  3. AZERBAIJAN’S EFFORTS TO ACCUSE ARMENIA AND KARABAGH OF TERRORISM DOOMED The Armenian national security ministry has many times informed the population about special agents, sent to Armenia by Azerbaijan, who are tasked with carrying out sabotage and subversive activity. The Azerbaijani special services believe that in case of being arrested, its agents, according to preliminary worked out plans, would be recruited by the Armenian special services and be sent back to Azerbaijan with orders to carry out diversions there, where on the basis of their “testimonies,’ it would be possible to accuse Armenia of terrorism. The goal of such steps is clear, to destabilize the situation in the region. Azerbaijani special services are making every effort to accuse Armenia, and especially Nagorno Karabagh, of harboring terrorist centers. Despite the fact that all previous such attempts failed Azerbaijan continues its hostile encroachments. Mohamed Ojaverdiyev, an Azerbaijani citizen, was arrested recently in Armenia, who was trying to cross Azerbaijani-Armenian border through Nakhichevan section. The interrogation has revealed that Ojaverdiyev was recruited by Azerbaijani special agents Mobil and Kuliyev at a Baku prison where he was placed for avoiding military service. He also admitted of collecting information about the political prisoners at the orders of Azerbaijani KGB. After being released and having special training Ojaverdiyev was sent to Armenia. He was ordered, in case of being arrested, to create an impression that he was persecuted in Azerbaijan by special services and was ready to go back to Nakhichevan to carry out diversions there to take his revenge. The world is still shocked by the September 11 terrorist attacks on the USA. Numerous countries, including Azerbaijan, have condemned the attacks, and have united with a firm decision to root out terrorism. But the Azerbaijani leaders, being guided by double behavior standards, common to them, and supporting the Chechen terrorists and ignoring the presence of bin Laden’s supporters in the country are continuing their unsuccessful attempts to discredit Armenia. Azerbaijan should realize that its hostile encroachments are well known to the international community and its groundless attempts to accuse Armenia and Nagorno Karabagh of terrorism are doomed to failure. 4. AZERBAIJAN AND TURKEY CONFIRM THE ELIMINATION OF ARMENIAN CULTURAL VALUES IN THEIR TERRITORIES The cultural, science and education committee of the PACE holds its regular session in Yerevan. For participating in the session 21 deputies arrived in Armenia from 16 counties of the world on October 22. The chairman of the cultural, education and science committee of PACE Anatoliy Rakhanski was presiding the session. The chairman of Armenian parliament Armen Khachatrian delivered a greeting speech – welcoming the guests from the name of parliament. He considered it symbolic that the conference held in Armenia is connected with science, education and cultural issues. The initiative of holding the session in Armenia belongs to Armenian parliamentary delegation to COE, which presented the proposal to the committee during one of the PACE sessions. By the efforts of the Armenian delegation to COE the issues of preservation of Armenian cultural values in foreign countries were put on the agenda of the committee’s discussions. The problems mainly relate to the situation existing in Georgia, Turkey and Azerbaijan. Actually the initiative can be considered as a regular project drawn forward as a result of a clash between Armenian and Azerbaijani propaganda in the COE. The discussion of the problem in Armenia can be considered a victory of the Armenian delegation headed by Hovhannes Hovhannisian. Representatives of Azeri and Turkish delegations who are now in Armenia, though, tried to oppose the facts that Armenian historical-cultural monuments are being destroyed in their countries- thus indirectly confirming that there is really such problem in both countries. Particularly the representative of Azerbaijan brought a ‘document’ with him, which as though stated that Azeri cultural values are being destroyed in Karabagh. The Azeri deputy was presenting pictures of some subjects which as if proved his facts. In reality, though, it is very doubtful that the presented ‘facts’ really were monuments of Azerbaijani culture, for they were so ancient and worn out that one who knows history well would say that there was no Azerbaijani nation at those times. The Azerbaijani deputy was simply distorting facts by fiercely opposing the accusations of the Armenian side. According to some sources the representative of Turkey noted at yesterday’s session that they are ready to cooperate with anybody who wants to join them in preservation of different nations’ cultural values in Turkey. If there really was such a statement then by that the Turkish deputy showed that Turkey alone is incapable to preserve the cultural monuments of other nations in the country and needs help of foreigners. At the break of the session the guests participated in the opening of photo exhibition dedicated to the situation of the Armenian historical-cultural monuments in neighbor counties, which took place in the ‘Green Hall’ of the parliament building. Deputy education and science minister Vardan Grigorian, deputy culture, youth issues and sports minister Karen Aristakesian and the head of monuments’ preservation department Grigor Gyurjian delivered speeches at the session and answered questions. During their speeches they brought facts proving to the committee members that there are really tendencies of destruction of Armenian monuments and other cultural values in our neighbor countries. Each nation has the privilage of dwelling on its ancestral lands, struggling for its preservation. The commintment of the LCO is to gain and disseminate an intimate knowledge of the land and its rich culture; to raise international awareness that the treasures of the Armenian heritage are at the mercy of an indifferent world; to rescue these treasures from total destruction; and to assist in the social and economic developments of communities living in historic and present-day Armenia. Established over two decades ago, the LCO has undertaken a challenging variety of activities that range from restoration projectsof national monuments, to social and economic assistance programs, to historical documentation, and to development programs for Armenian communities lining on ancestral lands. 11. -= Kotayk Nights =- http://www.kotayknights.com/KotaykNight-arbi Mission of Kotayk Nights! mission events places that offer Kotayk contact As Armenia's economy recovers and the need for increased exports and the creation of more jobs is vital for its development, we have found a simple way to contribute to this important task. We believe that with every purchase of a "made in Armenia" product we are directly contributing to Armenia's exports, revenue, and the creation of jobs. This mission does not only apply to Kotyak (or Kilikia) Beer, however we have chosen Kotayk because of its internationally competitive standards in taste and quality. There are three basic goals for Kotayk Nights: 1. We believe that there is no good reason why any Armenian should consider drinking non-Armenian made beer while they can get the same great taste, quality and competitive price in Kotayk (or Kilikia) and at the same time help Armenia's economy. 2. We believe that those restaurants and bars that have an Armenian customer base have a duty to serve Armenian beer. 3. We feel that all Armenian owned restaurants and bars should offer Kotayk and promote it amongst their non-Armenian customers. http://www.kotayknights.com/kotayk3-b.jpg web page
  12. PEOPLE IN AZERBAIJAN THINK THE ANTHRAX PREVENTS 907 SECTION REPEAL 19.10.2001 /PanARMENIAN.Net/ The American-Azerbaijani council head Jeykhun Mollazade has stated that there are some grounds for the hope that the 907 Section of the Freedom Support Act, restricting the US administration aid to Azerbaijan until it lifts the blockade against Armenian and Nagorno-Artsax, will be repealed. As "Zerkalo" Baku newspaper informs, the question on restriction lifting might be included in the Senate agenda even yesterday if anthrax carriers had not been found in the office of the Senate majority leader. Because of this, information that the hearing of "Azerbaijani question" would be postponed for indefinite period appeared. At the same time there is information that the Senate decided not to stop its work. This let Baku commentators hope that the discussion of the question of restriction lifting or granting the president with authority to veto the 907 Section validity will not be postponed. 13. ISLAMIST ORGANIZATIONS ACTING IN AZERBAIJAN LAY FOUNDATION FOR DRUG MAFIA SYNDICATE ACTIVITIES 19.10.2001 /PanARMENIAN.Net/ According to "Sobitia" newspaper issued in Baku, a number of ultra-extremist organizations that "are engaged in forcible introduction of Islam having selfish ends", are operating in Azerbaijani northern region. Among them are "Jihad", "Ihvanul muslimin", "Khizbut Tahrir', "Gutbiye". The newspaper states that these "so-called Islamic but, in reality, criminal structures really work for the development of "jihad" in the territories of the Caucasus and the Central Asia in order to establish their own political units as a foundation for future "caliphate" of transnational drug mafia syndicates". 14. AMERICANS TO LOOK FOR NOAH'S ARK ON ARARAT MOUNTAIN 19.10.2001 /PanARMENIAN.Net/ From Vandenberg airbase in California, a satellite was launched yesterday. It is assumed that it will be used in the search of the Noah's Ark that is on Ararat Mountain. The satellite is to take photos of the Earth. In summer scientist of Richmond University Porcher Tailor addressed the leadership of «Digital Globe» firm that is the project sponsor, with a request to help to prove the theory that Noah's Ark is on Ararat mountain. According to Tailor, photos of one of the parts of the mountain that is 4.7 km high have to be taken. A strange object was found there, when photos were taken in 1949. This object, called «Ararat anomaly» is 182 m long. The photos of the anomaly, taken in 1999 and 2000, could not help to solve the mystery. 16. Uzbekistan's ambassador to Azerbaijan played down official Baku's allegations that Nagorno Karabagh shelters terrorists. "Azerbaijan has to first prove the existence of terrorist camps in Nagorno Karabagh before to start talking about its intent to carry out anti-terrorist action there," Uzbekistan's embassy announced. In an interview with a Baku-based Olailar news agency Uzbekistan's ambassador to Baku said it would be naive for Baku to expect international community's support in this issue. "Azerbaijan will have to provide proof about occupation of Nagorno Karabagh by terrorist forces to present them to the international community, including Uzbekistan and only then ask for support," he said. In a related development an official of the Union for Azerbaijan organization told 525 Gazet that it views Armenia and Iran as Azerbaijan's biggest enemies. "Iran helped Armenia occupy Azerbaijani territories and was also involved in the explosion in the Baku underground and president Kocharian's visit to Iran is not surprising," the official said.

In 2000 the ratio was 87.5% to 12.5%. The same source also said that the actual number of flights in the specified period of time was by 7.6 percent higher than it was time-tabled. Overall 2,308 flights were made to CIS countries and 619 flights abroad. Almost 20 percent of flights were delayed, of which 16.1 percent because of bad weather, 2.1 percent because of absence of fuel and the rest because of other reasons.
  19. ARMENIA WILL APPRECIATE HELP OF THIRD COUNTRIES TO HELP END KARABAGH CONFLICT YEREVAN, OCTOBER 19, ARMENPRESS: "Armenia appreciates very much Ukraine's help in the efforts to peacefully resolve the Karabagh conflict," Armenian foreign minister Vartan Oskanian said today after concluding negotiations with the visiting Ukraine's foreign minister Anatoliy Zlenko. Oskanian brushed aside some allegations that Russia was impeding Ukraine's more active involvement in the resolution of the conflict. "I disagree with such viewpoint, as Russia is a co-chairman of the OSCE Minsk group and is playing a positive role in the efforts which seek peaceful regulation of the conflict," he said. Oskanian also said that Armenia would appreciate any third country's help in solving the conflict. Anatoliy Zlenko said that the conflict should be resolved basing on international norms and principles.
  20. AZRERI ISLAMISTS ACCUSE WASHINGTON OF TERRORISM AND THREAT AMERICANS WITH "MASS PROTEST ACTIONS" AGAINST OPERATIONS IN AFGHANISTAN 18.10.2001 /PanARMENIAN.Net/ Assistant of the leader of the Islamic Party of Azerbiajan Haji Hajiaga Nurieva stated the actions of the U.S.A. cause serious resentment in Azerbaijan. Nuriev considered the military action held in Afghanistan by U.S. and British forces to be "terrorism". "The Azeri nation definitely blames these actions," – she asserts. In her words, "if the operations continue with the same harshness, mass anti-American actions may commence in Azerbaijan." 21. AZERI POLITICIANS CALL ON ALIEV TO REFUSE SUPPORT TO U.S.A. AS WASHINGTON DID NOT SUPPORT THE IDEA OF "ANTITERRORIST OPERATION" IN NKR 18.10.2001 /PanARMENIAN.Net/ Alliance of political parties called "Union of Pro-Azeri Forces" demanded from the country leadership to express its attitude towards the recent statement of the U.S. Ambassador to Baku. As we have already reported, Ambassador Ross Wilson expressing the official Washington position stated in an interview to ANS television channel that beginning of "an antiterrorist operation" in Nagorno-Artsax would not do any good to Azerbaijan. In his words, the United States will not support this action. In connection with this the leaders of the Union of Pro-Azeri Forces have raised the question of expediency of Azerbaijan's support of the action held by the Americans in Afghanistan. Chairman of "Namus" party Torgul Ibragimili says, "Wilson made it clear that Armenians are not terrorists for the U.S.A.," while "Azeri authorities stated in the course of eight years that Armenian terrorists have seized Naforno-Artsax." "Why should Azeri authorities and nation support Americans, who do not already support us today?" – asks Ibragimili. He is convinced, "such attitude of the American Ambassador can be regarded as interference in the internal affairs of Azerbaijan." 22. ANOTHER BAKU TRACK OF BIN LADEN On the initiative of Egyptian special services a member of a terrorist group, connected with September 11th events, is detained in Baku. Last updated: October 15, 2001 The other day Azerbaijani national defense ministry stated about the arrest of terrorist organization member, suspected in participation in the 11 September terrorist acts in Washington D.C. and New York. It is informed that the unit, the member of which is the arrested, is based in Cairo and the terrorist is the citizen of Egypt. Immediately after the arrest he was sent to Cairo. A special "Egypt Airlines" plane was sent to Baku for the flight of the accused, convoyed by Egyptian soldiers, to Cairo. Journalists were invited to make this demonstration action widely known. The arrested got on the airplane in a black mask, the fact that was making the situation false mysterious. It is kept the terrorist's name secret for some reason and Azerbaijani special services do not make clear the arrest particulars because of "investigation interests"… There is a direct evidence of the fact that Baku is a terrorist net part, leaded from Arab countries. Azerbaijani special service has made the arrest of Egyptian a demonstration show to prove the world that Azerbaijani government have no relations with terrorist bases operating in its territory. Nevertheless it is known that Azerbaijani law-enforcement bodies have had no participation in neutralization of the Islamist terrorist organization units operating within the country. It is also known that in Baku a year ago American special services, not Azerbaijani ones, arrested head of "Jihad" military operation department Ahmed Salam Mabruk, accused of participation in US embassy explosion in Kenya. The CIA agents, not Azerbaijani national defense ministry workers "took" two other "Jihad" activists Isama Hafis Mabruk and Yasir el-Eydaruz again in Baku. At the trial for organization terrorist acts in Kenya, Eydaruz admitted that he was the "Egypt Islamist Jihad" Baku unit leader since September, 1997. That was a big surprise for Azerbaijani law-enforcement bodies. American, not Azerbaijani intelligence service found out that the fax, stating the order for US embassy explosion in Nairobi, had been sent exactly from Baku. The fact that top terrorist Usama bin Laden called Baku and had negotiations with his local representatives 60 (!) times 1996-1998 was found out by not Azerbaijani, but American "pathfinders" too. The mysterious parcel sent to Baku by the Kenya terrorist act organizers was not intercepted in Bina airport for some reason. A month ago Azerbaijani MNS high-rank representative colonel Ilham Ismaylov, indirectly admitting Baku's being the regional center of the terrorist net headed by Usama bin Laden, stated in his interview to the local newspaper that the special services had received the information on the terrorist base presence in the country from Americans and not through their own channels. And what is more, the recent arrest of Egyptian was not made "on Azerbaijani initiative" but in response to the inquiry made by Cairo government. All the above mentioned facts are indisputable as the information primary source is the material of the investigation regarding the terrorist acts organized by bin Laden's people. Azerbaijani media has referred to the information not once expressing worry that Baku is becoming "one of the centers of the terrorist network". The direct relations between Azerbaijan and those, who the world civilized community declared war on, now are beyond any doubt. Azerbaijani role in the actions carried out by "El-Quaide" organization that in essence has admitted the responsibility for the barbaric terrorist acts in New York and Washington, are seriously discussed in the USA congress. "Recent information confirms that Azerbaijani government has invited top terrorist Usama bin Laden and his followers to Azerbaijan", stated Virginia Congressman Erik Cantor while he was having speech at the meeting of the committee for European issues of the commission of international relations of the House of Representatives of the American parliament. Having such a background, the Azerbaijani official leadership attempts to convince the world of its non-participation in international terrorism look, to say the least, are not persuasive. 23. DEPUTY MINISTER REPORTS 200 PERCENT GROWTH IN MACHINE BUILDING Armenian deputy trade and industry minister Ashot Shahnazarian said on Tuesday that a 14 percent growth was reported in the volumes of industrial output in the first nine months of the year against the same period of time last year. He also said that export volumes in the specified period of time grew by 10 percent. Though some decline was reported in the chemical production, but a growth in diamond cutting sector secured the overall increase. Shahnazarian also said that 200 percent growth was reported in the machine building sector. Ashot Shahnazarian also said that one of the leading Armenian enterprises, Nairit plant, which produces synthetic rubber, sells now some 500 tons of rubber monthly, though the plant has already produced 6,000 tons of rubber this year. He claimed that the plant was planning to raise production volumes up to 25,000 annually soon. He said Armenia could sell the rubber also to India and Korea. 24. ARMENTEL, ARMINCO SET UP NEW COMPANY -------------------------------------------------------------------------------- -------------------------------------------------------------------------------- Nikos Yotgulas, the chief executive manager of Armentel and Andranik Alexanian, director of Arminco, an Internet provider, have announced about creation of a joint company, called Infocom with 51 percent of shares belonging to Armentel and 49 percent to Arminco. The new company’s executive director will be appointed by Arminco. Nikos Yorgulas said Arminco was one of the leading Internet provider companies and that was why Armentel chose it to set up the new company. Andranik Alexanian in his turn praised the Armentel, saying it has extended a hand to help develop the telecommunications sector of Armenia. Alexanian also said that the new company would provide more qualitative services to all Internet users. He said that tariffs for Internet services will be changed towards reduction. Alexanian also dismissed allegations that the new company will not place the other Internet provider companies in an unfavorable position, as only Infocom could make use of Armentel capacities, which is still holds a monopoly in this sector. Alexanian also dismissed allegations that Armentel was not providing Internet traffic to other companies. Yorgulas also dismissed these allegations. By Ara Martirosian © Copyright AZG
  25. US AMBASSADOR IN BAKU COOLS HEAT Until Wednesday one of the most controversial and debated topics, exploited by Azerbaijani press was the possibility of carrying out “anti-terrorist” actions in the occupied Azerbaijani territories, controlled by the defense army of Nagorno Karabagh. The anti-terrorist actions carried out by the US-led coalition seemed to give hopes to Azeris and it turned out that the supporters of the idea were many, though there were also pessimistic estimates. One of the authors of the idea, a former aide to president Aliyev, now an independent political analyst Eldar Namazov said to the Bilik Dunyasi new agency that the idea was supported by the country’s leadership. But against this background the announcement made by the US ambassador to Baku Ross Wilson that “resumption of hostilities would not produce a desired outcome” and that his “country was against any force methods in solving the conflict” was something like a cold shower for belligerent Azeris. In an interview with the ANS news agency the ambassador said his country was giving a special attention to negotiations between Aliyev and Armenian president Kocharian.
