  3. http://myarmenia.brinkster.net/images/TopArt.gif Soviet Conspiracy Against Armenia in 1988 Evidence of an artificially generated earthquake! The Eye Witness Story Part 1 During the December 7, 1988 Armenian earthquake even the monumental gates of the city Spitak (which were known to be strongly built) were collapsed into ruins. In the ruins was the whole Northern portion of the Armenian Republic. Nevertheless it is worth mentioning that the "Earthquake" was pre-planned and artificially created to based on the events that occurred before the "Earthquake" of December 7,1988. 1ST EVIDENCE: When Japanese rescuers came to Adler airport (Russia) on their way to Armenian Earthquake Zone, they were not allowed to enter Armenian Republic by the Soviet government in Moscow. Japanese rescuers were known to be the most technically advanced in the field of seismology, and therefore with their superior equipment they would have been able to detect the presence of unnatural biological agents in the air. So as a result they were not allowed to enter Armenia by the Soviet government of Moscow, and therefore they had no choice but to return back to Japan. Fortunately, Japanese rescuers had managed to send their equipment into the Disaster Zone before their arrival to the Adler Airport (Russia). Furthermore, In those days, in Spitak there were functioning emergency rescue teams from France, England, Germany and Italy, who warned the people to use specially medicated masks and bandages used to be wrapped around mouths and noses, which they were using already, since the first moment that they landed in Armenia. The people who were there in the Disaster Zone using their equipment already knew of "Earthquake's" unnatural cause. This proved the presence of biological agents in the air, which meant that air in Armenia, especially in the Disaster Zone was contaminated, which never occurs as a result of natural earthquakes, unless chemical facilities were damaged as a direct result of the event. 2ND EVIDENCE:On the night of December 6th and morning of December 7th, from the city of Lvov (Ukraine), a special group of 400 Soviet soldiers were brought in to Yerevan, Armenia. Exactly 45min. After the "Earthquake", on December 7th, those 400 special soldiers trained to guard military prisons and strategic facilities in emergency situations were relocated to Spitak, and put on guard around all government buildings and facilities through out the Disaster Zone in Spitak. When they were asked by common people when were they told to arrive, they said that: a day before the Earthquake, on December 6th, once in Yerevan, they were told of their relocation to Spitak, for December 7th and so they did the following morning. Why would 400 specially trained soldiers be sent to Armenia one day before the earthquake. Perhaps the strategy was to diffuse the situation. Perhaps it was some other reason but we may never know for sure. To an observer of the event it does seem a bit odd and adds a lot of questions. 3RD EVIDENCE: In the winter of 1988, prior to December 7th, in the northern part of Armenia, in the area around Spitak, there were many Azerys living, especially in the villages of Saral and Khursale. As the Kharabagh Movement was gaining momentum, Azery inhabitants begged their local Armenian authorities to secure their habitation in those areas, saying that they were ready even to change their religion to Christianity, just to remain there, on their property. But before the tragic day of December 7th, on December 5th, the Azery government of Baku sent government cars and buses to the area, where they forcefully packed them with Azery villagers and drove them back to Baku,Azerbaijani republic. In one day, a few thousands of Azeries were removed from their villages by the Azery government The next day, on December 6th, over four thousands of Armenians moved into those villages to settle in there. On December 7th, half of those resettling Armenians perished due to the disaster. One can argue that this too was just a coincidence but it seems as though it was a very favorable one for all in this story except for the Armenian people. What Was Not Told In the mountains of Bazum (North Armenia, near by the city Spitak), which was the epicenter of the "Earthquake", there were located intercontinental nuclear-balistic missiles of the Soviet Union. They were kept in their underground silos, whose "push" button was interconnected with other "push" buttons of Soviet nuclear missiles through out the Soviet Union. The key to the main "push" button of this nuclear missiles was kept in Moscow, in the hands of the Soviet President. The main enemy of the USSR was supposedly considered to be NATO, who had similar nuclear missiles command-control system and nuclear missiles enveloping the borders of USSR, based in NATO's allied countries. But the most dangerous NATO base was and is considered by Russia to be located in Turkey, where NATO also has its ground forces capable of taking over the Caucasian highland within minutes. Thus opening their way toward the Russian mainland. The reasons for such worry by Russians are the railroad Kars-Gumry and highway connecting Turkey and Armenia. Possibility of fast NATO ground troops advancement into Russia through the territory of Caucasus was seriously considered by the Soviet military establishment, therefore ways were found to cover such weakness of the Soviet's Southern Flank. It was known that the total amount of the Soviet's nuclear weapons was enough destroy half of the world 26 times, while the nuclear arsenal under NATO command was enough to destroy half of the world 24 times. In case of war, 15 minutes was enough for the nuclear missiles launched by the NATO to reach their targets through out the Soviet Union. But nuclear missiles attack by NATO from its bases in Turkey could hit their targets within seconds. So one of the ways that Soviet military establishment tried to reinforce its nuclear leverage against NATO was attempted deployment of nuclear missiles in Cuba, which Soviet president Krushev did, by almost triggering a nuclear confrontation with the United States, which could of ignited a WW-3, nuclear holocaust of the whole world. This operation was carried out with Fidel Castro's cooperation and approval. The tensions over Cuban missile crisis were watered down by active involvement of Anastas Mikoyan on behalf of the negotiating Soviet party. When Soviet submarines left American territorial waters, a political coup was carried out within Soviet Union's government, which ousted Nikite Krushev from his powers. After the Cuban Crisis, the nuclear competition between Soviet Union and USA continued. The power of their weapons was showed off in Vietnam, as a result of which, USSR and USA continued their nuclear race, attaining capabilities of totally annihilating each other 30 times. As a result of such nuclear competition, Soviet military establishment designed designed a strategic, post-nuclear plan, called "A Few Hours After Nuclear War", which was to be used the following way: In case of the nuclear war, both warring parties will annihilate each other which was unavoidable, and After the climax, it is only the mobile ground forces will be the ones to determine how the war will end and who won the war. USSR had no chance of saving enough ground troops to fight the war After such event, but the NATO ground troops based in Turkey, had a chance to survive and continue the war on the ground. So in order to take care of that problem, next to the underground nuclear missiles silos based in the mountains of Spitak, there were located a different type of a nuclear missiles, with a smaller nuclear capacity designed to propel solid ground and explode underground, thus causing an artificial Earthquake equivalent to 12.0 magnitude on the Richter Scale. Such "Earthquake" was able to destroy the Kars-Gumry railroad and their connective highways, blocking any advancement opportunities by NATO troops from Turkey into the region, until they could find out who is dead and who is not, how many are dead and how many are not. Such missiles were possible to be used by firing them from the aircraft. About existence of such earthquake causing missiles was made known by Leonid Breshnev in his conversations with foreign leaders, where he tried to treat them into voluntary submission to the Soviet Union. The idea of creating such weapons came to minds of the Soviet nuclear scientists during their underground nuclear experiments in Semipalatinsk (Khazakstan), where always underground nuclear explosions generated Earthquakes and major After shocks. Therefore knowledge gained from that is believed by many Armenians to have been practiced by the Soviet Union in Armenia, on December 7th, of 1988. The believed reason for this theory is the fact that the destruction of the Soviet Union was prearranged from its beginning, which started first by the Chernobyl accident at the Chernobyl nuclear power-station in Ukraine, then it was followed by the prearranged"Earthquake" in Armenia. Why in Armenia? Simply because the disintregation process of the Soviet Union was hoped to be carried out under controlled circumstances, which started by Gorbachev's famous Perestroika and Glasnost reforms within the Soviet Union. But all of a sudden, unexpected to those behind the scenes, the public movements in Armenia for Democracy and preservation of good ecological environment in Armenia started by the Armenian green party evolved into a public outburst of dissatisfaction with the Soviet system and its unjust partition of Armenia through out the years, as a result of which Armenian territories of Kharabagh, Nakichevan and Javagkh were given to its neighbors, without Armenian's consent on it. This political and economical dissatisfaction of Armenian people with the Soviet regime turned into public, mass demonstrations, strikes and walk outs, done to make Soviet Union recognize Armenia's independence and reunification of Kharabagh with Armenia. Thus, the situation was getting out of the Soviet regime's control, and therefore they believed that something was supposed to be done to stop Armenians from its national aspirations. Thus the nuclear disaster occurred in Armenia, on December 7th, 1988. Many people through out the world were told that the "Earthquake" was only 6.8 at the epicenter, and that many buildings collapses, killing thousands some 25,000 people by the Soviet estimates (while in reality it was over 40,000 people killed) and half million of people left homeless as a result of unproperly built buildings, and use of a low quality construction materials. That was a major lie, decimated by the Soviet propaganda machine, to "blind" all those who asked how come so many people were killed, if the "Earthquake" was not that strong to cause such damage. In fact, many buildings and structures were built with top technology available in the Soviet union, using the best quality materials available at that time, yet all of them collapsed on that tragic hour. Blaming the victims with the guilt of tragedy was and is practiced method of disinformation and public opinion manipulation carried out by the Turkish government to deny the facts of Armenian Genocide that took place between 1915-1923 in the Ottoman Empire. But soon or later, people will find out the whole truth and documented facts about the so called Armenian "Earthquake" of 1988, no matter how hard the criminals will try to hide it. But until then it is worth to mention the following events that took place After the tragic disastrous moment,on December 7th, of 1988. The epicenter of the "Earthquake" was established to be located in the Spitak's mountainous area, formerly known as Nalband, where according to the official Armenian Press report of that time, the magnitude of the "Earthquake" was 12.4 on the Richter Scale, while forgetting that the maximum number on the Richter Scale is only 12.0 Later on it was refuted. It was known that if the Earthquake magnitude was 12.0, then it would of followed by a volcanic explosion and bursting out lava, which never happened in Spitak. All the earthquake seismograms printed by the Armenian seismographic stations were taken away by unknown security officials approximately one hour later After the "Earthquake". Then, it was reported on Armenian government TV, that supposedly all the seismographic machines in Armenia were broken down into pieces, as a result of the "Earthquake" being to strong to handle. In 1987, the Soviet Press reported of only 38 nuclear missiles being present on the territory of the Armenian republic. Then, when later on, between 1989-1990, the soviet troops along with their weapons and equipment except border troops were withdrawn from Armenian republic, it was reported that only 36 units of nuclear missiles were removed. The question is what happened with the other 2 nuclear missiles? The Armenian "Earthquake" of 1988 was felt by having the whole ground shaken 2 times. Was it a coincidence? During the "Earthquake" a very loud noise, unlike any earthquake noise, was heard through out the country, even in Yerevan. The whole "Earthquake" disaster had a lot of political motivations. The whole process of triggering the disintegration of the Soviet Union was designed to be carried out by the artificial "Kharabagh Movement", which suddenly grew in proportions and became a national-liberational struggle of Armenians against the Soviet oppression and historical injustice toward Armenians, to gain independence and reunification of Artsakh (Kharabagh) with mother Armenia. The whole struggle incorporated millions of Armenians inside the republic and abroad, starting from the kids to very old adults. Millions of Armenians through out the world got involved, and for those who started the disintegration of Soviet Union it was already too late to brake the course of history, since same events like a domino effect took hold in all other 15 Soviet Republics. The movers and shakers behind the scenes lost their control over the events taking place in Armenia, so as a result the Armenian "Earthquake" was engineered to brake the national moral and aspirations of Armenian people for freedom, independence and reclamation of its justly rights to its historical lands, artificially put under Azery control (Kharabagh and Nakhichevan) in 1921-1923, by Stalin and Lenin. As a continuation of enslaving Armenian people by the powers behind the scenes, famous Armenian national leaders, political and military figures got assassinated between 1991-1996. The quick presence of Michael Gorbachev in the city of Spitak, who that day was visiting USA, which he cut short to run back to Armenia. His behavior was that of a criminals, who are usually the first ones present on their crime scene, thinking that their presence will sway away the suspicion of their involvement in the crime. On that day, December 10th, during his meeting with Armenian people in Spitak, Gorbachev yelled in rage: "What kind of people are they? They still speak about Kharabagh?", his rage was followed by an astonishing phrase, "Wasn't this enough for you?" In 1989, in Moscow, during the all soviet Communist Party convention, Armenian female deputy, Ludmila Haroutunyan in her speech referred to now former, then current Defense Minister of Soviet Union, Marshal Yazov with the following questions: -"Marshal Yazov, when did you arrive to the Disaster Zone, before the EXPLOSION or After" to which Marshal Yazov replied: -"Two hours After the EXPLOSION". All the participants of the meeting were shocked to hear him confirm that what took place in Armenia was not an Earthquake but a "mysterious" EXPLOSION. A couple of seconds later, Marshal Yazov coming to his senses changed his previous reply and said: -"No,No, two hours After the 'Earthquake' ". To Marshal Yazov respond, deputy Ludmila Haroutounyan replied: -"How did you happen to manage coming to Spitak from Moscow in 2 hours, when first before arriving to Spitak, your plane would have made landing in Tbilisi (Georgia), or Yerevan (Armenia), before you reached Spitak and that is only in 1.5 ours later, After your landing that you could of reached Spitak?" Obviously, the whole trip would have taken more than 2 hours before arriving to Spitak and right there, the biggest criminal Michael Gorbachev, who was presiding over the meeting, turned off Armenian deputy's microphone, cutting her short from further questioning the Soviet leaders. So now, what can you say Academicians of the world, who keep insisting that what happened in Armenia, on December 7th, of 1988 was only a natural disaster ? Former Azeri Official Confesses in the Crimes of the Former Azeri Leadership KGB Officer Claims Azerbaijani Scientists Had Role in Tectonic Weapon Program 4 May 2001 Baku Zerkalo Subslug: Interview with Akif Gasanov, former KGB intelligence officer, by R. Mirkadyrov; place and date not given: "Azerbaijanis Developed Tectonic Weapon -- And May Even Have Tested It in the final years of the Soviet Union" [FBI's Translated Text] Much has been written about tectonic weapons. Most scientists assert to this day that it is impossible at present to build such a weapon. But the secrets of the Soviet Union were best known by the KGB. Lieutenant Colonel Akif Gasanov, professional intelligence officer in the state security service, confirms that the military-industrial complex of the former Soviet Union was actively engaged in the development of tectonic weapons in the mid-1980s.We are even more amazed to learn that Azerbaijani scientists were actively involved in this work. Here is the interview itself: [Mirkadyrov] Akif-Bey, how did it come about that you, an ordinary KGB operative, learned about the development of such a secret weapon? [Gasanov] I became aware of this subject quite by accident in 1985. I was working in the Second Department (counterintelligence) in the linear branch of Western espionage needed some new assistants to "set up" foreign diplomats. We would usually select these people from among intellectuals who were of interest to the Western special services. Preferably they knew English and were able to readily establish contacts but did not in fact have access to classified information.Since ours was a linear branch, I had no servicing objectives. [Mirkadyrov] For us mere mortals, could you explain what you mean by a "linear branch"? [Gasanov] We conducted operations by objective and by functional area. For example, enterprises of strategic and defense significance comprised objectives for operational servicing and were run by certain divisions. At the same time, there were linear divisions that operated by functional area. For example, activities against the NATO countries, activities against currency violations, etc. [Mirkadyrov]So how did you happen to come upon the developers of tectonic weapons? [Gasanov]During a general sweep I conducted of operations and information aggregates, I wound up at one of the institutes of the Academy of Sciences. When entirely by chance I set up an operational site there, I saw that this elicited great displeasure from the department that was servicing this objective. But our division had higher priority, and this settled the dispute. Some time later I was transferred to intelligence and wound up in Moscow. Then I returned to Baku. In 1984 I continued my service in a division of NTR (Scientific-Technical Intelligence) under the direction of that ace of Azerbaijani intelligence, Colonel Shamil Kasumovich Suleymanov, who would become the NTR agent of the First Main Directorate (Intelligence) of the USSR KGB in Sweden. At that time, our division was operationally servicing the intelligence line of the Academy of sciences. I had no involvement with it, however, since I was working in a linear functional area and was engaged not in information collection, but rather in the study, cultivation, and recruitment of persons of intelligence interest. One day I received a phone call from a source with whom I had worked when I was in counterintelligence at the division of the Academy of Sciences mentioned earlier. In general, it should be noted that an operative and a source often develop a relationship whereby they continue to have contacts, even many years After the operational aspect of the relationship has ended. So we met. [Mirkadyrov] Is it really possible that an intelligence officer would be permitted to meet with his "sources," if that is the correct expression, After the cessation of an operational relationship? [Gasanov]People are people.Basic human behavior is not alien to us. This may surprise you, but the KGB relied mainly on dealings with people in pursuing its activity. We therefore had special training in psychology and the moral-psychological traits of certain categories of people and even specific ethnic groups. The organization allocated great weight to the human factor. We were obliged to meet with people if only because any dealings with them might reveal aspects affecting matters of state security. True, when we met with an active source, we had to inform the headquarters. [Mirkadyrov]And what did your source tell you with respect to tectonic weapons that was so unusual? [Gasanov]The information I received seemed fantastic. Certain scientists at the Academy of Sciences were working on problems associated with earthquakes. There was a certain Ikram Kerimov and a group of his associates, the most notable of whom was Dzhafar Dzhafarov, son of Khady Dzhafarov, the well known AzINEFTEKhIM [Azerbaijani Petrochemical Institute] professor. Ikram Kerimov asserted that they could control and initiate earthquakes. Moreover, he said they had theoretical justification for their assertions and were attempting to obtain minimal financing in the academic sphere. In their opinion, there were grounds to believe that a number of earthquakes that had occurred recently may well have been initiated through a remote control device or accidentally triggered directional influence on the Earth's core. Because of his assertions, Ikram Kerimov was considered by the Academy of Sciences to be a somewhat weird scientist,to put it mildly, and his laboratory was virtually on the brink of closure. We collected materials that might prove factually relevant, then drew up and submitted our report to the center. [Mirkadyrov] And what was the reaction? [Gasanov]It would usually take a month or more to process information. On this occasion, however, we received a conclusion very quickly. The assessment was fairly high for internal USSR information. It was treated as intelligence information. There was an immediate request to prepare the most extensive possible analytical reference package on the material and send it to the VPK (military-industrial complex). As a result of VPK study, a very high assessment was given.Scientists were then brought to Moscow to elaborate the subject matter.According to main information, an outstanding environment was created for them. They were afforded almost unlimited financing and the ability to conduct experiments. Following the collapse of the Soviet Union, however, this subject area was forgotten in Azerbaijan. I never heard mention of Ikram Kerimov After that.As far as Dzhafar Dzhafarov is concerned, his name was mentioned in an article on artificial earthquakes that was published about five years ago in the newspaper Komsomolskaya Pravda. The article also asserted that he had taken up permanent residence in South Africa. [Mirkadyrov] What about the application of tectonic weapons? [Gasanov] In the late 1980s, a series of earthquakes took place encompassing a vast territory -- from India to Central Asia. Accusations of the use of tectonic weapons and directed towards the Soviet Union appeared in the Western press at that time. Our scientists who had participated in the development of tectonic weapons declined to give a response to all questions dealing with the nature of these earthquakes. I read anarticle once in the newspaper Zerkalo to the effect that all this talk about artificial earthquakes is absolute nonsense.Perhaps the newspaper has more trustworthy information.I will boldly state, however, that if Azerbaijani scientists were not the originators of some discovery, there is no doubt but that they participated most actively in the development of this subject area. The names of various scientists who predict earthquakes are cited quite often today, but believe me, no one in our day knew better than our scientists when and where one would occur. Let me also say that due to the specific nature of our work, it is only by virtue of this discussion that our scientists will become aware of our cooperative effort in this area, and of our very existence. We are not personally acquainted with them. I hope that they will perceive this mention of them as gratitude.
  4. EBRD PLANS TO INVEST 10.7 MILLION EUROS IN ARMENIA PARIS, JULY 11, ARMENPRESS: The European Bank for Reconstruction and Development (EBRD) has planned to invest another 10.7 million Euros in Armenia. The decision will soon be approved by the EBRD board of directors, a senior EBRD official told Armenpress. An EBRD regional director for Caucasus, Belarus and Moldavia Hildegard Gacek said that currently elaboration of new eight investment programs, related to energy, telecommunications, banking, high technologies and agriculture were underway. The EBRD has also planned to invest in Armenia's energy distributing networks this year after they have been privatized. Mrs. Gacek also emphasized the need for privatization of energy producing companies. Until now the EBRD has made a total of 133 million Euros in Armenian economy, and assesses positively the results of so far implemented programs. The EBRD also considers that Armenia has created favorable conditions for making investments in various economy sectors. Speaking to an Armenia devoted business meeting in Paris she called on the participants to follow the example of their bank, putting the stress on direct financing of private companies. In this respect the EBRD is drafting now a $2.5 million worth credit program for small and medium enterprises which will be realized through Armenian commercial banks. She also praised the highly skilled workforce of Armenia saying it is the country's richest value. She also said that efficient struggle against corruption, improvement of investment climate would much promote further attraction of investments.
  5. New Head of Russian Diocese of Armenian Church Dismisses Actions of Predecessor YEREVAN (Noyan Tapan)--Conflicts within the Russian and New Nakhichevan diocese of the Armenian Apostolic Church should be resolved according to modern and spiritual rules, said new primate of the diocese, Archbishop Ezras Nersisian. During an interview with Noyan Tapan, Nersisian stated that the Armenian Apostolic Church is not responsible for the actions of ex-primate Ghazaros Kyureghian, who was recently excommunicated by His Holiness Karekin II, Catholicos of All Armenians. The ex-primate has created and is now the chairman of an organization called "Union of Armenian Apostolic Churches of Moscow", which includes the St. Harutyun Church and Holy Khach (Cross) Church , which is not completed yet as well as the St. Hovhannes Mkrtich Church, which is yet to be built. Kyureghian still considers himself a spiritual leader, occupying the diocese office near the St. Harutyun Church. Kyureghian has sent a note to Archbishop Nersisian, according to which he will remain within the Armenian Apostolic Church, but will no longer be under the jurisdiction of Karekin II. In response to statements made by Kyureghian in the media, claiming that only the Council of Bishops is authorized to make such decisions, Arch. Nersisian indicated that in such cases the Catholicos is authorized to make decisions on his own, adding that all bishops on the council were informed about the actions of His Holiness. Nersisian said he has not taken action to remove Kyureghian from the diocese office located at the St. Harutyun Church of Moscow, in order to avoid undesirable consequences within the Church. Several prominent Russian-Armenians, including Vice-Speaker Artur Chilingarov of the Russian Parliament and political analyst Andranik Mihranian, have refuted comments made on several Russian television channels, claiming the factionalism of the Armenian Church. The leaders of the Armenian community of Moscow said all that has been done is the appointment of a new primate since the former one refused to obey the Catholicos' authority.
  6. Newly Formed Turkish-Armenian Commission Threatens To Circumvent Genocide Recognition Armenian Assembly of America and HHSh Hold "Reconciliation" Talks With Turkish Side GENEVA (RFE/RL)--A group of Armenians and Turks on Monday put the final touches on a "reconciliation" commission intended to open the way for a new era in relations between Armenia and Turkey, "The New York Times" reported Tuesday. The private group will try to foster cooperation and communication that will lead to direct talks between the governments of the two countries, according to the newspaper. Agreement on its creation was reached in Geneva after months of confidential discussions. Monday's meeting was moderated by David Phillips, an American who teaches conflict prevention at the Diplomatic Academy of Vienna. The "reconciliation" commission finalized language for its founding charter and developed a list of initial activities. It will support cultural exchanges, efforts to improve business and tourism and programs in education and research. Plans call for a collaborative documentary on nationalism and discussions with historians, lawyers and psychologists. Among its members are Van Krikorian of the Armenian Assembly of America, Alexander Arzoumanian, a former foreign minister and the chairman of the former ruling Armenian Pan-National Movement (HHSh), and Andranik Migranian, an Armenian advisor to Russian President Vladimir Putin. The paper said the Turkish and Armenian governments are not involved in the initiative but have given their tacit approval. The initiative is also supported by the US State Department. The commission will have to tackle among other things the differing interpretations of the Armenian Genocide, which was not touched upon during discussions to form the commission. "The New York Times" quoted a former senior Turkish diplomat as saying that the 10-member commission will not determine the validity of the Armenian and Turkish positions. "The intent is not to find what the truth is, but it is to open new horizons for the future and enhance mutual understanding," said Ozdem Sanberk, executive director of a private foundation in Istanbul and a former Turkish ambassador to Britain.
  7. TURKMENBASHI THREATENS ALIEV TO RESELL AZERBAJANIAN DEBT TO THIRD COUNTRIES 11.07.2001 /PanARMENIAN.Net/. Vice-Premier of Azerbaijan Abbas Abbasov has received from his Turkmen colleague a message, which rather sharply raises the question of returning Baku's debt to Ashkhabad for the energy resources supplied. As reported by CNA agency making reference to "Nezavisimaya Gazeta", the unpaid part of the debt makes some 60 million dollars. "In case of further delaying the matter of settling financial obligations by the Azerbaijanian party, – the message emphasizes, – Turkmenistan will have to take more concrete steps – up to starting an arbitrage hearing or selling the debt to a third party". The source of "NG" in Baku has drawn attention that "this demarche is undertaken by Ashkhabad on the background of complex processes taking place in course of solving the problem of vexed oil fields, worked by Azerbaijan in the Caspian Sea". As it is known, Turkmenia seeks these fields. A representative of Azerbaijanian Government, who wished to remain anonymous, stated to the correspondent of "NG" that "Turkmenbashi is not so strict towards his other debtors, e.g. Ukraine to which he actively sells gas". "In our case he displays adherence to principle insisting on returning a rather small debt for Ashkhabad. It is clear that this is a new signal of the Turkmen leader to our leader for moving him towards compromises," – the source contended. Haydar Aliev and Sapamurat Niyazov will try to prevent the scandal outlining at the personal meeting, which will be held in Sochi within the framework of forthcoming informal summit of the heads of CIS countries on 1-3 August.
  8. HEADS OF JERUSALEM AND CONSTANTINOPLE SEES OF THE ARMENIAN APOSTOLIC CHURCH WILL ARRIVE IN ECHMIATSIN FOR CONSULTATIONS WITH THE CATHOLICOS 11.07.2001 /PanARMENIAN.Net/. At the end of July head of Jerusalem See of the Armenian Apostolic Church Patriarch Torgom and Armenian Patriarch of Constantinople Mesrop will arrive in Saint Echmiatsin on the invitation of Catholicos of all Armenians Garegin the Second. The meeting was initiated by the heads of Jerusalem and Constantinople Sees, who suggested the Supreme Patriarch to hold joint consultations on a number of questions. As reported by the public relations office of the Saint Echmiatsin, ecclesiastical and administrative problems will be discussed during the meeting.
  9. EXPERTS ARE CONVINCED THAT THE MYTH ABOUT VAST OIL RESERVES OF AZERBAIJAN WILL SOON BE DISPELLED 11.07.2001 /PanARMENIAN.Net/. Azerbaijan will soon experience the next blow on its positions of the centre of the Caspian oil and gas industry. As reported by CNA Russian agency citing "IRNA" Iranian agency, this will happen after "Chevron" American company declares the results of drilling in Caspian Apsheron off-shore zone. According to information provided by "Financial Times" British newspaper, in the area, where it was expected to discover up to one trillion cubic meters of natural gas, the American company simply found "a very thin gas layer". "IRNA" reminds that it was the fourth failed attempt of Azerbaijan to discover significant hydrocarbon reserves this year. Last week "ExxonMobil" American company reported on absence of oil in the exploring well, which was drilled in Oguz shore well. Similar results were declared by Italian "Agip" and French "TotalFinaElf". Expert of Cambridge Association of Energy Research Thane Gustafson supposes that oil companies gradually focus attention of the northern regions of the Caspian not belonging to Azerbaijan. This is quite natural taking into account the fact that huge fields of hydrocarbon were discovered in the off-shore zone in Kazakhstan and two smaller ones in the Russian sector of the Caspian. "Azerbaijan did not manage to find new oil fields after three years of exploring works in the Caspian shelf," – "IRNA" writes.
  10. "ANY MODE OF SETTLEMENT SHOULD BE ACCEPTABLE FOR THE PEOPLE OF Artsax FIRST OF ALL," – RUSSIAN DIPLOMAT STATES 11.07.2001 /PanARMENIAN.Net/. Any mode of settling the Artsax conflict should be acceptable for the parties to conflict, and the people of Artsax first of all. First Deputy Foreign Minister of Russia Vyacheslav Trubnikov stated this at the meeting of OSCE Minsk Group Co-Chairmen with President of Nagorno-Artsax Republic Arkady Ghukasian. As reported by "Arka" agency, Trubnikov noted the importance of approaches and views of the Artsax party. "We do not want the people living in Artsax to think that the mediators are trying to impose any solution," – he stated. 16. THE EUROPEN DIPLOMAT CLAIMS THAT A PRINCIPAL AGREEMENT ABOUT THE OPENING OF THE CORRIDORS THROUGH MEGHRI AND LACHIN IS REACHED /PanARMENIAN.Net/. ''Echo'' newspaper, published in Baku, informs that the ex-ambassador of the European Union in Russia Michael Emerson, who is now the expert of the European center of political studies in Brussel, has given an interveiw to the Turkish newspaper ''Zaman'' that, it can be said, is sensational. Emeron claims that the Artsax side was very close to the agrement cuncluding, but the radically turned nationalists in Azerbaijani opposition prevented that. In that situation, the Minsk group could do nothing but freeze the peaceful settlement process. However the ex-diplomat is sure that the cochairmen will offer the sides a new detailed variant of the settlement in the nearest future. Emerson has lifted the veil of the secret of some details of the plan, that has been already made agree. In particular, according to his words, it is achived the principal agreement about the opening of the Megri and Lachin corridors under the garranties of the peacemaking forces. Emerson points out that the corridor opening will help the realization of the transport projects ''Silk way'' and ''East-West'', that are supported by the European Union. In emerson's opinion, exectly this kind of the solution will help to achive stability in Caucasus. After the agreement signing, the embargo put by Azerbaijan and Turkey on Armenia, will be abolished.
  17. IRAN BECOMES AN ACTIVE REGIONAL "PLAYER" Last updated: July 10, 2001 Several events attesting to the activation of Iranian role in the South Caucasian region in general and in the context of peace settlement of the Artsax conflict in particular happened during the last two weeks. The statements of the Iranian Ambassador to Armenia Mohammad Farhad Koleyni, published in the end of June in the Yerevan newspaper "Aravot", marked the beginning of such activation. He said, "the OSCE Minsk Group is currently trying to find common grounds between the conflicting sides and to form a common public opinion." In fact, this was the first public statement of Teheran official on the subject of Artsax peace process after the OSCE Minsk Group co-chairs announced their intention to begin regular consultations with Iran. It is Koleyni who is appointed the "contact person" at the consultations of the mediators with Teheran. Another statement of the Iranian diplomat aroused still greater interest. Mohammad Farhad Koleyni said "one could confidently say that the issue of territorial swap between Armenia and Azerbaijan is not on the agenda". According to him, such a swap would restrict Armenia's relations with neighbors, which would contradict the national interests of Yerevan. The subject of territorial swap, which aroused wild reaction in the Armenian society, was somewhat forgotten lately. This was probably caused by the fact that everyone, including the most furious opponents of the authorities, made certain that this variant was not on the table of negotiations anymore. Koleyni's words were taken as a "verdict" on the variant of territorial swap. Several Russian experts noted the "non-randomness" of such a statement on the part of the Iranian Ambassador. "Today, Iranians, on the whole, feel themselves in the region rather confident, which their open statements attest to," the director of the Center for Caucasian Researches (Moscow) Alexander Iskandarian said in the interview to CNA agency. In the opinion of the expert of the Moscow Center of Political Technologies, Boris Makarenko, with its statement the Iranian side first of all wanted to strike a blow to the authority of the United States. However, Makarenko believes the conduct of the Iranian ambassador to Yerevan was "at least unethical". We will venture not to agree with the opinion of the Russian expert and turn to the prehistory of the decision taken about the "indirect" participation of Iran in the Artsax peace process. According to the evidence of Mediamax sources in the Yerevan diplomatic circles, it was the Armenian side to play a significant role in this, assuring the mediators in the necessity to hold a regular dialogue with Iran. It is but natural that taking this decision the co-chairs of the Minsk Group - Russia, the USA, and to some extent France, followed their objectives. Russia, as it is known, closely cooperates with Iran, which arouses the badly concealed dissatisfaction of the United States. The latter has no relations at all with Iran. Despite this, according to the reports of Azerbaijani mass media, the US Ambassador to Baku Ross Wilson said that the presence of the Iranian representative at the talks was "necessary". According to him, the broken off American-Iranian ties would not have a negative impact on the Artsax peace process. It is interesting that Iran, the leaders of which over the last years consistently spoke against the participation of "outer forces" (first of all – the USA) in the settlement of regional security issues during the meetings with Yerevan officials, has recently softened its position. During the visit of the head of Armenian President's Office Artashes Toumanian and deputy foreign minister Ruben Shugarian to Teheran, held last week, the sides already spoke of the necessity of Iran's involvement in the settlement of regional security issues and didn't touch upon the subject of "outer forces" – in any case, the reports of official Teheran agency IRNA made no mention of it. One can assume that Iran and the USA have come to certain compromises. The change of official Washington's position regarding the construction of Iran-Armenia gas pipeline, the final decision on which will be made this September, can serve an example of this. A year ago, the representatives of the US Department of State spoke with a direct text against the implementation of this project. Today, when the negotiations on the gas pipeline have reached a most active stage, the USA in no way displays its negative attitude toward the project. Iran's agreement in itself to take even an indirect participation in the Artsax peace process, where the USA's role is by no means the last, can attest to the certain softening of Teheran's position. On June 28th, the meeting of the first deputy foreign minister of Russia V. Trubnikov and the Ambassador of Iran to Russia M. Safari took place in Moscow, the main highlight at which was the work of the OSCE Minsk Group. It is not by chance that the meeting was held right after the consultations of the mediators in Malta, where the decision to visit the region in July was taken. After the Artsax peace talks in Key West, Philippe de Suremain, who until that time held the post of the ambassador to Teheran, was appointed the co-chairman of the Minsk Group from France. In May, de Suremain said in the interview to Mediamax that the mediators were going to inform the leadership of Iran about the course of the peace process so that they got assured that no "plot" was being hatched against Teheran. "We realize that the settlement of Artsax conflict must not harm any one. It seems to me Iran is the first interested in the establishment of stability in the region, taking into account the number of crisis zones around that country," the French diplomat noted. Today, it is still difficult to judge - will Iran's participation bring to a progress in the Artsax peace process? Another thing is apparent though – today, Iran's relations with Armenia are on a much higher level than the ones with Azerbaijan. During the visit of the Armenian delegation to Teheran, an agreement was achieved to hold regular consultations between the foreign ministries of the two countries. The official visit of the Armenian President Robert Kocharian to Teheran will take place this fall, which, as his Iranian counterpart Mohammad Khatami is convinced, "will bring the Armenian-Iranian relations to a qualitatively new level and will promote the effective cooperation between the two countries within the framework of international organizations". It is relevant to remind you that the visit of Heydar Aliev to Iran was repeatedly being postponed in the course of the last years. Armenian Foreign Minister says Yerevan appreciates it that "unlike Turkey, Iran had taken a neutral and balanced position throughout the whole Artsax peace process, which was certainly not easy". It was probably with the consideration of this fact that the Armenian side insisted on Iran's involvement in the peace process. If it is crowned with success, Armenia will actually become the inspirer of the first peace initiative, worked out with the participation of Washington and Teheran, which will surely weaken the possibility of a new polarization in the South Caucasus. 24. PRESIDENT KOCHARIAN REITERATES THE NEED FOR ARMENIA'S ACCESSION TO WTO YEREVAN, JULY 10, ARMENPRESS: Armenian president Robert Kocharian reiterated last Saturday that Armenia's accession to the World Trade Organization (WTO) will help Armenian businessmen increase the volumes of exports of their goods. Kocharian was speaking to reporters while visiting a local brewery to attend opening of a new workshop for production of natural juices. "Though some Armenian businessmen say that it (Armenia's joining the WTO) will hit the local producers, I do not think so," Kocharian said, adding that it will open for Armenian goods markets of some 150 WTO member-countries. As regards protection of domestic market, Kocharian said the WTO Regulations provide special rules for protection of domestic markets of member countries, "but according to WTO standards." 25. ARMENIA DEVOTED BUSINESS FORUM IN PARIS IN FULL SWING PARIS, JULY 10, ARMENPRESS: An Armenia devoted business forum, organized and sponsored by World Bank started today in France's capital with participation of an Armenian government delegation, led by prime minister Andranik Margarian and representatives from around 30 leading international donor organizations. The meeting was opened by a World Bank regional director Judy O' Connor who presented the overall economic situation in Armenia and the government's steps for reforming the economy which was followed by prime minister Margarian's report who presented a government-drafted program for poverty reduction. Thanking the World Bank for initiating the forum and its participants for securing a wide representation, Armenian prime minister expressed hope that the two-day discussions would allow to reveal the real developments related to Armenian economy and social condition of the population and would also provide with opportunities to expand efficient cooperation with the international community. The prime minister presented in detail the preconditions for passing to market relations, the difficulties accompanying the process of economic reforms, obstacles on the way to liberalization of the market and the government's efforts to overcome these difficulties. It was particularly noted that the fall in real wages and economic activity, rise in the unemployment and growth of the shadow sector of economy have led to virtually complete collapse of the former security and insurance systems. The government is facing now serious difficulties in paying pensions to around 560,000 people of retired age. According to the Armenian government, the main way for reducing the volumes of poverty is securing a comprehensive and sustained economic growth. "The link between economic development and poverty reduction is of two-way and the poverty cannot be eased without economic growth, but on the other hand, the economic development cannot be sustained under the conditions of the society's deepening poverty," the prime minister underlined. Another major factor for reduction of poverty volumes, according to the Armenian prime minister, is introduction of an efficient governing system. "The economic policy aiming at reduction of poverty volumes means not only continuation of economic and structural reforms aimed at improving the social condition of the population, but also undertaking a set of measures directed at improvement of indices defining the level of poverty along with implementation of reforms," noted the prime minister. Creation of new jobs and securing, for that purpose, a favorable business climate, promotion of new investments and support to business are the priorities in the government's plans to solve the problem of poverty. Armenia's accession to the World Trade Organization, expected later this year is regarded by the government, from the point of view of securing sustained economic growth, as a necessary step. Armenian prime minister also referred to the results of the Armenian Investor Conference held last May in New York, to the simplified procedures for registration and licenses granting, full application of bankruptcy mechanisms, which, he said, "makes the operation of companies more efficient," transparent process of state-owned companies privatization. "From the point of view of establishment of favorable investment and competition climate, the government deems as a priority securing free economic competition for support of medium and small enterprises and defining of efficient mechanism for struggling against monopoly in the market," the prime minister said. In terms of implemented tax reforms, according to Margarian, Armenia can now be placed among countries with favorable tax field, which is also very decisive for promotion of investments. A recently set up governmental commission for supporting economic competition is called to assist in this issue. The main goal of the commission is to prevent emergence of artificially created economic monopolies. The prime minister also placed emphasis on agriculture development for securing sustained economic growth. "Application of specific approach in the agriculture sector is conditioned, in the first place, by the absence of alternative employment possibilities in rural settlements," Margarian said. Proceeding from the necessity to overcome the obstacles in this sector the government will be consistent in raising the efficiency of irrigation systems, expanding of possibilities for farmers to get credits and making more accessible fertilizers and other facilities ," he said. The implementation of World Bank and International Fund for Agriculture Development funded programs will have a significant importance in this issue, said Margarian. The government has drafted a food security program which is being realized with the support of the European Commission. Margarian also emphasized the need for improvement of state management system, which requires transparent and clearly-cut legislative field, a stable legal system, highly paid and skilled judges and civil servicemen. The prime minister also presented the government's activity in this direction, putting the stress of struggling against corruption. Margarian also said that the parliament has passed in the first reading a draft law on declaration of Incomes by Senior Government Officials. The government will also try to push through the parliament the law on Civil Service by the end of the year. The prime minister also referred to the government's policy in the areas of health, education and social security, closely connected with poverty reduction and sustainable human development. "The government will secure installment of efficient mechanisms for protection from unemployment and will focus its attention in helping the unemployed to find jobs," he said. In his report Armenian prime minister also dwelt upon programs to be realized in Armenia's earthquake zone in 2001-2003. Prime minister's report was followed by International Monetary Fund's analyses and EU comments on Armenia's macroeconomic situation, volumes of state debt and funding. After a short break the chief advisor to Armenian president on economic issues Vahram Nersisiants presented the chief macroeconomic indices of Armenian economy. He also detailed about the results of Armenia Investor Conference held in New York. This was followed by remarks of the World Bank, USAID and Japan's government on speeding up investments and securing comprehensive economic growth. Deputy parliament speaker Tigran Torosian's report highlighted the government's efforts to improve the governing system and its encroachment on informal sector and corruption. He said an extensive set of anti-corruption measures were being implemented in the legal and legislative areas. Raising the efficiency of state spending, according to Torosian, is one of the major steps to reduce corruption volumes. Armenian health minister Ararat Mkrtchian spoke about human development related issues and Armenian government's positions and approaches towards it. He spoke in detail about the situation in education, social security and health sectors and presented the government's approaches about how to overcome the problems in these sectors. According to him, the main problems in education are the restricted financing, imperfect legislation, inefficient management, lack of technical basis and others. Only 10 percent of the state budget is earmarked for this sector. Lack of finance in the area of social security is the major problem in the areas of health and social security, according to the minister. Tomorrow July 11 the plenary session will continue its work. Armenian finance and economy minister Vartan Khachatrian as well as representatives of donor organizations are expected to come out with reports. The meeting will be concluded by a joint World Bank and Armenian government representatives' news conference.
