Circumstances surrounding Armenian Genocide resolution press for passage

/PanARMENIAN.Net/ Bipartisan support for the adoption of the Armenian Genocide Resolution, H.Res.106, continues to grow, with new cosponsors joining this measure over the past week from Colorado, Georgia, Maine, Minnesota, Oregon, and Texas, reported the Armenian National Committee of America (ANCA). The resolution is identical to legislation introduced in the previous session of Congress, which was overwhelmingly approved in the International Relations Committee (now called the Foreign Affairs Committee), only to be blocked from final passage by the House leadership. "The circumstances surrounding this resolution's reintroduction - namely the continued heavy-handed pressure by the Turkish government against any mention of the Armenian Genocide – clearly speak to the pressing need for the passage of the Armenian Genocide Resolution," said ANCA Executive Director Aram Hamparian.

 

In another related development, Rep. Frank Pallone, in a February 13th statement on the House floor, condemned Turkish government threats to cut off U.S. supply routes to American troops serving in Iraq if the Armenian Genocide legislation is even considered by Congress. Rep. Pallone stressed that, "such a brazen threat to interfere in U.S. military operations is absolutely unacceptable. I am outraged that the Turkish government would put the lives of soldiers at risk in the pursuit of its desperate campaign to deny the systematic slaughter of 1.5 million Armenians. This extremist behavior is known as blackmail and it should be publicly and forcefully rejected as such. Clearly, Turkey is no friend of the U.S."

Schiff, Dreier Back Genocide Resolution

 

 

 

 

Both local congressional members are supporting a call for the United States to give official recognition to the Armenian genocide of 1915.

 

Congressman Adam Schiff of Glendale, who represents a large number of Armenian-Americans in his district, has become the point man in the effort to get official recognition for the deaths which began in 1915, and were blamed on the Ottoman Empire.

 

This year he has a record number of co-sponsors, some 150, including the leader of the Republican delegation from California, David Dreier.

 

In the past, the Republican Congressional leadership has bottled up the matter, to avoid putting President George Bush on the spot with U.S ally Turkey. This year, with Democrats in control of both houses, the likelihood of success is greater.

 

Schiff was joined at a news conference by the original co-sponsors of the resolution Reps. Frank Pallone, Jr. (D-NJ), George Radanovich (R-CA) and Joe Knollenberg (R-MI) and Genocide survivors Mrs. Rose Baboyan and Mrs. Sirarpi Khoyan, who recently turned 100 years old.

 

"The United States has a compelling historical and moral reason to recognize the Armenian Genocide, which cost a million and a half people their lives," said Schiff. "But we also have a powerful contemporary reason as well — how can we take effective action against the genocide in Darfur if we lack the will to condemn genocide whenever and wherever it occurs? With the new leadership in Congress, I am hopeful we can finally get this resolution passed."

 

 

"The Affirmation of the U.S. Record on the Armenian Genocide" resolution has bipartisan support from of over 150 members of the House of Representatives. It calls on the president to "ensure that the foreign policy of the United States reflects appropriate understanding" of the "Armenian Genocide" and to "accurately characterize the systematic and deliberate annihilation of 1,500,000 Armenians as genocide."

 

The resolution also has the support of the Armenian National Committee of America (ANCA), the Armenian Assembly of America (AAA), and US-Armenia Public Affairs Committee (USAPAC).

 

A total of 38 Republican members have signed on as co-sponsors, including Dreier, and 39 members of the House delegation from California.

He said, in order to adopt this resolution the most favorable moment has come. “Democrats make majority in the U.S. Congress, who have always been for recognizing the Armenian Genocide. And the most important thing here is that House Speaker Nancy Pelosi speaks for it, and a lot of things depend on her,” Roustamyan stressed. He is sure that this very step by the United States will result in Armenian Genocide recognition in a number of European countries. “The recognition of the Armenian Genocide by the U.S. is a issue of security for Armenia and the whole region. It will mean that the 3+3+2 formula of regional security offered to Armenia, where “2” are the U.S.A. and EU, is viable. Among other things, some progress is possible in Armenian-Turkish relations,” Armen Roustamyan said.

 

In 2001 an attempt was made in the U.S. Congress to adopt such a resolution, but House Speaker Rep. Dennis Hastert blocked discussions. The current voting is scheduled for April 2007.

Genocide Recognition

 

Action, Scheduled on February 4, Delayed by Prime Minister's Initiative

 

Azg had earlier related an editorial publication by "The Washington

Times" that the Armenian and Greek lobbies have much more power in

the USA than the pro-Turkish politicians. "The Washington Times" also

adds that the historical and political controversies between those

groups negatively influence US Government's policy of partnership

with Turkey. At present the cornerstone of the contradictions is the

project of Resolution on the Armenian Genocide submitted to the US

Congress. Also it should be taken into consideration that President

Bush's cabinet is an advocate of the neo-conservators, which are

controlled by Israel.

 

Neither the Prime Minister of Turkey nor the Commander of the Turkish

Armed Forces were not satisfied by the American Government's promises

to impede the resolution's adoption. Prime Minister of Israel in his

return gave dubitable response to Turkey's request of using the Jewish

lobby against the Resolution.

 

Nevertheless the authorities of Turkey made decision to send three

parliamentary delegations to Washington.

 

"CNN-Turk" on February 21 reported that the first delegation of Meclis

(the Turkish Nationa; Assembly) will arrive in the USA on February

25 and depart on March 4, the visit of the next oen will last March

11-18, and the visit of the last delegation is scheduled on eth last

week of March. Representatives of Erdogan's "Justice and Prosperity"

and Baykal's opposition parties are included in the delegation.

 

The agenda of the delegations has not been cleared out yet, but

"CNN-Turk" affirmed that their main mission is to advocate the

Turkish point of view of the 1915 events. It should be notd that

the departure of the first parliamentary delegation for Washington

had been scheduled for already February 4, but was delayed by the

warnings of Turkish Foreign Minister Abdullah Gul.

US Congress and Woodrow Wilson’s Arbitral Award to Armenia

 

THE CONGRESS HAS TO AFFIRM THE FACT OF VIOLATION OF INTERNATIONAL LAW BY TURKEY

 

Recently the issue of the recognition of the Armenian Genocide by the United States of America has been extensively illustrated by the Armenian and international mass media. Turkey as ever, is trying to argue the right of foreign states to interfere its history and inner affairs.

 

In this state of things a rather important thing has slipped away from our attention – USA’s Constitutional right of interfering international affairs, judging international law violations and punishing the guilty side. Article 1, Section 8, paragraph 10 of the US Constitution says: þþThe Congress shall have power … to define and punish …offenses against the law of nations."

 

Therefore, each member of the Congress may raise such a question: is not Turkey’s refusal to fulfill the Arbitral Award on the Turkish-Armenian Border by Woodrow Wilson (22 November, 1922) a violation f international law? If so, why do not the United States take measures to bring the lawbreaker to responsibility?

 

The Congress has to affirm the fact of violation of international law by Turkey for two main reasons.

 

First, the principle of precedents, adopted by the Senate.

 

Already in 1927 the Senate expressed a firm and certain position on the Wilson’s Arbitral Award. Thus on January 18 the Senate refused to endorse the American-Turkish agreement (signed August 6, 1923 ) and to accept the present Turkish republic [1]. Therefore the USA-Turkey relations remain uncertain by now [2]. Three reasons of declining the agreement were brought by the Senate, of which the first was the following: "Turkey failed to provide for the fulfillment of the Wilson award to Armenia" [3]. The agreement remained pending at the Senate until 1934, when called back to the President’s cabinet by the request of Franklin Roosevelt [4]. Turkey also never completed the process of endorsement of that agreement [5].

 

Second, the terms of the Democrat Party Platform.

 

1924-1928 party platform stated the necessity of "Fulfillment of President Wilson’s arbitral award respecting Armenia". The 1928-32 platform said: "We favor the most earnest efforts on the part of the United States to secure the fulfillment of the promises and engagements made during and following the World War by the United States and the allied powers to Armenia and her people" [6].

 

Taking into consideration that in the both cambers of the US Congress the majority at present belongs to Democrats, it seems quite possible that the Senate, according to the US Constitution will define Turkey’s offences against the law of nations, neglecting the arbitral award and urge the executive branch to take measures of punishment.

ANKARA, FEBRUARY 27, NOYAN TAPAN - ARMENIANS TODAY. Vahit Erdem,

deputy of Justice and Development ruling Turkish party, Chairman of

Turkish delegation at NATO Parliamentary Assembly, sent a letter

to members of U.S. Congress House of Representatives, in which he

calls for counteracting to the resolution on recognition of Armenian

Genocide introduced in January. "If the Congress adopts the Armenian

resolution, the relations between the two allied countries will be

seriously damaged. The Congress will make a big mistake if instead

of giving a historical estimation it makes political reasoning as a

number of European parliaments have done."

 

Erdem gave the copies of the letter to participants of NATO PA sitting

convened last week in Belgium.

 

According to the New Anatolian Turkish newspaper, the Turkish deputy

said that the letter proposes that Congressmen "rather concentrate

on not giving political estimations, but on the necessity to conduct

historic studies."

 

Erdem declared that the number of Armenians killed during the Genocide

"is exaggerated." "According to reliable Ottoman sources, the total

number of Armenians in Turkey amounted to 1 mln 300 thousand people,"

the Turkish parliamentarian asserted.

TURKISH LAWMAKERS TO SPREAD IN U.S. CONGRESS “PINK BOOK”

Turkish Parliamentarians will lobby the U.S. House of Representatives and Senates' members against the Armenian Genocide resolution which was introduced in January, by sending a “Pink Book”. The Pink Book includes detailed information and documents concerning the genocide allegation. After sending the books to U.S. senators, members of Parliament Aziz Akga and Egemen Bağış will meet the leaders of Muslim and Jewish communities in the United States and discuss the campaign preventing the bill. Akga said that the booklet includs information, documents and proofs provided by the Turkish History Association. “We are stating with documents that the claimed genocide never happened,” he underlined. Lord Bryce and Arnold Toynbee have publish the "Blue Book" in Great Britain. It contains materials and diplomatic documents from 1915, which are evidence of mass killings of Armenians in Ottoman Empire.

Hurriyet starts campaign against adoption of Armenian Genocide resolution by US Congress

 

Mar 6 US Senate Foreign Relations Committee will consider a resolution condemning the Jan 19 murder of the chief editor of Agos newspaper Hrant Dink.

 

Right afterwards the US Congress will consider a resolution on the Armenian Genocide. Hurriyet newspaper says that thereby US Senate will push the button for "tainting Turkey with so-called Armenian Genocide." So, Hurriyet has decied to launch a campaign against this policy and has placed a warning message on its web-site so that any person can click on it and send it to whatever congressman or White House representatives he wants. "Let's not be silent. Let's make our voice heard. If we really believe that this injustice must be stopped, let's put an end to it and send the message," says the newspaper.

Washington Post calls on Turkey “not to take seriously” Armenian Genocide bill

 

 

 

/PanARMENIAN.Net/ A recent article in The Washington Post newspaper has called on Turkey not to take seriously the U.S. Congressional vote on the non-binding resolution on the Armenian Genocide bill.

 

Post writer Jackson Diehl in the article titled “The House's Ottoman Agenda” asserts that Turkey's behavior regarding the controversial bill should be "like one of the Western democracies," and that Turkey should simply "shrug its shoulders" and move on with regards to the bill. Diehl also notes in his article that no one much will place importance on the Armenian bill, pointing to another non-binding resolution passed by the House of Representatives against the Iraqi war as an example.

 

Dielh also uses his article to point to the estimated 70-80 ethnic Armenian voters who live in U.S. Congressman Adam Schiff's district, a fact he asserts helped shaped Schiff's heavy involvement in the writing of the bill. Diehl also recalls that many other ethnically Armenian voters live in Speaker Nancy Pelosi's district; Pelosi has reiterated her support for the bill many times.

 

At one point in his article, Diehl touches on what he portrays as the lack of knowledge on the part of most House of Representatives members to even decide on such a long past subject as the Armenian Genocide. Says Diehl, "Just think, 435 members of the House of Representatives, most of whom don't even know the difference between a Sunni and a Shiite, will decide on whether or not to approve of Adam Schiff's version of events which occurred 92 years ago in the northeast region of Turkey."

Armenian Genocide bill planned

WASHINGTON - One day after a U.S. Senate committee failed to vote to condemn the murder of Turkish-Armenian journalist Hrant Dink, Illinois Democratic Sen. Richard Durbin confirmed his intention to introduce an Armenian Genocide resolution.

 

An aide to Sen. Dianne Feinstein said she plans to co-sponsor the bill, which will mirror legislation introduced in the House by Rep. Adam Schiff, D-Pasadena.

 

"It's great news," Schiff said. Calling the measure a "wonderful development," he noted that as the assistant Democratic leader, Durbin's sponsorship of legislation underscores the commitment of Senate leaders to recognize the Armenian Genocide.

 

Durbin spokeswoman Sandra Abrevaya said the senator will likely introduce the bill next week.

 

Armenian-American groups also cheered the news.

 

"Senator Durbin is very committed to human rights issues," said Bryan Ardouny, executive director of the Armenian Assembly of America. "The resolution continues to build momentum."

 

Armenians contend the Ottoman Empire began an orchestrated slaughter in 1915 in which about 1.5 million Armenians were killed.

 

Turkey denies it was a genocide, saying about 300,000 were killed and noting that Armenians sided with invading Russian troops in the aftermath of World War I and took up arms against Turks.

The bill's introduction comes as the Senate Foreign Relations Committee moved to delay discussion of another measure condemning Dink's murder as well as the Turkish penal code under which the journalist was once tried for "insulting Turkishness."

 

In the meantime, the House measure sponsored by Schiff has garnered 179 supporters and is expected to come up for a vote in the House Foreign Relations Committee.

YEREVAN (YERKIR) - Armenian Foreign Minister Vartan Oskanian met with U.S. Assistant Undersecretary of State and U.S. Minsk Group Co-Chair Matthew Bryza, PanARMENIAN.Net reported, citng Foreign Ministry Press Office.

 

They discussed issues concerning the upcoming meeting between Armenian and Azeri FMs in Geneva on March 14 in the framework of the Nagorno Karabakh conflict settlement process.

 

At the meeting with the co-chairs of the Congressional Armenian Caucus, Minister Oskanian outlined the broad U.S.-Armenia agenda, and ways in which Congress can play a role.

 

During the meeting, the Armenian Genocide issue was also discussed. In referring to the pending Genocide reaffirmation resolution, the Minister explained, “The Armenian government, in contrast to the leadership in Ankara, does not seek to lecture elected American officials on this core human rights issue.

 

Sadly, the Turkish government continues to export its policy of genocide denial, seeking to impose upon the U.S. and other nations the very intolerance that inspired Section 301 and led to the murder of journalist Hrant Dink. This should not be tolerated by any individual or any country. The Armenian government has faith in the American democratic process and respects the integrity of U.S. Congressional decision-making.”

Turkish General called on Turks in U.S. to counteract Armenian Genocide resolution

/PanARMENIAN.Net/ “I have a complaint about Turks in U.S.,” said in Washington General Yasar Buyukanit of the Turkish Armed Forces, reports Hurriyet newspaper. He addressed the Turkish community last night, chiding them for not enough action in working for Turkey's interests. General Buyukanit called on Turks in the diaspora to work harder in the face of the ongoing push by the Armenian diaspora to have the Armenian Genocide bill passed in the U.S. Congress. Said Buyukanit, "Whatever happens from now afterwards is linked to you. Don't the people living outside the Turkish Republic have to come together and work harder to protect Turkey's national interests? Now I would like to address a complaint I have about you. If the voice of the Turks living in the diaspora would only rise as high as the others in the diaspora, the Armenians' claims of genocide would not have come out this way, nor would Turks have to face what they do now. Yes, please excuse me, but I have a complaint about you. The Turkish Republic would be that much stronger if people would gather to support the country's interests, rather than working against them."
