Ashot
ORINATS YERKIR TO SUPPORT OPPOSITION CANDIDATE IN POTENTIAL RUN OFF YEREVAN, JANUARY 7: Heghine Bisharian, an MP and a deputy chairperson of the Orinats Yerkir (Country of Law) opposition party, argued today that none of nine presidential candidates would win the February 19 presidential election outright and there would be a run off. Mrs. Bisharian, who heads the election campaign of the party leader, a former parliament speaker, Arthur Baghdasarian, said at today’s news conference that Baghdasarian would win as many votes as to have the right to compete for the highest job in the second round of the ballot. She said if Arthur Baghdasarian fails to do so, which she said was ‘very little probable,’ the Orinats Yerkir party would support the opposition candidate in the run off. “We shall be the first to shake the hand of the president who will win in a clean and fair competition,” she said. She said the party has formed campaign offices across the country.
Balaclava
I think the diaspora will rule Armenia much better than those current idiots, like Kocharyan that hinder Armenia's development. Armenia needs people with western education, people who have different mentality and different approach to things. What do everyone think on this matter? Thanks Lev7 for the great idea. The only thing that needs to be added is that the north eastern region of Armenia needs south western mentality, the east southern needs west northern mentality, the north western needs south eastern mentality and west southern needs east northern mentality. Now, sarcasm aside, could you please tell us who--that we know is Armenian, and who is eligible to be elected as a president of Armenia--has western mentality? Only that way we can be clear. So let's be---clear.

Ashot
to your response I would have to say, all we have to do is accept that there is a president and he is higher than any other, once we accept the fact we can learn to lessen our expectations, but since Armenians always think they are better than anyone else and they could do better if they were the president, our expectations will never become true!!! ED
I guess all of us are waiting for a new "mesaiah" that will never be. When will we lessen our expectations from a leader to govern Armenians? My guess is, since no Armenian is less then a general, when hell freezes over... it has roots buried into the psyche of Armenians, for the fact we have been ruled by invading nations, Armenians have no believe/respect thourds law...thus todays mistrust, and yes even if Jesus Christ would show up as candidate he would be mistrusted. power is in peoples hands in every advanced democratic sociaity, we are far from this. as a family Armenians have one of the most strong bonds, but as country there is always this reality. Ashot
PRESIDENTIAL CANDIDATE VOWS TO CRACKDOWN ON CORRUPTION YEREVAN, JANUARY 9: A presidential candidate said today all other eight candidates accuse concrete people of corruption, thus ‘implanting seeds of intolerance and hatred towards the authorities.’ Arman Melikian, an Armenian citizen who served for a short time as foreign minister of Nagorno-Karabakh, and who will be fighting for presidency in February 19 election, said today that the only effective way of combating corruption is to enforce radical system changes. He further argued that the corruption is the consequence of errors that were made in the first years of independence. He said if elected president he would make a strategic and political decision to fight it. “My first move will be to separate authorities from businesses and rule out that way monopolization of economic sectors and to boost competitive economy,” Arman Melikian said. Melikian said he would unveil his election manifesto only after the official launch of the election campaign, as required by the law. He said his program was developed in close cooperation with skilled experts and all its provisions are quite feasible. He said he is being endorsed by 9 non-governmental organizations. “I assess realistically all my chances of being elected president and although my nomination came as a surprise there are signs of growing interest in me. I see chances of being elected,” he said. Arman Melikian also said he did not see a political group now who he would endorse in the possible run-off, in case he were not elected. “If a candidate (who would go into the second round) accepts my approaches regarding both domestic and foreign policies and would be willing to materialize them I would be on his side,” he said. Ashot
OSKANIAN EMPHASIZES PROPER CONDUCT OF PRESIDENTIAL ELECTION Foreign minister Vartan Oskanian said today a proper conduct of the February 19 presidential election will be the government’s number one priority this year. He added the government should work harder to ensure that the presidential ballot become a step forward against the May 12 , 2006 parliamentary elections. According to Oskanian, given this, the following next five years would be years of progress for Armenia Oskanian urged political groups to drop any idea of trying to destabilize the situation in a bid of solving political issues. “My impression from private conservations with different people is that there are still groups which have destabilization as a means of attaining to their political goals on their agendas.” The foreign minister called on the media to expose such groups and condemn them. “The candidate elected by people will become the country’s president. I am saying this in the first place as a citizen of Armenia, who lives in this country together with family. I would never like to see this country destabilized. And secondly, as a foreign minister I am concerned about Armenia’s image and the efficiency of our foreign policy,’ he said. Oskanian said he has read parts of former president Levon Ter-Petrosian’s election manifesto which refers to foreign policy. “After Ter-Petrosian’s severe criticism of the incumbent government’s foreign policy I expected his manifesto to have fresh and interesting ideas and proposals. I am frustrated because there is not a hint of something new in it,’ Oskanian said.
Ashot
Leader of the People’s Party confident of his victory in the presidential elections Speaking to a press conference today, leader of the People’s Party of Armenia, presidential contender Tigran Karapetyan stated he is confident of his victory in the presidential elections on February 19. Tigran Karapetian stated that “his electorate is the conservative part of the society, adherent to the principles of justice.” According to him, he “is the only one, who represents the interests of this part of the population, and there are many defenders of the interests of the displeased electorate.” Tigran Karapetyan noted that he is not going to offend any of the presidential contenders and considers them worthy rivals. In case of being elected, the leader of the People’s Party promised to start real struggle against corruption. According to the candidate, “if the presidential elections in Armenia proceed according to the Georgian scenario, we will have to go to the streets.” Tigran Karapetyan expressed the opinion that the authorities will try to hold maximally transparent elections and refrain from gross falsifications. “However, in the regions of the country, there will be “well-wishers,’ ready to secure 80% of electors’ votes for the candidate from the ruling party.”
Ashot
RA Foreign Minister calls on all political forces to refrain from destabilizing the situation in the country Armenian Foreign Minister Vartan Oskanian urged all the political forces of Armenia today to refrain from temptation to try to gain victory in the presidential elections of February 19 by means of destabilization of the situation in the country. Vartan Oskanian stated that he considers “unacceptable” any efforts to destabilize the situation to reach political goals. “The forces, which strive to preserve power, or to come to power, should use exclusively democratic tools and mechanisms,” Vartan Oskanian stated. Asked whether Armenia should count on the “indulgence” of the international community, analogous to the one demonstrated towards the presidential elections in Georgia on January 5, the Foreign Minister stated: “Our task must be to hold free and fair elections without looking at anyone.” Vartan Oskanian expressed confidence that if the presidential elections are held at a higher level, than the parliamentary elections of 2007, “the following 5 years will be years of upsurge for Armenia.”

Ashot
Head of the OSCE/ODIHR mission hopes to see progress at the presidential elections in Armenia Head of the long-term observation mission of the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) in Armenia, Ambassador Geert-Hinrich Ahrens stated in Yerevan today that “after the presidential elections of February 19 we hope to register Armenia’s further progress in making the election process meet the international standards.” Fourteen groups of long-term observers will work over the whole territory of Armenia. It is expected that on the day of elections the number of short-term observers from the OSCE will reach 250, not counting the representatives of the OSCE Parliamentary Assembly and the Council of Europe. “I believe that we will have enough people for carrying out observation of the elections in Armenia,” Geert-Hinrich Ahrens stated. The Head of the mission said that he had already met the Minister of Foreign Affairs and the Chairman of the Central Electoral Commission of Armenia and had agreed on holding weekly meetings with the leadership of the Foreign Ministry and the CEC. Geert-Hinrich Ahrens stated that he intends to meet all nine presidential contenders. Before the elections, the OSCE ODIHR mission will present two interim reports. The preliminary conclusion, as usual, will be publicized the following day after the elections, and the final report – in the course of two months after the elections. Asked about the importance of the exit-polls planned to be held on the day of elections upon the initiative of the US government Geert-Hinrich Ahrens stated: “We will consider the data of exit-polls as one of the sources of information, however we will not take these as a basis for predicting the election results.” Geert-Hinrich Ahrens noted that today the OSCE ODIHR mission will start the monitoring of the electronic and print media of Armenia. He stressed that “the media sometimes play a decisive role in securing democratic elections.” Geert-Hinrich Ahrens refused to make any comments concerning the pre-election situation, noting that the mission has been working in Armenia for two days only. Ashot
ARMENIAN CEC POSTS FINAL VOTER LISTS An Armenian police department in charge of passports and visas, which is also vested with the authority to compile voter lists, handed the complete lists to the country’s Central Election Commission (CEC). The latter has placed them on its official website and now every eligible voter with an access to Internet can check his or her name. A spokeswoman for the CEC, Tatevik Ohanian, said to Armenpress the voter lists contain 2,311,917 names of eligible voters. She said the deadline for citizens with no registration who can ask their district leaders to include their names on the lists is January 29. By the way, before 2006 May 12 parliamentary elections the voter lists had overall 2,316,038 names. Under the law voter lists will be fixed outside all polling stations on January 10. Overall there are 1,923 polling stations across the country, of which 442 are in Yerevan. Local election commissions should be formed between January 24-27. Ashot
VAZGEN MANUKIAN LACKS FUNDS FOR EFFECTIVE CAMPAIGNING, AIDE SAYS Samvel Shahinian, head of a small party that supports veteran politician, Vazgen Manukian’s presidential bid, said today the authorities should be interested in helping Manukian to convey his election manifesto to as many voters as possible “because it is very important for the country’s political palette.” Samvel Shahinian, picked by Vazgen Manukian to head his campaign office for the February 19 presidential election, said democratic norms require that the government should form a format to help opposition to make its ideas available to the public at large. Mr. Shahinian complained of scarce financial means for promoting the pre-election campaign, expressing hope that some Armenians will make their donations to Manukian’s election fund. He said some local businessmen have made donations, but they are still insufficient for effective campaigning. He said Vazgen Manukian’s National Democratic Union (NDU) has opened 21 campaign offices in Yerevan and beyond it and more offices will open soon in every constituency. He said also due to lack of funds Manukian will use less of paid airtime to advertise his platform.
Ashot
In addition to the article - on post number 420 One day later on January 11th Conflict prevention and crisis management will form the core of OSCE Finninsh Chairmanship The new OSCE Chairman-in-Office, Finnish Foreign Minister Ilkka Kanerva, said today that conflict prevention and crisis management would form the core of his country's Chairmanship and that the Organization would work with political actors to meet challenges expected during the year. "I believe that this organization can and will continue to shape the development of security across wider Europe," he said in a speech to the OSCE Permanent Council, during which he outlined the Finnish Chairmanship's priorities. "It is both a forum for political discussion, as well as an instrument we can use to achieve our common goals. The OSCE provides us with a special kind of power, namely co-operative power." He added that the 56 participating States needed to place the OSCE in a 'more global scale': "We are not living in an OSCE vacuum but in a world where a new era of risks and opportunities is emerging. We have not only common values and principles, but also interests." Minister Kanerva said he intended to visit the countries in the region, with the first trip to Moldova next week. The OSCE has 19 field operations in 17 countries in South-Eastern Europe, Eastern Europe, the South Caucasus and Central Asia. He also said he was concerned about the dangerous deadlock in the negotiations on the Treaty on Conventional Armed Forces in Europe, calling it "a cornerstone of European military security". "I urge the parties to continue a dialogue in order to seek resolution of outstanding differences. We should seek at all costs to avoid an erosion of the treaty regime," the Minister said. He also said the OSCE, and its Office for Democratic Institutions and Human Rights (ODIHR), should continue its valuable work in election-related activities but acknowledged that its election observations had highlighted divisions among some countries in the OSCE, adding that "it need not remain so." "I appeal to all government concerned to cooperate closely with ODIHR," he said. "Every participating State can and should continue to work towards improving their democratic institutions, including those of elections, and in accordance with agreed commitments and established practices." He called on the participating States to implement the Organization's political commitments based on the common values of democracy, human rights and the rule of law.
