research, London, The US Naval Foundation. According to non-official data, ‘Spectrum’ is an organization actively cooperating with the Turkish and Azerbaijani Intelligence Analytical Center,” the analysts of Moscow announce. In addition to all this, it is worth mentioning that the activists of the Armenian Pan-National Movement have received their Master’s Degrees from the NATO University, studied in the Political Research and Public Administration School of NATO, taken special leadership courses in the G. First question comes to mind, where was this seemingly impressive sounding institute "The Strategic Research Center of Moscow" before the elections? secondly, whatever "accusations" that is being implied is just that an "implication", which looks and smells more like trying to fit things together to make it look like something other than what it is, all what we read is circumstantial "evidences" that easily can be rebuffed. THese days one word of "association" with the word "West" is enough to CRY conspiracy, Well, the opposite can also be true, any "relevation" from a "Strategic" center coming from Moscow can and should also deserve the same treatment. According to the analysts of Moscow, the events and the consequences of the events that occurred in Armenia in the period between February 20 to March 2, definitely showed that Ter-Petrosyan had set a more specific task - to undermine the Armenian statehood and our positions in the sphere of foreign policy. And the matter is first of all addressed to the settlement of the Artsax conflict. "Maybe, it was originally planned to do that in a peaceful manner, so to say: to accuse the authorities of wrongdoings, thus questioning the legitimacy of the country's new president. However, in that case it was necessary to have the negative assessment of the international observers. To the disappointment of L. Ter-Petrosyan, no strictly negative assessments were achieved even after the recounting of the votes which were unprecedented in terms of their quantity. And when the President-elect started receiving congratulatory messages, it became obvious that the world had absolutely no intention to blame the Armenian authorities for falsifications. The "peaceful" way towards discrediting the authorities was thus blocked for Mr. Ter-Petrosyan," the specialists of the Strategic Research Center say in their summary. Blood - this is what drives the international community to a state of shock. And it doesn't mater who instigated the bloodshed, and who is to blame for the victims and survivors. And this is the moment when it is obviously impossible to avoid the condemnatory statements voiced from different parts of the world. And such kind of strict remarks cannot but have a negative impact on the positions of Armenia in foreign policy issues, especially in the settlement of the Artsax conflict. Considering all this, the analysts of Moscow do not absolutely consider the March 1-2 events surprising. "Predicting such development of events was not difficult. Today, when the congratulatory messages are followed by reproof and open criticism by foreign countries, it is possible to say that L. Ter-Petrosyan accomplished his mission. Now, his work will be continued by those who elaborate and sponsor his program a part of which was L. Ter-Petrosyan's inglorious revival. In all probability, the Armenian side will hear the responses to Levon's activity at the successive stage of the Artsax settlement talks." The specialists of the Strategic Research Center underline the fact that the demonstrative concern of the West in connection with the events of Armenia coincided, in time aspect, with the exacerbated situation on the Armenian-Azerbaijani borderline. As we know, on March 4 there was a large-scale armed attack in the region of Martakert. The Moscow analysts draw our attention to the fact that at the most heated moment of the street conflicts in Yerevan, Sabina Frazer, representative of the International Crisis Group, made a statement. The essence of the statement led to the thought that Armenia and Azerbaijan had allegedly agreed upon the fundamental principles, with the exception of the width of the corridor connecting Nagorno Artsax with Armenia and the mechanisms of holding referenda in Nagorno Artsax. This was Ms. Frazers successive attempt of representing the desirable as something real; however, the specialists of the Strategic Research Center believe that "The successive exacerbation of the situation on the borderline between Azerbaijan and Artsax, especially at the moment of Matthew Bryza's arriving in Baku, play the role of an extra message, hinting Armenia to be have a more "yielding" attitude towards the demands of the West." By the way, one of the analysts of that group is L. Ter-Petrosyan's former Press Secretary Levon Zourabyan, and the funding of the group is provided by the ill-fated Soros Foundation. The authors of the "Analytical Report" generally draw attention to the fact that those supporting L. Ter-Petrosyan are people with Western experience. For example, Arman Mousinyan, Press Secretary of the ex-President's campaign headquarters, has worked in NDI (the US National Democratic Institution which is sponsored by Madeleine Albright). The same Mr. Mousinyan has taken a six-months internship in the Washington Security Institute (WSI). By the way, David Shahnazaryan was the "guest" of the institute implementing a program run by the daughter of Manoushak Petrosyan. Let's note that Ms. Manoushak is the closest friend of L. Ter-Petrosyan's wife. The conclusion drawn by the authors of the "Analytical Report" of the Strategic Research Center is unequivocal, "In the difficult conditions currently faced by Armenia, it is more than ever important to speedily overcome the consequences of the internal political crisis and undertake urgent measures towards punishing the guilty, healing the situation in the country and gradually eliminating the corrupt clan system." BY THE EDOTORIAL OFFICE - The analytical report published by the Strategic Research Center of Moscow, the principal theses of which were presented to our reader in the latest two issues of the newspaper, is an additional proof of the fact that we are dealing with a state criminal in the person of L. Как это ни странно, но к нам они также имеют определенное отношение, благодаря беглому российскому олигарху Борису Березовскому. Он же Платон Еленин, он же Мефистофель, как именуют его некоторые продвинутые журналисты. Дело в том, что почти год назад в Киеве прошли консультации между руководителем созданного Борисом Березовским фонда «Гражданских свобод» весьма известным на Украине Александром Гольдфарбом и представителями Армянского общенационального движения (АОД), возглавляемого экс-президентом Армении Левоном Тер-Петросяном. Эти встречи были организованы при посредничестве другого доверенного лица Березовского — Давида Жвания. Журналистская молва утверждает, что в них принимали участие некие лица, предположительно имеющие отношение к силовым структурам Армении. Об этом я подробно писал в минувшем году в газете "Крым.ru". Весной прошлого года, накануне парламентских выборов в Армении, Борис Березовский и армянский экс-президент Левон Тер-Петросян пытались объединить вокруг последнего оппозиционеров для формирования в Национальном собрании республики блока, который, выступая под лозунгом борьбы с засильем «карабахского клана», должен был сыграть решающую роль в нынешней президентской гонке. Тогда затея Березовского с превращением Армении в плацдарм борьбы с Москвой закончилась провалом. Кандидаты от так и не объединившихся оппозиционных партий, за исключением "американского агента" Раффи Ованисяна, потерпели фиаско на парламентских выборах, а возглавляемое Тер-Петросяном Армянское общенациональное движение (АОД) вообще отказалось от участия в них. Наверное, тогда многим наблюдателям, следящим за событиями в Армении, могло показаться, что вынашиваемая оппозиционерами и их зарубежными друзьями идея скорейшей смены власти в Ереване умерла вместе с мечтами функционеров АОД о депутатских мандатах. Однако те, кто так думал, серьезно заблуждались. Как выяснилось, и Березовский, и Тер-Петросян прекрасно помнили древний постулат о том, что "проигравший бой еще не проиграл войну". От информированных источников, близких к штабу еще одного оппозиционного кандидата в президенты Армении Артура Багдасаряна, журналистам стало известно, что в ноябре - декабре прошлого года вновь активизировались контакты между эмиссарами Березовского и Тер-Петросяна. Однако сейчас в качестве места их встреч выбран не Киев, а более удаленное от Армении южное побережье Франции (где, кстати, находится принадлежащий сыну Тер-Петросяна Давиду дворец с полем для гольфа). В лучших традициях голливудских шпионских фильмов рандеву посланцев "лондонского сидельца" и "отца армянской независимости" проходили на борту яхты, принадлежащей одному не очень известному, но весьма состоятельному армянскому бизнесмену. Как предполагается, Березовский, осознавая, что февральские выборы являются последним шансом для «захвата армянского плацдарма» и уже потраченные им деньги могут пропасть впустую (как уже было после нашей славной "помаранчевой" революции) предложил Тер-Петросяну попробовать силовой сценарий «революции баклажанов». Суть идеи состоит в том, что, когда 20 или 21 февраля на улицы Еревана выйдут ведомые активистами АОД «возмущенные украденными голосами» «простые армянские избиратели», их поддержат армейские части и подразделения МВД. Благо, в руководстве силовых ведомств осталось немало генералов, сочувствующих своему первому верховному главнокомандующему. Косвенно на возможность такого сюжета указал сам Тер-Петросян, заявивший в середине января о том, что через «20 дней представители налоговой, правоохранительной и силовой систем не будут подчиняться» действующим властям. Казалось бы, неимоверная глупость - предупреждать противников о готовящемся перевороте. Однако в эти сроки, скорее всего, ничего не произойдет, а бдительность властей будет усыплена. Безусловно, готовность силовиков «защитить демократические завоевания» необходимо простимулировать. В частности, ближайший соратник Тер-Петросяна Александр Арзуманян (возможно, на радостях) (his wife is Jewish)недавно говорил в штабе АОД о каких-то «первых 7 миллионах долларов, которые уже переданы по израильским каналам». При этом в качестве их получателя упоминалась некая Людмила (этим редким армянским именем зовут жену Тер-Петросяна). Как говорят французы, "шерше ля фам".
