Statement by Professor Israel Shahak on the Jewish hatred towards Christianity Dishonouring Christian religious symbols is an old religious duty in Judaism. Spitting on the cross, an especially on the Crucifix, and spitting when a Jew passes a church, have been obligatory from around AD 200 for pious Jews. In the past, when the danger of anti-Semitic hostility was a real one, the pious Jews were commanded by their rabbis either to spit so that the reason for doing so would be unknown, or to spit onto their chests, not actually on the cross or openly before the church. The increasing strength of the Jewish state has caused these customs to become more open again but there should be no mistake: The spitting on the cross for converts from Christianity to Judaism , organized in Kibbutz Sa'ad and financed by the Israeli government is an act of traditional Jewish piety. It does not seize to be barbaric, horrifying and wicked because of this! On the contrary, it is worse because it is so traditional, and much more dangerous as well, just as the renewed anti-Semitism of the Nazis was dangerous, because in part, it played on the traditional anti-Semitic past. This barbarous attitude of contempt and hate for Christian religious symbols has grown in Israel. In the 1950s Israel issued a series of stamps representing pictures of Israeli cities. In the picture of Nazareth, there was a church and on its top a cross - almost invisible, perhaps the size of a millimeter. Nevertheless, the religious parties, supported by many on the Zionist "left" made a scandal and the stamps were quickly withdrawn and replaced by an almost identical series from which the microscopic cross was withdrawn. Then there was the long-drawn-out battle about Christian influence in elementary arithmetic. Pious Jews object to the international plus sign for it is a cross, and it may in their opinion, influence little children to convert to Christianity. Another "explanation" holds; it would then be difficult to "educate" them to spit on the cross, if they become used to it in their arithmetic exercises. Until the early 1970s two different sets of arithmetic books were used in Israel. One for the secular schools, employing an inverted "T" sign. In the early '70's the religious fanatics "converted" the Labour Party to the great danger of the cross in arithmetic, and from that time, in all Hebrew elementary schools (and now many high schools as well) the international plus sign has been forbidden. Similar development is visible in other areas of education. Teaching the New Testament was always forbidden, but in the old time conscientious teachers of history used to circumvent the prohibition, by organizing seminars or sending the students to libraries (not the school libraries, of course). About 10 years ago there was a wave of denouncing such teachers. One in Jerusalem was almost sacked, for advising her history pupils, who were studying the history of Jews in Palestine around 30-40 AD, that it would be a good thing if they would read a few chapters of the New Testament as a historical aid. She retained her post only after humbly promising not to do this again. However in recent years, anti-Christian feelings are literally exploding in Israel (and among Israel-worshipping Jews in Diaspora too) together with the increase of the Jewish fanaticism in all other areas too. The real enemies of truth here, as in many other aspects of the Israel reality, are the socialists, "liberals", "radicals", etc. in the USA. Imagine the reaction of the US Liberals, and of such papers as The Nation and New York Review of Books, not to speak of the New York Times if in any state whatsoever, the government financed spitting on a Star of David? But when here in Israel, the government finances the spitting on a cross, they are and will continue to be, quite silent. More than this, they helpt to finance it. United States taxpayers, who are of course mostly Christians, are finacing at least half the Israeli budget, one way or another, and therfore the spitting on the cross too. No Policy Change over "Armenian Genocide": Israel Israel told the Turkish Foreign Ministry that there was no policy change on its side over the so-called Armenian genocide, saying that it is up to historians, not politicians, to discuss the issue, Turkish Daily News reported on Wednesday. Turkey summoned Israeli Charge d'Affaires Moshe Kamhi last Tuesday and demanded clarification of Israeli Education Minister Yossi Sarid's statement that accounts of this alleged incident should be included into Israel's high-school curriculum. Armenians regard killings of their compatriots by Turks during World War I as a systematic genocide, but Turkey claims that they were the "unfortunate outgrowth of deportations" intended to prevent Armenians from assisting the invading Russian armies at that time. Armenia is pushing for a bill condemning Turkey and trying to win sympathy from the world. One day after Sarid's statement, Israeli Justice Minister Yossi Beilin claimed that the event was a genocide and nothing else. Both remarks created concerns on the Turkish side that a policy shift on the issue by Israel was being signaled. It was reported that Israel had told the Turkish Foreign Ministry that the two ministers' statements were their personal opinions, not government policy on the issue. Israel has declared that there was no change in its policy over the so-called Armenian genocide, reaffirming that it still sticks to what was expressed in 1995 that the topic should be discussed among historians, not politicians. Drawing attention to Turkey's help to the Jews throughout history, an Israeli diplomat said that Israelis were aware of Turkey's support for Jews both before and during the Holocaust. "Our relations with Turkey are strong and good. We have been working hard to improve the already excellent relations. THE ISRAEL-TURKEY-AZERBAIJAN TRIANGLE: PRESENT AND FUTURE Anar Veliev, employee of the TURAN Analytical Information Agency (Azerbaijan). The local and foreign press has recently been talking about the creation of a new Azerbaijan-Israel-Turkey bloc. As we all know, any geopolitical union formed against only one opponent, or pursuing some short-term goal, is rarely long-lived. Every full-blown union needs an economic, geopolitical, and military component. In this article, we will take a look at the political, economic, and military aspects of this union, as well as the pluses and minuses of Azerbaijan’s involvement in it. Throughout the cold war, the U.S. created geopolitical and military blocs in various regions for carrying out short-term assignments (the Baghdad Pact, SEATO), and entered bilateral agreements on military and political cooperation with states in unstable regions, making that state a conductor of its policy in that particular area (Israel, Argentina, and Japan). And in this case, Washington’s shadow can clearly be seen behind the idea of creating the Israel-Turkey-Azerbaijan trian-gle. Central Asia is the main battleground where the interests of the U.S. and its western allies clash with those of Russia, Iran, and China. The creation of such a union will allow the U.S. to defend its national interests in that region, since it is clear that NATO cannot expect to include the Central Asian states in any new expansion plans. Azerbaijan occupies a particular place in the U.S.’s plans in this region. According to Zbigniew Brzezinski, “Azerbaijan can be described as the vitally important ‘cork’ controlling access to the ‘bottle’ that contains the riches of the Caspian Sea basin and Central Asia. An independent, Turkic-speaking Azerbaijan, with pipelines running from it to the ethnically related and politically supportive Turkey, would prevent Russia from exercising a monopoly on access to the region and would thus also deprive Russia of decisive political leverage over the policies of the new Central Asian states.” What is currently happening in the Northern Caucasus is a direct threat to the independence and sovereignty of Azerbai-jan. For example, the missile strike on Azerbaijan’s Zagataly District on 1 October of last year had a far-reaching effect throughout the world. The fact that Putin, who personifies the military-industrial complex, has come to power makes it impossible to make advances to Russia. Whereas, beginning in 1995, it was possible to place stakes on a particular group in the “battle-torn” Kremlin, Azerbaijan will now have to conduct a rather different policy. Assurances of good-neighborly relations and the signing of “decorative” declarations may not be enough. Russia will demand a more impres-sive show of loyalty. At the same time, several triangles are developing in the Southern Caucasus, Iran-Armenia-Russia, and Iran-Armenia-Greece, the main goal of which is to prevent the U.S. and Turkey from gaining a stronger foothold in the region. It should be noted that the second union, Iran-Armenia-Greece, has little chance of becoming a reality, since there has been a recent warming trend in the relations between Greece and Turkey, and it is unlikely that a NATO mem-ber-state will form a military-political union with Iran. As for the first union, however, recent events show that it will most likely be formed. If this happens, Azerbaijan will find itself in a blockade of unfriendly states. So a military-political un-ion with Turkey, and consequently also with Israel, will help Azerbaijan dampen the threat from neighboring states. The Political Aspect After Azerbaijan gained its independence, its relations with Israel have been rather undetermined. From 1992 to 1995, both countries were in a so-called “diplomatic vacuum.” At that time, good relations with Iran and the great influence of this state on the domestic political situation in Azerbaijan made it impossible to begin building bridges. But beginning in 1995, Israel and Azerbaijan began to establish closer ties. Both sides have always sympathized with each other. The Azer-baijani leadership has always and continues to severely criticize any manifestation of anti-Semitism in the post-Soviet space. In turn, the Jewish Diaspora (which is closely tied with Israel) in the U.S. is lobbying Azerbaijan’s interests. The foundation of extensive economic and political cooperation was lain in 1998 when Benyamin Netanyahu, the Israeli prime minister at that time, came to Baku for a short visit. Then at the beginning of 1999, a delegation from the Israeli Foreign Ministry headed by deputy general director of this department for the CIS states, Central and Eastern Europe, Shimon Stein, came to Baku. During his meeting with the president, he discussed the possibility of the head of the Azer-baijan Foreign Ministry, Tofik Zulfugarov, visiting Israel, which, as we know, did not take place. As we have already noted, the reason for “not advertising” its relations with Israel was that close ties with Israel irritate Azerbaijan’s southern neighbor, Iran. The Iranian leadership repeatedly told Azerbaijan that building relations with a Zionist regime, an enemy of the Islamic world, would be fraught with great problems for Azerbaijan. Turkey's Jewish Lobby In 1986 a 13-member delegation from the American Jewish Congress visited Ankara, ostensibly on the invitation of Istanbul's Chief Rabbi. On their return, AJC president and delegation leader Theodore Mann prepared a letter (August 15,1986) that fell into the hands of Armenians sparking a major controversy. Affirming the strength of Israel-Turkey ties, Mann explained the reasons for the group's visit: "The US. Congress, pressured as it is by Greek Americans, and by Armenian Americans as well, who claim that their ancestors were victims of a holocaust in 1915 at the hands of the Turks, has not been as appreciative of Turkey’s geopolitical importance as it should be. Turkey’s leadership shares what is becoming the conventional view that American Jews are extremely powerful. (I need hardly note that such extravagant notions of Jewish power give me great con-cern.) Our invitation was one step by which the Turkish government hopes to begin to impact upon American public opin-ion...Turkey’s leadership is deeply concerned that its reputation in the human rights field has been wrongly tarnished, and that this impacts negatively on European and American political figures, diminishing its chances of acceptance in the European Economic Community and of increased American aid...That is probably why the Turkish Minister of State with whom we met committed to us, in the presence of the leadership of the Jewish Community and of the American Ambassador to Turkey, that Turkey would undertake a major celebration in 1992 of the 500th anniversary of the humane reception accorded by the Otto-man Empire to the Jews expelled from Spain and Portugal at the height of the Inquisition. This is regarded as a matter of con-siderable importance to the Turkish Jewish community and, indeed, could become an event of considerable importance in the Jewish world generally. We advised the Minister of State that the American Jewish Congress... would certainly advise the Jewish community throughout the United States and, to the extent possible, the general community of the substantial im-provement in human rights within Turkey over the past few years, of the secure life that Turkish Jews continue to live, of the improving relation ships between Turkey and Israel, and of the importance that we place in a strong and durable relationship between the United States and Turkey." Here's the text that caused the controversy with the Armenians: "For the same reason - their concern that Turkey's human rights reputation has been wrongly tarnished - Armenian allegations of a holocaust are a matter of the greatest sensitivity to the Turks. You may be interested in reading a major statement on the subject by a number of eminent historians and scholars. But even though so many serious scholars cast doubt on the allegations, I will not comment, even in this personal letter, about the merits of the Armenian charge. It is not for the American Jewish community to deny someone else's claim to a holo-caust...In the weeks ahead, we will be considering what further steps might be taken to enhance the relationships between the United States and Turkey, and between Turkey and Israel." "what ever happened between the Turks and Armenians is not our business " member of the Istanbul Jewish community. The Armenian National Committee called the Mann letter "a whitewash of Turkey's role in the Genocide." Phil Baum, AJC's Associate Director insisted that the letter was private. But the flurry of protests by concerned Congressmen and other public figures prompted an apology from Mann. "There is not room for doubt on the massacre of unimaginable magnitude that was one of this century's great tragedies," he wrote. (Azbarez 11.86) Ironically, a year later, when Pope Paul II allowed Austrian President Kurt Waldheim a Vatican audience, the American Jew-ish Congress bought a full page in the New York Tims to publicly condemn his lack of "sensitivity" to Jewish feelings. The AJC stressed that "the most sacred command of our generation is memory, not to forget how silence became indifference, in-difference became complicity, and finally turned into a nightmare of slaughter...Kurt Waldheim represents the antithesis of memory. He is the ultimate symbol of denial and evasion." Nor was the leader of the Catholic faith spared the AJC's moral sword: "How is one to explain so profound an insensitivity to the meaning of the Holocaust, so painful a failure of the moral imagination, by the custodian of the Catholic conscience...Isn't it true that along with so much of the rest of the world, the of-ficial churches were largely silent and abandoned the Jews to their agony? And if the church, to which millions look for moral guidance, cannot yet come to terms with its past, if it cannot respond to the demands of sacred memory, what hope is there for others?" The letter was signed by none other than Theodore R. Mann, President of the American Jewish Congress. (NYT 6.26.87) Barely three weeks after Mann wrote his controversial letter, 21 Jews were massacred in an Istanbul synagogue, including 7 rabbis. Arab terrorists were blamed. (NYT 9.7.86) But clearly there was much to suggest that the perpetrators were not Ar-abs. Held three days later, the funeral was attended by Interior Minister Akbulut. President Ozal, Evren and the armed forces kept their distance and sent wreaths instead. The Mufti of Istanbul was noticeably absent. The only prominent Israeli present was Israel's Chief Rabbi. Ankara made it clear that a cabinet minister would "not be welcome." (NYT 9.11.86) A subsequent report on the reopening of the synagogue quoted the congregation's president as saying, "I think the investigation is probably closed without a solution." (NYT 5.21.87) In 1988 President Ozal visited the U.S. and met with leaders of the American Jewish Congress in New York. Months later, another AJC delegation was dispatched to Istanbul. According to the Turkish daily, Cumhunyet (2.18.89) they were scheduled to meet with Foreign Minister Mesut Yilmaz, U.S. Ambassador Strauss-Hope, and U.S. Consul T. Carolan for briefings on Turkish U.S. relations and the status of Jews living in Turkey. Cumhunyet also reported that four members of the delegation would meet with Yilmaz to discuss "the assistance of the Jewish lobby in getting Turkey known in the U.S." George Gruen, whom the paper described as the group's "Middle East expert" led the delegation. When asked whether the "Jewish Lobby would join Turkey against Greek and Armenian lobbies in the U.S., he replied, "I want to make it clear that we are not a lobby firm. We have been established to protect the rights of the Jewish community in the U.S...We cannot take the side of Greece, Turkey or the Armenians. But if Ozal or Yilmaz ask, we will do whatever we can to help Turkey. In the end the defense of the Turkish thesis rests with Turkey, not with us." (Cumhuriyet, 2.13.92) But in 1991 at the height of the Gulf crisis, George Gruen masked his affiliation with the American Jewish Committee to write in support of Turkey's claim to northern Iraq. (NY Newsday 1.21.91). As the delegates met with the Turks, the appointment of Morris Abramowitz as U.S. Ambassador to llurkey was confirmed. Cumhumyet announced that "The American Jewish lobby, having learned of the status of Ibrkish Jews and the certainty of the appointment of Abramowitz, who is of Jewish origin, as Ambassador to Ankara, left Turkey yesterday morning in good spir-its." (Cumhuriyet 2.15.89) Calling Abramowitz "a strong supporter of Israel," Milliyet noted that he would be the third Jewish diplomat in Turkey in addition to Israel's representative and France's Ambassador Eric Rouleau and assured readers that his appointment would "strengthen the Jewish lobby" and convey Turkey's "real difficulties to Washington. (Milliyet, 2.16.89) In subsequent testimony before the Senate Foreign Relations Committee, Ambassador Abramowitz actually split with Presi-dent Bush on the issue of the genocide. Asked about Turkey's denial, he answered that it was "unclear whether or not a gen-cide took place." He also conveyed the "deep resentment" on the part of the Turkish Government regarding the issue and sug-gested that for these reasons "it should be left to historians." (Azbarez 6.17.89) Steven Solarz, "Congressman from Istanbul" Other prominent Jews have been engaged in promoting Turkey's interests. One is former Democratic House member Steven Solarz of Brooklyn, called by the Turkish press a "pro-Turkish Congressman." (Hurriyet 12.9.85) This wasn't always the case. As a freshman in Congress Solarz actually co-introduced Res. 269 to designate April 24, 1975 as a "Day of Remem-brance of Man's inhumanity to Man" and Res. 148 to commemorate victims of genocide, both including the Armenians. When a year later he authored legislation requiring the National Institute of Education to develop a genocide curriculum, he recom-mended the Holocaust and the Genocide for inclusion. In a letter to an Armenian organization in 1982, Solarz said, "I have no personal doubt, and indeed have said on many public occasions that the slaughter of a million or more Armenians by the Turks was one of the most unjust and unconscionable events of human history, and I certainly join you in deploring it." (1982 letter to an Armenian-American organization) Then like the weather, Solarz turned around. Reportedly he was informed by letter from the Jewish community in Turkey that refusal to cooperate could jeopardize their well being. In a subsequent statement on a resolution introduced in 1985 Solarz justified his change of heart in this way "One of the problems with this resolution is that it asserts what happened to the Ar-menians was a genocide when the fact that it was a genocide is itself in dispute...There is no evidence that I am aware of which demonstrates that the Ottomans were trying to exterminate all Armenians." (Congressional Record 12.12.85) With the passing of time, his opposition increased. In a letter designed to obtain financial support from Turkish physicians (June 1988) the Congressman wrote, "For over a decade in the U.S. Congress I've worked hard to advance the interests of the Turkish people...to ensure a significant and substantial foreign aid program for Turkey abroad and to expand the rights of Turkish Americans here at home." Armenians charged that he had "sold out for a $60,000 contribution to his war chest from Turks." "Why can't I support the people who support my work?" he countered. (Brooklyn Paper 3.8.89) Through the Revolving Door- Richard Perle When Ross Perrot entered the national political arena, one of his first criticisms was that too often people in government ser-vice parlay insider knowledge and experience into lucrative jobs as advisors or lobbyists for foreign interests. Former U.S. Assistant Secretary of Defense, Richard Perle is a case in point. Foreign governments with active and powerful constituencies in the United States tend to deal directly with representatives on Capitol Hill and have their own methods of disseminating information to support their agendas. On the other hand, Turkey relies on lobbyists with connections and influence in the administration to sell their case to Congress. In 1984, the Washington Times reported that Turkey was paying$300,000 to Gray and Co., a Washington based firm with ties to the Reagan Admini-stration and influential Democrats. At that time Frank Mankiewicz, former head of National Public Radio and Gray Hymel, former aide to House Speaker Tip O'Neil were Ankara's chief lobbyists. (Azbarez 6.84) Prior to the establishment of Perle's lobbying firm, Turkey engaged Hill & Knowlton to oversee public relations in the U.S. In 1989 they also recruited the British firm of Saatchi & Saatchi, a company of Iraqi Jews, to polish their image and promote membership in the EEC. (Armenian Reporter 6.23.89) In 1989, the Turkish press reported that Richard Perle was under investigation for his "behind the scenes" agreement with Turkey and stood accused of "lobbying for a foreign country without registering with the Justice Department. Cumhurryet claimed that the agreement had been undertaken by President Ozal without approval from the Foreign Ministry. Reportedly Perle would receive $875,000 for his services. The paper quoted him as saying, "I'll be a consultant. I'll run the works. By running it behind the scenes, I can be more useful for Turkey." International Advisors (LAI), as the firm would be called, in-cludes Douglas Feith, Mark Feldman and Michael Mobbs, men with former White House, Defense and State Department jobs. In the agreement Perle's name did not appear. (Cumhuriyet 1.24.89) Ufuk Guldemir, the paper's Washington correspondent, issued another report claiming that a "warmer atmosphere" had devel-oped after Perle and his group met with Turkish officials in the U.S. One target of its efforts would be the conservative wing of the Congress, another to strengthen Turkey's sales to the Defense Department. According to Guldemir, Turkish officials were heartened by the "ability of this team to influence the strong Jewish lobby in the United States." (Cumhuriyet 1.25.89) The Financial Times of London printed further details of the Perle-Turkey deal. Feith, of the law firm of Feith and Zell, would be the firm's chairman. (In 1982Feith resigned from his White House post because of alleged involvement with Israel.) Papers signed by Sukru Elekdag and Feith indicate that the "sole function" of the new company would be "to serve the Turkish em-bassy in its lobbying operations in the U.S." The paper called the fact that Turkey would be IAI's only client "highly unusual." (FT 2.4.89) When the Wall Street Joumal reported Turkish press claims that Perle "sold the idea for the new company to Turgut Ozal," Perle was vehement in his denials. "I am not representing Turkey in any way whatsoever," he countered. "I find very distaste-ful this business where people leave the government and the next thing you know, they're on the other side of the table negoti-ating with the U.S." (WSJ 2.16.89) Denials aside, this Milliyet report outlining his firm's work clearly challenges his veracity: "Speaking of the firm he estab-lished to do publicity, Perle described the spheres of activityin which IAI will be involved: to encourage Americans, especially members of Congress, to visit Turkey; to assure that even if aid to Turkey is not increased, all Turkey's debt will be converted to grants; to end the 10-7 ratio of military aid between Greece and Turkey; to pursue joint Turkish American production and investments; on publicity, to fix a general strategy and plan; to influence American public opinion on Cyprus and the Arme-nian question. (Milliyet 2.25.89) The Financial Times called Perle's connections with the Israeli arms industry "well known" and noted that he has encouraged "discrete negotiations" between the Turkish military and Israeli companies. In his Pentagon job Perle oversaw military policy and security assistance to U.S. allies and championed increased aid for Turkey. (In 1988 Turkey received $623 million in U.S. military assistance, ranking it third behind Israel which received $3 billion and Egypt $2 billion.) One Senate official said that there will be tough resistance if Turkey tries to increase textile exports to the United States. He complained that American jobs are being lost in his state because of "dumping" of Turkish textiles. American companies are also on the alert and have said that if IAI tries to obtain U.S. military technology for Turkish companies, they will go to Congress to fight to keep their domestic and foreign markets from being undercut by the Turks. (FT 2.20.89) On March 10 Cumhunyet announced that Morris Amitay, former of ficer of the America Israel Political Action Committee (AIPAC), a powerful lobby group in Washington, would join the Board of Advisors of Perle's firm. (See Legal Emes 3.20.89) Two months later the Turkish daily reported that IAI had passed its "first test" by helping to defeat a proposal to maintain the 10-7 ratio of foreign aid as the standard on grants and FMS credits to Greece and Turkey. Jewish Lobby Pledges All-Out Support For Turkey and Azerbaijan in Con-gress Harut Sassounian, California Courier On-Line, Aug. 5, 1999 Representatives of the Jewish lobby made a public pledge last week to do everything in their power to help enact pro-Azeri and pro-Turkish legislation and counter Armenian and Greek initiatives in the U.S. Congress. This chilling disclo-sure was printed in the July 28 and 29 issues of the Turkish Daily News. Reporter Yasemin Dobra-Manco wrote a lengthy two-part article after speaking with Barry Jacobs, the assistant director of the American Jewish Committee and Daniel Mariaschin, the director of the B'nai B'rith International Center for Public Policy. While it does not come as a surprise to us that several Jewish-American groups have been lobbying in favour of Turkey and Azerbaijan for some time, the remarks made by Jacobs and Mariaschin come close to a declaration of lobbying war against the interests of Armenia and Karabagh. Mariaschin told the Turkish Daily News that there are a number of Jewish-American groups that have "U.S-Turkish and Turkish- Israeli relations high on their agenda." The article lists the following organisations as playing "an increasingly active role in the advocacy of Turkish positions on many issues in the United States: The American Jewish Committee, the American Jewish Congress, the Anti-Defamation League, B'nai B'rith, the Conference of Presidents of Major Ameri-can Jewish Organisations, and the Jewish Institute for National Security Affairs." Recently, both Jacobs and Mariaschin travelled to Istanbul and Ankara to explain "the unique role" their "organisations can play in the lobbying process in the United States." Even though Jacobs and a Jewish-American delegation also visited Armenia and Karabagh, in addition to Georgia, Azerbaijan and Turkey, we are not fooled by their show of seeming even-handedness. They had made a firm decision to support the Turks and the Azeris long before their "fact-finding" trip. Mariaschin tries to explain to the Turkish readers why the lifting of the ban on aid to Azerbaijan "narrowly" failed in the Senate despite the support of "10 major American- Jewish organisations backing the effort." He blames it on the "strong opposition by Armenian-American groups." But, fearing that the Turks may get disillusioned with a Jewish lobby that repeatedly fails to deliver the goods, Mariaschin promises that the "pressure to pass it will be continued during the next session of Congress." Mariaschin discloses that "Jewish groups are now addressing an expanded agenda of issues," including support for the Baku- Ceyhan pipeline and Turkey's entry into the European Union. He expresses his regret that "the major humanitarian role Turkey played [in the Kosovo conflict] received little appreciation in the media." In Part II of the article, Jacobs pledges that Jewish organisations will "take an active and vigorous role in being friends of Turkey in the United States.... We will champion to the best of our ability Turkish interests in the U.S. Congress. We will be Turkey's friends officially in Congress" and work to help get favourable legislation passed. Trying to extract more from the Turks in return for Jewish support, Jacobs tells the newspaper that the Jewish groups' support for Turkey "has brought us into open conflict with Greek-Americans and Armenian-Americans. It has been wel-comed by the Turkish government, but we have paid a price. The price has been that we have the Greek and Armenian- Americans very angry at us." Jacobs gives as an example the criticism that Jewish groups received following the placement of an ad in the New York Times and the International Herald Tribune to congratulate the Turkish Republic's 75th anniversary. Jacobs admits that many Jews who are members of his group questioned, "why are we supporting Turkey which has a terrible human rights record?" In trying to minimise the failure of the Jewish groups to lift the ban on aid to Azerbaijan, he calls Section 907 "largely symbolic." He then contradicts himself by disclosing that because of Section 907, Israel's Overseas Development Program cannot send Israeli technicians to Azerbaijan, ,since the Program receives funds from the U.S. government. Jacobs states that "it is unfair to single out Azerbaijan, a pro-western and pro-NATO country that has diplomatic relations with Israel." Acting as a mouthpiece for Baku, Jacobs says that Armenian forces with the backing of Russia, occupy 20 percent of Azerbaijani territory and have created 1 million in internally displaced persons. Therefore, he explained, the organised American-Jewish community has come to the conclusion that it is wrong to further victimise Azerbaijan." Ignoring the fact that Turkey has hired the best U.S. lobbying firms that money can buy, Jacobs says that the Turkish lobby in the United States is "very small, unorganised and almost non-existent, while Turks in general failed to under-stand the modern lobbying process." His implied message is: Ignorant and badly organised Turks desperately need Jewish help." Jacobs also conveniently fails to mention that the entire U.S. government, including the White House, the State and Defence departments, has acted as a giant Turkish lobby for the past 50 years. Speaking as if he were a Turkish agent, Jacobs makes the following shameless declaration: "We want to work with your Embassy in Washington, the Turkish-American community and Turkey's many friends and win our battles on Capitol Hill. We want the American people and our leaders to understand what Turkey and its citizens have accomplished. We want our media to accurately reflect Turkey's importance and achievements. We don't want those who are not friends of Turkey to have the means to use human rights or other issues against your interests." Up until now, Armenians have treated these Jewish groups with kid gloves, hoping for an eventual reconciliation with them. After these strident remarks, it is clear that they have foreclosed any possibility of friendly relations with the Arme-nian community. There is no doubt in my mind that these Jewish groups, having gotten their marching orders from Israel, have made a firm and final decision to side with the tyrants of Turkey and the barbarians of Baku against the defenceless Armenians struggling for their survival. To counter the combined threat from Turkey, Israel and Azerbaijan, Armenians will have no choice but to form an alli-ance with Palestinians, Kurds, Syrians, Iraqis, Iranians, Serbs, Greeks and Greek-Cypriots. Legislative hurdles expected no matter who controls Congress By Sharon Samber WASHINGTON, Oct. 31 (JTA) – With the November elections just around the corner, Jewish observers and activists are predicting that no matter who wins control of the U.S. Senate and House of Representatives, the Jewish communal agenda will encounter some of the same legislative hurdles it faced in the 106th session. The 106th Congress passed only a few pieces of legislation that had been pushed hard by Jewish groups. Among them: • a bill that allows victims of terrorism and their families to collect damages against countries that sponsor terrorism; • a U.S. aid package for Israel that includes $1.98 billion in military and $840 million in economic funds. Legislation whose status remained unclear as Congress worked to conclude its session this week includes: • exempting from income tax restitution payments to Holocaust survivors; • cutting off aid to the Palestinians if they unilaterally declare a state. While there is division in the Jewish community over a number of issues, many Jewish groups band together on a range of issues.
