And if such narratives don’t constitute interference into a country’s domestic affairs, then let’s say for the record that the persecutions against not only the press, the opposition, but also the national minorities are of systematic nature in Azerbaijan. The international press is full of articles about the murders and imprisonments of the leading activists protecting the interests of national minorities in Azerbaijan. Furthermore, many of these cases are revealed by eyewitnesses, the activists who survived torture and persecutions, or the families of the killed activists. Perhaps Azerbaijan ought to display goodwill and define seat quotas in its parliament for national minorities and guarantee it under its constitution. As per Azerbaijan's defence ministry, two servicemen were killed after Azerbaijani troops stopped a convoy suspected of carrying weapons from the region's main town to outlying areas. It said the convoy had used an unauthorised road. Armenia's foreign ministry said three officials from the Karabakh interior ministry were killed. The convoy had been carrying documents and a service pistol, it said, dismissing Azerbaijani allegations that weapons were being carried as "absurd", Al Jazeera reported. This move is part of efforts to normalise relations between the two countries, which have had no diplomatic ties since Turkey closed its border with Armenia in 1993 as a show of solidarity with Azerbaijan during the conflict over the breakaway Nagorno-Karabakh region. In July 2022, Armenia and Turkey agreed in principle to normalise their relations, including opening their shared border for third-country nationals and starting direct cargo flights. Special envoys from Ankara and Yerevan began talks in January 2022 to fully restore ties "without preconditions". Since then, the two countries have appointed special envoys to help normalise relations and have had four meetings. Armenia's Territorial Administration and Infrastructure Minister Gnel Sanosyan announced that repairing the 29km section of the Armavir-Gyumri road bordering Turkey will be accelerated in 2023. The repair work will resume soon as soon as the weather conditions become favourable. This road connects the western regions of Armenia and passes through the Shirak region, adjacent to the Turkish border. Despite being one of the first countries to recognise Armenia's independence from the Soviet Union, Turkey and Armenia have had a troubled relationship. Turkey also does not recognise the Armenian genocide of 1915-1923, which killed an estimated 1.5mn Armenians at the hands of the Ottoman government. In 2009, an agreement was reached in Zurich to establish diplomatic relations and reopen the border between Turkey and Armenia. Still, Turkey later insisted that it would not ratify the deal until Armenia withdrew from Nagorno-Karabakh. In 2020, Turkey supported Azerbaijan during the six-week war in Nagorno-Karabakh, which ended with Azerbaijan gaining control of a significant portion of the region. However, in February this year, the Margara land checkpoint on the Armenian-Turkish border was opened for the first time in 30 years to allow Armenian trucks to deliver tons of food, medicine, and other relief supplies to Turkey's regions affected by a powerful earthquake. Armenia's Foreign Minister Ararat Mirzoyan visited Turkey on February 15 to meet with the Armenian search and rescue team operating in Adiyaman. In the wake of the recent earthquake in Adiyaman, a 27-member Armenian search and rescue team was deployed to the area after Prime Minister Nikol Pashinyan's phone call with Turkish President Recep Tayyip Erdogan. Armenia also sent five trucks carrying 100 tonnes of food, medicine, and other relief supplies to Turkey through a border that had been closed since 1993. At the beginning of his remarks, Turkish Foreign Minister Mevlut Cavusoglu thanked his Armenian counterpart Ararat Mirzoyan for expressing solidarity and condolences to Turkey immediately after the recent earthquake. He emphasised that the normalisation of relations in the South Caucasus continues and that cooperation in the humanitarian sphere will support this process. Speaking at the Cabinet meeting on March 30, Pashinyan mentioned that back in August 2022,the route of the Lachin Corridor was changed as a result of an agreement reached between Nagorno Karabakh and Azerbaijan authorities. A new road was opened, but since the Lachin Corridor (the road connecting Nagorno Karabakh to Armenia) wasn’t completely ready yet, a temporary route was launched. The temporary road was entering the territory of Armenia through the Kornidzor bridge, then passing to the Azerbaijani territory again, and then again entering the territory of Armenia. According to the agreement, this route was to function until 1 April, 2023.“Yesterday we notified the Azerbaijani side that in accordance with the agreement, after the Kornidzor bridge the road will continue only through the territory of Armenia, and that the border guards of Armenia will assume the protection of the state border of Armenia in that section. The border guards will be deployed on the state border of Armenia, in the same positions where the military units were stationed till this day,” he said. He warned that the Azerbaijani media are trying to misrepresent this. “They are trying to misrepresent this as another blockbuster. This approach is not constructive, to say the least.”Pashinyan reiterated that there’s been no change in Armenian positions. Israeli Foreign Minister Eli Cohen and his counterpart from Baku, Jeyhun Bayramov, led the opening ceremony, with Bayramov highlighting their strong relationship built on “dialogue and mutual understanding.” Yet with far less fanfare, the Jewish state is also quietly restoring its political and economic ties with Azerbaijan’s arch-enemy, Armenia. Rising interest in this ancient landlocked nation coincides with Armenia’s booming economy, fueled by an influx of software engineers from nearby Russia who are eager to escape deteriorating conditions at home ever since their country invaded Ukraine more than a year ago. At least 150,000 Russian professionals, and maybe more, have fled here—often with their families in tow—since the war broke out on Feb. 24, 2022. But Russia’s loss is Armenia’s gain. This mountainous, landlocked Caucasus republic of 3 million—an imperfect but lively democracy with an ancient alphabet and a fledgling tech sector—has benefitted handsomely from Russia’s brain drain. For one thing, the new arrivals have helped push Armenia’s GDP growth to 13% last year, even as it remains mired in a simmering conflict of its own with neighboring Azerbaijan; the last major war between the two ex-Soviet republics erupted in 2020 and killed an estimated 6,000 people on both sides. Since its constitutional court approved joining the ICC last week, the Kremlin has threatened Armenia with “serious negative consequences” and banned its dairy imports. But in a blow to the authority of the ICC, a top Armenian official has now confirmed that police will not arrest Mr Putin if he travels to Yerevan. “The decision of the constitutional court does not find anyone guilty in any matter and does not require steps to arrest anyone,” said Hakob Arshakyan, deputy speaker of the Armenian parliament. “We have heard concerns expressed by the Russian Federation.” For the Kremlin, Armenia’s move towards the ICC was not only a humiliation but also posed a practical problem. The ICC ruled last month that Mr Putin was a war criminal for authorising the abduction of thousands of children from Ukraine. This means that the ICC now expects its 123 member states, and aspirants like Armenia, to arrest him. Vital ally Mr Putin’s travel options have shrunk since he ordered the full-scale invasion of Ukraine in February and he has restricted himself mainly to visiting former Soviet Central Asia and the South Caucasus. He travelled to Armenia in November for a security conference. The war has weakened Russia’s power and influence over its former Soviet satellite states. Armenia once viewed Russia as a vital ally that was able to impose peace in the South Caucasus but last year, Nikol Pashinyan, its prime minister, accused the Kremlin of failing to stop Azerbaijani border attacks. He said that the locations of deployment in 7 out of 12km are clarified, while work is still ongoing for the other 5km.The Lachin Corridor is being rerouted due to the opening of the Kornidzor-Tegh road – which is connecting Armenia to the Lachin Corridor. As a result, the Armenian border guards must assume the protection of the 12km section of the Armenia-Azerbaijani border. No direct border protection was carried out in that area neither by Armenia nor Azerbaijan in accordance with a previous agreement on ensuring the temporary route of the Lachin Corridor. “And as you know, during the assumption of direct border protection some problems emerged, which the NSS informed about, stressing that misinterpretation of maps took place during the deployment of the two sides. In some areas, by our assessment, the Azerbaijani side deployed and conducted engineering works some 100 to 300 meters deep into territory of Armenia. After that, an agreement was reached for cartographers of both sides to clarify the situation. During that time, work has been implemented for clarifying the deployment locations of the border guards. And the situation has improved to some extent. In particular, the deployment locations in 7km of the 12km are clarified, while the work on the other 5km is still in progress,” Pashinyan said. He reiterated that the Armenian government’s position remains that of avoiding an escalation.
