PICTURE GALLERY DIRECTOR MIRZOYAN SAYS HE HASN'T TOUCHED “SYMPHONY STONES”

  • http://www.armtown.com/img/photo/htq_en_20100805_2010080513.jpgParavon Mirzoyan, Director of the Armenian National Picture Gallery, refuted charges that his private house in Garni was built with stones culled from the nearby natural wonder called the “Stone Symphony”.

“Such allegations are made by careless and unprofessional individuals. Nothing of the kind has happened,” retorted Mr. Mirzoyan at a press conference he convened today. “No one has touched those stones on the cliff wall. We used the ones that had fallen down into the gorge. People should be thanking Paravon Mirzoyan for thinking up such a unique way to use them. Local residents had been hauling them away as floor material,” Mr. Mirzoyan said, referring to himself in the third-person.

He boasted that local residents should be thankful that there is now at least one house in Garni that is tastefully built.

Mr. Mirzoyan also owns an artisan's shop in Garni that employs some 60-70 people. “Sure, I have a wonderful house and workshop in Garni, but they have nothing to do with the Symphony Stones.

He said that even if someone wanted to remove the stones from the cliff face it would be impossible to do so given the sheer angle of the ascent.

Mr. Mirzoyan invited the reporters to his house in Garni, supposedly to back up his claims.

Failed Conservation: Private companies accused of pocketing public money but not doing Sevan work

Photolure

By Karine Ionesyan

ArmeniaNow reporter

Armenia’s Ministry of Nature Protection is under investigation for misappropriation of public funds after its subcontractors failed to carry out scheduled sanitary logging in certain areas of Lake Sevan.

On September 2, the Prosecutor’s Office announced on its official website that in 2006-2008 Wide Gate, and in 2009 Tree Gren and H. Eloyan & Sons Ltd companies committed abuses, as a result of which a large number of trees have been covered by water in hectares of territory submerged by rising Lake Sevan.

(Raising the level of the lake is part of an environmental rehabilitation program, which also requires that territories that go under water should first be subjected to special treatment to exclude future swamping of the lake.) Wide Gate Ltd failed to clean a forest territory of about 35 hectares and fell short of some technical parameters in logging, cleaning, sorting and removal/transportation of a dense mass of 795.7 cubic meters of timber. The other two companies have failed to properly do the same kind of work on 86.5 and 331 cubic meters of the dense mass of forest cutting, respectively. For this, state prosecutors particularly hold responsible the head of the Ministry of Nature Protection Bio-Resources Management Department Artashes Ziroyan and a group of Sevan National Park employees under Criminal Code articles dealing with abusing position, squandering and misappropriating public money. The criminal cases have been sent to the Head Investigation Department of the Police for investigation. “Artashes Ziroyan is out of town and he is the only one who can give explanations,” Ministry spokesman Artsrun Pepanyan told ArmeniaNow seeking clarification of the matter. He only said that, overall, 600 hectares of land were to have been cleaned in the period of 2006-2009, for which the state had allocated a total sum of 253 million drams (about $700,000). ArmeniaNow attempts to get in touch with the Sevan National Park state-owned non-profit organization failed. Environmentalists say they consider criminal cases a belated step, since it is already difficult to find out how much space has actually gone under water and how much has actually been cleaned. “We visited different villages on the shore of Lake Sevan where many said that they had seen no worker cleaning those areas and that when they volunteered to clean the territories themselves at the cost of taking the wood materials for themselves as compensation. They got a rejection,” environmentalist Inga Zarafyan, head of Ecolur NGO, told ArmeniaNow. She claims that holidaymakers who chose to stay at the village of Tsapatagh this year could not enjoy the lake at all.

Travel Agent Arrested, Charged with Scamming Vacationers

LAPD is now looking for more people who may have been ripped-off by travel agent.

http://media.trb.com/media/photo/2010-09/56415728.jpg Alvard Davtyan is charged with fraud (LAPD)

Police are looking for people who may have been victimized in an alleged travel agency scam that investigators say was run by a Glendale woman.

Earlier this month, LAPD detectives arrested 48 year old Alvard Davtyan at her Glendale home.

She has been charged with grand theft involving her dealings with at least 14 people between April and September of this year.

Detectives say the people purchased airline tickets from Davtyan, who was acting as a travel agent.

Davtyan then failed to purchase the tickets for the victims, leaving the victims stranded at the airports.

According to the investigation, the victims discovered the fraud when they arrived at the airport while trying to fly out to their vacation destination.

Several of the victims were stranded in other countries because their airline tickets back to the United States were never purchased.

Davtyan is being held on $20,000 bail. Her arraignment is scheduled for September 29.

Detectives believe there may be more people who may have been scammed by Davtyan.

They are asking that anyone who was defrauded to call (213) 485-2566 begin_of_the_skype_highlighting (213) 485-2566

We're fast making a "name" of ourselves. Soon anyone with a surname of "ian/yan" will be subject to suspicion.

Why did I have this eerie feeling that it would involve us as soon as I saw the word "fraud".

I have known a few petty medicare/medicaid frauders in person.

Why do some of us think that America is a stupid big "cash cow" ready to be milked, and that the cops are idiots?

Dozens charged with largest Medicare scam ever

By TOM HAYS, Associated Press Writer Tom Hays, Associated Press Writer 33 mins ago

NEW YORK – A vast network of Armenian gangsters and their associates used phantom health care clinics and other means to try to cheat Medicare out of $163 million, the largest fraud by one criminal enterprise in the program's history, U.S. authorities said Wednesday.

Federal prosecutors in New York and elsewhere charged 73 people. Most of the defendants were captured during raids Wednesday morning in New York City and Los Angeles, but there also were arrests in New Mexico, Georgia and Ohio.

The scheme's scope and sophistication "puts the traditional Mafia to shame," U.S. Attorney Preet Bharara said at a Manhattan news conference. "They ran a veritable fraud franchise."

Unlike other cases involving crooked medical clinics bribing people to sign up for unneeded treatments, the operation was "completely notional," Janice Fedarcyk, head of the FBI's New York office, said in a statement. "The whole doctor-patient interaction was a mirage."

The operation was under the protection of an Armenian crime boss, known in the former Soviet Union as a "vor," prosecutors said. The reputed boss, Armen Kazarian, was in custody in Los Angeles.

Bharara said it was the first time a vor — "the rough equivalent of a traditional godfather" — had been charged in a U.S. racketeering case.

Kazarian, 46, of Glendale, Calif., and two alleged ringleaders — Davit Mirzoyan, 34, also of Glendale, and Robert Terdjanian, 35, of Brooklyn — were named in an indictment unsealed in Manhattan.

Most of the defendants were to appear in court later Wednesday on charges including racketeering conspiracy, bank fraud, money laundering and identity theft.

Authorities began the New York-based investigation after information on 2,900 Medicare patients in upstate New York — including Social Security numbers and dates of birth — were reported stolen.

The defendants in the New York case also had stolen the identities of doctors and set up 118 phantom clinics in 25 states, authorities said. The names were used to submit fake bills for care that was never given, they said.

Some of the phony paperwork was a giveaway: It showed eye doctors doing bladder tests; ear, nose and throat specialists performing pregnancy ultrasounds; obstetricians testing for skin allergies; and dermatologists billing for heart exams.

In the New York portion of the case, more $100 million in fraudulent bills were submitted and Medicare paid out at least $35 million, sometimes by wiring it to the clinics' banks accounts, investigators said.

Most of the defendants "were Armenian nationals or immigrants and many maintained substantial ties to Armenia" and criminals there, the indictment said. Couriers would often carry cash proceeds from the fraud back to Armenia, it added.

Prosecutors were seeking forfeiture of real estate in Las Vegas; Palm Springs, Calif.; and elsewhere, and of a 2007 Maserati and a 2006 Jaguar.

It's a shame, we saw this news on local TV as well. Arpa, you said it right, some Armenians think it is perfectly ok to "make a living" like this. They seriously believe that everybody's doing it and if they are not, then they are missing out! And it's so sad that those are the same people who despise America and always look for an opportunity to denounce the U.S. All I can say at this point, reading or watching such news, is shame on us.

The entire world is “jumping with joy” about the news.

A Google search shows About 14,200 results

One wonders what our not so neighborly “neighbors” are saying about it???

Also note that some sources describe the gang as "vor"**. I don't know what it stands for, but it describes them perfectly.

**Alright. Here it is;

Thief in law (Russian: вор в законе, vor v zakone; Georgian: კანონიერი ქურდი, kanonieri kurdi; a more clear translation may be "A criminal who obeys The Thieves' Code") is a criminal who is respected, has authority and a high ranking status within the criminal underworld in the old Soviet Union, Russia and the republics that formed the former Soviet Union. Thieves in law are the elite of the Russian world of organized crime: an equivalent of the rank 'Godfather' in the Italian mafia or the rank of General in the army. According to the Russian TASS news agency there are currently 149 "vory v zakone" throughout the world.[citation needed] Over 90% of thieves in law are no longer exclusively ethnic Russians but are Georgian, Chechen and citizens of other eastern countries

Also note that in the above story it is alleged that some of the “laundered moneys” were sent to Armenia.

How? To whom?

It is reminiscent of days or yore, (really?), during soviet times when the manager/foreman of the factory would say;

“Այո աբեր գողացիր: Թէ դու չի գողանաս Մոսկվան է գողանալու”

Let’s rewrite this;

Թէ դու չի գողանաս Վաշինգտոնն է գողանալու

“Գողը գողէն գողացաւ, Աստուած տեսաւ զարմացաւ”

A French proverb.

French Etymology

An epigram by Jean-Baptiste Alphonse Karr in the January 1849 issue of his journal Les Guêpes (“The Wasps”). Literally “The themore it changes, the more it’s the same thing.” Proverb

plus ça change, plus c’est la même chose.

The more things change, the more they stay the same.

more things change the more they stay the same.;

Plus ça change, plus c'est la même chose.

Translation: The more it changes, the more it's the same thing.

English equivalent: There is nothing new under the sun (from Ecclesiastes 1:9).

Origin: An epigram by Jean-Baptiste Alphonse Karr in the January 1849 issue of his journal Les Guêpes ("The Wasps").

For those. In American parlance “WASP” stands for “White Anglo Saxon Protestant”.

Btw. In the Armenian that insect wasp is known as , among others…“ իշամեղու/ishameghu/donkey bee”. :jester::

The plot thickens.

Above, when it was alleged that some of the moneys are sent to Armenia, I posed the not so rhetorical question -“To whom? How?”

There may still be a silver lining to this dark cloud.

Do you think, hope that with this world attention, may be that “trash can of corruption will be cleaned?

FBI agents to hold meeting in Armenia on alleged medical fraud case

October 21, 2010 | 14:46

RA Prosecutor General Aghvan Hovsepyan held a meeting October 21 with US Embassy in Armenia Legal Advisor Steve Kessler, Kevin P. Donovan of the Federal Bureau of Investigation (FBI), Legal Advisor David Khachatryan and Lance Levequeen in charge of regional security.

The press service of the RA prosecutor General’s Office informed NEWS.am that the sides discussed bilateral cooperation in crime control.

Kevin Donovan thanked the RA prosecutor general for information on the Armenian members of the alleged criminal group involved in the medicaid scam in the United States.

The FBI official reported that 73 people have been charged with banking and medical frauds in the U.S. Thirty-two people were arrested on October 13.

Allegedly a vast network of Armenian gangsters and their associates used 18 phantom health care clinics and other means to try to cheat Medicare out of $163 million.

At the RA Prosecutor General’s request, Donovan promised to provide information on the Armenians, particularly Armenian citizens, involved in the crime. He said that the U.S. will, if necessary, apply to the Armenian law-enforcement agencies for assistance in investigation.

The RA Prosecutor General underlined the importance of finding the truth and identifying all the members of the criminal group. Aghvan Hovsepyan assured the FBI delegation of the Armenian prosecutor office’s willingness to assist the investigation within its terms of reference. The sides agreed to exchange information.

NEWS.am reminds readers that a vast network of Armenian gangsters and their associates used phantom health care clinics and other means to try to cheat Medicare out of $163 million.

The operation was under the protection of an alleged Armenian crime boss, Armen Kazarian, nicknamed Pzo, who was among the first arrestees in Los Algeles. Most of the defendants "were Armenian nationals or immigrants and many maintained substantial ties to Armenia" and criminals there.

About 40 of the 73 arrestees are Armenians, including the leaders David Mirzoyan, Robert Terjanyan and others.

Attorney for the Southern District of New York, Preet Bharara, declared that the Mirzoyan-Terdjanian organization a syndicate in New York and Los Angeles run by Armenians used threats, intimidation and violence operating in a classical mafia style.

On media agenda: Do Armenian top officials have a hand in financial fraud in United States?

Bharara said the top members of the group had substantial ties to Armenia.

By Naira Hayrumyan

ArmeniaNow correspondent

Allegations about links between a recently busted Armenian American syndicate over a large-scale medical insurance fraud and authorities of Armenia has been one of the central subjects in Armenian media of late.

The opposition insists that Armenian authorities had patronized the criminals, while pro-government representatives brush aside similar allegations.

Dozens of ethnic Armenians were arrested in New York, Los Angeles and elsewhere in the United States last week on charges of filing some $100 million in fake claims to a U.S. government health insurance program, known as Medicare. Some of the members of the suspected criminal group are known to be citizens of Armenia. And the suspected ringleader, Armen Kazarian, is known as a top crime figure in former Soviet countries enjoying a “vor v zakone” (or criminal underworld lord) status and goes by the nickname Pzo. District attorney for the Southern District of New York, Preet Bharara said the top members of the group had substantial ties to Armenia, regularly visited the South Caucasus country, buying property there with the funds illegally acquired in the United States. Armenia’s opposition newspapers wrote that Pzo was a “guest of honor” at the wedding of former president Robert Kocharyan’s son Sedrak. But on October 18, the office of Kocharyan denied that information. A spokesman for President Serzh Sargsyan’s Republican Party of Armenia also denied the opposition media’s allegations of links between Kazarian and the current president. The Zhamanak daily newspaper, meanwhile, has also alleged close ties between Kazarian and deputy head of the Nubarashen penitentiary Serob Harutyunyan. Haykakan Zhamanak – Armenia’s extremist oppositional newspaper - quoted its sources as saying that 15 FBI agents have arrived in Armenia to investigate the activities of the criminal group in Armenia. They reportedly intend to find out who has been making investments using the stolen money and in which areas. Karabakh’s former foreign minister Arman Melikyan says that exposing an Armenian criminal group will have a negative impact on the process of the Nagorno-Karabakh conflict settlement. At a press conference on October 19 Melikyan suggested that in the near future the U.S. might try to exert serious pressure on the top echelons of power in Armenia. “Huge amounts of money have been stolen from the [u.S.] state budget. Logically, the American side will freeze the bank deposits of our current and former representatives of the power elite involved in corrupt activities,” he said. He also noted that in this case the Armenian government may resort to concessions in the Nagorno-Karabakh problem. Member of Parliament from the ruling Republican Party Hovhannes Sahakyan believes that the exposure of the group cannot affect the process of the Nagorno-Karabakh settlement. In his view, this fact perhaps may somewhat hurt the interests of honest Armenians living in the United States. Artashes Geghamyan, the leader of the National Unity Party, thinks that it is the Turkish- Azerbaijani propaganda and the opposition in Armenia that has used the row for their purposes.

North Hollywood ( KTLA) -- The LAPD is investigating a deadly shooting in North Hollywood at a McDonald's parking lot on Victory Boulevard near Coldwater Canyon.

At 2 a.m. Monday morning, a group of men picked the parking lot as the spot to settle a dispute. After they pulled in, witnesses heard lots of screaming and yelling, reportedly in Armenian, then plenty of gunfire.

LAPD Lt. Alan Hamilton tells KTLA that the department does not yet know how many shots were fired, but those involved exchanges many shots, and two men were struck by bullets multiple times.

One man in his 30's was killed in the firefight, and another in his 20's survived. Both victims and all of the suspects are believed to be Armenian, but investigators say there doesn't appear to be any connection to Armenian gangs.

Lt. Hamilton tells KTLA, "We don't think it's gang related. The gun fight seems to have arisen out of a dispute between some people."

KTLA's Lynette Romero, reporting at the scene in the wake of the incident, spoke with a woman who was at the McDonald's immediately before the shooting.
