New report in European Parliament: Peace treaty must guarantee Armenia's territorial integrity

Any peace treaty, in order to be effective, must include provisions guaranteeing the integrity of Armenia's sovereign territory, the rights and security of the Armenian population living in Nagorno Karabakh and other conflict-affected areas, as well as the prompt and safe return of refugees and IDPs to their homes, according to a new report by the Foreign Affairs Committee, reports Armenpress.

The report welcomes the full entry into force of the Comprehensive and Enhanced EU-Armenia Partnership Agreement in March 2021 and Armenia's commitment to its implementation.

MEPs praise Armenia's reforms and democratization process in recent years which have made the country a leader in democracy in the region.

MEPs call on the EU and Armenia to cooperate closely in the implementation of future CEPA reforms as well, while emphasizing that the framework covers a wide range of areas.

The report notes Armenia's fight against crime and corruption and calls on the government to continue implementing reforms to strengthen democratic institutions, the rule of law and the independence of the judiciary, despite the difficult international context and the challenges Armenia faces.

MPs stressed that the country's media environment remains polarized, expressing concern about cases of incitement to hatred and physical violence against journalists.

They call for efforts to improve media diversity and promote media literacy, stressing that no measures should lead to restrictions on journalists or freedom of _expression_.

The report on EU-Armenia relations reaffirms the European Parliament's commitment to peace in the region and to cooperation between Armenia and the EU in a number of important areas. As an important step in this direction, European Parliament welcomes the establishment of an EU mission to Armenia and call on the Azerbaijani government to guarantee the freedom and security of movement through the Lachin corridor, which has been blocked for nearly two months, said rapporteur Andrey Kovatchev after the vote.

The report was adopted by 55 votes to 0 with 5 abstentions.

After the vote of the Committee, the text will be submitted to the European Parliament for approval.

MOSCOW, February 10. /TASS/. Moscow would welcome a trilateral dialogue between Armenia, Azerbaijan and Georgia, if it is not subject to the destructive influence of the West, Russian Foreign Ministry Spokeswoman Maria Zakharova said during a briefing Friday.

"If a trilateral dialogue between Baku, Yerevan and Tbilisi will facilitate the settlement of disagreements in Transcaucasia and strengthen the stability and security of the region, then we would only welcome that. If, however, there is a shadow of Washington and Brussels - seeking to undermine the implementation of the trilateral agreements of the leaders of Russia, Armenia and Azerbaijan - behind this initiative, then that is a different story entirely," she said.

On January 30, Armenian Foreign Minister Ararat Mirzoyan said in an interview that Yerevan is interested in developing a trilateral dialogue between Southern Caucasus nations, with the Tbilisi platform being considered by Armenia in the sphere of trilateral discussions.

Previously, Georgia acted more than once as a mediator in normalizing relations between Armenia and Azerbaijan. For example, in June 2021, Azerbaijan handed over 15 captured servicemen to Armenia, while Yerevan sent landmine maps to Baku, with Georgia’s mediation. The July 16, 2022, meeting between Foreign Ministers of Armenia and Azerbaijan Ararat Mirzoyan and Jeyhun Bayramov in Tbilisi is another example of Georgia’s involvement.

If such statements are an attempt to justify the deployment of the EU observers in the region, it can hardly be considered a successful attempt, Russian Foreign Ministry spokeswoman Maria Zakharova said at a weekly briefing, commenting on Armenian Prime Minister Nikol Pashinyan's statement that one of the objectives of the EU observation mission is to dispel Western suspicions, i.e. Baku's assurances to its Western partners that Armenia and Russia are planning aggression against Azerbaijan together.

"Russian peacekeepers ensure peace in Nagorno-Karabakh, our military border guards work on the territory of Armenia, including on the Armenian-Azerbaijani border. We have never heard about Baku's concerns in this regard, at the same time we know about Azerbaijan's critical attitude towards the EU's decision to deploy its observer mission to Armenia. It is obvious that Brussels aims to change the security system, which has been formed in the region, and its cornerstone is the presence of Russian military and border guards, as well as Armenia's membership to the CSTO. Well, of course, the spirit, the political will, call it what you want...the realization in practice of the decisions that have been reached between the three countries, it is also, of course, a considerable part of the overall picture of the security system. I want to believe that this is understood and taken into consideration in Yerevan. We are open to dialogue with Armenian partners on improving measures to maintain stability in the South Caucasus, both in bilateral and multilateral formats, including the appropriate developments within the CSTO," she said.

On Wednesday, Armenia's Prime Minister Nikol Pashinyan said in parliament concerning the EU observation mission arriving to Armenia: "Before the EU observation mission arrived, Azerbaijan was explaining its aggressive actions against Armenia by the fact that Armenia, its Prime Minister was introducing more and more Russian military units and deploying them on the Armenian-Azerbaijani border. They say a joint Armenian-Russian aggressive attack against Azerbaijan is being prepared and Baku is trying to more or less balance the situation with its aggressive attacks.

In the West, they tried to portray Armenia as a participant in Russia's aggressive policy, and in Russia - as a participant in the Western conspiracy. Since Russian partners had representatives on the ground, our Western partners have already started to look at us suspiciously, you are going to carry out aggressive actions, because there are large accumulations of Armenian and Russian troops, you are going to attack Azerbaijan. Poor Azerbaijanis want to seize the heights, so that there is a balance. Realizing that a lot of resources are being spent on this, we said: OK, you yourself come and observe everything on the spot, see if all this is true or not?"

Ambassador: Russia officially declares that the Lachin corridor should be fully opened

There is a search for a denouement, which would provide a solution to the problem, which the Russian leadership initially officially stated, saying that the corridor (Lachin - ed.) should be fully opened.

He assured that intensive work is going on, both at the level of the country's leadership and at the level of the contingent command.

A group of Azerbaijanis has been blocking the Stepanakert-Goris road from December 12, 2022, allegedly for environmental reasons, making political demands, and has been blockading 120 thousand people for over two months, creating a humanitarian crisis, including children and the sick. Azerbaijan also periodically cuts off the gas supply to Nagorno-Karabakh.

During a meeting of the UN Security Council, convened on December 21, 2022 at the request of Armenia, there was a call to unblock the Lachin corridor. Despite this, as well as numerous calls by the international community, Azerbaijan's blockade of Nagorno-Karabakh continues.

Yerevan, Moscow Discuss Armenia-Azerbaijan Conflict Settlement

Foreign Minister Ararat Mirzoyan discussed the settlement of the Armenia-Azerbaijan conflict with his Russian counterpart Sergey Lavrov on Friday.

Russia has been attempting to schedule a round of talks between Mirzoyan and Azerbaijan’s Foreign Minister Jeyhum Bayramov, since the last scheduled meeting in December was called off by Armenia due to Azerbaijan’s blockade of Artsakh.

“The issue of the settlement of Armenian-Azerbaijani relations was discussed. The Russian side underscored the importance of the swift resumption of the implementation of the November 9, 2020, January 11 and November 26, 2021 and October 31, 2022 trilateral agreements, including the unblocking of all transport and economic connections in the region, the delimitation and demarcation of the Armenian-Azerbaijani border, agreeing on the parameters of the peace treaty between Yerevan and Baku, as well as promoting dialogue between public figures, experts and parliamentarians,” the Russian Foreign Ministry said in a press announcement.

Russia’s Deputy Foreign Minister Sergey Ryabakov on Thursday said that preparations are underway to organize a meeting with Mirzoyan and Bayramov, the Tass news agency reported.

Normalizing relations between Armenia and Azerbaijan was also on the agenda of talks on Thursday when Igor Khovaev, Russia’s OSCE Minks Group Co-Chair, visited Yerevan.

Armenia’s National Security chief Armen Grigoryan and Prime Minister Nikol Pashinyan who held separate meeting with Khovaev both emphasized the need for the complete implementation of the trilateral agreements, especially the November 9, 2020 statement, which stipulates the unimpeded flow of transportation on the Lachin Corridor, which has been blockaded by Azerbaijan since December 12.

Both leader emphasized the details of the humanitarian crisis that has resulted from the illegal blockade of Artsakh and chided Baku for violating the key aspects of the November 9, 2020 agreement.

On Friday, Armenia’s Defense Minister Suren Papikyan also held a telephone conversation with his Russian counterpart, Sergei Shoygu, with whom issues related to regional security were discussed. The two ministers also touch upon military cooperation between Armenia and Russia.

Turkey-Armenia Gate Opens for First Time in Decades to Allow Aid

ISTANBUL (Reuters) - A border gate between long-feuding Turkey and Armenia has been opened for the first time in 35 years to allow aid for victims of the devastating earthquakes in southern Turkey, state-owned Anadolu news agency and a diplomat said.

Turkey's special envoy for Armenia, Serdar Kilic, tweeted photos of trucks passing through the Alican checkpoint at the Turkish side of the Aras river separating the two countries.

"I will always remember the generous aid sent by the people of Armenia to help alleviate the sufferings of our people in the earthquake stricken region in Turkey," Kilic said, thanking Armenian officials.

Anadolu said the crossing was last used to send aid from the Turkish Red Crescent to earthquake-hit Armenia in 1988.

Last year, Turkish and Armenian leaders met informally at a European summit, following a meeting by their foreign ministers, in efforts to mend decades of animosity.

Ankara has not had diplomatic or commercial ties with Armenia since the 1990s. They are at odds primarily over the 1.5 million people Armenia says were killed in 1915 by the Ottoman Empire, the predecessor to modern Turkey.

Armenia says this constitutes genocide.

Turkey accepts that many Armenians living in the Ottoman Empire were killed in clashes with Ottoman forces during World War One, but contests the figures and denies it was systematic.

To allow aid to quake-hit Turkey, Armenia briefly buries old hatchet of tensions

A land border crossing between Turkey and Armenia was opened for the first time in 35 years on Saturday with Yerevan agreeing to aid Ankara's quake-related rescue and rehabilitation mission by opening the Alican border crossing. Five trucks with aid including food and water arrived in Turkey from the Alican border crossing, tweeted Serdar Kilic, Turkey's special envoy for dialogue with Armenia.

The assistance comes after a series of earthquakes rocked Turkey and Syria this week, killing nearly 25,000 people in both countries.

According to state news agency Anadolu, this was the first time the crossing had opened since 1988. In 1988, Turkey sent aid to Armenia after the country was hit by a similarly deadly earthquake that killed between 25,000 to 30,000.

Kilic also thanked Armenia and the Armenian national assembly's vice president Ruben Rubinyan. The aid also included medicine, he said.

"Happy to have been able to assist," Rubinyan said on Twitter.

Turkey and Armenia have never established formal diplomatic relations and their shared border has been closed since 1993. The relationship is strained due to genocide of Armenian people that was committed by the Ottoman Empire during the first World War, a description which Ankara fiercely contests.

However, in December 2021, the two countries appointed special envoys to help normalise relations. The development occurred a year after Armenia lost to Turkey's ally Azerbaijan in a war for control of the Nagorno-Karabakh region. In February 2022, Turkey and Armenia resumed their first commercial flights in two years.

The land border between the two countries has remained closed since 1993 however, due to which transport trucks are required to transit through Georgia or Iran.

ARMENPRESS reports he made a note about this on his "Twitter" page, particularly thanking the Deputy Foreign Minister of Armenia Vahan Kostanyan and the special representative of Armenia on normalization of relations with Turkey Ruben Rubinyan.

YEREVAN, FEBRUARY 11, ARMENPRESS. Armenian rescuers together with Turkish rescuers managed to get an 8-year-old girl alive from the rubble in the city of Adiyaman, ARMENPRESS reports Turkish MP of Armenian origin Garo Paylan informed.

"The rescue team of Armenia together with the team of the Turkish Disaster and Emergency Management Authority rescued an eight-year-old girl in Adiyaman. Solidarity is life," Paylan wrote.

Immediately after the 7.7-magnitude earthquake that shook Turkey, Armenia expressed its readiness to help. For this purpose, 27 Armenian rescuers went to the disaster zone of Turkey.

 

On February 11, 100 tons of humanitarian aid was also sent to Turkey through the Armenian-Turkish land border.

The number of victims of the earthquake in Turkey is at least 20,655, the number of injured is more than 80,000. This is the strongest earthquake recorded in that country since 1939.

Breaking with past, Turkey allows Armenian aid workers to join earthquake response

When an 8-year-old girl was rescued Saturday from the rubble of a building destroyed by the earthquake in southern Turkey, a name was added to the list of survivors of a catastrophe that has killed more than 25,000.



And some history of very different kind was made.


Aiding in the rescue of the child, who had been trapped for more than five days, was a team sent from Armenia, with the permission of the Turkish government. The two nations have been bitter enemies for more than a century, so this was a small but meaningful breakthrough.


“This has been difficult work for us, excruciatingly difficult, considering the conditions,” Haig Darbinyan, an Armenian translator who accompanied the team, said in an phone interview with the Globe. “But seeing what I saw today made it all worthwhile. Seeing these [Turkish and Armenian] men working side-by-side and saving this girl’s life, unimaginable.”


Darbinyan, who took video of the recovery, said that the girl was taken to a nearby hospital for treatment. The rescue took place in the city of Adiyaman, which was devastated by the quake.


Shortly after the earthquake struck, Armenia’s prime minister, Nikol Pashinyan, expressed his condolences to Turkish President Tayyip Erdogan, and in that phone call offered to send a rescue team to assist in the search for victims. Erdogan accepted the offer, and the team of 27 took off from Armenia’s capital city of Yerevan a few hours later.


In a further sign of understanding, a border gate between the two countries was opened Saturday for the first time in 30 years to allow the passage of five trucks carrying 100 tons of humanitarian relief supplies. According to the Turkish news agency, the border gates in the Turkish eastern province of Igdir had been opened last in 1988 to allow for Turkish supplies to be sent to Armenia after an earthquake in its northern region killed 25,000 people. It was at the time a rare act of generosity by the Turkish government which prohibited the air shipment of humanitarian aid over its territory unless the planes were checked for possible armaments.


The leaders of the Armenia Assembly of America, a nonprofit that advocates on Armenian issues in Washington, said they were encouraged by the cooperation that both Armenia and Turkey showed in allowing the rescue team to assist.


The enmity between the two countries dates back to the Armenian Genocide of 1915, the killing of more than 1 million Armenians ordered by the rulers of Ottoman Turkey at the outbreak of World War I. The two countries do not maintain diplomatic relations, and the border between them is closed to commerce and tourism. Armenia has accused Turkey of assisting Azerbaijan, its ally to the east, in blocking Armenia open passage to the disputed territory of Nagorno-Karabagh where thousands of ethnic Armenians live.


“Perhaps, Turkey’s acceptance of our humanitarian outreach will led to a better understanding of the many problems that divide us,” said Van Krikorian, cochair of the Armenia Assembly. “Hopefully, something good can come out of this tragedy.”

EU monitoring mission in Armenia not directed against anyone - MP

YEREVAN, FEBRUARY 13, ARMENPRESS. The EU monitoring mission in Armenia is a civilian mission and is not directed against anyone, Member of Parliament, Secretary of the Civil Contract faction Arthur Hovhannisyan said at a press briefing.

He said that Armenia is engaged in a very active foreign policy both with Russia and the West, and Iran.

“There’s no need to explain to anyone that the EU civilian mission isn’t directed against anyone. After the two-month monitoring mission, through its diplomatic efforts Armenia was able to agree with EU partners to extend the term of the monitoring mission. And this is exclusively in the interests of Armenia,” the MP said.

He said that Armenia is engaged in a very active foreign policy both with Russia and the West, and Iran, and proceeds from Armenian interests in this context.

He said that the West-Russia confrontation must not be spread on the developments around Armenia. The MP emphasized that the government of Armenia is proceedings from the state interests of Armenia. “The EU monitoring mission is a civilian mission, it is not directed against anyone, it is here to carry out exclusively a monitoring mission, to record to problems, the situation that exist on the borders of Armenia,” Hovhannisyan said, emphasizing that there’s no geopolitical context here.

Armenian Rescue Service issues update from SAR operations in Turkey and Syria

YEREVAN, FEBRUARY 13, ARMENPRESS. The Armenian rescue teams continue their search-and-rescue (SAR) mission in the quake-hit regions of Turkey and Syria.

“Armenian rescuers, having formed joint networks with international partners, are continually attempting to dig through the rubble of collapsed buildings, calling for frequent silence in order to hear possible screams for help. The search-and-rescue teams, using special equipment, are looking for “gaps”, areas of large concrete beams or collapsed staircases where survivors can be found. As rescuers attempt to reach the survivors, the assisting teams are monitoring the movement of the buildings given the likelihood of further collapse, as well as the presence of other hazards,” the Rescue Service of the Ministry of Internal Affairs of Armenia said in a press release.

The Armenian rescue team, in cooperation with the American rescue team, have so far rescued 3 survivors from the rubble in Adiyaman, Turkey.

Using special equipment, the Armenian rescuers also continue dismantling and removing the structural elements of collapsed buildings in various locations across Syria and Turkey.

The K9 unit is also actively involved in the search-and-rescue operations.

YEREVAN, FEBRUARY 13, ARMENPRESS. The Turkish Anadolu state news agency covered the Armenian search-and-rescue team’s work in the quake-hit Adiyaman, Turkey.

Anadolu reported that the “Armenian search and rescue team is continuing its efforts to save lives in Türkiye’s Adiyaman province as survivors are still being pulled from the rubble following last week’s earthquakes in the country’s south.”

Anadolu spoke to Gari Armaganyan, a member of the Armenian search-and-rescue team.

Armaganyan told Anadolu that the Armenian rescue team left for the region after Turkey requested international assistance. Armaganyan said they arrived in the country on Feb. 7 at the instruction of the Armenian government.

The team then proceeded to Adiyaman province, which was severely affected by the earthquakes, he said, adding they have continued to search for victims since then.

“The Turkish nation can be sure that in these dark days, the international community, including Armenia, is ready to provide all kinds of support,” Armaganyan told Anadolu, extending his condolences to the Turkish nation.

“I have never seen such an earthquake, nor have our team members. Such large-scale destruction has never been witnessed before,” he added. Anadolu noted that the Armenian team is using K9 units.

Anadolu also quoted the ethnic Armenian Turkish Member of Parliament Garo Paylan’s twitter post.

“Two more miracles happened on the seventh day!In Adiyaman, as a result of the cooperation of Turkish, Armenian and US teams, two more of our girls were rescued alive. Solidarity is saving lives!” Paylan tweeted, sharing a photo and a video while the rescue teams cheered for the survivors.

On Saturday, Paylan said on Twitter: "Shoulder-to-shoulder with the AFAD (Turkish Disaster and Emergency Management Presidency) crew, the Armenian relief team rescued an eight-year-old girl alive in Adiyaman.”

Anadolu added that for the first time in 30 years the land border between Turkey and Armenia was opened for Armenian humanitarian aid for the quake-hit Turkey.

Armenia sent search-and-rescue teams to Turkey and Syria to assist in the rescue efforts following the devastating earthquakes.

Lukashenko calls for greater unity in CSTO, “certain position” by member states over Russian-Ukrainian conflict

YEREVAN, FEBRUARY 13, ARMENPRESS. Belarusian President Aleksandr Lukashenko called for greater unity in the Collective Security Treaty Organization as he met with Secretary General of the Collective Security Treaty Organization (CSTO) Imangali Tasmagambetov on 13 February, BelTA reports.

“Challenges are many. We took the risk to compile the program of our presidency in the organization so that we could try to solve the problems that we have, especially on the borders of CSTO member states. I do not speak of your experience in vain. You have a great memory. You know well both the Caucasus and Central Asia. We have problems there. Let us try to resolve them and, as much as possible, bring the Collective Security Treaty Organization together in these difficult times. You see what is happening on the perimeter,” BelTA quoted President Lukashenko as saying.

Aleksandr Lukashenko stressed that all members of the CSTO should unite and act together.

“If someone thinks that the conflict between Ukraine and Russia is not our conflict, that we will sit quietly somewhere – nothing of the kind, it will not be like that. The time will come (it is not far away, literally tomorrow) and it will require us to define ourselves, to take a certain position. I am not saying that this should be done to the detriment of national interests. Despite all the shortcomings in the union we will have to clearly define our policy, our line in order to act together. It is always simpler and easier to act together,” President Lukashenko said.

President Lukashenko stressed that no one is pushing states to act contrary to their national interests. “We will have to find compromises however. Within the CSTO we have found them long ago, and we act as one organization. I think we have to go through this difficult period, and it will further unite our organization on the principles that are necessary and possible for every state, which is a member of this organization. Let us think about it together,” the Belarusian leader said.

The Secretary General of the Collective Security Treaty Organization (CSTO) Imangali Tasmagambetov, who assumed office on 10 January 2023, was to submit to the Belarusian head of state an action plan to implement the decisions of the November (2022) session of the CSTO Collective Security Council and the CSTO's priority areas of activity during the chairmanship of Belarus in the organization.

West never imposed anything on Armenia – Secretary of Security Council reacts to Russia’s criticism

YEREVAN, FEBRUARY 14, ARMENPRESS. The West hasn’t imposed anything on Armenia, Secretary of the Security Council Armen Grigoryan told reporters when asked to comment on Russia’s criticism on the deployment of the EU monitoring mission in Armenia.

“No one can impose anything on us. In this context, the West hasn’t imposed anything on us. The deployment of that mission was the Armenian side’s decision. I can say that the arrival of that mission is interrelated also with our experience. I mean that in May and November of 2021 an attack against the sovereign territory of Armenia took place, a large-scale attack took place also in September last year. And given the experience that the existing security guarantees aren’t functioning, Armenia invited the EU civilian mission with the purpose of creating some security guarantees,” Grigoryan said.

“Naturally we are regularly speaking with our Russian partners on all existing issues, and we are presenting the Armenian side’s approaches, explaining why we’ve made these steps,” Grigoryan said.

Armenia interested in continually realizing untapped potential in relations with India – Pashinyan tells outgoing envoy

YEREVAN, FEBRUARY 14, ARMENPRESS. Prime Minister Nikol Pashinyan held a meeting with the outgoing Ambassador of India to Armenia Kishan Dan Dewal.

During the meeting Prime Minister Pashinyan attached importance to Ambassador Dewal’s work in the direction of strengthening the friendly relations between Armenia and India and wished him all the best in future endeavors, the Prime Minister’s Office said in a read-out.

Describing the partnership in economy, technologies, education and other areas of mutual-interest as “productive”, Prime Minister Pashinyan said that Armenia is interested in continually realizing the existing potential in the relations with India. The Armenian Prime Minister warmly recalled his 2019 meeting with Indian Prime Minister Narendra Modi in New York City.

The outgoing Indian Ambassador thanked the Prime Minister for the high appreciation of this work and noted that during his tenure he made maximum efforts to further deepen the cooperation between Armenia and India.

The Prime Minister and the Ambassador also exchanged ideas around the dynamics of development of the Armenian-Indian relations and the bilateral agenda.

Earlier in January, India appointed Nilakshi Saha Sinha, presently Joint Secretary in the Ministry of External Affairs of India, as the next Ambassador of India to the Republic of Armenia.

Top Armenian diplomat heads to Turkey for landmark visit
The visit will mark the first of its kind after almost a decade.

Armenian Foreign Minister Ararat Mirzoyan will pay a visit to Turkey on Wednesday, the Turkish Foreign Ministry announced Tuesday.

The ministry said Mirzoyan would meet with his Turkish counterpart Mevlut Cavusoglu and then travel to Adiyaman, where Armenian rescuers are working save survivors of two powerful earthquakes that struck Turkey last week and killed more than 35,418 and injured more than 105,500, according to official figures.

The top diplomat’s visit will mark the first of its kind since a former Armenian Foreign Minister Eduard Nalbandyan’s visit to the country in August 2014.

Turkey has no diplomatic relations with Armenia and sealed its border with the country in the 1990s in solidarity with Azerbaijan over the Nagorno-Karabakh conflict. Ankara and Yerevan have been in direct dialogue since late 2021 in a bid to establish diplomatic ties and fully normalize their relations after similar efforts had failed in 2015. The killer earthquakes that hit Turkey’s south on Feb. 6 have accelerated the fence-mending process between the two capitals, with Armenia swiftly dispatching aid to the disaster zone.

The sole land border crossing linking the two countries opened over the weekend for the first time after more than three decades to allow Armenian aid and rescuers into the disaster zone. The two capitals agreed to open their land borders to third-country citizens in July last year, a first breakthrough in the negotiations.

Last Monday’s killer earthquakes have shelved international tensions between Ankara and foreign capitals with some 9,000 foreign rescuers and first responders from 82 countries working on the ground, the Turkish Foreign Ministry said Tuesday. Turkey’s President Recep Tayyip Erdogan said Tuesday that he had spoken to 42 state and government leaders across the world.
