Zartonk
From MOD to PM: Sargsyan fulfills predictions, becomes Prime Minister As expected, Minister of Defense Serzh Sargsyan has been named Prime Minister by President Robert Kocharyan. The official decree was handed down late Wednesday. Colonel-General Mikael Harutyunyan has been named to replace Sargsyan as Minister of Defense. Meanwhile, Sargsyan’s second position – Secretary of National Security Council – is vacant. Harutyunyan, 51, has been Chief of the Headquarters of the RoA Army since 1994. Sargsyan, 53, the country’s most powerful politician and likely next president, takes up the appointment just 37 days before elections of a new parliament. The newly appointed PM will be acting till the formation of a new parliament, as the Constitution says the acting Government has to resign at the first session of the new-elected National Assembly. (See also http://www.armenianow.com/?action=viewArti...00&lng=eng) However, as leader of the country’s largest political body, the Republican Party – probable controllers of the next parliament as well as latest one – Sargsyan would be positioned to hold the PM spot until next winter’s presidential election. The speculations around Sargsyan’s appointment to the position started yet on March 25, hours after PM Andranik Margaryan’s unexpected death. (See http://www.armenianow.com/?action=&IID=1125&lng=eng) On March 26 the Armenian Revolutionary Party declared that if the Republican Party nominated Sargsyan, they would support his appointment. Eventually other pro-government parties joined rank. With the expected success of the Republicans on May 12, Sargsyan’s placement further solidifies the party that has only (pro-government) Prosperous Armenia as a contender for dominance. Still, oppositionists such as National Democratic Party leader Shavarsh Kocharyan caution against putting too much weight into Wednesday’s appointment. “The government that will be acting in Armenia will be formed after the May 12 elections,” the party chief said.
