TER-PETROSYAN CALLED TO VOTE FOR FRESH POWERS

Today the RA First President Levon Ter-Petrosyan visited Jrashen, Shirakamut, Spitak and Kortan residences in the region of Lori, held unplanned meetings in Vardablur and Gyulnakarak villages and held a gathering in Stapanavan. Everywhere the meetings were crowded and warm. Only the meeting with the residents of Spitak was short, since they were participating in the campaign of Serge Sargsyan’s pre-election event.

“You may elect anyone, but not Serge Sargsyan, if you trust us you should elect us”, appealed Levon Ter-Petrosyan to the citizens.

In Stepanavan Nikol Pushinyan, head of “Ajlyntrank” initiative talked about 27 October incident and stated that the person who was unable to prevent such crime wanted to become a president. The Chairman of the “Republican” party Aram Sargsyan reflected on the thesis of Galust Sahakyan allegedly the crime was organized from abroad. “If it was from abroad, then whose problem was to prevent it? What is the security system for?”, asked Aram Sargsyan.

The RA former Prime Minister Hrant Bagratyan reflected on the economic system and on Serge Sargsyan’s and Robert Kocharyan’s preferences. According to Hrant Bagratyan the whole economic income goes to Robert Kocharyan’s and Serge Sargsyan’s pockets. If it goes on this way, the whole economy will be destroyed in 10 years, since monopoly will have deeper roots in Armenia. Hrant Bagratyan underlined the role of Stepanakert town in Armenia-Georgia relations, when Azerbaijan put pressure on Georgia for the relations with Armenia.

“We would not have overcome the blockade without Stepanavan”, stated Bagratyan. Ter-Petrosyan called the nation to vote for new and fresh powers, whose who had pure past, pointing out Stepan Demirchyan and Aram Sargsyan.

A SMALL INCIDENT

[01:41 pm] 07 February, 2008

Today a small incident took place on the way to Nalband village in the region of Lori. A car without state numbers “squeezed into” column of cars, escorting Levon Ter-Petrosyan, wanting to cause a car crash.

As Nikol Pashinyan informs they managed to stop the car and to find out that the unknown people were the employees of National Security Service in Spitak.

We should remind that today the RA presidential candidate Levon Ter-Petrosyan will hold meetings in Jrashen, Shirakamut, Kurtan, Stepanavan, Shahnazar and Tashir.

Despite what RFE/RL reports, the number in attendance was actually noticeably less than before. Ironically, a friend sms-ed me asking if I was heading for the Ter-Petrossian rally. There were so many people in attendance, she said. Given that Liberty Square can hold about 20,000 people and that previous rallies attracted as many as 15,000 I figured the rally must be the same size as last year, or perhaps a little larger.

In fact, it was much less with Liberty Square about half full with whole areas completely empty at the sides and the crowd rapidly thinning out as you went further back. In places it looked larger, but overall it was much smaller. One journalist put the number at around 5-8,000, but I’ll give Ter-Petrossian’s team the benefit of the doubt and say 8-10,000. Still, it’s winter now and there’s snow and ice on the ground so perhaps that’s to be expected, but on the other hand, the weather was actually quite nice.

Regardless, and as is the case with most opposition rallies, the crowd was mainly made up of middle aged people and the elderly. There were a few young faces in the crowd, but like most students and those representative of what is or should be the middle class, many Armenians still dislike Ter-Petrossian. They may not like Sargsyan much either, but the former president is still considered a step backwards and not forwards.

What do you mean when you say that there will be a war if Serj gets elected? As in Armenia finally recognizing an independent Artsax and the Azeris attack, so we retaliate or what do you mean?

Obviously, Armenia has no reason to start a war...so I'm assuming that Armenia has to give Azerbaijan a reason to attack...and that's what you mean? If so, what reasons are you talking about?

I still think Levon is a scum...Armenia will be as doomed as it was during Levon's era! At least there's been a slow pace forward, even if it's very slow. We should not look back, especially electing a person that brought the economy/country to its knees during 1990s. Don't we ever learn anything? I think Levon will sell Artsax and Armenia, if elected.

He proved to be incompetent president in every way possible, so why should he be elected again? I'm not pro anyone over there, but I would prefer Serj over Levon in no time.

You mentioned that the last two years of his presidency he proved to be a better ruler than before? Is that why he stepped down? I'm very surprised that he hasn't been shot in the head yet! I'm pretty sure that Serj isn't threatened by him. As far as I'm concerned....no one really pays attention to him in Armenia nowdays...only a very small number of people.

The fact that he had bunch of people at one of his rallies last year doesn't really say anything about his support because I'm sure you can find many people who attended the rally out of curiosity and to see what Levon has to say this time, not that they actually support him. I mean I don't support anyone, but I wouldn't mind stopping by at those rallies to hear their fairytales if I lived in Yerevan.

Armenia was in total chaos when Levon got elected up until his resignation. There was no economic growth during this time, he wanted to make a deal with the Azeris over Artsax, which meant that some of what was gained had to go back, he was the reason of more than one million Armenian exhodus making half of the populations bunch of immigrants! It's also known that he made so much $$$ from selling electricity to the neighboring countries/or country, while its own population was sitting in darkness for months during the cold Armenian winters.

Do we see all this under Kocharyan and his gang? No! Do we hear about compromises on Artsax issue by teh kocharyan administration? No! Do we have an economic growth of 12-13% today? Yes! Did we ever have anything during Levon? No!

Any person that caused the Armenian version of genocide...in this case a "white genocide" deserves to be shot.

Like I said before...as much as they're all the same crap, but at least we see Armenia moving forward in a slow pace, than ever before since its independence. Like you said it yourself....they're all fascist, but I would rather have a fascist administration/leader that has put Armenia back on its feet from the dark and hungry years of 1990s, than a fascist leader that has not done anything for its nation.

The only privilege that Levon has over Serj is his looks. Serj reminds of that Russian cartoon character...'cheboorashka". But let's not judge the candidates by their looks or their education....with his education and background you would at least think that Levon would have made a good leader! HA!

I also do not want any Armenian president with a Jewish wife! Let's not kid ourselves....just because we only see her next to Levon looking like a sheep and all quite means nothing! God knows who she really is!

Elle jan, I will say this for the last time...

I was not talking about a war between Azerbadrjan and Armenia... I was talking about a war between LEVON AND SERJ...

Why are you people so blind? do you really think that serjuk and qocharik are the reason why economy went up??? Why must you always critisize what you don't know...

DOES ANYONE IN THE FORUM KNOW THE TRUE STORIES BEHIND BOTH QOCHARIK AND LEVON?

I am not blaming you, you beleive what the press says - you believe what people tell you, but please do open your eyes. If it weren't for Serjuk and Qocharik Armenia should have more than 200% economy boost... with all the businesses under their control, with all the transport under their control, with all that import export business under their control, do you think the poeple get enough?

Wake up people, you guys are still sleeping under the 1992-1995 years, its 2008 please do wake up...

Do you really think that Serjuk is the one that will bring the economy up? that's just a last year view they shove it up your eyes, and show it to the media so they can have people like you believe that they are the ideal for the country... the economy numbers are those from the past 2 years, why won't you count the total for the 8 years and see what it comes too. see how much they stuffed in their pockets...

As a matter a fact Serjuk's brother, Sashik is here in America - why won't you try to find out how much he already has invested in here, I know an approximate number - cover your eyes - around 500 million dollars invested in LOS ANGELES... why won't he invest in Armenia...

So if you must protect someone, at least go for Artur Bagdasaryan... And stop with the annoying talks about Levon being this and that... Without the Soviet Union, Armenia was left alone in 1992, when it got it's independence... with no one to backup Armenia, they had to finance the Army of ARMENIA to get ARTSAX, when you people sit in here and talk about Artsax please do remember who won it for you... YES IT WAS LEVON. Where was he going to get the money to finance the ARMY? off course now that we think of it, it's GAS and ELECTRICITY - WOW... do you still think you would have ARTSAX without LEVON? you would get jack if he didn't put the regeime...

How about this - from now on we only talk good about our presidential candidates - you talk good about SELJUK, and I talk about LEVON... and we don't offend one another by tryint to point out the bad things that each one do, only the good things, then wait and see who becomes the president!!!

by the way the reason for Levon's resignition was - one and only - VAZGEN SARGSYAN... he wanted it to be that way, what happened then? your so called perfect gang took the life of the hero of Armenia...

Another face to thank for the Artsax war to be won, VAZGEN, how could have I forgotten it, was he not the one who brought the latest technology to the Armenian army to win the war? was he not the one who had to pay for it? where did the money come from? oh yes now I remember, from selling electricity and gas - so unless you really think that Armenia was so strong to take over Artsax without all that money put into the military - please stop accusing and start learning. If it were not for Levon and Vazgen you would see the Azerbadrjani flag all over SEVAN LAKE, so please stop your toughts for a minute and start using some facts...

P.S. Serjuk offers 200 dollars for each andznagir he takes - it's a FACT... so is he still a good candidate?

P.S.S. Levon has so much powers backing him up from within and outside of Armenia, that is not even funny, please ma'am don't argue on a topic that is not well known for the public... if you are wondering as to where my information comes from - OGHAK - Ka Ge Bei Verahskoghutsyun!!!

I'm following the pre-election and I don't understand why people get so agitated/excited about all this. In my view, Armenia's fundamental problems are to be solved on the long term: creating industries, attracting investment, lowering corruption, developing a sufficient turn over of qualified professionals for the High tech sector, instilling the principles of democracy in the population starting from the local mayor or police officer, etc. Joghovurt, all of this takes time and solutions are to be seen on the medium term only ... i.e. forget about corruption disappearing in the next 5 years or things to be perfect in that much time.

No matter who is elected, things will keep on changing slowly. If if we don't do a single mistake and the country starts running like a perfectly oiled machine, how do you guarantee that the Abkhazian section of the railway will open for Armenia-Russia trade to be boosted, how do you guarantee that Azerbaijan will actually go for compromises, how will you guarantee that Turkey will change its attitude towards us, how do you guarantee that Armenia will not be threatened by hostile neighbors, etc. The region we live in is not central Europe and Armenia is not Switzerland, even of we want to be considered as such, and even deserve it. There are many elements out of our control!

Moreover, in my opinion, there is only one difference between Ter-Petrossian and Sarkissian-Kocharian: their vision of Armenia's role in the region. On internal political issues they are exactly the same, they worked together in the past, were friends, and they parted away because of differences on foreign policy issues. That's it. All the talk about one loving Armenia more, one being less corrupt, more just, more liberal, etc is BS. Their economic policies are the same: liberal. No matter who's in charge, the present economic system will perpetuate unless there is a change in the regional balance of forces, i.e. breakthrough in the Artsax question.

Levon realizes this: He knows that without solving this crucial issue, the most important facing us, his promise to improve living standards of Armenians can't be kept. That is the bottom line: Artsax.

Have to leave, will continue later!

A.

I keep hearding that Artsax is the core of all problems here...but how?

Azerbaijan will never go to any compromises, unless it's the full return of the 10% of buffer zone and Artsax territory.

If Armenia makes one-sided compromise with Azerbaijan...meaning that it return the buffer zones, it would the same as loosing Artsax all together because the area needs a protectional zone.

As far as I know the present situation in Artsax is to our benefit. If Armenia declares Artsax's independence, a war will break out in no time all over again. For now why not let Artsax built it's economy and governannce by itself and onyl the future will show what will happen....I hope that Kosovo independence will backfire on Azerbaijan.

So I have no idea why some you keep mentioning Artsax as the crucial problem/issue for Armenia.

What's wrong with having Artsax as a de fact territory just like it has been since 1994. Resolving the problem (knowing that Azerbaijan won't compromise) will only mean giving back some of the buffer zone. Do we need that? The buffer zone is part of Armenia, so why are we supposed to compromise and give anything back? That will only show how passive we are! Since when do people "just give back" won territories? The only option Armenia has is wait until Azerbaijan attacks (showing it as an aggressor state), only then Armenia should see if it either pushes further into Azerbaijan, maybe pushes into Nakhicehvan, or looses some of the territories itself. Other than that, there should be no compromises made on our part, we finally win something after all these centuries of being bunch of loosers when it came to losing territories oen after the other, and our leaders (especially Levon) is thinking about compromises without any enemy attack? Like I said before, the present sitaution of Artsax is to our advantage. After all, what is Artsax loosing without it's status as an intependent state or part of Armenia? Recognition" Well we can't have it all at once, so the main important factor today is that we won some part of our ancestral land back, so let's work on it and not become bunch of pesimists about it. I just don't understand how can anyone thinking about giving anythign back when each mile has been won with so many casualities on our side and so much blood shed. I'm sure if Artsax was recognized as an independent state or part of Armenia, the economy might have grown faster and few other positive things might have happened, but like I said before, we can't expect to have it all.

International ECHO Research Company today presented the report on the results of the media monitoring in Armenia during the first week of the pre-election campaign, which evidences its balanced coverage, Mediamax reports.

The monitoring was ordered by the Brussels based European Foundation for Democracy. “MediaBrand” Company was the partner of ECHO Research in Armenia.

“The research showed that the Armenian media are generally balanced,” the Head of the ECHO Research Department Karen Prichard stated. “The TV-channels quite fairly distribute the broadcast time among the candidates, and the press is quite diverse,” she stated, stressing, however, the presence of considerable differences in the coverage of the broadcast and print media.

The monitoring covered the basic news programs and interviews of the presidential candidates of 8 broadcast media: The Public TV of Armenia, “Armenia,” “Second Armenian TV-Channel,” “Yerkir-Media,” “Kentron,” “Shant,” the Public Radio of Armenia and the Armenian Service of Radio Liberty, and 12 newspapers: “Golos Armenii,” “Agz,” “Hayots Ashkhar,” “Aravot,” “Hayastani Hanrapetutyun,” “Haykakan Zhamanak,” “Novoye Vremya,” “Iravunk,” “168 Zham,” “Hayq,” “Zhamanak-Yerevan” and “Chorord Ishkhanutyun”.

Experts of the International ECHO Research Company analyzed 743 TV-reports, radio-reports and newspaper articles, published in Armenia within the first week of the pre-election campaign, and came to the conclusion that 630 items from 743 showed no evidence of reporting bias.

Presenting the report, the Director of ECHO Research Department Karen Prichard called attention to an interesting fact: TV coverage was overwhelmingly positive about the conduct of the elections, assessing them as “democratic” in virtually every item analyzed, whereas print press judged their conduct as “undemocratic” in almost 25% of cases.

The report notes that despite the “pro-government coverage,” the Public TV of Armenia provided broadcast time to other candidates as well, as legally required.

Karen Prichard noted that “the tenor of the often powerfully-worded critiques of all candidates in the media implies a considerable degree of freedom of expression.”

All in all, the ECHO experts analyzed 390 newspaper items, 256 TV reports and interviews and 97 radio reports and interviews and came to the conclusion that the Armenian media are “heterogeneous.” “573 of the 743 items took a balanced approach to each candidate they discussed,” the report reads.

The conclusion of the report reads:

“Clearly, Armenia is a country in transition. Its media sphere is not perfect. However, media are not, for the most part, menaced by political forces – and when media comes under pressure, that pressure is reported on.”

Robert Kocharyan: This would be the most civilized election in the history of Armenia, if...

President Robert Kocharyan held a meeting with the participation of the Heads of the National Security Agency and Police, Attorney General, Heads of the Departments of the National Security Agency and Police of Yerevan and the Prosecutors of the marzes, President’s Press Office reported.

Addressing those present, the President of Armenia said: “The pre-election process is entering a crucial stage. Our objective is to hold legitimate elections and your departments’ and personally your roles are significant here.

Understandably, during the election period the domestic situation becomes somewhat apprehensive. The candidates and the parties are conducting a number of large-scale events. All your activities should tone with the situation, and in this period your workload will increase.”

Robert Kocharyan divided the main activities into two large groups. The first group, according to the President, must include the issues related to the activities carried out by the law enforcement agencies in conformity with the Electoral Code. The task of the Police is to verify the voter lists.

The second group of issues must deal with the discipline, as well as the maintenance of the public order in general on the election day, especially in the vicinity of the precincts. The law enforcement bodies have to respond swiftly to all the signals related to the violation of the Electoral Code. As of today, in the Prosecutor office a specialized group has already been created, and the Police have established a “hot line.”

Speaking about public order, President Kocharyan noted that during recent large-scale events two incidents have already been registered. He gave instructions to be more alert.

“Apparently, it is hard to imagine elections devoid of any incidents at all anywhere in the world. However the number, scope, tension of the incidents, as well as the ability to respond and prevent them quickly depends on us,” said Robert Kocharyan and added “along with these duties you have many other important duties to attend to. They are not suspended in the election period and demand persistent work. All this requires much more work on your personnel’s side.

It is very important that the criminal situation in the country does not deteriorate. No one should think that the election period could be taken advantage of. It is also very important that any candidate or political force does not consider turning the elections in an uncontrollable process through some kind of provocation.

Stability is one of our most significant achievements; our success is built on stability and with this regard there is no room for faltering.

Some candidates and political forces are trying to drag you into the political process; sometime public accusations are sounded and provocations are made. It is for everyone to know that the law enforcement bodies and government structures as a whole are carrying out their obligations in a decent, efficient and resolute manner.

In this period, all of us, including the candidates and political forces, should be much more tolerant. When the situation is tense, when accusations are exchanged, and when there is a candidate whose entire campaign is a chain of provocations, the temptation to respond and react is big. That is why it is important for us to be patient, restrained and self-possessed, and to respond to all those attempts by the force of law and within law.

You are acting on behalf of the State, you are wearing the uniform, and you have ranks, therefore you should be more alert, restrained but at the same time very resolute regarding these processes.”

WILL SERGE SARGYAN MAKE A DIGNIFIED STEP?

The participants of the meeting started a march after the meeting of the First President was over. Levon Ter-Petrosyan headed the participants of the march. They walked from the Liberty Square to Mathenadaran, then walked to Abovyan Street and returned to the Square. Before Ter-Petrosyan made a speech, people began dancing and celebrating Ter-Petrosyan’s victory.

“My nations, you made me make a speech twice today. This meeting and the march have proved that we will overcome all obstacles. There is certain distinction now between the noble, free, brave citizen, the Armenian nation and the rascal of the nation”, said Levon Ter-Petrosyan. He reminded that he was one the heads of 1988 movement and noted: “The movement of 1988 was the movement of mature men and women. But majority of the participants of today’s meeting are young people. This is the movement of young people and I am proud to lead the Armenian youth and the movement of our country’s future”.

Ter-Petrosyan continued: “Today’s meeting proved the importance of the following problem; whether Serge Sargsyan is able to do a noble thing in his life. Seeing you, will he be able to withdraw his candidature?” The participants of the gathering did not allow Ter-Petrosyan continue his speech and cried: “Serge, leave. Serge, leave”. Then Ter-Petrosyan continued: “Now we’ll see whether he has the dignity to respond to your request”.

Ter-Petrosyan reminded that 10 days were left to the final victory of the fight. “On 19 February you will have to vote realizing one thing – you are the owners of this country, you are the free citizens of this country and you will not allow anyone violate your free will. I am confirmed that no one can suppress this dignified nation. You, please, carry out your duty, I and my friends will spare on effort to carry out our obligation”. Aram Sargsyan will take LEVON's side

“We have already won, wait for 10 days and you will see”, announced the Head of the “Armenian National Movement” Ararat Zurabyan and appealed to various “gallops” to look into the eyes of the participants of the meeting then make conclusions and publish the results.

He noticed that Ter-Petrosyan returned to the great politics 6-7 months ago, but managed to do what other political actors were unable to do.

Chairman of the “Republican” party Ararm Sargsyan added: “The man who is capable to gather 100 thousand people in any place in Armenia, has already won. The man who is able to conduct such meetings under such unbearable conditions and to gather so many people, he has already won”. Reflecting on Robert Kocharyan’s meeting with the heads of powerful structures yesterday, he said: “Kocharyan gave lessons to them, although he was to provide free and fair elections, and not get involved in Serge Sargsyan’s campaign, and call Arthur Baghdasaryan’s electorate to vote for Serge Sargsyan”, said Aram Sargsyan. He also reflected on Kocharyan’s ideas: “He speaks of good and evil. The man, who made his guards kill his schoolmate beating him violently, cannot talk of kindness”. Aram Sargsyan reminded the case of Poghos Poghosyan who was murdered in Aragast café.

Talking about Serge Sargsyan, Aram Sargsyan noted that after 27 October 1999, when he was the Minister of the National Security and an unprecedented crime took place in country, he should not have run for presidency and should have been ashamed to come out to the street. Aram Sargsyan turned to Levon Ter-Petrosyan and said: “My dear President, there are no obstacles in this country that you cannot overcome”. Then he turned to the nation: “People, are there any difficulties that Ter-Petrosyan cannot overcome?”. “No”, responded the 100 thousand participants.

At the end Aram Sargsyan called the nation to protect 19 February victory. “The only obstacles to be overcome in this country are Serge Sargsyan and Robert Kocharyan, whom you have defeated by your meeting”.

IT IS SHAMEFUL

Before the Head of the “Armenian People’s Party” Stepan Demirchyan made a speech, he announced that he had already recovered. He was ill and did not participate in the previous meetings organized by Ter-Petrosyan.

“Serge Sargsyan was talking of Benjamin Franklin recently. He was speaking of shame and evil. I want to respond with another proverb: “The one who is not ashamed of his deeds, is twice guilty”, said Stepan Demirchyan. He pointed out all misdeeds that Serge Sarsgyan should be ashamed of. Particularly, he mentioned that it was shameful to come to power by force, it was shameful to use force on the nation, it was shameful to rig the elections, it was shameful to be corrupted and to talk of corruption, it was shameful to be responsible for 27 October incident and run for presidency.

Then he turned to the nation, saying that it was shameful for the nation to tolerate the authorities. Demirchyan pointed that they could get rid of the authorities and they would win on 19 February.

Then Nikol Pushinyan made a speech. “Today, Robert Kocharyan and Serge Sargsyan have decided to eradicate very important documents before they leave and burn the Ministry. I demand keeping the case on 27 October in a safe and sending a doctor to see Nairi Hunanyan”.

“800 000 NAMES WOULD BE ADDED”

During the meeting Nikol Pushinyan announced that “Spiritual ordeal” NGO headed by the NA Deputy Hakob Hakobyan also supported Levon Ter-Petrosyan.

“This is our country, this is our land and we should decide”, pointed out renowned actor Ervand Manaryan during the meeting. According to him, we are to make a vital decision now.

Nikol Pushinyan, inspired by the crowded Square, declared that if Serge Sargsyan did not withdraw his candidature by 19 February, the nation would remove him. Hrant Bagratyan presented the current economic situation in Armenia. “When Serge Sargsyan and Robert Kocharyan came to power in 1998, they thoroughly changed the ways of distribution of national income”.

According to him, 20 percent of income is in the hands of Serge Sargsyan and Robert Kocharyan, 30 percent in the hands of 38 oligarchs, 23 percent in the hands of foreign investors and only the remaining 27 percent in the hands of our 3 million compatriots.

Reflecting on dollar-dram fluctuations, he mentioned that here they also had their “portion”. He presented the detailed statistic facts, and added that 800 thousand names would be added in the election lists. He advised to participate in the elections and vote conscientiously.
