“We will rise like a phoenix” –Archbishop vows to rebuild Artsakh from Azeri “terror and barbarism”

STEPANAKERT, OCTOBER 9, ARMENPRESS. Archbishop Pargev Martirosyan, the Prelate of the Diocese of Artsakh of the Armenian Apostolic Church, says Artsakh will rebuild the Shushi Cathedral and all other settlements hit by the Azerbaijani forces like in the early 90s.

“Yesterday, by bombarding the Ghazanchetsots Cathedral, they deliberately tried to insult the symbol of our cross and force us into despair. This is the signature of international terror and barbarism, we understand this very well. We will rebuild both Stepanakert, and Shushi, and all other settlements and all infrastructures. We will rebuild through pan-national efforts, we, both our nation and our fatherland, will rise like phoenix ,” the Archbishop said.

“It’s us, our God and our army. Our 18-20 year old boys are true heroes, one can admire them, I thank their parents for bringing up such strong men for their country. They stand tall like mountains under daily artillery fire. Our forces are unequal, but we are fiercely withstanding, and our work is righteous and just,” he said.

The iconic Holy Savior Cathedral, also known as Ghazanchetsots, the symbol of the city of Shushi in Artsakh, the seat of the Diocese of Artsakh of the Armenian Apostolic Church, came under two separate missile attacks on October 8.

Three journalists were injured in the attack.

“Military operations are intensively resuming in all directions of the frontline. The enemy is suffering large numbers of manpower losses in heavy battles, and it is trying to supplement the shortage mostly with the defeated veterans of the first Artsakh war. If there is even one soberly thinking military officer in their army, perhaps they understand that they shouldn’t have high hopes in those forces. The Defense Army is fulfilling its combat mission brilliantly,” he said.

Defense Ministry denies Azeri fake news on alleged strike against Mingachevir and Aghjabadi

YEREVAN, OCTOBER 9, ARMENPRESS. The Armenian Ministry of Defense is informing that the Azeri statements alleging that the Armenian forces have delivered strikes in the direction of Mingachevir and Aghjabadi are yet another fake news.

Armenian Defense Ministry spokesperson Shushan Stepanyan said the Defense Army of Artsakh has enough targets to strike in the combat operations theater.

“We are warning that in the event of Azeri forces committing any kind of provocation against settlements and civilian infrastructures the Artsakh Defense Army’s response will be disproportionally severe,” she said.

Dan Bilzerian bombards “civilian killer” Azeris with large-caliber cursing

YEREVAN, OCTOBER 9, ARMENPRESS. American actor and internet personality Dan Bilzerian has expressed strong support to the Armenian military in the ongoing fight against the Azerbaijani attacks.

“Those inbred [expletive deleted] Azerbaijanis are at it again killing Armenian civilians,” he tweeted, referring to the indiscriminate Azeri bombings of cities and towns in Artsakh which resulted in dozens of civilian casualties.

“To all the Armenian boys out there fighting to not be eradicated, stay strong, your nation is behind you, I’m behind you.I’m proud of you guys, keep fighting the good fight. & remember no matter how bad things get at least you aren’t Azerbaijani & you don’t sodomize farm animals,” he added.

Earlier the Bilzerian family had announced donations to the Hayastan All Armenian Fund for supporting Artsakh.

Turkey creating ‘another Syria in Caucasus’, Armenian President tells Financial Times

YEREVAN, OCTOBER 9, ARMENPRESS. Financial Times spoke with the President of Armenia Armen Sarkissian and referred to that interview to its subsequent edition, the President’s Office told Armenpress.

The abridged version of the interview is below.

 

“Armenia’s president has demanded that international powers do more to stop Turkey’s involvement in the war for control of Nagorno-Karabakh, warning that Ankara is creating “another Syria in the Caucasus”.

Armen Sarkissian said Turkey’s military and diplomatic support for Azerbaijan in its conflict with the Armenian-backed enclave had displaced Moscow from its traditional balancing role between the two sides. He called on Russia, the US and NATO to restrain Ankara, describing it as “the bully of the region”.

“If we don’t act now internationally, stopping Turkey . . . with the perspective of making this region a new Syria . . . then everyone will be hit,” he told the Financial Times in an interview.

Hundreds of people have been killed and tens of thousands of civilians displaced by almost two weeks of fighting between Azerbaijani and Armenian forces over Nagorno-Karabakh, populated by ethnic Armenians.

It is the most serious conflict since a war that ended in 1994 with a shaky ceasefire agreement brokered by Russia, France and the US that left the region under Armenian control.

Since then Russia, as the regional hegemon, has stepped in to prevent sporadic military clashes between the two former members of the Soviet Union flaring up into full conflict. But Turkey’s backing for Azerbaijan and military support in the form of armoured drones and militants flown in from Syria has challenged Moscow’s role as the supreme arbiter.

“We need more effort to stop this,” Mr Sarkissian said. “And the focus of the efforts should be Turkey. The moment Turkey is taken out of the equation, we will be closer to a ceasefire and returning to the negotiation table.”

Russia has a military base in Armenia close to the Turkish border and a mutual defense pact with the country, which excludes Nagorno-Karabakh. President Vladimir Putin this week said Russia would adhere to that treaty if Armenia itself were attacked — 11 days after fighting erupted.

Moscow also has strong ties with Azerbaijan and important trade and defence relations with Turkey. It has sought to remain neutral in the conflict, leaving Armenia without a strong external backer.

“We need more pressure from Russia. I hope there will be more pressure from Russia and from the United States,” Mr Sarkissian added. “Being a member of NATO . . . means you have to restrain yourself. You don’t get a green card to go interfere in third-party conflicts.”

“What is a NATO member state doing in Azerbaijan helping to fight Nagorno-Karabakh? Explain to me,” he said. “That completely redefines the role of Nato.”

“We had a ceasefire for more than 20 years . . . but now we have a full war,” Mr Sarkissian said, describing Turkey as a “360-degree bully”. “That presence is destroying the balance. When there was no Turkey, the mechanism worked,” he added.

Baku has denied that militants, flown in from Syria by Turkey, have bolstered their regular troops. But one middleman in Syria told the FT that he had been contracted to recruit hundreds of fighters who arrived in Azerbaijan late last month.

“When the fighting stops, will the [militants] stay,” asked Mr Sarkissian. “It is a threat not only to Armenia but the whole Caucasus, and it is a threat to Russia . . . they can have a dramatic impact on the countries of Central Asia and dramatic impact on the north of Iran.”

Azerbaijan and Turkey’s approach, Mr Sarkissian said, “means ethnic cleansing. Cleaning it up . . . they want that piece of land.”

“For Armenians worldwide . . . it reminds us of the genocide on Armenian soil,” he said, referring to the killing of an estimated 1.5m Armenians by the Ottoman Empire between 1914 and 1923. “This is a fight against genocide.”

He said Armenia would never abandon Nagorno-Karabakh and that “thousands” of ethnic Armenians living in other countries were already attempting to return to fight for the territory.

“They are the grandsons of the people who suffered the genocide,” he said. “Millions of Armenians from all over the world will come and fight for Nagorno-Karabakh, because they will not allow Turkey to finish what it started.””

The War on Armenia Threatens American Interests | Opinion

Islamist aggression and expansion into the lands of a Christian people shouldn't be a 21st century reality, but it is. Making matters worse, the aggressors in today's conflict receive U.S. foreign aid. It's time for the U.S. to respond to Azerbaijan and Turkey's assault on Armenians.

Hundreds of people, including civilians, have been killed as the second week of heavy clashes between Armenia and Azerbaijan potentially turns into a third. The war is over disputed territory widely called the Nagorno-Karabakh Republic, but known as the Republic of Artsakh to its Armenian defenders.

The Republic of Artsakh is almost totally Armenian, about 99 percent. Part of the oldest Christian state in the world, it remains a front line against encroaching Islamism. A war over the land has been officially ongoing since the fall of the Soviet Union, but a 1994 ceasefire deal maintained a relative standstill until major escalations from Azerbaijan on September 27. Thomas de Waal, an expert on the region, has identified Azerbaijan as the aggressor in this most recent flare up.

Armenia has also called out Turkey, a strategic NATO partner for the U.S., for leading much of the onslaught. Turkey's reported actions are consistent with President Recep Tayyip Erdogan's effort to build a neo-Ottoman empire, leading offenses against Kurds in their territories as well as Greeks in the Aegean and Cyprus.

Turkey is reportedly aiding Azerbaijan's assault with armed drones and by recruiting the same Syrian "moderate rebels" that former president Barack Obama employed to take down the Syrian government. As those hired fighters failed their mission to topple Syrian president Bashar al-Assad, they are in desperate need for a paid opportunity to prove themselves.

Think of it. Those "moderate rebel" Islamists who received U.S. weaponry just a few short years ago are now involved in the violent takeover of a Christian community of more than 150,000 people.

Now, that doesn't necessarily mean the U.S. government or military should be called upon to clean up the mess. There's a good chance direct intervention would only make things worse.

However, an America First geopolitical outlook must never underestimate the United States' immense economic power, including the ability to impose trade sanctions, to punish or ward off bad behavior in the South Caucasus as well as from Turkey.

After all, how could Turkey's and Azerbaijan's actions against Armenia serve any strategic benefit to the U.S.? The war is an unnecessary foreign adventure that apparently the U.S. is expected to support or at least smooth out in the fiery end.

In addition to the indirect assistance and lobbying the U.S. does on behalf of Turkey at the international level, that country receives about $153 million from the American taxpayer in the form of foreign aid. Azerbaijan gets around $14 million. Keeping those dollars home would be the easiest thing to do first.

Beyond that, Turkey's membership in NATO should be up for removal. It's already been talked about in Congress for over a year.

If the U.S. doesn't bring enough pressure to bear on Turkey and Azerbaijan to end their hostilities, there is clearly no reason to continue aiding them or even keeping a strategic partnership. There is no current U.S. interest worth risking the destruction of an ancient Christian civilization, and it's difficult to fathom how there ever could be one.

There is a U.S. interest in preserving Christian peoples in the Middle East. The establishment foreign policy that unfortunately still lingers in the background of the Trump administration disregarded that national interest in favor of endless wars in the region.

In Iraq, Islamism grew at the expense of some 1.5 million Iraqi Christians, many of whom are no longer there. The subsequent destruction of Christian churches and sites in Iraq and Syria was painful to watch. The threats to U.S. national security only grew as a result.

Armenians have already lost much of their Christian cultural heritage to the Soviet Union, and before that to the Turks during the Armenian genocide. In the Republic of Artsakh, a few sites remain, including a monastery dating back to the 4th century. To protect what's left, the U.S. should officially recognize Artsakh, as the Armenians have no ambition or desire to conquer beyond its borders.

The U.S. shouldn't be expected to police the world, but it must do right by the American taxpayers who are footing the bill for billions of dollars in foreign aid, not to mention generating the nation's economic power. An America First foreign policy must continue to eclipse the status quo foreign policy, and a great first step would be to stop all indirect assistance of those destroying Armenia's Christian civilization.

Armenian side will never respond Azerbaijani vandalism in the same way – MoD

Azerbaijan unleashed war against Artsakh on September 27. Turkey explicitly support Azerbaijan both politically and militarily, particularly the Turkish air forces are directly involved in the military operations. On September 29 a Turkish F-16 fighter jet downed an Armenian SU-25 jet in the Armenian air force. The pilot did not survive. Turkey has also deployed thousands of terrorists and jihadists from northern Syria in Azerbaijan to fight against Artsakh.

Azerbaijan has targeted civilian population and infrastructures from the first days of the war, but in the last days they do it more intensively. 22 civilians have died so far, 2 of them in the Republic of Armenia, Vardenis region. International reporters are being deliberately targeted. 2 French reporters were injured in Martuni town on October 1 as a result of Azerbaijani bombing of the municipality of the town. 1 of them was in critical situation but was able to survive. On October 8 Russian reporters were injured as a result of the Azerbaijani high precision strikes against Shushi’s Ghazanchetsots Cathedral. One of the reporters is in critical situation.

Azerbaijan has banned international reporter from covering the developments from the frontline.

YEREVAN, OCTOBER 9, ARMENPRESS. Analyzing the public announcements of Azerbaijani president Ilham Aliyev, representative of the MoD Armenia Artsrun Hovhannisyan raises suspicions that the strategic management system in Azerbaijan is distorted.

‘’At least several times during this war we witnessed that Aliyev says things that do not correspond to the reality. There are many grounded suspicions that the strategic management system in Azerbaijan is distorted. I say this after analyzing the recent developments’’, Hovhannisyan said.

He noted that there have been many cases in the history of military, when the superior is not reported about failures, but only successes.

‘’In this way the strategic management system becomes distorted and it’s very possible that Aliyev has appeared in this trap’’, Hovhannisyan said.

On October 9 Azerbaijani president announced about the occupation of Hadrut town, but minutes later it was officially denied by Artsakh. Later Artsrun Hovhannisyan himself visited Hadrut town.

‘’Roma’’ club sends humanitarian aid to Armenia

The Italian ‘’Roma’’ football club handed 117 boxes of cloths and sportswear, which will be provided to the civilian population of Artsakh affected by the war unleashed by Azerbaijan. The boxes will be delivered to the Roma fan club of Armenia, ARMENPRESS was informed from Roma’s official website.

‘’Leaving the politics to one side for a moment, Roma Cares is there and will continue to be there for the club’s fans who are most in need – wherever they may be,” said Guido Fienga, the club’s CEO.

“With this donation we are taking a first step towards helping the children, women and men who are currently struggling in very difficult circumstances.”

Henrikh Mkhitaryan, Armenian professional footballer currently playing for ‘’Roma’’ thanked the leadership of his club for the support.

Turkish ambassador slams US congressman's hostile anti-Turkey remarks

Turkey's ambassador to the U.S. on Thursday lashed out at an American congressman who said it is "time to get tough with Turkey."

Ambassador Serdar Kılıç, in a series of tweets, criticized Democratic congressman Adam Schiff from California for twisting "the truth as well as the realities on the ground" and said Americans deserve to know the truth, not politically motivated distortions.

Schiff, who is chairman of the House of Representatives Intelligence Committee, targeted Turkey and President Recep Tayyip Erdağan on Twitter, questioning Ankara's alliance with the U.S., citing several subjects.

The congressman first touched on the conflict between Azerbaijan and Armenia, and claimed Turkey "aided and abetted Azerbaijan's deadly attacks on Artsakh with foreign fighters."

Kılıç said it was Armenia who attacked Azerbaijan twice in the last four months and asserted Baku has not attacked any countries' territories.

"Azerbaijan is merely exercising its right to self-defense within its own territory, which has been under the Armenian occupation for three decades," said the envoy.

Schiff also falsely claimed Ankara endangered U.S. troops in Syria — a charge roundly rejected by the ambassador.

"Turkey has never endangered any US troops anywhere in the world, including Syria," said Kılıç, who added that Schiff is ignoring threats emanating from American support to the Syrian branch of the PKK terror organization, the YPG.

PKK has been responsible for the deaths of 40,000 people, including women, children, and infants in Turkey.

"On the contrary, since the Korean war, Turkish and US troops have fought side by side in various corners of the world," wrote Kılıç.

On Ankara's relations with Tehran, the congressman claimed Turkey "cozied up to Iran" but Kılıç countered that both nations have been neighbors for centuries.

"Both countries maintain good neighborly relations and dialogue, even though they do not always agree on all issues," said Kılıç. "When you have strained relations with any country you are an aggressor when you try to maintain good neighborly relation you cozy with. Unfortunately another shameful example of selective morality."

Schiff also took aim at Turkey's deployment of the Russian S-400 missile system, and Kılıç cited U.S. President Donald Trump's remarks that Turkey was not treated fairly when it wanted to buy its Patriot defense system.

"Even the US president acknowledged that Turkey was treated very unfairly by its Ally, the US, in its efforts to buy Patriots, and thus was left with no other option but to purchase S-400, due to the imminent threats to its people, forces and population," Kılıç wrote.

One of Turkey's border gates to Georgia, the Aktaş Border Gate located in eastern Ardahan province, was shut down Thursday after Turkish vehicles faced harassment from some of the Armenian locals in the border villages.

Trucks with Turkish license plates were reportedly being lampooned and the drivers were being threatened by the Armenian villagers.

The harassment began amid the ongoing clashes between Azerbaijan and Armenia, a conflict in which Turkey has openly shown support for the Azerbaijani cause of retaking its occupied territories.

New clashes erupted on Sept. 27, but international calls for a halt to fighting have gone unanswered. Armenia has continued its attacks on civilians and Azerbaijani forces, who are the rightful owners of the occupied Nagorno-Karabakh region.

The harassment of Turkish vehicles and their drivers led to the closure of the border gate, which is one of three gates between Turkey and Georgia, and vehicles are being rerouted to the other two gates.

Cross-border traffic has increased at the two other border gates as a result, especially at the Sarp Border Gate, with vehicles backed up as far as 15 kilometers (9 miles) from the crossing.

"I have been waiting in line for two days and I don't know how long I will wait," one truck driver, Recep Kılıçarslan, told Demirören News Agency (DHA) at the entrance of the Sarp Border Gate.

Another truck driver, Selim Ekşi, said that his friends informed him of the hostility from Armenian villagers across the Aktaş Border Gate, which prompted him to drive to the Sarp Border Gate instead.

While the drivers have expressed frustration due to the long lines and hours of waiting, the high number of vehicles is a positive sign of Turkey's significant trade volume.

"Actually, when I see a truck queue, I become happy. It means we have a job, and the export continues. Even during the pandemic period, there has been a rise in both export and logistics," said Osman Akyürek, the head of the northeastern Hopa district's chamber of commerce and industry.

Akyürek said there are about 650 trucks entering Turkey from the Sarp Border Gate daily, while 550 trucks leave the country for Georgia each day. Before the pandemic, these numbers were about 400-450, he said.

He added that there has been a 30% year-on-year increase in both exports and logistics in the region.

Azerbaijan's President Ilham Aliyev stated in his speech to the nation Friday that Baku is ready to return to talks over the Nagorno-Karabakh region even though he will only accept the full restoration of territorial integrity.

The president underlined that no other country can influence Azerbaijan's will over the conflict.

Aliyev said Baku is unwilling to hold any talks with the ethnic Armenian leaders of Nagorno-Karabakh and that there will be no talks if Armenia continues to insist that Nagorno-Karabakh is part of Armenian territory.

Aliyev’s statements came after Azerbaijan and Armenia on the same day agreed to hold peace talks after nearly two weeks of clashes over the occupied Nagorno-Karabakh region, raising hopes that a cease-fire could be brokered.

Saying that Azerbaijan is unwilling to make concessions to Armenia in talks, Aliyev pointed out that Baku successfully changed the reality on the ground with military force, proving there could be a military solution to the conflict.

The president also said Azerbaijani forces have destroyed two units of Russian-made S-300s in Armenia-occupied Nagorno-Karabakh.

The invitation for peace talks came from Russian President Vladimir Putin, and they will be held in Moscow with the two former Soviet nation’s foreign ministers, the Russian foreign ministry said Friday.

"Baku and Yerevan have confirmed their participation in the consultations in Moscow," Russian foreign ministry spokesperson Maria Zakharova told Agence France-Presse (AFP).

"Active preparations are underway," she said, with the talks expected to take place later on Friday with the two countries' foreign ministers. A meeting with Putin, however, was not foreseen.

Relations between Yerevan and Baku have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, an internationally recognized territory of Azerbaijan.

New clashes erupted on Sept. 27, but international calls for a halt to fighting have gone unanswered until now. Armenia has continued its attacks on civilians and Azerbaijani forces, who are the rightful owners of the occupied region.

‘Fragile’ Talks End With Agreement on Ceasefire on Oct. 10

Russian foreign minister Sergei Lavrov announced that talks with foreign ministers of Armenia and Azerbaijan, Zohrab Mnatsakanyan and Jeyhun Bayramov on Friday in Moscow yielded an agreement to begin a humanitarian ceasefire on Saturday to exchange soldiers’ remain and captives.

In his brief announcement after more than 11 hours of talks, Lavrov said that the sides had also agreed to discuss the parameters of the cease fire at a later date. He said “substantive talks” on the basic principles of Karabakh settlement were initiated and the format of future talks would remain unchanged.

“The ceasefire will enter into force on October 10, 12:00 aimed at the exchange of captives and bodies of victims under the mediation of the ICRC. Details of the ceasefire will be further clarified. The Republic of Armenia and the Republic of Azerbaijan launch fundamental negotiations for reaching a peaceful settlement under the mediation of the OSCE Minsk Group Co-chairs. The sides affirm that the format of the negotiation process will not change,” said an official statement by Lavrov, Mnatsakanyan and Bayramov.

“Foreign Minister of Armenia departed for Moscow, where the consultations of foreign ministers of Armenia, Azerbaijan and Russia will be held. Agenda will focus exclusively on cessations of hostilities, humanitarian issues of exchanging bodies and prisoners of war,” said Armenia’s foreign ministry spokesperson Anna Naghdalyan.

Russian President Vladimir Putin invited the two foreign minister to Moscow late Thursday. Mnatsakanyan was scheduled to visit on Moscow Monday.

As the talks kicked off in Moscow, Azerbaijan’s President Ilham Aliyev, in a fiery televised address to his nation, blasted Armenia and the international mediators, saying the only way to resolve the conflict was through military force or if Armenia hands over territories.

“Let those holding talks in Moscow know that it’s our territory and we won’t be making any concessions,” Aliyev said.

“Mediators and leaders of some international organizations have stated that there is no military solution to the conflict,” Aliyev said. “I have disagreed with this thesis, and I have been [proven] right. The conflict is now being settled by military means and political means will come next.”

“We are winning and will get our territory back and ensure our territorial integrity,” Aliyev said. “Let them abandon our territory in peace.”

Later on Friday Aliyev said that principles to settle the Nagorno-Karabakh conflict, which were put forward by the United States, Russia and France, should form the basis for a settlement, reported the the Russian Russia’s RIA Novosti news agency.

France, Russia, and the United States—the OSCE Minsk Group co-chairing countries—launched a peace drive at a meeting in Geneva on Thursday. Details of the initiative have not been made public.

“We are moving towards a truce soon even if the situation is still fragile,” French President Emmanuel Macron’s office said.

As part of the group’s mediation efforts, Macron again spoke with Armenian Prime Minister Nikol Pashinian and Aliyev by phone on Thursday night and Friday morning respectively. A spokesman for Macron told the AFP news agency later that the sides could reach a ceasefire agreement by Saturday.

When Azerbaijan began its aggressive attack on Artsakh on September 27, Macron took a leading role in advocating for a ceasefire and blaming Turkey for its unequivocal and military support of Azerbaijan.

Macron revealed that Turkey-backed jihadists were deployed to fight alongside Azerbaijani forces—a fact corroborated by Russia’s intelligence chief and a spokesperson from the Pentagon.

Official Ankara continued its destabilizing role in the conflict by saying the talks are sure to fail, unless the settlement is beneficial to Azerbaijan.

“It is almost certain to fail if it doesn’t also involve a detailed plan to end the occupation,” Turkish presidential spokesman Ibrahim Kalin told Al Jazeera.

Artsakh authorities on Friday said 376 soldiers and 22 civilians had died since the fighting started on Sept. 27.

SYDNEY: The New South Wales Young Liberal Party Conference has unanimously passed a statement calling for an end to Azerbaijan's attempts to invade the Armenian Republic of Artsakh, reported the Armenian National Committee of Australia (ANC-AU).

The NSW Young Liberals held their Conference at the Epping Club in Sydney, where members of the Armenian Youth Federation of Australia (AYF-AU) held a silent demonstration raising awareness of the plight of the indigenous Armenians of Artsakh, which has been subjected to large-scale attacks by Turkey-backed Azerbaijani forces since 27th September 2020, resulting in hundreds of military and civilian deaths, thousands of injuries, thousands of homes destroyed, and even the shelling of an Armenian church.

Members of the NSW Young Liberals, John-Paul Baladi and Maia Edge spoke on the motion, which "supports and stands with the Australian Armenian community as their homeland is threatened by invasion and terror". The statement further "calls for the withdrawal of armed forces and weaponry from within Armenia’s borders and the restoration of peace and diplomacy within the region".

ANC-AU Executive Director, Haig Kayserian thanked the NSW Young Liberals for their support.

"In that room were some of the most politically engaged young people in Australia, future leaders of this country along with current Members of Parliament, and for this statement to pass unanimously is evidence of their support for Armenians at a time they face an existential threat at the hands of autocratic dictators," said Kayserian.

"We thank the members who moved and spoke on the issue, as well as the dozens of Young Liberals who helped us make this important statement in support of truth and justice."


Kayserian added: "We thank the Armenian Youth Federation of Australia for continuing to spread awareness of what's going on in the Republic of Artsakh, and helping our community reach milestones such as this one."

Champagne deplores suggestion of military solution in Azerbaijan-Armenia fight

OTTAWA — Foreign Affairs Minister François-Philippe Champagne said Friday he deplores a statement by Azerbaijan's president that a military solution is the only way to solve his country’s current crisis with Armenia.


The renewed fighting in the decades-old conflict between Azerbaijan and Armenia in the Nagorno-Karabakh region entered its ninth day Friday and will be a key focus of Champagne’s second overseas trip in less than two months.


Friday's announcement of a four-country European tour appeared to underscore Champagne's commitment to project Canada as a defender human rights while forging alliances with trusted, longtime allies.


Along with his British counterpart, Dominic Raab, Champagne has called for a ceasefire in the conflict, saying a negotiated settlement is the only way to end the heavy shelling by warplanes, drones and artillery that has seen both sides trade allegations of indiscriminately attacking civilians.


On Friday, Azerbaijani President Ilham Aliyev said in an address to his country that the conflict is now being settled by military means and political means will have to follow.


"I would deplore anyone who thinks that the use of force is the best way to resolve the current conflict. Quite the opposite," Champagne said Friday in a conference call from Ottawa.


"Conflicts are resolved around the negotiating table, not on the battlefield."


Champagne also spoke Friday to his Turkish counterpart, Mevlut Cavusoglu, days after Canada suspended military exports to the NATO ally. Champagne said he reiterated the public allegations that a targeting sensor made by southern Ontario company is being used in Azerbaijani fighter jets to pummel Armenian targets.


Champagne has suspended export permits to Turkey, pending the outcome of an investigation into whether the Canadian technology is being used in the skies above Nagorno-Karabakh.


Turkey is an ally of Azerbaijan, and denies sending its warplanes to the conflict. Champagne would not say whether he learned any more about any potential support or military role Turkey might be playing in the fighting in the conversation with Cavusoglu.


"My key message was stay out of the conflict," Champagne said.


"I certainly urged my Turkish counterpart to play a role in de-escalation, staying out of the conflict, and encouraging Azerbaijan to come back to the negotiating table because we both agreed that there's no military solution to this conflict."


Champagne departs Sunday on a trip that will take him to Greece, Austria, Belgium and Lithuania. He will meet the exiled opposition leader of Belarus as well as hold talks on the fighting between Azerbaijan and Armenia.


He will cap the trip with a stop in Vilnius, where he will meet with Belarusian opposition leader Svetlana Tikhanovskaya, where she is seeking refuge after what Champagne has said was a fraudulent election victory by the authoritarian leader of Belarus, Alexander Lukashenko, this past summer.


Bessma Momani, an international affairs expert at the University of Waterloo, said there's only so much diplomacy foreign ministers can do behind a computer screen, so Champagne's desire to travel is understandable.


Momani said it is also smart for Canada to find allies to work on issues in tandem, whether it is the renewed violence between Azerbaijan and Armenia, or its near two-year dispute with China. That has included the imprisonment of two Canadian men in what is viewed as clear retaliation for Canada’s arrest of a leading Chinese high-tech executive on an American extradition warrant.


In Vienna, Champagne will meet with representatives of the secretary-general of the Organization for Security and Co-operation in Europe, which is calling for peaceful negotiations between Azerbaijan and Armenia.


Champagne will likely find it difficult to make meaningful progress on that issue "unless they can get regional actors from Turkey, Russia, Iran, and Israel, who are all operating in this conflict, to the table," said Momani.


Champagne also joined Raab recently to impose sanctions that directly target Lukashenko, his family and his ministers, after their violent crackdown against massive protests in Belarus following Tikhanovskaya's defeat in the August election.


Tikhanovskaya, 37, is a political neophyte who challenged Lukashenko after her husband, who planned to challenge the presidency, was jailed. She is a former English teacher who managed to connect with Belarusians fed up with Lukashenko’s authoritarian rule, and a declining economy in the face of the pandemic.


Momani said Champagne's meeting with her will highlight the sanctions he imposed on Belarus with Britain as Lukashenko digs in, hoping the world will abandon "the nascent democratic social movement" that is opposing him.


"While Tikhanovskaya is just a figurehead, meeting with her is an opportunity for Canada to demonstrate some support to the embattled Belarusian opposition."


In Brussels, Champagne's meetings will include face-to-face talks with his European Union counterpart, Josep Borrell and NATO Secretary-General Jens Stoltenberg.


In Athens, Champagne will meet with more NATO allies: Greek Prime Minister Kyriakos Mitsotakis and his foreign minister, Nikos Dendias.

Canada urges Turkey to stay out of Nagorno Karabakh conflict

“The message was very clear that external parties should stay out because it's already a very complex situation. We deplore the loss of life and we need to make sure that no one is fuelling the conflict. Quite the opposite, the international community needs to be united in calling the parties back to the negotiating table, [to] respect the ceasefire and protect civilians”, the FM told reporters, adding that he had a conversation with Turkish foreign minister Mevlut Cavusoglu.

The Azerbaijani forces have increased usage of combat drones in the southern direction of the Artsakh line of contact after the announcement of the Russian, Armenian and Azerbaijani foreign ministers that a ceasefire will be established from midday (12:00) October 10.

The Armenian Defense Ministry said the Artsakh Defense Army is thwarting all Azeri attacks, inflicting heavy losses to the adversary personnel and UAVs.

“The adversary is maliciously attempting to change the situation until the cessation of hostilities at 12:00 October 10 that is declared for humanitarian purposes. The Artsakh Defense Army units are ready to neutralize the enemy’s attack intentions,” Armenian Defense Ministry spokesperson Shushan Stepanyan said.

The war between Armenia and Azerbaijan over the disputed Nagorno-Karabakh border region appears to be spinning out into a broader conflict as footage of increasingly heavy and advanced military hardware is appearing.


As of late Thursday there are reports that Armenia's Russia-supplied S-300 systems are active near the capital of Yerevan. New viral video circulating on military channels purports to show S-300 missiles intercepting a possible enemy drone or inbound rocket in the vicinity of Yerevan.


Specifically, the event is being widely said to have occurred over Abovyan, which lies about 16 kilometers northeast of Yerevan in the Kotayk Province.


Within an hour of the footage appearing online, Armenia's Ministry of Defense seems to have confirmed the dramatic escalation.


"An enemy drone was downed by the air defense forces in the air space of Armenia, Kotayk region," the Armenian MoD wrote on Twitter


Earlier in the day a separate Azerbaijan drone intercept video closer to the center of fighting in Karabakh was posted via official Armenian military channels.





Azerbaijan has a significant and advanced drone program, having been supplied for years by Israeli defense firms, including so-called Kamikaze drones.


These 'suicide drones' appear to be in use by Azerbaijan's army:





Though Azerbaijan's security and arms relationship with Israel has been documented over the past few years, it's unclear the degree to which Israeli intelligence or military advisors are still present in Azerbaijan, potentially still assisting with the deadly drone program.








However, it's unclear what type of drone was intercepted near the vicinity of Yerevan on Thursday.


There are also emerging reports that two or more projectiles may have been intercepted near the Armenian capital.

“I am deeply concerned over the ongoing conflict in the Nagorno Karabakh conflict zone. There have been very concerning reports about the bombardments of settlements and civilians. I hope this violence will end and will soon be followed by a ceasefire”, the Toronto Mayor said.

He also expressed his support to the Armenian community. “I am the strong supporter of the Armenian community and understand the pain and grief this constant violence is causing to the community”, he said.

John Tory also said that he is supporting the decision of the federal government to suspend the export of military UAVs. “I know that they must do everything possible to stabilize the situation and move towards peace. I condemn any act of terrorism in this conflict or use of military equipment, and join the numerous calls made so far aimed at promoting the peaceful negotiated settlement, immediate ceasefire and protection of civilians in this region”, he added.

Artsakh Defense Army ordered to cease fire

YEREVAN, OCTOBER 10, ARMENPRESS. All units of Artsakh Defense Army are ordered to stop firing, Defense Ministry spokesperson Shushan Stepanyan told ARMENPRESS.

The agreement on declaring a cessation of hostilities for humanitarian purposes in the Artsakh-Azerbaijan line of contact entered force 12:00, October 10.

The agreement was reached as a result of the negotiations between the Armenian and Azerbaijani foreign ministers on October 9 in Moscow brokered by Russia.

After the talks, the Foreign Ministers of Russian Federation, the Republic of Armenia and the Republic of Azerbaijan delivered a statement.

 

“In response to the call of the President of the Russian Federation V.V. Putin, and in accordance with the agreements of the President of the Russian Federation V.V. Putin, the Prime Minister of the Republic of Armenia N.V. Pashinyan and the President of the Republic of Azerbaijan I.H. Aliyev, the sides agreed on the steps presented below.

 

1. To declare a cessation of hostilities for humanitarian purposes on October 10, 2020, starting from 12:00, for the exchange of the prisoners of war, other people detained and bodies of those killed, with the mediation and in accordance with the criteria of the International Committee of the Red Cross.

 

2. Further parameters of the cessation of hostilities will be agreed upon additionally.

 

3. The Republic of Armenia and the Republic of Azerbaijan, with the mediation of the OSCE Minsk Group Co-Chairs, on the basis of the fundamental principles of the settlement, are launching substantive negotiations with the aim of achieving early peaceful resolution.

 

4. The sides reiterate the inalterability of the format of the peace process.”

However, minutes before midday October 10 the Azeri forces launched a missile strike at the town of Kapan in Armenia.

The war in Artsakh, or more commonly known as Nagorno-Karabakh, has exposed that international relations is not so black and white, and rather there are massive grey areas. As Armenia stands virtually alone, relying on mostly Soviet and Yugoslav-era weaponry, Azerbaijan enjoys the support of two regional powers, Turkey and Israel. Turkey and Israel cooperate differently with Azerbaijan, but just as decisively in support of Ilham Aliyev.


Israeli Prime Minister Benjamin Netanyahu signed an arms sale agreement with the Azeri president in 2016 knowing that the sophisticated Israeli-built drones had only one target – Armenians. In the complicated game of alliances that unfolds in the Caucasus, the Shi’ite Muslim-majority country of Azerbaijan has excellent relations with Israel, especially as Baku recognized the Jewish State shortly after it achieved independence from the Soviet Union. In fact, relations are so close that Azerbaijan is a major gas and oil provider for Israel. Tel Aviv and Baku have even signed an agreement whereby Israeli jets can use Azerbaijani airports in an attack against Iranian nuclear installations in the event of a war between the two competing countries.


Iran, which has an Armenian community of up to 300,000 individuals, partially recognizes the Armenian Genocide perpetrated by the Ottoman Empire and the Young Turks organization in 1915. However, Iran also has 15 million ethnic Azeri citizens, making it the largest minority group in the country. The Azeris could very easily develop demands for autonomy or independence.


Tehran urges both Armenia and Azerbaijan to find a negotiated solution, but also makes it clear that “the territory of Nagorno-Karabakh belongs to Azerbaijan.” Iran carefully calibrates its diplomacy on sensitive issues in the Caucasus, where another major geopolitical rival, Turkey, has powerfully emerged hoping to become a major player in the region and thus opening up a new front of Turkish expansionism.


The Turkish involvement in support of Azerbaijan extends its aggressive pursuit in controlling hydrocarbons. Turkey’s aggression against Cyprus and Greece in the East Mediterranean, its defense of the Muslim Brotherhood government in Libya, and its drive to occupy large areas of Syria and Iraq, is all intrinsically linked to its ambition of dominating hydrocarbon fields and routes. Turkey as a massive country of 85 million people has very little domestic energy and is entirely reliant on external sources. With an ambition of becoming a Top 10 economy by 2023, it is energy starved and has decided to take an aggressive foreign policy to secure energy at favorable prices, going as far as even trading with the Islamic State in Syria and Iraq for oil.


The Azeris, as cultural and linguistic kin with the Turks, share brotherly sentiment with Turkey. It is why both Aliyev and Turkish President Recep Tayyip Erdoğan are often heard saying that Azerbaijan and Turkey constitute “one nation in two states.” The Azeris suffered a morale blow in July despite initiating hostilities. In the four-day skirmish, a general and two army colonels of the Azerbaijani military, who made no gains against the Armenian forces despite superior manpower, technology and weaponry, were killed. Turkey had to become more directly involved in the unresolved conflict to secure its energy routes from Azerbaijan. In fact, Armenians believe that after Artsakh, the Azerbaijanis and Turks next want to invade Armenia’s Syunik province so that there will be an unhindered border between Turkey and Azerbaijan proper.


The current Azeri offensive to capture Artsakh, which is internationally recognized as a part of Azerbaijan but has always maintained an Armenian-majority spanning over 2,500 years, saw the direct intervention of Turkey to defend their “Azeri brothers.” Erdoğan once again utilized his proxy mercenary army by opening recruitment offices in Syria. Many factions of the Syrian opposition have criticized sending fighters abroad that would be necessary in the upcoming battles against the Syrian Army.


After July’s humiliating defeat, Azerbaijan’s long-time Foreign Minister, Elmar Mammadyarov, regarded as “pro-Russian,” was fired and replaced by the “pro-Turk” Jeyhun Bayramov. From then on, the Turkish propaganda campaign in support of the “recovery” of Artsakh was accentuated in the local press to prepare public opinion for the new Erdoğan-sponsored aggression. It was not lost that Turkey hypocritically occupies Northern Cyprus in contradiction of United Nations Security Council resolutions.


Effectively, Turkey and Israel, despite significant hostilities and tensions between the two, are finding themselves on the same side of the conflict in Artsakh. Both Turkey and Israel are Azerbaijan’s closest military partners. Armenia withdrew its ambassador from Tel Aviv just weeks after it first opened in protest of Israeli-made drones being sold to Azerbaijan.


Although the argument could be made that the Israeli-Azerbaijani relationship is mutually beneficial because of the “arms for oil” trade, Israel’s peace deal with the United Arab Emirates and Bahrain is a gamechanger. One of the reasons Erdoğan was one of the loudest critics of the peace deal between these three countries, despite Turkey being the first Muslim-majority country to recognize the Jewish State, is because Israel now no longer has to rely on Azerbaijani oil that is delivered via Turkey. In fact, there are opportunities for Israel to make similar airbase-use deals with the UAE and Bahrain to pressurize Iran as they have already made with Azerbaijan.


In fact, only last week Erdoğan said that “Jerusalem is our city, a city from us,” which surely would have created anger in Israel. With Israel’s reliance on Azerbaijan and Turkey weakening, it is likely that relations will become even more tense as more Arab countries begin to recognize the Jewish state. However, until this occurs, both Turkey and Israel are finding itself on the same side of the conflict in Artsakh, with Israeli military equipment still being delivered via Turkish and Georgian airspace to reach its destination in Azerbaijan.


Pressure is increasing within Israel to halt the delivery of such equipment. With more Arab states recognizing Israel, there is a strong possibility that it could weaken its relations with both Turkey and Azerbaijan as the reliance on these two states is diminishing. For this, Erdoğan will continue his bombastic language and threats against Israel. The Artsakh War coupled with Arab recognition may very well see Turkey further isolated as Israel will keep turning its back to the Turks and looking forward towards the Arabs.
